Taxes in Surrey are set to soar next year – equivalent to a 10-per-cent increase – as the city grapples with cost pressures associated with an election promise to hire 100 more police officers. Surrey is planning to keep property tax increases at 2.9 per cent next year – or $46.20 for the average home worth $648,000.

However, the increases don’t stop there. In fact, combined hikes planned for next year’s tax bill are $162 for the average home. Other fees and levies are being added, largely due to a $15-million election promise of bringing in extra RCMP officers in 2015. Surrey staff are recommending the creation of a recreation and culture levy of $100 per home. That would generate $16 million annually

for the city. In addition, a one-per-cent road levy introduced in 2007 as a temporary five-year measure will likely continue for another 10 years, according to Coun. Tom Gill, who is an accountant and chair of the city’s finance committee. The one-per-cent road levy amounts to a $15.93 increase for next year. In all, the taxes for the average Surrey home

will be climbing from $1,593 this year to $1,755 next year. If the home has a secondary suite, it’s going to get even more expensive. Surrey is planning to raise the secondary suite fee $116 to $526 per home – a 28-percent increase. continued on page 10

The Surrey Christmas Bureau (SCB) needs some help from individuals and businesses in order to provide a magical Christmas for 5,000 children this year. The SCB is a non-profit organization which gives low-income families holiday gifts, clothing and food. This year, the SCB has already helped 3,400 children and nearly 2,000 adults, but organizers want to do more. “I am always so overwhelmed with the generosity and support from the people of Surrey and the Lower Mainland this time of year,” SCB coordinator K.C. Gilroy said. “We hope that generosity grows as poverty grows.” The SCB is in need of gifts for youth ages seven and older. “People are so generous, but are usually drawn to purchase gifts for babies or toddlers since they are usually cute items,” Gilroy said. “But we really need things for the older age group.”

Looking confident and sure-footed, newly minted Mayor Linda Hepner laid out her priorities on Monday night as she and her Surrey First team were sworn into office. A crowd of about 400 packed council chambers at Surrey’s new city hall when the recently elected Surrey council was escorted in by an honour guard. Hepner began by thanking outgoing mayor Dianne Watts for her three terms. Watts is now planning to run federally for the Conservatives in South Surrey-White Rock. “Dianne Watts never met a good idea she didn’t like,” Hepner said, adding she looks forward to working with Watts when she is in Ottawa. “And by the way, I’ve got a little light rail project I want to talk to you about.” Hepner listed her priorities in the years to come. “Auntie, Chloe and I want to put toys on the shelf for the poor children,” said Ryley Patterson on a recent trip to the Surrey Christmas Bureau (SCB). Ryley, 5, a kindergarten student at Betty Huff Elementary School, has been visiting the Christmas bureau and dropping off toys since she was three. This year, Ryley took her friend Chloe Gravel-Fallis, who is two months short of her third birthday, with her. When Ryley was asked if she wanted to do a fundraiser for the Christmas bureau, she said, “I want to do a Fun-raizer because people should bring toys and toys are fun.” On Friday, Dec. 12 from 5:30-7 p.m., Ryley and Chloe’s Fun-Raizer will take place at Olympia Restaurant, 10257 King George Blvd. For $7 per person plus an unwrapped toy, each person will receive a spaghetti dinner. The restaurant also has a small stage and Ryley and Chloe are planning to lead everyone in a few Christmas songs. A jolly guest dressed all in red might be making a special appearance. For those unable to attend the event, toys can be dropped off at the SCB toy depot at 14885 108 Ave. “It’s great seeing children so young wanting to help,” says K.C. Police with Surrey RCMP’s Serious Crime Unit were on the scene in South Surrey, following the discovery of a body near Elgin Heritage Park Wednesday. Surrey RCMP were called to the 13900-block of 35A Avenue – just south of Crescent Road – at approximately 12:15 p.m. Dec. 10. According to a news release sent at 1:30 p.m., police found the body after responding to a report of “a suspicious circumstance.” The cause of death and identity had not

