Activity around the Central Okanagan was frozen by what’s shaping up to be a record-breaking snowfall. “It’s not quite over yet, but I’d say we’re pretty close to setting a record,” said Doug Lundquist, meteorologist for Environment Canada, Monday afternoon. “This is the heaviest snow any of us can remember in at least 20 years.” The region’s heaviest snowfall to-date was 32.5 cm, recorded at the Kelowna airport Jan. 17 and 18, 1975. By mid-afternoon Monday, that mark was being closed in on, but snow was expected to fall for another 24 hours. Once it passed, freezing rain was on the agenda. The cause for the unusual dump of snow came from what Lundquist called “a clash of the air masses.” Moist warm air coming in from the south, near Hawaii and California, collided with a cold blast of winter air coming in from Alberta. “We are in the in-between zone,” he said. “It’s a clash of air masses—a big clash.” The result caused the region to come to a virtual standstill. As is often the case, it caused a number of delays and cancellations

at the airport and for the first time in nearly four decades schools in the Central Okanagan School District were closed. The school district reported that while there was a minimal administrative presence at all schools, teachers and support staff were not at work.

Both UBC Okanagan and Okanagan College were open in the morning, but as weather and travel conditions worsened, both schools decided to cancel classes that started at noon or later. The Lake Country municipal hall was closed Monday due to the snow, as were a number of out-

door destinations such as the Stuart Park ice rink in Kelowna. Regional snow removal crews were particularly busy and calls were made for all hands on deck. Municipal staff requested that residents help the snow-clearing process by moving their vehicles off the roads.

Without vehicles in the way, crews are much more efficient and able to get through each area more quickly and on to the next section of road. While the district kept the roads clear, residents were asked to clear snow from their private driveways and sidewalks adjacent to their property.

Local fire departments also asked residents to clear snow away from nearby fire hydrants. The Central Okanagan Regional District says you should be self-sufficient with emergency supplies for at least 72 hours. More information is available at cordemergency.ca.

$121,000 and $278,000 committed donations of goods and services. However, that still has the project coming up short by just less than $400,000, forcing organizers to look for more avenues of funding. Currently the Lake Country Food Bank is in the finals of an online contest that could see them win $100,000, when the winners are announced later this month. Still, the project will need to secure more funds in order to start construction this spring. “As you can appreciate, it is extremely difficult for volunteer organizations to make the future financial commitments that will be required to complete this project,” wrote Bob Rymarchuk, the food bank building project director. “We are confident that donations will continue and may exceed our target as soon as shovels are in the ground and it is clear that the project will go ahead.” Complicating fundraising matters for the project are a conflict with

The Lake Country Food Bank is asking the District of Lake Country to guarantee funding up to $250,000 to ensure construction of a new food bank building can be completed this year. Representatives of the Lake Country Food Bank building project were expected to make the request of district councillors at the Lake Country council meeting Tuesday night. Due to the Lake Country Calendar deadline, results from the meeting are not available, however, check lakecountrycalendar.com for an update on this story. The move to build a new building for the food bank is slowly moving closer to construction due to several fundraising initiatives, although it is still running short of the goal for the project, which is expected to cost $1,058,421 to complete. Fundraising efforts to date have totalled $661,400 including land donated by the district valued at $262,000, community fundraising of

the district and its attempt to go after grant money. Rymarchuk said while the food bank project had planned to apply for a $250,000 grant under the federal Small Communities Fund, each community can only submit one application under the program. District staff are already planning to submit an application for a sewer upgrade under the program. With that money seemingly unavailable, the food bank project decided to ask council to guarantee the $250,000 loan to get the project going this year. The Lake Country Food Bank serves about 600 residents per month operating out of a small room in the old Winfield Elementary school, which is now up for sale. “The recent move b School District 23 to list the former Winfield School property for sale has increased the urgency for providing a facility in the near future,” wrote Rymarchuk. newsroom@lakecountrynews.net

