With Christmas just around the corner, a number of residents have given their homes a holiday makeover to make spirits – and their streets – bright. This year, there are returning favourites, including a number of homes that are raising funds for charity, and some new addresses that are all worth a visit. In order to make the Christmas lights tour a bit easier to navigate, Peace Arch News has compiled a sampling of some of the holiday homes in and around the area. So, grab your GPS, a scarf and some hot cocoa and get ready for a road trip to get illuminated in the days ahead: Q 2958 147A St.: What began as a single, inflatable snowman in 2006 has turned into a front lawn chock-full of festive decor. South Surrey resident Neil Higgins has told Peace Arch News in the past that a favourite piece is his Home Depot stock car, modeled after the car NASCAR driver Tony Stewart used to drive. Q 15499 22 Ave.: Ken and Bonnie Fletcher have once again heralded the holiday season with their fantastic display of lights. In past years, the dizzying display has also included push-button toys in the family’s decorated garage. Keeping with their tradition, the family will be collecting donations for Sources White Rock/South Surrey Food Bank. Q 16956 60A Ave.: The Kinna family in Cloverdale is back with their holiday display and will be collecting funds for the Surrey Memorial Hospital Foundation. Q Cloverdale’s Karen Wagner and her family once again have their home decked out for the season and will be collecting donations for the Canadian Cancer Society’s Relay For Life. i see page 11

Celebration of life honours memory of girl with ‘infectious excitement’

‘…then in a flash, Teagan was gone’ Tracy Holmes

Mom’s mental state cited

Staff Reporter

The sadness that enveloped White Rock Baptist Church Wednesday evening, where a celebration of life for eight-year-old Teagan Batstone was held, was profound. Tears flowed freely among the 200-plus attendees, as those who knew the youngster recalled “a hugger” who was quick to share her joy and excitement with those around her. “She would run into the room, run across the room and almost knock me over… then in a flash she was gone,” retired pastor Fay Puddicombe told the crowd, remembering one of Teagan’s “amazing” hugs. The youngster, who attended Grade 3 at Rosemary Heights Elementary in South Surrey, was found deceased Dec. 10 in the trunk of a car. Her mother, Lisa Batstone, is charged with seconddegree murder in connection with her death. And while senior pastor Ellis André acknowledged the tragic circumstances of Teagan’s death only deepened the sadness of those who had gathered to say goodbye – including Teagan’s maternal grandfather and other family members – he encouraged mourners to focus “on the enriching contributions that she has made to our lives.” “Although she’s not here with us today, her life will continue to speak to us in months and years to come, perhaps in more profound ways than we can know,” he said. André described Teagan as a girl with an “infectious excitement” that everyone could sense. It could be seen in the photos of Teagan framed for display during

Lisa Batstone’s father, Barry Hamilton, is comforted following the tribute to his eight-year-old granddaughter. the service, and in those compiled for a slideshow that flashed across the front of the sanctuary. The images depicted a girl smiling with friends, reading a book, playing in a pool – doing everything little

girls are expected to do. “She lit up our hearts with her smile, her love, her hugs,” André said. “Not too many people hug me, but I got a hug from Teagan.” The senior pastor also encouraged those who came out to reserve making any judgments on what happened to Teagan. “Only God knows everything,” he said. Children at the service, including some of Teagan’s classmates, were offered coloured pencils and paper to write messages to her family. As the evening wrapped up, they placed them one by one in front of a photo of their friend. André told Peace Arch News after the service that the tragedy has been the most difficult thing that

he has dealt with in his more than 40 years of ministry, the last 11 of which he has spent at White Rock Baptist Church. “Over the years, you deal with a lot of stuff,” André said. “This is far and away the worst… a nightmare.” The church will continue to care for Lisa Batstone, he said. “She’s part of our church family. Probably the last email that I sent her was telling her we loved her and Teagan.” Lisa Batstone appeared in Surrey Provincial Court the next morning, where a full “fitness assessment” was ordered. Teagan’s father, Gabe Batstone, announced last week a funeral for his daughter in Ottawa Saturday.

