Tahltan buy into hydro-electric project

TERRACE - The provincial government is giving the Tahltan Central Council $500,000 to buy into a small run of river project on the Iskut River owned by Calgary-based energy company AltaGas. The Volcano Creek project, rated at 16 megawatts, has just begun producing power which is then being sold to BC Hydro, entering the provincial grid through the crown corporation’s Northwest Transmission Line. Provincial and Tahltan officials were in Terrace Dec. 12, releasing details of the business deal through the First Nations Clean Energy Business Fund which will see the Tahltan earn

a portion of the money being paid by BC Hydro to AltaGas for the power through a 60-year purchase agreement with the company. The ownership stake is in addition to separate deals the Tahltan have signed with the provincial government for a share of the water rentals being paid by AltaGas for all three of its Iskut River run of river projects. In addition to the Volcano Creek project, the 195 megawatt Forrest Kerr project began producing power into the provincial grid through the Northwest Transmission Line in the summer and the McLymont Creek project of between 50 and 75 megawatts is still under construction. The Forrest Kerr project rep-

resents $1.1 million to the Tahltan annually from water rentals and the Volcano Creek project represents $3,000 per year. When finished and in operation, McLymont Creek will represent approximately $10,000 a year in payments to the Tahltan. As well, the Tahltan have also signed separate economic benefits agreements with AltaGas for its three projects. Tahltan Central Council president Chad Day was in Terrace along with vice president Heather Hawkins, Iskut band manager Feddie Louie and Iskut band councillor Paul Louie. Day exchanged gifts with Aboriginal Relations and Reconciliation minister John Rustad at an event held in the Best Western Hotel. The $500,000 being provided

by the province is the maximum any First Nation can receive per project from the clean energy fund. It is being used to exercise an option the Tahltan Central Council has with AltaGas for a one-time investment of between $500,000 and $2 million in the Volcano Creek project. The Volcano Creek and McLymont Creek projects will cost approximately $250 million and when added to the cost of the Forrest Kerr project is part of nearly $1 billion AltaGas will have spent on the three hydroelectric projects on Tahltan traditional territory. The Tahltan Central Council also has other benefits agreements with other companies local on its traditional territory.

Refinery plan honed By Cameron Orr

KITIMAT - With a design and feasibility study in tow, Kitimat Clean president David Black now needs to secure government support to make further in-roads in his plan to build an oil refinery north of Terrace area. Black, who is the chairman of Black Press, which owns, among others, The Northern Connector, announced this month that Hatch Ltd. had completed the study for him, which sets out how the proposed refinery would process 550,000 barrels of diluted bitumen a day in to 460,000 barrels of day of refined fuel—gasoline, diesel, and jet fuel—for export overseas. In a press release, Black said that lenders are willing to put up money for the refinery which would cost an estimated $22 billion but are insisting on “skin-in-the-game” from the federal government. Black has been seeking debt guarantees from the federal government, and said he is offering compensation to the federal and provincial governments to obtain them. Black declined to comment on further details on what “compensation” looks like in this context, although he did say “it’s substantial.” That said, he says he does have conditional support for debt guarantees from the federal finance minister Joe Oliver. Reached for comment to confirm, the federal finance department says it does not comment or speculate on possible actions. Skeena-Bulkley Valley NDP MP

Nathan Cullen, who is also his party’s finance critic, said he’s spoken to people on the issue and said that the reception he’s seen has been lukewarm. “The loan guarantees did not seem to be something they were enthusiastic about,” he said. Cullen said Black has struggled in getting Canadian backers, from the supply side to the financial side, and it would never get built if he can’t get producers on board. That said the question of value-added remains important, he said, and the public could be more inclined to pipelines if benefit came back to the people. Black admits that finances are where he has to put his efforts at the moment. “I really think I have to tie down more money here,” he said. “I’ve got to focus on who’s going to provide the money.” He said with this study now done, he really needs the government “to tell me whether they’re coming to the party or not.” With an estimated 3,000 person workforce for the refinery, Black said Hatch’s report puts directly-employed jobs at up to 1,500, while another 1,500 would work at the refinery on a contract basis. He cites potential for up to 3,000 other jobs with possible petrochemical plants that could open up in conjunction with the refinery. He points out that large volumes of sulphur extracted during the refining process could be used to supply a fertilizer plant, for instance. He said he didn’t know exactly what the particular emissions estimates could be.

