As we usually do with the last paper of the year, the Gazette is putting out an issue with some of the highlights of the last year. In these pages you will find a month by month review of our last 12 months with summaries to the top stories and a couple of the most interesting pictures. The story that captured readers attention and never seemed to go away was the water meter issue. Even though water meters had been discussed at council for over 10 years, it wasn’t until the last year when it came to the forefront. With the newly passes water utility rates and regulations bylaw, residential water meter installation began in Grand Forks. Many residents took exception to what they saw as a violation of their privacy and a dangerous invasion of their homes and an unwanted and unneccesary added expense. With the November municipal election it was basically out with the old and in with the new as residents voted in a new mayor and four new councillors. Other top stories were the return of the Grand Forks International (GFI) baseball tournament, the cancellation and then last-minute saving of the Grand Forks Fall

Water meter open house

The tap on controversy was turned on for citizens at the water meter open house hosted by the City of Grand Forks at the art gallery last week. The subject of placing water meters on city homes has been a polarizing one in the community, with much confusion on cost and how it benefits the city in the long term. For Grand Forks resident David Janzen, the open house was the perfect opportunity to delve deeper into the water meter waters. “I know it’s a very controversial subject,” he said. “It always is when it concerns money out of people’s pockets. GFSS junior girls 2nd in Osoyoos

At the regular city council meeting on Jan. 13, council agreed to give early budget approval for the purchase of a ladder truck for Grand Forks Fire/Rescue. The cost of the truck is $1.3 million and will financed through a five year short term borrowing and funded by a five year parcel tax. At council, both Dale Heriot, Grand Forks fire chief, and Diane Heinrich, corporate financial officer, gave a presentation on the project.

After winning only one game last year, the Grand Forks Secondary School junior girls basketball were hoping to improve on that this year. Halfway through the season, the Wolves have a solid winning record with six wins and five losses. The team finished second place at the Osoyoos tournament on the weekend winning two of three games. “We did really good,” said Grade 9 guard Riley Steinbach. “We played really well as a team.”

FEBRUARY Resident asks for meter referendum Grand Forks regular council meeting on Jan. 27 was a lively one indeed. Seven different speakers got up during question period to talk about and mostly admonish the upcoming water meter installation. The interest came after the city hosted an open house on Jan. 22 about the water meters, which will start to be installed in the spring. Frank Triveri was the first speaker and he proposed that council should have a referendum vote on the water meters. CAO sums up year At the Grand Forks city council meeting on Jan. 27, Doug Allin, city administrative officer (CAO), gave a presentation summarizing the highlights of the past year, some of the challenges, and some of the key projects the city is expected to undertake in 2014. “We talked today about the budget process,” he told council. “We talked about what the organization has been working on which is evolution. Passion leads to success. Another year over

We’ve come to the end of another year. It’s been an interesting year for Grand Forks and area. The water meter installation project brought a lot of attention to the November election and saw a near sweep of the old council. Time will tell if the new mayor and council will bring about the sweeping changes to the city that many of them spoke of during their campaigns. Although they may not have always made the popular decisions, the outgoing councillors and mayor deserve a lot of credit for helping bring Grand Forks forward, as does the former CAO, Doug Allin. Former mayor Brian Taylor and Allin helped promote Grand Forks to the rest of the province and beyond and show the city was “Open for Business.” Taylor was always approachable and worked tirelessly with different groups and committees to better the city. Kudos must also go to former councillors Gary Smith, Cher Wyers, Patrick O’Doherty and Bob Kendel for their hard work and dedication to this city.

Residents of Grand Forks who have expressed a strong desire to be an integral part of the action at city hall may not get what they seek, depending upon how the council deals with its first major job: strategic planning. Participating in the development of the strategic plan for 2015-2018 would be an excellent opportunity for involvement but the opportunity may be forfeited because the process of having residents participate would be a major break from the tradition of involving only the council and city staff in strategic planning. The prevailing belief is that the council members were elected to represent their

constituents and strategic planning is the council’s job. It has no obligation to involve residents in the process. The question on the minds of most everyone must now be: How do councillors know what the public thinks are future priorities? Councillors were not elected on platforms, so residents are in the dark about what they think. . What options are available to the council should it invite public participation? There are a number and none would be difficult to manage. Town Hall Meetings In hall meetings are opportunities for obtaining different points of view on specific issues, from the reasonable to the extreme. The council and staff would be hard pressed to find a better format than a well run traditional town hall meeting to gather public thoughts and feelings. Focus Groups

Focus groups are formats for gathering opinions and criticisms from small groups of six to ten people. They are effective when there is a skilled facilitator to keep the group on topic through skillful questioning. Surveys Surveys are an easy way to gather information and those who design them must be careful not to ask questions worded in a way that gets a desired answer. Providing sufficient and meaningful background information prior to the survey is critical. On-line surveys have become standard practice with many organizations. Workshops Workshops can be designed to deal with specific issues but their success is highly dependent upon the facilitator. Ad Hoc Advisory Group Previous councils struck

