Despite protests from some council members, Grand Forks city council sent a representative to a two-day deer management workshop in Vancouver this week, Jan. 12 and 13. At a special council meeting on Jan. 6, council voted for Councillor Chris Hammett to attend as their representative. A staff member also attended. Councillor Michael Wirischagin said that the idea of meeting with and working with the province over deer issues has been brewing for a number of years. “It originated from the past two Union of British Columbia Municipalities (UBCM) when the City of Grand Forks had the opportunity to meet with Minister Thompson (Forests, Lands and Natural Resource Operations—MFLNRO) in regards to the urban deer issue in Grand Forks,” said Wirischagin. “Two years ago we were promised by the province that we would get the opportunity to meet with them. The city still pays 100 per cent of the costs for pretty much anything to do with urban deer. The purpose of the meeting at that time was to schedule a further meeting with the province to discuss possibly cost sharing and just find a way and means to work together, whether it’s financial or through an exchange of ideas and things like that.” After getting nowhere after the first meeting, council then met once again with Minister Thomson but this time with other communities such as Cranbrook, Invermere and Oak Bay, said Wirischagin. “We felt the province should be stepping in as wildlife is considered a provincial matter.” He said they finally received a commitment from the MFLNRO in December for a meeting date for an urban deer workshop. With the deer committee currently at rest with the election and a new council in place, and council unable to come to a decision on whether or not to send a representative to the workshop, Mayor Frank Konrad had to call a special council meeting that took place on Jan. 6. At the meeting, council voted in favour of sending Hammett to the workshop.

Nine elderly residents at Phoenix Manor had to be evacuated out of the building and housed off-site after a sprinkler break caused extensive damage to the main floor. At about 10 p.m. on Jan. 1, the night caretaker heard an alarm and went downstairs to the main floor. She got there just in time to see the roof in the kitchen collapse. “We figure it was fatigue in the pipes,” said Gordon Nichols, vice-president of the Phoenix Manor board of directors. “It was kind of a design flaw in that the pipes there are directly underneath the patio. They’ve likely been freezing and thawing again and again since the building opened in 1999. Eventually, the pipe just broke and gave way.” Grand Forks Fire/Rescue was on the scene quickly and managed to evacuate the residents and begin to clean out the water. Several directors were also on scene and helped with clean up of the building evacuation of the twostory building. “Water was all over,” said Nichols. “It was out of the kitchen and down the hallway. There was extensive damage to the kitchen and two of the suites on the main floor.” Nichols was quick to praise the work of the firefighters who were on hand evacuating residents and squeegying water out the door. Police and ambulance were also on hand as a

precaution, but were not needed as there were no injuries. “The fire department was excellent,” he said. “They showed up promptly and pushed the water out the door using squeegees. I can’t say enough about them.” Fire chief Dale Heriot said that the evacuation of the residents went smoothly. “We got there and one of their sprinkler lines had froze and ruptured above the kitchen,” he said. “There was about four inches of water in the downstairs area. We evacuated the residents out of there and they were provided with alternate housing. It took a little bit to get the residents moved and make the arrangements for the alternate housing.” Nichols said that three residents were able to move in with relatives in the area; one was already in the hospital. The others were moved into a nearby hotel. Most of the residents moved back into Phoenix Manor on Jan. 7; two residents in the suites with the most damage are still staying at relatives. Nichols added that the board is still awaiting word from their insurance company before proceeding with fixing the kitchen and eating area, and other areas damaged by the broken sprinkler. We have a make-shift eating area upstairs. The caretaker suite upstairs has a kitchen so we are using that right now. In addition, we’ve converted the visitor room into a pantry for breakfast and whatnot.”

At this time, no further installations will take place until the spring. If for any reason, you encounter issues with your new meter or have any experiences with the meter installation, please contact the City and we will gladly address any concerns as soon as possible.

1910 The largest crowd ever at a dance in the North Fork gathered at D.G. Evans’ place on Friday when Mr. Evans gave a dance in a large new barn he had recently completed. Some 58 couples were in attendance with this city and Eholt sending a goodly number, while all the settlers from Hardy’s ranch to Lynn Creek made up a joyous crowd. 1915 Granby Company announced that the wages of the employees at the Grand Forks smelter and Phoenix mines would be increased 10 per cent from Feb. 1. It will be recalled that when operations resumed in December, the men went back to work at a 25 per cent reduction. 1920 Victor Biner was in town, returning to Phoenix after a trip to Nelson. He intends to leave shortly for California where his brothers Albert and Dan have established a successful fruit industry. 1925 Wanted on this side of the line on a charge of perjury (Abe Tomley, residing in the hills near Phoenix) has been taken in custody in Colville, Wash. 1930 James Burdick of Rock Creek has recently purchased a good team of horses from Jim Kelly of Bridesville. He is using them for the purpose of hauling logs from near Burdick’s ranch down the river. The haul is long and rather dangerous, being very steep and narrow in places. 1935 Lionel Morris of Nelson, John Mucha of Lardeau and Frank Lind, who was roadmaster here for a while, were killed when they were caught in a snow avalanche while trying to clear another slide from the CPR tracks at Paulson. 1940 Walter “Smokey” Smith passed away

About 150 people gathered at the GEM Theatre for a special premier showing of the film, which stars Ethan Hawke. Dozens of local residents were hired as extras for the film. 2005 Citing health concerns, West Kootenay-Boundary MLA and Minister of State for Resort Development Sandy Santori announced his resignation from cabinet immediately and from the legislature effective Jan. 31. 2010 The Henderson family got exactly what they wanted for Christmas: thanks to Habitat for Humanity, the Hendersons moved into their new home four days before Christmas. Ltd., announced that the company’s interests have been disposed of to new owners. All shares and physical assets of the company have been purchased by Jim Gower. The transaction was effective Jan. 1. 1975 Little more than a year and a half after the company went into production in Grand Forks, a receiver-manager has been appointed for Chilko Modular Ltd.

