A man has been arrested after a threeyear-old boy was hit and abandoned at a Surrey bus stop on Saturday. At about 11 a.m., police received several calls about an abandoned child at 64 Avenue and 152 Street. Witnesses say they saw a man strike the
boy several times, then get on a bus, leaving the boy behind. Witnesses told police they found the boy wearing swim trunks, a t-shirt and light jacket. They brought him into a nearby liquor store and gave him toys to play with while they alerted police. Social media lit up with posts asking for anyone who could
identify by the boy or his parents. Police say a surveillance camera from a store where the boy was found caught images of what appeared to be the man stealing three juice boxes. Surrey RCMP were able to identify the boy and subsequently arrested his father on a bus at 176 Street and 64 Avenue. RCMP were able to find the mother through contacts on the man’s cellphone. The boy is now safely reunited with his mother, but the

Teen is Surrey’s 17th murder of the year ▼ JAYLEN SANDHU WAS FATALLY STABBED IN GUILDFORD LAST WEEK KEVIN DIAKIW
The person killed in a multiple stabbing in Guildford last week has been identified as 17-year-old Jaylen Sandhu. Sandhu was at a home in the 16300-block of 88 Avenue on Thursday at about 2:30 p.m. when he was stabbed repeatedly. He was able to flee that residence and seek help from a neighbour. He was rushed to hospital, where he succumbed to his injuries. The suspect managed to flee the scene. The Integrated Homicide Investigation Team (IHIT) took over the case on Friday morning. The killing is the third in the city in eight days – with all the victims under 18 years of age – and the 17th murder in Surrey this year. On Wednesday, Dec. 10, eightyear-old Teagan Batstone was found dead in the trunk of a car in South Surrey. Her mother, Lisa Deanne Batstone, has been Jaylen charged with her murder. Sandhu Then on Saturday, Dec. 13, 15-year-old Dario Bartoli was swarmed by another group, beaten and killed. His killers are still at large. The number of homicides in Surrey this year is now the fourth highest in the city’s history. Last year was the deadliest year with 25 murders, followed by 21 homicides in 2005, and in 2009, there were 20 killings in Surrey. The average over the last decade is 15 homicides annually. Newly elected Mayor Linda Hepner did not return Leader phone calls for comment by The Leader’s press time Monday. A staff member at city hall said Hepner was unavailable and would not comment on the ongoing police investigations. “Any inquiries on the cases should be directed to the RCMP and IHIT as we await additional information,” the staff member said by email.

▼ SEASON’S GREETINGS FROM SURREY RCMP’S OFFICER IN CHARGE With the holiday season upon us, I would like to take this opportunity to wish everyone a wonderful festive season. This time of year can be a busy for emergency responders and so I encourage everyone to enjoy the holidays responsibly. Take the necessary precautions, especially on our roadways. I would also like to thank the citizens of Surrey for their support and commitment to making Surrey a great place to live and work. The people in this city truly care about public safety and we have been pleased to work with so many of you throughout the year. As a resident of Surrey, a father, and your officer in charge, I am proud of the work we are doing together and look forward to connecting with more of you in the year ahead as we increase our community engagement and mobilization initiatives. Each December, some of our police officers share their “Mountie Wish” for the community through our social media (https://www.facebook.com/SurreyRCMP). My Mountie Wish is for every citizen of Surrey to take some time and give back to the community in whatever form they can to make someone else’s holidays that much brighter. Bill Fordy As always, emergency personnel will be working throughout the holidays to maintain community safety (please note the holiday hours for district offices and front counter services: http://bit.ly/KF8FoE). On behalf of all of us at Surrey Detachment, best wishes for a safe and relaxing holiday season.” W.C. (Bill) Fordy, Chief Superintendent Surrey RCMP Detachment
Wishing for a bright future that’s full of joy ▼ A MURDER VICTIM’S BROTHER THANKS THE COMMUNITY It is hard to believe a year will have passed on Dec. 29 since my sister, Julie Paskall, the “hockey mom,” was killed in Newton. To everyone who assisted in the apprehension of the suspect; the supporters who rallied with the family; the City of Surrey; the hockey community; and those at the RCMP and Integrated Homicide Investigation Team who provided the commitment to the family, I would like to thank you. I would also encourage the many people who have got behind the take back Newton program to help reduce crime in Surrey