▼ ART GALLERY

Work of artist trio featured in exhibit The Lake Country Art Gallery will present “They Tell You Where to Go -an exhibition of abstraction” with work by local Okanagan artists Kara Barkved, Robert Dmytruk and Heidi Thompson from Jan. 14 to Feb. 27. Abstraction is both the easiest and most difficult of art forms, as the results sometimes elicit a “I can do that” response. But those with a deeper understanding of the creative process know that abstraction calls for something more from its artists—surrender, careful listening, call and response. Heidi Thompson, is an artist based

in Vernon, who is interested in the vibration of colour. Summerland artist Robert Dmytruk has been refining the vocabulary of his abstract works for years now—it reflects on the identity of the land near Wabamum Lake, which is located one hour west of Edmonton. Kara Barkved is an artist also based in Vernon. Her work is about exploring the unseen connections between things. “They Tell You Where To Go” opens on Wednesday, Jan 14, from 6 to8 p.m., with the artists in attendance for the opening reception. The art gallery is at 10356 Bottom Wood Lake Rd.

▼ NEW YEAR’S BABY

Bundle of joy arrives for Lake Country couple KATHY MICHAELS

They weren’t expecting a new year’s baby, but Lake Country residents Mike Thompson and Andrea Heagle couldn’t have been happier about the early arrival of their adorable little bundle. Miller John Thompson was born at 2:32 a.m., Jan.1—over two weeks ahead of schedule—and weighed in at seven pounds, three ounces. He was initially dubbed the region’s first New Year’s baby. Later, however, it was made clear that he’s Lake Country’s New Year’s baby, alone. A home-birth to a Kelowna family, .clocked in at 1:49 a.m., edged Miller out of the first Okanagan baby space. Confusion about the region’s two newest residents arose from the fact that Interior Health officials were first informed about Miller’s birth, given that he arrived at Kelowna General Hospital and his parents were easily able to give consent to release their names to the media. The health authority did not have any information about the home-birth family until after the New Year’s baby announcement was made. Nor were they given consent to release that family’s contact information. It was after a family member went online after the fact to get things straight, when health authority representatives learned about conflicting information. Miller’s parents, however, aren’t bothered one way or the other. He’s their first New Year’s baby and his arrival date is far less important than his overall well being. “I don’t want to be cliche, but we

were just happy to have a healthy boy,” said Miller’s dad, Mike. “He’s been phenomenal, He barely squawks, he eats and sleeps really well—it’s all been really good.” The family was just being discharged from the hospital Friday morning and mother Andrea looked calm, collected and ready to get on with the business of raising an up and coming hockey star. At least that’s what dad-Mike is hoping— and if Miller’s birth story is any indication, it may be in the cards. “We were at home and Andrea felt that her water broke,” he said. That happened at around 1 p.m., but instead of panicking the couple decided to stay home to watch the Canada-US junior hockey game. “I was more worried about the hockey game than anything else,” Mike said, with a laugh. Some time after Canada won 5-3, the family headed to the hospital. “Nurses checked out Andrea and she was still a little bit away, so we went to a friend’s house,” Mike said. Around five hours later, at 10 p.m., they returned to KGH and Andrea was in full labour by around 1:30 a.m. “It went great…she had no drugs or anything, and we got to enjoy him right away,” said Mike, adding that the staff at KGH are “phenomenal.” Awaiting Miller at home is his big sister by five years, Cameron Rose. “She’s so excited, she’s going to be a great big sister,” said Mike.

’ve never been sure why churches burn incense for liturgical celebrations. Encyclopedias don’t tell me how the practice originated—just that it seems to be almost universal, in all religions. Some believe the sweetish smell was supposed to rise to heaven and please the deities. It may equally well have been a way of covering up the stink of unwashed bodies crowded into confined spaces. Or perhaps it deterred pesky insects. Who knows? Incense was one of the gifts that the Magi—the fabled “Wise Men from the East”—brought to the infant Jesus, according to the story in Matthew’s gospel. Yesterday, Jan. 6, marked the traditional anniversary of that gift giving. The church calls it the “Epiphany,” which means, loosely, the manifestation (or revealing) of Christ to the non-Jewish world. Epiphany also ends