This council needs to address the issue of water meters and determine the direction this council wants to go. Bruins deserve your support

It’s pretty clear that this year’s Grand Forks Border Bruins team will not make the playoffs. A 19-game losing streak will do that. It’s been a long, long time since the Bruins have made the playoffs. Last year, the team, led by sniper Jackson Purvis and goalie Dominick Stadynk, made a good run but ultimately fell short. This year started promising with the young team winning four of their first six games before the losses started to pile up. Soon enough the playoffs were out of the picture and its ‘just wait until next year’ time. But anyone that has been to many games this year knows it’s not a lack of effort and desire. These boys work hard and are improving even if it’s not showing up in the standings. A small rink like the Jack Goddard Memorial Arena in Grand Forks is tailor-made for the crowd. Every seat is practically right on top of the ice. Be sure to get out and support this young team. Your loud cheers mean the world to a group of youngsters who are out busting their butts for the love of the game.

Hating and mocking are easy Second Opinion JIM HOLTZ It is difficult to decide how one should react to the terrorist attacks that the West has been subjected to lately. For many people, the first reaction is to seek retribution and revenge on the jihadists who indiscriminately shoot shoppers or cartoonists, or who sneak up on soldiers or policemen and attack without warning. Alternately one wants to mock them for their extremist religious beliefs that seem to have been forged in the Middle Ages and for their ignorance and inflated sense of self importance. After all, how seriously can you take a bunch of guys who put out propaganda videos of themselves dressed up like B movie ninjas high-stepping down the street like extras in a Mel Brooks film. They appear to combine marching

Maguire is the self-styled jihadist who went on social media a couple of weeks ago to encourage disgruntled Canadian Muslims to indiscriminately attack fellow Canadians in retaliation for Canada’s bombing of Islamic State strongholds. He did his best to make us tremble in fear, appearing in the now-common Islamic State terrorist couture consisting of black pyjamas and an ill-fitting ammunition belt, his wispy blond beard a testament to his devotion to Middle Eastern terrorist grooming practices. But mocking them, even though it gives us some sense of power and control, isn’t really a very helpful response either. Hating and mocking are easy, yet solutions to conflicts as serious as this never are.

Achieving peaceful resolution involves talking, listening and understanding the points of view and grievances of all sides. It involves putting aside prejudice and seeing through the manipulation of language and emotion that always fuel these conflicts. The French press have repeatedly cited how the French have embraced civilization in their rigorous defence of free speech, whereas the Islamic terrorists have demonstrated only barbarism in their murderous attacks on satirical cartoonists. Yet the civilized French military and their allies the Canadians, British and especially the Americans have killed far more innocent men, women and children in Iraq and Afghanistan and Syria than the terrorists have killed in the West. They just do it more remotely from an airplane or a drone control room in California. Sometimes the buildings they demolish contain terrorists, sometimes they don’t. The terrorists don’t have George W.

To do that they believe they must show Muslims everywhere that they are the true defenders of the faith. If that is the case, then the reaction of the West should be to support moderate Islamic states and factions and assist them in stopping the spread of Islamic extremism.

Mayor, council elected to rule us

Editor, the Gazette: In response to the Jan. 7 letter of Jack Koochin, I would think that he has a misguided opinion about how a democratic society actually works. As voters and electors, we do not have the right to decide on the programs and legislation that govern us. We are not governed by referendum (public opinion) but by those that we elect. The comments of Christine Thompson to the effect that those elected and not the wishes of the electors do in fact govern is in fact the proper and correct in-

terpretation of the democratic process we have. To be otherwise would be unwieldy, expensive and almost unworkable. This is the principal that applies not only to governments but also to corporations and societies. Our democratic right is only to elect those who govern us and not to govern those that we elect. I realize that Mr. Koochin and others who have agendas, that may differ from those we elect, will feel frustrated. Get used to it, that is the way it is and probably the way it should be.

I am fairly confident that despite your view opposing the use of water meters for the city, that the council that implemented the plan after many, many years of study, did so with the conviction that this course of action was in the best interests of the city, whether or not the vocal opponents agreed. In conclusion, Mr. Koochin, the mayor and council were elected to rule us and not to be mere puppets of vocal opinions (majority or otherwise). Ron Mellett, Grand Forks

Involvement leads to development

Editor, The Gazette: I will give you a brief history of my past work: I started with a municipality as CAO in 1965; then in 1970 moved to another municipality, when participatory democracy was an interesting concept. First off, I agree with Roy Ronaghan’s suggestions of ways to try and engage citizens in meaningful input in the democratic process. However, there are perils in most of these if good checks and balances are not put into effect. It is possible for highly organized groups to hijack the good intentions of any process and I can argue that this now happens with special interest lobby groups. The 1970 municipality in which I was CAO was the best example of allowing true involvement by its citizens. When I first arrived, the governance was very dictatorial and implied a negative attitude of the municipality’s future. It was only four months later that a new mayor and a couple of new councilors were elected. This created a new attitude and approach to governance, which included participatory democracy.

Within a couple of years, this municipality had made great strides in community development, social development and then economic development, in that order. After working with 13 mayors in eight different municipalities as a CAO, it is my opinion that this process begins with leadership provided by the mayor. He or she can’t do it alone, but it has to be the driving force. In the above municipality the new mayor was a positive leader—team builder, good listener, open to feedback, engaging, good at empowering groups, organizing staff and individuals, willing to try new ideas, and never argued with delegations. He was the only mayor I have ever seen who would invite the spokesperson to come and sit up front beside him. Instead of having a confrontation, it led to dialogue and often solutions, or at least a feeling their concerns were understood. This mayor provided leadership. Many mayors want to manage, even worse is to micro-manage. Every municipality needs managers, but the problem is, we have too many managers and not

