A Nanaimo city councillor hopes to drum up ideas on different uses for the Vancouver Island Conference Centre, including the potential to sell space. But it’s a “wee bit premature” for Mayor Bill McKay, who says the city has to be careful about the message it sends to the conference centre hotel developer, SSS Manhao. Coun. Gordon Fuller plans to call on council to seek non-binding expressions of interest for the Vancouver Island Conference Centre, including

repurposing, selling or leasing the space. According to Fuller, the hotel has failed on two fronts: its ongoing taxpayer subsidy and as an economic generator for downtown Nanaimo. The community has been “pretty adamant” it wants to see something better done with the conference centre, or different people running it, said Fuller, whose motion will include seeking expressions of interest and public input into what should be done with the facility. “The public had input of a sort in deciding to build this thing in the first place so I think the public should have input in deciding what to do with it,” said Fuller. “We’d be looking at different options that could be done with the convention centre and that may include the city keeping the portion the Shaw Auditorium is in and repur-

posing and selling or leasing the rest.” In December, politicians scrapped an independent analysis and partial update of a 2004 market feasibility study, but agreed to bring up the conference centre issue in 2015 budget talks. McKay had also said publicly that it’s time to consider making decisions about the facility, with community disappointment in its performance and concerns about ever-increasing subsidies. Since its first full year in 2009, the centre has gone over budget three times and taxpayers have paid more than $900,000 annually in operating subsidies. This year, the centre was expected to post a $102,000 deficit on top of more than a $1-million subsidy, but the final tally has not yet been released. See ‘HOTEL’ /7

Help for troubled teens is on the way at Nanaimo’s only youth safe house, thanks to a $70,000 city grant. Nanaimo city council opted to spend this year’s casino revenue to increase the number of beds and support available at Tillicum Lelum Aboriginal Friendship Centre’s emergency youth shelter. The eight-bed facility opened in 2012 on Tenth Street to cater to high demand from central Island communities, but four beds have sat empty because of a lack of funding and staff. Without adequate staffing, the organization has also been challenged to address addicted youths who arrive at the facility If we say while detoxing. While a wheelchair-bound Rock City Elementary student will be able to attend music class once again, his mother still has questions. Shannon Raines said her son Bob, 12, who has cerebral palsy, was unable to attend music class after it was moved to a portable classroom in September and while it has been moved back to an accessible room, she wonders what became of the original plan, which included a ramp.

“I’m going to follow up with the school board because they did say they ordered one and that’s what we were waiting for, that length of time ... we were supposed to make other arrangements until then, but everything just kept falling through. I don’t know why it’s not coming anymore,” said Raines. According to Dale Burgos, Nanaimo school district spokesman, after the class was moved into the portable, the principal realized that Raines’s son wouldn’t be able to access the classroom and there was a plan in place to build a ramp, but it changed. “The assistant superintendent (Robyn Gray) had heard about this – I guess the parent had called here – and then

Burgos said it’s a bit of a process and he knows it didn’t happen as quickly as Raines would’ve liked. “So we’re trying to respect her wishes and also trying to make sure that making the space available will work for everybody involved, because I guess it will take a lot to put it into a new space,” Burgos said. “However, what I do know is that there is a plan in place to do that.”

Garbage fee decreases and prop#12 erty tax increases are amongst the items being proposed in the Regional District of Nanaimo’s preliminary 2015 budget discussions. Garbage and recycling fees for regional district residents could decrease to $122 from $133 a year, according to the provisional budget summaries for transit and solid waste services. “That all relates to that MultiMaterial B.C. agreement – we get a subsidy from Multi-Material B.C. for the recycling cost,” said Wendy Idema, regional district director of finance. According to the regional district’s 2015 provisional budget, the general services property

tax is projected to be $100 per $100,000 for the City of Nanaimo, an increase of $9 from last year. Property taxes are estimated to be $101 per $100,000 for Lantzville, an increase of $6. Property taxes for Area A (Cedar, Yellowpoint and Cassidy) are estimated at $155 per $100,000, a $10 raise over last year. Area B (Gabriola, Mudge and De Courcy Islands) property taxes are forecast to be $89 per $100,000, a $6 increase from 2014. Area C (Extension, East Wellington and Pleasant Valley) residents are proposed to pay $148 per $100,000, an increase of $10 over 2014. While it is hard to estimate how much the numbers will change during the budget process, they will change, Idema said. A review of the 2015 budget took place Tuesday. A financial plan presentation is scheduled for Feb. 10 and the budget-related bylaw is expected to be adopted on March 24. reporter@nanaimobulletin.com

