Investigation continues into B&E and assault

A Quesnel woman is being treated at G.R. Baker Hospital after sustaining injuries during an early morning break and enter. Quesnel RCMP are asking the public to be vigilant in locking their doors and securing their homes after an unknown male broke into a residence and assaulted a female occupant early Sunday morning (Dec. 7), in the 4000 block of Quesnel Hixon Road. At this stage of the investigation, RCMP believe this was a random act and the victim was not targeted. The suspect is described as a white male with a full beard and a deep voice, wearing a hoody and a dark coloured jacket. It is believed that this male may have been picked up by a vehicle after this incident. The female victim is being treated for non life threatening injuries and is expected to be released from hospital later today. Quesnel RCMP GIS Investigators have been called out to assist in this serious crime investigation. “We are committed to exhausting all leads and utilizing all available resources to ensure that the person responsible for this crime is apprehended and brought to justice,” Detachment Commander for the Quesnel RCMP, Staff Sgt. Steve Vrolyk said. Investigators are seeking any information on this suspect, and are also looking for witnesses who may have observed a male in and around the 4000 block of Quesnel Hixon Road who may have been on foot and/or may have been picked up by a vehicle between the hours of 6 a.m. – 7:30 a.m. Dec. 7. If anyone has information on this incident or observes any suspicious occurrence, contact the Quesnel RCMP at 250-992-9211 or Crime Stoppers at 1-800-222-8477 (TIPS).

hether you prefer living in urban neighbourhoods or on acreage farms or estates, the Quesnel area offers you a wealth of affordable choices. Our housing costs compare very favourably to those of any community in the Lower Mainland, Vancouver Island or Okanagan. These statements, found on the City of Quesnel website, are certainly true, if your household income is more than $33,000 a year. For others falling outside of a secure annual income, new research is identifying that many young people, lowincome or single parent families and seniors are overspending to afford their housing costs. The Canadian Mortgage and Housing Corporation, (CMHC) defines affordable housing as housing costs that amount to no more than 30 per cent of before-tax household income. Shelter costs included in housing costs for renters are rent, electricity, fuel, water, and other municipal services. For Home Owners this includes mortgage payments, property taxes,
condo fees, as well as electricity, fuel, water and other municipal services. So the question is, how much of your income do you spend on simply affording housing, forget, getting to work related costs, groceries and all that extracurricular stuff. The Rental Housing Index is a new tool recently launched by the B.C. Non-Profit Housing Association, which helps to map the rent costs to renters by provincial regions. In a national climate where economists are documenting the widening gap between high and low income earners and Social Development agencies are up in arms regarding the dismal supply of affordable housing stocks, we are seeing the lack of affordable housing being called a national housing crisis. For example, taken from the B.C. Non-Profit Housing Associations mapping tool, for the Cariboo region, renter households earning less than $17,591 and living in two bedroom units pay an average of 77 per cent of their income each month on rent costs. For
most people earning a single income of no more than $17,591 a year and living in a bachelor or one bedroom setting, you are most likely spending just over 50 per cent of your income on housing costs. There are also other lenses through which to analyze rental realities. One interface shows how many individuals making less than $17, 591 a year are overspending on housing costs. In the Cariboo, these numbers are 255 individuals over spending on one bedroom apartments and 330 individuals overspending on two bedroom rents. Another interface shows how much more annual income individuals would need in order to afford their rents, keeping in mind, CMHC’s affordable housing equation. Luckily, affordable housing in Quesnel has been on the minds of City officials as they finalized an Affordable Housing Strategy in April 2013. The strategy identifies key partners and prioritizes levels of housing need on the housing continuum. Homelessness is the first level of prioritization, moving to the other
end of the continuum which would see more opportunity for lower income families to afford to move into the home ownership level. Seasons House is the host agency for a program being launched in coordination with the Federal Governments Homelessness Partnering Strategy and BC Housing Rent Subsidies Program, called Housing First. Housing First has been a successful model to addressing many levels of homelessness for over twenty years in Canada. It was first utilized by non-profit social service agencies like Houselink in Toronto and the Portland Hotel Community Services Society and Raincity Housing in Vancouver. Housing First focuses on moving individuals in need of housing into secure, adequate housing and offering rent subsidies to make it affordable, while building support services around the individuals to continue to address barriers that have kept them from retaining housing in the past. For many, these barriers include medical issues, discriminatory reasons,
or for some women the reality of fleeing violent domestic situations. Outreach Workers also offer supports to landlords choosing to work with the Program. Some of the perks to landlords are: support in landlord tenant relations, security in filling units immediately and direct payments to landlord of damage deposits and rent subsidies. A recent study by the Mental Health Commission of Canada, analyzed the costs of Housing First compared to the “treatment as usual” continuum over five years in five major cities, which found that costs to society are less if people are simply housed, instead of keeping them in the revolving door system. The Housing First Program has already began to connect individuals in need, with housing and supports, making this holiday season for some, a much brighter one. Obituary Tribute
Barbara Reay Ritson August 3, 1927 ~ November 17, 2014
It is with the deepest sense of loss the family of Barbara Ritson announce the passing of their beloved Mother, Grandmother and GreatGrandmother. She passed away peacefully November 17, 2014, with family at her side. Barbara was born in Victoria, B.C. to Ray and Madge Meldram. She attended school in Victoria and it was also there that she met her husband, Alex Ritson. In 1952, Barb and Alex moved to Quesnel where she was a member of the Women’s Hospital Auxiliary for a number of years. She will be remembered fondly for her kindness and generosity - No one ever left her house hungry. There was always a treat waiting for you, a story to tell, or a laugh to share; and, she never overlooked a moment to tell her family how much she loved them. Barbara was predeceased by Alex in July 2008. She is survived by her daughter Donna (Steve) Tansky, son Craig (Ingrid) Ritson, grandchildren: Stephannie TanskyNeary, Jennifer Tansky-Cookson, Kirstin Ritson, Brett Ritson, Heather Thompson, Patrick Thompson, Katie (Greg) Wilks, great-gradchildren; Aura, Brandon, Gracie, Leighton and Gabriel. A special thank you to her friends, family, neighbours and caregivers who always seemed to brighten her day. As her final wish was to someday return to her beloved Victoria, there will be a private service held there in the spring.

