Marijuana dispensary could face RCMP action CRAIG LINDSAY

A local medicinal cannabis dispensary, The Kootenay’s Medicine Tree, is being told by local RCMP that if the dispensary continues to provide cannabis products, to clients they face possible enforcement action. In response, the directors of the Medicine Tree, which opened in Grand Forks in early August, have started a petition to Mayor Frank Konrad and city council to provide a statement of support asking the RCMP to show the dispensary tolerance, like that extended to other dispensaries in the province. Jim Leslie, one of the directors, said the Medicine Tree offers a variety of medical cannabis and hemp products. He stresses, though, that all customers must be approved members, which is done through an intake procedure which requires a doctor’s note. “We still have the dried, smokeable buds, the different strains that everyone knows about when they think about marijuana or cannabis,” he said. “But our specialty is in the concentrates: the derivatives, the oils, the capsules, the creams. Increasingly we have suppliers who are producing in lab environments and testing this.” Leslie said with the new federal system dispensaries can’t access the concentrates which,“are the most therapeutic of all. These are generally a non-smokeable option.” Leslie said the ingestible capsules are made with a measured amount of THC and CBD. THC (tetrahydrocannabinol) is the chief psychoactive compound found in marijuana (essentially the part that makes you “high’), while CBD (cannabidiol) is a non-psychoactive component said to have a wider scope of medical applications. Leslie said that CBD has mostly been bred out of marijuana in favour of more THC but is making a comeback. “This is the number one cash crop in medicine in the new federal system around the world. People are looking at cannabidiol-producing plants as the answer to all the medical needs that wasn’t being satisfied before with just THC. “Capsules are great because they are measured and tested so each dose is the same,” he said. “It’s oral so they’re not smoking it. Grand Forks, as well as the rest of the Southern Interior, was hit with a major snow storm on Sunday and Monday. Residents were faced with difficulty getting around town and even getting out of their driveways when the region saw an estimated 35 cm worth of snow fall over the two days. “This was a remarkable storm for one reason: that it gave so much snow to the southwest interior where it’s usually generally dry,” said Lisa Coldwells, meteorologist for Environment Canada for B.C. and Yukon. “We saw near record amounts of snow from Kamloops through to Salmon Arm and south through the Okanagan through to Penticton. When you got further south closer to the border you got a lot of snow but not a record breaking amount.” Coldwells said the storm was mainly due to a continuous refreshing of cold arctic air from the Yukon. Coldwells said the southern interior can ex-
pect to move back into more typical January weather patterns. “It’ll be generally cloudy and gray. Temperatures will hover around plus or minus on the zero side.” Coldwells said Environment Canada doesn’t anticipate any more snow or rain through to the weekend. During the storm, Grand Forks crews were busy plowing roads throughout the city to allow for residents to get around. “The duration and volume intensity proved challenging but the public works crew did a great job of getting access opened up with the main roads and residential roads by Monday evening,” said Roger Huston, manager of operations. “We brought out our night crew for clearing the downtown core on Monday night and expect to have that night crew remain through to Wednesday night cleaning and hauling the snow in the downtown core.” For a complete list of plowing priorities and procedures please see the city’s snow ad on page A13.

1910 Phoenix: The Miners Union Hall was crowded to capacity to hear the speech of Elizabeth Flynn-Jones on the Spokane Free Speech Fight. She said employment agencies were the cause of the whole trouble on account of the IWW (International Workers of the world) exposing their workers, generally known as floaters. 1915 Two more furnaces at the Grand Forks smelter at the Granby Company will be in operation by Feb. 7 and the entire battery of eight furnaces will probably be in operation before April. 1920 Cascade: George Wilson and Grant Chase have another bunch of furs, with an approximate value of $700. This brings their total catch to $2,500. 1925 Merritt: John R. Jackson, ex-MLA for Greenwood, died here suddenly at the home of his brother, Archie Jackson, pioneer merchant and ex-mayor whose funeral he attended last Sunday. 1930 The first meeting of the school board for this year took place and new trustees James Rooke, R.W. Hughes, and H.C.. Kerman were sworn in. Along with trustee C.C. Heaven, they now constitute the board. 1935 Mickey Lewis had the misfortune to break his arm while cranking a car on Monday morning. “This cold weather isn’t good to crank cars,” said Mickey. The only people who are busy are the coal, wood and ice dealers. 1940 An interesting story in the Princeton Star tells of the first organized ski club in Canada, brought into being by Andy Johnson in 1909 at Phoenix. Andy was
the first president of the group which is known as the Phoenix Ski Club. The skiers went to Rossland in February 1910, and cleaned up on all the prizes. 1945 In what promises to be one of the most spectacular films for many years, Dennis Morgan and Irene Manning appear together for the first time, starring in Desert Song. 1950 In a “little bonspiel” organized by the ladies curling club, and in which 16 mixed rinks participated, the winners were Oscar Pennoyer, Ken Armstrong, Bill Dergousoff and Helen Hove. 1955 Queen candidates at the Greenwood school carnival are Nancy Mukuda, Lurana Tasaka and Dianna Puddy. Attendants are Catherine Tanaka, Victoria Tanizawa and Sumiko Oye. 1960 More than 3,000 people greeted the touring Russian Selects hockey team when they visited here this week. At a fine Russian dinner, the players and officials traveling with them were greeted first on behalf of the USCC by John Verigin and then by Mayor Alfred Downey. 1965 An analysis of the reasons for defeat of Referendum No. 7, put to the voters of Kettle Valley school district, indicates that a site for the proposed school was the chief target of opposition. 1975 The LIP grant for $19,180 which was recently approved for improvement projects planned by the USCC at Grand Forks has been increased to $30,588, said administrator Steve Babakaiff. 1980 In the KIJHL, the Border Bruins of Grand Forks are the only team to have

Christopher and Sarah Lebine brought in the pussy willows, picked Dec. 28. 1995 Vancouver RCMP are investigating a too-good-to-be-true scheme being advertised in the Boundary. Just one catch, though—the $24 “administration fee” must be sent in advance and the consumer ends up getting nothing. 2000 Local SPCA staff are disturbed by something unexpected they found in their freezer last week. Thursday afternoon, animal control officer Teresa Thomson was in a room at the back of the animal shelter and opened a deep freeze unit; she noticed a head move. It was a small, black puppy. The society is hoping to trace the person responsible for leaving the pup in the freezer. The male pup, stiff when found, was soon up on its feet and eating. 2005 In the wake of the devastating tsunami that hit Thailand, the local Seventhday Adventist Church and its members are assisting with relief efforts and so far collected $6,000 in donations from their congregation. The approximately 20 members will continue their efforts with a goal of $10,000 in mind. 2010 The late arrival of snow this week wasn’t enough o save the Rail Trail 200 Dog Sled Race; is has been cancelled.

