Teacher used sick days for vacations Zdena Novy twice asked to reimburse district By Neil Corbett ncorbett@mapleridgenews.com
A Maple Ridge elementary teacher acknowledged professional misconduct and was given a reprimand after using paid sick days to supplement her holidays. Zdena Novy taught at Whonnock elementary. In 2008, she claimed illness and received two days sick pay while on a trip to Maui, Hawaii. In 2010, she claimed another paid sick day, while travelling to Toronto. And in 2011, she claimed four paid days while on vacation in Jamaica. The next month, February 2011, the school district issued Novy a letter of reprimand. See Teacher, 12

‘Flats failure could benefit core’ But major land owner sees it differently By Phil M elnyc h u k pmelnychuk@mapleridgnews.com
SmartCentres’ plan for a big box mall on Lougheed Highway is dead, but that doesn’t mean new projects won’t sprout elsewhere in the city. Investors could now look at other places in Maple Ridge, including the downtown, said San-
dy Blue, economic development manager. “This is where the density will be. If I was looking, that’s one of the things I’d be looking for,” she added. “When I talk to investors, they love that we have an identifiable town centre and with the amount of investment that’s happened here, it helps mitigate the risk. “What may be happening now is people re-evaluating. I think we will start to see some inquiries.”
But Tom Meier, who’s proposed a multi-tower commercial-residential complex in the downtown, says what may or may not happen in Albion flats doesn’t affect downtown. “That’s two different things. The big box down there is a different Blue type of development.” There still may a deal to be made for shopping in Albion flats, added Meier, who proposed in 2011

a multi-tower commercial-residential project for the northwest corner of 224th Street and Dewdney Trunk Road. But there’s been no decision yet to proceed. “Nothing yet. We don’t know when we’re going to go ahead. It’s all based on the economy.” The current ample supply of condos in the downtown also discourages building now, he said.

“I will be doing more studies in 2015. It’s an ongoing thing.” He wondered, though, why there were so many commercial vacancies in the downtown. “What’s keeping people out? Why are they not coming here?” He suggested the city save its three acres on Selkirk Avenue and 226th Street for a future underground parkade, combined with a park. Thought has to be given for parking as the city grows, Meier said. See Downtown, 12

Affordability key to downtown Apartment prices plunge, but builders and realtors confident By Neil Corbett ncorbett@mapleridgenews.com
T
he year 2008 was busy for apartment developers in Maple Ridge, but the people who bought those units will be lamenting their investment if they’re looking to sell. There were 438 units under construction in 2008 – one of the busiest years ever. But in the past five years, the benchmark price of apartments in Maple Ridge has dropped 11.4 per cent. The Real Estate Board of Greater Vancouver now pegs the price of an apartment here at $166,000 – the most affordable housing in the region. The laws of supply and demand are suppressing the price, local realtors say, and there are almost 500 new units either built or coming on stream in the downtown under a city incentive plan. The price dropped 9.4 per cent in the past year alone. The $166,000 cost compares with a benchmark of $260,000 in Coquitlam, $334,000 in Port Moody and $344,000 in the Lower Mainland overall. Langley also has large inventory of unsold units, and the median price there sits at $200,000. But the people building and selling the units are confident that the large inventory will be taken up. Ron Antalek, a realtor with Re/Max for 25 years, said the supply is high, but contends that there is good demand. There were 197 new and used apartments sold in the city in 2014. Those were recorded by MLS, but there will have been more sales that were not part of the listing service. What’s more, Antalek said the quality of apartments in the city is improving, with more granite countertops, maple kitchens, under-mounted sinks, and the kinds of amenities that impress buyers. “Our fit and finish has risen in the last number of years.” Add a sharp price compared with neighbouring communities, and apartment buildings in Maple Ridge catch a buyer’s eye, he said. Antalek “In Maple Ridge, affordability is always a big attraction,” said Antalek. Stacy Deakin, at the sales office for The Edge development, located at 12075 Edge Street, said of the 77 units available, just 12 on the third floor remain unsold. Those units are priced at $200,000 for a one-bedroom with a den, and $260,000 for a two bedroom. It was done by MacLean Homes of West Vancouver. “We’ve done pretty good,” said Deakin, noting buyers have been equal thirds of firsttime buyers, elderly people wanting to be near the downtown, and people looking to

She said more of the latest buyers have come from the south side of the river. “People are finally figuring the bridge out – it’s not that far, and you can get brand new.” The same dollar would only afford them a used apartment in most other Greater Vancouver communities. Thanks to the city incentive plan, these downtown buyers aren’t paying municipal taxes for two years – those who bought in the early stages of the development got three years. “That was especially important to the young, first-time buyers, because it’s so hard for them to come up with ten grand,” said Deakin. “It’s a nice break.” That break was provided by city incentive programs that offered tax breaks on new construction for three years. Builders also received refunded development cost charges and breaks on their building permits, which could amount to up to $80,000 in reduced costs. The result was that eight projects and 495 units were built or started over the three years of the incentive program, between

2011 and 2013. Antalek praised city hall’s efforts to try and revitalize the downtown with more apartment dwellers. “The incentive program was a positive effect. It did inspire some projects that might not have been done otherwise,” he said. “I totally endorse it. In the long term, the district will get it all back.” Cheap housing isn’t the goal of all developers. Fred Formosa of Falcon Homes has build the first phase of Signature, at 11822 – 226th St., and is starting a second phase of that project. He also has Reflections on the River, on River Road next to the Billy Miner Pub. Reflections has 40 suites, most facing the river. Formosa built five penthouse suites with huge decks overlooking the Fraser. They sell for more than $600,000. Three have already sold. He admits that price is “really high for Maple Ridge” apartments, but it shows a confidence in the community as a good place to live. Similarly, a buyer took three suits in Signature and combined them into one 2,100-square-foot apartment. “There’s a lot of people who want some-
thing different and special.” The second phase of Signature will feature bigger suites, because he sees a market for more upscale apartments. Formosa said Maple Ridge will grow in the same way the Tri-Cities area has in the past 15 years. “It’s the newest growth area in the Lower Mainland.” Antalek said there are continued positive changes that will attract more people to living downtown. B-line transit, the West Coast Express and the construction of the evergreen line will all help. “People want to see improvements in commercial and shopping locally.” He added that buyers are confident that is coming. Property shoppers find the city has great schools, parks, sports opportunities and outdoor recreation. The mayor and council need to foster better transportation and shopping options to create a vibrant downtown, said Antalek. He said the loss of the SmartCentres deal for the Albion flats, announced Tuesday, was unfortunate. “We can’t abandon that – we have to work toward making that happen.”