Barbara Chatt (Bodman) (Rose) August 29, 1933 ~ November 30, 2014 It is with heavy hearts that we announce the passing of Barb Chatt after battling numerous health issues. Barb left peacefully in the arms of her husband Vic with her family gathered at her side. Barb was born in Victoria, B.C. After training at Victoria College in 1952 she became an X-ray Technician. In 1953 she joined the Royal Canadian Navy. She married her tennis partner Philip Bodman in 1954 in Victoria and had 4 children. Barb lost Phil in a helicopter crash in 1977 after 23 years of marriage. Barb married Vic Chatt in 1984. After Vic’s retirement they enjoyed visiting family and friends, extended travelling and volunteer work in Thailand. Barb loved many sports, and championed in badminton, tennis, golf, and x-country skiing among others. She cherished her many years in Quesnel contributing to the community in a wide variety of ways including Welcome Wagon, Toastmistress, and both the Anglican and North Star Churches and the Quesnel Community Foundation. She leaves behind her husband of 29 years Vic, sister Phyllis (Jim) Parker, sons Ian, Eric (Daniela), Graham (Kari) Bodman and daughter Anne (Ron) Baker. Grandsons Brynn, Kwynn, Tai & Benjamin. Extended family Dean (Angela) Chatt and Tracy Chatt and 7 grandchildren – Gavin, Kyle, Vic jr., Jordana, Chris, Dakota, and Skye, and 3 great grandchildren – Isaiah, Ellie and Lulu. Barb will be best remembered for her love of family, her enthusiasm for life and her involvement in the community. Special thanks to Dr. Fred van Dyk. And all her community health and medical providers who were outstanding. A Celebration of Life will be announced later in the spring. Zana Hayworth August 25, 1925 ~ November 24, 2014 The family of Zana Hayworth sadly announce her sudden passing, early in the morning, on Monday, November 24, at her home. Mom was a much loved and respected member of the Quesnel Community, a dedicated mother and grandmother, and a mom to many of our friends as well. Mom had many friends in Quesnel and was active as a volunteer in many organizations. Mom was born on August 25, 1925 in Truax, Saskatchewan, one of 13 children born to Dan and Rachael Popp. Growing up on the farm, mom wore many hats and she was very proud of becoming a “darn good farmhand,” to her father during the war when 5 of her brothers were serving overseas. In 1943, Zana went to Tisdale, Saskatchewan to pursue a nursing career. In 1946 she met Don Hayworth while nursing his mother. After a whirlwind romance, Don and Zana were married on December 17, 1946 at the family farm at Hudson Bay, Saskatchewan. They pre-empted a quarter section of land and started farming near Erwood, Saskatchewan. Their first four children were born here, Sharon, 1947, Char 1950 and Peggy & Penny 1952. After 6 years of poor weather and crop failures they decided to leave farming. In 1953 Don and Zana moved their kids and belongings to B.C., settling in Burnaby. Zana worked at Melrose Park Hospital and Don at Alaska Pine saw- mill. Their 5th daughter Kaye was born here in 1954 and son Donald in 1959. After a fire at Alaska Pine sawmill in 1966, they once again packed up kids and belongings and moved to Quesnel, B.C. They bought a house in Richbar and Zana worked at G.R. Baker Memorial Hospital, where she mentored many a young nurse and doctor. Zana became a valuable and well respected member of the nursing staff. When Don Sr. died in 1989, Zana moved to a smaller home in Dragon Lake, where she lived until her passing. Zana is predeceased by her husband Don Hayworth Sr., son-in-law, Peter Sydenham, daughter-in-law Millie Hayworth, and great grandson Tristan Buckland, seven brothers and 4 sisters. Zana is survived by her sister Eugenia Letteney, daughters; Sharon(Bob) Beedle; Char (Fred) Harder; Peggy Hamel; Penny Hayworth; Kaye Nome and Son Don Hayworth Jr.. Grandchildren Steve Beedle, Christina(Fadil)Kurshmilu, Laurie (Byron) Johnson, Rachael (Sebastian) Sydenham-Wang, Kevin Hamel, Michael Nome, Crystal (Wayne) Thompson, Laura (Mark) Bowes, Ben Hayworth and Joe Hayworth. Great Grandchildren Gibson, Lukas, Christopher, Mumeh, Ndueh, Daniel, Angel, Angie, Jasmine, Genevieve, Jada, Misty, Izzy, Kaylynn, Aurora, Dean, Tyler and Zachary. Great Great Grandchildren Madisyn and Darius. Numerous nieces and nephews and extended family. Our family would like to thank Percy and Bev Burgess for their continuous love and support which helped mom remain independent. We would also like to thank her care givers who helped her be more comfortable and able to stay in her own home. Mom considered you all her family. There will be a Celebration of Mom’s life in the spring where friends and family can come together to honor our mother’s life. Please bring stories, as we all love to hear them.