Growth does not come cheaply One of the toughest purchases for most people these days is that of a home – particularly if they are just getting started in the housing market. Housing prices have been on a mostly upward trajectory since the late 1990s. Even since the 2008 economic downturn, they have barely paused in their relentless advance. Surrey has been one of the most popular places to look for a new, (relatively) low-cost home. Many of these are townhouses or apartments – single-family housing is not nearly as dominant as it once was. Indeed there is no such thing, as virtually every single-family home being built has enough room for one or more suites to be added. While housing prices in Surrey are considerably lower than in Vancouver, a recent study shows that the city adds a substantial sum to the cost of each home with its development cost charges and other fees. (See story, page 8). For a 22-townhouse development, that additional fee is more than $700,000. That means city requirements add more than $33,000 to the cost of a home. As the study, prepared by Simon Fraser University’s urban studies program, points out, Surrey has some good reasons to demand the charges. Growth does not come cheaply. Water, sewer and roads must be added.

There are additional traffic challenges. There are added pressures on transit, schools, police and fire services, as well as other city services such as libraries, recreation centres, parks, ice rinks and pools. “We understand there’s a need to have development charges to pay for growth. What we really care about are the delays and inconsistent application of rules across cities and even within cities,” said Bob de Wit, president of Greater Vancouver Home Builders’ Association, which helped commission the study, called “Getting to Groundbreaking.” Surrey has been taking a good portion of regional growth, with other fast-growing areas being Vancouver, Burnaby, Langley Township and Coquitlam. In the municipal elections, it became obvious the pressures of growth are being felt in almost every Lower Mainland community. Canada Mortgage and Housing Corporation says about 30,000 new households are being formed in the Lower Mainland each year. This growth comes from immigration and inter-provincial migration, as well as young people leaving parental homes to set up their own households. Growth is certain to continue in Surrey at a fast pace,

given that there remains a large supply of land that can be developed – something that is becoming scarce in many other Lower Mainland communities. However, even with the hefty development cost charges, many city services are having a tough time keeping up. Perhaps the most obvious example is policing, where Surrey RCMP is clearly understaffed. Growth is also felt in hospitals and schools, both of which are dependent on the provincial government for capital funding. School capital funding was significant for a number of years, but has been more restricted in the past two years. Yet children continue to arrive on the doorsteps of local schools, some of which are significantly overcrowded. The study makes the excellent point that there needs to be consistency in the application of rules by each city and more consistency across the region. Surrey gets reasonable marks from many developers, but there is room for improvement. The challenge facing cities like Surrey is to manage growth so that existing services are maintained for those who live in Surrey now.

I have recently been thinking about the fact we have experienced troubling times in our past and it was our senior population that lived through most of it. They survived World Wars, economic depressions and political unrest that far out-shadow much of what we experience today. Our seniors were resilient, hard-working and committed to building a strong and prosperous country. It is important that, as a community, we show our gratitude for their significant contributions to our way of life by ensuring that they live out their lives with dignity and respect. We must have a sense of responsibility for the well-being of our elderly neighbours, and help them remain engaged in meaningful experiences. In addition to ensuring the physical health of our elders, it is equally im-

portant to protect them from scams, abuse and fraud. Delta Police takes any incidence of elder abuse seriously and it is important that if you are aware of a family member, friend or neighbour who may be at risk that you call us. We must not turn our backs on our seniors; they certainly didn’t turn their backs on us when the going got tough. As our population ages, elder mental health will become a priority for governments, communities and the police. It is anticipated that rates of dementia will double over the next 20 years, placing pressure on families and our health care system. Now is the time to plan for the future, and that includes community-based strategies in which we all play a role. Delta Police Community Police Stations have introduced a new program, “Adopta-Grand-Friend” that pairs volunteers

with seniors living in isolation. Our volunteers visit seniors in their home, play cards, listen to stories and go for walks; and they do so with the underlying goal of ensuring their “Grand-Friends” are safe and healthy. We also encourage seniors to volunteer at our Community Police Stations to help keep them active and engaged. Art Arnold, one of Delta Police’s long-serving volunteers, spent countless hours giving his time to the Tsawwassen Community Police Station. He was totally committed to public safety in Tsawwassen and worked his shifts with the enthusiasm and energy of a person half his age. When Art was 96 years old, I asked him why he volunteered his time for Delta Police. He told me it looked good