The Americans still ripping us off on water T he U.S. has Canada over a barrel on water as well as oil these days, but the tide is turning. Last week I mentioned a new book called “The Columbia River Treaty—A Primer” by members of Simon Fraser University’s climate adaptation team. This slim volume makes the case that B.C. has ended up with a shockingly bad deal from this 1964 treaty, which concerned itself entirely with flood control and hydroelectric power. In those days, there was little or no environmental assessment. Agriculture, fish habitat and aboriginal impacts were ignored. More than a decade after the disastrous flood year of 1948, once Ottawa stopped its bureaucratic delays, U.S. public and private power utilities paid B.C. $254 million to build three dams on the Columbia system. Those dams (and one at Libby, Montana

BC Views

Tom Fletcher that mostly floods B.C. land) hold back the huge spring runoff from the Rockies and then dole out water for power production in B.C. and for the 15 hydro dams previously built downstream in the U.S. The U.S. payment was for half the power over 30 years, which B.C. didn’t need at the time. Then our American cousins cut us another cheque for $64 million, an estimate of the value of flood protection from 1968 all the way to 2024. Boy, did we get taken. The SFU team calculates the value of that

flood control to the U.S. at more like $32 billion. That’s not even the worst of it. The Kootenays were once the leading fruit and vegetable growing area in B.C., bigger than the Okanagan. Now in the Arrow Lakes and other reservoirs, levels rise and fall dramatically to steady the flow south. In addition to the large areas permanently flooded by the Mica, Duncan and Hugh Keenleyside dams, this renders more of B.C.’s prime bottom land impassable. B.C. is paid precisely zero for this sacrifice, while Washington state has developed a $5 billion-a-year farm economy using our stable irrigation source. That has helped their tree fruit growers push some Okanagan orchardists out of business. As U.S. billionaires continue to bankroll environmental attacks on B.C. and Alberta energy

projects, it’s worth noting that long before the treaty, the U.S. military-industrial complex had wiped out the Columbia River salmon runs. The U.S. Army Corps of Engineers and its private power partners dammed everything they could find, exterminating a fishery bigger than the Fraser River that had sustained aboriginal people on both sides of today’s border for thousands of years. B.C. Energy Minister Bill Bennett and SFU’s Jon O’Riordan both described to me their experience at the Columbia River Basin conference, held last October in Spokane. Their main impression was that Americans, including traditional tribes, want those salmon runs restored. Vast amounts have been spent on hatcheries and habitat to speed recovery below the Grand Coulee dam, which stands like a giant tombstone for migratory fish-

eries above it. Should the Americans ever manage to get salmon above their biggest dam, it will largely be up to B.C. to provide sufficient cool water to keep them alive. That service has an increasing value to the U.S. as well as an ongoing cost to B.C. Bennett surprised some in Spokane when he said the U.S. needs to pay more for the benefits from the Columbia River Treaty. The flood control agreement expires in 2024. The treaty requires 10 years’ notice for either country to exit. Climate shifts are expected to make B.C. water more important than ever. Your move, Uncle Sam. TAYLOR FROM A4 her unclean. The Magi probably arrived closer to two years after Jesus’ birth. Otherwise, Herod wouldn’t have had to massacre every boy in Bethlehem under that age to make sure he got rid of the threat to his throne. If it happened at all, that is. Think about it—a caravan of wealthy foreigners shows up in a town of poor people. The strangers hand out fabulous gifts of gold and rare resins. Do you suppose Herod’s soldiers would have any trouble finding which family they had favoured? The one with the new Mercedes in the driveway, and their toddler already registered for Harvard Divinity School, of course. The rest of Jesus’ life story would be different too. With those gifts, his family wouldn’t be poor anymore. They would, in fact, be wealthy by comparison with their contemporaries. No, both the gifts and the givers are clearly symbolic. Gold, the universal element of worldly wealth. Incense, invoking worship. Myrrh, a precious antiseptic ointment used to delay the decay of corpses.

