’Tis the season ... for the flu Flu immunizations down this year from 2013 numbers Andrea Peacock News staff
‘Tis the season for colourful lights, carefully wrapped gifts and runny noses. This year’s flu season came earlier than usual, said Island Health medical health officer Dr. Dee Hoyano. “From the beginning of December we’ve had increased reports of illness,” said Hoyano. “We usually tend to see flu activity picking up closer to the end of the year and then into January.” She added there were also flu outbreaks in some longterm care facilities even earlier than December. “It’s unusual, because we don’t usually see them that early.” Hoyano said it is difficult to say why cases of the flu come earlier some years compared to others. “It’s a bit of a moving target about when flu arrives.” Despite an earlier flu season, Hoyano said the severity of illnesses do not appear to be any worse than usual. So far, the predominant strain is Influenza A(H3N2). However, that could change later on in the season. Hoyano said it is still worth it now to get a flu shot, even though the available shot is
not a perfect match for the current influenza strain. “There certainly have been some concerns about what’s called a drift of the strain that’s in the vaccine this year,” said Hoyano. “That means basically there’s been some changes in the genetic makeup of the virus that’s out there right now. It’s not as close of a match to what’s in the vaccine as we would like to see.”

The flu shot is still beneficial, because there are still similarities between the virus and the vaccine, said Hoyano. “You get some cross protection from the vaccine. It’s not a completely different virus than what’s in the vaccine strain. As of Dec. 19, Island Health distributed 234,500 vaccines to pharmacies, doctors’ offices and public health
units on Vancouver Island, said Sarah Plank, media manager for Island Health. An additional 15,000 doses will distributed across the Island this week. Last year, Island Health distributed 217,000 vaccines by the end of 2013. More than 16,000 adults had been immunized at public health clinics as of Dec. 19, compared to 22,000 people at the same time last year. Currently, and the Island Health staff vaccination rate is at 70 per cent. Besides getting a flu shot, there are other basic measures to take to avoid getting sick over the holidays and into the new year. “Hand-washing is a really important one and obviously staying home when you’re sick to not pass it on to others,” said Hoyano. Colder weather often means spending more time indoors in closer contact with others, which creates a risk for getting sick, she said. When flying home for the holidays, Hoyano said to watch out for people who are sick around you and to wash your hands and use hand sanitizer often. “You don’t want to bring flu home as a present.” editor@saanichnews.com

Maltby Lake families vie for ‘invaluable land’ Daniel Palmer News staff
The fate of a pristine West Saanich lake and its surrounding woodland remains in the hands of the Supreme Court of B.C. as two parties fight to purchase a stake in the property from The Land Conservancy of B.C. Maltby Lake, an 18-acre private lake about 1.5 kilometres south of Prospect Lake, is home to freshwater jellyfish and sponges, painted turtles, cutthroat trout and considered one of the best examples of undisturbed ecologicial diversity in the Capital Region. “Right now, our goal is to get the land in our hands for safe keeping. That’s the only way we can safeguard it in perpetuity,” said Carmel Thomson, a self-described “environmental steward” and resident of Maltby Lake with husband John “Woody” Thomson. The couple own a 10 per cent stake in the 170-acre lands surrounding the lake, while another 55 per cent belongs to members of the Holmes and Dumbleton family. The Land Conservancy owns the remaining 35 per cent, valued at just over $2 million, according to documents filed by courtappointed monitor Wolrige Mahon Ltd. last week. The monitor is overseeing the sale of some of 8,300 acres of TLC assets to help pay down $7.5 million the conservation society owes to creditors. The Maltby sale is now leading to a very public dispute between the Thomsons and the property’s other three owners, collectively known as the Holmes Group. “The other families are saying they have no immediate plans to develop the properties, but they’re not promising an environmental covenant like we are,” Woody said. Lana Popham, B.C. MLA for Saanich South, attended a Dec. 15 court hearing with the Thomsons and said she’s been mindful of respecting the private ownership of the land. “But because TLC is involved, I think it’s in the public interest to watch this situation closely,” Popham said. “It’s fair to say all the owners have been stewarding the lake to this point, but whatever solution we come up with as far as who owns what, the area needs to be protected,” Popham added. Complicating the issue is the fact that none of the owners possess legally distinct parcels of land. Rather, each owner holds a percentage of the overall property as an undivided interest. “The undivided interest brings complexities to the situation,” Carmel said. “Other land trusts don’t want to take that on. So