Mammograms Save Lives 25% reduction in deaths Research has shown a 25 per cent reduction in breast cancer deaths among BC women who have a mammogram every two years.

ince lung cancer took his wife, Art Van Pelt has been lobbying for government to change tobacco laws, even calling for an eventual ban in B.C. He will be one of the speakers at the Ridge Meadows Hospital Foundation’s health forum on smoking cessation, Tuesday. Van Pelt’s wife Susan started getting chiropractic treatment for serious back pain on Sept. 26, 2013. It didn’t relieve her agony, and she received X-rays and a CT scan that revealed stage four lung cancer. It was a shock, since Susan had been smokefree for 23 years, having quit when she was 35, after having smoked since her teens. “On Nov. 28, she received the diagnosis, and she was gone seven weeks later,” he said. Van Pelt is determined to save others from the same fate, by finding a way to restrict, and finally stop, the sale of tobacco in Canada. They have a website, www.susansbattle.com, and it lists “Our Battle Plan.” Part of the plan is what he calls the “Born After” strategy. It would ban the sale of tobacco products to anyone born after a given date. For example, he says legislation could be enacted on Jan. 1, 2016 to ensure than nobody born after Jan. 1, 1997 could pur-

However, he looks at the number of people who take up smoking in the age range 19-25, and says something needs to be done.
Van Pelt would also have tobacco products sold only in government controlled retail stores, such as liquor stores, or stand-alone tobacco stores. This because, according to Health Canada’s 20102011 Youth Smoking Survey, 25 per cent of minors in Grades 6 to 12 get their tobacco by purchasing it themselves in retail outlets. People who have lost loved ones to tobaccorelated illness in the U.S. have been part of legal action against tobacco companies – class-action lawsuits. Van Pelt considered that as an idea, but rejects it. “I would rather work

with government officials, rather than become aggressive and attack them.” Van Pelt has lived his entire life in Maple Ridge, and is a retired Overwaitea Foods executive. He has been a member of the Ridge Meadows Hospital Foundation for nine years, and also on the board of Alouette Addictions. He will talk about his ideas at the foundation’s health forum on Tuesday, Jan. 13, from 7-8:30 p.m. at the ACT. Kristina Murray, the foundation’s development officer, explained there will be other speakers, including Dr. Frank Ervin, the hospital’s head of division for respiratory medicine, talking about screening and tests. Former smoker Adriana Anderson-Viskovich will talk about her journey to quit smoking, and there will be a health promotion coordinator from Fraser Health and other presenters. There are well known strategies for smoking cessation, but Murray believes the clinic will be an asset to those who resolved to quit in 2015. “It will help. We’re offering a lot of information on why people should quit smoking, how they can get checked, and why they should never start.” The event coincides with the creation of a smoking cessation clinic at the hospital, which is available by referral.

More Red Nose rides, donations Volunteer group raises $19,000 By Neil Corbett ncorbett@mapleridgenews.com
Donations by the people who hitched a ride with Operation Red Nose in Maple Ridge and Pitt Meadows were up 17 per cent during the 2014 holiday season. The group of local volunteers took in approximately $14,000 in donations, and another $5,000 in sponsorship money. The money was earned over nine nights of driving home people who had imbibed in a little too much holiday cheer
in December. The last night was Dec. 31, when the local volunteers rang in the new year by offering 77 safe rides home, and driving a combined 1,710 km. The last team back into the headquarters at Maple Ridge Towing pulled in at 5:45 a.m. on Jan. 1. “The volunteers in Maple Ridge are supporting the program better and better every year,” said Linda Palm, of PacificSport Fraser Valley. “We really value every volunteer who comes through the door.” Over the nine nights, they provided a total of 507 rides, which was a seven per cent
increase from 2013, and drove 13,161 km. There were a total of 329 volunteer shifts – two volunteers are needed for every ride. All of those stats are the highest since the organization opened in Maple Ridge and Pitt Meadows in 2008. Operation Red Nose started in B.C. 19 years ago in Abbotsford, where PacificSport is based. Palm said the success of Red Nose locally puts its stats “right on the heels of Abbotsford.” More volunteers can make the program even better. On New Year’s Eve, there were still some who called for
a ride who ended up waiting two hours for a volunteer driving team to become available. “Our biggest challenge is to have quick response times – quick enough so people can go home when they want to,” said Palm. Maple Ridge and Pitt Meadows together are one of 99 communities across Canada that offers Operation Red Nose. The funds raised are used for youth or amateur sports organizations, and across Canada that amount was $1.5 million. Next year, the 32nd year that the organization has existed nationally, it will offer its two millionth ride.
Two drunk drivers caught on New Year’s pmelnychuk@mapleridgenews.com
Maple Ridge and Pitt Meadows drivers behaved themselves, more or less, on New Year’s Eve. Ridge Meadows RCMP caught only drunks that night, traditionally the busiest night of the year for traffic enforcement.

But the low number of offenders could be because of the low level of enforcement. Mounties didn’t set up any roadblocks that night because they were busy with other calls. Usually on New Year’s Eve, police have about six hours of staff time that can be devoted to roadside checks for drinking drivers, said a police
spokesperson. Police said one driver received a 24-hour suspension and another received an immediate roadside prohibition banning him from driving for three months and impounding the car for 30 days. After fines, fees, higher insurance premiums and storage charges are calculated, motor-
ists have to pay about $6,200 to get the vehicles back on the road after receiving an immediate roadside prohibition. As well, there were no crashes related to impaired driving. Police also reported a quiet New Year’s Eve for crime. Maple Ridge and Pitt Meadows fire departments said it was a quiet holiday time, as well.