enough leaders. There is only one group in a city with the responsibility for creating the vision, community building and leading and that is mayor and council. Many cities have a vision statement, but typically people are not committed to it because they are not involved in developing it; consequently it’s not part of the community’s culture. I am not saying council should go on a retreat in some resort and come back with a vision from above. The vision I am talking about requires the involvement and commitment from its citizens. One good example of how this happened here in B.C. is the community of Chemainus, whose theme is ‘The Little Engine That Could’. So many municipalities and regional districts believe they have to start with economic development. They miss the point, in that this will occur if they put their energies into community involvement and community development, that leads to the economic development that the community wants and is committed to. Down to the wire for world treaty In early December 2014, some 11,000 delegates from 196 countries met in Lima, Peru on the west coast of South America in yet another attempt to draft a climate change treaty that all the world’s countries could agree too. They were attending the 20th Conference of the Parties (COP 20) with the objective of creating a replacement for the Kyoto Protocol. Rousing By the end of the scheduled time the the Rabble parties had not reached agreement and only after a 30-hour marathon negotiatROY RONAGHAN ing session did they accept a four-page document called “Lima Call for Climate Action” and a longer annex document of 37 pages called “Elements for a Draft Negotiating Text.” Canada’s environment minister Leona Aglukkaq led the Canadian delegation. Prior to the conference she was quoted as saying; “I look forward to leading Canada’s delegation in Lima and working with our international partners on establishing a fair, effective climate agreement that includes meaningful and transparent commitments from all major emitters.” Reports are mixed on what was accomplished at COP20. Supporters said the documents were a critical step toward a treaty but detractors say that it is so weak as to be meaningless. The next full meeting of the 196 countries will take place in Paris, France in December 2015 and the Lima agreement will be the framework for those talks. It is anticipated that a treaty will be signed. Connie Hedegaard, the outgoing European Union (EU) climate change chief worked hard to get the parties to agree to the meeting in Paris and she warned the delegates that the talks in Paris are the last chance to reach an agreement to curb greenhouse gas (GHG) levels. After 21 attempts she has every reason to believe so. Hedegaard expressed concerns about the agreement reached recently by President Obama and China’s president, XI Jinping, to cut emissions. The U.S. has promised to cut emissions by 26-28 per cent by 2025. China will not decide on the magnitude of its cuts until 2030. Will the promises made by China and the U.S.A. hold? Republicans now control both the Senate and Congress and China is not open about its plans. In preparation for COP21 (Paris) all parties have agreed to submit their plans for reducing emissions called “Intended Nationally Determined Contributions” (INDCs). It is important to note that all countries—developing and developed—will declare their intentions. By March 15 each country is supposed to submit its INDC with a clear statement of emissions mitigation and related information. If they miss the deadline they have until June 2015 to respond. What is Canada’s position on a climate change treaty? Minister Aglukkaq says she will work to achieve “a fair effective climate agreement” but only after COP 21 will it be known what she means. Canada has been a laggard on climate change over the past decade and Stephen Harper wants no part of regulations that will have an impact on the oil and gas industry in Canada. He recently stated publicly that it would be crazy to place any kind of restrictions on CO2 emissions from major oil operations like the Tar Sands in Alberta or to delay pipelines that will transport Alberta oil to coastal ports for export. Can minister Aglukkaq change Harper’s mind? By December 2015 the earth will be a fraction of a degree warmer and unusual climate events like typhoon Hagupit and its 2013 predecessor, typhoon Haiyan, the strongest storm in 2013 will continue to occur. Should the parties fail to negotiate an agreement in Paris, what then? Earth’s temperature has continued to rise over the last couple decades and 2014 will likely be the hottest on record not unusual when the records show that 14 of the 15 warmest years have occurred in the 21st century.

to the editor in Toronto, Ontario in the era of the hippie generation, I was most familiar with marijuana as a recreational drug. That was a very long time ago. Until meeting Jim Leslie of The Kootenay’s Medicine Tree, I had absolutely no concept of cannabis as medicine. With the blessing of my medical doctor of 25 years and the hearty approval of my neurologist, I received my medical marijuana licence from Health Canada in January 2014. None of the medications prescribed thus far worked and my neurologist has seen marijuana work with many patients with Parkinson’s, epilepsy and MS in the past. The problem was finding a safe reliable source. The Kootenay’s Medicine Tree has been able to supply me with safe, lab-tested organic products that I am unable to get from the Health Canada marijuana “factories”. I don’t like to think of where I would be today if this was no longer possible. In just one year I have

completely given up the use of canes, walkers or any other devices for mobility. I had been unable to clean my home, cook, shop or feed myself without mishap. I couldn’t hold my grandchildren because my spasms were too violent. Cannabis calms all that. I’ve regained control of my life and for the first time in so many years, I am without chronic pain. I can actually play with my grandchildren now and for that alone, I feel truly blessed. I am horrified that any proposed action taken against The Kootenay’s Medicine Tree and its staff will detract all the gains in my health and indeed the many people that these good and knowledgeable people of The Kootenay’s Medicine Tree strive to help. I beg of you to please support and allow this wonderful dispensary to continue to help the many people like myself live our lives as normally and healthy as possible. What we’re doing isn’t enough Editor, The Gazette: I’m waiting for the day when the lead story on the six o’clock news is “world scientists and political leaders now agree that the planet is locked in to runaway climate chaos.” Is that what it will take for us to finally understand that we blew it—that we missed our last chance to transition to a low-carbon economy and keep global temperatures within a safe limit? By now, the majority of us accept that climate change is real. We understand that it is occurring because of excessive carbon emissions from our industrialized way of life. For the most part, we know the things we can do individually to lower our emissions: conserve energy, improve the energy-efficiency of our homes, drive less, fly less, recycle, buy local, reduce our use of plastics, drink water from the tap instead of buying it in plastic bottles, the list goes on. And, to varying degrees, we are all doing some or all of those things. Deep in our hearts, however, we know that what we are doing is not enough. Worse than that, we know that nothing we

