A Victoria Police sergeant will give a presentation to local parents based on the topic of cyberbullying next Tuesday night. Sgt. Darren Laur has been contacted by Lake Cowichan School’s Parent Advisory Council and the presentation will start at the school at 6:30 p.m., Dec. 10. tations to middle school students, high school students and parents,” said LCS PAC member Belinda Waller. “They were really well attended and there was lots of information on how to protect yourself. People really enjoyed it.” Waller and company decided to bring Laur back for another session with the parents after many couldn’t attend last time out. “Lots of parents missed out so it’ll be a real benefit to attend it.” Laur will also talk about the consequences of cyberbullying and online decision making as well as giving parents advice on how to protect their children in online use. “The presentation is not just open to LCS parents. We want all parents in the community to come out. Parents from Duncan or those who have their children in homeschool are welcome to attend. There’ll be a question period at the end.” Waller was unable to attend Laur’s parent talk last year but said her husband did attend and “couldn’t stop talking about it.” The presentation is free to get into.

For some Cowichan Lake families the luxury of a new backpack full of school supplies each year is out of reach. Here is your chance to make a difference and assist these students and their families. Lake Cowichan School’s District Student Advisory Council students Raimond Mullin, Billie Scott-Polson, Robin Brooks and Alex Mizak are heading the schools annual Backpack Project. It’s a way to serve students in the area who may not be able to afford the basics for school, such as school supplies, toiletries or good clothing. Collection boxes have been set up at a variety of locations until the middle of December. After that the school will continue to collect items or monetary donations which can be dropped off at the school office.

Each year LCS participates in this School District 79 program to provide —without cost — these school supplies and toiletries. For a number of years, Targus Canada and Monk Office Supply has generously donated backpacks and each year volunteer students canvass local businesses, students and the public for school supplies, toiletries and gently used clothing. Once donations have been collected, the students distribute the backpacks full of supplies to students that can make use of them. The school respects the feelings of recipients with anonymity. Collection bins have been placed locally at Lake Cowichan School, Cowichan Lake Community Services, Vancouver Island Regional Library, and the Cowichan Lake Sports Arena. Town ‘caught short-handed’ by boil water advisory, says town’s CAO The Town of Lake Cowichan’s Chief Administrative Officer, Joseph Fernandez, said the town was caught off guard when Island Health issued the boil water advisory earlier this month. According to Fernandez, a boil water advisory is relatively unheard of for Lake Cowichan, with no mention of one in the town’s records. “It was a bit of a shock for us,” Fernandez said.

The boil water advisory assigned to Lake Cowichan nearly two weeks ago on Dec. 12 has continued to persist as of the time of this writing (Dec. 21), causing quite a reaction from residents who were unpleased with how town officials handled notifying the public within the first few days of the advisory.

Some people were unhappy about that, as they weren’t notified by anyone until a couple days after the advisory was issued.” After the advisory was issued, town officials immediately notified the town’s schools, businesses, specifically restaurants, posted a message on the Town of Lake Cowichan Facebook page and alerted the radio station
so they could notify the public. With a significant senior population, however, a number of residents were not made aware of the situation until days later, when they went into town or checked in online. The Lake Cowichan Gazette, received several letters questioning why the town didn’t do more, such as going doorto-door, as did town council, according to Mayor Ross Forrest.

“Island Health was satisfied with how the message was put out,” Forrest said at the following town council meeting. “In a real emergency we would have gone door-to-door.” Fernandez suggested that if a boil water advisory should be issued in the future, a notice be put on the entrance to town, similar to how the public was notified of the stage 3 water restrictions during the summer.
However, with a secondary UV water treatment system planned for next year, which will take the town’s system to new Island Health standards, in addition to the rarity of boil water advisories in Lake Cowichan, the discussion may have been moot. “We’ll be better prepared for next time,” Fernandez said, “if there is a next time.”