Humour us From the tragedy at Charlie Hebdo in Paris rises a lesson in democracy. Freedom of expression is not dead. Masked extremists took the lives of 12 people on Wednesday and injured others. Assault rifles were used to combat images and opinions in a war of ideals. It’s not a fair fight. But war doesn’t usually make sense. The values of democracy do, though, which is why we must continue to speak up for them. Weapons and words can both harm, and in satire – the lifeblood of the French magazine – they are meant to. As pointed out by Joe Randazzo, former editor of The Onion: satire is essential to democracy. “Even in the most repressive medieval kingdoms, they understood the need for the court jester, the one soul allowed to tell the truth through laughter,” he said. “It is, in many ways, the most powerful form of free speech because it is aimed at those in power, or those whose ideas would spread hate. It is the canary in the coal mine, a cultural thermometer, and it always has to push, push, push the boundaries of society to see how much it’s grown.” Not enough. Satire is a form of opinion, which sparks debate, keeps the wheels turning. It’s not so easy to share an opinion. Often people don’t agree. And you don’t have to. You don’t have to respond, either. But if you do, it should not be with fists. To kill people for speaking their minds is an unthinkable act of cowardice, meant to instill fear, to silence them. That’s not democracy. To protect it, we need to keep speaking freely. Humour us. – The News

Who I met on Burnaby Mountain What good is a house if you don’t have a decent planet to put it on? – Henry David Thoreau.
L
ast November, I stood beside a young man on the legal side of a police tape separating protesters from Kinder Along the Fraser Morgan’s Burnaby Mountain drilling site. Jack Emberly Two feet away stood an RCMP officer, about the same age. Jared Blustein told him Burnaby opposed the drilling. “It’s the first time the National Energy Board ruled against a decision of a municipal government.” “I know Mayor Corrigan is against it,” opined the officer. “You should learn more about the issues,” suggested Blustein. Blustein talked about alternatives to fossil fuels and the danger of oil spills on the coast. I wanted to hear the stories of people on TV who looked like anyone’s neighbours, folks who wanted a decent planet on which to build a house. I also wanted to see how the police responded to protestors vastly unlike hooligans bent on vandalism. During Occupy Vancouver 2011, I’d seen the police relaxed, friendly, and even helpful.
Q
uestion of the week:
They seemed like that now. The drilling site is on Dan’s Trail, a muddy path through dense bush to a road where students park their cars. “You’ve got a seven minute walk,” a policeman said when I asked if I was going the right way. Earlier that day, several protestors braved Dan’s Trail, ignored the police barrier and accepted the consequences. Suddenly, Blustein lifted the yellow ribbon and stepped into no man’s land. “Do what you have to,” he said to the officer. “What were you thinking just now?” I asked before he was taken away. “I had to take a stand against something I don’t believe in,” he said. Much later, I searched the web for this young man and found this: “ ... interested in economic issues, social justice, and like all good sociologists, wants to make a change for the better in this world.” On the way up Dan’s Trail, I met Vera, a First Nations woman who lives in Maple Ridge. On Facebook, someone called protestors who drove cars hypocrites. “It made me mad,” Vera said. “I wanted to ask if he liked eating seafood, drinking clean water, breathing clean air.” At the crest of the hill, supporters set up tents to feed and warm protesters. Denise offered the hot minestrone soup she’d made that morning. I ate next to forest

You can see that by the number and type who are willing to face jail time.” Langer, a key figure at Clayquot, said deciding to take action “comes after feeling lonely and disempowered in the face of government decisions that change your life. “It’s a dramatic time. I talked to a 74-yearold grandmother who described herself as a very common person. She’s only had one library fine in her lifetime. “I met a military guy who’d served in Afghanistan,” she added. “He said he fought for Canada and didn’t know it had become a fascist government. “There’s a lot of despair. The federal government will remove any language in legislation that gets in their way. That creates anxiety.” Christina Chiu, a teacher, worries about oil tankers. “All of us will have to answer to future Canadians when pollution gets to critical levels,” she said. She was also upset with government disrespect for Aboriginal rights. “We make apologies, then push through First Nations territories with the same colonial attitude.” Jack Emberly is a retired teacher, local author and environmentalist.

THE NEWS/letters Holding the line Editor, The News: Re: ‘If we’re not in?’ (Letters, Dec. 17). I disagree. The residents of Maple Ridge did not vote Nicole Read mayor to protect the credibility of the TransLink mayors council or its transportation plan. She made it very clear in her election platform that she would hold a hard line with TransLink and she has held up that promise. I applaud her and her decision to put Maple Ridge residents first. online comments The wild life Hugh Peden: Re: Metro green waste ban gradual (mapleridgenews.com). So now we have to deal with an extra stinking garbage can with unbagged food waste, and have that out at the end of the street to attract even more bears? Smart move, Metro. I already have invested in one bearproof garbage can, but I won’t be buying a second. The bears can go at it as far as I’m concerned. I’ll enjoy the wildlife.
Where is Kwantlen mall? Andrew Elis Nemeth · Simon Fraser University: Re: Mall underway this year, opens 2013 (mapleridgenews.com). It’s January 2015. Where are we at with development [Kwantlen band site at Lougheed Highway and 250th Street]? Major retail anchors? Opening and groundbreaking dates?
One more thing Elizabeth Rosenau · University of Toronto: Re: What’s going on in Coho Creek? (mapleridgenews.com). This government seems to be willing to sacrifice the environment for its other ambitions. It subsidizes the oil and gas industry and continues to underfund the department of fisheries and oceans. Even if DFO scientists had the time and the tools to figure out what’s going on with our fish stocks, they couldn’t share their findings. Seems as if they’re working for the Conservative government, not the public any more. Just one more thing for the volunteer sector to deal with, I suppose.

