CRD seeking budget input

The Cariboo Regional Hospital District (CRHD), the Cariboo Chilcotin Regional Hospital District (CCRHD) and the Cariboo Regional District’s (CRD) 2015 provisional budgets and business plans were endorsed by the board. The provisional budget will then be presented to CRD residents in 2015 through three subregional consultation meetings taking place in the south Cariboo (100 Mile House Council Chambers) Jan. 26 at 5 p.m.; the central Cariboo (CRD Board Room in Williams Lake) Jan. 29 at 5 p.m.; and the north Cariboo (CRD Quesnel Library Programme Room) Jan. 31 at 1 p.m. The CRD’s traditional Town Hall Meetings were held at the beginning of the budgeting process in September and October, in each of the electoral areas and municipalities. The budgets are currently listed on the CRD website on the Dec. 12 agendas at cariboord.ca.

Society grant The CRD endorsed a resolution to support the Northern Secwepemc Cultural Society’s application to the Northern Development Initiative Trust. The application, in the amount of $250,000 under the NDIT’s Economic Diversification Infrastructure Program, would be used towards the development of their cultural centre and museum project in the south Cariboo. The Northern Secwepemc Cultural Society is undertaking development of a cultural centre and museum in the 108 Mile Ranch area that will preserve, record and exhibit records and objects of educational, historical and cultural value of the participating members including the Canim Lake,

Mount Polley Steve Robertson, Vice President of Corporate Affairs at Imperial Metals Corporation, appeared before the Board with an update on the Mount Polley Mine tailings pond breach. Mr. Roberts presented an overview of three main phases of this incident including response, restoration and the geotechnical investigation. He also outlined the extensive testing that has taken place as well as ongoing testing. Mount Polley will be submitting an application to the provincial government for an early restart for operations using Open Pit for tailings

With Kim B.Sc. (Pharm) We’re in the middle of the cough and cold season with all the usual symptoms like sore throat, nasal stuffiness, runny nose and of course, coughing and sneezing. The colour of the nasal discharges is sometimes a concern. If it’s green, it doesn’t mean you need an antibiotic. It’s just a sign that your body is fighting off the infection. Colds are incurable and hey will run their course in 7-10 days. It’s almost impossible to develop an immunity to the common cold. A cold can be caused by any of hundreds of viruses that can invade our bodies. These viruses are masters of adaptation so they are always changing which makes it difficult for our bodies to build up an immunity to them. There are products on the market that say they will lessen or shorten the duration of cold symptoms. Echinacea and zinc are often mentioned. Although the evidence for echinacea is still inconclusive, zinc does appear to shorten the duration of a cold by a day or two. Colds are part of life in the winter in Canada. The virus is passed on by touching infected people or surfaces. It can be inhaled from a person coughing or sneezing. These particles can last for quite a while in the air. The best prevention, minimize your contact with people with colds. Wash your hands often during the day and try not to touch your eyes, nose or mouth with your hands so you don’t inoculate yourself with the virus. Talk to our pharmacists for cold-symptom relief. Heritage Committee The CRD endorsed a recommendation from the Regional District’s Heritage Steering Committee to dedicate the Telegraph Trail to the memory of former CRD Director Andy Motherwell. This dedication is in tribute to his years of service to the Cariboo Regional District and the region. During the board meeting Nov 14, the Regional District

officially included a portion of the BC’s Telegraph Trail on the CRD’s Heritage Registry. The Telegraph Trail includes the Yukon Telegraph Line section north of Quesnel and the Collins Overland Telegraph Line section which extends south of Quesnel.