Forum has North Coast residents give feedback on LNG By Kevin Campbell THE NORTHERN CONNECTOR

PRINCE RUPERT - With the liquefied natural gas (LNG) industry knocking on Prince Rupert’s doorsteps, North Coast residents have been inundated with proposals and they’re sick of reacting. They want to proactively take charge of the future of their city whether that includes LNG or not. This was the overarching message from approximately 25 attendees, who came to the community dialogue forum on LNG Thursday night hosted by the Northwest Institute for Bioregional Research’s LNG facilitator Valine Crist and West Coast Environmental Law’s (WCEL) staff counsel Hannah Askew. With the floor open to the public, familiar concerns were raised by residents and members from Dodge Cove, Lax Kw’alaams and Metlakatla, as well as other areas near proposal sites for the seven known LNG facilities. But that wide range of concerns was exactly what Askew was looking for. “We wanted to facilitate a conversation about regional strategic environmental assessments so that as people are responding to all of these different kinds of proposals, they have a chance to think about the vision of development that they have for their community and what their core

values are that they want to protect,” said Askew after the threehour discussion had ended. “We got incredibly thoughtful and pretty diverse feedback from people who attended both [sessions], so it was really rich and rewarding.” Askew and Crist will now take their findings from the night’s discussion and another forum they held that same morning and submit them in a report to be distributed to stakeholders and the public for consumption. Murray Smith, hereditary chief for Lax Kw’alaams, opened the dialogue with a welcome and prayer. Common themes that arose in the discussion were an increasing lack of access to beaches and green spaces, the effects the industry may have and is having on residents’ mental health, a depletion of healthy fish, First

Nations groups working in conjunction with the industry, threatened wildlife on land and in the rivers and oceans, the routes of tankers, the city’s income gap and comparisons between Prince Rupert and Fort McMurray. Infringement on others’ values was a popular topic as well for future generations who will call Prince Rupert home. A few residents noted the healthy state of the medical care they currently receive and appreciate the level of service they’re getting in comparison to places like Fort St. John, which is dealing with a lack of family doctors. A sense of connectedness and a sense of place was another concern raised by attendees as some feel newer or migrant workers won’t respect the city they inhabit the same way longtime residents do. Safety for the community was top-of-mind and many had issues with the idea of work camps being so close to neighbourhoods. An executive director in Metlakatla raised a point about food security and the review process that local and provincial governments are taking – whether their current studies and assessments are satisfactory or not. Kitimatian returns to tour new book By Cameron Orr

KITIMAT - Alisha Sevigny was born and raised Kitimat. She worked her way through the local school system before setting off for grand adventures. After sharpening her teeth in the literary agent-trade, she’s taken her experience and her love of arts and created a young adult novel which just recently hit shelves. The now Toronto-based Sevigny — who has plenty of family left in Kitimat — will be returning to her hometown as part of a northwest B.C. book tour. Her book is called Kissing Frogs, and is a tale of a ‘reformed’ nerd who has reinvented her image, and then finds herself forced to join her conservation club in Panama after learning she’s failing biology. That sets the stage for drama and romance, to the backdrop of rescuing endangered frogs. Sevigny says the story, from the angle of endangered frogs, has a non-fiction element, as frogs are facing mass die-off due to habitat loss and epidemics. Her book launch is at the Kitimat Legion tonight from 7 to 9 p.m. She is also doing a book reading at the Kitimat Public Library on

December 22 at 1 p.m. Sevigny looks back on her educational foundations in Kitimat as keys to her success today. She said teachers Mr. Dryvynsyde and Mr. Durrant were very influential in her early writing. She also had an interest in acting, but the written word spoke more loudly, and she spent time as a literary agent which also helped her get through the publishing process and landed her with Canadian publisher Fierce Ink Press. (Her book is published separately by Canadian and American publishers.) “As an agent I spent a lot of time working on other people’s manuscripts and I just wanted to do that for myself. I feel like it was always a goal, I always wanted to write,” she said. The benefit of her professional background meant she didn’t get discouraged during the publishing process, which can be long and arduous, she said. Even though she’s gone with a traditional publisher, she said authors should not be afraid of the self-publishing route. “I would recommend that as a viable option for anyone who’s interested in publishing a book that can’t go the traditional route.”

