Hells Angel faces seven-year term

A Kelowna-based Hells Angel and his associate each face up to seven years in prison for driving around with a heavy arsenal of weapons. Joseph Skreptak and Cory Montemurro were convicted earlier this year on 11 weapons-related charges for an incident that happened in November 2010. At a sentencing hearing that started Monday,
Dec. 8, Crown counsel Sandra Dworkin told BC Supreme Court Justice Al Betton that the crimes committed require a significant sentence, especially when set against a backdrop of growing gun violence across the province. “This court knows there have been a number of more public shootings, especially in B.C.,” Dworkin said, noting that death and serious injury are only “an impulse away” when one chooses to carry a loaded firearm. And judges, she added, have publicly been

criticized for taking positions that are too lenient when sentencing those caught illegally possessing loaded firearms. Dworkin also pointed out that in cases such as Skreptak’s and Montemurro’s, “where there is no legitimate use for the arsenal,” the focus in sentencing should be on denunciation and deterrence. Continued from front others who had charges against them dropped, were driving just outside Salmon Arm on a snowy winter night when a police officer pulled them over. When the officer made his way to the vehicle, he smelled marijuana. Dworkin said the officer noted at that time he had pulled the car over in an isolated area, there were four people in the vehicle and he was alone. With that in mind, he made the decision to walk away from the vehicle, call in another officer and pull the vehicle over again, closer to the city limits of Salmon Arm. When they did pull over the car a second time, a more thorough search was conducted and police found ample cause to arrest the men in the vehicle. The first thing they
found was a sawed-off shotgun in a shopping bag. Dworkin hauled out that court exhibit at the sentencing hearing. The bag, she explained, was not used to carry the gun around. There was a hole cut in the bottom, large enough for the gun’s barrel to poke through. Dworkin indicated the bag was merely used to disguise the weapon when it was held. Dworkin then explained that the night the vehicle was towed to the police detachment to be searched, it offered even more evidence against the Hells Angel and his associate. There was a cellphone jammer, body armour, walkie talkies, boxer shorts that were ripped in such a way that they could be used as a mask, nine rounds of .38-cal ammunition, knives, bear spray, shotgun shells, a

Kelly Christiansen have asked Betton to consider lighter sentences. For Skreptak, Christiansen asked for a sentence of four years. Skogstad, who noted that there would be an appeal down the road, argued for a three-year term. Justice Betton has been asked to wait to offer his sentence until January, so the men can have “their last Christmas with their families.”

New rules to combat invasive mussels By Alistair Waters BlaCk PrEss
Better late than never. That was how the chair of the Okanagan Basin Water Board summed up the local announcement Friday that the federal government is finally proposing new regulations to help fight off a possible invasion of zebra and quagga mussels into local lakes and waterways. The water board has had a campaign calling for better monitoring for the invasive species mussels on boats entering B.C. for the last two-and-a-half years. The campaign is dubbed “Don’t Move A Mussel.” While the mussels have not been introduced into any lake in B.C., there have been some close calls, the most recent earlier this year when an alert border guard at Osoyoos spotted a boat on a trailer entering from Washington and discovered it had some of the mussels attached to it. The mussels are in several lakes south of the border and are feared by many here because they clog up pipes, destroy other
water-born wildlife and cost millions to try and get rid of once they have arrived. So, after years of calling on the federal government for help, Ottawa appears to finally be acting. “It’s better late than never,” said West Kelowna Mayor Doug Findlater, who heads the OBWB board. “But we have our fingers crossed they will be in place for next year’s boating season. Findlater said as it now stands, rules in U.S. states such as California, Oregon and Washington are currently B.C.’s line of defence against mussels entering the province. Those states, where the mussels have been found, have strict rules about cleaning boats, inside and outside, after being used in a lake known to contain the mussels. The new Canadian regulations will allow all provinces and territories to compel boat owners who are suspected of either intentionally or unintentionally transporting invasive species such as zebra or quagga mussels into Canada to cooperate with authorities in ridding them
from their boats before launching the vessels in local waters. Okanagan-Coquihalla MP Dan Albas said last Friday the regulations are currently out for public comment for the next 30 days. After public input is gathered, federal Fisheries and Oceans Minister Gail Shea will review the comments and move the regulations closer to becoming law. When asked why it has taken the federal government so long to act, Albas said it was because they had to apply to all provinces and the current rules about invasive species are not the same across Canada.