throughout the year. We must continue that effort not only on the streets, but in our homes to ensure that our lives are not challenged with the same things again. As far as the support from the media goes, thank you as well. Your diligence in keeping the event in profile while the suspect was found was appreciated. This has been a year of firsts: birthday, Easter, Mother’s Day, anniversary, Thanksgiving Day and now Christmas. It has been a difficult year for the family. As we get closer to the new year, we wish everyone the very best and hope our futures together will be bright and full of joy. Martin Ross
VIEWPOINT
Climate talks end 2014 in disarray BC VIEWS ▼ Tom Fletcher
In case you missed the outcome of the latest United Nations climate change conference in Lima, Peru, it was another costly, embarrassing failure. This one is likely to be remembered mostly for a staggeringly stupid stunt by Greenpeace employees, who were threatened with prosecution for defacing the Nazca Lines, a world heritage site in the Peruvian desert. These vast 1,500-year-old petroglyphs, visible from space, are among the great mysteries of archaeology. “Time for a change!” blared huge yellow letters dragged across the sacred site by paid protesters trampling the delicate terrain. I’ll say it’s time for a change, starting with scratching Greenpeace off your Christmas card list. Earlier there was the spectacle of Canada’s national media, reflexively denouncing Ottawa’s supposed inaction on greenhouse gases after U.S. President Barack Obama unveiled a surprise climate agreement with China in advance of Peru. “Over to you, Mr. Prime Minister,” chirped CBC anchor Wendy Mesley,
joining other TV networks in falsely portraying the U.S. deal as a breakthrough. This non-binding gesture soon produced many cartoons, one of which shows Obama stripped to his underwear in a poker game with Chinese President Xi Jinping, who is surrounded by a pile of chips and an American flag. The U.S.-China announcement served as a preview of Peru, where developing countries would again refuse any substantive restrictions on their fuel use. China graciously agreed to continue ramping up its world-leading greenhouse gas emissions until 2030, while lame-duck Obama pretended he could commit the U.S. to further reductions. Between them, the U.S. and China account for about half of global human-caused carbon emissions. Due mostly to the surge from China and India, Canada’s share has fallen from two per cent to 1.5, which should help put all those “tar sands” protests into perspective. Days later, Environment Canada released its latest national emission statistics, an event ignored by most media.
“Between 2005 and 2012, total Canadian GHG emissions decreased by 5.1 per cent, while the economy grew by 10.6 per cent over the same period,” the report states. B.C. Environment Minister Mary Polak joined the throngs who jetted to Lima. There she met officials from California and other U.S. states to re-announce their modest efforts to put a price on carbon emissions. TV anchors and other wide-eyed innocents might have been left with the mistaken impression that the huge U.S. petroleum industry is cutting back, when in fact it has grown enormously thanks to shale oil and gas production. And California continues to produce, by its own state government measure, the most carbon-intensive heavy crude in North America. Overshadowing all of this is the drop in the world price of oil, mainly the result of Saudi Arabia flooding the market in an effort to push