Province urged to cut Port Season's Heatings Mann tolls temporarily ▶ TOLL-FREE PATTULLO BRIDGE TO UNDERGO MAINTENANCE, LANE CLOSURES JEFF NAGEL

Transportation Minister Todd Stone is being urged to reduce or eliminate the tolls on the Port Mann Bridge while maintenance work restricts the use of the Pattullo Bridge for months or even years. The Pattullo is supposed to be the free alternative to the Port Mann but it will become more difficult to use if there are frequent lane closures during next year’s planned $100-million upgrade, Surrey Board of Trade CEO Anita Huberman said. “We’ve asked if the tolls on the Port Mann could be suspended or reduced,” Huberman said. “If the Pattullo Bridge only has one lane open, that’s going to present a problem. We just want to give people options to move across the bridge without it costing too much.” The seismic rehabilitation and deck replacement of the 76-year-old bridge is expected to begin in early 2015 but TransLink officials contacted Tuesday were

unable to say how long the project will last. Newly elected New Westminster Mayor Jonathan Coté said he also supports reduced or suspended Port Mann tolls during Pattullo construction. New Westminster council has previously called for lower tolls on the Port Mann to reduce truck use of the free Pattullo, or else an outright ban on trucks there. “We’ve faced pretty

negative consequences with high tolls on the Port Mann Bridge and the Pattullo being the free alternative,” Coté said, noting the toll for trucks is $9 each way. “It’s delivered a lot of traffic that should be on the highway network into our road network.” Stone could not be reached for comment. The Pattullo rehabilitation would be the minimum required to

ensure it remains safe while work proceeds to design and build a modern new four-lane bridge, expected to open in 2023. The new four-lane Pattullo would be tolled to pay for its construction. The existing span is considered critical for goods movement but is at risk of being knocked out of service by a moderate earthquake or a ship collision.

A new study makes the case for reforms to streamline municipal development approvals and restrain fees to help home builders keep pace with housing demand and control prices. Getting to Groundbreaking, an initiative of the Greater Vancouver Home Builders’ Association (GVHBA), with participation from the Urban Development Institute and Metro Vancouver municipalities, was prepared by researchers with SFU’s Urban Studies program. “This is about red tape and getting rid of inefficiencies,” GVHBA president Bob de Wit said of the report, which was released last

levied in Surrey and Richmond – where the municipalities collected more than $700,000. They were followed by Langley Township at more than $600,000, while Maple Ridge, Coquitlam and North Vancouver District charged between $400,000 and $500,000 to develop the proposed project. The lowest charges in the region were in White Rock and Port Moody. Broken down by unit in the sample development, the fees in Surrey add up to $33,700 or about 10 per cent of the cost of a new townhome, compared to just $8,400 or 1.8 per cent of the unit price in Port Moody. The regional average of fees and charges for a unit in the sample townhome complex was $17,124 or four per cent of the typical townhome price across Metro Vancouver. The report notes differing local factors make it difficult to fairly compare the burden of fees between cities. De Wit said there are legitimate reasons why some cities, particularly Surrey, charge more than others. The big one is that much construction in Surrey happens on land that has never before been developed. “If you open up a greenfield development there are a lot of costs – laying pipe, building roads and creating parks,” de Wit said. “We understand there’s a need to have development charges to pay for growth. What we really care about are the delays and inconsistent application of rules across cities and even within cities.” Among the recommended reforms are improved municipal websites for developers, good online file access and mobile technology to allow city staff to update information on a development from the field. Jean Lamontagne, Surrey’s general manager of planning and development, said real-time updates from city inspectors using mobile devices can help avoid delays for builders. continued on page 9