Christina Lake Winterfest 2015 is gearing up to be a fabulous event this year. Mark those calendars, get those ball teams together, plan to stay at the lake for a great weekend of winter fun! This year’s theme is “Fire and Ice.” From ice sculpting to fire dancing, this is going to be one memorable year! Winterfest kicks off Thursday, Jan. 29 at 6 p.m., at the Christina Living Arts Centre with youth talent and open mic nite. Friday night at the Community Hall (6 - 9:30 p.m.), youth and adult ball hockey will be on the slab, snow-pitch begins on the ball diamond under the lights with movie, games and crafts inside the Community Hall. Saturday’s events begin with pancake breakfast at 8 a.m. at the hall, with a day full of activities to follow. Kids games, ball hockey and the snow-pitch tournament continues. Of course the ever-popular “Minute 2 Win-It” will be played and will include an adult series of the game this year. Ollie’s Pie and Chili Contest is on, so get those recipes ready, we will look forward to tasting! The 2015 Winterfest Photo Contest begins! Sunday’s events begin in the early afternoon with the polar bear dip. A warm fire and hot chocolate will be waiting for you all behind the Welcome Centre where the outdoor fun begins. Don’t miss the human dog sled races, fire and ice sculpting, and meet the minis from Owl Mountain Ranch. Crib and Poker tournaments will be held inside for those who want to stay warm. Police use pepper spray to subdue Calgary man Break and enter On Dec. 30 at 10:25 a.m., Grand Forks RCMP received a report of a break and enter at a shed on 22nd Street. The crime occurred some time over the last few days, said Staff Sgt. Jim Harrison. “There was damage to the door handle and a pressure washer appears to be missing,” he said. “The pressure washer is blue in colour and is a Canadian Tire brand worth about $125.” At this point, police have no suspects and no witnesses. Warrant serving goes awry On Dec. 31 at 20:55, RCMP arrested an individual on the strength of an unendorsed warrant out of Vancouver. “During the arrest the individual obstructed the arrest by trying to flee on foot and then physically resisted arrest and assaulted a constable and an auxiliary constable during a search,” said Harrison. Once the individual was in custody, police located a concealed knife on his person as well as two rifle rounds and a baggy of unknown prescription pills, said Harrison. The person had a 10-year mandatory
POLICE BRIEFS firearms ban and ammunition prohibition order as well as an undertaking from the warrant file where he is not to be in possession of prescription pills without a prescription in his name.
“In the course of having to bring this person under control and get him in custody, he was sprayed with capskin resin spray, which is commonly referred to as pepper spray,” said Harrison. “He suffered no ill effects from that other than it got his attention and made him compliant.” The individual, a 35-year-old male from Calgary, is currently under arrest for the unendorsed warrant. He appeared in court Monday (Jan. 5), said Harrison. He was also charged with obstruction, resisting arrest, assaulting a peace officer (two counts), possession of a weapon for a dangerous purpose and possession of a concealed weapon. He is also charged with breach of his condition not to possess prescription medication without a prescription.

Rollover On Jan. 2 at 7:15 p.m., RCMP received a report of a rollover motor vehicle accident three kilometres north on North Fork Road with no injuries. “A female driver said she was driving north bound on North Fork when a deer entered the road way,” said Harrison. “She locked up her brakes on the icy roads and subsequently lost control, hitting the ditch and rolling her car.” There was a substantial amount of damage to the vehicle but no injuries, said Harrison. The driver was a 17-year-old female from Grand Forks driving a 1993 Honda Civic. Rollover involving injury On Jan. 2 at 6:03 p.m., police received a call about an accident involving an injury on Highway 3 and Highway 395 at Christina Lake. “A Honda SUV was in the ditch with substantial damage,” said Harrison. The ambulance attended and found
the only occupant, the driver, complaining of neck soreness, said Harrison. “The driver was driving eastbound and lost control and entered a north-side ditch,” he said. “After hitting the ditch, the vehicle spun and rolled over. Airbags were deployed and the vehicle is basically a write-off. The roads were extremely icy at the time.” The driver was a 40-year-old female from Christina Lake driving a 2000 Honda CRV. Break and Enter On Jan. 4 at 4:32 a.m., a person called RCMP and reported that the house he was taking care of on Darcy Road was broken into over the previous three hours and that property was missing. “There was no sign of forced entry and no fingerprints,” said Harrison. “It’s likely the suspects wore gloves. Interestingly, the large Rottweiler that was there didn’t discourage the suspect.” Missing is a large tool set, Playstation 4, two laptop computers, a Dyson vacuum cleaner and approximately $2,000 in cash. The matter is still under investigation.

Snowfall brings out Samaritans
It was tough enough for many people returning to work and school after a long Christmas break. But to have to then deal with over a foot of snow that fell within about two days—that was just cruel. Many residents found themselves trapped in their driveways and unable to get to work on time. For the elderly and disabled, getting around in the snowy conditions can be an extra hardship. Fortunately, tough times also brings out the good in many people as neighbours helped neighbours and strangers as well who were stuck in snow drifts and unable to move. With the snow comes the possibility of some great photos. Whether it’s kids or pets frolicking in the snow, someone shoveling, or a nature photo of trees or a lake, snow pictures can be beautiful. To celebrate the snowfall, the Grand Forks Gazette is holding a photo contest. The winning entry will be chosen by Gazette staff on Thursday with the winner getting a $25 gift certificate from Jogas Espresso Cafe. Once again a new year has begun. It’s a good thing that every new year has such a definite beginning and every old one, a definite end. When a year that is ending has been a good one, we can look back on Dec. 31 and be thankful for the positive things we have experienced and the people who have helped make the year a success; whereas at the end of a bad year, we can always say to ourselves that at last that year is over and we can look forward to Jan. 1 and the beginning of a better one. Over time, the experiences that make our years positive

or negative become the fabric of our lives, and if we are lucky we weave them into a broader and deeper understanding of who we are and what we regard as important. For married couples, the shift from good years to bad can be either difficult, straining relationships and creating conflicts, or constructive, strengthening relationships and creating opportunities for understanding. The inevitability of good and bad years comes as no surprise to people who are married, of course. In the very beginning all married couples are warned that some times together would be better and others would be worse, that there would be periods of sickness and periods of health. Sure enough, if a couple is married long enough, they ex-
perience it all. My wife, Judy, and I have had years that have been wonderful and others we would just as soon erase. We have been blissfully happy together for long periods of time, doing all the things that couples do better together than alone. We have also gone through stretches where family and health issues have required a variety of forms of hard work to get through. So far, we have always ended up on Dec. 31 looking forward to new and positive experiences in the year to come. This year, our 25th together, is no different. My wife deserves the most credit for the continued optimism. While I plod along hoping that good health and happiness will be abundant in the