competitors out of business. In the latest sign of the U.S. public’s lack of interest in reducing emissions, sales of larger vehicles immediately spiked up as gasoline prices fell. I’m still receiving criticism for a recent column in which I declared myself an “agnostic” on human-caused global warming. Agnostic means searcher, and my search has continued for real signs of climate change and its potential causes. Our glaciers are receding, no question, but the current trend started around the 1850s, when a sport utility vehicle had one horsepower in leather harness and B.C. was about to be declared a British colony. But amid the noise, there is serious evidence being put forward that our province is undergoing a climate shift with major consequences. And there are calls for action. I’ll discuss that next week. ‘Santa Cause’ needs helpers in Whalley on Christmas Day ▶ VOLUNTEERS DISTRIBUTE GIFTS AND PERSONAL CARE ITEMS TO THE HOMELESS JENNIFER LANG
Do you want to play Santa this Christmas in Surrey? Erica Beckstead, team leader of The Whalley Santa Cause, is reaching out for donations in advance of the Dec. 25 event. Volunteers are also invited to distribute gifts and personal care items (travel-size soaps and shampoos, along with toothbrushes and toothpaste and

That first year, she made 50 hampers full of trial-sized soaps and shampoos. Then on Christmas Day, she and a friend, plus two volunteers recruited from Craigslist “marched the sad and lonely streets of the Whalley strip, handing them out to addicts and people lying on the

Initial assessment finds mother unfit to stand trial: Defence ▶ LISA DEANNE BATSTONE FACING MURDER CHARGES IN DAUGHTER’S DEATH TRACY HOLMES
The lawyer for a South Surrey woman accused of killing her own daughter last week says his client’s mental health casts doubt on whether a trial on her second-degree murder charge can proceed. “It’s a very serious concern,” Craig Sicotte said outside Surrey Provincial Court Thursday morning, of Lisa Deanne Batstone’s condition. “Miss Batstone’s mental state is very fragile. Without an assurance that she’s fit to stand trial, this can’t proceed any further.” Batstone is charged with second-degree murder after being arrested Dec. 10 at the scene of what was first thought to be a minor traffic incident. The body of eightyear-old Teagan Batstone was found in the trunk of the car. In court, at Sicotte’s request and as family and friends of the accused listened, Judge Donald Gardner ordered a Teagan “fitness assessment” of the Batstone mother and set her next court appearance for Jan. 5. Lisa Batstone’s father, Barry Hamilton, was in court Thursday, but “gratefully declined” to comment publicly. During the proceedings, he exchanged blown kisses with his distraught daughter and gestured towards his heart. Friends of Lisa Batstone also did not want to comment publicly, except to say that the 41-year-old “was so loved.” Another commented that the mother “was head over heels for Teagan.” Sicotte told reporters he knows of “nothing to indicate anything other than she was a loving, devoted mother.”

Fraser Downs Boxing Day and New Year’s Day racing event It’s the day after Christmas and all through the house, wrapping paper scatters the floor, the fridge is stocked with leftovers and families often wonder what comes next? If you are looking for something exciting and different to keep the fun of the holidays going right to the finish line, Fraser Downs in Cloverdale has live harness racing events on both Boxing Day and New Year’s Day. Head down to the track and enjoy an afternoon of fun filled with food and friends. This year, finish off 2014 with a chance at a big win, because who says the gifts have to end after Christmas? At the Fraser Downs racing event, guests have a chance to win a big screen TV. Entry ballots will be in

the racing programs on Boxing Day, Sunday Dec. 28, and New Year’s Day. Guests can enter each time they visit Fraser Downs during those racing dates and the draw will be held during the second half of the race card on New Year’s Day. This year, choose Fraser Downs as the perfect place to round out the season by watching some exhilarating races and continuing to share in the spirit of giving back. Fraser Downs has always been a big supporter of the Cloverdale and Surrey communities, and this year, one of the racehorse owners will be donating all the winnings that his horse “Buddy’s Hope” earns in December to the Surrey Food Bank. Fraser Downs and Harness Racing BC have even teamed up to
match those earnings; it’s racing for a good cause! The first race begins each day at 12:45 p.m., and on Boxing Day, Learn to Wager Ambassadors will be on hand to help guests understand how to read the program and the tote board, what the odds mean and how to place different types of wagers. Families are always welcome but guests must be 19 years of age or older to place a wager. As always, there is a heated, enclosed grandstand, with an ever-popular buffet that overlooks the racetrack. With Boxing Day and New Year’s Day just ahead, it’s the homestretch of the holidays and there is no better place to be than at the races. Visit www.fraserdowns.com to learn more.