While the regulations are only expected to affect a small number of boaters, the Invasive Species Council of B.C. is encouraging all boaters to adopt its “Clean, Drain and Dry” program to prevent transporting any unwanted material into B.C. waterbodies. The new federal regulations will give Canadian Border Services Agency officers the ability to enforce prohibitions against the importation of invasive species at the border. The rules are currently only voluntary and, while most travellers with boats are willing to co-operate with border guards, there is nothing to compel them to do so now.

A Sicamous man is grateful for the support of his co-workers and the community after losing his home, pets and possessions in a fire Thursday morning. Dec. 4 began as any other work day for Kurt Mushumanski. He got out of bed to start his daily routine, which includes stoking the fire before heading out the door for TA Structures. Little did he know, his entire life was about to change. At 7:52 a.m., a coworker received a call stating there was a lot of fire and sirens coming from the direction of Tim Hortons. The message was relayed to Mushumanski as the fire seemed close to where he lived. Thinking everything was OK, Mushumanski continued on working. At 8:22, however, it was confirmed his place was indeed on fire. Mushumanski’s boss, Kevin Miller, was quick to get him to scene of the fire, a rented cabin on Boutwell Road, owned by Allan and June Trouton. Upon arrival, there wasn’t much left of the structure. Mushumanski says he was greeted by RCMP and Sicamous Fire Chief Brett Ogino.

pet dog and hedgehog, Ralph and Sonic had been inside. Their loss has been devastating for Mushumanski. He says the dog was a recent addition and Sonic, was a beloved gift from his nieces and nephew. Also lost were the Christmas gifts he’d already purchased for his nieces, nephew and an employee exchange, along with his treasured mementos, including a terabyte of digital storage containing family photos, and a saxophone he wanted for nine years and finally received as a gift. Ogino says the cause of the fire is unknown. With little to nothing left, Mushumanski decided to return to work and continue on. RCMP Victim Services held a meeting with Mushumanski at TA Structures
later that day, providing him with some help. A co-worker offered him a place to stay, TA’s social committee stepped up with a donation and employees took up a quick collection. “I am in shock and awe because I have never seen that side of Kevin Miller before,” said Mushumanski of his co-workers. In an emotional moment with his brother, Mushumanski said, “I am just one of the guys,” explaining it took this crisis for him to see that. Learning others in the community care and want to help him out during this difficult time, Mushumanski observed, “I am so overwhelmed by the generosity extended to me, that at this time, I can only think of one thing to say, thank you.”

Put surplus to needed repairs
The analogy is appropriate, but it needs to be taken a step further. In a year-end interview with Black Press’ Tom Fletcher, Premier Christie Clark compares her government’s finances to that of any household. The premier suggested a family that has ridden through tough times using credit cards needs to put money on those cards when the finances improve. She was speaking of the government’s estimated $444 million surplus and her plan to put that money toward B.C.’s debt. We agree that is a prudent strategy. It is irresponsible to ignore the debt. It’s almost criminal to burden future governments and future generations with such a financial milestone. However, we don’t believe the entire surplus needs to go to paying down the debt. Let’s continue with the premier’s fictitious family. When times are tough and you are living off credit cards, many things around the house fall into disrepair. The plumbing, the electrical, perhaps the roof. Yes, you can get by for a while… They can be put off until finances improve. But when the money situation gets better, it makes sense to not only put some cash down on the credit cards, but fix the roof. If not fixed, a leaky and/or old roof will only cause more expensive problems down the road. The B.C. government has a bunch of leaky roofs. It’s time to take a quarter, a third or even half of that $444 million to fix some of them. When times were tougher, maybe it made sense to hike medical premiums and claw back child support payments from social assistance and disability recipients. Perhaps it was prudent to increase ferry rates and cut some of that service. However, we are seeing some of the results of these cuts. Those measures have caused damage to the economy. Sure, Premier Clark, pay down that credit card debt, but fix the roof first. -Black Press

