Saanich’s top bureaucrat is no longer an employee with the municipality in a move that will cost taxpayers nearly half a million dollars. Chief Administrative Officer Paul Murray’s total compensation package, revealed Tuesday, will cost $476,611, including nearly $56,000 in accrued vacation time. “The newly elected Mayor and Council of the District of Saanich together with the District’s Chief Administrative Officer have mutually agreed to end their relationship effective December 16, 2014,” the release states. “As this decision involves confidential information regarding personnel, no fur-

ther comment will be made.” It was also revealed that councillors unanimously passed a motion at a Dec. 8 in-camera meeting to make clear they “do not support actions taken by Mayor Richard Atwell whether as Mayor-elect or Mayor, with respect to the ongoing employment of Paul Murray.” Atwell said that motion refers to a conversation he had with the outgoing CAO as Mayor-elect. “It was a very short conversation done in my office,” Atwell said. “I invited him [Murray] in for a discussion about moving on and that started the process of him thinking about leaving.” PLEASE SEE: Interim CAO to be appointed, Page A5

SCAN elects new chair

The Saanich Community Association Network has elected a new chair after former chair Fred Haynes won a seat on council and vacated the position last month. John Schmuck, president of the Quadra Cedar Hill Community Association, becomes SCAN chair while Katherine Whitworth from Royal Oak Community Association becomes the association’s treasurer. SCAN meets on the first Wednesday of every month at 7:15 p.m. at the Saanich Police Station and includes members from Saanich’s 18 community associations.

Gordon Head resident Emily Zhang is just 12 years old, but she’s already moved from China to Canada, back to China and back to Canada again. She’s not only been flip-flopping schools, but bouncing from one set of customs and cultural norms to the next, not to overlook the nuances of language. And yet the Grade 7 student at Gordon Head middle school is communicating just fine with a comfortable confidence when addressing others, thanks to the Toastmaster’s Junior Youth Leadership program she began this fall. The eight-week program is run at the Bruce Hutchison library at Saanich Commonwealth Place. “I really love the roles. At first I was a little shy, and the whole class, no one held their hand up when asked who will do a speech. In the end, everyone was holding up their hand to do a speech,” Zhang said.

She enjoyed it enough that she’s continuing on and will attend her first session of the Victoria Jam Masters Gavel Club at the Island Health building at Cook and Pembroke streets on Friday, Dec. 12. Gavel Club is an ongoing youth initiative for junior Toastmasters aged seven to 17, led by Distinguished Toastmaster John Sherber. “All the programs are free, offering a safe environment for youth

In the final class of the eightweek youth leadership program, Sherber encouraged participants to write a brief response to the class, including suggestions to improve the program. While there were many likes and dislikes, Zhang was the only member to take a crack at Sherber, suggesting he lengthen his eye contact.

“That’s just what you want to see, kids coming out of their shell and becoming comfortable.” - John Sherber, Toastmaster to develop their confidence and leadership skills,” Sherber said. “At the Junior Youth Leadership I learned so much, we had really good speakers,” Zhang said. “The chance to practice talking was very helpful. John taught me about speaking directly and using hand gestures.” In actual fact, Emily has shown

first Gavel night experience, the joke master, the mystery master and of course, the “ah, um” counter, which was held down by Emily’s younger sister Kylie, 9. “The ability to stand in front of a group of people is a scenario fraught with anguish, anxiety and just plain fear. We are adults now, ‘do you remember what it was like as a child?,’” Sherber asked. Gavel Clubs and the Youth Leadership Program have become Sherber’s focus in the 10 years that he’s become a Distinguished Toastmaster and the Div. A Governor among Toastmasters in Victoria. Another Gavel Club has restarted in the Westshore, Saturdays from 10 a.m. to noon, at the West Shore Youth Centre, led by Mary Lummerding. Atwell said the $476,000 severance package will be paid out of several funds, but couldn’t immediately provide specifics. “$55,000 of that is accrued vacation,” Atwell said. “There doesn’t seem to be a limit to how much vacation a senior manager can accrue. A new CAO will be able to implement some of those ideas that I campaigned on. ... There will be councillors interested in maintaining the status quo … but change is often difficult and there are costs to moving forward,” he said. Finding a replacement for Murray will take place over the next four to six months, and an interim CAO is expected to be appointed soon, according to an internal memo circulated to staff. Senior staff have been handling Murray’s workload since he took vacation last week, Atwell said.