New Year, she is proactively working toward that goal, planning things large and small that will help ensure the continuation of the joy and love we have shared over the years. I have always been constantly amazed by, and thankful for, her way of making our life together so special. None of the above should lead anyone to think that we have abandoned the more typical New Year’s resolutions, however. Specific goals are helpful, especially if they lead to an overall positive New Year. That’s why Judy and I frame ours carefully. For example, she has resolved to avoid anchovies on pizza and I have vowed not to take up cigar smoking. It should be a fabulous year.

Council elected to serve us
Editor, The Gazette: The recent election has shown, emphatically, how local residents felt about how the city was run by the previous mayor and council. It was clear that the voters wanted change; a change from government that didn’t listen. They wanted a voice in how the city is run. At the Dec. 15 city council morning meeting, there was a question from the attending public about whether council was considering involving the community in setting priorities for strategic planning for Grand Forks for the coming years. I was quite surprised to hear councilor Christine Thompson state “…I appreciate that the community wants to become involved in the process… this is council’s strategic plan… we were elected to go forward… with decision-making on behalf of the community…” This is exactly the same attitude the previous government had. “We were elected to make these decisions for you” type of thing. Well, apparently they are no longer in office due to this attitude. You were elected because the community very clearly wanted change; change very likely meaning more representation. Do you think it prudent to just go ahead with “your” plans and ignore the majority opinion, just like the previous mayor and council? What is wrong with this picture? Where would elected officials automatically get the idea they are autonomous bodies that make decisions “for us”? Is there something wrong
with the oath of office and city charter that needs to be changed so we actually have a say in what happens in our city? Not to mention, councillors get a paycheque from city taxes, paid by the taxpayers. Doesn’t that make council employees of the taxpayers? When did serving the community turn into “running” it? What would really be good is some sort of mechanism through which the residents CAN get involved during planning and decision-making. A simple inexpensive method… a signature list or ballot box in City Hall or a mail-out survey. It needn’t be cumbersome. But referendums may be necessary on large or contentious projects, like the $1.3 million water meter debacle enforced by previous mayor and council. What ever allowed them to think they had the right to force something into place that the majority of residents were opposed to? Such unabashed arrogance. Unbelievable. It should be obvious now that it’s political suicide to go against the majority. Mayor and council… please, let’s not go down that road. You were elected to represent us, not to run us. In a truly democratic government, you would consider that you are there to serve us. If the oath of office or the city charter needs to be amended, please do so now, so that we don’t have to keep waiting for the next election in some hope of democracy. Let democracy prevail. Editor, the Gazette: I want to add to Sheila Dobie’s excellent letter to the editor in which she stated concerns about democracy, voter apathy, and the consequent obligation for people hold accountable, be involved and watch closely. My great concern for “the people have spoken” headline is more simplistic:1,059 citizens of Grand Forks DID NOT vote for Mayor Konrad while only 503 did. (Over TWICE as many voters did not want this mayor to represent them as did want.) Very simply: a betrayal of democracy! So please reflect on this, Mayor Konrad. You start your term with twice as many of
your constituents very dissatisfied and who should be watching you closely and holding you accountable. As for your platform, “I will listen to the people,” it should certainly be well tested over the next four years. As for the citizens of Grand Forks—be extremely vigilant, involved and require accountability. Please make sure to check out “Fair Vote Canada” (www.fairvote.ca). Where do ubiquitous plastic bags go? As consumers humans like plastic of all sorts but they have a particularly penchant for plastic bags, an item that has been available to them in commercial establishment Rousing for decades. They accept them without the Rabble questioning how they are made, how many their are and where they go once used. ROY RONAGHAN According to Lester Brown of the Earth Policy Institute, North Americans use at least one plastic bag per day and though a lot of them are recycled many become litter both on land and in the world’s waterways, lakes and oceans. When was the last time you walked in a rather remote natural area and you didn’t find a bag or two? Guinness World Records labeled plastic bags the world’s most ubiquitous consumer item in 2010. Plastic bags have become an environmental problem and the story of how they came to be and what is being done to control their use is interesting. The Earth Policy Institute has done the search and provides some interesting information. Polyethylene, the material that is used to make the bags, was discovered in 1933 and by 1965 a Swedish company by the name of Cellopast had patented it. In 1976, Mobil Oil introduced the plastic bag in the United States. Each bag was produced in three colours: red, white and blue. In 1982, Safeway and Kroger, two large grocery chains in the U.S. began the switch from paper to plastic bags. The bags were popular because they were water resistant, easier to carry and more dependable than paper bags as grocery totes. Europeans liked the new bag so much that by 1986 over 80% of the bags in use were plastic. Residents of the U.S. were not so quick to accept the bag and only 10 per cent of people used them in 1986. The use of plastic bags was first protested first in 1986 by the General Federation of Women Clubs in the U.S. They were concerned about the environmental effects of the bags. The first ban on plastic bags occurred in 1990 on the island of Nantucket, Massachusetts, some 30 miles south of Cape Cod and since 1990 the use of plastic bags has now been banned in Mumbai, India (2000), Bangladesh (2002), San Francesco, California (2007) China (2008), Portland, Oregon (in major grocery outlets (2011), Seattle 2012), Austin, Texas (2013), Los Angeles, California (2014), Chicago, Illinois (2014). Denmark began taxing retailers for plastic bags in 1994. Ireland began to tax consumers for using plastic bags in 2002. Italy is engaged in an ongoing effort to ban bags. China made a decision to ban plastic bags prior to the Beijing Olympics in 2008. Rwanda, Africa did the same in 2008. Grocery chains in Hong Kong were levied for using plastic bags in 2009. The levy was soon extended to all retail stores. Residents of Madison Wisconsin were urged to recycle their plastic bags rather than put them in the local landfill in 2009. Of particular note in the story about plastic bags are the five huge sub-tropical islands of plastic waste that have been created by ocean currents: three in the Pacific, two in the Atlantic. They contain plastic of every kind imaginable including bags and they are being studied for their impact on ocean ecology. Plastic does not biodegrade; it breaks into microscopic particles of polymer that are inorganic toxins and therein lies the problem. What would it take to have non-compostable bags banned in Boundary Country? If they were banned, what difference would their absence make to the way of life of most residents?