Instead of waiting to return to the office to enter the data, comments from an inspector are instantly circulated to the client’s team, who can move faster to address problems. “The report really brings together best practices from around the region,” Lamontagne said, adding SFU’s involvement ensured it was fair and impartial. As for Surrey’s higher costs, Lamontagne said council has always insisted developers pay for the costs to service new neighbourhoods, not existing taxpayers, adding housing in Surrey remains more affordable than Vancouver. The report acknowledges major challenges facing cities – from neighbours hostile to development, intense pressure to keep pace with growth, as well as inexperienced builders who don’t always know what they’re doing. “Some builders and developers submit incomplete applications to get into the queue,” de Wit said. “That delays the whole process for everybody. So that’s something our industry can do better.” One of the reforms the GVHBA recommends is a fast lane for professional builders with a good track record to expedite their projects. Other ideas include approving development permits simultaneously with a council rezoning decision – as happens in Surrey – and pre-application meetings to ensure builders know their requirements at the outset. Getting To Groundbreaking is expected to be an annual study, with the focus shifting from townhomes to apartments and houses in future years. Three cities – Burnaby, New Westminster and Langley City – did not participate in the study. De Wit said this year’s analysis was less relevant in those areas because of the focus on townhouses, which make up 20 to 30 per cent of new housing units in the Tri Cities, Surrey, Maple Ridge and Langley Township.

Cities ranked for approval performance The Getting To Groundbreaking report also ranks the top 10 Metro Vancouver cities for townhouse development in what it dubs a Housing Partnership Index. Langley Township tops the list, followed by Richmond, Vancouver, Port Moody, Coquitlam, Surrey, Maple Ridge, White Rock, Port Coquitlam and North Vancouver City. Study lead author Meg Holden, an associate professor of urban studies at SFU, said the index isn’t just based on how long approvals take or the total cost of fees, but also factors like the predictability of fees, the professionalism of city staff and their willingness to work collaboratively to solve problems. While Surrey has a strong website, it was weighed down by its relatively high fees. Some cities couldn’t estimate a total fee load for the hypothetical development at all because their community amenity charges are based on site-bysite negotiations, Holden said. “That’s not predictable,” she said, adding it makes it difficult for developers to determine their costs, profit margins and wriggle room to innovate on the project. The report doesn’t go as far as GVHBA officials in suggesting municipal reforms could flow through to lower housing prices for consumers. “This by itself isn’t going to bring the cost of housing down, but it’s a piece of the puzzle,” Holden said. “By building up this culture of transparency and predictability then there’s a forum where builders and municipalities can work together on some of the more outlandish kinds of solutions to affordability problems – new kinds of housing and new kinds of models of getting thing done.”

Gill said there were other cost pressures that came as a surprise, including a benefits increase to the RCMP and a pay increase to Surrey firefighters totalling $6.5 million, part of which the city was expecting. The promise to hire 100 police officers was the largest cost pressure, Gill said, adding that in his nine years as chair of the finance committee, this has been the hardest budget to prepare. “This one is by far the most difficult,” Gill said Tuesday. “It is a hard pill to swallow.” The $15 million needed for the 100 additional police officers planned for next year put a squeeze on the money available for capital construction, Gill said. The opportunity exists to forestall that construction, but Gill said he wants no part of that. “One of the things I did not want to do is minimize the capital program as we move forward,” Gill said. “In fact, one of the things I’ve always been supportive of is enhancing it.” He said some of the big projects coming forward include reconstruction or relocation of the North Surrey Recreation Centre (estimated $45 million); twin ice sheets for Cloverdale ($35 million, or $45 million if land needs to be purchased); and a recreation facility for Clayton ($20 million). “We had two choices,” Gill said. “Either we could go back to the philosophy of creating no infrastructure, and that’s something I’m not supportive of,” or the levy. “By creating this levy, it becomes a dedicated fund, and those funds cannot be sort of repatriated to any other area

of the budget,” Gill said. “They need to be used for that specific use.” In the recommended budget, Surrey residents are also looking at modest increases to their utility bills. Water costs are going up to $421 (up $9.68) for the average home, sewer is climbing to $290 (up $11.98) and drainage is going up $12 to $213. Mayor Linda Hepner said she wants to keep property taxes the lowest in the region. “I haven’t brought that budget forward yet… I’ve got to go over that with the city manager,” Hepner said Monday. “I’m hopeful that the tax rate stays the same, (but) I have to look at some of those levies to see where we are on those.” Jordan Bateman, B.C. Director of the Canadian Taxpayers’ Federation, said the tax hike proposal is disappointing news. “A lump sum recreational fee makes no sense. You actually have a way to make that tax relatively progressive by looking at the assessed values.”