Kamilia Sarabyn Kamilia Sarabyn passed away peacefully in her sleep at 10:45 pm on Friday Dec. 5, 2014 in her home at Dunrovin Park Lodge, in Quesnel, BC. She was 2 days short of celebrating her 92nd birthday. Kamilia was born on Dec. 7, 1922 in Frampol Ukraine. She married Michael Sarabyn in Schleswig, Germany on May 25, 1945. Michael came to Canada in Feb. 1948 and sent for Kamilia to join him in Sept. 1948. They lived for a short time in Fort Williams, Ont. before moving to London, Ont . While in London they had two children, Rozanna, and Michael. In 1962 they decided to move across the country to settle in Prince George, BC. Kamilia enjoyed being a homemaker, a gardener and an active member of the Ukranian Greek Othadox Church. In 2010 Kamilia moved into Dunrovin Park Lodge where she could be watched over as her Alzheimer’s progressed. Kamilia will always be in our hearts and forever remembered by her daughter Rozanna (Tom) Essery and Michael (Linda)Sarabyn. Her Grandchildren, Ken Scott, Stacy Zadko, Leah (Darren) Halfnights, Nicholas (Sue) Sarabyn and Matthew Sarabyn, as well as two
great grandchildren, Keenan Zadko and Rylan Halfnights. Kamilia was predeceased by her husband Michael Sarabyn in Sept. 1977. A Celebration of Life will be held at 11:00 am Fri. Dec. 12, 2014 at Assman’s Funeral Chapel, 1908 Queensway, Prince George, BC with internment to follow at the Memorial Park Cemetery, Prince George. A tea will be held at the Ukrainian Greek Orthodox Church Hall at 2414 Vanier Dr., Prince George immediately after. The family would like to express their heartfelt thanks and sincere gratitude to the staff at Dunrovin Park Lodge for the four and a half years of tender loving care given to Kamilia during her stay there. Those wishing to honour Kamilia’s memory by way of donation, may do so to Dunrovin Park Lodge, or a charity of their choice.