So the Magi proffered three ideals— material abundance, adulation, and immortality. Is it a coincidence that those are the same three temptations that the devil supposedly offered Jesus in the wilderness? Is it a coincidence that Jesus ordered his disciples to take nothing with them when they went out evangelizing? That he refused to let awestruck audiences appoint him their king? And that he made no attempt to save his own life when the Romans nailed him on a cross? From birth to death, the same three threads weave through the tapestry of his life—rejection of material wealth, hero worship, and self preservation. I don’t think the gospel writers were spinning sweet stories; they had a point to make. The gifts of the Magi—Matthew reminds us—reflected the ideals of an alien culture. I wonder if, far from glorifying the Magi, Matthew might have been ridiculing them. Jim Taylor lives in Lake Country. rewrite@shaw.ca

On Friday, Dec. 5, I was pleased to join a roundtable discussion alongside my colleague MP Dan Albas and other stakeholders, including Tourism Kelowna, at the Kelowna Yacht Club to report that our government, under Fisheries and Oceans Minister Gail Shea, has taken new proposed regulations in place to fight against aquatic invasive species. The proposed regulations are a result of close consultation with provincial and territorial governments.

As required, on Dec. 6 the proposed AIS regulations were published in the Canada Gazette, Part I to allow for a 30day public comment period. More information can be found at gazette. gc.ca under the Saturday, Dec. 6, edition. The federal government takes the issue of aquatic invasive species very seriously and is

committed to preventing the introduction, spread and establishment of AIS in Canadian waters. Ottawa invests more than $14 million annually to address the issue of aquatic invasive species, thereby fostering healthy, safe and sustainable Canadian waters.

HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

This will help prevent incurring costs associated with the establishment of invasive species, including impacts on fishing and aquaculture activities, recreation and tourism-related activities, and infrastructure. These new regulatory provisions would also address enforcement.

While current regulations can be enforced by provincial Enforcement Officers, now Canadian Border Services Agency officers will also have the ability to enforce prohibitions against import at the Canadian border, such as ordering a vessel back to a U.S. washing station before allowing it to enter Canada. Aquatic invasive species pose a significant and growing threat to British Columbia. That’s why it’s so important that we work towards a coordinated and comprehensive approach that will safeguard our lakes, rivers and coastal waters, including Okanagan Lake. Anna Sears, executive director of the OBWB, has already publicly stated that the proposed rules appear to be just

what the water board was looking for as a response. Nancy Cameron, with Tourism Kelowna, and Tom Dyas, of the Kelowna Chamber of Commerce, have also shared their enthusiastic support. If you have any comments, I encourage you to participate in the 30 day consultation and look forward to the proposed regulations being put in place. I am now back working in the riding and would like to remind you that if you need assistance or information related to the federal government, or want to get together for a cup of coffee, do not hesitate to contact my office at 250 470-5075 or by email at ron@cannan.ca. group of municipalities attempting to purchase the old CN Rail line from Kelowna through Lake Country and to the edge of Vernon should know within the first few months of 2015 whether they have been successful in buying the corridor for $22 million from CN. But the ramifications of the purchase on the Okanagan Indian Band (OKIB), which claims the land as its own, will likely take much longer before they become clear. And for me, this saga that dates back all the way to the late 1800s is the biggest story of 2014, not only here in the Okanagan, but it should resonate with all of us who are living on these lands that were first inhabited by First Nations, before European settlers moved in. Kelowna, Lake Country and the North Okanagan Regional District will combine to raise about $15 million of the $22 million that CN wants for the corridor. According to officials in Kelowna and Lake Country, the rest of the money is set to come from higher lev-

els of government. The fact that the OKIB land claim has been ignored for so long is what has turned this story from a win-win into something that just doesn’t feel right. Sure, I hope that the corridor is saved and is turned into something great. CN would have sold it to private parties otherwise. But what does it say about the higher levels of government when they have ignored the OKIB and its claim to the land yet they will step in and throw $7 million to local municipalities to buy the land from CN? And what does it say

about our elected officials at the local level that not one of them has stood up and said one thing about the First Nations’ story in all of this? Doesn’t anyone have the guts to call a spade a spade? No, the municipalities have said this isn’t their issue. They say it’s for higher levels of government to deal with First Nations. But standing by and watching First Nations get walked on again does not mean there is no blood on your hands. The group invited the OKIB to the table to take part in the process. What did they think? The natives wanted to buy their own land back from CN Rail? No, that was just due diligence by the group so they could say they tried. When CN was given the land to use as a rail line, it was supposed to be given back to the First Nations when no longer used for a rail line. And now the company is set to profit to the tune of $22 million.