Confusion over green waste Editor, The News: Most other cities or municipalities in the Metro region have already implemented the green waste ban and it has been fairly seamless because they have municipal garbage and recycling curbside pickup. Homeowners and renters were issued green buckets and instructions and the buckets are collected once every one or two weeks. That all makes sense and they have been successfully doing this in advance of the mandatory Jan. 1, 2015 deadline set out by Metro. In Maple Ridge, I have been waiting patiently for information or guidance from city hall as to what our household
should be doing, but received nothing. We contacted city hall by phone and on the website and were informed it has nothing to do with the city and directed us to our private garbage hauler for further instructions. Like many homes in Maple Ridge, we choose not to pay additional taxation for a service the city should provide, so we transport our waste to the transfer station and recycling depot, although recycling does provide curbside pickup weekly. I contacted recycling and was referred to the waste transfer station. It had not circulated any information to the homeowners by Dec. 31.
Finally, I rounded up all of my waste, under the old rules, and drove down to the transfer station and waited in line. On reaching the scales, I asked the scale operator if there was any information available and she handed me a simple, concise card outlining the program. I asked if these had been distributed to homes and she responded that she thought not. I asked where the organic waste was to be dumped and she told me that it would be in the shed, where all the waste is dumped and the charge would be the same as regular garbage. While off-loading, I spoke
Hunters sold out by B.C. government Editor, The News: I am shocked at the news that the allocation policy, which had been agreed upon in 2007, has now essentially been ripped up and a new deal struck behind closed doors, without consultation of the resident hunters of B.C. or the BCWF. These new allocation numbers are outrageous: 40 per cent of the grizzly draws; 35 per cent of goat; 40 per cent of sheep, and on it goes. Just 3.7 per cent of the hunters get 40 per cent of the hunts, while 96.3 per cent of the hunters get the 60 per cent. Foreign trophy hunters are being given hunts at 17 times the rate that residents are. There are only a few thousand tags given out of each of the species in a draw each year to keep hunting sustainable
and fair. Many of the areas in question have odds as high as 50:1 because of the demand for these species. Taking as much as 40 per cent of the hunts away from citizens of British Columbia will increase these odds to the point that it would be pointless to ever enter the draw. The HCTF has collected tens of millions of dollars to fund research and habitat enhancement projects, and we support that with words, deeds, volunteer hours, sweat, and dollars. And now you give away an additional 20 to 30 per cent resident allocation to a small number of foreigners – people who don’t even live here. to the waste inspector and asked again and was directed to two signs mounted on the wall and he told me that Metro had dropped off some containers to be used for the new program. This whole process is a communication nightmare. As a taxpayer, I could care less who the city thinks is responsible for garbage and recycling. The city belongs to Metro, so it is the city which is responsible. As a retired school principal, I bet it’s exciting in schools, as they try to figure out how to separate all their organic waste. son’s decision is not supported by policy, is not a reflection of resident priority, and is a gross manipulation of the 2007 agreement. This is a gross manipulation, misconduct, and misrepresentation of the public interest by the minister and premier, and now for them to try to push those splits into legislation is just unheard of and not seen in any other jurisdiction. That said, we need to get allocation splits into legislation to put this issue behind us and must be no less than 90 per cent for the resident hunting public. The liberal Government would do well to remember that historically Governments are voted out in B.C. rather than voted in. Dan Geiger Pitt Meadows

Maple Ridge ThisJANUARY Month 2015 SPOTLIGHT ON: Garbage, Recycling and Composting Time for a Little ‘Trash Talk’ in Maple Ridge
INFORMED: January 2015 Council Meeting Schedule
There’s a lot of discussion about garbage in Maple Ridge right now as the Metro Vancouver Organics Disposal Ban starts to roll out in 2015. Here’s some basic information to help you understand what this will mean for you.
Mayor and Council encourage everyone to attend these important public meetings. It’s your chance to see how public policy is debated and enacted.
Tuesday, January 13 6:00 pm, Council Meeting - Council Chambers Monday, January 19 10:00 am, Workshop - Blaney Room 1:00 pm, Committee of the Whole - Council Chambers Tuesday, January 20 6:00 pm, Public Hearing - Council Chambers Tuesday, January 27 6:00 pm, Council Meeting - Council Chambers Agendas & Minutes
First, and foremost, citizens need to understand that this ban is directed at the haulers of garbage. While it will have an impact on home owners, the inspections and fines will be levied to the haulers of garbage, not individual homeowners. Here are the fast facts. The Organics Disposal Ban started on January 1, 2015; however, there will be no financial penalties levied against haulers for the first six months of the program. There are a number of local haulers who are already offering organics pickup to their customers and the expectation is that all private garbage companies will eventually offer this service; otherwise they will be subject to fines as the full program rolls out. Currently the Metro Vancouver region as a whole is in the education phase of the program as many strata properties and commercial food vendors (restaurants and grocery stores) are still exploring the ways that they can separate organics to comply with the ban. In Maple Ridge our community has been a leader in promoting recycling, long before other communities jumped on the bandwagon, and our system is still one of the best on the continent. For more than 40 years, the Ridge Meadows Recycling Society (RMRS) has expanded their program resulting in a diversion of over half of the waste that used to go in the dump. The organics disposal ban will have no impact on your recycling pickup whatsoever. One thing our partners at the RMRS have asked us to do is remind you that cardboard, while it does compost, should not be put in ‘organic waste’ but instead recycled. The final part of the discussion relates to composting and food digesters. There are a number of citizens who already use composters or food digesters to handle their organics. The folks at the RMRS have some expertise in this area, as it is something that they have been promoting for most of the four decades they have served the community. Depending on your circumstances, this may offer an alternative for you. Before we talk about how this will impact you, as a homeowner, here’s some important background information. First, the cost that your hauler will be charged for dumping organics is less than the cost for the rest of the garbage. Haulers will be paying $66 a tonne (1000 kilograms) for organics versus $113 for other garbage. If you look at all of the solid waste that you generate in your household, you should be able to recycle about 60%. The remaining 40% is almost half organics. To put it another way, if you fully embrace the separation of organics, the remaining volume of ‘garbage’ left to dispose of will be cut by half.
Agendas for these meetings are posted online the Friday before the meeting date. Go to mapleridge.ca, click the link under Your Council on the home page.