Coun. Vic Derman said it would be inappropriate to comment on a personnel matter. On Tuesday, a memo signed by Atwell and Saanich’s eight councillors was distributed to staff. Watch those holiday drinks The holiday lights are up, casting a warm glow over the streets and sidewalks of Saanich and inspiring us all to enjoy the best of this Christmas season. But there are another series of lights we see this time of year that don’t carry such a happy message. The flashing lights of police cruisers and emergency vehicles serve as an unfortunate reminder that all too many holiday celebrations end in tragedy. Police in Saanich and across the province are in the midst of their annual Christmas CounterAttack campaigns, targeting impaired drivers in an effort to keep the roads safe. The consequences of a single bad choice can haunt you for the rest of your life. And those bad choices add up to thousands of injuries dozens of deaths each year as a result of alcohol-related crashes in B.C. The good news is the numbers are decreasing, with the number of fatalities down significantly from just a few years ago. But there is no acceptable level of carnage on B.C. roads. Each and every one of those crashes represents a tragedy for someone’s family, and the saddest part is that they could all have been easily avoided. There’s just no reason to take chances with your own or your neighbour’s safety. And don’t kid yourself, if you’ve had too much to drink, no amount of coffee, cold showers or fresh air will make you sober. So when you’re celebrating the season this year, make sure those celebrations include planning for a safe ride home. Arrange for a designated driver, call a taxi, plan to stay over with friends – anything it takes to prevent adding to a collision on B.C. roads, not to mention the potential loss of your driver’s licence. Think of the victims, think of the potential consequences, think of what you would have to tell your family — just please think, and let’s all enjoy a safe and happy holiday season.

Council can’t be one-man show The recent articles in the Saanich News regarding thoughts and opinions of Mr. Atwell are concerning to me. For a person who has just been elected, I am questioning why he seems to be picking a fight with most on Council and the unionized workers of Saanich. Has Mr. Atwell forgotten that the Saanich Councilors were also elected by the citizens of Saanich like himself? I am concerned that Mr. Atwell is fighting with some of his co-workers and hope that this is not a one-man show. If Mr. Atwell wants change and open government, this does not happen in a my way or the highway environment. The people of Saanich want to know the political position of their elected officials. Christian law school didn’t need intervention Sometimes it would seem that diversity and inclusiveness can be a very subjective thing. Trinity Western University has had its consent for a law school revoked by the BC government at the behest of several law societies throughout Canada. It seems as though these groups have a problem with the school’s code of conduct, mainly one which is based on JudeoChristian principle. This shouldn’t really be a problem because attendance at

this university is not mandatory. If you don’t agree with their principles and code, there are many other law schools to attend. If there’s not enough people who want to adhere to their conduct, they’ll soon be out of business regardless. This is a case of where people’s beliefs are not going to be tolerated. If you openly let your JudeoChristian beliefs be known by signing onto their code, you’re not going to be a lawyer in Canada. Bob Broughton Victoria

The University of Victoria recognized Hanukkah on Tuesday with a lighting of the menorah in a charming corner of the new Mystic Market. A gas-lit hearth added its glow to the event, which brought together representatives from across the Greater Victoria’s Jewish community. “The air was emotional,” said Lisa Church, who organized the event. “There were a few tears being wiped. It was wonderful to see.” UVic Hillel director Carmel Tanaka believes it might be the first time Hanukkah, or any religious holiday other than Christmas, has been recognized at the university. “We had faculty come down, people from the Jewish Federation of Victoria, the Jewish Community Centre, the Hillel and the Jewish youth program,” Tanaka said. “I don’t remember getting people form all these groups together before, they really came out of the woodwork.” Lighting the menorah is part of the first day of Hanukkah’s eight-day celebration, which begins at sunset on Dec. 16 until Wednesday, Dec. 24. The first flame was lit by Sharon Kobrinsky, Jewish Chaplain at UVic. Tanaka played the violin with guitarist Alex Konyves, performing traditional North Amer-

ican Hanukkah songs and some from Israel, while Food Services supplied traditional foods including the famous potato latkes. The Mystic Market lounge and restaurant recently underwent a $7-million refit, and Church said it was an ideal space for such an event. “We have the space so we can hold events like this,” said Church, retail outlets co-ordinator for UVic’s Food Services. reporter@saanichnews.com