can do individually will ever be enough to wean our society off fossil fuels. No matter how many letters we write to the editor, how many op-eds we write, how many petitions we sign or how many marches and blockades we participate in, the unrelenting, powerful economic engine of our society will continue to chug away, spewing out carbon emissions and, bit by bit, locking our grandchildren and future generations in to an unimaginable future of climate chaos. So what do we do now while the lead story on the six o’clock news is still about Jian Gomeshi’s day in court, or Roberto Luongo returning to play against the Canucks, or a French fry shortage at Macdonalds in Venezuela? What can we do now while we still have time? I don’t know the answer either, but like you, I do know we need systemic change, not just individual change. We need to elevate our individual actions to collective action. To me that means political action aimed at all levels of government. Locally, we can press City Hall and the RDKB to get seri-

ous about carbon-neutrality and fully embrace solar energy, wind power and biofuels. At the same time, we must press the federal government to develop a meaningful climate action plan. Canada is obligated to submit a plan to the United Nations by the end of March this year. We know Prime Minister Harper, in typical fashion, will weasel out of that if he can, or if he does submit something, it will be a weak commitment and not nearly enough to ensure Canada does her part to limit global temperature rise to within 2 C. Can we make climate change a political issue in our riding by pressing all the federal party candidates to reveal their climate action plans? What would the NDP do if elected? Or the Liberals? Or the Greens? Can we demand that the opposition parties develop and release their climate platforms in the next month to put pressure on the Conservative government to actually submit a meaningful climate action plan to the UN this spring? Editor, The Gazette: There is a wide range of misconceptions regarding medical cannabis projected by both the advocates and the naysayers. It won’t cure all cancers and it isn’t beneficial for everyone. Council briefs

council meeting (Jan. 26). Spray park Council voted in favour of waiving the quote requirements of the purchasing policy for the Rotary Spray Park project. Roxanne Shepherd, chief financial officer for the city, explained that the spray park is a joint project between the city and the local Rotary Club. She went on to explain that the city’s purchasing policy #802 requires that all purchases over $5,000 have three quotes. “We are requesting that because of the unique circumstances of this joint project, the purchasing policy requirements for quotes be waived for this project only.” Shepherd explained that the pieces which Rotary is looking to purchase for the park are basically only made by one company. Love for electric utility rates Alex Love, electrical utility consultant for Grand Forks, gave a brief presentation about the electric utility rates and how they might be affected by the latest general rate increase by FortisBC (3.5 per cent for 2015). “Because these are interim rates there is a chance the final approved increases will be higher or lower and FortisBC will have to make a cost recovery adjustment; however, it remains that this is the best wholesale rate change information we have. If it happens that there is a further adjustment of FortisBC rates in 2015, we will have to assess the situation at that time.” Love recommended implementing a manual meter option for residential customers; rescind policy 1205 as it is no longer practical to implement; and implement a general rate increase of 3.125 per cent to all electrical energy and basic charge rates. To take effect for consumption beginning March 1, 2015. Coun. Julia Butler asked why analogue meters were not available. Love responded, “Meters must be re-verified every so often. 2013 was the last year analogue meters could have been verified.” Council voted to receive Love’s information. The electrical utility rates for 2015 will be introduced at the Committee of the Whole meeting on Jan. 26. Procedure bylaw amendment

Thompson proposed an amendment to the city’s procedure bylaw (No. 1946, 2013) that would ask for written reports from members of council attending conferences, seminars or workshops that are longer than one day. “When I was on council before and we attended AKBLGs (Association of Kootenay Boundary Local Governments) and UBCMs (Union of British Columbia Municipalities) and others, there were concur-

rent workshops that different members of council attended,” she said. “When reports came back they were verbal. I found when I went back and wanted to review the meetings there was nothing (to read).” Coun. Michael Wirischagin spoke, and voted against the motion, stating that it was “draconian” and too vague. “I think it’s very vague,” he said. “How many pages? What does that written report look like? What are you looking for? Can it just say I attended the UBCM? Information from these sessions are available on their websites. It doesn’t tell me what it’s looking and number two, how will if be dealt with? Will there be a disciplinary committee?” Coun. Colleen Ross spoke for the motion, stating its accountability. “It’s a privilege to be there,” she said. “We learn things. It’s just due diligence. That information is important and that we should share it.” The motion was carried 5-1 with only Wirischagin voting against it. Coun. Chris Hammett was absent, attending a deer workshop in Vancouver. Opting out of CETA? Ross brought forth a motion to have council have the city opt out of the Canada/European Union (EU) Comprehensive Economic Trade Agreement (CETA). After some council discussion, Ross agreed to withdraw the motion and fix it up and bring it back to the next council meeting. “People refer to it as another free trade agreement but it goes much deeper than that,” Ross told the Gazette. “It gives corporations rights over governments. A corporation could actually sue a mucipality, or provincial government or federal government for contravening any part of the agreement in terms of local procurement, environmental laws that would stop a corporation from doing certain extractive practices. It would prevent us from creating policy or legislation that would impede profit.” Thompson suggested that the motion, once passed by council, be brought forward to the AKBLG. Letter from Koch re: Emeral Resident Gene Koch sent a letter to council asking for clarification on the recent legal notice that appeared in the Gazette on Nov. 12, 2014 regarding a proposed disposition of city land. “The proposal in the notice stated that the sale was contemplated to ‘Emeral Developments Ltd.’,” said Koch in his letter. “I have enclosed a copy of a BC Registry Services search that states no such company exists, or has ever existed in British Columbia.” Koch added that a company