Homeowners, strata buildings and businesses will need to negotiate with their commercial haulers for their organic and garbage pickups. Here are some things to consider. You will have two items to collect at your home – organics and garbage. Your hauler will be paying less money to dump your organics, so there should not be an exceptional increase in the costs associated with pickup other than the costs of a new receptacle for the organics. Some folks are a bit concerned about the potential impact of organics relating to smells and attracting vermin. You currently place these organics in your garbage, and have a pickup, so there should be no difference in the impact on your lives based on proper handling and pickup. Each homeowner, strata and business is in control of their own pickup, you can tailor your pickups to your circumstances. You may find that you want once a week organic pickup and twice a month garbage pickup. As you fully separate recyclables, organics and trash, you should see where your ideal mix is and adjust your service accordingly. One important piece of advice that applies to any service that you are sourcing - shop around. Some prices include the cost of containers; some ask that you buy the containers at the outset. This is something that is frequently not thought about when sourcing prices for garbage disposal. The City of Maple Ridge has added new information on the ‘Garbage, Recycling and Composting’ page that can be accessed under the ‘Accessing Services’ tab on the homepage at mapleridge.ca. The new information is under the heading ‘Organics Disposal Ban.’
Council Meeting Videos If you are unable to attend a Council Meeting, Public Hearing or Committee of the Whole meeting you can now watch these meetings on your computer 24/7. The entire unedited meetings are posted two to three days after the meeting. The video is indexed to the agenda package so that you can watch them in their entirety or click through by agenda item. Go to mapleridge.ca and click on the video link at the centre of the home page. In addition, Council meetings are now broadcast on the internet via live streaming using the same technology used for our live budget Q&A sessions. For more information about the live stream go to the ‘Council Meetings’ page at mapleridge.ca.
ENGAGED: Your 2014 – 2018 Council Meet Your Newly-Elected Council Online! In early December, just before the inaugural Council meeting, we took photos of your newly elected Mayor and Council. This included the official portraits that hang in the lobby of Council Chambers and the official portrait of our Mayor that hangs along with the photos of all past mayors.
So, let’s get to the thing that you are really thinking about – how does this impact me?
Those images are now on display at City Hall and online using the ‘Your Council’ link on the home page mapleridge.ca.
If you currently use the waste transfer station to drop your garbage off you will find that there is a place to drop your organics separately from the rest of the ‘garbage.’ The minimum fee for dropping organics is $6 compared with the $10 minimum for garbage. We should note that the ‘organic’ plastic bags that are being marketed by some companies may not be compliant with the organics ban. Please talk to the folks at the transfer station to get the best advice on how to collect your organics.
The ‘Your Council’ link also has the 2015 meeting schedules available as a downloadable PDF document as a list or in calendar format so you can plan to attend or watch Council Meetings online via the live streaming service. There is a link to the agendas and reports that Council is provided as they carry out their duties.

Greenhouse gases going down Doubtful city will hit 2020 target By Phil M elnyc h u k pmelnychuk@mapleridgenews.com
Tim Fitzgerald/THE NEWS
Walter Oleschak, superintendent of roads and fleets for the city of Maple Ridge, displays one of the three electric car chargers in the underground parking located at city hall. to take a look at those targets to see if they’re still realistic. He first thought of the issue when the city passed its transportation plan in the fall. “What I wanted, was to look at our starting point, and then say, where are we now? “What are we doing to achieve those targets? Are our targets realistic?” He also wants to look at how Maple Ridge grows and how that impacts the production of greenhouse gases. “I think the whole conversation of global warming is extremely relevant.” Look what’s happening in California, where thousands of hectares of farmland are being lost to drought, he pointed out. Masse is encouraged that the most recent numbers, compiled from data based on electric and natural gas consumption, car registrations, housing permits, industrial operations, show that the community of Maple Ridge had decreased the production of greenhouse gases in those years between 2007 and 2010. “I think, municipally,
we’re doing better than what they’re doing federally.” When it comes to cutting greenhouse gas production in Maple Ridge, he also wants the conversation to include what type of houses people live in. “I think we have to sort of refresh the conversation and have it as part of the conversation. “I think we have to raise the conversation and then set some realistic goals … and make them part of our thinking. He points out that greenhouse gas production is far greater from a single-family suburb with roads and cars compared to the multi-storey residential tower. He sees weighing the environmental costs of development converging with the recent trend by cities to evaluate the total financial costs of various types of housing. “You’ll see it become a topic of conversation very soon I think.” Sooner or later every project will be evaluated on such costs. Seven years ago, Maple Ridge was belching out 355,833 tonnes of greenhouse gases. That was the total pumped in 2007 from vehicle exhausts, home furnace stacks, lawn mowers, sawmills and shopping malls. Three years later, as part of the city’s own microcontribution to combatting climate change, that had dropped to 345,275 tonnes, a three-per-cent reduction. Will Maple Ridge reach its goal of cutting the production of greenhouse gases to 33 per cent below 2007 levels – by 2020? Coun. Bob Masse doubts it. “It’s good to see that we’ve come down,” he says. Even while Maple Ridge’s population grew by six per cent in those three years, total greenhouse gas production dropped by three per cent, despite all the new cars and homes that have appeared in Maple Ridge since. But, “If we extrapolate those numbers, we’re not going to come near the 33-per-cent overall drop by 2020,” Masse said. Maple Ridge’s climate action charter commits the city to cutting its carbon dioxide output for the entire community, not just municipal operations. This target, shown on the Community GHG Emissions Scorecard, is part of Maple Ridge’s official community plan. Masse, though, wants
that evaluates the costs of one particular project. “What are the true costs, immediate costs, 10-year costs, 20-year costs?” Laura Benson, the city’s sustainability manager, points out Maple Ridge has reduced the emissions from its cars and trucks by more than 2,000 tonnes, possibly because of more hybrid or electric vehicles on the road. But she notes, the city keeps growing and more people and cars and trucks continue to arrive. Emissions from the use of natural gas to heat buildings are another bright spot. Benson points out greenhouse gas emissions from that source have dropped by 10,000 tonnes in those three years. That could be because of more efficient furnaces and homes, better insulation or even just because of warmer winters. Benson said the city is making ongoing efforts to reduce the greenhouse gas contributions from its own operations wherever possible. Two major projects have been the construction of Fire Hall No. 1 using energy-efficient measures such as geothermal for heating the building. Another major initiative was the installation of solar thermal panels on the Leisure Centre to provide heat for the swimming pool. The City of Maple Ridge has also converted most of its fleet to alternative fuel. It now has four completely electric Nissan Leafs and 30 out of 40 cars of the vehicle fleet are hybrids, either Ford Escapes or Toyota Priuses.

