The number of Surrey students graduating from high school within six years was the highest ever last year, with nearly 89 per cent successfully completing Grade 12. A recently released Ministry of Education report shows Surrey’s “completion rate” rose 2.7 per cent in the 2013-14 school year from the year prior. Surrey’s rate was four per cent higher than the provincial completion level of 84.2 per cent. Surrey students, including those with English as a second language, outperformed those across B.C. in almost all categories. The high school completion rate for students with special needs in Surrey was slightly lower than the provincial average – 60.6 per cent compared to 62.2 per cent provincewide – while aboriginal student completion rates locally were on par with the B.C. average at about 61 per cent. A significant jump in the performance of Surrey’s aboriginal students helped drive the district’s percentages up. While the rate of aboriginal students graduating is still less-than-optimal at 61 per cent, it’s 13 per cent higher than it was the year prior, when fewer than half successfully finished Grade 12. Dragons dominate in OT Playing in the championship game of the Surrey Fire Fighters Goodwill Classic for the fourth consecutive year, the Fleetwood Park Dragons and Holy Cross Crusaders needed overtime to determine the 2014 champion. Unable to take a lead in 40 minutes of regulation time, the Dragons dominated extra time and emerged as champions of the all-Surrey high school girls basketball tournament with a 55-46 victory at Lord Tweedsmuir Secondary. “It’s a bit of a battle every year,” said Dragons co-coach Pam Reynolds, after her team claimed its second championship in the past four years. “We play really good defense and sometimes the offense comes out flat. This is the third game that we played overtime. Once we got to overtime, we relaxed, which is kind of odd.” Playing before a crowd of roughly 200, the Crusaders led for all but the last two minutes of regulation time, scoring the first four points of the game while racing to an early 9-2 advantage. The lead was 21-18 at halftime, but grew to double digits at 34-24 with seven minutes to play before Fleetwood Park began their rally. A 9-3 run by the Dragons pulled them to within four points, then when Jada Jordan hit a trey with four minutes to go, Fleetwood Park was within a bucket at 39-36. Tournament MVP (Most Valuable Player) Cyrille Butac scored five consecutive points for the Dragons and with two minutes to go the scored was tied 41-41. Tournament Dream Team selections Maria Palmegiani of Holy Cross and Simran Grewal of the Dragons scored four points each in the final minute, sending the game into five minutes to extra time. Fleetwood Park took their first lead, and seized control of the game, in the first two minutes of overtime. Grewal hit a bucket in the first minute, and then scored a three-pointer seconds later. The Crusaders were held to one point from the free throw line, then Butac put the game out of reach by dishing off to Grewal and Simi Lehal for easy layups. Butac went nine-for-16 at the free throw line, finishing with 14 points. A Surrey-based movie has been shortlisted for a 2014 Oscar award. Work Weather Wife, directed and co-produced by Surrey’s Harpreet Sandhu, features two songs – Moon and Long Braid – which are among 79 songs vying for a Best Original Song nomination at this year’s Academy Awards. It is the only Canadian film to be shortlisted in the category. “It’s a competition with the big fishes,” acknowledges Sandhu, who composed both songs. The Punjabi-language feature film, which Sandhu also wrote and stars in, follows an Indian couple who are tricked into letting a con-man into their home. The film has proven somewhat controversial, according to Sandhu, as it confronts issues of infidelity

thousands of submissions. “It felt good,” he said, adding he’s also pleased his team’s talents were appreciated. “Everyone wants their work to be

recognized.” The movie is up against some heavy hitters, however. Songs from big-budget Hollywood blockbusters such as “The Hunger Games: Mockingjay,” “The Amazing Spider-Man 2,” and “The Lego Movie” are included on the list, with just a handful to be chosen as official nominees. But, Sandhu says, the nature of the category improves his film’s chances. “When you make a movie, the budget matters,” he says, explaining money buys A-list actors and pricey locations. “But when you make music, budget doesn’t matter as much.” Work Weather Wife opened in Canada last November, with screenings across the country, including in Guildford and Strawberry Hill theatres. Sandhu is also hoping the film is nominated for a Canadian Screen Award. Those finalists (there is no shortlist) will be announced early this week. Final nominees for the 87th Academy Awards will be announced Thursday (Jan. 15). The Oscars will be held Feb. 22.

