Region pursues wharf transfer from feds
An armed woman held up the Husky gas station Tuesday night. At 3:44 a.m., Campbell River RCMP responded to a report of an armed robber y at the Hu s k y G a s Station located at 1830 Island H i g h w a y. A lone suspect e nte re d t h e store and produced a black handgun and told the clerk to give her all the money from the till, Cpl. Poppy Hallam said. The clerk had no cash in the till at that hour and told the suspect. The clerk had $5 in her wallet and gave the suspect that. The suspect fled, possibly in a dark coloured sedan. The clerk was not injured. The suspect (above) is described as a Caucasian female, 5’1”, heavy set and possibly in her late 20’s, early 30’s. She was wearing a dark grey hoodie with the hood up, black sweatpants tight at the ankles or tucked into black boots, blue hair poking out from under her hood, sunglasses, black gloves and a black bandana covering her lower face. All available police resources were utilized including the Police Service Dog and Campbell River RCMP Major Crime Unit, however the suspect was not apprehended. The Tidemark Theatre is looking for a sponsorship deal with the Strathcona Regional District. The theatre, which has an annual operating budget of $450,000, is pursuing corporate sponsorships in 2015 to help offset the costs of event hosting. Kim Emsley-Leik, managing director of the Tidemark, asked the regional district at its Wednesday board meeting to mull over an annual contribution to the theatre. “Our request to the Strathcona Regional District is to consider making an investment of $10,000 per year, which would put us in line of how the Sid Williams Theatre (in Courtenay) is funded, which is our southern counterpart,” Emsley-Leik said. But while the Comox Valley Regional District does provide the Sid Williams with more than the

There’s about 25,000 people in the rural areas of the Comox Valley, whereas, you know, there’s 7-or8,000 here on the northern side,” Leigh said. “It doesn’t really translate that because the Comox Valley is putting in $10,000, that will be the same here because we’re drawing on a much smaller rural population.” The City of Campbell River provides the Tidemark with $175,000 annually, because the majority of patrons are from Campbell River. The Strathcona Regional District provided the Tidemark with a $1,500 grant last year.
Emsley-Leik noted that while the majority of the 25,152 tickets sold last year at the Tidemark went to Campbell River residents, 16.6 per cent of theatre goers in 2014 reside in the Strathcona Regional District. Approximately 13 per cent of ticket users were from Area D while three per cent were from Area C (Quadra Island). Area C Director Jim Abram acknowledged that there will likely be an even smaller showing from his region at the Tidemark this year thanks to the new BC Ferries schedule. “A perfect example of the negative impacts of cutting late night ferries,” Abram said. “That three per cent will drop to zero because nobody will be able to attend your functions.” Still, the Tidemark Theatre Society is trying its best to bring more people into the seats. Over the past year, the theatre has undertaken
lighting upgrades, implemented an online ticketing system, renovated its box office, renovated the lobby and painted the washrooms, purchased a new projector, and perhaps most importantly – put in brand new theatre seats. The Tidemark has also recently partnered with Vancouver Island Music Fest to help bring in higher end shows. Emsley-Leik said the Theatre Society is also trying to host more acts that will appeal to a wider age demographic. “We get a lot of comments that a lot of people haven’t even been into our venue and we have to wonder why that is,” Emsley-Leik said. “Once that retiree population moves out of the system, we need to build that next base of theatre goers.” In the end, directors voted to defer a decision on any possible annual contribution to the theatre until the 2015 budget discussions.

of local governments to take over ownership of public wharves from the federal government under the Port Divestiture Program. Since 1996, Transport Canada has transferred more than 80 of its public port facilities in B.C.
Emsley-Leik said that funding contributions will go towards further upgrades, such as renovating the concession and painting the greenroom. The society is also looking to apply for a grant to make the theatre more wheelchair accessible.

