YEAR IN REVIEW
Observer looks back at the year that was Jan. 3
Consumer Protection B.C. is advising consumers that a direct sales prohibition order has been issued against Lloyd Schell and his water filtration company, Vin Water Systems, prohibiting the door-todoor salesman from engaging in direct sales within B.C. for a 15-year period. In addition to the direct sales prohibition order, Consumer Protection BC has issued a compliance order that requires Schell to refund two impacted B.C. consumers (for a total of $4,076) and to reimburse Consumer Protection B.C. for partial investigation costs ($700).
Jan. 8 Jan. 5 suspect(s) broke into the animal shelter through the front window, rifled through cabinets and located a cash box in the front office. An undisclosed amount of cash was stolen. This isn’t the first time the SPCA has been broken into. In the last five years O’Flynn said the fence has been cut and the storage shed damaged in successful attempts at stealing everything from a lawnmower and weed wacker, to hoses, wheelbarrows and donated recyclables.
Jan. 10 A fire destroyed three businesses and caused massive damage to a fourth. Just after 11 a.m., Jan. 7 the Quesnel Fire Department was dispatched to a structure fire at Design Flooring on Two Mile Flat. Response to the incident included three fire engines, one ladder truck, one rescue vehicle and two utility vehicles. A total of 28 members worked on the fire. Investigation is ongoing to try to determine the cause of the fire.

Jan. 24 The North Cariboo Joint Planning Committee reviewed the recreation survey results, noting two major results. One result showcased more than 50 per cent of residents who felt replace of Arena One and renovating the pool were important. The second indicated the majority of survey participants said they do not sup-
port a tax increase to construct a performing arts theatre. The survey also showed residents are divided regarding any tax increase to build the new arena.

“It’s in you to give” is the great motto of Canadian Blood Services (CBS). From one blood donation, red blood cells can be extracted for use in blood loss and surgery; plasma, the liquid part of the blood can be given to those with clotting problems; and platelets can be used for cancer and transplant patients. One unit of blood can help many. Make it a goal of 2015 to give blood regularly. At this the time of year, some people make resolutions to change your life for the better. Why not make a resolution to make someone else’s life better, too? If you are aware of people who are lonely or depressed, try reaching out to them. Bring them home for dinner or visit them in their own home. It will help them and make you feel good too. Speaking of resolutions, here are 7 goals for a healthy life: sleep 7-8 hours per night; eat breakfast every day; don’t smoke; use alcohol moderately (or not at all); don’t eat between meals; maintain proper weight; and exercise regularly. Perhaps you can include these gems in your resolutions as well. And here’s an idea for losing weight: Canadians consume an average of 26 teaspoonful of sugar per day. If you cut that amount in half, you’ll lose 16 pounds in one year. Combine this with exercise, you’ll lose even more. We would also like to extend our thanks for the pleasant relationships we have built with our customers during 2014. We wish everyone good health, prosperity and happiness in the coming year. And thank you for reading Capsule Comments!