called Emeral Developments Corp was the subject of several legal procedures including disputes with what would appear to be several creditors and a CIBC foreclosure. Koch asked whether council and staff had done their best due diligence to protect the interests of the city prior to posting the legal notice. Sasha Bird, manager of development and engineering, addressed and council and admitted that the company was not in existence and had been dissolved in 2010. “We have since told them that we cannot legally sell to a company that does not exist,” she said. “We’ve given them some options if they still want to make the purchase.” Council voted to receive the letter for information. Borrowing bylaw Grand Forks council approved first three readings of bylaw 2007 – the City of Grand Forks 2015 revenue anticipation borrowing bylaw. The community charter gives municipalities the authority to borrow money to cover obligations during the period between the beginning of the fiscal year, Jan. 1, and the property tax payment due date of the first working day after July 1, said the background information. Although the city has enough cash on hand to cover its obligations for a considerable length of time, the adoption of an annual revenue anticipation bylaw is a requirement of the city’s banking contract with the Grand Forks Credit Union as it covers the city’s $2 million overdraft. Subdivision and development repeal bylaw City council gave final reading to the subdivision and development repeal bylaw No. 1424-R, 2014 and also gave final reading to subdivision, development and servicing bylaw 1970, 2014. The background information stated: The City of Grand Forks subdivision and development bylaw No. 1424 was adopted in 1994 and requires updating to meet the current requirements for the regulation of subdivision, development and servicing of lands within the City of Grand Forks. The proposal is to have city council repeal the existing bylaw and adopt a new bylaw which is similar to bylaws currently in use by other municipalities and cities in the province, but structured to meet our community’s needs.” Electrical utility regulatory bylaw

City council gave third reading to electrical utility regulatory repeal bylaw No. 1543-R, 2014 and subsequently gave third reading to its replacement electrical utility regulatory bylaw No. 1975, 2014.

Fishing derby set for Family Day weekend CRAIG LINDSAY

Ice fishing is long a winter tradition in these cold parts. All you need is a pole, a frozen lake, a hole in the ice, and some warm clothes and you’re set. For the fourth straight year, Wilgress Lake will be the site for the Wilgress Ice Fishing Derby. The event goes Feb. 7, 8 and 9 and is open to anyone, any age. The derby, which is sponsored by the Boundary Metis Community Association, features fabulous prizes for the biggest fish in each category. “We’re hoping for a lot better turn out this year, that’s for sure,” said Greg Sterling, president of the Metis Community Association. “Last year was bitterly cold but we survived it. This year we’re hoping it will be bigger. We’re hoping there will be a lot more people and a lot more support. It’s open to everyone.” Sterling said that with the derby being on the Family Day weekend, they are certainly encouraging families to come out but also anyone who wants to ice fish—whether a seasoned pro or first-timer. “There’s no age limit,” he said. “We want everyone to enjoy it and bring their families out and spend some quality time with them and at the same time they’re helping us out and the youth that may be less fortunate (through local youth programs).” Sterling said anglers will be divided into three categories of adults, boys and girls with trophies for first, second and third. Sterling also has permanent trophies on which the Metis Association will put the winner’s names on and display locally at Crowsnest Keep Restaurant. In addition to ice fishing, the derby will also feature a snow-carving contest once again. “We’re going to put the snow sculptures closer to the highway this year so

Metis group gets grant CRAIG LINDSAY

A government grant for the Boundary Metis Community Association (BMCA) will allow the group to provide workshops for local aboriginal women to come together and learn about their culture. BMCA received $7,488 for the project that is entitled Hear Our Voices. The project is part of the Giving Voice project, which is an initiative of the Minister’s Advisory Council for Aboriginal Women whose members are respected Aboriginal women from across British Columbia. The purpose of the program is to provide aboriginal women, men, youth and elders safe opportunities to give voice to issues of violence and abuse within their lives, families and communities. “The province is committed to a collaborative approach to address violence against Aboriginal women,” said John Rustad, minister of Aboriginal Relations and Reconciliation, in a press release. “By supporting projects designed and developed by and for Aboriginal women we are moving towards the overall goal of improving the quality of life for all Aboriginal people in B.C.” Myrna Logan, vice-president of the BMCA, told the Gazette the group is pleased to receive the grant for the Hear Our Voices project. “It will provide aboriginal women and girls with cultural awareness, skills and resources surrounding violence and abuse,” she said. “Training workshops will increase knowledge on a personal level as well as community level. This will assist in building a stronger, safer and better informed community on the issues of violence

and abuse.” Logan said the project will include a two-day drum-making workshop and teachings and subsequent monthly drum circles. The project will also feature women and girls’ education and awareness workshops on violence and abuse. “We’re going to be working with the women’s coalition and resource centre staff on that,” said Logan. “We’re going to do medicine wheel teaching with a weekend workshop. We’re going to do monthly women’s traditional aboriginal sweats and talking and sharing circles. We’re going to do public speaking workshops to build self-esteem and confidence.” Logan said the project will begin as soon as the organization receives the money. She adds that all the facets of the project will have community resource staff on hand such as aboriginal mental health and addiction workers and aboriginal family support and women’s violence staff. The government’s Giving Voices grant program includes two streams. The first one, which the BMCA received, is targeted at local aboriginal women and must be completed by Nov. 30, 2015; the second features more money and must be completed by Nov. 30, 2016. Twenty-five programs received the first stream of grants for between $3,100 and $7,500, while 12 organizations will receive between $13,000 and $15,000 under the second stream, which hasn’t been announced yet. “The second stream, which we also applied for, is to bring education to the larger community,” she said. “We haven’t heard if we’re successful with that one yet. We will continue to pursue that and if we don’t get that, maybe they thought we need to educate our own before bringing it to the community in general.”

Vehicle stolen

On Jan. 8 at 2:45 a.m., Grand Forks RCMP received a report that a 2002 red Chevy Blazer was stolen from Roxul Inc. from behind the locked compound. “The keys were in the ignition and there was a full tank of gas,” said Staff Sgt. Jim Harrison. “No one saw the vehicle leaving. We believe it happened between 11 p.m. and 2:45 a.m. when he reported it.” Harrison said the vehicle was recovered on Jan. 10 near Francine Road at Christina Lake. “The vehicle was abandoned on the side of the road,” he said. “The investigation is still underway to determine who stole the vehicle but it is back to its rightful owner.” Theft under $5,000

On Jan. 9, RCMP received a report of the theft of an Android Proscan Tablet valued at approximately $200. “The complainant said it was stolen from her house and she believes it was maybe taken by some house guests,” said Harrison. The tablet has a cracked screen. The theft occurred at a house on 59th Avenue in Grand Forks. The matter is still under investigation.