Social Media The most advanced means of communicating with residents available to the new council is social media. A regular BLOG from city hall could introduce issues and ask for comment. Anonymous commentary would not be acceptable. Year in Review MARCH Water main breaks City crews worked hard on Thursday and Friday of last week to fix a broken water main on Highway 3 just east of the Yale Bridge. Roger Huston, manager of operations for the city, said that only the two motels on the east side of the bridge were without water. Traffic was reduced to single lane as the crews fixed the pipes. Crime down Crime is decreasing in the Boundary area for the third straight year, according to the annual police report. At the committee of the whole meeting on Feb. 11, council heard the annual report from the Boundary Region RCMP detachment delivered by Staff Sgt. Jim Harrison, and it was a good one. Overall, criminal offences were down 23 per cent from 2012 to 2013. Man fired for not wearing mask A disagreement with Interior Health (IH) has left one man out of a job. Arnold Hoekstra, a former nurse’s aid at Boundary Regional Hospital, told the Gazette he was fired after refusing to get the flu shot or to wear a protective mask during work. “The mandate started at the beginning of September,” he said.

“They said, ‘have you taken your flu shot?’ I said, ‘no.’ They said, ‘Then you have to wear the mask.’ I said, ‘I choose not to wear a mask.’ ” Former MLA speaks The time is now to speak up on saving the agricultural land reserve in B.C., urged one former provincial agriculture minister. Corky Evans, a former NDP MLA from Nelson and a long-time minister of several portfolios including Agriculture and Food, spoke at a Save the Agriculture Land Reserve (ALR) rally Wednesday night at Selkirk College in Grand Forks. Evans spoke for over an hour to a crowd of about 50 people and later answered questions from the audience, and the message was simple: the time to act to save the agricultural land reserve in its current state was now. Local resident’s story appears on Knowledge network A local resident who fought against the Worker’s Compensation Board (WCB) in the 1950s will be appearing in Working People: A History of Labour in British Columbia, a documentary appearing on Knowledge Network on April 3. Bea Zucco, who lives in Grand Forks with her daughter Sylvea, will be appearing in the third part of the three part series.

APRIL Outdoor fitness park gets go ahead The Grand Forks recreation complex will soon be adding an outdoor fitness park as well as a demonstration community garden. At the March 24 city council meeting, Grand Forks City Council approved a license of occupation which allows the Regional District of Kootenay Boundary (RDKB) to move forward with their development plans for the installation of the project.

Boundary-Similkameen MLA Linda Larson was met by several local protesters in front of Kocomo’s on Thursday. The protesters, who are hoping to convince Larson to vote no on Bill 24, which proposes several changes to the Agricultural Land Reserve (ALR), help up signs stating ‘Hands off the ALR’ and ‘Save the ALR.’ Co-organizer and local farmer Colleen Ross presented Larson with fresh spinach which Ross had harvested that morning.

Local museum to join solar wave of the future

Fall fair rescued

The Boundary Museum and Interpretive Centre is taking great measures to keep energy costs down. On April 25, the museum (located at the Fructova Heritage Site) will be installing solar panels on the nearby hillside and fitting the building to be completely powered by solar power. The Boundary Museum built their new multi-purpose building for exhibitions last summer and had been awaiting word on funding for the solar system.

It’s been a roller coast week for the Grand Forks and District Fall Fair society. On Thursday, a tearful Kelly McIver, secretary/treasurer, and husband Jason McIver, president, came to the Gazette and announced the fall fair was cancelled due to a lack of volunteers. However, a last minute rescue from the River Valley Community Church with volunteers has saved the fair and it’s on again.

Year in Review JUNE Automated voting machines

Grand Forks city council is looking at bringing in automated voting machines for the November election to help make counting faster and easier. At its May 26 meeting, council received for information the proposed use of automated voting machines for general local elections. The report from staff stated: “In an effort to make the election process more efficient, staff is proposing the use of automated voting machines for the next municipal election.” ‘Open for business’, says city An assortment of residents, stakeholders, developers and more came out to gallery 2 for the City of Grand Forks’ Development Showcase. Focus on nature It was a busy Friday afternoon around Grand Forks with three separate ribbon cutting photo-ops for city council, staff and committee members. First was the dedication of the new kiosk at the bottom of the east side of Observation Mountain. Shortly after, the group descended on Eighth St. under Observation trail for a ribbon-cutting ceremony for the new bat houses, which will help the city control insects in a natural manner.

Piranhas host swim meet The Grand Forks Piranhas took a bite out of the competition at their home meet this past weekend. With 427 total points, the Piranhas

easily eclipsed their closest competition, the Castlegar Aquanauts, who had 325 to finish first. Also attending the meet were teams from Nelson, Trail, Colville and Creston.

A Grand Forks man has died after a tragic bridgejumping incident at the old nursery rail bridge on July 8. The BC Coroners Service confirmed that 53-year-old Joe (Morey Joseph) Lafreniere died after jumping into the Kettle River from the Munro Bridge (also known as the Nursery rail bridge) and being swept away from the current.