Connecting Our Community Quesnel Community Foundation Gives Back The Quesnel Community Foundation, established in 2001, exists to meet the needs of our community through the growth and management of permanent endowment funds. Our goal is to use the income generated to promote the well-being of our community by providing grants to charitable organizations. We as responsible volunteers are dedicated to enhancing the quality of life within our community. A complete list of the projects supported by QCF is available on our website. The Quesnel Community Foundation has a two-stage application process. The first stage is the submission of a “letter of intent” for the Foundation to determine basic suitability. All suitable projects will then be invited to enter stage two of the process – the completion of a more detailed application. After a grant is awarded, donees are expected to follow a specific list of performance & management procedures. Monitoring of projects will be performed by the Foundation to ensure that funds are used appropriately. Letters of Intent are now being accepted for the 2015 Grant Cycle. Wrapping up the year This will be my last column submission for 2014 and I wanted to start by thanking the community for participating in the 10 year ‘BC on the Move” Ministry of Transportation engagement process. We have received over 600 letters in the office and understand that many more letters and surveys were completed online or submitted directly to the Minister of Transportation. Engagement in these activities by our community is paramount to success. We must continue to work together and be champions of the needs of our community. On the note of transportation and the movement of goods - my office has received many concerned calls and emails about the price of fuel in our community with a discrepancy of 15 – 20 cents more in Quesnel than on the coast or even in Prince George. Gas taxation varies across Canada; in British Columbia, the following taxes/fees apply (per litre): 10 cents Federal excise tax, 5% GST, 6.67 cents B.C. carbon tax, 14.5 cents provincial sales tax and the remainder is base cost, excluding Greater Vancouver and Victoria. Individual markets across B.C. set their own price based on the different supply and demand and that is the reason I’ve been given for the discrepancy. I, like you, think that it is time for our gas retailers to take a closer look at this situation and correct it. I encourage the gas retailers to explain their reasoning on the significant difference in fuel prices to the community through the newspaper to educate each of us. With any luck the gases prices will come down and provide a few more dollars in our pockets for the holiday season. The holiday season is a perfect time to reflect on the activities of the past 12 months and personally evaluate strengths and steps of resilience. Witnessing the coming together of community during the industrial accidents and closures we have experienced continues to remind me how compassionate, caring and forward thinking our communities are and how strong the Cariboo region truly is. Our actions like shopping in Quesnel, investing in our businesses, hiring a new employee, retiring here and volunteering and participating in the community are all things that add up to a successful and prosperous community. I know I will be enjoying and greatly appreciating some quiet time over the holiday season following a very busy year. I wish to extend to you a hearty Merry Christmas and best wishes to you and your family for a happy and healthy 2015.

An eye on oil prices

T

he plummeting price of oil may have a big impact on the Canadian and B.C. economies in the next year or two. Some of that will be positive, but it is likely that it will be mainly negative. The price of gasoline (but not diesel fuel) is falling and that means more money in the pockets of consumers. This helps them meet other obligations, such as rent, credit card bills and child care. If the provincial and regional governments can avoid the temptation to tax this newly-found money out of people’s pockets, the fall in prices will be a good thing. One other bright spot may be a boost in exports if the dollar remains low. The negative implications are widespread. There will almost certainly be a fall in economic activity, and particularly jobs. Many well-paying jobs are concentrated in the oil sands. Many B.C. residents either work there or work for companies that supply the oil sands. There will be no new construction projects in that area, as long as oil prices stay at the $60 – 70 per barrel level. It simply costs too much to produce oil from the oil sands. As economic activity is reduced, it impacts taxation to the federal and provincial governments. Alberta, Saskatchewan, Newfoundland and B.C. are all dependent on revenue from oil and natural gas. In B.C., one LNG project has been delayed by the falling price of oil, as Asian natural gas prices are tied to oil prices. More could be delayed or even cancelled. It is significant that none of the major LNG players are ready to commit. A fall in economic activity likely means that 2015 will see much lower growth than anticipated, which won’t help the overall Canadian economy. -Black Press

ollowing are highlights from Tom Fletcher’s year-end interview with NDP leader John Horgan. TF: The B.C. Liberal government has given every indication they’re going to proceed with the Site C dam on the Peace River. What do you think? JH: I’ve always maintained that it’s a good project, but it’s a question of when to add another $8-9-10-12 billion onto the backs of ratepayers. First of all, go to the B.C. Utilities Commission and find out if this is the power you need and if this is the time to build it. The government refuses to do that, and I think that’s just an Achilles heel in this process. TF: You voted for the liquefied natural gas income tax to provide certainty, and then you immediately said you would work to increase the LNG tax in 2017, before any major project could be started. How is that certainty? JH: I thought it was important that the investment community

If there is a decline in return to the province because of a softening market, then surely over a 25-year period – not just between now and 2017, but if the market conditions change and prices go up – I think British Columbians would want their government to make sure they were getting a fair share of that benefit. TF: Why did you vote against the LNG environmental legislation? JH: They said prior to the election that LNG would be the greenest in the world.

JH: I don’t think there was a groundswell of opposition to the ALR, quite the opposite in fact, and the commission has in my opinion, infinite flexibility to meet the demands of development in northern areas as well as urban centres. I’m going to make sure that [agriculture critic] Lana Popham, who as you know is fearless on this issue, is let loose on [Agriculture Minister] Norm Letnick, and we’re going to dog this issue up to the next election. And then when they tabled legislation they left out 70 per cent of the emissions from upstream activity. TF: Gordon Campbell’s great goal for greenhouse gases, 33 per cent reduction by 2020, can that be reached assuming a substantial LNG development? JH: I find it difficult to believe that they’re going to achieve those results. [Environment Minister] Mary Polak has a different point of view, and our job as opposition is to hold them accountable to the numbers that they passed into law, and we’re going to do that. One of the three sectors, housing, energy and transportation, where emission profiles can be managed downward is transportation. And the government has wasted 18 months talking about a referendum on [Metro Vancouver transit]. TF: What’s your top priority for 2015? JH: I think the public is going to increasingly find affordability issues to be the challenge. We didn’t