Wirischagin she was convinced that it was important to send a representative to meet with the provincial government on the deer issue. Mayor Konrad said that after reviewing the subject he agreed that it was a good idea to send someone to the workshop. “Again, I think the deer situation in Grand Forks is another ‘elephant in the room’ that has been going on for years,” he said. “Any information we can draw from any source be it a workshop or whatever is to the city’s benefit. It’s money well spent.” Konrad also added that working with the province could mean grants down the road for

To get different municipalities at these workshops which will help guide us in different directions. The more people involved, the more knowledge you acquire. To do it unilaterally you’re like a little boy in a tunnel — you’re not going anywhere. If we can get more input from other municipalities and how they handled their deer situation and put this altogether, we have much more at our finger tips.” The deer management workshop is being jointly held by both the province and UBCM. Participating in the workshop were representatives from several communities which are affected by urban deer. A statement from the organizers said: “Many communities throughout the province have encountered conflicts with urban deer, resulting in resident safety issues and property damage. The UBCM membership has endorsed several resolutions pertaining to urban deer conflict, particularly in regards to provincial jurisdiction in the matter, funding for managing and mitigating the impacts of urban deer conflict, as well as for education.” The January workshop is designed to be a forum of dialogue around the challenges communities face with urban deer, the approaches employed to date on dealing with the issues, and potential solutions for provincial consideration. It will also provide legislative and regulatory updates, outline roles and responsibilities, and address the jurisdictional issue of ‘ownership’ of the issues.

I started snowboarding when I was 14 years old. I ordered a plastic snowboard from the Sears catalogue. I packed my board up the hill behind our house, did up the binding then headed down the hill. This is how I learned to snowboard, and I did that lots. One day a kid used my plastic board to do a jump and it broke—he was too heavy for it. After that we went to Mount Baldy and I rented a snowboard and took lessons. They taught me lots of things, like getting on the T-bar, going up the hill and doing the tuck and roll. I slid down the T-bar lots when I was learning. The instructor showed me how to do the Ninja roll where you flip your board the right way, how to control the board and how to carve. I ride goofy foot. That is when your left foot is facing up the hill in front. Riding the chairlift for the first time, I got whacked in the back getting on. I wasn’t ready for the chair. I wasn’t scared and the operator slowed the chair

down next time for me to get on. I really liked it at Baldy. In high school we went to Red Mountain where Mr. Gobbett took me up the chairlift. I was really nervous because it was really high. I had lots of fun coming down. Chairlifts are easier than T-bars. This year is my 14th year snowboarding. I can do jumps and tricks now. We go at Phoenix most of the time now. The T-bar is tricky but I can do it. I have also been snowboarding at Whitewater, Big White and Banff. At Whitewater there was lots of fresh powder. I did a 360 coming off the chair on the ramp at the top of the hill. The operator told me to ask him to slow down the chair next time. I was trying to get my board lined up with the ramp. It was pretty fun going up the gondola at Big White and Banff. Now I have a really good snowboard from the ski swap. Before, I bought a classic board from the Hawk Shop with an airplane on it. It was pointed only at one end. I like the bindings where you slide your boot in, then tighten them up. I used to have the old step-in bindings,

The Grand Forks International (GFI) baseball tournament will be back at back this year with a new organizer at the helm. Brian McAndrew, who was been involved with the GFI board for a few years, will be moving up into the coordinator role after Joan Thomas stepped down. McAndrew told the Gazette he is looking forward to this year’s event and said it looks to be better than ever. The biggest change will be the date. The tournament will start on Tuesday, June 30 and run for six days, wrapping up on Sunday, July 5. “I started out as a director three tournaments ago and then moved up to vice-president,” said McAndrew. “When the president (Bud Alcock) and coordinator stepped down after this last tournament, I stepped into those roles. This is my first year as coordinator. I’ve been involved in doing the program and website now for about six years.” McAndrew said the role is a volunteer position and is a lot of work. He acknowledges that it won’t be easy to replace Thomas. “It’ll be hard to fill her boots because she took it from a critical situation and brought it into a really good situation and we’re doing really well now because of her,” he said. For various reasons, the GFI cancelled in 2012. The tournament returned last year and was moved from the end of the summer (Labour Day weekend) to the beginning of summer during the Canada Day long weekend. “That year (2012) was a really difficult one for baseball tournaments in B.C. for the fall time because the Canadian nationals were happening at that time and it was very hard to acquire teams,” said McAndrew. “In the fall it’s hard enough to get teams because after mid-August most of the college players head back to school so most of the teams are finished and the season is over. So getting teams is really hard.” McAndrew said several of the teams they had lined up that year ended up going to nationals and had to withdraw, forcing the GFI to cancel. “Even though we were very flush and in good shape it was the fact that we couldn’t get teams that we had to cancel the tournament and that was the main reason for changing the date to the springtime — so we could get teams and refresh the tournament,” he said. McAndrew said making the change wasn’t easy as everyone from the teams to the fans to the sponsors were resistant at first. “It was really hard,” he said. “In changing the dates for anything you can expect a slow down in the turnout and you’ll get people that have to