The lawyer for a South Surrey woman accused of killing her own daughter last week says his client’s mental health casts doubt on whether a trial on her seconddegree murder charge can proceed. “It’s a very serious concern,” Craig Sicotte said outside court Thursday morning, of Lisa Deanne Batstone’s condition. “Miss Batstone’s mental state is very fragile. Without an assurFacebook image ance that she’s Lisa and Teagan fit to stand trial, this can’t proceed any further.” Batstone is charged with seconddegree murder after being arrested Dec. 10 at the scene of what was first thought to be a minor traffic incident. The body of eight-yearold Teagan Batstone was found in the trunk of the car. In court, at Sicotte’s request and as family and friends of the accused listened, Judge Donald Gardner ordered a “fitness assessment” of the mother and set her next court appearance for Jan. 5. Lisa Batstone’s father, Barry Hamilton, was in court Thursday, but “gratefully declined” to comment publicly. During the proceedings, he exchanged blown kisses with his distraught daughter and gestured towards his heart. Friends of Lisa Batstone also did not want to comment publicly, except to say that the 41-year-old “was so loved.” Another commented that the mother “was head over heels for Teagan.” Sicotte said he knows of “nothing to indicate anything other than she was a loving, devoted mother.”

Child struck by man then abandoned, according to witnesses

Three-year-old left at bus stop, father arrested Tracy Holmes & Kevin Diakiw Staff Reporter / Black Press

A Surrey father is facing charges in connection with the assault and abandonment of a three-year-old boy Saturday. Police were alerted to the incident, which occurred near 64 Avenue and 152 Street, around 11 a.m., when several people called 911 to report that a child had been hit and then left at a bus stop. Witnesses say they saw a man strike and push the boy, before getting on a bus and leaving the youngster – who was dressed in swim trunks, a T-shirt and light jacket – behind. They brought the boy into a nearby liquor

store and gave him toys to play with until police arrived. “They did the right thing,” Cpl. Bert Paquet said of bystanders’ efforts to keep the boy safe and warm. “If anything, the actions of the public ensured the child’s safety until we arrived.” The witnesses also took steps to try and identify the boy, lighting up social media with his photograph. Officers with the Mounties’ general investigation and special victims units attended, identified the boy and subsequently arrested his father on a bus at 176 Street and 64 Avenue. Paquet said he was later released from

custody on conditions “to ensure the child’s safety.” His name has not been released pending formal charges, though Surrey RCMP anticipate a publication ban so that the child is not further identified. The child’s mother was located through contacts on the man’s cellphone and the two were safely reunited. The Ministry of Children and Family Development was alerted to the incident.

❝They did the right

Police said several contributing factors are being considered, including drug abuse and mental health issues. In addition to assault and abandonCpl Bert Paquet ing a child, police are Surrey RCMP recommending a theft charge against the Surrey man in connection with an incident at a store near where the boy was found. Anyone who witnessed the incident who has not yet spoken with police is asked to contact Surrey RCMP at 604-599-0502, or, Crime Stoppers at 1-800-222-8477.

Young man robbed, beaten

Spray attack in Newton Kevin Diakiw Black Press

A 19-year-old Surrey man was peppersprayed, robbed and beaten on his way home in Newton last week. The young man, described by some who know him as a “gamer” and a “nice kid,” was on his way home at about 7:30 p.m. Wednesday, when he was confronted by a group near a park at 141 Street and 68 Avenue. They demanded his money. He provided his wallet, and they took his phone as well. They then peppersprayed him and beat him up. His mother called police a half hour later. Police say the attackers were described as Caucasian. Otherwise, the description was vague. The victim’s injuries are believed to be superficial as he did not accept medical care. There was also an unconfirmed report of a woman hit on the head with a rock and robbed on the same day, just outside the Safeway near 72 Avenue and 138 Street in Newton. “It was mid-afternoon,” tweeted Chris

Topher, who said the victim was his aunt. “Hard to believe it’s that bad with a police station right there,” Topher tweeted. He said his aunt is going to be OK and is just trying to shrug it off. “Thing that bothers me,” he said, “someone else might have heard or seen. Where was the help?” Police said there has been no report of this attack. Naida Robinson, a community activist in Newton, says the level of violence in the area hasn’t abated since the murder of Julie Paskall one year ago. “It’s beyond out of control,” Robinson told Black Press Thursday. “I hear something every day. I am not exaggerating.” The ongoing violence in Newton is a big reason crime became a major issue in the fall election campaign. Surrey First, which won all seats on council Nov. 15, has budgeted for 100 more police officers by next October. It’s hoped the more “boots on the ground” will quiet the violence in Newton.