For over 120 years the Okanagan Indian Band has laid claim to the territory that the CN Rail Line runs through. In 1877, the federal government designated it as a reserve, only to take it back in 1891 and give it to white ranchers. Courts have ruled that First Nations do have rights to the land. Lake Country Mayor James Baker called it a mess then and he calls it a mess now. Meanwhile, OKIB chief Byron Louis and his band have come out in opposition to the deal. It’s time for the governments to deal with this land claim. It’s time to right a wrong, not pile on to the list of atrocities and mistreatment of First Nations. It’s time for someone in local government to have an opinion on this other than to say it’s the opportunity of a lifetime. Opportunity of a lifetime? Not for the Okanagan Indian Band. For them, it’s just more of the same.

The group is asking for the public’s help to create a healthier, happier and more inclusive Lake Country by seeking the opinions of all local citizens to help the society form and prioritize the future health needs in this community. Residents can voice their opinion by taking the Lake Country Community Needs Assessment survey. The purpose of the

survey is to collect information from the four wards in Lake Country to gain a better understanding of the current health and wellness of local residents. The information collected will be used to develop a Lake Country Community Health Profile, used to develop programs to improve the health of the community and its residents. The survey is online at lakecountryhealth.ca while paper copies can be found at the group’s office, 10080 Main St. (behind the police station in the white building). Ask The Dentist! by Dr. Lina Jung, DDS

What Does Your Dentist Really Want For Christmas?

Q: I was in a dental office recently where one patient was causing such a ruckus it took 2 staff to show her the door. She was obnoxious, and created a commotion for everyone else. Why should a dental office (or any office) have to put up with that? A:

As it is just past Christmas – let me tell you what most dentists would love for a holiday gift! We love our wonderful patients – always. Most patients are great, but there are always some individuals where a 'little' goes a very long way. Most of the time it isn't something like dentalphobia (fear of dentists) that is a problem, although that resides in about 1/3 of the population. The problem is usually someone being uninformed – about the treatment they wish, can afford, or truly need in order to be a healthy individual. For instance, if one noticed their hands or other body parts were bleeding they would be shocked and run to their physician. This wouldn't be tolerated at all. Yet, we see patients whose gums bleed from the slightest touch with advanced periodontal disease –yet still resist treatment to correct it. A car owner wouldn't take a vehicle in to the shop for a repair – return at 4:30 to pick up the car and then inform the service manager that he was a 'little short'.

Q A

Does the fluctuation in my property assessment value affect the potential list price of my home?

This is a common question that sellers ask me all the time. The market value of your home takes into account the location of the home, the neighborhood, the views from the home, total home square footage, the layout and architectural uniqueness of the home, the home’s age, the quality of finishing details, and the overall condition of the property. Home assessments are based on a set of general and standardized measurements and ultimately do not reflect the true market value of your home on the current market. With 2014 having been an extremely busy real estate market, there are many comparables to use for qualifying your appropriate list price and your professional Realtor will have the experience needed to justify the best list price possible. Ultimately, the sale of your home will be based on what a buyer is willing to pay for a home and what the homeowner is willing to sell it for. When you decide to list your home, call Petrina to receive an evaluation of your home’s potential in this busy market!

I will say that our patients are a joy to treat. I hear my best jokes from patients! Many work in local companies I patronize. The woman you observed is in the '1%' of unusual folks who challenge anyone's collective patience – whether they be causing a disturbance, butting into a line, or anything else. We in the healthcare industry are not immune – we see them too! A medical colleague of mine who works the emergency wards on weekends told me he can trump any weird story coming out of a dental office. He says the situations his hospital staff endure would test the patience of a policeman. As a dentist, I consider myself lucky. All I ever want for Christmas are more great patients like you! ©

Q A

What question would you like a qualified professional to answer?