Heading for a brick wall A Chinese saying describes the first step as the hardest part of any journey. But facilitating public forums in this region over the past 20 years leads me to fear that aspiring to enhance public discourse just might contradict this proverb. Because regardless of my capabilities or whether it has always been thus, nowadays it seems anyone can be an ‘expert.’ Thus, too common – and too accepted – has become the dismissal of facts as just one opinion. To wit, in a year in which the Pope acknowledged both the Big Bang and evolution, why need we still afford climate-change deniers equal time? Layperson contradictions of over 97 per cent of the accredited scientific community so closely mimic ’60s era tobacco industry prevarications as to invoke concerns of memory loss, no? The moral of Galileo being persecuted for contradicting his society’s belief the sun orbited the earth is not that you, as a contrarian, “will eventually have your day. It’s that – sorry,
flat-earthers – in the end, science won out. So I’ll acknowledge a statistically irrelevant chance the measured increase in atmospheric CO2 levels might not be the primary factor behind the observed reduction in global ice coverage. But, in return, please cease demonstrating ignorance of statistical analysis to cherry pick whatever data denunciates the same scientific community that was 100 per cent accurate regarding the chemically analogous ozone layer. Much more important is that, as true as global warming is, so is our systematic inability to reduce greenhouse gas emissions. No matter what the western world accomplishes in terms of alternatives, the industrialization of developing nations will neither be denied nor acquiesce to higher costs. Indeed, the recent collapse of oil prices highlights the extent fossil fuel prices can and will adjust. Reduce demand via solar, wind or another and the most basic of economic principles dictates market prices will

MR council starts two projects People voted for change, and they got it Monday at Maple Ridge’s council’s first meeting of the year. Coun. Craig Speirs was in Mayor Nicole Read’s chair, while she sat at the side of the table, and Coun. Gordy Robson participated via Skype, appearing on a big wall screen in the Blaney Room from a location in Hawaii. Meanwhile, Couns. Corisa Bell and Bob Masse were absent, victims of snow squalls and stalls and new year’s weekend weather woes that delayed their arrival back in Maple Ridge.
Airline problems had delayed Masse’s return from the U.S., while Bell was trying to return from Whistler, after heavy snow wreaked havoc on the Sea to Sky Highway on the long weekend. When viewing the meeting on Skype, Robson asked Speirs about the whereabouts of Mayor Read, asking if he had already overthrown her. But Read had asked Speirs to chair the meeting because she was expecting a call to deal with a family medical emergency. After approving the work plan for January, council got down to business and kickstarted two projects and got the
new council underway. Council approved the formation of the Mayors’ Homelessness Solutions Task Force, with the mayor and Couns. Robson and Masse as the three council liaisons. “This is the first step towards the establishment of 14 members and setting the terms of the agenda, Read said. Addressing homelessness was one of the key parts of Read’s campaign in November and led to her victory over incumbents Ernie Daykin and Michael Morden. Council also approved the formation of the Mayor’s Task Force on Open Government, with the mayor and Couns. Tyler Shymkiw and Co-
risa Bell participating. With the task force in place, terms of reference can be established and other task force members appointed. Read said the public wants government to be transparent and accountable. The task force will “support council’s desire to enhance our function as an open government with the greatest possible access by citizens to information and opportunity for engagement in decision making processes, said a staff report. Couns. Bell and Masse made it back to Maple Ridge for Monday afternoon’s committee meeting.

Maple Ridge council has told the owner of 22315 – 122nd St. to clean up the property or the city will tear the house down and send a bill. But the owners of the property say the rules of the mortgage on the property won’t allow the demolition of the old house until the city approves rezoning so that a five-storey, 69-unit apartment block be built on it. The city, however, wants the building, empty since 2010, taken down before it considers rezoning to allow redevelopment.
Council has only given first reading and on Nov. 3, told the owners to tear down the house within 60 days, to get to second reading. But that hasn’t happened, council heard at its Monday meeting. Instead, staff asked for a demolition order. “We have to learn how to move faster and quicker, on such houses, said Coun. Gordy Robson. “We’re putting our firefighters at risk with these structures. They just create havoc in the community because they create crack houses. Bylaws and fire depart-
ment reports say the house no longer meets basic building code standards. There are no more doors or windows, the roof leaks, mold is on inside walls, copper pipe has been removed for its cash value and there’s no heating, electrical or plumbing. People have also been getting inside and setting small fires. Meanwhile, drywall has been removed from walls and ceilings, allowing the rapid spread of any fire that begins. Cost to demolish the building is estimated at

other.” However, Pitt Meadows council last fall rejected a development plan for the area because of the possible costs to the city for the roads and infrastructure required. Keenan, who’s marketing several properties in the downtown, said there’s also “good impetus” for Maple Ridge’s core area, which the city has spent millions on improving as part of a goal to create a regional town centre. If there’s only so much commercial space in the city, more could be attracted downtown to help build that vision. He said a few years ago, a major investor was interested in the former Mussallem Motors site on 223rd Street and Lougheed Highway. But the deal never went through. However, Dave Mussallem told council in December the entire property will go up for sale once soil remediation is complete. Once a remediation certificate has been issued, it’s a matter of en-
ticing a developer to buy all the properties and put up a multi-use project. Coun. Craig Speirs, who opposed a mall in the Albion flats, said SmartCentres’ decision to back out allows a fresh start in planning the area. He credited the past council for trying to bring more shopping to Maple Ridge, but said Albion flats – in the Agricultural Land Reserve – is the wrong place to do it. Council has been trying to develop a mall in Albion flats for 12 years. Council spent $100,000 to create a balanced plan for the area, then ignored it and supported one in which commercial predominated, he added. “That put us behind almost a decade. What a waste of time.” The lingering thought has always been that developing the Albion flats would depress that downtown, he added. “Why would you want to invest in our downtown when you have this cheap, big shopping mall just outside downtown?”