A
whale carcass sits on the beach, awaiting a necropsy the following morning. Sometime during the night, someone decides that they need a trophy, so they head to the beach and begin their dirty work. When scientists arrive to perform the post-mortem examination Saturday morning on J-32 (a.k.a. Rhapsody), they discover that the body has been tampered with: several teeth have been removed. Who does this? Criminals. Opportunists. A person – or people – with no regard for the law. Yes, it is an illegal act, under the federal Species At Risk act. The maximum penalty is a $250,000 fine and five years in jail. Why do this? Probably for the money. There is a black market for things such as whale teeth. The value ranges, but a quick Internet search suggests that whale teeth can fetch anywhere from $100 to $1,000 apiece. In hindsight, it’s easy to point the finger at those in charge of the necropsy. There should have been security watching over the animal. Certainly, there is a lesson to be learned. Surely, future carcasses awaiting necropsy will have security assigned to them. It’s a shame it has come to this. As for the criminals, they will likely be caught. Somewhere down the line, they will show their trophy to the wrong person, offer it to an undercover cop posing as a buyer, or they will, most stupidly (and most likely), post a picture on Facebook. Again, that goes back to the “shallow end of the intelligence pool” assessment. Unfortunately, the big losers in all of this could be the big beasts themselves. The stolen parts could hold revealing information as to the reason for Rhapsody’s demise. And until scientists know why J-32 died, they won’t be able to offer any kind of preventative measures. Female whales of reproductive age are the most important members of the species, for obvious reasons. Knowing why one died prematurely is imperative to the survival of the species. We can only hope that the telling bit of information isn’t sitting in someone’s shed right now, awaiting the highest bidder. –Black Press
Clark on climate, clawbacks, credit cards

year-end interview with Premier Christy Clark. TF: Are you still confident that we’re going to see a major LNG project approved by the end of 2014? PCC: We’re still in negotiations with Petronas and Shell, so I don’t know if it will be by the end of 2014, but I’m hoping in the next few months. [Days after this interview, Petronas announced a delay in their investment decision until 2015.] TF: I talked to a couple of SFU climate mitigation specialists, and they agreed that it’s unlikely to the point of impossible to have a major LNG industry and still meet Gordon Campbell’s ambitious greenhouse gas target of a 33 per cent reduction by 2020. What do you think? PCC: I think that we may prove them wrong. Many of these facilities, not all of them, will be partly or fully electrically powered up, so that reduces those impacts, and there’s going to be a

B.C. Views real incentive to invest in new technology to minimize that as well. I think the bigger picture is what really matters, which is that in shipping 82 million tonnes of liquefied natural gas to Asia, we help them get off coal and other dirtier sources of oil, and that is the biggest contribution that we’ve ever made to reducing climate change. TF: Ontario and Quebec have taken a page from your book. They have seven conditions for an oil pipeline, Energy East, which involves conversion of gas pipelines and taking Alberta oil to the East Coast. What do you think? PCC: I think they took our five conditions and
anywhere in the world. It is the gold standard. TF: Finance Minister Mike de Jong says we have a surplus estimated at more than $400 million for this fiscal year, and he suggested that much of that would have to go to pay off deficits from previous years. Of course the opposition is interested in welfare rates and in particular ending child support clawbacks. What’s your view? PCC: Like any family that’s been through tough times, the first thing you need to do when you get back to finding a job and making an income again, is to pay off your credit cards. And that’s what we’re going to do. We are going to see if we can find ways to improve some of the programs over time, but can’t do that until we can afford it. TF: What about the conditions they have added? PCC: One of the things they say they want to protect against is a shortage of natural gas coming to Ontario and Quebec. These are the same two provinces that have put a moratorium on extracting natural gas. They want to make sure that we do it here, good enough for us to do, and send it to them, but they won’t do that themselves. I look at their last two conditions, and I roll my eyes a little bit. TF: All the way to New Brunswick, they’ve basically bought the anti-hydraulic fracturing myth? PCC: Yes. Somehow they all watched an American mockumentary or whatever you call it, and believed it. Takes all sorts to thrive and survive Editor: Although small business month has now passed, I feel it is important to write and urge British Columbians to remember that B.C.’s small businesses are the backbone of the B.C. economy and employ the vast majority of our provinces private sector workers. Something equally important to remember