Suggestions for those panning for gift ideas The Christmas season is upon us, which means carols on the radio, two inches of fliers stuffed into each and every newspaper and having to come up with any number of Christmas gift ideas. Not that I mind listening to Christmas carols, it’s just that it’s not always easy to come up with good gift ideas. A fine gift for anyone who spends time in the outdoors is a Leatherman, or any one of the other fine quality multi-tools that are available nowadays. Just about every knife company makes a version of this popular knife/ tool. They can range in price from $30, to well over $150 for a real mulit-tasker. I still have my basic Leatherman that was a gift more than 30 years ago. Another gift idea in the practical vein is polypropylene long underwear. A good set of tops and bottoms will run anywhere from $80 to $250 and up. I wear mine all winter and even wear the bottoms when I’m out in the boat on cold, damp spring and fall mornings. It’s on such mornings that I reach
THE GREAT OUTDOORS James Murray for my Stanley thermos. I don’t drink tea or coffee, but I do appreciate a warm cup of hot cocoa when autumn winds begin to blow. A good stainless-steel thermos will cost $30 to $50. Equally as practical is a good LED flashlight. I have a Browning twin-beam, 200 lumen, submersible flashlight that is either in the glove box of my vehicle, in my tackle box or with me when I’m up at the cabin. Now if someone were to give me new book as a gift, I would certainly appreciate it very much. Having said that, if they were to give me two perfectly good used books, I would be doubly pleased. First, because
I’d received two books instead of one and, secondly, because books should be read and enjoyed, and then passed along for someone else to enjoy – just like catch and release fishing. I happen to be a big fan of murder-mystery books that take place in the great outdoors. Nevada Barr (Blood Lure, Endangered Species, Winter Study and High Country), Sue Henry (Murder on the Yukon Quest, Murder on the Iditarod Trail, Dead North and Degrees of Separation), Victoria Houston (Dead Angler, Dead Frenzy, Dead Hot Mama and Dead Deceiver), Dana Stabenow (Dead in the Water, The Mysterious North, A Fatal Thaw and A Fine and Bitter Snow) and C. J. Box (Force of Nature, Savage Run, Open Season, Trophy Hunt and Winterkill) are just some of the fine writers whose books take place, in large part, in the wilds. I’ve found all of them (and more) on the shelves of our local used book stores. Something I know will always be greatly appreciated by any fly fisher on your

Don’t worry if they already have several other fly boxes, because no fly fisher can ever have enough. Snowshoeing has become a popular outdoor activity. Lightweight, aluminum framed snowshoes run anywhere from $75 to $250. How much you spend pretty much depends on how much they will be used and the kinds of conditions. I once received a Garrett plastic gold pan. I have had it for a good 25 years and even have a small vial of gold dust for all my labours. I may not know too much about gold-panning, but I do know that I had a lot of fun trying to pan for gold in the east Kootenays as well as near Scotch Creek. A gold pan costs about $30. A book or video on gold-panning – $20 to $25. The experience of finding gold dust – priceless. Finding and giving the right gift is equally as much fun.