Everyone agrees Surrey needs more cops, he said. “But when you’re told in an election campaign there are ways to fund it without raising taxes, and then a week after taking office, you flipflop on that, it kind of smacks of the old HST (Harmonized Sales Tax).” Shortly after winning the 2009 provincial election, former Liberal premier Gordon Camp-

bell introduced the HST. Public furore was loud and decisive. Campbell, deeply marred by the introduction of the tax, stepped down the following year. Bateman also said the 28-per-cent hike in secondary suite fees flies in the face of any helpful position Surrey might want to take on affordable housing. “Complaints about affordable housing by any Surrey politician should

be immediately dismissed,” Bateman said. “Because they’re making housing less affordable by increasing secondary suite fees.” Renters will see hikes because of the increases, he said. The budget plan goes to the finance committee on Monday, Dec. 15 at 3 p.m. Several community groups have already told The Leader they will be attending.

For Surrey resident Chloe Choroszewski, this is her seventh year performing in the Nutcracker with the Royal City Youth Ballet (RCYB). In this season’s production, her roles include Sugar Plum Fairy, Snow Queen and Rose. So far, the shows in other communities have been fantastic, said Fishwick. “We have a great group of dancers and the audiences have been really good,” she said. Shows have already taken place in Abbotsford, Maple Ridge and Burnaby. It wasn’t the sweep many teams earn against the struggling Kootenay Ice, but the Valley West Hawks are satisfied with a win and a tie from two BC Hockey Major Midget League games played last weekend. The two teams played to a 4-4 draw Saturday night at the South Surrey Arena, before winning 4-2 Sunday morning at the Langley Events Centre. “Anytime you come away with three out of four points, that’s a good weekend,” said Valley West head coach Jessie Leung. “Kootenay played inspired hockey on Saturday, they are a club that works hard and pushes you every time they take the ice.” Valley West improved to 12-6-4 (won-lost-tied), but dropped to fifth place in the 11-team league. They are tied with the 13-7-2 Vancouver Chiefs, but have one less win. The Hawks rallied from a two-goal deficit in Saturday night’s game, and were on the verge of a win until the final minute of play. Trailing 2-1 after the first period, the Hawks fell behind 3-1 four minutes into the third. Ben Evanish of White Rock started the comeback, scoring a powerplay goal with 13 minutes remaining in the game. Five minutes later, Bradley Stonnell tied the score, again with the Hawks enjoying a man advantage. Then with just four minutes to go, Langley’s Trevor Ayre put the home side in the lead for the first time in the game. Kootenay, winners of just three games this season, avoided a 16th loss by tying the score with 56 seconds remaining. “Our special teams were good this weekend,” said Leung. “Our penalty kill was tested more often than I would have liked. Our style of play hasn’t changed drastically from when we were taking fewer than four minors a game in early November, so I’m not quite sure why we’re

In Sunday’s rematch at the Langley Events Centre, the Hawks

put the game out of reach by the end of the second period, leading 2-0 and 4-0 at the period breaks. Jeffrey Stewart and Christian Bosa tallied in the first period, with Evanish and Bosa scoring in the second. Evanish also collected third assists for a season-best four-point game. James Malm, named the MML’s Player of the Month for November, also had a four-point game as he assisted on all four goals. “Ben Evanish was a workhorse all weekend,” said Leung. “he has really found his groove now and is a major player in our offensive plans. He, Malm and Bosa had a tremendous Sunday.” The Hawks play the 10-10-2 Vancouver Canadians this weekend. The first game is Saturday evening in Richmond, the second is at 9:15 a.m. in Langley.