Papers bought, sold Black Press – parent company of Peace Arch News – announced last week it has acquired a number of newspaper titles and related publications and digital properties from Glacier Media. Black Press purchased the following: Surrey Now, Langley Advance and Maple Ridge Times in the Lower Mainland, as well as The Nanaimo Daily News, The Harbour City Star, the Alberni Valley Times, the Cowichan Citizen, Parksville Oceanside Star, Tofino/ Ucluelet Westerly News, the Comox Valley Echo, and Campbell River Courier on Vancouver Island. Black Press will take over operations in Courtenay-Comox, Ucluelet/Tofino and Oceanside Star on Jan. 1 and the remainder of the publications and their websites on March 2, 2015. In a separate transaction, Black Press is also selling the Tri-City News, Burnaby New West Newsleader and the Richmond Review to Glacier Media. Glacier will assume operational control of these operations on March 2, as well. “While we are pleased with the acquisitions, we are disappointed to be selling these excellent community newspapers,” said Black Press CEO Rick O’Connor Wednesday. “We believe in the value our Black Press colleagues at these newspapers have created and the many longtime staff members will be missed. However, as we move through these changing times in media, it is important that we align our strategic interests to better position the company for the future. “We are great believers in community newspapers and the value they provide. With these changes, we believe readers and advertisers will be better served and the company will be stronger moving forward.”

Two pedestrians were struck in two days on the Semiahmoo Peninsula last week, leaving one man dead and a senior in unknown condition. A 53-year-old Richmond man died in South Surrey Saturday morning when he was struck by an SUV as he ran across 176 Street just south of 8 Avenue. And about 7 a.m. Friday, an elderly woman was struck at the intersection of Buena Vista Avenue and Kent Street in White Rock. The senior was transported to an undisclosed hospital, and the driver of the vehicle remained at the scene until police arrived. White Rock RCMP did not disclose the woman’s condition, as of Peace Arch News press time Monday. Regarding Saturday’s fatality, Surrey RCMP Cpl. Bert Paquet said the driver of a northbound Mitsubishi Outlander did not see the pedestrian prior to impact. The man – whom police did not identify – was pronounced dead at the scene. The victim was a passenger on a southbound charter bus when the bus driver missed a left turn onto 8 Avenue at about 7:30 a.m., according to the police file. Planning to turn around at 4 Avenue, the driver pulled over early to let the victim off. It’s believed the man was headed to a nearby store when he was killed as he crossed the highway. “Our victim, for whatever reason, asked

to be let out,” Paquet said. Paquet noted it was dark and raining at the

Light over darkness

C

hristmas is a celebration of peace and goodwill that has been embraced by cultures worldwide – and for good reason. While many Christians choose to mark Dec. 25 specifically as the birth of Jesus – one of the keystones of Christian faith – the festivities surrounding the date have underlying themes that are universal for all humans without hate in their hearts. While Hanukkah (Dec. 16 to Dec. 24) commemorates the rededication of the Holy Temple in Jerusalem after a successful revolt in the second century BC, in a broader, symbolic sense the lighting of the menorah represents the triumph of light over dark, of good over evil and injustice. And while Kwanzaa (Dec. 26 to Jan.1) was created in 1965 to celebrate African-American and Pan-African culture, its avowal of traditional principles of unity, family, brotherhood, and contribution to community through work and creativity can serve as an inspiration to many others, whatever their heritage. There are other celebrations in December – some well-known, others obscure, some humourous or downright iconoclastic. But all, on some level, are about goodwill and a commitment to shared values. There are plenty of signs that the spirit of Christ is back in Christmas (if He ever left) – some of them from other cultures who have no problem with the existence of a Christian celebration. And while some will look around and decry signs of a commercialized, materialistic Christmas, it’s evident that most ordinary people these days are doing their best to strive for a balance, to check runaway expenditure and concentrate on celebrating the really important things, like home and family – or extended family – and good fellowship. We have enough evidence of misfortune around us to make us value the blessings we have and not the material goods we covet. Most of us feel it is well to pause at this time, at the end of the year, to ponder and re-commit to principles that are central to all races and religions, that are held dear by both the spiritual and those who consider themselves atheistic or agnostic. Particularly at times when bad news and grim headlines can bring us to the brink of despair, we need messages of positivity and the simple understanding that others share our fundamental good will and desire for a better, brighter world.