Carihi forestry class gets new wheels The Carihi Forestry class now has transportation to get in and out of the woods thanks to the Campbell River Forest Education Association. The Forest Education Association purchased the 24 passenger bus through a donation by the Truck Loggers Association. Logo space on the bus was offered to local companies and associations connected to forestry through a sponsorship donation. As many as 20 different groups contributed, showing their support for forest education: Truck Loggers Association, Blue Thunder Contracting, Interfor, Western Forest Products, Strategic, Holbrook Dyson Logging, TimberWest, Probyn, Boyley Auto Body, Finning, Carmac Diesel, the Association of BC Forest Professionals, Capacity Forest Management, Bailey Western Star, Dyer Logging, Wahkash Contracting, MNP Accounting, Campbell River Auto Center, and Newcastle Timber. The bus will help transport students to and from

The 27th Annual Bowl for Breath will take place on Saturday, Jan. 31 and Sunday, Feb. 1 at Campbell River Bowling Centre. The event raises funds and awareness for Cystic Fibrosis Canada and elementary, middle and secondary students can participate in the Bowl for Breath. There are several shifts to choose from and each participant bowls two games. Students can register at participating schools by contacting the school coordinator or checking in the school office for a registration form. Foot ferry plan springs a leak
Nanaimo’s foot ferry project isn’t exactly getting off on the right foot. Island Ferries will miss an overly optimistic March 2015 startup deadline laid out in a lease agreement with the City of Nanaimo. We have had to make do without a foot ferry for almost nine years now, so we were of course encouraged when Island Ferries first pitched its plan, back in October 2013, to begin a passenger-only service to and from downtown Vancouver. At the time, the company indicated that it needed what it categorized as “final investment,” plus a partnership with the city. Last year it signed an agreement with the municipality to dock two catamarans at a waterfront property. But final investment hasn’t happened. In the months leading up to a federal election, we can expect the Conservatives to give generously, but also strategically. Mayor Bill McKay has mentioned he would even be willing to fly to Ottawa to ask for the building fund handout, and if he’s successful, then his airfare is money well-spent. There are already significant tax dollars being sunk into this foot ferry, and now what we’re doing, in a way, is asking for more. We want Island Ferries here because the service would be useful, close and convenient and it would give us more transportation options. It could also attract newcomers, commuters, tourists and business opportunities. These are things that we want and need. But not at any cost. Will Island Ferries be a viable business in Nanaimo? If not, then what will it be? For now, we hope this foot ferry finds its funding, and finds it footing. – Black Press

The U.S. has Canada over a barrel on water as well as oil these days, but the tide is turning. Recently, I mentioned a new book called The Columbia River Treaty – A Primer by members of Simon Fraser University’s climate adaptation team. This slim volume makes the case that B.C. has ended up with a shockingly bad deal from this 1964 treaty, which concerned itself entirely with flood control and hydroelectric power. In those days there was little or no environmental assessment. Agriculture, fish habitat and aboriginal impacts were ignored. More than a decade after the disastrous flood year of 1948, once Ottawa stopped its bureaucratic delays, U.S. public and private power utilities paid B.C. $254 million to build three dams on the Columbia system. Those dams (and one at Libby, Montana that mostly floods B.C. land) hold back the huge spring runoff from the Rockies and then dole out

Their main impression was that Americans, including traditional tribes, want those salmon runs restored. Vast amounts have been spent on hatcheries and habitat to speed recovery below the Grand Coulee dam, which stands like a giant tombstone for migratory fisheries above it. Should the Americans ever manage to get salmon above their biggest dam, it will largely be up to B.C. to provide sufficient cool water to keep them alive. That service has an increasing value to the U.S. as well as an ongoing cost to B.C. B.C. Energy Minister Bill Bennett surprised some at the Columbia River Basin conference, held last October in Spokane, when he said the U.S. needs to pay more for the benefits from the Columbia River Treaty. The flood control agreement expires in 2024. Climate shifts are expected to make B.C. water more important than ever. Your move, Uncle Sam.