Dispensary asks for support Editor, The Gazette: The Kootenay’s Medicine Tree started quietly and professionally providing access to medical cannabis products in August in our new location on 68 Avenue. We have applied for and been issued a business license by the City of Grand Forks and currently operate in the legal “grey-area” which amounts to favourable court decisions and police tolerance that has allowed dispensaries like ours to operate elsewhere in B.C. An applicant for our services must have been diagnosed with a medical condition by a physician or nurse practitioner and have medical records to substantiate the diagnosis before membership in our dispensary is issued and careful, monitored access to medical cannabis products is granted. All was going well as time passed, our lab tested/produced products were helping local cancer patients manage symptoms and fight back against their tumours, children with debilitating forms of epilepsy reduce their seizures (drastically in some cases), chronic pain patients addicted to opiates reduce and cease use of opiates, seniors gain sleep and pain relief by leaving toxic pharma meds behind for cannabis, the list is long in such a short time…four months. And then we were visited by plainclothes RCMP constables, who were in the very awkward position of informing us that is we did not cease our work without a license from Health Canada’s new commercial system, because of only two complaints filed from the community, they would be forced into an enforcement action against our dispensary (arrests, warrant, seizure of evidence, doors locked). We do not blame the RCMP, they are in a hard position where they
must enforce a bad law. Because companies licensed under Health Canada’s MMPR regulations are prohibited from selling cannabis capsules, other edibles, oils, creams or suppositories and because the vast majority of our membership requires non-smokable cannabis products, we cannot apply for this license and cut off these very vulnerable people. Our non-smokable products are produced by private B.C. companies and are lab tested; we are able to provide safe, standardized products of known potency, achieving reliability in dosing—a first for local medical cannabis patients. We are asking area residents to please show your support for local access to safe, standardized medical cannabis options for the chronically and terminally ill who require this medicine, by writing to Mayor Konrad, Grand Forks city council, and local media like the Grand Forks Gazette and providing us with a copy. We hope that with enough public support the RCMP can show our dispensary tolerance, like that extended to the five dispensaries in Vernon, soon to be three in Kelowna, and one in Nelson. To those who oppose what we are doing, please take the time to either come down and talk to us and/or conduct even brief research into the human body’s endo-cannabinoid system and the vast medical uses of cannabinoids like CBD and THC. When you watch a child’s daily seizures go from 100 a day to nearly zero after the administration of a cannabis concentrate product, you will see why local access to these cannabis derivative products is essential. Editor, The Gazette: The newly opened medicinal cannabis dispensary, The Kootenay’s Medicine Tree, is an overdue blessing to me, and I hope that no one wants to take that away from me and many other people in the area who also require “ease of access” to this important natural health service. I deeply appreciate the directors, Jim, Wendy and Marvin, for what they have bravely and boldly done for all of us. Valuable to the community at large, well beyond the personal biases and negative opinions of some, this recently opened medicinal cannabis dispensary is an independent small business, is already financially self-sufficient and able to pay its own way, and may employ others if allowed to succeed ... and by that I mean to proceed unhindered and unslandered ...
Note to RCMP: Do not harass and beleaguer or provoke the staff and clientele. In fact, there is a genuine need for cannabis sellers, growers and buyers to be “protected” from thieves, by the local constabulary. Don’t obey anti-pot orders or take directions from the transitory authorities, passing politicians and misguided ministers that currently hold you in thrall. Their self-serving middle-management dictates have been identified as counter-productive to a large segment of society (myself included) and go against civil intelligence. Editor, The Gazette: Chris and I would like to introduce ourselves to the city of Grand Forks following the recent concerning visit by the RCMP to one of your local businesses, The Kootenay’s Medicine Tree operated by Jim Leslie. Our story is a very personal and tragic journey. My husband Chris is a retired decorated RCMP officer of 25 years and we have lived a respectful, law abiding life. We retired to Summerland, B.C. in 2002 where we ran our own successful B&B business. We have one child, Courtney, who lives in Summerland with her husband Jared. Our granddaughter, Kyla, was born Feb. 1, 2012. At six months of age she was diagnosed with intractable (uncontrolled) epilepsy with abnormal brain activity in the cortical visual area. After trying many different drugs, steroids and the Ketogenic Diet, Kyla rejected all pharmaceuticals as well as the diet and her seizures
increased up to 200 per day by her second birthday. The doctors gave us no other drug options and said she would seizure the rest of her shortened life. We heard about Colorado and many kids being helped there with a form of medical marijuana called Charlotte’s Web. We searched in Canada for a similar product and Jim Leslie found an oil tested for low THC and high CBD. One hour after the first dose, Kyla’s seizures stopped and she went three weeks with no seizures at all. Today, Kyla has only light seizures, maybe as many as 10 a day, sometimes none at all. She has started developing again, giggling, babbling, trying to stand and crawl. She is still disabled and is not cured, but happy and healthy. Her last EEG showed no seizures, spasms and her abnormal brain activity showed slight improvement unlike her last two EEG’s before the mari-