The Thomsons hope to convert the land to a protected park and say they’ve already received more than $170,000 in pledges from the Friends of Maltby Lake Watershed Society and others in the community to purchase the TLC’s remaining stake. an agreement with TLC where they would eventually transfer the land to another land trust or the municipality, though many factors remain unclear. “This is invaluable land, but we’re offering what we can to keep it protected,” Carmel said. Michael and Richard Holmes, part of the Holmes Group of owners, have collectively offered $1 million for TLC’s 35-per-cent stake. The brothers said in a statement that the interests of private property owners should be respected and that TLC had been “trying to expropriate our property without

compensation or consultation in conjunction with a minority owner of the property.” “We have not developed or subdivided our property and this should be respected and recognized rather than vilified as developers in waiting,” the Holmes brothers said. “We are very respectful of the public desire to preserve the unique environmental qualities of Maltby Lake and believe we have been doing so as a family for over a hundred years.” Properties purchased by TLC are regulated under the Charitable Purposes Preservation Act of B.C. (CPPA), which prevents land within a trust to be sold or seized to repay debts. A judge must now decide how to proceed with the Maltby sale, expected sometime in early 2015. Whatever the outcome, it’s clear the lake offers a pristine watershed championed for protection by biologists from the Peninsula Streams Society and Friends of Tod Creek Watershed. “The plan we have presented to the TLC is a win-win for everybody,” Carmel said. “TLC receives some money to pay off some creditors. The land stays the way it is until we go to fee simple, and the community that’s helped us fundraise could potentially see a park there.” editor@saanichnews.com

A momentary pause from the holiday rush As the last bags of Christmas gift wrapping are stuffed into blue recycling bins on the back porches of Saanich homes, a few of us will get caught up in madness of Boxing Day shopping. Others will continue to devote time to seasonal religious services. Many more will settle in for a quiet few days with the family and friends and take part in rituals that reach across generations. Others will experience loneliness or try not to pay much attention to the holiday at all. Whatever the holiday brings, the possibilities encompassed by these small personal events are evidence that the holiday continues to be a dominating aspect of Western culture, perhaps because it now includes a rich-layered experience that can simultaneously range from the purely secular to the intensely spiritual. The underlying theme to Christmas may have traditional Christian roots, but it is so much more. Christians celebrate the birth of Jesus Christ, their saviour. The Jewish community lights up homes during Hanukkah with a festival of lights and feast of dedication. The Christmas celebration also borrows from many other non-Judeo-Christian traditions: the Roman Saturnalia gives licence to make merry and from the Germanic pagan rites that left us holly wreaths and mistletoe, for example. Whatever our faith or cultural heritage, we should pause for a moment in our merriment to think of the central message in the Christmas story, which includes little about the joy of material possession. Rather, it’s the joy of expressing love, generosity and selflessness towards others that makes the holiday worth celebrating. With those thoughts to ponder, a joyous and fulfilling Christmas break to all our readers, advertisers, family and friends. Merry Christmas and here’s to a prosperous year to all of you in 2015.

Staff not wrong to profile candidates Re: Mayor: Staff profiling candidates before election ‘inappropriate,’ News (Dec. 17) Let me start by expressing my thanks to Saanich staff for taking their work seriously and ensuring they are informed of the potential outcomes of the recent election and the interests of the voting public that it would demonstrate. The act of being informed is not political, it is being professional. The fact that senior staff were monitoring all candidates’ platforms demonstrates that they were aware of the potential for change and preparing for it. While we can certainly debate the questions of the cost of staff time, let us not forget that the information that was gathered was the publicly available platforms of the candidates. Saanich staff, and in particular senior staff, should not be expected to operate in a vacuum, unaware and uninformed, particularly if change is expected. Effective change is inclusive and ultimately led by those who we expect to change.
As a final note on change, as a Saanich resident I would like to hear more about what changes we voted for in the election. It was a close vote for mayor and some new councilors are now at the table. Meaningful change is always welcome but in the present case I would find it difficult to see broad based support for radical or vindictive change. Robert Leece Saanich
Municipal staff salaries need monitoring Re: Mayor, council clash over top bureaucrat’s $476,000 departure, News (Dec. 19)
It seems the rich get richer in regard to civil servants who make huge salaries. B.C. Liberal leader Christy Clark’s salary is about $200,000. Stephen Harper’s salary is $300,000. U.S. President Obama makes $400,000. Why should taxpayers in Saanich pay the CAO over $400,000 in severance? I think it is time the B.C. government investigated top civil servant pay scales. It appears the new Mayor, Richard Atwell, is one of the few politicians who has the courage to make changes. Art Bickerton Saanich

hile Saanich athlete Bryan Colwell reflects on the irony of today’s holiday, Dec. 26 is yet another day he’s left wondering if the Olympics are a realistic dream. The 25-year-old amateur boxer has been training at Island MMA in Victoria since he was 17 and is currently the Fight City (Combsport) provincial heavyweight champion (195 to 220 pounds), having won that title versus Aaron Downey in October. As the standard goes in boxing, Colwell will make his first title defence (fighters with at least one successful title defence carry a higher level of respect) before he makes a longawaited move out of Combsport to Boxing B.C., as only the latter organization can offer a path to the Olympics. “Right now (Colwell’s) in a tough place,” said coach Jason Heit of Island MMA, who represented Canada in boxing at the 1995 Pan American Games. “There’s two national bodies with Combsport and Boxing Canada, and it’s watering down the competitive athlete pool.” Heit and many of his contemporaries believe that Boxing B.C.’s (the
umbrella chapter of Boxing Canada) field of competitive boxers is too few while Combsport offers more fighters and a better opportunity to improve. Because Boxing B.C. demands 10 fights before you can qualify for a Boxing Canada sanctioned national tournament (which leads to the Olymipcs) Colwell has spent the past two years fighting in Combsport and is 7-2-1. “I’ve gone with Combsport and I was hoping I could switch over to Boxing B.C., maybe I would have to wait out a suspension,” said Colwell, a part-time Camosun College business student. There won’t be a suspension, but Colwell has since learned that Boxing B.C. recognizes Combsport as a combat sport and not as boxing. “Any athlete who has competed as an amateur (outside of Boxing B.C.) can begin boxing right away once properly registered ... there is no waiting period.,” said Boxing B.C. office manager Colleen Bourassa. However, Colwell needs to compete provincially for a year and he cannot compete in an international tournament until he has competed in a national tournament, Bourassa added. And Colwell can not fight in both organizations (Boxing B.C. rules), so he won’t register with Boxing B.C. until