Province tweaks transit question ▶ ‘CONGESTION IMPROVEMENT TAX’ TO BE DISTINCT FROM PST
JEFF NAGEL
The extra 0.5-per-cent sales tax for transit expansion going to a regional referendum in the spring will be called a “Metro Vancouver Congestion Improvement Tax.” The province has released the question and approved the referendum, which will be officially called the Metro Vancouver Transportation and Transit Plebiscite. In a letter to the Metro Mayors’ Council, Transportation Minister Todd Stone said the new tax would apply to “the majority of goods and services that are subject to the PST and are sold or delivered within the region.”
Metro mayors had proposed a 0.5-per-cent increase to the Provincial Sales Tax, taking it up to 7.5 per cent in the region, to generate an extra $250 million to help fund $7.5 billion in upgrades over 10 years. Metro Vancouver board chair Greg Moore said making it a separate tax may still amount to the same thing for most residents, but he noted it does provide scope for the province to allow different exemptions, potentially for large purchases like cars. Last week, car dealers raised concern they may lose business to competitors in the Fraser Valley if vehicle buyers face an extra 0.5- per-cent tax within Metro. “I think they’re still analyzing whether there are any exemptions beyond the PST ones today and what those would be,” Moore said. He noted treating the
tax as a separate line item will be easier for businesses. Minor refinements to the proposed ballot were done with input from Elections BC “to meet their ballot fairness requirements,” Stone’s letter said. One change moves the promise of annual audits and independent reporting on how the tax money is spent out of the question and into the preamble. The wording of the provincially approved ballot is also less specific about the promised projects. Where the mayors’ ballot pledged to build “light rail transit” from Surrey City Centre to Newton, Guildford and Langley, the province’s now states “rapid transit.” Likewise, the final ballot simply says “build rapid transit along Broadway in Vancouver”

rather than the mayors’ version to “extend the Millennium Line tunnelled along Broadway.” Those changes may raise questions as to whether the province might go against Surrey’s insistence on light rail rather than SkyTrain or Vancouver’s preference for a more costly tunnelled line, rather than cut-and-cover construction on Broadway as with the Canada Line on Cambie Street. “That’s obviously one of the first questions I had,” Mayors’ Council chair Richard Walton said, but added it may just reflect the province’s desire for simpler wording. “The minister indicated he wanted to use the more generic description of rapid transit. That was their edit.” Stone has previously said final decisions on the scope and design of the Surrey and Vancouver transit lines will depend on their business cases. Neither Stone nor his staff responded to requests to clarify the government’s intent. The mayors’ ballot also said it would “add more bus service to crowded routes and add new routes in growing areas” and “add 11 new B-Line rapid bus routes, with fast and frequent service connecting town centres” while the final ballot eliminates the promotional language and simply states “add bus service and B-Line rapid bus routes.” A new Pattullo Bridge is also part of the package of promised improvements. The ballot also promises the tax will help maintain and upgrade major roads, extend cycling and pedestrian routes and increase service on SkyTrain, Canada Line, SeaBus and West Coast Express. Also eliminated from the preamble is wording that “one million more people will live and work in Metro Vancouver by 2040” and added is a phrase stating the plan is “to reduce congestion on roads and bridges and to provide more transit to communities across the region.” The final mailed-out ballot will also provide a link to a website for more information. Ballots for the mail-in plebiscite would go out March 16 and the deadline for voting would be May 29. It will pass on a 50 per cent plus one majority counted across the region.