B.C. Environment Minister Mary Polak joined the throngs who jetted to Lima. There she met officials from California and other U.S. states to re-announce their modest efforts to put a price on carbon emissions. TV anchors and other wideeyed innocents might have been left with the mistaken impression that the huge U.S. petroleum industry is cutting back, when in fact it has grown enormously thanks to shale oil and gas production. And California continues to produce, by its own state government measure, the most carbon-intensive heavy crude in North America. Overshadowing all of this is the drop in the world price of oil, mainly the result of Saudi Arabia flooding the market in an effort to push competitors out of business. In the latest sign of the U.S. public’s lack of interest in reducing emissions, sales of larger vehicles immediately spiked up as gasoline prices fell. I’m still receiving criticism for a recent column in which I declared myself an “agnostic” on human-caused global warming. Agnostic means searcher, and my search has continued for real signs of climate change and its potential causes. Our glaciers are receding, no question, but the current trend started around the 1850s, when a sport-utility vehicle had one horsepower in leather harness and B.C. was about to be declared a British colony. But amid the noise, there is serious evidence being put forward that our province is undergoing a climate shift with major consequences. And there are calls for action. I’ll discuss that next week. Together we remain safe

Church plans far from fruition

Editor: With the holiday season upon us, I would like to take this opportunity to wish everyone a wonderful festive season. This time of year can be busy for emergency responders and so I encourage everyone to enjoy the holidays responsibly. Take the necessary precautions, especially on our roadways. I would also like to thank the citizens of Surrey for their support and commitment to making Surrey a great place to live and work. The people in this city truly care about public safety, and we have been pleased to work with so many of you throughout the year. As a resident of Surrey, a father, and your Officer in Charge, I am proud of the work we are doing together and look forward to Supt. Bill Fordy connecting with Surrey RCMP more of you in the year ahead as we increase our community engagement and mobilization initiatives. Each December, some of our police officers share their ‘Mountie Wish’ for the community through our social media. My Mountie Wish is for every citizen of Surrey to take some time and give back to the community in whatever form they can to make someone else’s holidays that much brighter. As always, emergency personnel will be working throughout the holidays to maintain community safety. (Please note the holiday hours for district offices and front counter services.) On behalf of all of us at Surrey detachment, best wishes for a safe and relaxing holiday season. W.C. (Bill) Fordy, Chief Superintendent, Surrey RCMP

Editor: In the last many months, questions about the future of First United Church in White Rock have led to speculation and concern. It seems important to share the news that there is nothing new to report! Along with many other churches in the province, the congregation is seeking a long-term plan for our building and property which could include re-development. The council’s futures committee is considering options for a plan that will provide more financial stability, and enable us to continue our mission to provide communitybased outreach. Discussions are continuing and will take some time to come to fruition. If the experience of other congregations undergoing this process is any indication, it will be quite some time before First United Church undergoes any significant change to its building and property. Eventually, the council will bring a plan to the congregation for a final decision. Once a plan is finalized,

Diner crew serves with style.

Uniform behaviour Editor: Here’s a smile for your readers, especially at this time of the year. Kirsten Malone, owner of Rosie’s Diner on King George Boulevard, took her staff out earlier this month to welcome in the holiday season, and since they didn’t want to disappoint their loyal weekend customers on the morning after, they decided to just come to work in their PJs. Pretty neat looking crew! Tom Malone, Surrey

First United Church White Rock will make an announcement to inform the community at large of its intentions. Until that time, we are in the midst of a busy season. Together with Hyland House and a number of community volunteers, the church hosts an Extreme Weather Shelter so that homeless people in White Rock and South Surrey can get in out of the cold. As well, on the first and third Thursdays of the month, the church hosts a community dinner at 5 p.m., so that none will go hungry and fail to find warm fellowship. Rev. Louise Cummings, First United Church White Rock

