Campbell River drivers persist in laying out a smorgasbord of goodies for light-fingered thieves. Campbell River RCMP said they continue to respond to complaints of thefts from motor vehicles. The thieves are not only entering unlocked vehicles but are damaging door locks and in some cases, smashing windows to gain entry, Cpl. Poppy Hallam said. Most of the items stolen consist of small change, electronics, clothing, and in some cases, more valuable items such as an 18 karat gold and two diamond ladies ring valued at $7,800 and a dark blue Cannondale mountain bike valued at over $2,000. “Of course, if thieves want in, they will smash their way in, so police are just reminding the public not to leave any valuables, including change, inside their vehicles,” Cpl. Hallam said. Taking the plunge

Theft of food from houseboat interrupted A houseboat owner at Discovery Marina awoke to a noise on Dec. 30 and found a male inside his houseboat. The homeowner chased the male out and called police, Cpl. Poppy Hallam said. The male is described as Caucasian, 5’9 with blonde/brown hair in a short pony tail, wearing a longer than waist length dark leather coat. Campbell River RCMP forensic identification section attended and processed the scene for evidence. The male had collected food items from the boat and stacked them to take but left with nothing when the homeowner confronted him.

On Tuesday, Dec. 30 at 5:59 a.m., a resident in the 700 block of Holm Road heard their car alarm activate and looked out to see a male dressed in jeans and a dark coloured jacket walk quickly up their driveway and get into the passenger side of a dark coloured sedan with no headlights on and head east down Holm Road toward Southgate School. This male was about 20-25 years old and the driver was a male and about the same age. The homeowner’s vehicle lock was damaged which set off their car alarm. Police are looking to identify these males. A residence in the 600 block of Alpine also had their vehicle lock damaged and heard a noise and saw a small white car driving away, possibly involved. Overnight Dec. 29 into Dec. 30, a vehicle was rummaged through in the 400 block of Carnegie Street and a suspect stole two of the vehicle’s stereo headsets and two DVDs. Later in the day Dec. 30, those headsets were recovered during the arrest and search of a male for an unrelated outstanding warrant. That male also had a cheque book belonging to a resident from Cedar Street, stolen from the glove box of their vehicle sometime in the proceeding few days. A 28-year-old Campbell River man will be answering to two charges of possession of property obtained by crime along with the other matter he was arrested for. Then, between 6 p.m. Jan.1, and 12:40 a.m. Jan. 2, someone stole a red tidy tank from a residence in the 2300 block of Quinsam Road. The tank was dragged out of the yard and holds 612 litres of fuel. The tank is valued at $4,500.

Road closures begin this month for John Hart project

school. Workers park at the site and are bussed to the construction site, which has limited space for parking, and reduces the volume of traffic using Highway 28, Watson said. The $1 billion project, which will relocate the John Hart Generating Station underground and replace the three existing penstocks with an underground tunnel, is expected to be complete in 2018. Intermittent road closures will begin this month on Brewster Lake Road as part of BC Hydro’s John Hart Generating Station replacement project. Ste ph e n Wat s on , spokesperson for BC Hydro, said road closures of up to 15 minutes will occur between January and March as site preparation begins, including tree falling. That will make way for a long-term closure of the road. “In April, the planned three-year closure is expected to begin in full to accommodate the construction work relating to the underground generating station,” said Watson who noted that nearby trail closures will also remain in effect. “Short, intermittent closures on Millennium Trail will continue until surface blasting is completed. Closures will be up to 15 minutes, and trail users will be advised by flaggers stationed in the area.” Surface blasting is expected to be completed at the south portal – one of two entrances being created upstream of the existing surge towers to accommodate a single,

underground tunnel – by mid-January at which time drilling and underground blasting is scheduled to begin. Tunneling and underground cavern excavation is expected to be underway until April. Watson said the shift to underground blasting will mean a slight drop-off in the volume of hauling trucks going to and from the project site. “Truck traffic from the site will slow slightly as the project transitions from moving overburden soils from the two portals, to removing rock resulting from blasting,” Watson said. “Due to the drop-off locations, most of the truck traffic in the new year will be contained to Highway 28 (Gold River Highway), between the construction site access on Surge Tower Road and a location nearby to the west. This contains noticeable traffic significantly.” Watson added that a small amount of truck traffic will also travel southbound on Highway 19, using the intersection at Highway 19A and Highway 28. Mounties busy on New Year’s Eve Campbell River RCMP experienced a busy New Years. There were 56 calls for service, an increase of 10 calls over last year, Cpl. Poppy Hallam said. “The staffing levels were appropriate and there were no issues in response to calls, and the officers conducted pro-active policing throughout the night,” she said. “The detachment responds to an average of 20 calls per 12 hour shift, which of course varies between days and nights and time of year and special occasions. Some shifts can see as many as 40 calls for service for no apparent reason. And call volume is certainly not an indicator on how busy the officers are, because one serious car accident can tie up multiple resources for hours.”