Christmas Train
The Vernon Vipers were laughing and singing along to loud country music in their dressing room Wednesday night at Kal Tire Place. It was a mild celebration considering they had just ambushed the last-place Surrey Eagles 9-0 before 1,450 fans. Texan Thomas Aldworth pulled the hat trick as the Vipers built up period leads of 6-0 and 9-0 before head coach Mark Ferner played his third and fourth lines most of the final frame. Surrey dropped to 4-24-0-3 (win-loss-tied-overtime loss). The Eagles, who have 13 rookies after winning the Fred Page Cup two seasons ago, gave up six goals on 18 shots

▶ LENGTHY BUS TRIP TO VERNON FOREIGN TERRITORY FOR YOUNG EAGLES SQUAD bought out his partners to become sole owner of the Eagles in May. The fallout from the move included Schaefer losing his title as team president. Neufeld, a former WHL goalie who was a back-up with the 2007 Memorial Cup champion Vancouver Giants, says the Eagles are a fragile bunch who have a lost a number of close games. He didn’t like what he saw in warmup and realized the lengthy bus trip was foreign territory for his group. “We assess things piece by piece,” said Neufeld, who hails from Winkler, Man. “We’re in a rebuild mode in terms of our culture and everything. Things you stress in that type of situation is attention to detail and preparation, and it wasn’t there today.” Neufeld said the Eagles are not a team that holds a pity party after losses.
▶ “We’re in a rebuild mode in terms of our culture and everything.”
BLAINE NEUFELD
“You can’t expect it (morale) to be all that great. I think our kids do a fairly good job of kind of hitting the reset button. Nobody’s talking right now after this type of game and it’s not fun to be a part of. There’s a lot of anger and there should be. You don’t want kids to just roll over and allow it to happen.” Big forward Quinn Lenihan, who netted 14 goals with the Junior B Grandview Steelers last year, said the Eagles are doing their best to be competitive. “It’s a learning experience for everyone. We’re just trying to make the best of it, improve every week, week by week, game by game, shift by shift, that’s all you can do.” BLUE LINES: After hosting the Prince George Spruce Kings and Langley Riverman last weekend (after The Leader press deadline), the Eagles are on a one-week Christmas break. They will resume play Sunday at 5 p.m. when they visit the Chilliwack Chiefs. The two teams will play a return match next Tuesday (Dec. 20) at 7:11 p.m. at the South Surrey Arena.

REAL ESTATE UPDATE
5 POINT STRATEGY
W
FOR 2015
estCor Group has sold more homes than their counterparts across the Fraser Valley in 2014 for several reasons. One of those being their commitment to helping others benefit financially from each and every transaction. We recently sat down with Randy Mann and Rene Sandhu to ask them what their advice would be for people looking to buy or sell property in 2015. “This robust market is set to see gains throughout 2015 and the Fraser Valley will see continued growth,” explains Randy. Rene adds, “When our clients see the tremendous gains and the ease of the process when dealing with WestCor, they are amazed at how stress free and financially beneficial it was.” 2015 is poised to be The Year of WestCor once again.
WestCor Group has laid out a 5 point plan in helping people achieve their dreams which they have outlined for us; 1. Know The PossibilitiesSet up a time to meet with us to discuss your financial capability. Speak to our mortgage experts to dissect and calculate what your possibilities are. From that point we would look into the best fit for you and where your money would be best spent. 2. Invest Smart- Many people look at a purchase from an emotional standpoint. We do not. Though we want people to be happy with their purchase, WestCor focusses on aiding people in making the right investment. We want to see you grow. 3. Knowledge is Power WestCor educates our clients, whether they
are Buyers or Sellers, on current market situations and trends. Having access to and using their several sources of information, they provide educated, researched proof of investment strategies. 4. Make Time- Purchasing or Selling Real Estate is possibly the largest transaction people will make in their entire lives. WestCor recognizes this fact and dedicates all of their energy into making sure you make wise choices. Your time is valuable and your involvement in the process is crucial. 5. Trust your Realtor- The right Realtor will have your best interest in mind and will ensure that you are making the right choice. Trust your Realtor and you will see the results.