Terrace to Calgary flights planned TERRACE - Air Canada has announced it will be offering the first ever direct flight between Terrace and Calgary beginning June 1 next year. The daily, year-round flight will depart Terrace at 9:25 a.m. while the incoming flight from Calgary will arrive at 9 a.m. with a flight time of one hour, 45 minutes. The airplane being used is a Bombardier CRJ commuter jet with 50 seats. “There are a fair number of people in Calgary that are from Terrace,” said airport manager Carmen Hendry, speaking to the reasons why the route was needed. “There is a fair bit of commuter travel back and forth from people who live here. And there’s the mining industry that needs to go to Alberta into Calgary, and yes of course the [potential liq-

uefied natural gas] projects.” Hendry doesn’t predict a significant increase in traffic at the airport because it is simply making the route more direct for people who would already be flying to Calgary through Vancouver. But he did say the ability to connect in Calgary to flights from there back east or for vacation travel southward adds a new dimension for local and regional residents. Air Canada’s announcement comes as the airport closes in on the 250,000 passenger mark for 2014 with 19,635 passengers either landing or departing. “From November 2013 to this November, we’re at 252,081 [passengers],” said Hendry. Growth remains comfortably in the 20 per cent range although there has been a slight dip now the BC Hydro’s Northwest

Transmission Line is finished and AltaGas has two of its three run-of-river projects north of here in operation. Traffic remains strong because of Rio Tinto Alcan’s continuing work on its Kitimat aluminum smelter modernization project and Hendry is anticipating business and worker commuters once Imperial Metals opens its Red Chris copper and gold mine north on Hwy37 North. In the meantime, the airport’s parking lot expansion project, bringing the number of parking spots to nearly 800, is mostly finished. “We have some temporary lights there now from dusk to dawn and next year we’ll be putting in permanent ones,” said Hendry. Still, Hendry is recommending people get a ride to the airport this Christmas period.

PRINCE RUPERT - What was formerly a place of worship may help alleviate housing shortages in Prince Rupert, with a company proposing to convert a closed church into a complex for project workers, and later, seniors. The Bethel-First Baptist Church on India Avenue closed its doors earlier this year, with Greenwell Asset Management purchasing the building. The company plans to spend approximately $1.4 million to remodel it into a high-end, multi-unit housing complex for industrial project workers needing temporary housing, and eventually for the elderly. “Our idea is to build this so down the road it could be converted into a seniors facility. We’re designing it to be senior-friendly. Once the construction boom is over, our intention would be to turn it into an assisted living facility,” said Geoff Greenwell of Greenwell Asset Management. “In the short-term, if you can run it as a rooming house you can offset an awful lot of the costs. Otherwise you’re passing on those costs to seniors.” The blueprint is already complete, with the company seeking approval to square out the roof of the building where church services were once held to to allow for a second floor. In total, 18 suites are laid out in the design, all 400 sq. ft. in

The basement would house a laundry facility, utilities and storage. “We’re going to preserve some of the architectural components. It would be a shame to tear a place like this apart,” Greenwell said. The building’s exterior would also be transformed, using cedar

and wood for a stylish appearance. There is enough space out front to park 18 cars, or one car per unit. Demolition has begun, with Greenwell Asset Management submitting a rezoning application to the city last week. If approved, the renovation would start right away. “With places like this, if you don’t deal with them quickly they end up derelict ... The idea is to renovate quickly so that doesn’t become a problem,” he said, noting a watchman is currently living on site.

Terrace Walmart now a full grocery outlet TERRACE - Walmart bolstered its already considerable consumer presence in Terrace and area on Dec. 11 by officially opening a full-line grocery section within its existing 112,000 square foot store. Senior company officials were on hand as was Terrace Churches Food Bank president John Wiebenga who accepted a $4,788 donation as well as a collection of donated food items. Those senior officials told employees in a ceremony prior to the store opening that the focus of Walmart is on the customer. “Everything you do out there today is to listen to the customer,” said company district manager Dave Jeffreys. He said the goal of Walmart in Terrace and area is to offer a one-stop shopping experience. Jeffreys also praised the efforts of employees and others through renovations which at times experienced minor setbacks because of power outages and one electrical fire. Terrace store manager Rosemarie Beer noted that this year is the 10th anniversary of Walmart’s original opening in Terrace. “As a team we all pulled together,” she said of last-minute preparations leading to the opening. College workers’ union extends helping hand By Susan Biagi

