carport of a house at the corner of Alpine Road and Dogwood Street. The body was that of Joshua Billy, 37, and though the police have confirmed they are investigating his death as a homicide, no charges have yet been laid, to the frustration of friends and family members.

TF: Are you still confident that we’re going to see a major LNG project approved by the end of 2014? PCC: We’re still in negotiations with Petronas and Shell, so I don’t know if it will be by the

end of 2014, but I’m hoping in the next few months. [Days after this interview, Petronas announced a delay in their investment decision until 2015.] TF: I talked to a couple of SFU climate mitigation specialists, and they agreed that it’s unlikely to the point of impossible to have a major LNG industry and still meet Gordon Campbell’s ambitious greenhouse gas target of a 33 per cent reduction

ral gas to Asia, we help them get off coal and other dirtier sources of oil, and that is the biggest contribution that we’ve ever made to reducing climate change. TF: Ontario and Quebec have taken a page from your book. They have seven conditions for an oil pipeline, Energy East, which involves conversion of gas pipelines and taking Alberta oil to the East Coast. What do you think? PCC: I think they took our five conditions and elaborated on them. So you’ve got British Columbia, Alberta, now Ontario and Quebec, all signed on to some version of the five conditions. And of course Enbridge and Kinder Morgan as well. TF:What about the conditions they have added? PCC: One of the things they say they want to protect against is a shortage of natural gas coming to Ontario and Quebec. These are the same two provinces that have put a mora-

torium on extracting natural gas. They want to make sure that we do it here, good enough for us to do, and send it to them, but they won’t do that themselves. I look at their last two conditions, and I roll my eyes a little bit. TF: All the way to New Brunswick, they’ve basically bought the anti-hydraulic fracturing myth? PCC: Yes. Somehow

they all watched an American mockumentary or whatever you call it, and believed it. Here in British Columbia we do fracking better than anywhere in the world. It is the gold standard. TF: Finance Minister Mike de Jong says we have a surplus estimated at more than $400 million for this fiscal year, and he suggested that much of that would

have to go to pay off deficits from previous years. Of course the opposition is interested in welfare rates and in particular ending child support clawbacks. What’s your view? PCC: Like any family that’s been through tough times, the first thing you need to do when you get back to finding a job and making an income again, is to pay off your credit cards. And that’s what we’re going to do. We are going to see if we can find ways to improve some of the programs over time, but can’t do that until we can afford it. City of Campbell River’s insurance rate to rise in 2015 Kristen Douglas

The city will pay an increased rate for liability insurance in 2015. Council approved purchasing the insurance for $184,756 which will be covered by the city’s operating budget for next year. City Clerk Peter Wipper said the amount is set by an agency that deals with municipal insurance and rates are based on previous claims history. “The city, along with approximately 170 local governments across the province maintains liability insurance coverage through a reciprocal pool called the Municipal Insurance Association of BC,” Wipper said. “Each local government contributes to the pool based on its populations and claims experience.” Wipper said the city received its estimate in October and was invoiced a couple of weeks ago. Council approved the $184,756

insurance purchase at the Dec. 16 council meeting. The package will provide the city with $35 million of liability insurance coverage for bodily injury, personal injury, property damage liability and errors and omissions liability, according to Wipper. “The city’s deductible is $50,000,” Wipper said. “MIABC (Munici-

pal Insurance Association of BC) also provides the city with risk management education, resources and grants to assist in the prevention of claims and casual legal advice.” Wipper said the city’s rate has increased this year over the past three years “mainly due to the insurance market and the city’s claims experi-

ence.” The city’s liability insurance costs over the last five years are: n 2010-$194,866 n 2011-$163,019 n 2012-$143,033 n 2013-$145,437 n 2014-$162,668 The city has taken out liability insurance coverage with the Municipal Insurance Association for more than 25 years.

2014 was one of change and active community engagement at the Museum at Campbell River, according to executive director Sandra Parrish. “We re ache d out beyond the walls of the Museum in various ways (this year),” Parrish says, Museum staff and volunteers were on hand at a range of community festivals and events in 2014, from National Child’s day to the Pink Salmon Festival. In the spring they reached out to their North Island audience with their high profile Writer in Residence at the Haig-Brown