Shipping wharf moved to Duke Point ISLAND EXPRESS BUS

The Nanaimo Port Authority is shopping for a mobile crane to handle shipping containers at its Duke Point deep water terminal. The crane is just one item on the port authority’s shopping list of things needed to upgrade its container shipping wharf at Duke Point. Plans to build a short sea shipping container wharf got a boost in 2013 when the federal government gave a $4.65-million grant – matched by the port authority – to build the Asia-Pacific Gateway assembly wharf modernization project, which was to be built

downtown at the Nanaimo Assembly Wharf before a geotechnical engineering study determined that the sea bed at that site is too soft to support the weight of the facility and unloaded cargo. The study results meant the project had to be moved to Duke Point. “The berth face of the assembly wharf was just not going to work,” said Bernie Dumas, Nanaimo Port Authority president and CEO. “The containers are heavy and if you pile them up it was just going to sink.” Dumas said tendering for the project will be put out in March. Construction will include building a barge berth and adding lighting, fencing and security upgrades to the existing Duke Point terminal. “Then we’re going to purchase a mobile crane,” Dumas

said. “We’re looking at two of them and we’ve had a company go and survey them.” Both cranes being considered are used units built in 2009. One is in Europe and the other is in Brazil. Dumas said the berth construction is a simple project and loading operations should start in the fall. “Things are getting a little busier ... you’ve got to move it pretty quick to meet all the ships in Vancouver, so the new berth is going to help us quite a bit,” Dumas said. The port authority is now looking for new uses for the Nanaimo Assembly Wharf. Dumas said ideas are still being explored, but the focus is on light industrial uses with a marine transportation theme and he said he hopes to have some positive news to offer in a few months’ time.

Regional district names Nanaimo mayor to rail foundation The Regional District of Nanaimo has nominated Mayor Bill McKay as its representative to the Island Corridor Foundation. M c K a y ’s m e m b e r s h i p , however, is dependent on approval of the foundation’s board, which recently filed a defamation lawsuit against

former RDN representative Julian Fell, director for Area F (Coombs, Hilliers and Errington). The foundation alleges Fell made defamatory comments in a July 2013 memo and on the radio in October. McKay said the lawsuit could have an impact on the relationship

between the two boards. “I can only comment as an outside observer right now … because I’m not actually [a foundation] director right now, I’m simply a director at the RDN…” said McKay. “I would suggest that it certainly strains the relationship – there’s no doubt about it.”

Council considers schedule change

City politicians will have more time before meetings to get information, with a new schedule and earlier delivery of agendas, according to Coun. Jim Kipp, who pitched a switch-up Monday. Nanaimo council has called for a city staff report on a new schedule proposed by Kipp, which could see public city meetings shuffled from Monday to Thursday and an agenda delivered six days in advance.

Agendas are currently released on Thursday, three days before city council and committee of the whole meetings, a period of time Kipp says is deemed insufficient by council and the public. An earlier agenda and later delegation deadline – proposed to be noon the Tuesday before a meeting – would allow the public, council and staff more time to address questions and answers during work days. The new schedule would also require late changes to agendas be made by 4 p.m. Wednesday and public hearings on the first available Monday each month. “I do think that it’s important that we get to this type of scheduling,” Kipp said. “It frees us up for our

weekends instead of being all panicked and everybody having to get a hold of staff on the weekend to ask questions or any of our public that want to know things are calling us. We will have a few days – Monday, Tuesday and Wednesday – to get some more information.” Council members said the move makes sense. Ready or not, it’s budget time Voters put their trust in a new city council, and now it’s time for the councillors to start making a difference with our tax dollars. The City of Nanaimo will officially begin the budgeting process next week. We understand that the timing presents a challenge – the civic election was only two months ago, council wasn’t sworn in until two weeks after that, and then there was a holiday break. But as budgeting begins, we need all the councillors, including those new to government, to make sure they’re ready, willing and able to participate in this important exercise. There is a learning curve, but we hope the rookies will take it upon themselves to do the necessary background reading – and reading comprehension – so that they can navigate that curve. Every time there’s a budget meeting, it costs taxpayers money, so these meetings must be productive. There’s a good reason why the new councillors need to be part of the budget process: that’s why we voted for them. The nine members of council were elected largely because the electorate liked what it heard as far as these candidates’ ideas and priorities, so those ideas and priorities must be brought to the table, post-haste. There’s no better time to make the right decisions with our tax dollars than right now. There will need to be some level of trust in city staff’s recommendations. The municipality’s asset management responsibilities demand that certain works projects need to be done, or go to tender, and hopefully those decisions will be made expeditiously. However, during this budgeting process we’d like to see, in general, less rubber stamping and more rolling up the sleeves. New council or not, these men and women must be willing to work, and make things work, for Nanaimo. This can’t be a course in budgeting for beginners – taxpayers should challenge our new city council to build a better budget. The scientists finally won their case in 2004, with a ruling that the skeleton is so old there isn’t enough evidence to show it is related to the current tribes. The judge found the army repeatedly misled the court, and assessed the government $2.4 million in costs. The U.S. Army still controls the skeleton and denies requests for further study. The spear point, for example, could show the location where he was injured. One final irony. Analysis shows Kennewick Man ate mostly salmon in his later years, around 6300 BCE. Food bank’s shelves not council’s concern To the Editor,