Location matters Editor: Given Kinder Morgan’s inability to provide accurate GPS co-ordinates in their effort to obtain a court order to prohibit protesters, what will happen when their proposed pipeline bursts? Will they search for the source somewhere just outside Winnipeg, or Montreal, or maybe Halifax? Jerry Steinberg, Surrey

Communication down the line Editor: It was nice to see that the City of Surrey had completed, in the summer of 2014, a badly needed crosswalk of 24 Avenue at Semiahmoo Trail, just west of 152nd Street, together with a median along 24 Avenue. Presently, the recently completed crosswalk and the median are being removed to allow for the construction of a new water main along 24 Avenue and will need to be replaced once the water main is in place. Is it really that difficult for the city’s engineering department to co-ordinate construction activities in the same area within a six-month period, or does anyone at the city really care for wasting of taxpayers’ money? Editor: I have been asking my great-granddaughter, friends and any other children I have met the last month, “What is Christmas?” They all answered “presents!” When I informed them that is the “birth of Christ,” they were surprised or would not believe me. When I was growing up, nobody received presents and we did not for most of the population have all the material things people have today. We were so excited because Christ was born and we would have the whole family together to decorate

the Christmas tree with cookies, apples, walnuts and candy wrapped in shiny foil. Then we went to midnight service and come home to share a wonderful meal we all helped to prepare. Christmas Day, we visited friends and neighbours to make sure everybody was well or if they needed help. There was not one person asking for donations everywhere people went. People spent time together and took care of each other – not just at Christmas but every other day. That is what Christmas and life should be about. Mary Mikelson, Surrey

One of three men charged last spring in connection with two violent Surrey sexual assaults has had his charges stayed. In May, Simranpreet Singh Dhillon, Gurjinder Sodha and Sukhraj Singh Chahal were charged in two separate 2012 attacks on two different women. However, court records show a stay of proceedings was ordered earlier this month on three charges laid against Chahal,

George Boulevard and 105 Avenue and also taken to Colebrook Road where she was physically and sexually assaulted. Dhillon faces 11 charges, including two each of sexual assault with a weapon, unlawful confinement, uttering threats to cause death or bodily harm, robbery and possessing weapons/firearms, plus one charge of aggravated assault. Sodha faces three charges – sexual assault with a weapon, unlawful confinement and robbery. Their next court date is Jan. 16.

Fraser Downs Boxing Day and New Year’s Day racing event It’s the day after Christmas and all through the house, wrapping paper scatters the floor, the fridge is stocked with leftovers and families often wonder what comes next? If you are looking for something exciting and different to keep the fun of the holidays going right to the finish line, Fraser Downs in Cloverdale has live harness racing events on both Boxing Day and New Year’s Day. Head down to the track and enjoy an afternoon of fun filled with food and friends. This year, finish off 2014 with a chance at a big win, because who says the gifts have to end after Christmas? At the Fraser Downs racing event, guests have a chance to win a big screen TV. Entry ballots will be in

the racing programs on Boxing Day, Sunday Dec. 28, and New Year’s Day. Guests can enter each time they visit Fraser Downs during those racing dates and the draw will be held during the second half of the race card on New Year’s Day. This year, choose Fraser Downs as the perfect place to round out the season by watching some exhilarating races and continuing to share in the spirit of giving back. Fraser Downs has always been a big supporter of the Cloverdale and Surrey communities, and this year, one of the racehorse owners will be donating all the winnings that his horse “Buddy’s Hope” earns in December to the Surrey Food Bank. Fraser Downs and Harness Racing BC have even teamed up to

match those earnings; it’s racing for a good cause! The first race begins each day at 12:45 p.m., and on Boxing Day, Learn to Wager Ambassadors will be on hand to help guests understand how to read the program and the tote board, what the odds mean and how to place different types of wagers. Families are always welcome but guests must be 19 years of age or older to place a wager. As always, there is a heated, enclosed grandstand, with an ever-popular buffet that overlooks the racetrack. With Boxing Day and New Year’s Day just ahead, it’s the homestretch of the holidays and there is no better place to be than at the races. Visit www.fraserdowns.com to learn more.