She was told to repay seven days of sick leave that she had wrongly claimed, and also required her to provide a medical certificate to substantiate any claimed sick leave for a period of three years. But in April 2011, she took a paid sick day to attend a dermatologist appointment. Novy said she needed the day due to stress about the possibility of her having skin cancer. However, the doctor said the 10-minute appointment was related to the fungal infection of a toenail. The dermatologist’s office was located 42 minutes from Whonnock elementary. There were three other occasions in 2011 when Novy claimed paid sick days for medical appointments. Two would have taken un-
der an hour, and one an hour and 20 minutes. On June 5, 2014, the school district gave her a letter of discipline and imposed a five-day suspension. The district asked for reimbursement of three days of salary, and a requirement she provide a medical certificate for all sick leave absences for three years. In July 2014, the B.C. Commissioner for Teacher Regulation considered the matter and Novy admitted the facts claimed by School District 42. She agreed that it constituted professional misconduct, and to accepted a reprimand. Novy no longer works for the school district, having retired. According to a district spokesperson, the retirement was not related to the reprimand.

In a fog Maple Ridge fire department responded to a call about a suspicious smell or possible hazardous materials spill in the area of 212th Street and 121st Avenue Wednesday afternoon, but found nothing upon further investigation. The heavy fog created stagnant air conditions, which might have contributed to the smell, according to firefighters.

Winter tips for around the home By Kevin Gillies
W
ith the Lower Mainland’s winter in full swing, a variety of different potential hazards to the home can come into play. Winter seems to be getting colder and frostier with each year, and with inclement weather come hazards to look for in and around the home. From frozen pipes to faulty furnaces, and ensure you have the right home insurance, here’s a round-up of what you need to know to keep your home safe this winter.
Frozen and burst pipes Burst pipes are a common winter problem, usually caused when they thaw rapidly after freezing up. When this does happen, it can cause nasty flooding and serious damage. But preparing yourself against this kind of damage isn’t difficult. If you’re going away during a cold period, for example, one simple step is leaving the central heating on at a low heat.
Furnaces and gas fireplaces Many will vouch for the seeming fact that your gas-burning furnace or fireplace will most likely break down when you need it most. Checking to ensure your furnace or fireplace is operating properly and efficiently can save you money and ensure it remains problem-free for the winter. Having a certified gas professional do a routine check of your furnace or fireplace for winter is always a smart idea. Here are a few other things that you can do yourself. • Change the furnace filters regularly. Some experts suggest you do this every three months; others suggest it be done monthly. At least take a look at the filter after 30 days of use to tell if it needs changing. If your filter still looks pretty good, you can put off changing it. • Stock up on filters during the warmer months as furnace filter bargains are often

found during hot summer months. • Remove items stored near the furnace or fireplace; especially anything that could catch fire. Also ensure no household items are sitting on top of, or in front of, air ducts and return vents. • If you have hot-water radiators, bleed their valves by opening the valves slightly and closing them again when water appears.
Carbon monoxide One of the big dangers to consider is carbon monoxide (CO), also known as ‘The Silent Killer.’ If your furnace or gas-burning fireplace
are poorly maintained, you may find yourself susceptible to CO, which, with no colour, taste or smell is extremely difficult to detect without an installed carbon monoxide detector.
Snow damage to guttering Ensure that your gutters and downspouts are securely fastened to the house and-or wall before the really heavy snowfall starts. Snow accumulation in gutters has been known to help rip them from the house and severely compromising your home’s waterdrainage system. Ensure no leaves left over from the fall
are clogging your downspouts too. This too can lead to water backup, excess weight, and gutters ripping away from house walls.
Home insurance Finally, check your home insurance policy to ensure furnace breakdown and subsequent flooding issues are already included. If not, it may be worth considering upgrading your policy to avoid a big repair bill and to ensure you aren’t left in the cold longer than you need to be. Kevin Gillies is a freelance writer for Black Press.

School sports back on track Andrew Lenton wants to revive elementary sports in the district Neil Corbett ncorbett@mapleridgenews.com
A
new organizer of elementary school sports is on the job, working for kids who might otherwise not get to participate in organized sports. Andrew Lenton is the president of the Elementary School Athletic Association, a volunteer position, and he will be working to revive the Maple Ridge-Pitt Meadows school sports scene that has been decimated by the labour war between the B.C. Teachers’ Federation the provincial government. Two weeks were lost at the end of the last school year, and at the beginning of the present year. But the work-to-rule tactics, where the union asked teachers to pull back all extra-curricular activities, had a devastating effect. Even after the union battle, some teachers didn’t return to coaching, for a variety of reasons. Elementary school sports in the district “basically collapsed,” said Lenton. That is a shame, he added, because for many students schools provide their main access to competitive sports. See Lenton, 24

Strategies to keep resolutions Using tips that elite athletes do
H
ere we are again having crossed over the threshold into another year and with it comes the ambitions for improving routines, addressing missed opportunities, and correcting wrongs of the previous year. We all know the statistics by now that less than 10 per cent of people who make New Year’s resolutions are likely to succeed, and most resolutions are abandoned by the end of January. So how do you best make, and keep, a commitment for change? Some of these resolutions have involved unrealistic goals, poorly planned strategies or not enough will-power. It’s easy to say to someone, pick a worthy resolution, and stick with it, but how best to do it? Apart from the helpful SMART guidelines (Specific, Measurable, Attainable, Realistic and Timely) that most people are aware of, here are a few other approaches you can keep in mind if you want to make a resolution.
Focus on positive, rather than punitive messages and thoughts. That includes not beating yourself up for having small, momentary lapses. And because we can be so hard on ourselves when we slip up, this can reinforce feelings of disappointment and failure resulting in apathy. Even successful elite athletes have occasional lapses but they stay the course and persist with their routines and that’s why they have success. As a matter of fact, when you think of it, the life of an athlete is filled with failure. The object of much of training and practising is to try to perfect your skills and abilities, which means trial and error – a lot of failure and occasional successes.  If you view your goals the way athletes do you will also find that you need to become more patient and view things in a longer-term perspective. This does run counter to our normal daily, hustle-and-bustle lives where instant gratification is often expected. Another approach is to prioritize and