Impaired Driving Overall, the incidents of impaired drivers were low over the holidays, Cpl Hallam said. “A few 90-day immediate roadside prohibitions were issued, but overall, it was not a huge issue and certainly not on New Years.” On New Years Eve, there were two formal road checks conducted where at least 300 vehicles were checked for driver sobriety, valid drivers licence and vehicle insurance. The local Tim Horton’s donated 200 Tim Cards and officers handed out the gift cards to sober designated drivers as a thank-you for keeping our roads safe and helping out the community. “Obviously drivers were surprised and thankful for this holiday treat!” Cpl Hallam said. “Our officers work hard every day to keep order and peace in our community, and New Years was no exception. Officers encountered a few intoxicated people throughout the night who put themselves, police and the public at risk. Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

The province has granted its approval to the Strathcona Regional District to extend the boundaries for new sewer service on Quadra Island to include two more properties. That approval from the Inspector of Municipalities is the final piece the regional district board of directors needs before it can proceed with adding two Pidcock Road properties onto the Quathi-

aski Cove sewer project. “The regional district has now been advised that the bylaws have been approved by the inspector and it would therefore be in order for the board to proceed with final passage and adoption,” wrote Tom Yates, regional district corporate services manager, in a report to the board. The board tried to adopt the bylaw to include the two Pidcock Road properties at its last board meeting, on Dec. 11, but approval

from the province had not yet come through as expected, which forced the board to delay its decision. With approval now in place, however, the board will have the chance to pass the bylaw at today’s board meeting. The two Pidcock Road properties expressed interest in hooking up to the sewer service in the summer – shortly after a July referendum was passed in favour of extending sewer service out towards the fore-

shore and Pidcock Road areas of Quadra Island, as well as on Heriot Bay Road. The project originally included 36 properties, which will be expected to pay $9,100 plus an additional cost to hook their property up to the sewer line – a cost which will vary from home to home. The Strathcona Regional District is applying $392,400 of its Gas Tax funds transfer from the federal government towards the project to keep the costs down

There was a large group of approximately 30 youth in the area of Vermont, Colorado and Maryland causing problems, knocking down signs, kicking over garbage cans and causing general mischief and damage. A party in the area seemed to be the cause of the problems and was shut down at the owner’s request. Officers attended the area, poured out open liquor and sent the youth on their way. Then officers were called back for some of the same youth that had been warned to get on their way, but had returned to the same party. Officers ended up in a physical altercation outside with a male who resisted arrest and fled. The investigation into possession of a controlled substance and resist arrest is still active and charges may be sought against this male.

Assist Fire Department On Jan. 1, at 2:34 a.m., Police were called to assist the Campbell River Fire Department for a residential structure fire in the 600 block of Alder Street. The Fire Department extinguished the fire and determined the fire was caused by faulty electrical wiring. No one was home at the time and no one was injured.

Fee increases a sure sign of the new year Tax and fee increases have become as sure a sign that a new year has arrived as champagne and fireworks. According to the Canadian Taxpayers Federation, B.C. residents can expect to see hikes in the rates they pay for MSP, EI, CPP, BC Hydro, ICBC and BC Ferries. Among the increases for 2015, the Medical Services Premium Tax goes up $33 a year for individuals and $66 for families; EI and CPP taxes will go up $23 in 2015; BC Hydro announced a six per cent hike in electricity rates for April 1, which amounts to an estimated $72 for the average home; BC Ferries will boost fares 3.9 per cent; and ICBC is expected to raise basic auto insurance, estimated to be $36 for the average car. “Every government and We say: Enough agency seems to get their will never be pound of flesh, and one enough for the wonders when enough province’s taxman will be enough,” said Jordan Bateman, B.C. director for the Canadian Taxpayers Federation. But the potential of an economic downturn isn’t enough to deter BC Ferries from bringing in the increase that will more than offset the gains from its much-heralded elimination of the fuel surcharge. But perhaps the most troubling increase is the one to basic auto insurance premiums. The increase comes despite the government funnelling more than $150 million from the Crown corporation into provincial coffers, and it will be targeted at safe drivers along with those actually responsible for any increase in claims. It’s clear that when it comes to fee hikes, fairness and financial returns play no part in the equation. It’s just a new year’s plunge into the taxpayers’ wallet. -Black Press

Making the list of top valued homes

ell, it’s a new year and maybe things are looking up for you. If so, why not pick up a new house? And if you’re feeling really flush, there’s a few properties in the area that have made the list of Vancouver Island’s priciest homes (excluding Victoria). They’re not necessarily for sale but you could always make an offer. A list of the highest residential assessed values for the Vancouver Island region was released Friday by BC Assessment and dug up by Black Press Lower Mainland regional reporter-at-large Jeff Nagel. The highest assessed property on the list is on Dorcas Point Road in Nanoose which is valued for tax purposes at $10,103,000. The Campbell River area slots in on the list at the

And, for the record, my house is nowhere near the top 100 valued properties on Vancouver Island. As much as these Vancouver and adjacent island properties are, they pale in comparison to the Capital region (aka, Victoria area). Top property valuation there is $51,621,000 for James Island near Victoria. Second highest property is another island, Samuel Island valued at $16,950,000. The City of Victoria finally gets on the list in third place with a property worth a paltry $12,851,000. But the Lower Mainland is the place to be with the $57.6-million newly built Kitsilano waterfront home of LuluLemon founder Chip Wilson on Point Grey Road being the highest valued residential property. The top 10 Lower Mainland homes are assessed at more than $25 million.