Two men found guilty last year in the mass murder of six people in a Surrey apartment in 2007 have filed appeals of their convictions. Red Scorpions gang members Cody Haevischer and Matthew Johnston were both convicted in Vancouver Supreme Court in October of six counts of first-degree murder for the execution-style killings that took place

at the Balmoral Tower apartment building Oct. 19, 2007. Murdered were Corey Lal and his brother Michael, Eddie Narong, Ryan Bartolomeo, Edward Schellenberg and Christopher Mohan. The Crown’s theory was Haevischer and Johnston plotted to kill rival drug dealer Corey Lal, but that the others – including fireplace repairmen Schellenberg and neighbour Mohan – were killed to eliminate witnesses. Johnston and Haevischer were sentenced to a mandatory sentence of life in prison with no chance of parole for 25 years. They filed their conviction appeals on Thursday (Jan. 8).

Completion rates differ from graduation rates in that they’re determined by tracking the number of students entering Grade 8 who finish high school within six years. Graduation rates track students enrolled in Grade 12 as of Sept. 30 who graduate within one year. Surrey’s graduation rates remained steady around 92 per cent for the past five years.

Delta rates steady, above average In Delta, the completion rate stayed the same as last year, with 88 per cent of students finishing high school within six years – four per cent above the provincial average. Delta’s rates were higher than the B.C. numbers across the board, with English learner and special needs students in that district faring significantly better than their peers across the province. The completion rate for aboriginal students in Delta was 68 per cent, which is markedly higher than the B.C. average, but still well below the success rate of the general student population. ▼ CONTRARY TO POPULAR BELIEF, TAXES ARE ACTUALLY GETTING LOWER Fed up taxpayers often state that taxes are always going up. It’s a common belief, but it’s actually dead wrong. The fact is that taxes in Canada are low and getting lower. Today, a median income earner in Canada is looking at a combined federal-provincial marginal tax rate ranging around 20.5-26 per cent. That’s down from 45 per cent in 1971. It’s still a significant bite, to be sure, but far less than most countries. And what do we get for out money? Well, Canadians don’t like to brag, but ours is one of the most stable, safe and efficiently run societies in the world. Our educational, health and justice systems may not be perfect, but they stand up extremely well to international comparisons. Despite the never-ending whining from conservative lobby groups, Canadians get a very good deal for our tax dollars. Patrick Truelove

More tax would be OK if plan was good ▼ ADDING LIGHT RAIL TRACKS WILL INCREASE TRAFFIC CONGESTION IN SURREY In the upcoming referendum on transit, I may vote no – not because I don’t want another tax increase to finance improvements, but because I don’t like what is proposed for Surrey. Surrey is growing rapidly and increasing traffic congestion is not the way to go. I believe the proposed light rail plan will do just that. Adding two tracks on 104 Avenue – Fraser Highway to Langley and along King George to 72 Avenue – will not improve congestion. Fraser Highway was recently widened to four lanes to Langley but eliminating two of those lanes for tracks will

means there will have to be a maintenance facility and storage yard built somewhere in Surrey or perhaps Langley to accommodate light rail cars. I’ve had a look at the proposed ballot for the referendum and if it is presented as shown it could be misleading for the citizens of Surrey. One final point: The proposed light rail along 104 Avenue and King George is planned for sometime in the next seven years and the Langley line down Fraser Highway is planned for sometime in the next 12 years. So-called rapid transit for Surrey will not happen overnight. Unless the proposed system of light rail for Surrey and Langley is upgraded to include SkyTrain extensions, I’m considering voting no in the referendum. Keith Wilson Surrey

The battle for Kennewick Man BC VIEWS ▼ Tom Fletcher

My Christmas reading included a fascinating new book called Kennewick Man, a study of skeletal remains discovered in 1996 on the bank of the Columbia River in eastern Washington. He was an ancient hunter buried just south of B.C. almost 9,000 years ago, in the Early Holocene period following the last Ice Age. Among the oldest humans found along the West Coast of North America, he sparked an unprecedented battle by the Smithsonian Institution to examine the skeleton and publish the book late last year. The most controversial evidence came from the skull. It doesn’t match the classic Mongoloid profile of modern aboriginal people, key to the theory that the earliest humans reached North America by land bridge from Siberia to Alaska as glaciers receded. Smithsonian scientists confirmed initial reports that Kennewick Man is a closer match with early Polynesians, and the Ainu people who remain in Japan today. He lived until about age 40, surviving for years with a stone spear point stuck in his hip.