It was a little slack.” McAndrew also noted there was a lack of confidence in the sponsors after the tournament was cancelled for the one year. “Hopefully we can build that confidence up again,” he said. McAndrew is also hoping that attendance numbers will be up with the final going on a Sunday rather a regular workday Tuesday as it was with last year. He said despite diminished numbers, everyone had a good time last year and enjoyed the great baseball action. The exciting final that saw the Burnaby Bulldogs come from behind in the last inning to beat Langley Blaze was a real treat to watch. “We’ve got nine teams booked already and we’re just looking for three more teams,” said McAndrew. “We’ve got some really interesting, exciting new possibilities we’re hoping to bring in that I’m investigating. There are three teams we could pick up right now but I’m hoping to get three new teams we haven’t seen here before and possibly bring in someone from outside of North America.” McAndrew confirmed that the Burnaby Bulldogs would be back to defend their title. Also back will be the always-popular Trail Jays, the Kootenay’s representative. He said the GFI this year will continue to be family friendly while offering a fun atmosphere for adults. “We had an exhibition with the little league teams that got to play on the field in an exhibition game. That went really well. We’d like to do that again. That was extremely popular and really goes in line with the mandate of the tournament to be family oriented.” Also in line with the family friendly aspect is that liquor is only served at the far end of the stadium in the “blue monster” area. “The law allows us to have a stadium-wide liquor licence but we decide to keep it within the framework we’ve always had and keep the beer gardens separate,” said McAndrew. “Even if you don’t like baseball and you never watch it, you will enjoy yourself,” he said. “Many friends I’ve brought out to the GFI haven’t exactly been baseball fans but they come out of there and want to come back the next year. They have that much fun. Our tagline is ‘Catch the Spirit.’ With a live game there is a feeling, an atmosphere. It’s the biggest community effort we have.” He explained that last year the GFI had more than 300 volunteers which is almost one-tenth of the population of Grand Forks. The GFI will have an office downtown at 283 Market Ave. where people can get more information and/or purchase tickets when available.

The Grand Forks Border Bruins’ dry spell continues as the team logged their 19th straight loss on Saturday in Fruitvale, losing 12-3 to Beaver Valley. A first period hat-trick from Tyler Hartman and a single from Devin Nemes put BV up 4-0 before Mitchell Pearson put GF on the board with 43 seconds left in the first period. The second and third period were remarkably similar to the first, with the Nitehawks scoring the first four goals of

the period and Grand Forks scoring late in the period. Scoring for the Bruins in the second period was Josh Gladman, while Matt Lucero tickled the twine in the third. BV outshot the Bears 71-27. Mark Pearson and Brandon Locket split goaltender duties for GF with Pearson giving up five goals in 27 shots and Locket giving up seven in 44. The last win for the Bruins was Nov. 7 when the squad defeated Columbia Valley 4-0. GF’s record is 7-28-1 with 3 overtime loss-

Making time count every day GRAND FORKS BAHÁ’Í COMMUNITY Submitted to the Gazette

We’ve all heard someone say, “Wow, this day really flew by,” while another person might remark, “I didn’t think this day would ever end.” Despite the fact that we all have the same amount of time each day, our perceptions vary. Physicists can explain time in objective, quantifiable terms. Philosophers speak of it subjectively. For example, Immanuel Kant wrote: “Time is not something objective. It is neither substance nor accident nor relation, but a subjective condition, necessary owing to the nature of the human mind.” So it seems that the experience itself is defined by each of us as individuals. When we feel empowered and are engaged both intellectually and emotionally, then we are fulfilled and time seldom stalls. When our work connects to a larger vision and everyone is cooperative and amiable, time passes well. On the other hand, time passes slowly when distractions or negativity take

us off-course. If we feel lost or confused, or experience disunity in our relationships, time tends to drag on. With or without scientific or philosophical explanations, time doesn’t wait for us. If there is a due date for an assignment or project, it will arrive. This is true at the workplace, and it is true about the world-at-large. Wherever people are starving, time doesn’t wait. One more day without sufficient food may be the day that their health takes an irreversible turn. Given the state of our environment and the impact of climate change, time doesn’t wait. Immediate action is needed, and delays are devastating as well as costly. Wherever there is war, every day brings death, destruction, and trauma for the innocent. For children who have never known peace or trusting relationships, time doesn’t wait. Shoghi Effendi, in addressing the Bahá’ís about their role in bringing unity, justice, peace and community to the world, wrote: “The sands are indeed

running out ... The distractions, temptations, and pitfalls that might interfere with its consummation are many and varied.” We all know that our lives are finite and that every day has 24 hours. What we put into those hours, what we take from them, is where we exercise our free will. Whatever time “feels” like, we can use it well or not. Each morning we begin with choices and opportunities. And in the evening we can reflect on our day. A day with service to others, with the sharing of love, with purposeful action to improve something—simple acts such as these make a difference. Much like a child’s shouted warning, “Ready or not, here it comes,” much of our work has urgency to it. And like the ball thrown with that warning, we can catch it, miss it, or be hit by it. Each day we have time to waste, use or invest in something bigger than ourselves. Surely we will want to live so that every day is worthy of the time we have been given. All 24 hours of it.

In July 1984 after the family mill shut down, Glen moved his family to Delta, Love from the Family B.C. he worked for Van-Centre Fork lift until1990 when he decided to move back to T:2 in Christina Lake, B.C. to be closer to his family. He worked for Pope & Talbot (now lnterfor Forest Products). In 1998, due to diabetes, Glen’s kidneys failed; his brother Allan donated one of his kidneys and Glen had his first transplant. In 2009 Glen received a pancreas transplant, which meant he was no longer a diabetic. In 2010 Glen came down with a very rare lung disorder called No-cardia – there were three cases of it that year in Grand Forks. Glen was very ill; he had to take high doses of antibiotics for one year, which distorted his new kidney. By 2013 Glen was living on dialysis. Glen endured so much, over the years: broken back, ribs, wrist, transplants, amputated toe, and then amputated lower leg. He kept going and would not give up – an inspiration for us all. Oct. 15, 2014 Glen received a new kidney donated by his wife Mary Kay. He felt great; the kidney was working as it should. Six weeks later, on Nov. 27, 2014, a blood clot took his life. Glen was predeceased by his son Garth in 1999, and his father Lincoln in 1999. He will be greatly missed by his wife of 35 years, Mary Kay Sandner; his daughter Kelly Ann Sandner; brother Allan; mother Sylvia Sandner, Uncle Lenard Hoon of Abbotsford; and several cousins, nieces, nephews and many, many friends. A Celebration of Life will be held late spring or early Summer 2015 at Owl Mountain Ranch, Christina Lake, B.C. A notice will be put in the paper. In lieu of flowers, donations to the Christina Lake Fire Department in memory of Glen would be greatly appreciated.