You would think it was the election itself with all of the hoopla that has been in the media about this event. The papers have been full of the back stabbing and the dirty tricks that have taken place during the course of this nomination process. People in most of this

riding will only have a couple of hours to vote. This will not automatically make them our MP however, there will have to be a byelection. They have largely ignored the rest of the riding of Prince George Cariboo to their own peril. Whoever wins will have to answer to many things when we do have our election, such as why should anyone vote for them when our MP has

been living in Kelowna for the past four years while pretending to represent us. What has happened in our riding is a microcosm of the corruption in Ottawa. I feel the Conservative government came to power in 2006 due to the “in and out scheme�, which they finally admitted guilt six years later, once they achieved their majority. In 2011, when they got their majority I feel it was

through the Robocalls Scandal. Had Canadians been able to get justice earlier than years after the election, the investigation may have been able to yield many more insights into what happened. Some people claim they have a solid majority, the people voted etc. It depends how you look at it, as the Conservatives came to majority power with just 39 per cent of the 60 per cent who bothered to vote.

Had the other 40 per cent of eligible voters bothered to vote, we would not be in the mess we are in. Contrary to their paid polls, the majority of Canadians do not want us dragged into illegal wars, do not want our politicians to pledge allegiance to foreign governments over Canadians, do not want continued cutbacks in veterans affairs, and social programs so that they can spend it on military and a

police state. There are 75,516 electors in this riding according to Elections Canada stats from 2011, yet only approximately 3,150 Conservative members. Does that really speak to a majority? Loosing his locks for kids with cancer Cancer has affected Jody Kowaski and his family for many years, so Jody found a way to contribute to fighting cancer. With more than 12 inches of hair grown over three years he is donating his shorn locks specifically for making wigs for children in need. Practice makes perfect If at first you don’t succeed try, try again. Falling is all a part of the learning process for the aspiring young skaters in the CanSkate program but there will always be a coach or volunteer to help the skaters get back on their feet. The second session of the Quesnel Figure Skating Club’s CanSkate program is starting in the New Year. Lessons take place Tuesday’s and Thursday’s at the Twin Arenas. This 14-week learn-to-skate program is designed for beginner skating wishing to develope their skating skills for a number of ice sports as well as for recreational purposes. Cariboo Ski-Touring Club set to host Biathlon B.C. Cup # 1 We are pleased to announce the Cariboo Ski Touring Club is hosting the first Biathlon B.C. Cup of the season, at Hallis Lake, on Jan. 3 – 4, 2015. The B.C. Cup series is the premier series of biathlon competitions in B.C. The results of these competitions are used to select the B.C. team that competes at the Canadian

Nationals in March, and it also determines which athletes are selected to the Development Squad. We expect around 70 – 80 athletes for B.C. Cup #1 and by the time we add in coaches, helpers, and parents, we expect there will be about 110 – 120 folks coming to Quesnel for the weekend, from all over B.C. and often some from

Alberta and Washington as well. A competition committee has been selected, and members are working hard to ensure that this B.C. Cup will be a successful and memorable event for all. The Cariboo Ski Touring Club had the privilege of hosting several B.C. Cups in the past (2001, 2004, 2007, 2009 and 2010) and

thanks to the tremendous contribution of many dedicated volunteers, they were all a huge success, and Hallis Lake was known as one of the best places in BC to compete at. We intend to continue this tradition. Submitted by Jim Crellin, Chief of Competition, Biathlon/Cariboo SkiTouring Club.