TERRACE - What do the Kalum Community School Society, Northwest Community College (NWCC), and the Terrace Churches Food Bank have in common? They all reach out to feed people in need. It’s an expensive endeavour, especially in this time of rising food prices. Fortunately, donors such as the Academic Workers Union of NWCC have stepped forward to help with costs. The union has a long history of donating to agencies. “We firmly believe that it’s important to give back to the communities that support us,” says union president Marja Burrows. NWCC library coordinator Melanie Wilke is in charge of food distribution to NWCC students. Non-perishables such as canned goods and dried pastas are distributed right from the library. “There are approximately 20 students who receive regular help,” says Wilke. “Some-

times, it just takes a bag of groceries to see a student through a tough time. It’s such a small investment on our part, but it has such a positive, long-term outcome in terms of student success.” “It’s rewarding to know that this will see them through the rest of the month,” says Barrows. She recalls a student who told her, “If it weren’t for this, I wouldn’t be eating.” The Terrace Churches Food Bank is another recipient of union donations. There, food distribution occurs one week each month, from October through to June. The need is not so great during summer months, thanks to community gardens, farmers’ markets, and lower utility bills. When the leaves fall, however, the situation becomes critical. The food bank serves nearly 1200 people monthly; of these, 40% are children, with the number of young people rising all the time. The approximate value of each bag of food is $75. Board president John Wiebenga estimates that the tally for December is up by 50 bags, compared to last month. He further estimates that 100 more bags were given out this month when compared to December 2013. In the course of a year, the food bank spends approximately $50,000 on food, while the value of donated food items hovers around $40,000. The increase in food prices is

a matter of concern for the food bank, as well as for its clients. “The price of hamburger is up by 30 cents a pound. That doesn’t sound like much, until you multiply it by 500 pounds,” says Wiebenga. Food security is also a primary focus of the Kalum Community School Society. “There’s a consistent

need in the community, from elementary right up to high school,” says board member Jacquie Tucker. Through the society’s Hungry Kids program, more than 2,000 weekly servings of soup and sandwiches are provided to schools in the Terrace and Thornhill area. The donated food is collected daily from local businesses through

the society’s Food Share Program. Food security is not just about collecting donations. The Kalum Community School Society partners with Ksan House Society to operate community gardens. TERRACE - The new four-year term for the regional school board which governs local schools is underway, with The Coast Mountains School District 82 electing its new committee and council delegates Dec. 8 to the BC Public School Employers’ Association (BCPSEA) and the British Columbia School Trustees Association (BCSTA) . Art Erasmus, in his tenth year on the board was elected for a third term as chair of the board. In term of the vice chair position, the board passed a resolution to have a rotating vice chair beginning with Angela Brand Danuser, then rotating in sequence with Shar McCrory, Raymond Apna-Raj, Gary Turner and Margaret Warcup. Roger Leclerc rescinded from the vice chair rotation. Erasmus said the board will decide at a

Under the supervision of the Director of Leisure Services the Grant Writer will research and write applications for potential grant or low interest loan opportunities related to existing or future projects, services or purchase of assets for the District of Kitimat, community groups and non-profit organizations in Kitimat. Duties of the position may include: a. Setting up and running grant related workshops; b. Meeting with interested proponents about grant opportunities; c. Tough loss for Rainmakers By Kevin Campbell

PRINCE RUPERT - A devastating injury has created an irreplaceable hole in the Charles Hays senior girls basketball team. Grade 12 captain and point guard Tanveen Randhawa was practicing for her play day to be taking place this past weekend last Thursday against the junior squad when she grabbed the ball on a routine play and knew something had gone terribly wrong. “I caught the ball, went to drive, pushed off my left leg and then I just heard a popping sound and it felt like someone kicked me really hard from behind so I just turned around and there was no one there,” said Randhawa last Saturday. “And then I knew it was my achilles [tendon].” It wasn’t a sight anyone expected to see on Saturday – Randhawa making her way across the court in crutches and a cast after the first quarter of the senior Rainmakers match versus Caledonia (CAL) at Charles Hays Secondary. But losing 18-3, and donning their #PLAYFORTAN message on the back of their team shirts, the Rainmakers picked up their game at the sight of their sidelined captain, and made it a two-point game at 24-22. But in the end, the Kermodes were just too much to handle for the home team and the girls fell 58-39 to a strong Caledonia side in their second game of the day. “We’re just without our point guard and trying to get used to that,” said head coach Sara Barrow. “We’re just trying to figure out the lines and where they belong. Henzle [Masocol] came in and hasn’t even touched the ball [before today] so she played fairly well for not even doing that and taking it up the court.”