It has the greatest therapeutic action and gain to a person’s health over time.” Leslie said there are also oils which he says is a much more concentrated, absorbable cannabis. “People don’t have to smoke ‘joints’ and measure their medicine in joint smoke which is increasingly ridiculous in this day and age,” he said. Leslie said they have clients of all ages but their main clientele are seniors with chronic illnesses. He said the dispensary is not meant for recreation users who “just want to get high.” “Part of our intake procedure is to eliminate them,” said Leslie. “We’re not here to serve that crowd. That’s not our deal. We’re here to help people who are chronically or terminally ill. Part of our process is they need to show medical documentation that they just can’t falsify or create. It needs to be validated and from a physician. We use that in order to delineate from the recreational to the medical.” Leslie estimates that 80 per cent the Medicine Tree’s clientele are 50 years old or older. “These people are dealing with chronic pain, chronic arthritis, chronic inflammation,” he said. “Some of these folks have been addicted to opiate pain pills for decades. Some have been on valium for years —heavily addictive, toxic substances.” Leslie said cannabis is much safer than other drugs (such as opiates) used to cope with pain and suffering because it’s safe (there is no record of anyone dying from cannabis, he said), and it also allows people to come off of stronger, toxic drugs like oxycontin with little or no side effects. “They can replace pain management with substances that interplay naturally with the body’s own receptors,” said Leslie. “It’s safe and effective and interplays with the master homeostatic regulatory system in the human body.” Leslie said that cannabis has been found to be very effective in controlling seizures in children. “We have children in this dispensary right now that are physician-approved and all of them, except maybe a couple of cancer patients, are dealing with severe epilepsy,” he said. “We have kids in our membership which are nearly seizure-free because they are ingesting predominantly CBD but also some amounts of THC sometimes. It’s incredible what can happen. These kids are on medicines like phenobarbitol—toxic, brain-damaging, addictive drugs— and they’re coming off them for these (cannabis) substances we can provide from safe sources and that are tested.” Leslie received a visit from two plainclothes police officers at his house at Christina Lake recently to talk about the “activities” going on at the dispensary. “They asked if we had a licence from Health Canada. No, we don’t. We have everything else. We have a business licence, Interior Health is fine with us, the fire chief is okay with us, membership is fine. Things are working out in town but no, we don’t have that licence.” One of the constables told Leslie that it would help out the RCMP if they would get the licence from Health Canada. “We wouldn’t have to do an enforcement action against you,” Leslie was told. “I had to tell him no, because if we do that all those products we now currently provide, all the oils, capsules and derivatives, would be gone,” he

The Medicine Tree is currently looking into legal counsel but at this point, Leslie said if they were to get a licence from Health Canada it would mean they could no longer provide anything other than smokeable buds (joints). These kids are getting seizure relief with the substances and the oils and that would have to stop, said Leslie. Staff Sgt. Jim Harrison of the Grand Forks RCMP detachment said the RCMP received two complaints about the Medicine Tree and acted upon those complaints. “As a result that individual (the owner) has seized doing business at that location,” said Harrison. “Further to that, unfortunately, if we receive a complaint we are bound to act on it because it is illegal. Even though other police forces have turned a blind eye to it, if we receive a complaint from the public, like we did in this case, we are obligated to deal with the matter at hand which is what we did in this case.” Harrison said he has told people that have asked, that he does not have the authority to give someone the permission to break the law. “Until the laws and regulations change, we are obligated to deal with it,” he said. “That’s where it stands from our point of view. Is it one of our highest priorities? Absolutely not. Unless we receive a complaint, then it does become a priority.” Leslie and his co-directors have put up a petition online at change.org to ask Mayor Frank Konrad and council to provide a statement of support to ask the RCMP to show the dispensary tolerance, like that extended to the five dispensaries in Vernon, soon to be three in Kelowna and one in Nelson. “It’s a way of showing Mayor Konrad and council that we have a lot of support,” said Leslie. “We think that even if they take a generally supportive stance it shows the police it’s not an issue. Kelowna and Vernon are swimming in medical marijuana dispensaries and are all under RCMP jurisdiction and they’re not getting raided.” There is also a paper petition available for residents to sign at the Medicine Tree store front at #4 – 1960 68 Avenue in Grand Forks. “The police were pretty specific that if we kept providing access to cannabis product at this location they would come in with warrants and do arrests and seizures (of equipment) and recommend charges to Crown council,” said Leslie. “They said anything else we do such as advocation and support is fine but that’s not what’s sustaining people’s lives.” Leslie said the Medicine Tree is seeking advice from legal council and will decide whether to stay open based on that advice. “Right now we continue to provide access to our membership,” he said. “We have to be nonspecific about how we’re doing that. For what it’s worth, our doors are open and our membership continues to come here for our personal support and information. They are also getting access to product and we believe with proper legal assistance and public support we can continue to do that here. Police are in a tough spot. They are doing their job and this is to be expected.”

After receiving a funding grant from the province, Christina Lake will be looking at strategies for improving life for seniors in the area. The Lake, through the Regional District of Kootenay Boundary (RDKB), was one of 28 communities across B.C. to be awarded an age-friendly community planning and project grant. The grants are aimed at supporting strategies to help seniors stay mobile, physically active, socially connected and healthy. Christina Lake received the maximum allotment of $20,000 for a project titled “Charting a course for an agefriendly Christina Lake.” Grace McGregor, RDKB chair and Area C representative, said the grant will help the Lake develop a study on aging in the community. “I’m very happy about it,” she said. “I want to talk with people on a oneto-one level. I want to do a stint now in the winter and again in the spring for people that are gone so we have an idea what their needs are as they grow older, what they think they want to do, what
there expectations are, and if they want to stay at the Lake what is it they need to do that.” McGregor said the grant will allow them to hire someone to put together the project and conduct the interviews. “The questionnaire will be put together with the input of the seniors committee on what kind of questions we need to ask and that kind of thing,” said McGregor. McGregor said that currently the Lake does not have any senior’s housing units but it is an issue that have looked at before. “It’s about aspects of aging,” she said. “If you’re aging at Christina Lake what do you expect to do? Do you expect to stay in your home with help that way, or do you expect at some point to move into some sort of facility. Do you want to move to Grand Forks or stay at Christina Lake. If you want to stay at Christina Lake what are your expectations and what would you need to do that.” McGregor said they’ve been looking into senior’s housing in the area for more than seven years but all their information is becoming out of date so the
grant comes at a perfect time. “We need to update that information and go back to the drawing board and have a different look at what Christina Lake expects. I’m really happy about receiving the money at this time because it really helps us do it right and it helps us involve the whole community.” The age-friendly community planning and project grant program is a partnership between the government of B.C. and the Union of British Columbia Municipalities (UBCM). “Community projects from accessible trails to workshops on preventing elder abuse have significant impacts on the health of older adults,” said Michelle Stilwell, parliament secretary for Healthy Living and Seniors, in a press release. “I am particularly pleased to see numerous communities’ projects focused on accessibility and keeping seniors safe.” In total, the provincial government announced further funding of $500,000 towards the age-friendly grants program. Other communities receiving the grants include Lake Cowichan, Merritt, Oak Bay, Oliver, Keremeos and Sparwood.