The 2014 West Boundary bird count was enjoyed by 21 particiSubmitted to the Gazette pants who sighted 55 species including 1,615 individuals. This was the lowest species and numbers sighted over the past 12 years with 48 species and 1,344 individuals being sighted in 2002. Last year 59 species with 2,649 individuals were counted. This year’s count is therefore lower than average for both number of species and # of individuals. The 2006 count, which involved 60 species and 3,893 individuals, is the highest count on record. Bohemian Waxwings topped the count this year with 443 birds sighted. Black-capped chickadees, usually topping the list, took second with 164 being sighted. Crows were third with 157 and ravens close behind with 156. Walter (Wally) Wolfram October 15, 1936 – January 6, 2015 Wally peacefully passed away after a courageous battle with cancer. He is survived by his wife Ann of 53 years, four children; Kelly, Darren, Rhonda and Harlen. Two grandchildren Corinna and Benjamin and great granddaughter Khloe, also brother Reinhold (Marie), sister-in-law Carol, nieces and nephews. Wally was predeceased by his brother Richard. Wally was born in Poland and at the age of two, his family settled in Alberta. As a young man Wally worked in the Alberta oil fields. He then farmed and worked in the trucking industry. In 1983 he moved his family to Langley, BC where he established Shade’s Transport Ltd. In 2004, Wally and Ann moved to Grand Forks, BC where they enjoyed retirement. Wally lovingly dedicated his life to his family, worked hard and always had a joke ready to put a smile on one’s face. He will be missed immensely and will live in his family hearts forever. A private family celebration of Wally’s life will be held at a later date. Cremation arrangements have been entrusted to the Baker Family of Grand Forks Funeral Home gffh@shaw.ca.

discussions. For his entire life, Alden was surrounded by close friends that went out of their way to include him and care for his needs. If his chair couldn’t access some place, his buddies would just pick him up and carry him. He was extremely grateful for that, it added a dimension to his life that would not have been possible without their kindness. Because of their help he was able to do many things, quading, flying, snorkeling, road trips, and a lot more. He loved it when his siblings, cousins or friends would catch little critters and bring them to show him. He was a terrific Son, Big brother, Little Brother and Friend. Alden was a gentle person who worked hard to maintain a positive outlook, even though he had many difficulties. He was an example of dignity and contentment that we deeply appreciated and will never forget. Alden was a young man who found calmness in the face of turmoil and hope in the midst of a situation that would make most of us collapse in despair. He had a firm love of scriptural passages, often reflecting on the promises made at Revelation 21:3,4 or Isaiah 33:24. Over this last month, he was aware his time was short, and spent many hours talking to his siblings and friends about it, helping them to maintain a positive outlook and reassure them of his affection. We will miss his company, conversation and companionship. He has left a hole that will only be filled when the promise of John 5:28,29 is accomplished. We are extremely grateful for all the support and help given to Alden as well as our entire family over this last year. We want to extend heartfelt thanks to his care-aids: Lori, Elisabeth, Leatta, Joy, Alison and Emma. You have made a difficult situation bearable, and carried the load when we were unable. We appreciate the gentle kindness you showed, caring for Alden’s physical needs and his emotional needs as well. We also deeply appreciated the hard work and care of the Medial and Care staff at the Boundary Hospital and the Sunshine Manor. Alden enjoyed your company during his time with you. Alden enjoyed the friendship and support of many teachers and assistants during his school years. Like many others, you went out of your way to help him. He often talked about all of you. Thank you. Arlette Strookoff

Arlette was admitted to Boundary Hospital on December 30th for observation and sadly and unexpectedly passed away that evening. Alette was born on September 22, 1940 at Pierceland, Sask., the tenth child and sixth daughter of Jack and Katherine Watchell. In all, she had eight sisters and six brothers. Arlette moved to Fort St. John, B.C. with her family at an early age. While attending high school and a short time after, working with Catholic Sisters at Providence Hospital, motivated her to consider nursing. She took her training at Riverview Mental Hospital and graduated as a Registered Psychiatric Nurse in 1961. Her career took her to several hospitals in Canada including: Woodlands School and Essondale in New Westminster, B.C., Selkirk Mental Hospital in Manitoba, Oliver Mental Hospital in Edmonton Alberta, and Bellview Geriatric Hospital in Vernon, B.C. where she worked for 14 years and attained a Nurse 4 Supervisory position. In 1980 Arlette and her partner Bill Strookoff purchased a convenience store In high Level Alberta (a town in early stages of development). They revamped the store to provide additional services that were not available in the area, which turned the venture into a surprisingly profitable business. Arlette and Bill moved to Grand Forks in 1985 and married in 1988. Once in Grand Forks, Arlette went back to nursing at Boundary Hospital first and then at Boundary Lodge until retiring at Christina Lake – Living the Dream. Arlette was a truly compassionate person who provided the best care possible to her patients with a compassionate, professional and tireless manner. She rarely complained, kept her spirits and did her best to live her life to the fullest each day. Arlette will be fondly remembered and sorrowfully missed by her family and friends She is survived by: her husband Bill Strookoff, stepdaughter Zaina (Bert) McPherson and their sons Rob and Dave, stepson Terry Strookoff, , Sisters: Dolores Clark, Connie (Norman) Bateman, Barbara Pomeroy, Paddy (Richard) Calon. Brothers: Hank (Simone) Watchall, Elwood (Carol) Watchell, Wallace (Eileen) Watchell, Jack (Mona) Watchell. Arlette was pre-deceased by: parents, Jack and Katherine Watchell, sisters: Evelyn Gross, Anne MacKenxie, Rose Stacey, Marie (Bob) Rosko, brothers: Joe (Marg) Watchell, Bruce (Sonya) Watchell.