WRCA students host Christmas event with eye on 2016 trip

On a mission to fundraise

Season’s Greetings from Our Family to Yours

Nick Greenizan Staff Reporter

When Julie Lin and some of her White Rock Christian Academy classmates found out that fundraising efforts usually planned to help fund the school’s annual mission trip were being scaled back, they decided to do something about it. They decided they’d raise funds on their own. Each year, Grade 11 students from WRCA make a humanitarian trip to Guatemala, where they witness first-hand the poverty that many Guatemalan residents live through. Once there, the students contribute to a variety of projects organized through a Christian organization – everything from building schools to helping provide sustainable water sources to impoverished villages. Lin and her classmates are in Grade 10, and set to go on their trip in 2016, and though their trip is still more than a year away, they’ve heard plenty from fellow students who have gone in previous years. “They all say that they come back really inspired,” Lin said. In the meantime, they aim to raise money through studentorganized events. They held their first such effort

Ravens return from Yukon adventure

Under northern lights Nick Greenizan Sports Reporter

The trip was short, but sweet – not to mention cold – but the Semiahmoo Ravens’ atom A2 hockey team’s recent trip to Whitehorse provided a season’s worth of memories. The team headed north to the Yukon for four days earlier this month, to take part in a mini-tournament of sorts against other Yukon teams the same age. The trip was the brainchild of Semiahmoo coach Jay Nagamatsu, who spends time in Whitehorse for work, and made connections with the hockey community there.

While in Whitehorse, the Ravens took to the ice for a few games against local competition – highlighted by an outdoor game played under stadium lights. Off the ice, they took in some local sights, and also went dogsledding, as Nagamatsu and other parents and trip organizers aimed to give the youngsters the full Northern Canada experience. “If I could describe our trip in one word, it would be ‘magical,’” Nagamatsu said. “The outdoor game was amazing – I kept thinking of Field of Dreams.”

Charleson leads Eagles to win before holiday break Nick Greenizan Sports Reporter

Sandwiched between a pair of lopsided losses, the Surrey Eagles gave themselves an early Christmas gift on the weekend – a much-needed victory. The struggling BC Hockey League squad, which has won just three games since Oct. 19 and two of its last seven, defeated the visiting Prince George Spruce Kings 3-1 at South Surrey Arena Friday night.

The victory came two days after a 9-0 loss on the road to the Vernon Vipers Wednesday, and two days before a 6-1 loss to Victoria. Despite falling further back in the Lower Mainland Division with the two losses, Saturday’s victory – just the Eagles’ fifth in 34 games – was a morale boost for the club after a tough game Wednesday that saw them fall behind to the Vipers 6-0 after just 20 minutes of play. Neufeld said he could tell in pre-game warmups Wednesday that his team – coming

off the lengthy Okanagan bus trip – wasn’t as fresh as they could be. “(The) things you stress in that type of situation are attention to detail and preparation, and it wasn’t there today,” he said, adding that the mood amongst his players after the game was one of frustration, which made Friday’s rebound performance all the more important. “You can’t expect it (morale) to be all that great. I think our kids do a fairly good job of kind of hitting the reset button… There’s a lot

of anger and there should be. You don’t want kids to just roll over and allow it to happen,” Neufeld said. Against the Spruce Kings, Latrell Charleson paced the attack with two power-play goals, while Ben Vickich also scored. The Eagles now have a break for Christmas, and return to the ice Sunday, Dec. 28, when they travel to Chilliwack to take on the Chiefs. – with files from Kevin Mitchell

Semiahmoo Ravens squad collects clothes for Surrey shelter

Hockey team lends a hand Semiahmoo Minor Hockey’s peewee A2 team has scored a huge win off the ice. The team of 11 and 12 year-olds collected 111 bags of clothes which they donated to NightShift Street Ministries, a non-profit ministry working with the poor, vulnerable and under-resourced men and women in the community, in response to a challenge from their association to get involved in the community. “Having volunteered with NightShift Street Ministries, in large part as a continued tribute to my late father in-law who was a strong supporter, I approached

our parent group about undertaking this task,” said Darryl Cumberworth, a parent/volunteer with the team. “As is evident from the quantity of clothing collected and the support to serve hot food, it was fully embraced.” The boys went doorto-door with brochures asking for clothes on Nov. 22, and a week later went through the neighbourhoods again with their parents to collect the clothing donations. On Dec. 3, the bags were delivered to NightShift, and players joined NightShift volunteers in serving hot food to those in need. – Rick Kupchuk