“Most community sport is costly, and a lot of kids can’t afford it, or their parents can’t be available, he said. “Schools offer low cost, or no cost, access to sport. “When our local schools don’t offer a volleyball program, the only option is to drive to Coquitlam, he said. For Lenton, it’s a social justice issue. “All kids should have access to sports, not just kids who have money and means. Lenton, a teacher at Thomas Haney secondary, has a passion for sports. But that is far from his only qualification – he’s got lots of past experience organizing athletic organizations. He also heads up the high school Track and Field Commission for B.C. School Sports, and brought it back from a state of near collapse. Locally, he was the founder of the Golden Ears Athletics Club, and remains a coach with the track and field team.
Lenton’s new task is to see elementary school sports rejuvenated. Improved communication is key, and this month he will launch a website offering information to coaches, students and parents. Training coaches is also high on the agenda, and Lenton will offer clinics for the four major elementary school sports – basketball, volleyball, track and field and cross-country running. “We’ve got to provide coaches with support, and improve the quality of coaching, he said. Basketball will be the first sport to rebound, and it starts in the second week of January, under the auspices of district basketball coordinator Jeff Conway. They’re happy to have 18 out of 21 public elementary schools running a hoops team. Coaching clinics are full. It’s a significant step forward, Lenton said. “I hope to make it 100 per cent
next year. There will be a cross-country championship, with a Maple Ridge-Pitt Meadows championship in the fall.
“All kids should have
access to sports, not just kids who have money and means.
Andrew Lenton, Thomas Haney teacher And there will be a district track and field championship, for Grades 4-7, which will run over two days in June. Lenton said school sports is about more than just getting kids in shape, or assisting in their physical development. It brings school pride, and gives young athletes something to look forward to. “It helps with school pride, and it helps kids be more engaged at their school.

His glass was always half full. Lessons to be learned from this courageous man: Give thanks in all circumstances. Have faith, is cheap so walk the walk. Be generous. Never give up! And if you don’t have a napkin, just wipe your hands on your socks (he always wore knee highs). Our beloved son, brother, husband, father, granddad, uncle, nephew, cousin and friend, was called home to Heaven on Monday Jan 5. His chains are gone, he’s been set free! He’s doing cartwheels now with Jesus and enjoying steak dinners and fettuccine. For four years, Mike battled ALS with brilliance and when the Lord called him to give up the fight, he humbly obeyed. A friend says, “Though his earthly body may have ‘lost the battle with ALS’, his spirit conquered it tenfold.” Mike will be dearly missed, but his lessons live on forever! A celebration of the life he leaves behind and his new life in glory will take place on Mike’s birthday, January 16 at 3:30pm at Maple Ridge Baptist Church (Wear bright colours). A memorial well will be drilled in Malawi, Africa in Mike’s name this spring, so in lieu of flowers, a donation to Project Wellness is appreciated … that was Mike’s wish. She is survived by husband Jim, her children Sheldon, Shannon, Leanne and Jodie (Andrew), siblings Edith, Denis (Tammy) and Cheryl, grandchildren Kyla (Ab), Lucas, Rheanna, Oliver and Charlie, great-grandchildren Juliet and Brandon, and other heartsore family and friends. A celebration of her life will be held on Saturday, January 10, 2015, 1:30 pm at Golden Ears United Church, 22165 Dewdney Trunk Road, Maple Ridge. In lieu of flowers, donations to BC Lung Association or BC Cancer Society are suggested.

Jennie Vanderwood went to be with her Lord on January 2, 2015 while at Ridge Meadows Hospital. She is survived by her loving children Agnes, Betty (Steve), John (Judy), Rita (Steve), grandchildren Craig, Corey (Tina), Miranda (Justin), Barbara (Don), Angela, Adam (Charlene), Tamara, Laura (Shawn), Mark, Katie and great grandchildren Kadin, Marissa, Ethan and Aubrey, as well as nephews and nieces. Family in Holland include four sisters-inlaw and numerous nephews and nieces. Jennie is predeceased by her firstborn son, her loving husband of 62 years, Hendrik (Henry) van der Woude, and all her six brothers and three sisters. Jennie was born on October 19, 1918 in Opende, The Netherlands. She was the third of 10 children to parents Akke and Tjeerd van der Tuin. From a young age, she had to work as a housekeeper, a dairy maid and a nurse’s aide to support her siblings and mother. During that time period, she met her future husband, Henry, and they were married on May 3, 1948. They immigrated to Canada on July 1, 1949 and settled in Winnipeg, where they had three children. In 1954, they moved to Pitt Meadows and later to Haney, where their youngest child was born. Jennie was devoted to her family and she was first and foremost a homemaker. Jennie and Henry travelled back to Holland on many occasions to visit family and also made trips to Spain, Mexico and Hawaii. Jennie travelled with her children to Banff and Mexico, and celebrated her 95th birthday in Phoenix, Arizona. Her last big trip was to Israel in April 2014. She was able to attend the weddings of three of her grandchildren, Corey (Tina), Adam (Charlene) and Laura (Shawn), and celebrated the births of two of her great grandchildren, Kadin and Aubrey. Her Christian faith and family were most important in her life. Jennie enjoyed listening to Christian music, especially on her new ipod, and watching Christian TV programs. She took great pleasure in gardening and relaxing on her lawn chair. Jennie was admitted to the Ridge Meadows Hospital on October 19th, 2014 and spent her last days there in the Alouette Rehab and PATH units. On Christmas day she was able to come home and spend time with her family, which was her last wish. She went to her eternal home on the evening of January 2nd. Jennie’s family would like to thank the Nursing, RT and OT staff at the Ridge Meadows Hospital and Home Support staff for their kind and compassionate care. Funeral services were provided by Garden Hill Funeral Home and the Memorial Service was held at the Maple Ridge Christian Reformed Church, officiated by Pastor Tim Sheridan, on Thursday January 8, 2015 at 1:00 p.m. In lieu of flowers, the family asks that donations be made to Vision Canada or Plan Canada (schooling for girls). Expressions of sympathy can be made at www.gardenhill.ca