he’s committed for good. That’s not likely until at least March, so he can get the added experience of defending his Fight City belt against Downey. So while Colwell is still early in the Olympic process, he’d like to know where he stacks up nationally and at least give himself a chance to explore an Olympic dream. And moving to Boxing B.C. will essentially mean starting over without a title belt around his waist. “The end game is to get to the Olympics,” Colwell said. “It’s making it harder to get to my goal.”

A feeling of welcome is the most important part of the night, but there are all sorts of wonderful superstitious rituals that go along with Hogmanay, like clearing the ashes from your fire and throwing them out, or cleaning your house before midnight, or ensuring that all your

For good luck, you were meant to ensure that the first foot through your door after midnight of New Year’s was male, dark complexioned, and bearing symbolic gifts of whisky, salt, black bun, shortbread, and coal. Pre-Christian (and not a few Christian) Scots celebrated Hogmany by lighting bonfires, and parading through town in cattle skins. The famous swinging fireballs seen in modern festivals in towns across Scotland continue the tradition today, as does the primal sense of shared celebration, which has served to cement familial and community bonds for millenia. There are regional variations to the celebration across the country, but all contain the same core themes. The Presbyterians of the 16th through 20th centuries would not necessarily have embraced all of these ancient rituals, but at least the convivial gatherings, gift giving, and sense of togetherness would have been observed. With the 20th century the Presbyterian church began to include a Christmas service more frequently in its liturgical calendar, though today there are some congregations that still do not observe Dec. 25. In Fort Victoria, the Songhees, Presbyterian, Catholic and Anglican people may not have observed the exact same holiday, with the exact same name, but the rituals, metaphors, stories and timings of these festivals had an awful lot in common: messages of renewal, light and community. ••• Kate Humble is an historian and the education curator for the Maritime Museum of British Columbia. One word to describe 2014 in the real estate market on the West Shore and around Greater Victoria? Stability. Which is not a bad thing, says Victoria Real Estate Board presidentelect Guy Crozier. Seeing year-overyear increases in unit sales has shown continued confidence in the housing market, which also happens to be a leading indicator economic well-being in a region. “It actually started in the summer of 2013, but for 2014 we saw 12 months of increases in sales over the year before,” Crozier says. “It shows the market really firmed up. Whatever corrections there were (in 2013) over the previous year or two have definitely subsided.” House prices remained relatively consistent through the year, as did interest rates, a key factor in determining affordability, he says. Adding to the stability of the market, Crozier adds, was the strength at all levels of the marketplace, from first-time home buyers up to people looking for more high-end homes. One transaction often relates to another in real estate. When firsttime buyers purchase a home, the seller is often moving up or scaling down into a different property, and up the line it goes. “Each market strengthens the next,” he says. “When the market gets tough, it’s often because we don’t have as many first-time buyers moving into the market.” The West Shore continues to see healthy sales of properties in multihome developments, Crozier says. As far as who’s buying out here, Crozier says the breadth of choice available for home buyers; from condos and townhomes to new and pre-owned single family detached homes; attracts everyone from first-time purchasers to families to retired folks. He notes that unlike the Greater Vancouver market, which sees a higher percentage of international migration, people who move to the Capital Region to retire are more likely from within B.C. or from other
provinces in Canada. “They may have experienced Victoria at some time in their life and when it comes time to retire, they think of Victoria,” Crozier says. Older newcomers are buying properties across the board, he adds, but location is very important to them. “People want to move to areas where they’re close to a village, where they can walk to get a coffee or groceries or a neighbourhood pub. (And) it seems every time the clock turns another five years, that (retiree) demographic is more active than (people) the same age five years before.” As for 2015, Crozier sees much of

the same scenario happening with the overall market, with interest rates expected to remain low and area home prices not likely to vary much from current levels. “We’re kind of in the middle of a cycle,” he says. “Our market grew from 2001 to 2009 and prices went up 150 to 160 per cent on average. That happened in from ‘88 to ‘94 as well, (and both times) the market corrected a little bit. Then it stays flat for five to seven years; I think we’re in the middle of that period.