The car industry has trained people that they pay for services rendered or they don't get their car until they do so. In every dental office in the country patients come to the front desk with no information about their current dental insurance. In Canada some insurance providers are using Privacy Laws as a reason to refuse to even speak with the dental office. Often the insurance is used up, and sometimes even lapsed. In that case the receptionist is now faced with trying to balance the books with a treated patient without funds. All of us in the industry would gladly switch any trinket under the tree for patients who have done their own homework on their insurance limitations. We actually cannot do that for you in many cases.

My New Year’s resolution is to focus on my health. Is there anything in particular that I should do to maintain the health of my eyes?

A couple of weeks ago, I made the statement that foods that are heart healthy are also eye healthy. If we think about it, the blood that supplies and nourishes our eyes is the same that nourishes the rest of our bodies. There is really no difference between what is beneficial for our cardiovascular system and for our eyes – and no great sense complicating this point. That being said, there are specific elements that are known to be of the highest benefit to our eyes – namely vitamins C and E, lutein, zeaxanthin and Omega-3 fatty acids. While there are certainly supplements available that provide these nutrients, it is important to remember that our body benefits most from these materials when obtained from whole foods. So, barring direct instruction about supplement use from a Doctor of Optometry I would recommend you focus on diet and maintaining routine annual eye examinations the benefits should follow! 49-9522 Main St. Lake Country 250-766-4240 www.lakecountryoptometry.ca

▼ CN RAIL CORRIDOR

Half of Lake Country’s $5.1 million dollar tab to purchase the 16 kilometres of the CN Rail corridor running through Lake Country is coming in the form of a loan, interest free for three years, from the City of Kelowna. Here are some of the details of the loan, set out in a memorandum of understanding between Lake Country and Kelowna: •Kelowna and Lake Country will each pay 50 per cent of the purchase price for the acquisition of the Lake Country corridor from CN, which purchase price is presently estimated at $5,145,000 •Kelowna and Lake Country will be registered as tenants in common of the Lake Country corridor (50 per cent each) •As Lake Country reduces Kelowna’s investment interest, its interest in the ownership will increase while Kelowna’s will decrease •Lake Country purchase from Kelowna will not be based on market value but on actual purchase price •No interest will be applied to Kelowna’s investment in the land for three years. Subsequent interest will be applied to Kelowna investment by a rate established by the Municipal Finance Authority on Jan. 1 of each year •The proceeds from the disposition/sale of land’s along the Lake Country corridor that are considered surplus will go entirely to reducing Kelowna investment in Lake Country lands

Open houses to start AAP to borrow money KEVIN PARNELL The District of Lake Country will hold a pair of open houses to answer questions and provide information on the district’s move to use the Alternative Approval Process (AAP) to borrow money for the purchase of a portion of the CN Rail corridor running through Lake Country. District council met on Tuesday night to officially set the AAP in motion, as council proposes to raise taxes by 1.68 per cent to borrow half of its share of the $5.1 million to purchase the corridor, with the other half coming as a loan from the City of Kelowna. Open houses will be held Jan. 15 in Oyama and either Jan. 14 or 21 at Lake Country municipal hall as the district will look to provide information on the attempted purchase and the AAP to residents of Lake Country. The district has also established a dedicated page on its web site (okanganway.ca) with information on the AAP and will send a direct mail-out to residents to educate the public on the process. “We have a huge communications process that we are undertak-

ing with the AAP,” said Lake Country corporate services manager Reyna Seabrook, who added newspaper advertisements and regular mail would also be used to try and get the information out to the public. The AAP is open to all qualified electors in the district, some 9,315 residents, according to the 2011 census done by Statistics Canada. Electors opposed to the borrowing of the funds must sign and return an electoral response form. The forms will be available at the district office and on its web site beginning on Jan. 14 and will be available until the deadline of Feb. 23. If the number of responses is less than 10 per cent (931 residents), the district will be able to borrow the money. If more than 10 per cent are opposed, the district and its partners will have to try to find other ways to raise enough money for the purchase. Both Kelowna and NORD have enough money in their coffers to pay for their share, while Lake Country does not, hence the need to raise taxes and accept the loan from Kelowna. District councillors have been supportive of the attempted purchase with several saying Lake Country residents they have heard from have been positive about the move. ▼ MUNICIPAL HALL