Sherry Sohye with CLCS was very excited to see the volunteer turnout again this year. “It looks to be the largest group of volunteers we have ever had,” she said while passing out the “shopping list’ for the volunteers to fill their shopping carts with. The filled hampers were then packaged up and ready for delivery the next day. The volunteers had 200 hampers packaged to deliver on that day. Lake Cowichan Christian Fellowship, the town’s Pentecostal Church, recently relocated to a new church just down the road from their old location on King George Road. Though the building may be new, and significantly larger, Pastor Terry Hale continues his leadership of the congregation. Hale grew up in Merritt, in a family that he says was very dedicated to the church. With 20 members of his extended family serving as pastors, he says his parents were unsurprised, and proud, when he decided to train to become a pastor shortly after high school. Hale attended Western Pentecostal Bible College (now Summit Pacific College) in Abbotsford, where he met his wife Kande, a Lake Cowichan native. The couple was asked to go to Fort St. John, where Terry gained his first experience as a pastor. Since arriving in Lake Cowichan 17 years ago, Hale has been an integral

part of the community, both within and outside of the church. “Every church needs a community, and every community a church,” says Hale. “There’s a synergy that needs to happen. As for Lake Cowichan, we both felt that it’s a beautiful place, with lots of potential — spiritually, but also physically — you need both.” Hale, who also works as a bus driver for the Lake Cowichan School District, described the town as one that “wants to help people and see the community prosper.” He says he’s seen the Pentecostal community grow since first arriving, and has been honoured to be their pastor. “Everyone says that it’s so easy to come here,” says Kande Hale. “I try to be a model in my life,” says Terry Hale, “so that others can say ‘I can be like that person who loves the Lord,’ where a love of the Lord becomes an attraction.” The new Lake Cowichan Christian Fellowship is located on 10 King George Road.

U.N. Climate talks end 2014 in disarray

In case you missed the outcome of the latest United Nations climate change conference in Lima, Peru, it was another costly, embarrassing failure. This one is likely to be remembered mostly for a staggeringly stupid stunt by Greenpeace employees, who were threatened with prosecution for defacing the Nazca Lines, a world heritage site in the Peruvian desert. These vast 1,500-year-old petroglyphs, visible from space, are among the great mysteries of archaeology. “Time for a change!” blared huge yellow letters dragged across the sacred site by paid protesters trampling the delicate terrain. I’ll say it’s time for a change, starting with scratching Greenpeace off your Christmas card list. Earlier there was the spectacle of Canada’s national media, reflexively denouncing Ottawa’s supposed inaction on greenhouse gases after U.S. President Barack Obama unveiled a surprise climate agreement with China in advance of Peru. “Over to you, Mr. Prime Minister,” chirped CBC anchor Wendy Mesley, joining other TV networks in falsely portraying the U.S. deal as a breakthrough. This non-binding gesture soon produced many cartoons, one of which shows Obama stripped to his underwear in a poker game with Chinese President Xi Jinping, who is surrounded by a pile of chips and an American flag. The U.S.-China announcement served as a preview of Peru, where developing countries would again
refuse any substantive restrictions on their fuel use. China graciously agreed to continue ramping up its world-leading greenhouse gas emissions until 2030, while lame-duck Obama pretended he could commit the U.S. to further reductions. Between them, the U.S. and China account for about half of global human-caused carbon emissions. Due mostly to the surge from China and India, Canada’s share has fallen from two per cent to 1.5, which should help put all those “tar sands” protests into perspective. Days later, Environment Canada released its latest national emission statistics, an event ignored by most media. “Between 2005 and 2012, total Canadian GHG emissions decreased by 5.1 per cent, while the economy grew by 10.6 per cent over the same period,” the report states. B.C. Environment Minister Mary Polak joined the throngs who jetted to Lima. There she met officials from California and other U.S. states to re-announce their modest efforts to put a price on carbon emissions. TV anchors and other wide-eyed innocents might have been left with the mistaken impression that the huge U.S. petroleum industry is cutting back, when in fact it has grown enormously thanks to shale oil and gas production. And California continues to produce, by its own state government measure, the most carbon-intensive heavy crude in North America. Overshadowing all of this is the drop in the world price of oil, mainly the result of Saudi

Arabia flooding the market in an effort to push competitors out of business. In the latest sign of the U.S. public’s lack of interest in reducing emissions, sales of larger vehicles immediately spiked up as gasoline prices fell. I’m still receiving criticism for a recent column in which I declared myself an “agnostic” on humancaused global warming. Agnostic means searcher, and my search has continued for real signs of climate change and its potential causes. Our glaciers are receding, no question, but the current trend started around the 1850s, when a sport utility vehicle had one horsepower in leather harness and B.C. was about to be declared a British colony. But amid the noise, there is serious evidence being put forward that our province is undergoing a climate shift with major consequences. And there are calls for action.
Boiled Water Dear Editor, Concerning the “Boil water Advisory” for Lake Cowichan. It seems all level of government have failed the people of the lake in a big way. I think of myself as news literate, but I did not find out about the advisory for 3 days. If it was really serious how many people would have died? Since finding an article on the net, I have found no follow up information. Why are we paying these so called “government agencies?” Are they created just to pay them wages and not to do a thorough job of fulfilling their functions? I should not have to point out that people are not all connected to the net, phone, news broadcasts etc . For those and many other reasons these emergency situations should be made to each property by a hand delivered system within 12 hours. Otherwise consider emergency services useless and shut them all down. —Bert Lievre