For certain donors it may make sense to make a donation in kind to the Foundation rather than money. These donations can be real estate, collectibles or appreciated stock. For this column only donations of securities will be dealt with as this has been a popular form of donation on occasion. Basically a donation of appreciated stock makes sense when the donor owns stock that has increased in value while owned by the donor. Basically the donor makes the gift of appreciated stock directly to the Foundation’s Endowment Fund with the transfer arranged by the Foundation and the donor’s broker. The donor receives a charitable receipt for the value of the shares on the date they are received by the Foundation. The donor is not required to show any capital gain on the disposition of the shares which will result in some tax saving to the donor. By giving stock to the Foundation the donor avoids capital gains taxes that would be due as a result of the sale of the stock and helps the Foundation fund local causes and organizations that the donor cares about and wants to have supported. The stock market earnings translate into community impact, so there is a more rewarding return to the donor’s portfolio. This will be my last column submission for 2014 and I wanted to start by thanking the community for participating in the 10 year ‘BC on the Move” Ministry of Transportation engagement process. We have received over 600 letters in the office and understand that many more letters and surveys were completed online or submitted directly to the Minister of Transportation. Engagement in these activities by our community is paramount to success. We must continue to work together and be champions of the needs of our community. On the note of transportation and the movement of goods - my office has received many concerned calls and emails about the price of fuel in our community with a discrepancy of 15 – 20 cents more in Quesnel than on the coast or even in Prince George. Gas taxation varies across Canada; in British Columbia, the following taxes/fees apply (per litre): 10 cents Federal excise tax, 5% GST, 6.67 cents B.C. carbon tax, 14.5 cents provincial sales tax and the remainder is base cost, excluding Greater Vancouver and Victoria. Individual markets across B.C. set their own price based on the different supply and demand and that is the reason I’ve been given for the discrepancy. I, like you, think that it is time for our gas retailers to take a closer look at this situation and correct it. I encourage the gas retailers to explain their reasoning on the significant difference in fuel prices to the community through the newspaper to educate each of us. With any luck the gases prices will come down and provide a few more dollars in our pockets for the holiday season. The holiday season is a perfect time to reflect on the activities of the past 12 months and personally evaluate strengths and steps of resilience. Witnessing the coming together of community during the industrial accidents and closures we have experienced continues to remind me how compassionate, caring and forward thinking our communities are and how strong the Cariboo region truly is. Our actions like shopping in Quesnel, investing in our businesses, hiring a new employee, retiring here and volunteering and participating in the community are all things that add up to a successful and prosperous community. I know I will be enjoying and greatly appreciating some quiet time over the holiday season following a very busy year. I wish to extend to you a hearty Merry Christmas and best wishes to you and your family for a happy and healthy 2015.

The final issue is if your call originates from a cell phone and there’s an interruption in the call, make sure your cell phone is identified with your house number.

OPINIONS
Timely reminder
Quesnel Cariboo Observer
Time is the most valuable thing a man can spend.
–Theophrastus
A
dear friend recently gave me a watch for Christmas, a timely gift if you will forgive (or appreciate) the pun. She handed the glossy bag over with tears in her eyes and thanked me for being there for her – thanking me for my time. It was in that moment, that millisecond of purity that I was overwhelmed by gratefulness. Time rules everything. You rarely, if ever, seem to have enough of it. You rush moments, and watch as those moments turn to hours, days, weeks and months. You look back on what you’ve done, failed to do and hope to. You look at missed opportunity, capitalized memories, regretful words, treasured touch and poignant pain. You reflect on the moment where an odd slip of the tongue resulted in belly laughs so extreme it actually hurt. You think back on the time you awoke to your son stroking your cheek while singing to you softly as you battled a fever. You appreciate all the time your mother dedicated to your broken heart, torn obligations, political banter, and general blather. Because it is within these moments, these spaces of time that life is lived. It is the quiet span in the early mornings with CBC, it is the sense of true community when you’re cheering on Blue Lightning at the novice tournament. It is a glass of wine in a candle lit tub, it is a carb-loaded meal with zero thought of waistline. Heck, it’s getting your son to school and yourself to work on time. It’s remembering the PAC raffle tickets are due and you’ve scheduled a playdate for Thursday. It’s all these moments and more, it’s time and space and how we decide to spend it. Because it really is the best gift one can bestow – their time. –Autumn MacDonald, Observer
I
Focus directs our future
t’s that time of year again when I start talking about making a list of New Year’s resolutions and my husband starts declaring his disdain for them. “The majority of people making them fail,” he’ll say. “So why bother?” I did some internet research and study after study confirmed he was right. That still didn’t dampen my enthusiasm for them though. As far as I can tell, one of the biggest reasons most of us don’t succeed with our resolutions is because we have an all-or-nothing mentality, and we tend to view our first setback as absolute failure, rather than a mere obstacle to overcome. For example, if one of my goals is to get in better physical shape, I can’t give up just because I consumed an entire box of Oreo cookies in one sitting. I have to acknowledge I didn’t make the wisest decision in getting closer to reaching that particular
Lori Welbourne
On A Brighter Note goal, and prepare to make better choices going forward. A well-developed plan that allows for these occasional missteps can make the difference. We shouldn’t be so hard on ourselves by expecting to be perfect. Instead we should aim to be persistent. I’ve looked at some of my lists from years past and I can see that the more thought I put into each goal, the better my results have been. From experience I now know that “write a book” is too broad and vague as is it needs a detailed strategy. To accomplish this objective I must tackle it in more manageable
sucker for fresh starts. The first of a new year is my favourite, but a new month, new week or even a new day is also a great opportunity to re-energize. And just thinking about what I want to accomplish is never enough. I need to personally document my intentions to solidify and prioritize their level of importance. New Year’s resolutions, to me, are simply a written list of attainable goals that I plan on achieving in the following year. Imperfection will inevitably play a part, as will persistence and a constant re-focusing as I go along. But to avoid working for the future rather than living in the present – a mistake I’ve made before – I will be sure to include the following as one of the most important goals on my list: “Enjoy the process.” Life is too short to do it any other way. bite-sized chunks. Author E.L. Doctorow once said: “Writing is like driving at night in the fog. You can only see as far as your headlights, but you can make the whole trip that way.” This analogy doesn’t just apply to best selling historical novels, but to any lofty goal. Breaking down our big ambitions into smaller, more achievable tasks can keep us from getting overwhelmed and feeling stuck. Another important element to realizing our dreams is our willingness to seriously focus on them – not just when we create our lists, but when our motivation dwindles and we lose our way. That’s when we need to take some time to re-focus and re-commit. In the past year, I found myself needing to do that often. Life can get messy and becoming distracted can easily blur our vision and take our eyes off the prize. For that reason I’m a