Mayor Brian Taylor and Rotary President Wayne Christensen officially turned the sod at City Park to mark the future home of the Rotary Spray Park on Thursday. Taylor and Christensen both took shovels in hand and turned the first sod to signify the officially start of the Grand Forks Spray Park project. Also on hand were several city councillors, staff members and Rotarians. The project is expected to cost $350,000 with money raised by or donated to the Rotary club.

By all accounts the recent Good Sam Samboree in Grand Forks was a huge success. In fact, all the B.C. regional presidents voted at the president’s meeting on Saturday night to return in two years. “People were so impressed they voted to come back here in 2016,” said organizer Paul Pinard. “It was an overwhelming vote.” The samboree, which featured a Hawaiian luau theme, took place on June 25-28 at Dick Bartlett Park and featured 142 RVs and 276 people. Smoke continues to increase in Grand Forks and region as the hot and dry weather continues. On Monday, the Ministry of Environment in collaboration with Interior Health issued a smoke advisory for Grand Forks and surrounding areas because of forest fire smoke that is affecting the area. A press release from the ministry stated that the current hourly average PM2.5 (particulate matter 2.5 micrometers or smaller) concentrations are 40 micrograms per cubic metre, and the 24-hour average is 44 micrograms per cubic metre.

The second annual Grand Forks Airport Appreciation and Fly-In Show and Shine went off with a supersonic boom. While none of the aircraft featured at the Grand Forks Airport this past weekend broke the sound barrier, the aeronautical feats showcased impressed all spectators. Cher Wyers, secretary for the Grand Forks Flying Association, said the event was very well received by the community and had a really good turnout despite rainy conditions on Saturday.

SEPTEMBER sides meeting for long hours, it was hoped a settlement could be made before school started; unfortunately, the sides were too far apart. Teachers began limited job action last March before escalating to a full-blown walkout in June, just before final exams.

Despite strong objections heard during the Committee of the Whole meeting in the morning, Grand Forks city council passed the water regulation bylaw with the fourth and final reading at the regular city council meeting Monday night. The water regulation bylaw 1973 sets the guidelines for the city to establish a water system and provide water to the residents and businesses and other consumers in Grand Forks.

Following a raid on a Grand Forks horse ranch last Demember and a subsequent investigation, SPCA officers have recommended charges to Nelson Crown Counsel. On Dec. 1, 2013, officers from several SPCA branches executed a search warrant on a ranch believed to belong to Kevin LaFond. As a result, 10 horses were removed, and two were destroyed. In March of this year, SPCA investigators concluded their investigation and submitted the charges. Crown has not yet made a decision.

Deer cull It looks like the City of Grand Forks will have a referendum question on the November election ballot; however, it won’t be about water meters. Instead it will be asking people whether they support a local deer cull. A deer cull, which is a method of thinning the herd by trapping and killing deer, has been done in other nearby communities to mixed effect. Councillor Gary Smith, who chairs the local deer committee, said the referendum question is nonbinding and will merely be used for information for council.

Mural project rejected After much jockeying back and forth, the much anticipated mural project at City Park has been put on hold. At the Oct. 6 regular council meeting, Grand Forks city council rejected the latest proposal from the mural committee asking for $6,000 for the project. Andre Conn received 10 more months of jail time and two years of probation on Monday in Rossland Court for setting fire to Grand Forks City Hall. The fire, which occurred on Sept. 19, 2013, caused extensive damage to City Hall.

New council sworn in

Green bins set to come to Christina Lake in the Spring

The new mayor and council were introduced to Grand Forks last night at the inaugural council meeting at City Hall. Mayor Frank Konrad and the six councillors were brought into council chambers by a piper and then were sworn in by acting corporate officer Sarah Winton. Acting city administrative officer Diane Heinrich introduced the new council and gave a brief recap of how the reconstruction of City Hall has gone since it was DAMAGED in a fire in September 2013.

After meeting with success in Grand Forks,the Regional District of Kootenay Boundary (RDKB) has expanded the green bin program into Area D and is looking at spring for Area C (Christina Lake). Alan Stanley, general manager of environmental services for the RDKB, said the program has been operating in Grand Forks for two years and has been very well received. The program has been in rural Grand Forks (Area D) since November 2 for those residents who were previously receiving curbside recycling.

Lake hosts watershed review

Lilgert appeal turned down

The Christina Lake Stewardship Society (CLSS) held its annual review on Dec. 4 at the Christina Lake Community Hall. More than 80 people from around the Boundary and beyond heard from a myriad of different speakers on the health status and future plans for the area. Grace McGregor, RDKB Area C director and board chair, acted as facilitator along with Brenda LaCroix, stewardship coordinator.

Grand Forks resident Karl Lilgert’s appeal has been turned down by the B.C. Court of Appeals. Lilgert was convicted in 2013 of criminal negligence causing death in the sinking of the Queen of the North and was sentenced to four years in prison. In March 2006, Lilgert was in charge of the ferry vessel when it struck an island on the northern coast of B.C. near Prince Rupert and sank, killing two passengers.