Hospital receives late Christmas gift The Campbell River Shrine Club made a special visit to the Campbell River Hospital’s Maternity Department recently to deliver a donation that will support the purchase of three important pieces of equipment. That donation will go towards a Data Scope, Fetal Doppler and Humidifier with Neopuff.
On average, 400 babies are born in the Campbell River Hospital each year and an infant Stabilette is present at each birth. A Fetal Doppler is a hand-held ultrasound transducer used to detect the fetal heartbeat for prenatal care. It uses the Doppler effect to provide audible simulation of the heartbeat.

Two Quadra Island properties that want in on a sewer extension project got their wish this week. Nearly six months after first making the request, owners of two properties on Pidcock Road will be included in the sewer service extension to Quathiaski Cove and Heriot Bay Road areas. The Strathcona Regional District board of directors granted the inclusion at its Wednesday board meeting in Campbell River. The board was set to make that decision in midDecember, however it was waiting on approval from the province and
a decision was delayed until Wednesday. The sewer project will provide 38 Quadra Island properties with sewer service. The original 36 property owners passed a referendum last summer, agreeing to pay $9,100 plus an additional cost to hook their property up to the sewer line – a cost which will vary from home to home.
Mail policy changes The Strathcona Regional District board approved a mail policy change Wednesday that will allow regional district staff to open any mail sent to the corporate office that is addressed to

however, directors will have to wait until the next board meeting to give staff time to prepare the appropriate bylaw amendment.
Chair Jim Abram. Abram, who lives on Quadra Island, joked that the “controversial” mail policy change was brought forward to staff so that he would not miss out on timely correspondence. “As chair, t hings come in the mail that’s extremely important and it might be a week before it gets opened when the director is on Quadra,” Abram said. Other directors also expressed interest in having their mail opened by regional district staff,

Area D Director Brenda Leigh was appointed to the Tlowitsis Treaty Advisory Committee while Sayward Director John MacDonald was appointed to the Municipal Finance Authority and Municipal Insurance Association and Campbell River Director Larry Samson was appointed to the North Island 911 Corporation.
Council names Airport Authority members At its Dec. 16, 2014 meeting, City Council appointed three members to Campbell River’s Airport Authority Commission to replace those whose term has expired. Council endorsed the Campbell River Airport Authority’s recommendation to appoint Susan Sinnott, Gordon Chu and Ross Sharp for a three-year term. Sinnott and Chu are retur ning commission members whose term had expired. Ross Sharpe brings important skills and experience to the Airport Authority, including experience in municipal government, economic development, tourism management and land development. “City Council and the Airport Authority

World’s great theatres brought to Campbell River C ampbell River may not have a Shakespearean theatre, opera house or a gallery of the masters’ paintings but that doesn’t mean Campbell Riverites have to miss out on fine art productions, thanks to the local cinema. All aboard the train show at the Museum at Campbell River The trains are coming the trains are coming! And not only that, but the ‘Icats’ are coming too! T he Mus e u m at Campbell River is hosting the annual Tracks and Trains Show on Saturday, Jan. 24 (noon to 5 p.m.) and Sunday, Jan. 25 (noon to 4 p.m.). Thousands of people have seen this show over the years and it never fails to impress. Operating HO Scale trains and Garden Scale trains from the North Island Model Railroaders will be on display, and incredible arrangements of equipment, scenery and miniature buildings will all be available for ‘looking and learning.’ “We encourage anyone with an interest in model trains to come out and ask questions,” says member Bill Van Bergen. “We love to share our knowledge with the community.” In addition, the ‘Icats’ (Island Construction and Trucking Show) will be operating its radio controlled equipment.