Storm continue winning ways

The Campbell River Storm started the New Year much the same way they ended 2014 – with a convincing victory over a north division opponent. The Storm posted their ninth victory in ten games by steam rolling the Comox Valley Glacier Kings 9-1 Friday night at Rod Brind’Amour Arena. “Over the Christmas break we talked about how we wanted to apply the pressure, not feel the pressure. I thought we did that pretty consistently for 60 minutes tonight,” said Storm head coach Lee Stone, “We have 13 games left on the schedule and our goal is to go 13-0 heading into the playoffs.” Campbell River received a boost with the return of three key players to the line-up. Forwards Dane Feeney, Grady McInnes, and Zack Sanderson had all been out with long-term injuries, and each contributed to the score sheet in their first game back. “It felt good,” said Feeney, who missed six weeks with an upper body injury, “I definitely took my time coming back this time. I rushed it (before the holiday break) and ended up getting reinjured. “I learned my lesson and waited until I was healthy – I think it showed

policy that some directors say has resulted in missed opportunities. A report will be before the board of directors with a recommendation to change the way

two or three days until I can get here, or have it mailed over to me, to find out it’s an ad for a new copier.” Area B Director Noba Anderson, who lives on Cortes Island, said she had in the past missed out on an event she would have liked to attend after she was unable to get to her mail at the Campbell River board office for two weeks. The current practice, adopted in May, 2010, is for directors’ mail to be left unopened in his or her mailbox. Regional district staff, however, prepared an amendment to the policy, which if approved at today’s board meeting, will allow staff to open and process the chair’s mail as soon as it arrives at the board office. “In addition to clarifying the process for managing mail addressed to the chair, the policy has been amended to confirm that it only applies to mail received at the regional district’s corporate office,” wrote Tom Yates, corporate services manager of the regional district, in a report to the board. “The process for managing mail addressed to other directors remains unchanged.” The board, could, however, still change the policy to direct staff to open all of the directors’ mail if it so chooses. Russ Hotsenpiller, chief administrative officer of the regional district, acknowledged in a Nov. 3 report to the board that the argument could be made to have mail opened as soon as it’s received by the regional district’s front office staff, particularly correspondence addressed to Abram. “This is especially re l e v ant for m ai l addressed to the chair since matters such as upcoming meetings with senior government officials, approvals of various kinds, and possibly notices of pending litigation could be addressed to the chair,” Hotsenpiller wrote. “There is therefore a strong argument for suggesting that such mail should be opened by (staff) to determine if specific action is required. In the absence of such a capability, it is possible that important matters may be overlooked or delayed beyond a reasonable period of time.”

Arjen was born on May 31, 1964 in the town of Driebergen, in the Netherlands. Arjen peacefully passed away in his sleep in the early hours of Friday, December 26 due to the complications of his diabetes. He is survived by his loving parents Pieter and Beja Koeleman; his sisters Thyra (Arnoud), Aglaia (Darcy) and his brother Mark (Victoria). He left also to mourn his nephews and nieces Dennis, Rachelle, Arjen, Beja, Malcolm and Natasha as well as many relatives here in Canada as well as in The Netherlands and UK and his close friend Mike. For the past thirty years Arjen has been battling diabetes with a remarkable positive attitude. In 2012 his left lower leg needed to be amputated and due to his remarkable spirit he recovered well and regained his mobility and function. At the request of Arjen no public service, but a private celebration of life was held. It is with profound sadness that we announce the passing of our beloved husband, best friend and father after a courageous battle with cancer. Fred’s journey ended with his loving family at his side. Fred is survived by his loving wife, Heather (Rowe); his son Telford; and his daughter, Danae. Fred was a great husband and a loving father. Over the years many more would come to call him father as well. He had a big heart and would do anything for anyone. He spent many happy hours with friends at Mission A&W. The family would like to thank the Tertiary Palliative Care Unit at the Abbotsford Regional Hospital and the dedicated, comforting staff. A Celebration of Fred’s Life is scheduled for January 17th 2015, 1:00 pm at The Elks Hall in Mission, BC. All are welcome to attend and celebrate Fred’s life. Donations can be made to the Canadian Cancer Society in the hopes of fighting this disease.