House, Andrew Nikiforuk, giving presentations on both Malcolm and Quadra Islands, Parrish says. “Our summer program season was excellent and included expanding our Historic Boat Tours with an overnight trip to Telegraph Cove and a day trip to the Thurlow Islands,” Parrish

recalls. “With the aid of an enthusiastic group of summer students we revitalized Croquet & Tea at the Haig-Brown House and added two new puppet shows to Heritage Puppet Theatre – always a perennial favourite with the preschool set.” But perhaps the biggest undertaking, Parrish says, was the museum’s involvement in B.C. Hydro’s John Hart Project Interpretive Centre. “Since May of this year Museum personnel have been on site at this facility,” Parrish says, “enhancing the visitor experience by providing historical context to the presentations.” She’s also proud of the continuation of the Festival of Trees, which, in its second year, is a growing community event that brings business, organizations, community groups and individuals together to create a festive display of decorated trees in our Changing Gallery for the month of December. “In the spirit of sharing and giving, proceeds from the sponsored trees support Museum

programs and exhibits,” Parrish says. The year has ended on a positive note for the Museum with the recent Trip Advisor announcement naming them as one of the top ten Museums in Canada. “We couldn’t be more pleased with this recognition,” Parrish beams, “not only because of the size and scale of the other nine Museums on the list, but also the nod of approval that this signifies. Greenways happy with progress against invasive species in 2014 MIKE DAVIES CAMPBELL RIVER MIRROR

It’s been a good year for Campbell River in terms of fighting back against invasive species, but one good year won’t cut it. According to Sandra Milligan, a biology professor at North Island College and Greenways Land Trust’s resident invasive species expert, Greenways reexamined their methods in dealing with invasive species a few years ago after she attended a “salmon enhancement workshop,” and realized the strategies they had been using in the past were somewhat inefficient. They’ve set out to remedy that. “I realized that our current strategies weren’t really effective and we should be learning from other communities who have been doing this kind of thing for a longer period of time,” Milligan said. “The major finding originally was that when you want to improve an area and get rid of an invasive species, it’s a multi-year commitment.” That means that it’s not

a matter of just going in and removing the plants causing the issues, Milligan said. It needs to be a removal effort combined with the planting of new native plants, and it needs to be a process that happens over time. “You need a multi-year plan for each site to change the species over,” she said, “so that really changed how we had been doing things and gave us a lot more knowledge to proceed forward in a way that will actually produce long-term, sustainable change.” The first things that needed to be done were the prioritizing of the sensitive areas, making an inventory of areas of concern and taking on the issue of community education and awareness – which is an extremely important aspect of what they’re doing because until people stop dumping random wheelbarrows of yard waste in places it doesn’t belong, it’s hard to make any gains. Milligan feels they have been making those gains, however, especially in terms of getting people

to recognize the issue itself. “Number one was getting the city to adopt an invasive species policy,” Milligan said of their 2014. “Greenways was really instrumental in working with (Sustainability Manager) Terry Martin at the city to write that up, and city council accepted it and implemented it, and put their money where their mouths were, and made a financial commitment to deal with invasive species.” That city funding saw Greenways receive $5,000 to deal with knotweed. “That was a great deepening of the relationship between Greenways and the city,” Milligan said, “and I know that the city is really happy about that, as well.” They should be happy. Not dealing with Knotweed could get pricey. Knotweed, according to Milligan, can take over huge areas of land in a very short time. “It can cause foundation problems, rip up roads, rip up buildings,” she said, because it reproduces using underground rhizomes that can spread

and then inject the stems with high-concentration Roundup, which then seeps into the roots. That has to be done by a paid professional who is qualified to handle the pesticide – so it can’t be volunteers who perform the removal – and it needs to be done every year for at least three years. Moving forward into 2015, Milligan said one of Greenway’s primary goals will be to encourage proper funding of the Campbell River estuary, especially in regards to dealing with another invasive species, Yellow Flag Iris. “Baikie Island (in the estuary) has been a capital funding project for the past five years now,

but the capital funding is finished now,” says Milligan. “We need to move towards it being operational funding. Courtenay spends something like $10,000 per year on their estuary and we need to be investing in our estuary, too.” If we don’t get the Yellow Flag Iris problem under control in our estuary, there will be bigger problems down the road, according to Milligan. We need to not only learn from regions who have been successful in their approaches to invasive species, but especially from those who have not. “There are examples of estuaries in Washington State that have

These rhizomes are the same reason that the soil in which Knotweed grows is considered toxic waste, or “biological pollution,” according to Milligan. “I’m most concerned about the estuary,” Milligan said. “(Knotweed) erodes banks, so the roots don’t hold soil very well and as soon as you get a high-water event, the whole bank collapses and then the rhizomes travel downstream and create more infestations.” This bank erosion is extremely damaging to salmon spawning habitat, and failure to keep the Knotweed in check would create a vicious cycle that would obviously be extremely detrimental to the overall marine environment in the area. “It costs a lot less money to treat if you get to it early,” Milligan says. A good portion of that cost is because the only way to eradicate Knotweed is to cut it down to just above the ground

From the teachers strike to a boat blaze to the ALS Ice Bucket Challenge, the news never stopped in 2014