Writing competition launched for unpublished authors age 50 or better A brand-new writing competition has been launched to recognize and encourage the creative talents of British Columbia authors age 50 or better. The Cedric Literary Awards have been created specifically to attract unpublished BC writers of fiction, non-fiction, and poetry. This is a first-of-its-kind literary awards program in Canada and it is already gathering interest on the part of writers, as well as organizations that support and promote Canadian authors. The Cedric Literary Awards is the brainchild of Dr. Peter Dale, Chairman of Better Than 50, a web-based initiative created to achieve a more connected world for the 50-plus demographic by building portals to relevant
and local information. “Our first project – www.betterthan50.com – is in active use,” Dale says. “The Cedric Literary Awards is a natural extension of what we’ve been doing previously by tapping into the creative talents of BC writers who bring a lifetime of experience to their work.” The Cedric Literary Awards will be a juried writing competition with selection panel members drawn from BC’s rich, diverse and established writing community. Each of the category winners will receive a monetary prize along with a special memento of their participation in the competition, and a special prize for First Nations storytelling will also be awarded. Executive Director Veronica Osborn says: “We are very
excited to give unpublished BC authors in the 50-plus demographic an opportunity to showcase their literary work. There are so many people in BC who have been writing or storytelling all their lives, but perhaps didn’t think anyone would want to read their work – let alone publish it.” A formal Call for Submissions to the Cedric Literary Awards will be issued February 1st, 2015, and the competition will wrap up with a Gala Awards Dinner to be held in November 2015. Inspired by her holistic ranching background, Lieutenant Governor Judith Guichon has launched a provincewide environmental education program for high school teachers and youth leaders. Stewards of the Future offers grants of up to $800 per group to cover field trips, fees for programs and guess speakers, equipment and teacher release time for projects. It is offered for students from grades 9-12, First Nations educators, 4-H, Guide and Scout groups and environment clubs, with an application deadline of Jan. 23 for the spring program. “Through Stewards of the Future, students will have the opportunity to explore issues that affect the land, water and other natural resources in British Columbia,” Guichon said. “The goal of this program is not to solve the challenges we face, but rather to encourage

Sales activity across Vancouver Island finished on a high note in December, capping off a year that saw consistent monthly gains. Yearly sales were somewhat stronger than anticipated at the outset of 2014, reflecting the renewed consumer confidence observed in the retail sector. Overall, the housing market remains balanced, which continues to be good news for buyers and sellers. The Vancouver Island Real Estate Board (VIREB) reports that 4,335 single-family homes sold in its area on the Multiple Listing Service (MLS) in 2014. This signifies a 10 per cent increase over the 3,940 sales recorded in 2013. The average sale price in 2014 was $345,108, up five per cent from 2013’s average sale price of $329,144. BCREA’s chief economist, Cameron Muir, is optimistic heading into 2015, commenting that consumer demand is up, with five per cent retail growth year over year. Housing prices continue to reflect that confidence, as well as an inflation rate of approximately two per cent. A total of 257 single-family homes sold in the VIREB coverage area in December 2014, a 22 per cent increase over the 210 sales recorded in December 2013, and a 14 per cent drop from last month. In December 2014, the benchmark price for a single-family home in the VIREB coverage area was $313,800, up 1.94 per cent from 2013. Benchmark pricing tracks the value of a typical home in the reported area. The benchmark price of a single-family home in the Campbell River area was $267,200, up slightly from December 2013. In the Comox Valley, the benchmark price was $319,400, marking an increase of 1.79 per cent over last year. Duncan reports a benchmark price of $280,800, an increase of 1.05 per cent over the same month in 2013, while Nanaimo’s benchmark price was $338,300, up 3.28% compared to last year. The Parksville-Qualicum area posted a benchmark price of $359,400, which is a 4.60 per cent increase over last year. The price for a benchmark home in Port Alberni was $175,800, down slightly from December 2013.