Christmas and the Tiny Tim Builders receive an early wish in an 11-4 win over Fraser River Steve Dodge to end their 11 game skid as BCS PAPERBACK WRITER wins their 11th straight, 4-1 over bear. If ever a team was due for a victory, it was Serenity who has kept pace with the Edmonton Oilers in the loss department and taking the cue from their Alberta cousins they both ended record tying 11 game losing streaks this week. The 11-4 drubbing of the Chevy Crew was a masterpiece to behold as their scorers, plumbers and enforcers all lit the lamp to give them the second longest current winning streak in the FHL. Leading his squad to victory was none other than number 11 Chad Comet Swanson who scored an unassisted marker and pitched in six scintillating assists. Notching the hat trick was Jeff Dasher Needham as George Prancer Paul collected a pair of gift wrapped goals. Also scoring a pair thanks to his favourite in-law was Dancer Dan Lowndes as Chris Rudolph Royle and Wade Vixen Fenton each scored a goal to go with a helper. Putting up a half-hearted Scrooge like effort were Fraser River Reindeer Kevin Donner Hesslegrave who sniped another couple and added two assists as Mike Blitzen Ingram and Kris Cupid Hayman each pocketed singletons. Meanwhile, the Barn on Barlow wasn’t about to host a miracle on Vaughan Street as Bear kept it close until late in the game before BCS prevailed 4-1. The tight checking affair saw both Tender’s sparkle throughout the contest that Bear never led. Opening up the scoring on a gorgeous move that would have Marv Albert fired up was Justin The Franchise Rasmussen whose bar down howitzer gives him 18 for the campaign. Scoring what proved to be the winner was Ian Heartbreaker Hannah who fired a close range rocket five hole for a two zip lead. Giving Bear some much needed hope was Kieron “Cowboy” Langdon who scored from a sharp angle before suffering a wicked cut just above the eye. With their goal scorer off for stitches and a forward leaving early Bear was down to eight skaters for the second half. Several penalty calls had the furry boys scrambling until Rod Gilbert Albers scored on the power play to extend the BCS lead to 3-1. Minutes later a moderately controversial penalty shot was awarded to Bear but Mike Gumby Smith shut the door to douse any hope of a Bear comeback. ‘Tis the season for gingerbread cookies The holiday season is dominated by tradition. Families typically have their own unique traditions, but certain practices are so widely popular that they have become synonymous with the holiday season. Such is the case with certain foods, including gingerbread cookies. Gingerbread cookies can be enjoyed year-round, but many people only enjoy this tasty treat during the holiday season. For those who can’t wait to indulge in gingerbread cookies this year, consider this recipe for Soft Glazed Gingerbread. Yields 12 to 20 cookies Dough 3-3/4 cups all-purpose flour 1 tablespoon cocoa powder 4 teaspoons ground ginger 1-1/2 teaspoons ground cloves 2 teaspoons ground cinnamon 1/2 teaspoon baking soda 1 teaspoon salt 1-1/4 teaspoon freshly ground black pepper 1 cup unsalted butter, at

room temperature 3/4 cup plus 2 tablespoons granulated sugar 1 large egg 1/2 cup blackstrap or other dark molasses 2 tablespoons light corn syrup Glaze 1 cup confectioners’ sugar 2 tablespoons water To make the dough, stir together the flour, cocoa powder, ginger, cloves, cinnamon, baking soda, salt, and pepper in a mixing bowl. Set aside. Using a stand mixer fitted with the paddle attachment, beat the butter on medium-high speed until creamy. Slowly add the granulated sugar and mix on medium speed until the mixture is completely smooth and soft. Stop the mixer and scrape down the sides of the bowl with a rubber spatula as needed. Add the egg and mix well. Add the molasses and corn syrup and beat until incorporated. Stop the mixer again and scrape down the sides of the bowl. Add the flour

mixture and beat on low speed until a dough forms that pulls away from the sides of the bowl and all the ingredients are well incorporated. Remove the dough from the bowl, flatten it on a large piece of plastic wrap into a rectangle about 1 inch thick, cover the dough with the plastic wrap, and refrigerate overnight. Preheat the oven to 350 F. Line a baking sheet with parchment paper on a nonstick liner. Unwrap the dough and place on a floured work surface. If using a plaque with a design, roll out the dough 1/3-inch thick, lightly dust the top with flour, press your cookie molds over the dough, and then cut out the shapes with a small knife and place on the prepared baking sheet, spacing them about 1 inch apart. Alternatively, using the mold as a guide, cut around it with a small knife, flip the mold over so the design is facing you, and place the dough over it, pressing it into

the design. Unmold the shapes onto the prepared baking sheet, leaving about 1 inch between them. If using a patterned rolling pin, lightly dust the lined baking sheet with flour and transfer the dough to the pan. Lightly dust the top of the dough with flour and roll it into a rectangle about 1/3-inch thick with a plain pin.

Then, using the patterned pin, roll over the dough with enough pressure to ensure a clear impression of the design. Trim the sides with a small knife. It is not necessary to cut into smaller sizes before baking. Bake the cookies until lightly golden along the sides but still soft to the touch in the centers, 7 to 15 minutes. The timing

will depend on the size of the individual cookies, or if you have made a single large patterned piece that will be cut after baking. While the cookies are baking, prepare the glaze. In a small bowl, whisk together the confectioners’ sugar and water until smooth. When the cookies are ready, remove from the oven and let cool in the pan on a wire rack for about 10 minutes. Then, while the cookies are still warm, using even strokes, brush a light coat of glaze on the top of each cookie, evenly covering it. Let the cookies cool completely. When the glaze dries, it should leave a shiny, opaque finish. If you have used a patterned pin to make a single large plaque, cut into the desired sizes with a small, very sharp knife. The cookies will keep in an airtight container in a cool place for about 2 weeks. They do not freeze well, however, as the glaze becomes watery when they are thawed.