The authors conclude from chemical analysis that “Kennewick Man could not have been a long-time resident of the area where he was found, but instead lived most of his adult life somewhere along the Northwest and North Pacific coast where marine mammals were readily available.” This suggests migration by sea, perhaps from a great distance. The U.S. Army seized the skeleton. The scientists sued and eventually won the right to a brief examination. The court case exposed brutal and illegal actions of the U.S. Army Corps of Engineers and federal departments to destroy the site and intimidate the scientists. U.S. law demanded all remains from before European settlement be repatriated for burial by local tribes, without examination. Umatilla tribe spokesman Armand Minthorn wrote in 1996: “We view this practice as desecration of the body and a violation of our most deeply-held religious beliefs. “From our oral histories, we know

that our people have been part of this land since the beginning of time. We do not believe that our people migrated here from another continent, as the scientists do.” The head of the Society for American Archaeology tried to get the researchers to drop their lawsuit, fearing it would interfere with fragile relationships with area tribes. The U.S. Justice Department warned the Smithsonian that lead scientist Douglas Owsley and others might be in criminal conflict of interest as federal employees suing the government. Even the White House weighed in against them. Meanwhile the skeleton was mishandled and later stored in substandard conditions at a Seattle museum, where it remains today. Parts of both femurs were lost, and scientists were falsely accused of taking them. They had been removed by tribal representatives and secretly buried. Kennewick Man was found as the

army was in tense negotiations with tribes on salmon fishing rights on the Columbia, their demand for removal of dams, and the $100 billion cleanup of the Hanford nuclear site. The scientists finally won their case in 2004, with a ruling that the skeleton is so old there isn’t enough evidence to show it is related to the current tribes. The judge found the army repeatedly misled the court, and assessed the government $2.4 million in costs. The U.S. Army still controls the skeleton and denies requests for further study. The spear point, for example, could show the location where he was injured. One final irony. Analysis shows Kennewick Man ate mostly salmon in his later years, around 6300 BCE. These are the salmon runs wiped out by dams built by U.S. Army engineers before the signing of the Columbia River Treaty with B.C.

Bus drivers hit their “fare not paid” button to record fare evaders more than 2.7 million times in 2013 or about 10 per cent more than in 2011, according to TransLink statistics. Many of the routes where bus fare evasion is most prevalent run through poor neighbourhoods, and the top five all go through Vancouver’s Downtown Eastside. “We are a community on wheels,” TransLink CEO Ian Jarvis said, adding the buses serve many people at risk who sometimes board without paying. “Yes, it’s unfair that certain people don’t pay. If they don’t pay, that’s theft. It’s unfair to the riders who do pay and the taxpayers who subsidize the system.” But he argued there are circumstances such as passenger safety that justify exceptions. “Think of a young teen trying to get home from Surrey Central to Langley or White Rock and they’re 50 cents short and it’s the last bus,” Jarvis said. “I would let that teenager on board.” The latest numbers were released by the Canadian Taxpayers’ Federation’s Jordan Bateman, who argues fare evasion is a chronic and growing problem and another reason for voters to reject a proposed 0.5-per-cent sales tax for transit expansion. Asked if it’s reasonable to expect every passenger down to the poorest to pay each time they ride a bus, Bateman said there may be exceptions, but people using the service should expect to pay for it. “It amuses me that they suggest this is somehow anti-poor when a sales tax without rebates