Music in the air at Lake Cowichan’s town square LAKE COWICHAN GAZETTE
With the official opening of Ts’uubaaasatx Square now in sight, town council is hoping to add some colour to the town’s public spaces and taking note of how other communities have been able to attract buskers. The idea of street performers filling our parks was first brought up by councillor Bob Day last September. “The town square, that’s what brought this idea to life,” Day said. “I really wanted to see this happen, most small towns don’t promote this sort of thing.” Currently, no policies regarding buskers exist in Lake Cowichan, so the town has been looking at how other communities engage musicians, and discussing how those policies can be adapted in Lake Cowichan. Though nothing has been finalized as of yet, the town is currently looking at five other public spaces in addition to Ts’uubaaasatx Square, such as Saywell Park. In terms of regulation, Day said that a tentative fee of $25, charged either annually or just once, would give the town some control over regulating busking, though he also admitted that there is little to
control right now, and they would first have to focus on attracting buskers. “I don’t think that anybody’s been asking for it,” Day said. “I’ve seen it take place in the past, and creating a policy would let people know that it’s acceptable.” Local musician

David Lowther, who has also organized Music in the Lake in the past, was doubtful that a municipal policy could do much to make busking a hit in Lake Cowichan. “If [the town] wants buskers, designating places is good, but they need to be high-traffic areas,” Lowther said. “The traffic just isn’t there in Town Square. I like what the new council’s done to our downtown, but I think it’s a little early to be able to get buskers out on our streets. I think this might be one that
council will table for a while until there’s a need.” Citing what he suspects would be low returns for buskers, Lowther said that the best option for getting music on the street, would be to not charge buskers for a license, but to jury musicians, and set up a busking schedule for especially skilled players who would be paid a small amount of money by the town to play for the public, similar to what is done in some communities in New Brunswick. According to Day, Lake Cowichan has a large community of musicians, though they remain “behind closed doors.” He said a busking policy would be a large step in bringing their work out in the open, for the public to enjoy. “I’ve asked around cafes, and done small surveys asking people if they own any guitars,” Day said. “I counted 40 guitars, just in the Country Grocer cafe alone, and plenty more when I asked people on Facebook.” The town has looked at how communities like Penticton and Duncan handle busking, though Day noted that both the difference in population and town layout will make a significant difference in how busking is implemented in Lake Cowichan. “Right now, I’m
concerned with how fair the fees are,” Day said. “Lake Cowichan has plenty of parks in the town centre, though, so there could be plenty of spots for buskers to play.” Having designated spots for busking, especially very open ones like parks, would
ensure that performers aren’t blocking sidewalks, which isn’t uncommon in places like Nanaimo. Day said he hopes to have the town’s busking policy finalized in time for the grand opening ceremony for the town square, possibly even by May or June.

A light meal wll be served mid-evening and a special toast will be made at midnight. The event will feature a no-host bar, music by Jan Matthews and designated drivers will be available. Doors open at 7:30 p.m. Tickets are $15 for members, $20 for non-members and available over the phone. For more information, call 250-749-6121. • Legion Branch 210 will also be hosting a New Year’s Eve event, starting at 8 p.m and featuring music and dance in the lounge. The event is free of charge, just bring an appetizer. • Free Public Skating will be held each Monday at the Cowichan Lake Sports Arena. The rink will be open from 3:30 to 4:50 p.m. Paid skate rentals are available for those without their own pair. Skinny Hockey games will also be on the ice for kids 12 and under, helmet required. • Yoga Sessions for ages 15 and over are will be held at the Cowichan Lake Sports Arena multipurpose room from 6:30 to 7:45 p.m. • Hiking Club meetups are held every Wednesday morning at 9:30 a.m. starting at Saywell Park.