Just when it looked like the Campbell River Storm was going to be 100 percent healthy the injury bug has bitten again. Forward Michael Olson, who is in the midst of an outstanding breakout season, will not be in the line-up tonight when the Storm hosts the Oceanside Generals at Rod Brind’Amour Arena. Olson is expected to miss up to a month with an upper body injury. The veteran left winger has been one of the most consistent offensive weapons for the locals this year, scoring 24 times and adding 28 assists in 34 games played. “We’re going to miss him,” says Storm head coach Lee Stone, “But on the bright side, we should have him back in time for the playoffs. I’d rather it happen now than a month down the road.” Stone had a trio of forwards back in the lineup last weekend after recovering from long-term injuries – Grady McInnes, Zack Sanderson, and Dane Feeney. He expects Daine Elphicke and Brendan Enns to return for tonight’s tilt against the Generals. “Daine and Brendan add a physical presence to our game so it will definitely be nice to have them back,” says Stone. No one has been on the injury list longer than assistant captain Josiah Friesen, who suffered a broken wrist in the first month of the schedule. But the waiting may be just about over for the smooth skating centreman. “Josiah is getting real close,” says Stone, “I think we may get him back in the line-up next week, possibly for the game (Thursday) against Victoria.” The Storm is still in a dogfight with the Cougars for first place overall in the VIJHL standings, while Oceanside is desperately trying to keep their flickering post-season hopes alive. Ritchie Collection unveiled in gallery fundraiser T he Campbell River Art Gallery invites the entire community to attend the grand opening of the Doris Ritchie Collection and Fundraiser Saturday, Jan. 17 from 1 p.m. to 3 p.m. The Doris Ritchie Estate has made a donation of more than 240 artworks created by Ritchie, a renowned local artist, throughout the decades of her life and work in the area. Ritchie was a founder of the Campbell River Arts Council and the Campbell River Art Gallery, as well as a pillar in the local cultural community. The artworks were given to the Gallery

examples of Ritchie’s work, which will be available for purchase by
the public. The sale and salon-style exhibition will continue until Feb. 6 in the Gallery, at 1235 Shoppers Row. Ritchie died in 2011 leaving a significant and important legacy in Campbell River. As an artist, she created a body of work that includes watercolours, drawings and portraits of the regional landscape, flora and people. Ritchie was known not only for her artwork, but for her skill as an art teacher and for her visionary approach to creating cultural opportunities for the
community. Ritchie moved to Campbell River in 1959 and immediately decided her new home would benefit from live theatre and music as well as opportunities to study art. She set out to make that happen by forming the Campbell River Concert Association, which presented international performers and musicians, then founding the Campbell River Arts Council. In the 1970s she ran for election to the school board, topping the
polls for years. Ritchie was instrumental in the founding of the Tidemark Theatre and the Campbell River Art Gallery. She was an inspiration to all who knew her and in 2007 was honoured with a City of Campbell River Community Builder Award. Come to the Campbell River Art Gallery Saturday, Jan. 17 from 1 p.m. to 3 p.m. for light refreshments and to see work created by this stalwart of Campbell River’s artistic community.

Comox Valley boil water Spousal RRSPs –4x10 still a good strategy advisory enters fourth week Scott Stanfield Black Press
The boil water advisory that was issued nearly a month ago due to elevated turbidity levels remains in effect for residents connected to the Comox Valley water system. Turbidity refers to fine suspended particles picked up by water as it passes through streams and rivers in a watershed. Turbidity levels are not dropping as rapidly as usual since a recent storm system hammered the Valley. Elevated levels may interfere with disinfection and reduce the available chlorine residual that inactivates any harmful bacteria. The advisory was first issued Dec. 11. Nothing can be done to accelerate the settling process as it is a naturally occurring phenomenon in Comox Lake, from where the drinking water originates. Water passes through an intake at the BC Hydro penstock. It gets chlorinated and enters reservoirs. “Part of the problem is that we don’t have filtration,” said Dave Leitch, senior manager of water and wastewater services at the regional district. “Island Health has a guideline for turbidity, and we’re exceeding it.” The district plans to for ward recommendations to the CVRD board on options that would include a filtration system and cost, which would likely run
in the $50 million to $70 million range. Nanaimo recently constructed a water treatment plant for about $65 million. The CVRD is working with Island Health to monitor the situation. Testing of water samples is completed daily. Users are advised to boil water for one minute at a rolling boil.