Saanich Neighbourhood Place has big plans to build a customized child care facility, but it has a long way to go before workers break ground on the project. On Monday, Saanich council was asked to lend its written support to the estimated $1.2-million project, to be built behind Pearkes Recreation Centre if all goes as planned. “We’re just taking our very first baby steps towards this project,” said Colleen Hobson, executive director with Saanich Neighbourhood Place. The facility would allow for 25 full-time preschool and 24 infant toddler spaces, as well as four offices that would house various parental and family support service providers. But funding the project will

involve a patchwork of applications and depend heavily on the approval of a $500,000 provincial capital grant from the B.C. Ministry of Children and Family Development. “We’re expecting to apply sometime in January or February, and we should hear back within a few months,” she said. “The province needs some concrete plans so they know we’re invested and have community support.” Another $200,000 in funding could come from a 2009 amenity commitment by Tillicum Centre developer RioCan. However, that cash would only be available if RioCan moves ahead on a mixed use project on the northwest side of the property. “We have huge support from Gorge Tillicum Community Association, Gorge Tillicum Urban Farmers and we still have

to do all our public participation work. That will be a big part of this,” Hobson said. The proposed building would be located next to a buffer zone for wildlife habitat and sensitive ecosystems, according to a preliminary analysis from Saanich Parks and Recreation. Impact analysis on those areas would be completed if a development application comes forward. A slate of children and family programming is already run out of SNP: Best Babies prenatal outreach, food security classes, a weekly family dinner and shortterm childminding are all onsite. But an expansion of the roughly 6,000 licensed childcare spaces in the Capital Region is needed, Hobson said. “This project is still a dream, but it’s one we believe we can achieve,” she said. editor@saanichnews.com

Dashboard cameras are becoming more commonplace. What are they? They’re cameras that record what’s going on around you while you’re driving. You can

tuck them behind the rearview mirror, mount them straight onto the dash or mount them in any direction you like. Different makes and models use different sizes of screens but most are compact enough (in and around 3-inches) that it won’t interfere with forward visibility. Furthermore, most use wide-angle lenses so you have quite a panoramic view. They tend to come in handy if you get into a fender bender and it wasn’t your fault. Hitting the track? – It can be used to film your accomplishments. Memory is stored on SD cards. Depending on how large

So, you want to know what’s going on with your car via your smartphone. I have the gadgets for you. You’ll need an OBD2 Bluetooth Connector (you can get them as cheap as $10 online) and then an app. Try TorquePro (for Android $4.95) or DashCommand for Apple ($9.99 on the iTunes app

store). Simply connect the OBD2 connector into your car’s OBD2 port (usually found underneath the dash) and pair the device with your smartphone. Within the app, you can set certain parameters; i.e. what you want to be displayed. Torque, rpms, power, boost, speed, engine temperatures, you name it. The connector then reads the car’s data and sends it, in real time, to your phone. A cool feature found on TorquePro is the ability to use it as a Head’s Up Display at night. You just place it on your dash, let it reflect of the windshield, and read the data

New Saanich School Board chair Victoria Martin says trustees are in a period of orientation and renewal. The group – which features three past-presidents of local Parent Advisory Councils: Martin, Tim Dunford and Nancy Borden – is tasked nurturing strained relationships after a hard couple of years of strike action, she said. The tourney opened with round-robin play on Thursday (after The News went to press), moving the 16-team tournament into semifinals Friday and finals Saturday. Junior semifinals begin at 5:45 and 7:30 p.m. today (Friday, Dec. 19) on the Horwood Court, with the championship Saturday at 4:15 p.m. on the Taylor Court. On the senior side, the top four teams square off on the Taylor Court at 5:45 p.m. and 7:30 p.m. Friday, with the winners of both games meeting in the championship game Saturday at 6 p.m. The battle for third spot in both divisions tips off at 2:30 p.m. Saturday. One final highschool basketball game remains in league play before Christmas break, with the Spectrum Thunder senior boys visiting the Belmont Bulldogs Monday, Dec. 22 at noon.