Owners of more than 68,000 properties throughout the South Okanagan can expect to receive their 2015 assessment notices in the next few days. “Most homes in the South Okanagan are worth more in value compared to last year’s assessment roll,” said Jason Sowinski, Deputy Assessor. “Most home owners in the South Okanagan will see modest changes in the -5% to +5% range.” Overall, the South Okanagan’s Assessment Roll increased from $19,516,491,502 last year to $19,773,585,279 this year. Of note, a total of almost $235,000,000 was added through subdivisions, rezoning and new construction. The examples in the chart at right demonstrate local market trends for residential properties by a geographic area; trends are affected by many variables. In addition, owners of commercial and industrial properties in the South Okanagan will see changes ranging from -5% to +10%. “Property owners who feel that their property assessment does not reflect market value as of July 1, 2014 or see incorrect information on their notice should contact BC Assessment as indicated on their notice as soon as possible in January,” said Sowinski. “If a property owner is still concerned about their assessment after speaking to

Selkirk continues to offer free ABE SUBMITTED

In light of proposed changes to Adult Basic Education (ABE) programs from the provincial government, Selkirk College President Angus Graeme is reassuring current and prospective students that academic upgrading courses will continue to be free of charge for the next semester. “Selkirk College has no plans to charge tuition for ABE in January,” Graeme said. “Our board approved our tuition fees for the 2014-2015 academic year this past February through to July 2015. Government’s decision to lift the tuitionfree policy for ABE programming in B.C. will not change our plans for providing tuition-free ABE opportunities for learners at this time. “Until we receive a clear commitment that no reductions to our operating grants are planned by the province for ABE programming, we will also not be contemplating any changes to our programming or tuition charges.” The provincial government announced in December that as of Jan. 1, public post-secondary institutions are allowed to charge tuition fees for all adult upgrading courses, including ESL (English as a Secondary Language).
In 2008, the Ministry of Advanced Education provided $6.9 million in base funding to the public post-secondary system for tuition-free delivery of upgrading courses. December’s decision may have an impact on Selkirk College’s overall budget, but Graeme said the college is currently working out the details of the extent changes will have to frontline delivery. “Adult basic education and academic upgrading are an immensely important part of our programming at Selkirk College and provide the West Kootenay-Boundary region with a fundamental investment in the development of lifelong learners and a highly skilled and education regional workforce,” Graeme said. “In particular, ABE provides accessible educational opportunities for adult students in many communities throughout the region and from a broad range of socio-economic circumstances. For many students it represents a critical transition back into the education system.” Selkirk College offers ABE programming out of its Castlegar, Nelson, Trail, Kaslo, Nakusp and Grand Forks locations. For the fall of 2014, Selkirk College registered 457 students in ABE courses.

Winter is here! The winter season is upon us in the City of Grand Forks. We are asking residents to do their part in helping city crews make the snow removal process more efficient. You can help by ensuring that all Vehicles, RV’s, Boats and trailers are stored on your property and not on the side of the road; this keeps the boulevards clear providing easy access for snow removal equipment. As a reminder, under the City’s Traffic Regulations Bylaw No. 1956, any vehicles, boats, trailers, RV’s or recreational vehicles that do not have a current valid licence should be stored on the owner’s property or at a storage facility. The City of Grand Forks would like to thank you in advance for helping keep the snow removal process simple and safe.
The public works crew will follow Council’s policy on snow removal priorities. After normal work hours, weekends and statutory holidays the crews will clear Priority #1 streets once there has been two inches or more of accumulation. If there is an accumulation of 4” or more additional crews will be sent out for sidewalk, and airport snow removal. During normal working hours you may see priority #1, 2 and or 3 being cleared of snow at the same time, which is due to man power and equipment available. Please note that the City piles snow in some cul-de-sacs until they can be removed. For your children’s safety, please instruct your children NOT play on these banks or make tunnels in them.
Downtown snow removal can be complex and
will be cleared taking into consideration the amount of snow, temperature, time of day, day of week etc. The downtown core will be cleared when deemed necessary by the Manager of Operations. The removal of snow will be completed at night between the hours of 9pm and 6am to reduce the impact on local businesses during the day. To ensure the roads are cleared properly please avoid parking vehicles in the downtown core during these hours. Snow piles will be placed in strategic locations to facilitate the clearing of the downtown alleys and storm drains free of snow. These may remain in place for up to 5 days after being piled depending on the weather and special circumstances.

Thank you for your feedback regarding snow removal in the community. Below are commonly asked questions we receive after a heavy snowfall.
Why does the snow plow leave a windrow in my driveway?
Plow operator must plow snow to the curb or right hand side of the road, and has limited control over the amount and direction that comes off the blade. The plow blade is at a set position, and does not have the ability to swivel around driveways and crown of the road. When clearing your driveway, try to pile the snow on the right side (standing in your driveway and lookingt towards the street). This can help reduce the amount of snow that is pushed onto your driveway when a snow plow passes.
Can the snow plow operator lift the blade at every driveway?
In order for our snow plow operators to provide the most efficient and cost-effective snow removal, continuous movement is required. With hundreds of driveways in the City, it is not practical or cost efficient for plow operators to lift their blades at every driveway. Since our main goal is to safely open roads as soon as possible, lifting the blade at each driveway would slow down the snow removal operation significantly and would leave snow in the road that may in turn be a hazard to motorists.
Can the snow plow trucks plow all the snow to the other side of the street where there
are no sidewalks or driveways?
The snow plows are designed to plow snow to the right hand side of the road. In order to plow all the snow to one side, the equipment would have to drive on the wrong side of the road creating an unsafe traffic situation and this would take more time which means the streets not serviced yet would have to wait longer. It is not an effective cost method based on the current level of service the City of Grand Forks provides.
Can I place the snow from my driveway or parking area onto the traveled portion of the street? Residents are encouraged to avoid pushing or blowing snow from their sidewalk or driveway into the street because it is potentially creating a dangerous situation for motorists. By placing the snow back onto the roadway after a plow truck has gone by creates issues for our snow removal crews. The plow will need to make an additional run down your street to clean it up which increases City’s costs with additional staff time, fuel and equipment wear and tear, not to mention delays in getting to other areas of the City that also need to be plowed.
When will our street be plowed?
After a snowfall the streets are prioritized based on our snow removal policy No. 1103 and 1104, which outline the priority areas. Within the standard, the Priority 1 streets include such streets as main arteries, bus routes, hill areas and streets leading to schools and public buildings, and emergency services; once Priority 1 is com-
plete, then the City will clear Priority 2 and Priority 3 streets. In such circumstances, some residential streets may not see a plow for an extended period. Can the City’s snow plow operator plow my driveway? The City of Grand Forks does not perform work on private property. Clearing snow is the responsibility of the City Public Works department and the community; help keep the community safe this winter! Here’s how you can help: • The City will ensure that all roads are passable as soon as possible. This is our number one priority. • Park your vehicles in your driveway as opposed to the street. • Stay back a safe distance from the rear of a plow truck so the driver can see you. • Please avoid passing or driving beside plow trucks. • Please avoid placing snow from your driveway back into the street. Less snow will be pushed into your driveway by passing plow trucks. • If you can, help your neighbour with snow removal.