is that in order for B.C.’s small businesses to thrive, the major industry sectors they service also need to thrive. For that reason, all levels of government must support and encourage small business and the small business people and entrepreneurs who run these businesses, as well as the major industry sectors these small businesses depend
on; because as our key industry sectors grow and prosper, so do the province’s small businesses and secondary industries. For example, the mineral exploration sector in B.C. directly supports over 2,000 small service and supply businesses. If we fail to support major industries such as the mineral exploration sector it would invariably
lead to the collapse of these 2,000 small businesses as well as the untold thousands of other small businesses that are indirectly supported by this industry. Despite current optimism about the future, many small businesses in B.C. are still recovering from the lingering effects of the 2008 recession. The smallest change in
B.C.’s economic prospects could easily turn the tide back in the other direction and cause B.C.’s small businesses to lean toward risk aversion rather than economic expansion. As British Columbians, it is therefore up to us to ensure that all levels of government make decisions that support our province’s major industries.
Whether it’s mining exploration, LNG or mega-projects like Site C, policies that allow our major industry sectors to thrive also allow our province’s small businesses to grow and thrive and provide employment for the vast majority of British Columbians. Christopher C. Law Port Moody, B.C.

Mitts and scarves, toques and gloves hang from trees, posts and other spots around the downtown area thanks to a dedicated group of crafters who wish to remain anonymous. The group met through a Facebook stitching page and now meet regularly to stitch and chat, or as the British say, Knit and Knatter. The group does more than just knitting adding crocheting, quilting and sewing to their activities. With the collective experience of the main group they have more than 400 years of stitching experience. The group decided they wanted to give to the less fortunate and help them stay a little warmer in the community. Dig deep for Quesnel Good Cheer For more than 50 years, Quesnel Good Cheer has relied on the generosity of the community to bring comfort and joy to local needy families and individuals. However, the need has never been greater than in 2014 when coordinator Dianne Greenwood expects recipients to top last year’s number of more than 800 names. “As of Saturday morning we already had more than 400 names on the recipient list,” Greenwood said. Donations are starting to pour in for the seasonal program but Greenwood said there’s gaps which they are always trying to fill. In 2013, the demographics of recipients were: more than 200 teens, 200 plus singles (both male and female), 500 families and more than 460 children (under the age of 12). Without government support of any kind and solely dependant on the community’s generosity, Quesnel Good Cheer fills hampers for individuals and families. The most difficult age to collect donations for is gifts for teens. Greenwood said in the 22 years she’s been the coordinator this has always been the case. She first started volunteering with Quesnel Good Cheer
in 1988 and for the next four years she looked after the gift table, trying to ensure gifts for adults and teens. “Sometimes its as simple as a bar of soap or a toothbrush but we always do our best to put something in for these groups,” she said. Quesnel Good Cheer was first started by local businesses. Greenwood remembers as a child Good Cheer volunteers coming to the door looking for donations. The program depends on donors and some have been giving as long as Greenwood has been the coordinator. As well, some of the volunteers have been donating their time in the selfless serving of others for more
than 20 years. “They give a lot of time to make Christmas better for others,” she said. Many clubs and organizations bring in a lot of donations and one of those is the West Fraser employees who raise money for the turkeys which land in the hampers for families. “The West Fraser employees have been big supporters of Good Cheer in general, she added. “School kids also do food drives and all of this helps with the work we do.” The deadline for donations is Dec. 17 as they beginning handing out hampers Dec. 19 – 20 and Greenwood thinks its going to be a big year for the number of hampers they need to prepare.