The levels plan reflects the objectives of the Immigration and Refugee Protection Act and balances priorities by allocating admissions space to the economic, family and protected persons/humanitarian classes, as well as to the programs
comprising these classes. The Government of Canada recognizes the importance of immigration in fueling economic growth and is planning to welcome between 260,000 and 285,000 new permanent residents in 2015. The economic category will account for almost 65 per cent of overall admissions helping to meet labour market demands in regions of Canada undergoing high economic growth. The other 35 per cent will be spread between family unification and refugee applicants. Our government has also broadened the caregiver program to provide standards for caregiver compensation and allow caregiver status even if they do not live in the home of their employer. This will help immigrant
families remain united when one family member works as a caregiver. Your government has better clarified for new immigrants, the language requirements and knowledge of Canada’s culture, and history, in an effort to help new immigrants understand their new home. New immigrants must now learn how we have moulded a country and established values of law and order, freedom and democracy, religious and ethnic tolerance through democratic consensus. Today, the security concerns surrounding immigrants have become a high priority and this is why bills to further protect the safety of Canadians will be coming forward. Ricky is the kind of dog that tugs at your heart strings but gives back too. Ricky loves a good nap but when you wake him up he is quite a feisty guy who enjoys his time outside. Since he has arthritis he is a bit slower than he used to be but he has responded really well to a low dose of pain meds. CSRD staff will review all submissions and schedule meetings with all potential applicants in January, 2015. Committee members will typically meet 2 - 3 times per year throughout the service area. A political dynasty in Zimbabwe GLOBAL VIEWS Gwynne Dyer Political dynasties tend to thrive mainly in very large democratic countries where name-recognition is a huge asset: think two President Adams, two President Roosevelts, and maybe soon a third President Bush or a second President Clinton in the United States, or the string of Indian prime ministers from the Nehru-Gandhi clan. By contrast, such dynasties are rare in Africa – but there’s an exception to every rule. Robert Mugabe has ruled Zimbabwe since the end of the whiteminority regime in 1980. He’s in pretty good shape for 90 (and his mother lived to 100), but it’s inevitable that the question of the succession will pop up from time to time. The answer has usually been that it’s a race between two leading figures of the ruling Zanu-PF party: Vice-President Joice Mujuru and Justice Minister Emmerson Mnangagwa. Mnangagwa was
generally reckoned to be Mugabe’s favourite for the role, but Mujuru, who fought in the “Bush War” against the white regime and once shot down a Rhodesian military helicopter with a machine-gun, had more support among the party’s activists. In any case, with the next “election” not due until 2018 and Mugabe showing no signs of imminent mortality, there was no urgency in the situation. Since mid-September, however, Zimbabwe has been through a three-month political blitzkrieg that saw Grace Mugabe supplant Joice Mujuru as the heir apparent to the presidency of Zimbabwe. First she was nominated as the head of the Zanu-PF’s women’s league, despite a complete lack of political experience. Then she embarked on a “meet-the-nation” tour of all 10 of Zimbabwe’s provinces whose main theme was the vilification of Joice Mujuru. She called the vicepresident “corrupt, an extortionist, incompetent, a gossiper, a liar and ungrateful,” adding that she was “power-hungry, daft, foolish, divisive and a disgrace.” She claimed that Mujuru was collaborating with opposition forces and white people to undermine the coun-
try’s post-independence gains. And finally she accused the independence war hero of plotting to assassinate her husband, President Robert Mugabe. The payoff came last week at the Zanu-PF party congress in Harare (take the newly renamed Dr. Grace Mugabe Drive and have the chauffeur drop you at the door). Joice Mujuru was purged from the party, with Robert Mugabe telling the congress: “I don’t know how many books we could write about Mujuru’s crimes.” Grace Mugabe was confirmed as head of the women’s league, and everybody expects that her next stop will be the vicepresidency. But what is really going on here? Grace Mugabe, Zimbabwe’s First Lady, is a woman of modest education and coarse manners who met the president when she was manning the switchboard at State
House. 41 years younger than the president, she began an affair with Robert Mugabe that produced two children even before his wife died. She was known as “First Shopper” because of her extravagance, but she never showed any interest in politics. That’s why some observers are persuaded that she isn’t really Robert Mugabe’s choice as successor. On the contrary, they argue, he’s just using her to clear Joice Mujuru out of the way so that his real choice, Emmerson Mnangagwa, can become vice-president. But it seems an unnecessarily round-about way for an autocrat like Mugabe to do business. It also ignores how strong her hold on him is. At last week’s party congress, Mugabe, frail and sometimes forgetful, took the mike to dissolve the outgoing central committee, and

If it is, it’s a bad one, because her power would not long outlast Robert Mugabe’s demise. She has neither political skills nor a base within the party. But she might be doing the country an inadvertent favour even so, if the intra-party struggle to get rid of her after her husband’s death shook Zanu-PF’s long and mostly malign stranglehold on power in Zimbabwe.

artistic director Peter North is excited about the first three acts to be announced – Canned Heat, the Stooges Brass Band and Oysterband. “I think for all the blues fans, to get a band like Canned Heat who is celebrating 50 years together with three originals, they’re gonna be a lot of fun,” said North. “They still end up in major ads and film scores, noting the band will be on-site for the entire festival and will engage in work-
shops. “There’s not too many bands from the Woodstock era that are still viable and attracting large audiences.” North refers to Oysterband as British folk royalty. “They’ve been around for a few decades but they’re still vital,” he says. “They dominated BBC’s two folk awards in 2013 – best album and named best group as well.” North is delighted to be co-operating with two other festival direc-
tors in order to be able to get Oysterband. There’s another note of excitement as North talks about the Stooges Brass Band, a New Orleans group that incorporates hip hop. “That’s the band Trombone Shorty came from. They’re young and hip but really rooted in the New Orleans tradition,” he says, noting they will also be here for the whole festival. “It’s a nice start with three very diverse acts.”