Hunger matters all year Hunger matters, and during this special time into the new year ,there are a number of options to help battle hunger. The Community Christmas Hamper Program, with the help of volunteers and much community support, did an incredible job of providing the necessaries for Christmas dinner, as well as gifts for children, to those who are unable, financially, to provide the same for themselves. The 33rd annual Community Christmas Dinner, completely organized and prepared by volunteers, allowed everyone the opportunity to partake in a traditional Christmas feast complete with a visit from Santa. They even organized ride for you or had your meal delivered if necessary. And yes, they can always use more volunteers and more donations so please think about it in 2015. At the Boundary Community Food Bank, December isn’t all that different from other winter months. While we receive a large percentage of our annual donations, both financial and edible, in that month, it doesn’t mean we can increase what we put in hampers for our clients. In January, February and beyond, when the leftovers are finished and the Christmas giving season abates, we will continue to provide monthly hampers to those who need them (over 1,500 hampers so far this year) just as Whispers of Hope will continue to operate their community kitchen. Hunger doesn’t just happen at Christmas

and New Year’s, it is a year round battle both for the hungry and those who seek to halt it.

I’d like those things too, but there are other gifts, closer to home and closer to my heart that matter more. For those able to work, but unable to find an opportunity, I wish a chance—a chance to prove that qualifications on paper can be trumped by attitude and a willingness to learn. For those seeking shelter, I wish a safe roof, at an affordable rent. I wish every child in our community to have a full tummy and for every senior to have the wherewithal for a healthy, nutritious diet. For all the organizations who deal with social issues, I wish them adequate donations to fulfill their mandates. And I wish for this wonderful community we live in to continue showing its generosity of time, energy, compassion and resources to all who need it. Happy New Year everyone.
Case referred to ‘vibrant’ service Before Naveen Polapady is sentenced for assaulting and throwing spices at a man he says he believed was a thief, he and the man he injured will take the unusual step of talking it out—no lawyers present. RESTORATIVE JUSTICE Polapady’s case was referred to a “vibrant restorative justice mediation service” at the St. Stephen’s Community House in Kensington Market, Crown attorney John Flaherty told the court Monday morning. It may be a chance for Manuel Belo, who needed six stitches to the head and was covered in welts after the violent altercation three years ago outside Polapady’s restaurant, to get redress for the wrongs done to him, the court heard. A report from the completed mediation will be presented to Ontario Court Justice Peter Harris to assist him in sentencing Polapady, Flaherty said. The judge said he wanted to try something “more creative,” Polapady told Torstar News Service after the brief court appearance Monday morning. “I’m happy to talk with (Belo).” The so-called “Spiceman” case is far from the typical court case seen by St. Stephen’s, says Catherine Feldman Axford, the centre’s community mediation co-ordinator. For 30 years, they have been resolving community problems—from neighbour disputes

over barking dogs or fences to domestic conflicts. Polapady’s case is also different because, unlike the others, where the intent was to divert the cases out of the criminal system, he has already been found guilty of assault. At this stage in the process, “We help the offender understand the harm he might have caused, and in part we try to find ways to assure society that this person really achieved some ‘aha’ moments about having done wrong… and what other choices they might have made,” Axford says. For the victim, the process can provide reassurances about their future safety, beyond the offender being ordered to perform community service or participate in anger-management pro-

The Grand Forks Curling Club started in 1909 in the heart of the Boundary Country. Our rink has four sheets of excellent ice. Come and visit us at the rink at 7230 21st St. (we are behind the Jack Goddard Memorial Arena and east of the aquatic centre). We are an active club with a place for new and experienced curlers of any age. There are eight leagues: Men’s who play Tuesday, and another Men’s who play Thursday nights at 7 p.m.; Ladies who play Wednesday at 7 p.m. and another Ladies who play Thursday at 1 p.m.; Retirees Men who play Monday, Wednesday and Friday at 1 p.m. and gladly have retired ladies play with them; Mixed who play Tuesday at 1 p.m. and another Mixed who play Friday at 7 p.m.; there is open curling on Sunday from 12 – 2 p.m. and lastly, Juniors who play Monday at 6:30 pm and Thursday at 4 p.m. The spring season starts this week and ends the week of March 8, 2015. What is the game of curling? Teams are made up of four people (each player throws two stones). Two teams play against each other on one “sheet” (lane) of ice. The four positions are: Lead: Goes first in the throwing order, then sweeps all the other team members’ shots. Second: Throws second and sweeps all other
team members’ shots. Third: Throws third, holds broom (target) for skip, and sweeps only lead’s and second’s shots. Skip: Throws last, holds broom (target) for all other players, tells other players when to sweep. You will need a warm coat or sweater and a clean pair of running shoes (not the shoes you walk through the parking lot with) and gloves. All other equipment is available at the curling rink. How is the game played? At the start of the end, the two skips go down to the far end of the house and begin to direct play for their teams. Each team alternates throwing with the other team one stone at a time. At the conclusion of an end, the two thirds agree on the score and it is marked on the scoreboard. After eight ends have played, the game is over and the team with the higher score wins. A game usually lasts two hours. You may have seen curlers sliding out of the hack to deliver their rock. Are you afraid you would be unable to succeed in this feat? No problem, as there is now a device that is attached to the broom that allows the curler to walk and deliver the rock. Registration and plate important for off-road vehicles

