2014 Year in Review: July-December

The second half of 2014 is recapped from a local perspective in today’s Record. Pictured, clockwise from left - “The Storm” turned Lewis Park into an inner city lake on Dec. 9; music legend Bonnie Raitt wowed the crowd at Vancouver Island MusicFest; 16-yearold sign waver Achille Vermeersch nearly broke the internet when we introduced him to our readers; the stunt bikes were a fan favourite at the annual Cumberland Motorcycle Roundup; Captain Canada stood tall and proud at the Canada Day parade; the year ended on a sombre note at 19 Wing, as 18 members of 407 Squadron departed for Operation IMPACT from CFB Comox en route to the Middle East on Dec. 29. They will support other Canadian Forces and coalition members overseas for two months.

According to a report in the Bloomberg News, the provincial government will be financing a portion of the new Comox Valley and Campbell River hospitals through the issuance of what is known in financial circles as “green bonds.” It is being reported that up to $230 million in bonds will be issued. The total estimated cost for the North Island Hospitals Project is $600 million. ••• Just the pressure of a blanket could be unbearable as Molly Burton described the state of her lower leg: the “cratered” ankle, the fibula in pieces and the tibia that “exploded from her leg.” A full gallery at the Courtenay courthouse heard how four surgeries were required to clean the dirt and brambles from her wounds following a hit-and-run that has confined the 25-year-old Comox Valley resident to a wheelchair. Burton suffered critical injuries to her lower right leg and right arm when she was struck by a vehicle driven by a 16-year-old on Comox (Dyke) Road on Sept. 11, 2013. ••• What began as an afternoon paddle boarding down the Courtenay River turned into a dramatic rescue for Lee Murray last July, and has now resulted in an international award. Murray came to the aid of Betty-Lou H. Nadelko who was tubing near Lewis Park. As a result, the Carnegie Hero Fund Commission presented Murray, along with 21 other people, with the Carnegie Medal. Murray was one of only two Canadians in 2014 to receive the award. ••• The only thing hotter than the weather at Vancouver Island MusicFest was the talent as fans were treated to three days of incredible music. Among the many memorable moments at the 20th annual event was a guest appearance by Colin James alongside Bonnie Raitt. A variety of international acts helped make the event another big success. ••• Two Vancouver Island men and two companies involved in the failed Sage Hills development in Royston are facing fines exceeding $12 million, imposed by a B.C. Securities Commission panel. The commission has permanently banned Theodore Ralph Everett, Robert H. Duke, Micron Systems and Independent Academies Canada (IAC) for fraud, illegal distribution of securities, and for breaching terms of a cease trade order, a BCSC news release states. In March, a panel found that Everett, Duke and the two companies distributed securities to

126 investors for $5.1 million without filing a prospectus, and perpetrated a fraud by distributing securities to 55 investors for $1.45 million. ••• The search for missing hiker Sylvia Apps has been officially stood down following a decision between her family and Comox Valley Ground Search and Rescue, but the case will remain open. Apps, 69, is an experienced hiker who was last seen July 11 south on Castlecrag Mountain, after she began her multi-day trek July 8 from Paradise Meadows on Mount Washington. ••• Calling it “a big leap” for transgender residents across B.C., Cathie Dickens said a new bill passed into law in May allowed her granddaughter to get her new birth certificate identifying her as a female. Eleven-year-old Harriette Cunningham of Comox is one of the first in the province to receive her new certificate following Bill 17 passing into law. Harriette was born as Declan Cunningham, but has officially changed her name to Harriette. ••• Merville resident Tarah Millen was halfway through a three-month stint in the Faroe Islands where she had been leading a Sea Shepherd Conservation Society campaign to expose a ritualistic slaughter of pilot whales and dolphins.

August Jaquelyn Janzen took her proactive approach to the battle against multiple sclerosis and lupus one step further. Make that half a million steps. The 25-year-old Black Creek native embarked on her “Embrace the Race” journey. She ran the length of Vancouver Island. From July 31 to Aug. 16, Janzen ran the equivalent of 12 full marathons – one per day, with five rest days along the way – in hopes of raising $50,000 to go towards MS and lupus research. ••• This year’s Filberg Festival will go down as a hot one, in more than one regard. The temperatures were hot all weekend – just shy of 30 C all four days – and the entertainment was as hot as it gets. About the only aspect that bucked the trend was the merchandise. There were some very cool pieces available. ••• The annual Nautical Days festival in Comox celebrated its 55th year of fun over three days on the BC Day weekend. As always, the family festival featured the pet parade, bullhead derby — which hit its 28th year — and the ever-popular Build, Bail & Sail. The vintage car show also reached its 28th year, while the 4 Mile Road Race — the longest continuously held road race in B.C. — ran for a 45th consecutive year. ••• Courtenay city council was prepared to suspend legal action against the owners of Maple Pool Campsite until the new year to allow a group of citizens the opportunity to bring the site into compliance with zoning and other regulations. Maple Pool – which provides low-rent housing for about 50 at-risk individuals – flooded in 2009 and 2010. The following year, the city initiated legal action against campground owners Dali and Jin Lin. ••• Mount Washington Alpine Resort is feeling the effects of changes made to the Temporary Foreign Worker Program (TFWP), which helps fill labour shortages when Canadians or permanent residents are not available to fill job vacancies.