There’s still time to catch the rambunctious riot that is Shuswap Theatre’s production of Bah Humbug! This much-loved Christmas tradition is a fun-filled musical pantomime based on Charles Dickens’ A Christmas Carol. It features all the familiar characters, including Ebenezer Scrooge, the ghost of Jacob Marley and the Cratchit family, except that Tiny Tim is now a teenager with a dose of attitude. Battle winter headaches with natural strategies (NC) As if seasonal flu and cold bugs weren’t enough, many of us experience more frequent headaches in the winter. Extreme temperatures may be to blame. If you always feel worse before a storm or temperature drop, there’s a reason. Changes in weather shift the atmospheric pressure, and we experience this variation physically. Darkness is a factor, too. When our skin is deprived of sunlight, production of vitamin D drops, potentially triggering migraines. Lack of sunlight also inhibits the production of serotonin. When this feel-good
hormone dips, we can experience depression and anxiety; both are risk factors for headaches. Sinus headaches can be caused by infection and irritation, either from the congestion of a common cold or simply the dry, indoor air. Others experience headaches brought on by tension. When stress peaks, we sometimes feel it as a dull, aching pain or pressure across the forehead, or at the sides and back of the head. Whatever the cause, you don’t need to take winter headaches lying down. Try these tips: 1. Shed some light on the problem: As
often as possible, get outside. Expose your face to the sun, especially in the morning. The intensity of morning sun kicks-off serotonin production. When indoors, find a sunny perch. Even indirect natural sunlight appears to lower stress and pain. 2. Tap into natural pain-relief: Your body has built-in mechanisms for reducing pain, but you need to give it the raw ingredients. Magnesium, for one, plays a major role in regulating pain. Most people don’t get enough of this essential mineral in their diets. Magnesium helps to produce vitamin D and serotonin,
relax muscles and blood vessels, prevent tension and increase oxygen flow to the brain. It also reduces the inflammation that causes sinus headaches. If you decide to supplement, look for a highly-absorbable form like the magnesium citrate found in Natural Calm. 3. Create a little tropical oasis: A trip south may not be in the cards, but you can recreate at least some

Off to speedy start The Sovereign Lake Open held last weekend was the first race of the season for some of the Larch Hills Nordics and many medals were won. Skiers from across Canada attended the event, held in fantastic ski conditions. Saturday’s race was a free technique race. In the Men’s 10-kilometre race, Alexander Corbett placed second in his age category. In the Boys 5-km race, Andrew Nash was third, Kellen Visnaugh seventh and James Hardy eighth. In the Girls 5-km race, Rachel May claimed third in her age category. Several Larch Hills racers in this event were racing a category higher than usual to be able to race with skiers from Ottawa who were staying with Larch Hills families as part of a ski exchange.
Sunday was a day of classic technique. In the Men’s 10-km race, Thomas Hardy placed fourth in his age category and Alexander Corbett was seventh in his. In the Boys 5-km race, Andrew Nash placed second, Kellen Viznaugh fourth and Seth Van Varseveld fifth in their age categories. Konrad Van Varseveld took first in his age category. Radio host killed in crash By Jessica Wallace

The music will continue, but you won’t hear the “wonderfully fun-loving” man behind the mic each morning on Kamloops airwaves. Mike Evenson, a 37-year-old morningshow host for the local top 40 radio station 97.5 The River, was killed in a collision early Thursday morning, Dec. 4 on Highway 1, five kilometres west of Chase. Evenson was driving his daily commute from his Chase home to the station in downtown Kamloops for his 6 a.m. radio show when the three-vehicle accident occurred. It involved Evenson’s vehicle, a logging truck and a tractor-trailer unit. “We’re still all in shock,” said Garth Buchko, vice-president of NL Broadcasting, the next day. “We’ve lost a family member.” A press release issued by Chase RCMP said an eastbound logging truck and a westbound