Most of us now know about the new legislation regarding our off road vehicles—ATVs, side-by sides, motorbikes, sleds—and the deadline of July 1, 2015. Why are registration and a number plate important? • Modernizing the registration scheme will help enforcement officers better identify irresponsible off road vehicle (ORV) riders that endanger others, damage the environment or harm animals. • In addition, it will help enforcement officers track stolen vehicles since ICBC’s registration data would be available to officers 24/7. Many ATV clubs and their members in B.C. support these new regulations and feel the tremendous efforts of all the many
partners have contributed to get these regulations this far is amazing and they have done a great job. Many Facebook pages and ORV sites have been bombarded with negative comments and how to’s on avoiding the regulations and filled with misinformation. We would like to take these regulations and try and get the proper information available and where there is a concern, answer it so we can get back to what (we hoped) these regulations were meant to do: bring respect and environment responsibility to our sport of motorized recreation. There is different levels of compliancy. Here is what we know, but you must tell your ICBC agent what your intended use will be: Just registration: This is for the ICBC database of owner and machine; or who legally owns what. Just like a car owner-
ship, your registration is transferable with the payment of the fee and taxes on the purchase price. Otherwise your registration is good for as long as you own that ORV. You are allowed to operate on private land only. Registration and plate: When you add $200,000 third party liability insurance, a helmet and a valid driver’s license, you are now legal to operate your ORV on forest service roads and trails. Note: the Trans Canada Trail is becoming a Forest Service Road. Registration, plate and decal: Adding the yearly decal for ICBC liability insurance now also allows you to cross “roads” at designated crossings and unload your ORV in public parking areas. This doesn’t allow you to drive on public roads. It is each operators responsibility to know the difference between a public road and a trail. For public roads and highways you need:

Thelma Ingle July 5, 1929 Dec. 24, 2014 Thelma was born July 5, 1929 into the large family of James and Elizabeth Gerry in Wilkie, Sask. She grew up enjoying music and a happy farm life in rural Manitoba, making many fond memories with her siblings. Thelma also learned to love the Bible and Jehovah God as a young person and was baptized as one of Jehovah’s Witnesses in 1942 in the Assiniboine River in Brandon, Manitoba. She truly delighted to share the good news of God’s Kingdom with everyone, even during the last months of her life while battling the effects of ALS. Her strong faith in the promised paradise gave her much comfort and hope. She is predeceased by her husband James Ingle, her son David, her brothers Ed, Wes, Bill, Don and Howard and her sisters, Evelyn, Edith, and Edna. She is survived by her dear sisters Isabel and Eva, her son Stephen (Susan), daughters Chris (Charlie), Lois (Wilf) and Charla (Marty) and many grandchildren, great-grandchildren, nieces and nephews. Mom deeply appreciated all the help she got from her family, her many caregivers and dear brothers and sisters at the Kingdom Hall. Her beautiful smile and positive attitude will be greatly missed. A memorial service was held at the Grand Forks Kingdom Hall on Jan 3, 2015.
August 22, 1947 – December 16, 2014 Florence Delene Edwards, 67, passed away after a long struggled with her health on Tuesday, December 16, 2014 in Grand Forks, BC. She is survived by her husband Allan, her two sons Dwaine and David, Brothers John, Leo, Fred, Dave, Bobby, Jerry, Roy and sisters Marie and Janet, her grandchildren Kennedy, Alex, Ben, Josh and Keefer. She was predeceased by her parents Alex and Florence, her brothers Lorne, Eddie, Bill, Bernie and sister Elaine. Flo was born at Hudson Bay, Saskatchewan to Alex and Florence Budnick. In 1970 she married Allan Edwards. Together they raised two sons Dwaine and David Edwards. Florence was a very giving person with a wonderful sense of humour, who loved her flower garden and visits to the casino. She was a loving wife, mother, baba and friend who will be greatly missed. A celebration of Flo’s life will be announced at a later date. The Edwards family wishes to express sincere thanks to the many doctors and staff at the Grand Forks and Kelowna Hospitals for the many hours of special care that Florence received during her illness. It is with great sadness we announce the passing PROOF #1 RUN AT 100%mother, sisof our beloved SPELLCHECK SM ter, grandmother, and great grandmother Gwen. Predeceased by husband Fred, brothers Keith Parry and Bert Parry, grandson Paul Smith and son-in-law Kurt Day. Gwen was born in North Battleford Saskatchewan where she she met and married Fred. They moved to Chilliwack in 1950 where they raised their three daughters. Gwen worked for F.W. Woolworths for 25 years. Fred and Gwen retired back to their hometown of Mervin Saskatchewan in 1980 but returned to Grand Forks in 1996. After Fred’s passing Gwen returned to Mervin until this past summer when she returned to Grand Forks to spend her final days with family. Gwen was always active with many favourite pastimes. She was a seamstress making clothes for her three daughters and many friends. Her green thumb was admired by many. Her flowers not only filled her yard, but also the entire hometown of Mervin. Gwen was an avid golfer for many years as well as a bowler. Fred and Gwen were instrumental in having a Bowling Alley built and operated all by volunteers in their hometown of Mervin. She is survived by brother Lloyd Parry, daughters Lynne (Leverne) Lee and Wendy (Don) as well as many grandchildren and great-grandchildren. Thank You On behalf of my sister Deenna and myself, we would like to thank everyone for the support that we have received during the recent passing of our Dad. Big thanks to everyone who sent food, called, sent flowers, donated money and popped by for a visit. It made it a lot easier during this difficult time. We’d especially like to thank our dear Plotnikoff Cousins Marie and Zoya, and my mother in law Nancy who helped put out the food back at pops place for his going away send off. He would have been in his glory to see everyone enjoying some food and drinks on his behalf. He enjoyed entertaining and having people at his place and would have been delighted listening to the music my fellow Mad Dog brothers provided during the evening. This past year was tough on him with losing the love of his life in April. He was able to stay in his house until his passing and we take comfort that now they are together. In going through his personal possessions after he passed away, I came across an envelope that he kept in his night stand. It was an envelope from my mother with her writing that said “Do not open until August 26, 1967” (the day they were married). There was a booklet with several poems in it, but one in particular she highlighted. I will share it with you.