Fishing Corner With the abundance of salmon in the Campbell River area this past year, I was surprised and happy to learn that many of the long time local fishing guides went back to fishing the old way for the fun of it, with just tackle. The electronic fish finders and downriggers were put aside and the light rods and buck tail flies came out. These fly patterns are large and primarily made from polar bear hair with a silver body. Hair can be dyed in blue, orange, green and red. The extra long hooks are trolled behind the boat and when the salmon hit, its lots of fun on light tackle. Any streamer fly is a baitfish imitation and the number of patterns is endless. Many fishermen today tie their own flies. There are a number of classic patterns, which include the Silver Doctor, Green Ghost and Jenny Lind. Smaller flies are used in the river for Pinks, Coho and Chinook. I talked with retired

fishing guide Bob Gordon who ties smaller patterns and fishes the Campbell River. Last year Bob gave me a handful of flies and they worked great or me on the Campbell River. If you ask 3 fishermen which 3 flies they cant live without you will get 3 different answers. Ralph Shaw has tied countless numbers of flies and his creations of deer hair flies are often donated. The Elk river can be a good dry fly river in the spring and when you find the right spot, the little trout will gobble up flies like nobodies business but sometimes the river can

to be a simple ugly looking fly but it catches fish. For those who want to tie a fly and learn the basics a starter kit can be purchased for about 25 dollars and a superior kit goes about 150 dollars. Store bought flies run from 99 cents per fly and can cost up to 3 dollars per fly.

WINTER CHINOOK FISHING DERBY On Saturday, January 3rd the Campbell River Fish and Wildlife Association along with Tyee Marine is sponsoring a one day fishing derby. Entry fee is only $5.00 per fisher person and includes a BBQ burger at the weigh-in. Interested persons can register up until January 2nd at Tyee Marine. The weigh-in will be between 4:00 and 5:00 pm at the Fish and Wildlife Clubhouse located at 2641 Campbell River Road. Burgers will be served at 5:15 pm. First prize for the largest fish will be a pair of tickets to the Annual Fish and Wildlife banquet (value $60). Other derby and draw prizes will be provided by Tyee Marine. All participants are encouraged to donate part or all of their catch to the Fish and Wildlife Association to be served at their Annual Awards and Fund Raising Banquet on February 21, 2015.

TF: The B.C. Liberal government has given every indication they’re going to proceed with the Site C dam on the Peace River. What do you think? JH: I’ve always maintained that it’s a good project, but it’s a question of when to add another $8-9-10-12 billion onto the backs of ratepayers. First of all, go to the B.C. Utilities Commission and find out if this is the power you need and if this is the time to build it. The government refuses to do that, and I think that’s just an Achilles heel in this process. TF: You voted for the liquefied natural gas income tax to provide certainty, and then you immediately said you would work to increase the LNG tax in 2017, before any major project could be started. How is that certainty? JH: I thought it was important that the investment community in this sector knew there was bipartisan support for LNG in British Columbia. But we went from a seven per cent [tax] to a 3.5 per cent because of a softening market. If there is a decline in return to the province because of a softening market, then surely over a 25-year period – not just between now and 2017, but if the market conditions change and prices go up – I think British Columbians would want their government to make sure they were getting a fair share of that benefit. TF: Why did you vote against the LNG environmental legislation? JH: They said prior to the election that LNG would be the greenest in the world. And then when they tabled legislation they left out 70 per cent of the emissions from upstream activity. TF: Gordon Campbell’s great goal for greenhouse gases, 33 per cent reduction by 2020, can that be reached assuming a substantial LNG development? JH: I find it difficult to

believe that they’re going to achieve those results. [Environment Minister] Mary Polak has a different point of view, and our job as opposition is to hold them accountable to the numbers that they passed into law, and we’re going to do that. One of the three sectors, housing, energy and transportation, where emission profiles can be managed downward is transportation. And the government has wasted 18 months talking about a referendum on [Metro Vancouver transit.] TF: What’s your top priority for 2015? JH: I think the public is going to increasingly find affordability issues to be the challenge. We didn’t spend as much time as I had hoped to on hydro rate increases, ICBC. When the government balanced the budget, they did it by selling assets, and by increasing costs at their Crown corporations and then pulling that revenue in for budget purposes. We’re going to have to use new technologies and means of communication to better explain to people what the government’s doing to them. TF: What should happen with the agricultural land reserve? JH: I don’t think there was a groundswell of opposition to the ALR, quite the opposite in fact, and the commission has in my opinion, infinite flexibility to meet the demands of development in northern areas as well as urban centres. I’m going to make sure that [agriculture critic] Lana Popham, who as you know is fearless on this issue, is let loose on [Agriculture Minister] Norm Letnick, and we’re going to dog this issue up to the next election. BURNARD THOMAS CARLYLE 1918 – 2014