The Charles Hays put up a tough fight against the Caledonia Kermodes last weekend but unfortunatley weren’t able to net a win. Masocol stepped in for Randhawa and played admirably but the team will now have to traverse the 2014-15 season without their leader, and that’ll be a daunting task especially with tough competition from Terrace and the surrounding area. “I had surgery [Friday] morning and then I have my stitches in for two weeks. After that, I’ll get a cast and then six weeks later, I’ll be in physio,” said the captain. The ‘Makers’ had trouble box-

ing out in that first quarter that had the squad down 15 points early but a masterful second quarter led by Morgan Weir, Ashtyn Andreesen, Billie Leeson, Masocol and Tanveen Sahdra had Charles Hays go on a 19-6 run to almost catch up to Caledonia. But Khali Pelletier, Faith Nisyok and Carly Davies helped lead the Kermodes to escape the Rainmakers’ comeback to go on their own 13-0 run in the fourth quarter to pull away and take the victory.

“We threw it away a lot. We just need to clean up our errors and make it not so easy for them to get to the basket,” said Barrow. “We rushed it. We took about 10 seconds before we put up a shot and they were a lot more patient and they moved the ball around and anytime you move that ball around it’s going to be a lot easier to score when the defence breaks down.” In their first match on Saturday morning against CAL, the team lost 53-37.

PRINCE RUPERT - Head coach Anna Ashley will have a lot of substitute calls to make this season. She can also produce four full lines at will. Twenty girls have taken part in Charles Hays’ junior girls basketball program and Ashley was able to play them all in two games on Saturday. First against Caledonia, the Rainmakers handily defeated their rivals 51-31 and then late in the afternoon, the team downed Team Nisga’a 57-29. “I was really happy with how they played. We just learned zone offence so considering that, they were doing awesome,” said Ashley. Brittany Waite, Ruby Mason, Tara Robinson, Marissa Innes, Madison Thomas, Jada Wesley, Brooke Andreesen and Carly Cochrane all found the score sheet in the game against Team Nisga’a. An early 10-5 lead after the first quarter and great chemistry between Cochrane and Waite produced the 24-11 half-time lead the ‘Makers gained on their opponents. Mason’s speed and agility had her defenders reeling more often than not and Innes’ two fourthquarter three-pointers took the game out of reach for Nisga’a. “Their defence picked up a little bit [from the morning game to the afternoon game] ... they were talking well. I’d like them to talk more but they were talking fairly well and they were moving the ball around. They had some good shooting today so overall I was very happy with how they played,” said Ashley.

KITIMAT - It was a rock’em sock’em night in Kitimat when the Kitimat Boxing Club hosted out of town clubs in a tournament. The tournament was fought for the bragging rights of boxers, two of whom work for Rio Tinto Alcan’s Kitimat Modernization Project, and set the foundation for the tournament’s name: KMP Bragging Rights Boxing Tournament. The headlining event was between Alex Pinkerton and Nathan Furtado. Pinkerton, an import from Vancouver and weighing in at 195 lbs, put up a valiant effort leading to a split decision by judges, but the bout ultimately went to Furtado, weighing 212 lbs. Boxing coach Bill Franklin said it was Kitimat’s night even though every competi-

tive bout ended in a split decision, but that just shows the fairness of the judging, in contrast to at-times when clubs get home ring advantage. Kitimat’s Stephan Reid, 179 lbs, would win the following match. Well, to be fair, Reid actually hails from New Zealand where he has spent time as a karate champion. That background certainly was put to his advantage, facing Shaun Vanvuskirk, 178 lbs, from the Bridge (Mission) Boxing Club. Dan Fredrickson, 188 lbs rounded out the night with a win, against Mission’s Nico Rizzi, 190 lbs. Three earlier bouts in the evening were exhibitions, beginning with Hazelton’s Tera Brooks and Mayenda Jones, who braved harsh road conditions to make it to the event. Arius Woytowich and Braydon O’Brien, and Richard Boone and Alain Gagnon, also fought in exhibition bouts.