Council signs off on third round of fiscal restructuring Reorganizing, restructure or business systems review. Call it what you want but changes within Lake Country municipal hall in 2014 were a hot-button topic in the district and stretched into the November civic elections. Under the final phase of the district’s restructuring, some employees were let go and departments of the district reorganized in a move the district said would save about $230,000 a year. But critics of the plan said the district had to pay out as much as $1 million in severance packages. While it became an election issue, voters didn’t seem to hold the current council to task as the mayor and four of the five incumbents running were re-elected and vocal challenger Randy Rose was defeated. “We were top-heavy before and now we’re not,” said Lake Country mayor James Baker, . Critics said cuts to the Parks and Recreation department were hard hitting. It was the third round of restructuring at Lake Country municipal hall. “The business systems review will make the local government services more efficient and less onerous to the taxpayers,” said administrator Alberto De Feo.

news ▼ HUNTING

Regulation changes won’t be favouring B.C. hunters BRIAN COOMBS There are plenty examples of this and other provinces, and even the country, giving money and resources away to people who don’t live here. Well, the province is doing it again with its new hunting regulations. The regulations greatly increase the amount of animals that non-resident hunters can bag. This is great news for the Guide Outfitters Association of BC (GOABC), and according to the B.C. Wildlife Federation, bad news for resident hunters. The regulations mean that there will be less available elk, moose, mountain goat and grizzly tickets available for resident hunters. However, there are no hunting quotas for mule deer or whitetail deer. So lets look at these changes in perspective. If you are a person who hunts for food, there is still plenty of opportunity to fill your freezer with venison. And in these expensive times, going out to bag a whitetail makes good economic sense in terms of feeding a family. That does not however, excuse this recent legislation. This office has received many letters over

CONTRIBUTED

PARENT Ed Petrukovich and his son Matthew at Davidson Road, one of three

elementary schools in Lake Country and the only one running over-capacity. the years stating that while some hunters say that they do hunt elk and moose, and even bear for food, that is a preference, not a need. They say that the hunters who go after these animals do so for the trophy and prestige of bagging big game, with the meat being a secondary consideration. But while trophy hunters, which much of this new legislation is for, may be considered by some to be making up for inadequacies by killing something much more magnificent than themselves, that is not

the point. GOABC claims that the 5,000 non-resident hunters that visit the province each year generate around $120 million. In total, the revenue generated by all hunting in the province sits at around $350 million. The numbers trotted out by the province say that resident hunters bring in around $7 million in license fees, but this doesn’t come remotely close to the economic benefit brought in from the more than 100,000 hunters who live here, hunt here and

spend their paychecks in the local economy. What is at stake here is the same principal behind all of the resources this province possesses. Experts have argued for decades that if all the timber harvested here was given extra value by local industry, the amount of extra money coming into the province would be enormous. Refining gas or bitumen here, rather than shipping raw product, would also generate a huge amount of funds, but in both cases, the province seems to want to ship the raw materi-

als out as quickly as possible before buying back the refined product for a much great cost. Call it the Canadian way, but we are selling ourselves short. The same is true for these new regulations for hunting. Regardless of whatever reasons for the switch, people can be forgiven for thinking this is yet another example of the province that prefers to sell out to non-residents rather than give the people who live and spend here an even break. As a note for GOABC, this organization may want to watch what it asks for. More hunting permitted for non-residents will open up your market to newcomers. When more people feeling they can make a living as a guide outfitter under the new rules, the prices charged today will go down. Discount outfitters will crop up and before

you know it, owners of these operations will be fighting to make minimum wage. And no matter what some feel personally about hunting for anything other than food,

Addressing the addiction treatment shortfall

As this has been the season for holiday parties, festive drinks and many occasions to host or be entertained. We hear a lot of ads and public service announcements at this time of year reminding us to indulge responsibly and of course not to drink and drive. While these are all positive and important messages, what we don’t often talk about is where our province is headed in terms of treatment of substance abuse. Recent figures from the provincial government show hospital visits due to alcohol have increased by 63 per cent in the Vancouver area in the last four years (ending in 2013) and visits to St. Paul’s Hospital for substance abuse have gone up by almost 90 per cent. These numbers are surprising given how much we all know of the dangers and ill-effects of substance abuse. Surely, numbers should be going down