When asked how she keeps her optimism year after year, Greenwood says she relies on prayer a lot. “Prayers for the ones who receive Good Cheer, the ones who donate and especially for those who volunteer,” she said with a smile. Once the crew begins packing the hampers, Greenwood said they’re like a well-oiled machine with everyone knowing their job and do it well.
“We have many willing volunteers and I’m especially grateful for retirees who chose to spend some of their well-earned retirement with us,” she said. Donations can be dropped off at the south end of Maple Park Mall. This is also where recipients sign up to receive a Good Cheer hamper. The depot is open Monday – Saturday, 10 a.m. – 4 p.m. and Sunday 10 a.m. – 2 p.m.

Another successful season for the Clansmen WHITNEY GRIFFITHS Observer Reporter With the excitement of the Grey Cup wrapped up, it's time to recap on Quesnel's own football victories. Kicking off the season with a bit of a rocky start it turned out to be a successful season for the Correlieu Clansmen. With the recent school dispute that took place near the end of last school year until September some of the regularly training unfortunately suffered. Coach Jeff Morris admitted he thought they had lost the season. But through the tireless efforts of local volunteers and several football
players from previous years, spring training continued. "Credit has to be given to our guest coaches Cst. Josh Nutley, his wife Angel, who is aptly named, handled all our medical issues and Sgt. Andrew Burton," Morris explained. "During the dispute they kept the guys on the field and trained up because I officially was not allowed to be with them." With the team training still on the go thanks to community volunteers the team was kept in shape for the fall football season. The first game scheduled for the Clansmen was in Vanderhoof but without
school support due to the dispute Morris was having troubles acquiring a bus and it was only by a generous local donation that the team made it to the event at all. "That game was played because Integris got us a coach bus as part of our 'Cops for Cancer' participation," Morris explained. Morris couldn't say enough about the community support given to get the season up and going and a good thing it happen too, for the Clansmen preformed triumphantly given the setbacks. In the first game against Vanderhoof the Clansmen took home a win with a

Touchdown FROM A14 After the game against College Heights the Clansmen took on Kelly Road but with two games close together the Clansmen suffered a defeat. “We played College Heights on the Friday and then we played Kelly Road on Monday with no practice,” Morris said. “Some of the guys were banged up and it showed, where as Kelly Road had a week off.” Next season Morris hopes to triumph Kelly Road, admitting that the game against Kelly Road is the where they drop the ball and suffer a loss. The game against Duchess Park, although they suffered a defeat proved one of the most exciting games of the season for the Clansmen. “They thought they had an easy win on their hands,” Morris laughed. “And we gave them the hardest game of the season.” It was a loss of 26-13 but the performance of several individual players as well as team performance was one for the books. For their final game of the season the Clansmen faced Vanderhoof once again and once again they defeat the team quiet handily with a score of 25-6, proving Quesnel’s skill and strength for the north is not to be dismissed. Despite this final win, only two teams could advance and the Clansmen fell short, coming in third place. Moving on to play the winners from the Okanagan division were Duchess Park and PGSS. With six games played and three games won and stunning individual performance, the Clansmen ended the season on a positive note, hopeful to return next year for another successful season. “The season was a success,” Morris said. “When we won we won handily and I have a solid core of returning players for next year. I have a great quarterback named Damon Giesbrecht who is our quiet leader. I am looking forward to him actually taking control of things next year.” Morris expressed high praise for the entire team, seeing real potential for several of his players to continue to Canadian junior or college football. Some of the Clansmen high performers included Levi Robertson, who ran in for five touchdowns in the game against College Heights. Garth Kennedy held a high touchdown count of 13 throughout the season. This proved to be a step-up season for Dayton Toews, Morris explained, with brilliant performances in his last three games. It was an outstanding offensive season for Krauzby Rea-Templeton and Jeremy Mullin. Grade 9 quarterback Dan MacDougal held his own against the older competition and will be returning for another season. The Clansmen had an outstanding centre in Trent Burton and a great offensive lineman in Bruce Schonke. The list goes on and on for this proud coach, singing praises for his entire team of dedicated athletes. Though the snow is on the ground and the season is over, the work never stops for Morris or his team. Come January, the Clansmen will work with young aspiring athletes at the soccer facilities.