Evenson, the lone occupant in the car, was pronounced dead on the scene, while the two truck drivers were transported to hospital with non-life-threatening injuries. Police are investigating the cause of the accident, but said alcohol does not appear to have
been a factor. Buchko described Evenson as an “extremely hardworking” man who loved his family, which included three children. Buchko also called Evenson “the best person to be around” and said his on-air personality matched his off-air personality. “He was just a funloving guy, just a wonderfully fun-loving guy who dedicated his life
to broadcasting,” Buchko said. “We’re just dealing with the grief and the sorrow of losing a broadcast family member.” Evenson worked at NL Broadcasting for two-and-a-half years. He was also the assistant program director for The River. The station played continuous music without announcers for two days in wake of the death.

Benefit dance set for families of victims The board of directors of the Chase Chamber have decided to not hold the Chamber Christmas Dinner and Dance event as originally planned and, because
of the overwhelming loss and sorrow in the community of Chase following the recent deaths of Sheila Ignace and Mike Evenson, the directors are inviting the

The village hosted the Mountain Mecca Grizzlies on Thursday, Dec. 4 at Art Holding Memorial Arena. At the end of this tale, the hometown Heat captured a 3-1 victory in a solid team effort. Revelstoke opened scoring in the first period on the powerplay and that was all the fun the grouchy bears would have in this one. In the second, it was Kolten Moore from Tommy Brown and Travis Beaubien, and 16 minutes later Tyler Mork from Cody Hodges. In the third, Kaleb Boyle from Hodges and Mork put the exclamation mark on this contest. In contrast, on Saturday the 6th as the community celebrated Chase Country Christmas, the village squad gave it their all for 40 minutes in an attempt to beat the ‘Little Apple’ Kelowna Chiefs. Hodges scored unas-
sisted in the second. But on this day that was not enough, as the Okanagan City crew scored three times in the third to hand the locals a 3-1 loss. A tough and costly loss in the local barn. Sunday afternoon the Heat travelled to Kamloops to take on the division-leading big city Storm. No love was lost in this David and Goliath struggle and, just like the original tale, the little guys pulled out a hard-fought win. In the first Kamloops got on the board prior to Chase popping in three. It was Brown from Moore and Braden Hughes, Beaubien from Moore and Brown, and then Wesley Matsuda from Logan Mostat. In the second, the Storm got two back prior to Brown from Moore and Beaubien regaining the lead. In the third, the teams exchanged goals with the winner going to Spencer Farstad, assisted by Michael Byer. A huge

POWELL, M. HELEN August 11, 1926 - December 5, 2014 Helen Powell passed away peacefully on December 5, 2014 at Mt. Ida Mews in Salmon Arm, B.C. at the wonderful age of 88. Helen was predeceased by her husband David and is survived by her children Leanne Milburn (Tom), Robb Burnham (Leaza), Cheryl Wallace (Ken), Randy Burnham, step children Glen (Dawne), Gayle Rainboth (Steve) and Sandra Head (John), 8 Grandchildren, 4 Great Grandchildren and 5 Step Grandchildren and dear friends. She had a rewarding career as a registered nurse and loved her summers at Shuswap Lake and winters in Yuma. She was a very special lady with a twinkle in her eye, she will be dearly missed. A very special thanks to Dr. Guy Dewet and the wonderful staff at Mt. Ida Mews and Shuswap Lodge in Salmon Arm. They all provided the best care and support a family could ask for. A memorial service will be held in the spring to celebrate Helen’s life. In lieu of flowers please make donations to the Salvation Army or a charity of your choice. KUND (ERIK) LINDBERG August 1933 - November, 2014 Passed away quietly November 26, 2014 in Salmon Arm hospital, of Cancer. Born in Denmark, Erik came to Canada in the 1970’s. Erik was a Marine Engineer by trade and worked and travelled on cargo ships in the middle east for many years. He leaves to mourn, his spouse Jeanette of Chase, a sister Kirsten in Hawaii, his daughter Gitte McCormick, in Victoria, a son Erik Jr. in Abbotsford and four grandchildren Leah, Erika, Cameron, and Eason.