Cariboo North residents vote in favour of new arena
Annie Gallant Lifestyles Editor
June 13 BCTF has served notice of a full withdrawal of services as of June 17. The decision was as a result of an 86 per cent voting endorsement from the membership in favour of full strike action.
June 18 Cariboo North residents voted 2,273 to 962 in favour of construction of a new arena. The positive outcome gives the Regional District authorization to board up to $7.5 million over 20 years to provide construction dollars for the project.
June 25 Bob Simpson, former North Cariboo MLA, declared his intentions to run for Mayor of Quesnel in the next municipal election slated for November.
June 27 Robert Lance Culling, 40, died as a result of injuries sustained in an assault on Elm Street in Quesnel, May 3. He was being treated in the University Hospital of Northern B.C. in Prince George. The investigation into the incident continues.

Plan Number 7-4-955 THREE BEDROOM FAMILY HOME The exterior finishes on this three-bedroom family home, designed especially for a narrow lot, lend it an arts-and-craft charm that will make it an asset to any neighbourhood. Entry is at the side of the home, via a covered porch and into the foyer. The great room complex is directly ahead, past a coat closet on the left and the staircase to the second floor on the right. A doorway to the double garage is also to the right. A gas fireplace in the great room is located so it will send it warmth into the dining area and kitchen. The dining room, which flows into the great room, enjoys access through sliding doors to a deck and the back garden beyond. The kitchen ‘s U-shaped counter configuration spells efficiency for the cook, and natural light will come in the window near the double sink. Access to the laundry room is through the kitchen. Nearby is a den that could double as a guest room. Outside the den is a storage closet for cleaning materials, and across from it is a twopiece powder room. Upstairs, the master bedroom occupies the back of the home for privacy, and includes a niche with a built-in desk. The large en-suite includes an oval soaker tub for a touch of luxury, as well as a shower stall. A walk-in closet completes the layout. The two secondary bedrooms share a three-piece bathroom. Bedroom No. 3 occupies a bayed-out space with dormer windows overlooking the front garden. A handy desk is located on the landing, near the linen closet. On the exterior, horizontal siding and decorate woodwork enliven the facade, together with wood pilasters and painted woodwork around the partly-mullioned windows. This home measures 25 feet wide by 50 feet deep, for a total of 1,753 square feet. Ceilings rise to nine feet throughout the main floor. Plans for design 9-3-217 are available for $695 (set of 5), $790(set of 8) and $866 for a super set of 10. Also add $30.00 for Priority charges within B.C. or $55.00 outside of B.C.