is a regressive tax that hurts the poor more than anybody else,” Bateman said. The 2.76 million button presses equate to 1.1 per cent of the 249 million riders carried on buses each year and would be worth $6.9 million in extra revenue if each of free riders paid a $2.50 cash fare. But Bateman contends real fare evasion levels are higher – worth more than $18 million a year when SkyTrain is included. “We know drivers don’t press the button every time,” Bateman said. “And we know drivers with a big backlog of people boarding will sometimes cover the fare box.” Jarvis said audits indicate fare evasion consistently runs at about 4.8 per cent system-wide. Transportation observer Stephen Rees said it’s impossible to ensure every passenger pays and the majority of transit systems in the world aim to capture most, not all. He said the money lost to fare evasion is a tiny fraction of the $250 million in new annual revenue critically needed to expand the system. “If everybody paid their fares we would still be in deep doo-doo,” Rees said. Nathan Woods, president of the bus drivers’ union, said drivers don’t confront passengers who don’t pay because driver assaults can result. He said drivers have tried to be vigilant about pressing the fare not paid button to help transit security find fare cheats who may also be a threat to drivers. He said drivers encounter fare evaders everywhere. “It’s all walks of life, not just the poor neighbourhoods,” Woods said. “People can walk on with a $7 Starbucks coffee and walk by saying they can’t afford to pay.” Woods said many of the passengers recorded as unpaid may actually have a monthly pass or U-Pass.

GETTING STARTED

KINDERGARTEN Children who will turn five-years-old before January 1, 2016 are eligible to begin school in September 2015. Registration begins Monday, January 19, 2015. To register, please contact your nearest elementary school. (For school catchment areas, view the district website: www.surreyschools.ca/departments/BMGS or call 604-595-5195.) Upon registration at the school, the following documents must be provided: 1. Proof of birth date for the student (birth certificate or passport); 2. Proof of guardianship (parents/guardians as shown on birth certificate or other appropriate legal documentation such as landed immigrant paper or guardianship order); 3. Proof of citizenship for both the parent and the student (Canadian birth certificate, citizenship card, passport, landed immigrant document, permanent resident card, enhanced driver’s license or enhanced identification card); 4. CHOICE PROGRAMS B.C.’s largest school district offers a variety of choice programs that challenge students and enhance special skills or philosophies. Bastijaantje (Jean) Van der Ende (nee De Ruiter) passed away January 5, 2015 at Rosemary Heights Seniors Village. Jean was born in Numansdorp, Holland in 1922, the eldest of two daughters. Jean’s best friend was younger sister Corrie. Jean met Abraham (Bob) during the war. They married and immigrated to Canada in 1950, settling in the White Rock area. They raised four children; Maryann, Hank, Alice and Shirley. Jean and Bob worked hard in their greenhouse business and had a passion for gardening. As the years went by they hosted many family celebrations and had a very active social life with other families in the area. In retirement they travelled extensively around the world to Europe, Asia, Australia and Africa. The spent many winters in Mexico forging many friendships there. They enjoyed their beautiful grandchildren, and great-grandchildren fully. Jean will be dearly missed by her loving husband of nearly 65 years, Bob. She is predeceased by her daughter Alice (Wilfred). She is survived by her husband Bob, children Maryann (Darryl), Hank, Shirley (Dan) and grandchildren Dean, Jennifer, Robbie, Erika, Marlaena, Anita, Lara and Anna; great-grandchildren Aleisha, Maddy, Leah, Otto, Declan, and new baby Alice. Jean is also survived by many in Holland: Bas Meijndert & family, Tinus Van der Ende and family, Maria Matter of Washington and many nieces and nephews here and in Holland. She faced the end of her life with strength and courage. She was a great support to our Dad, as he was to her. Her dry sense of humour was there to the end. Many thanks to the wonderful supportive staff at Rosemary Heights. Jean’s service was held at Valley View Funeral Home, Surrey, BC on Monday January 12th, 2015.

In glory, Bev is joined by her loving husband Jim, parents Clare and Esther Snyder, and stepmother Ivy Snyder. Bev is greatly missed by her two sons Garth (Kenna) and Kurt (Jacinda); and grandchildren Logan, Shekinah, Garrett, Remington and Otto; and her sister Althea (Gary).