Christmas is coming and with the season often comes overnight guests. Some simple home preparations can make life much easier and your guests’ stay more pleasurable. Most important, work ahead. Last minute scrambling will leave you frustrated and exhausted at an already busy time of year. If you have a room that you use for company make certain that all bed linen is freshly laundered or perhaps spring for a new set of sheets that you can use solely for the company. An extra blanket draped over the end of the bed may come in handy for some guests. Open up some space in the closet and clean out a drawer for the use of guests. It will make them feel more at home and means there won’t be half opened suitcases on the floor, tripping people up and giving the room and your home a cluttered look. Give the room a thorough vacuum and dusting, including window blinds and the tops of the fan blades if you have a room fan. You may never use the fan but you don’t want your guests and the freshly cleaned room covered in a layer of dust when they flip the switch on. Clear any clutter off end tables, although a lamp and clock will be useful for company. Do make certain that any clocks are quiet, you may not notice the tick, tick, tick of grandma’s antique timepiece, but you don’t want it keeping your guests up all night. If you lack either the space or the extra room with a bed, the most cost-effective solution is likely purchasing a blow up mattress, air bed or self inflating mattress. It may seem like a great idea to provide a king-size mattress, but if it won’t fit in your den or takes up your entire front room it will create more chaos than comfort. “Size is the biggest issue for customers, ask yourself what will fit,” says Rachel Horton, sales associate at Capital Iron.

Marion Evelyn Black We are so sad to report that Marion passed away early Tuesday December 9th, 2014 at the age of 51. Marion died in her home after a courageous battle with cancer surrounded by love. Dearest and cherished mother of Flora and Maggie Manson-Blair of Victoria BC. Loving partner to Evan Jones of Victoria, BC. Amazing and wonderful sister to Anne Wyllie of Kitchener-Waterloo, ON. (Jason, David, Ben, Daniel and James); Doug Black and his wife Renate of Kitchener-Waterloo, ON (Dan, Katie, and Kristen); Graeme Black of Victoria, BC. (Jordan and Josh). Born and raised in Ottawa, ON. Marion grew up the youngest of 4 children in a loving family. Marion completed grade 6-8 in French Immersion and flourished, becoming bilingual. The school was one of the earlier, successful immersion programs across Canada. Strongly influenced by older brothers and with natural athletic giftedness she was drawn to sports. Marion grew up with a love for speed skating, hockey and soccer. During high school years, the family dog “Duffyâ€?, (a miniature German Schnauzer) would accompany her to games and was a master player himself! He became the high school mascot for her soccer team. He was that good! Marion graduated from Glebe Collegiate Institute in Ottawa, ON. Thereafter she traveled extensively to Ireland, Venezuela and Guatemala and also lived and worked in these countries. In between her travels she completed a B.A. Degree in Spanish and Latin American Studies from the University of Waterloo. Later on, she incorporated her fluency and love of language into a career as an International Student Placement Coordinator in conjunction with the Victoria School District. After the experience of living in Ireland, Marion followed her brother Graeme out to Victoria, BC and fell in love with it. She decided to make it her home. When diagnosed with cancer, Marion did everything possible to combat the devastating ravages of the disease. It is a true testament to her inner strength and joie de vivre. Marion never lost her sense of humour and although she was overwhelmed at times by the thought of not being around to share her girls’ lives and their milestones, she didn’t dwell on this and was always present in the moment. There are so many adjectives that come to mind to describe her; beautiful, vivacious, intelligent, warm, loving, genuine, happy, absent-minded, trusting, humorous, passionate, open, stylish, loyal, athletic, tough, competitive, generous, natural, environmentally conscious‌.we could go on and on. Marion was the fearless hippy among us, so willing to try new things. Marion loved her girls, Flora and Maggie, her rock, Evan, her siblings and their children and she loved playing, watching and coaching soccer, tennis, traveling, road trips, St Mary’s Lake Resort on S.S.I., camping, playing bridge, scrabble, games of all kinds actually, a good glass of white wine (Pinot Grigio, especially), a darker beer, Celtic music and dance, languages, socializing with her best friends, Claudette, Glenda, and Wendy and their families and her broader circle of friends from various walks of life. Marion was so thankful to all the incredible people who supported her through this arduous journey in countless ways. By providing meals, driving her to appointments, visiting, sending her words of encouragement and the fantastic backyard oasis. She felt very lucky to have such a wonderful network of friends and family who she could rely upon and will continue to rely on in the future to ensure the wellbeing of her girls. She will continue to live on through the laughter and beautiful reflection of Flora and Maggie. And for the rest of us in how she has stolen a chunk of our hearts. Rest in peace, Marion, we will always love you and treasure you and never forget you! Special thanks to the Sudul’s, Victoria Hospice nurses and Palliative Response Team, as well as, Terry Crocker and the Soccer Sisters. You were so amazing and supportive!