ecently, Road Rules referenced a New York Times mid-September article on the series of incidents in the United States involving allegedly exploding Takata Corp. air bags that finally caught the attention of US federal regulatory investigators, i.e. the National Highway Traffic Safety Administration (NHTSA). In early December, The Globe and Mail newspaper published a Reuters/Associated Press backgrounder on the response of Japanese safety regulators to the now worldwide recall of over 16 million vehicles in connection with the potentially defective Takata Corp. airbags. The ‘story’ here is the perceived leniency of Japan’s regulators “toward an industry that’s a national champion” and the degree to which, if the NHSTA response was initially piecemeal and tepid, the Japanese response has been, at first, passive and then only slowly re-active. In short, both countries’ supervisory agencies appear to have been less than alert to the growing evidence of a problem, but a question raised with respect to the Japanese ‘watchdog’ is whether or not it is simply too close to the industry to function effectively. “Too much red tape” stories seem easy in comparison to the more complicated task of analyzing regulatory effectiveness. We learn that the Japanese Transport Ministry has an auto recall enforcement division consisting of 16 members. It didn’t learn about the potential

safety issue with the air bags until 2008, three years after Takata says it first learned about them. Takata wasn’t obliged to report the US incidents, all involving Honda cars, to the Japanese regulator because they hadn’t led to any US recalls yet. At the same time, there were no reported fatalities or injuries in Japan linked to the problem. There were, however, at least six incidents in Japanese scrap yards and four explosions in cars in use between 2011 and 2014 that did lead to recalls to date totaling 2.6 million vehicles in Japan. Recently, the Japanese Government, to learn more about why Takata’s airbags can explode with dangerous force in crashes, and to speed up recalls, has set up an eight-person task force which receives information from Takata on an almost daily basis that it is weighing in determining whether or not to expand the recall in Japan. Traffic safety regulators are charged with the task of testing for defects. Within NHTSA, the Office of Defects Investigation (ODI) conducts investigations the majority of which close at the lowest level ‘informal’ stage. In Japan, testing is outsourced to the National Traffic Safety and Environment Laboratory led by a team of nine engineers, retirees from the major automakers. Conflict of interest issues are addressed by not allowing team members to investigate vehicles made by their former employers. This agency has not confirmed whether or not it is investigating Takata air bags. A second Japanese ministry, The Ministry of Economy, Trade and Industry is also involved with resolving this issue. Bears rally to upset Stamps The North Surrey Bears avenged their only loss of the season, defeating the Langley Stampeders 28-21 in overtime to claim the B.C. Community Football Association’s Midget Division championship Nov. 29 in Langley. The Bears went 9-1 (won-lost) in regular season play, the only loss a 31-8 setback to the 10-0 Stampeders on Oct. 26. And for much of the provincial championship game, it appeared Langley would remain undefeated in 2014. The Stampeders scored two touchdowns in the second quarter for a 21-7 lead, a 14-point advantage they would take into the fourth quarter. The Surrey Eagles’ grisly losing streak is over – barely. On Friday at South Surrey Arena, the same night they collected stuffed toys for sick

and underprivileged children, the BC Hockey League team managed to end a losing streak that had lasted longer than a month, beating the Powell River Kings 4-3 in overtime. It was the Eagles’ first win since an Oct. 19 victory over the Coquitlam Express – a losing skid that had reached 16 contests.

“There’s a sense of relief, for sure. We got the win we needed, finally,” said Eagles head coach Blaine Neufeld. “For a hockey player, the best two words you can hear are ‘two points.’” The streak very nearly hit the 17-game mark, too, had it not been for a late goal from Surrey forward Spencer Meyer, who