••• Ten years ago, the Comox Valley Airport opened its doors to the new terminal and made the transition to a full service, modern facility which now accommodates hundreds of thousands of passengers per year. The airport celebrated the significant anniversary with displays and dignitaries reflecting on the work it took to get the terminal building to where it is today. ••• The dirt was turned at the site of the future regional hospital in Courtenay, which is expected to open lateApril, 2017.

Ferry users noticed refinements to the fall, winter and spring schedules designed to provide better connections on the Buckley Bay-Denman Island and Hornby Island-Denman routes. Working with members of the Denman-Hornby Ferry Advisory Committee, BC Ferries addressed issues around sailing and waiting times with schedules that had come into effect April 28. ••• Dozens of parents, teachers and students gathered in front of Comox Valley MLA Don McRae’s office to show solidarity for striking teachers, and even called for McRae to step down. The strike, which began at the end of the 2013-2014

school season, cut into the first three weeks of the fall semester before being resolved. ••• Nearly a year after 25-year-old Molly Burton was struck while walking along Comox (Dyke) Road, the now 17-year-old driver who hit her with his car was sentenced to a 24-month supervision order with three months house arrest. At the Courtenay courthouse, the driver, who cannot be named because of the Youth Criminal Justice Act, looked ahead in front of a packed courtroom as the judge laid out the conditions of his order, including a five-year driving prohibition, 200 hours of community service, a curfew, and a written apology to Burton. ••• Comox Valley artist Andy Everson created the designs that adorn a new three-

coin gold series produced by the Royal Canadian Mint. The series illustrates interconnections within the natural world, and highlights Canada’s multicultural people. ••• They have trekked through forests, mountains and waterways, but Comox Valley Ground Search and Rescue stayed closer to home to celebrate a milestone. CVGSAR opened its doors to the public as part of an open house to celebrate 40 years of service to the community. •••• Transit users in the Comox Valley could be facing a 25-cent fare increase for rides in the new year, though the price of monthly bus passes would remain the same. The regional district committee of the whole approved a recommended increase to bump regular fares to $2. Seniors and youth would pay $1.75. ••• Former Cumberland fire Chief Ken McClure passed away at home in Golden, B.C. where he served as chief. He was one day shy of his 56th birthday, and went into cardiac arrest at his home with his wife Gaetane by his side. ••• For the second time, Marigold Compounding Natural Pharmacy in Courtenay was shut down. Manager Isidore ‘Rudy’ Sanchez faced a suspension after an investigation revealed “serious concerns” with the pharmacy site and its practice, the College of Pharmacists of BC said. ••• The 2014 Cops for Cancer Tour de Rock made its way through the Comox Valley, collecting cheers, tears, and most importantly, funds for pediatric cancer research and programs.

The election process officially got underway in the Comox Valley – and everywhere else in the province – as nomination papers were filed, starting Oct. 1. Two mayoral campaigns developed in our three municipalities. Tom Grant (who had declared his intention to run at the end of September) offered Comox voters a choice, stepping up to run against the town’s incumbent mayor, Paul Ives. In Courtenay, Jon Ambler waited until the final hour – literally – before announcing his intentions to run against incumbent Larry Jangula. Ambler made his public announcement on the steps of city hall and filed his papers one hour before the deadline for nominations. In Cumberland, no one ran against incumbent Leslie Baird. Council seats were in high demand. In Courtenay 13 hopefuls filed their nomination papers, battling for six seats; in Comox there were 10 choices for the six positions and Cumberland had nine residents file nomination papers. (By election time there were only eight choices, as one candidate had to withdraw from the race for personal reasons.) Of note were the races in the Regional District, where all the incumbents were acclaimed in 2011. None of them would have such a luxury in 2014, as each sitting Area director had at least one challenger. The school trustees positions were highly contested, with multiple candidates in Courtenay and Comox (five apiece). Vickey Brown was acclaimed in Cumberland. While the campaign trails were relatively uncontentious, there were a couple of hot-button topics; namely the Lorne Hotel project in Comox, and the ongoing Maple Pool Campground lawsuit in Courtenay. ••• The 2014 Tour de Rock wrapped up on Oct. 3 and the Cops for Cancer fundraiser eclipsed the milliondollar mark, with $1,154,776 raised. The Dawn to Dawn Action on Homelessness Society was given a financial boost, selected as a partici-