The newly introduced family income splitting provision which allows a higher earning spouse to transfer up to $50,000 in taxable income to spouse in a lower income tax bracket (thus providing families with a maximum of $2,000 in tax relief) and other tax-reducing options like a Tax-Free Savings Account (TFSA), may have you wondering if income-splitting through contribution to a spousal Registered Retirement Savings Plan (RRSP) is still a good strategy. Let’s take a closer look at why a spousal RRSP is a valuable addition to your personal financial plan: The higher-earning spouse can contribute to a spousal RRSP, but should be aware of attribution rules. If an amount is contributed by the higher earning spouse to a spousal RRSP, the annuitant spouse must wait at least three taxation years after the last contribution before a withdrawal could
be made without affecting the taxable income of the contributor spouse.
If you’re planning a home purchase or if a spouse is attending a qualified educational institution and has lower income, the higher-earning spouse can contribute to both a personal and spousal RRSP up to their available unused RRSP contribution room. This could potentially double the amounts available for withdrawal under the Home Buyer’s Plan (HBP) or Lifelong Learning Plan (LLP). (Currently the HBP withdrawal limit is $25,000 per participant and the LLP withdrawal limit is $20,000 per participant with a $10,000 annual limit.)

Birds stay home and dry, watchers don’t The 115th Christmas Bird Count was held in Campbell River between Christmas and New Years, on Dec. 27. Twelve teams of 34 volunteers scoured their designated areas from sun-rise to sun-set, identifying, counting and recording as many birds as they could see or hear. Perhaps because of the rainstorm that day, or recent cold winter weather, some bird species were difficult to spot, hunkering down to conserve energy. Not so the birders, who have to head outdoors on the designated count day, no matter what the weather. “Must be an IQ test,” said Charley Vaughn, at the après-count get together, after hearing how different groups stayed in their cars, went to Tim Hortons or braved the freezing rain storm that started out the count, even while the birds were staying
dry. Luckily the rain stopped, the sun came out and the birders were able to complete the count. “We have a perfect walk on our route,” said Luisa Richardson. “Wetlands and forests on one side, backyards with bird feeders on the other – that’s pretty rich birding for our team. We saw a Hooded Merganser and Belted Kingfisher, but the Varied Thrushes and Stellar Jays were very secretive, harder to see.” The data collected will be combined by the Audubon National Society with data sent in by tens of thousands of similar participants throughout the Americas. Trends in bird populations are analysed and conservation efforts directed where needed most. On the West Coast, habitat loss or degradation is the chief threats to bird populations. Koeleman, Arjen Pieter Seger
NEW BABY or EXPECTANT MOM?
Arjen was born on May 31, 1964 in the town of Driebergen, in the Netherlands. Arjen peacefully passed away in his sleep in the early hours of Friday, December 26 due to the complications of his diabetes. He is survived by his loving parents Pieter and Beja Koeleman; his sisters Thyra (Arnoud), Aglaia (Darcy) and his brother Mark (Victoria). He left also to mourn his nephews and nieces Dennis, Rachelle, Arjen, Beja, Malcolm and Natasha as well as many relatives here in Canada as well as in The Netherlands and UK and his close friend Mike. For the past thirty years Arjen has been battling diabetes with a remarkable positive attitude. In 2012 his left lower leg needed to be amputated and due to his remarkable spirit he recovered well and regained his mobility and function. At the request of Arjen no public service, but a private celebration of life was held.

March 1, 1943–January 3, 2015 It is with great sadness that I announce the passing of my wonderful husband Jack, who lost his fight with cancer on January 3rd. It was a long and hard battle that he fought with dignity and never gave up. Jack was so loved by his many friends, most of which he knew for over 30 years. Each and every one of them was so supportive and there for him until the end.