Then, in the extra frame, Darius Davidson propelled his team to victory when, with the Eagles on the power play thanks to a Kings’ too-many-men-onthe-ice penalty, he beat Powell River goaltender Stefan Wornig with a shot at the 3:25 mark. Surrey trailed three times in the game and they got off to a slow start when Powell River’s J.J. Coleshaw potted the first goal of the night at the 18:55 mark of the first period. But Eagles’ Sam Chatterley, now back from injury after a lengthy absence, tied the game midway through the second period – a goal that caused Teddy bears and stuffed toys to rain down on the ice from the stands, as part of the team’s annual Teddy Bear Toss promotion. The third period was the busiest for both netminders – Daniel Davidson got the start for Surrey, though long-injured Christian Short did dress as the backup – as the two teams combined for four goals. Jacob Pritchard restored the visitors’ lead with a goal 10:35 into the third, but Darius Davidson quickly replied. Pritchard scored again with 1:50 left in the game – a lead that only stood until Meyers’ equalizer. Neufeld said his players “showed a lot of character” during the tough losing streak, and now that it’s over, have started talking about putting a winning stretch together, though they did lose their next game, 7-4 to the Langley Rivermen Tuesday night. The game was closer than the three-goal margin of victory would appear, as two of the Rivermen’s goals came in the final 1:17, when the Eagles’ had the goalie pulled in an attempt to tie what was to that point a 5-4 game. Joe Drapluk, Ben Vikich, Quinn Lenihan and Latrell Charleson scored for the Eagles. This weekend, Surrey will get two chances to avenge the loss – the Eagles are back in Langley Saturday night, before the two teams wrap up the weekend Sunday at South Surrey Arena. Tamara Clarke of North Delta is among three players who have signed National Letters of Intent to play volleyball for the Simon Fraser University Clan next season. Clarke, Nicole Chevrier of Langley and Tessa May of Robert’s Creek will join SFU for the 20-15 season, and will “bring a great volleyball IQ and a wealth of high level experience to the court,” according to head coach Gina Schmidt. “We are very excited about the future of the SFU volleyball program,” said Schmidt. “The addition of Tamara, Tessa and Nicole will continue to bolster the size, athleticism and skill level in our gym.” Clarke was the captain of the Seaquam Seahawks team which placed ninth at last month’s B.C. Senior AAA Girls High School Championship. She is a three-time Fraser Valley all-star, and was named the AAA Fraser Valley MVP in her Grade 11 season. She has also had success in beach volleyball, winning BC provincial goal and Canadian gold at the U18 level.

Drive Both the 2.4L 4-cylinder engine and the 2.0L turbo have been carried over from the last model but they have been modified to produce better torque delivery and fuel economy. Hyundai has dropped the horsepower output from 198hp to 185hp in the 2.4L and limited the torque to 178hp. The 2.0L turbo also receives a horsepower drop from 274hp to 245hp and the torque drops from 268 lb.-ft to 160 lb.-ft. Hyundai claims that the torque is lower in the RPM range and the fuel consumption is improved. The experience behind the wheel of the turbo is still very invigorating but not as hectic as the last model, it delivers a more usable driving experience. Power is smooth and refined; the turbo feels like a V6 without the accompanying fuel bill.

The 2015 Canadian Car of the Year competition moved in to its final phase with the announcement of the final fifteen “Best New” category winners by the Automobile Journalists Association of Canada, better known as AJAC. A few weeks ago, I made some winner predictions for the seven categories that I managed to drive all entries, while at Testfest. Three proved to be right on the mark, two were runner-ups, but sadly, my Toyota Camry Hybrid and Chevrolet Tahoe choices were completely off target. The Acura RLX Hybrid was my most disappointing non-winner, as I also considered it a good candidate for overall Canadian Car of the Year. The RLX is an amazing sophisticated automobile that could yet win a new technology award. There were just two entries in all-electric City Car category and the Kia Soul EV was a clear winner. I’ve heard both small car victors Honda Fit and VW Golf talked about as the potential overall winner. The double wins for Subaru and Hyundai were a bit of a surprise (to some) but it was certainly nice to see Porsche recognised for two outstanding products. While I didn’t expect the Volvo V60 Polestar to eclipse Ford Mustang GT, it was certainly good to see Volvo, a company with a great history that was teetered on the brink of extinction, back in the winner’s circle. All voting for Canadian Car of the Year is done by secret ballot and the esteemed accounting firm KPMG tabulated the results.