pant in a new provincial program. The funding the society is to receive as a Homeless Prevention Program provider will enable Dawn to Dawn to continue its scattered housing program for the next two-and-a-half years. ••• In business news, October saw the end of an era and a sign of the times, as Courtenay’s last video rental store - Select Video - closed its doors. A live entertainment spot also closed for good in October, when “The Venue Formally Known as Joe’s Garage” shut down. ••• The Valley also mourned the passing of one of its most beloved activists in October, when Gwyn Frayne succumbed to cancer on Oct. 16. ••• While the civic elections were front and centre, they weren’t the only elections happening in the area. The New Democrat Party elected Gord Johns as its candidate to challenge the Conservatives in Courtenay-Alberni in 2015. Johns defeated (now former) Courtenay councillor Ronna Rae Leonard, who did not run for re-election in Courtenay.

BURNARD THOMAS CARLYLE Burnie passed away on Thursday, December 19 at St. Joseph's Hospital at the age of 96 of cancer. He was a kind and considerate man who will be dearly missed by family and friends. Burnie was born at the family farm near Bethune, Saskatchewan and spent much of his youth in the pioneer town of Carrot River, Saskatchewan. During WW II, he was a mechanic in the RCAF. Following the war, he married Muriel and they built their home in Campbell River, raising four sons. While Burnie enjoyed fishing, playing cards and travel, he is best remembered for his gardens which were a great source of pride to him. Burnie was highly valued as an employee and co-worker throughout his career. He enjoyed and was most proud of his last job as head of Maintenance at Campbell River General Hospital, from which he retired at the age of 63. Late in life, Burnie was blessed by his marriage to Corine. They built a loving, happy home and were tremendously supportive of each other. Burnie is survived by his wife Corine of Courtenay, sister Dorothy (Fred) of Abbotsford; sons Don (Elaine) of Campbell River, Stanley (Rennae) of Port Coquitlam, and Owen (Angie) of Qualicum Beach, and grandchildren Cameron, Melanie (Liam), Matthew, Andrew, Courtenay (Rob), Anthony, Aarron, and Spencer. He is remembered fondly by many nieces and nephews. He was predeceased by Muriel, his wife of 55 years, son Norman, brother William and sisters Evelyn, Mildred and Mary. The family thanks the doctors and staff of St. Joseph's General Hospital for the wonderful professional and compassionate care they provided him. Friends are invited to join the family in a celebration of Burnie's life on Saturday, 10 January at 2:00 PM, at Comox Valley Funeral Home, 1101 Ryan Road, Courtenay. For those wishing to do so, donations in Burnie's memory may be made to the Canadian Cancer Society, with the family's appreciation. As blood transfusions maintained Burnie's life the last several years, the family encourages blood donation. The month began with the story of a defiant senior who refused to comply with BC Hydro’s legacy meter fee and as a result had her power cut off by the provincial Crown corporation. The story caused quite an uproar in local circles and Rotraut Knopp became an inspiration for many of the anti-smart meter crowd throughout B.C. ••• Two weeks before the Nov. 15 election, all three municipalities held all-candidate forums, in one form or another. Comox and Cumberland went with the triedand-true, questions from the crowd format. Courtenay tried a new format that proved popular with attendees. Citizens sat at tables and candidates were rotated from table to table in “speed dating” fashion to answer questions from voters in a more intimate fashion. The elections themselves held a few surprises, and nowhere did the voters speak more loudly with their actions than in Area B of the Comox Valley Regional District, where challenger Rod Nichol ousted incumbent director Jim Gillis with a whopping 73 per cent of the vote. In fact, Gillis received the fewest votes among all seven director candidates. Ed Grieve (Area C) and Bruce Jolliffe (Area A) retained their seats. The closest mayoral race was in Comox, where Paul Ives retained his seat with 53 per cent of the vote. The race wasn’t as close in Courtenay, as Mayor Jangula was given the voters’ assent for another four years at the helm of the city, with 58 per cent of the ballots cast. The voters stayed away in droves on election day, with only 30 per cent of eligible voters casting ballots in Courtenay.