Healing Minds

Paul Latimer as we gain more awareness—shouldn’t they? Harm from alcohol abuse is particularly on the rise—the Canadian Centre on Substance Abuse says it accounts for 10 times more hospital costs than all other substances combined. Perhaps this is to be expected since we can all access alcohol legally and easily—but why are hospital stays due to alcohol on the rise? According to a study published in Addiction, hospital increases seem to occur in conjunction with increased availability and deregulation of

alcohol sales. For every 20 per cent increase in the density of private liquor stores, alcohol related deaths increased by 3.25 per cent. As you probably know, our province is in the midst of some major shifts when it comes to regulations and access to alcohol. In April new legislation will allow alcohol sales in grocery stores and government liquor stores to open Sundays. Should we simply sit back and wait for the corresponding deluge in fatalities and health care costs? I am not saying we should board up the liquor stores, ban bars or prohibit alcohol in our communities—but clearly we need to examine what effective measures can be taken to encourage people to make healthy, safe choices around alcohol and other substances. An investment in appropriate awareness campaigns and compe-

tent addictions treatment is a good place to start. A recent study from Columbia University found only 10 per cent of people with chronic substance abuse problems are receiving treatment. This is especially abysmal since the same study showed 70 per cent of people with other chronic health problems are receiving treatment. Professional, evidence-based treatment is also needed. Many with addictions rely on treatment from people who are not trained in the area and using methods that are not effective. Physicians and other health care professionals need to receive adequate training in up-to-date treatment methods for addiction. This is an area that has received research attention in recent years and there are some excellent options available. If we are going to make it easier for everyone to access alcohol at the holidays or any time of year, we would be wise to also make it easier to get help when abuse and dependence occur. Secular sobriety group celebrates anniversary For the Kelowna Secular Sobriety Group (KSSG), January will mark two years of helping local people tackle their addictions. The peer support group follows the SMART Recovery program which encourages self-empowerment by providing a safe, respectful and anonymous setting for anyone who wants to work towards becoming and staying alcohol and drug-free. Unlike 12 step programs, SMART promotes self-empowerment, and teaches self-directed, science-based techniques that help individuals learn how to change their situations, improve relationships and achieve lifestyle balance. It includes information on exercise, healthy eating, getting proper sleep, and identifying

and resolving underlying problems. All while supporting and respecting individual differences in recovery. (More info at smartrecovery.org.) Over the past couple of years, the group has helped many local people who have been struggling with addiction. And what better way to celebrate its anniversary, than with the birth of new SMART Recovery support groups. One regular participant in KSSG meetings, Tim P., found the group so helpful in getting and staying sober, that he has recently trained as

a SMART recovery facilitator himself and is starting a couple of new groups in the New Year. Meetings in Rutland are on Wednesdays at The Bridge Youth & Family Services, 760 Highway 33 West, portable #2, behind the main building. Friday meetings in the Mission start this week at 7 p.m. in the Scout log building behind the Okanagan Mission Hall, 4409 Lakeshore Rd. Tim can be contacted at smartkelowna@gmail. com. The KSSG currently meets Tuesdays, 7 p.m.,

at 204-1456 St Paul St., in downtown Kelowna. It is facilitated and coordinated by Van Hill and supported by the Okanagan branch of the Centre for Inquiry, a non-profit charity that promotes the values of reason, science, humanism and secularism. For more information about the KSSG, contact Hill at soberkelowna@ gmail.com or, if you’d like to attend meetings, join their meetup group at meetup.com/Kelowna-Secular-Sobriety/. Anyone looking to get and stay sober is welcome.

Lions host Pasta & Blues Night A Pasta & Blues Night fundraiser will be put on by the Lake Country/ Winfield Lions Club on Feb. 7, 6 to 9 p.m., at Winfield Memorial Hall. Entertainment will feature The

Dreamland Band, Alisa Parker and other guest singers. Tickets are available at the Woodsdale General Store or by calling 250717-7615.