Burnie passed away on Thursday, December 19 at St. Joseph's Hospital at the age of 96 of cancer. He was a kind and considerate man who will be dearly missed by family and friends. Burnie was born at the family farm near Bethune, Saskatchewan and spent much of his youth in the pioneer town of Carrot River, Saskatchewan. During WW II, he was a mechanic in the RCAF. Following the war, he married Muriel and they built their home in Campbell River, raising four sons. While Burnie enjoyed fishing, playing cards and travel, he is best remembered for his gardens which were a great source of pride to him. Burnie was highly valued as an employee and co-worker throughout his career. He enjoyed and was most proud of his last job as head of Maintenance at Campbell River General Hospital, from which he retired at the age of 63. Late in life, Burnie was blessed by his marriage to Corine. They built a loving, happy home and were tremendously supportive of each other. Burnie is survived by his wife Corine of Courtenay, sister Dorothy (Fred) of Abbotsford; sons Don (Elaine) of Campbell River, Stanley (Rennae) of Port Coquitlam, and Owen (Angie) of Qualicum Beach, and grandchildren Cameron, Melanie (Liam), Matthew, Andrew, Courtenay (Rob), Anthony, Aarron, and Spencer. He is remembered fondly by many nieces and nephews. He was predeceased by Muriel, his wife of 55 years, son Norman, brother William and sisters Evelyn, Mildred and Mary. The family thanks the doctors and staff of St. Joseph's General Hospital for the wonderful professional and compassionate care they provided him. Friends are invited to join the family in a celebration of Burnie's life on Saturday, 10 January at 2:00 PM, at Comox Valley Funeral Home, 1101 Ryan Road, Courtenay. For those wishing to do so, donations in Burnie's memory may be made to the Canadian Cancer Society, with the family's appreciation. April 12, 1938 – December 19, 2014 Al Wilson passed away peacefully, surrounded by his loving family on December 19, 2014 at the Campbell River Hospital. He is survived by his wife of 58 years, Darlene, 3 daughters and their spouses, 6 grandchildren, 3 great-grandchildren and one brother in Alberta. Darlene and Al met in high school, began a life together in Ocean Falls and have been together ever since. Al was a very artistic and creative man who enjoyed working with his hands. Al and Darlene loved going to Mexico together and it was like a second home to Al. Private family arrangements.

Mom was born in Victoria, BC to Archie and Alexina Cockburn. She had a brother, Dick and a sister, Lex. They grew up in Hatley Park, Royal Roads where their father ran the dairy for the Dunsmuir family. Mom was married twice; to my dad David Dickinson then later to Robert Yarrow, both deceased. Mom worked for many years in "Boys Wear" at the Bay in Victoria and later at Sears in Nanaimo, where she met Bob Yarrow and they later moved to Campbell River to be near family. Mom is predeceased by her parents, brother, sister and her beloved granddaughter Shelley Elizabeth Hughes. Mom leaves behind her only child, Carole (Bob) Hughes; grandson Evan Hughes, "The Apple of Her Eye;" her great-grandsons Jaymes AndersonHughes and Matthew Hughes; nephew Jim (Judy) Becker, Victoria, BC; sister-in-law Helen Cockburn, Vancouver, BC, some great friends that cared for her in our absence; Jim and Joan Costello, Gary and Carolyn Scales, Janet Hockley, Al Johnson as well as her precious dog, Casey. We would like to thank all the staff at Yucalta Lodge for all their wonderful care for Georgina over the past two years, there are some very special people working there and it has not gone unnoticed. Thank You! You will be missed Mom and forever loved by your family and friends.

Paloma Estella Haines May 18, 1988 December 20, 2014 It is with deep sadness that we announce the sudden death of Paloma Estella Haines. Paloma passed away peacefully in the early morning of Saturday, December 20th in Calgary, Alberta. She was 26 years old, born in Campbell River on May 18th, 1988. Paloma is survived by her parents, Mark and Bianca, her brother Arlan, grandmother Mary, Uncle Donald and Aunt Eleanor, and many more cousins and family members. Paloma made innumerous friends wherever she went on her many ventures, and will be greatly missed by all who knew her. Paloma spent her childhood growing up on Quadra Island, and in Campbell River. She loved art from a very young age, curious of her father’s work as an artist. She found inspiration in all aspects of life and incorporated them in her creations. Paloma had a generous, compassionate and creative soul, and lived every day to the fullest. A service will be held Saturday, January 3rd at 2pm at Saint Peters Anglican Church in Campbell River to celebrate the life of Paloma. In lieu of flowers, donations can be made to the BC SPCA.