Re: Charities see fewer families in need, Jan. 8. In advance of city council’s decision to provide a $275,000 grant to a food distribution charity last December, I reminded the mayor and councillors that social support is the responsibility of the provincial government, supplemented by donations from individuals. Too often local governments wanting to appear as kind-hearted souls, readily award taxpayer money to groups who very publicly lobby council for support. In this case, the applicant pressured council, saying that without the grant they would miss their deadline to ‘close the deal’ on a property purchase. Coun. Diane Brennan made a motion

A town hall meeting will explore the B.C. government’s controversial changes to hunting tag allocations. The meeting, called by the B.C. Wildlife Federation, is one of a series of town hall gatherings happening across the province where resident hunters have protested the B.C. government’s proposal to give guide outfitters a bigger share of permits to hunt moose, grizzly bear and other restricted animals. Often our ‘nav-lady’ gave us two warnings sometimes even three ‘turn left in 250 metres’, ‘turn left in 100 metres’. Believe me it was comforting. All the places we wanted to visit parks, malls, trails and shops were easily found with no hassles. In Tacoma, a third dog joined us for adventures around town – Beau, a large

yellow lab. Everyone knows labs are eternal puppies who enjoy good times no matter where they land. This happy boy landed in the cargo area with the other two and still there was plenty of room for all three dogs with nary a complaint about someone’s paw being on someone’s side. It all made for a fun Christmas celebration with lots of treats, even for my backup navigator Patricia and myself. There are a few schools of thought when it comes to writing down your to-do lists. One argument says that writing lists causes the brain to get lazy; therefore, it doesn’t retain information as easily because it knows there is a backup somewhere. Another suggests that highly effective people write lists because when they scratch their tasks off, it creates positive reinforcement and motivates individuals to continue to work hard. Call my brain lazy but I love writing lists. It seemed only natural to have such a list while the Volvo’s performance version of V60 sportwagon was in my garage. The V60 Polestar is evocative, sexy, incredibly agile and designed to satisfy with every ride. Yes, this is a Volvo. Those not familiar with the tuning division of Volvo, their roots go back to 1996 when they started working with the Swedish brand in regards to motorsports. Since then, they’ve helped develop not only trackworthy competitors, but also street cars. Clad in a Rebel Blue robe, our time together would not be for eternity, but the memory will recall the experience without need of a list. Here are just a few things that I felt inspired to do with the 345 horsepower V60. 1. Have fun. 2. Find some snow and play in it. 3. Paint my toenails the same colour as its exterior. You know, because it’s what all the cool kids are doing. 4. Impress first-time Volvo passengers with its competency. 5. Make a Polestar joke (or many) and see how many people laugh at my sharp wit. 6. Make use of its 692-litre cargo capacity. 7. Accelerate quickly. Make someone’s day. PHOTO submiTTed

Then there’s what really gets the party started. Under its hood is a 3.0L, turbocharged T6 engine that produces the aforementioned 345 horsepower and 369 lb-ft of torque. Torque is harnessed as low as 2,800 rpm and then delivered via a 6-speed automatic transmission. Paddle shifters also come as standard equipment. If there were to be more of a kick while accelerating quickly, that would be welcome, but not necessary. Speaking of acceleration, getting up to 100km/h from zero takes a mere 4.9 seconds. Getting you back to zero is made possible by using Polestar’s 14.6-inch ventilated front discs matched with six-piston calipers with 11.8-inch ventilated discs in the rear. The only real drawback of the Polestar, I found, was its turning radius. Tight turns at low speeds wasn’t ideal, but if you need to do a three- or four-point turn to get into the mall’s cramped parking stalls, so be it. At the end of our test time together, I’m happy to report that I checked off all the items on the list.

For hockey players, a trade deadline is more than just a trade deadline – it’s a date that determines their immediate hockey future. The newest Nanaimo Clippers player, Ryan Coghlan, managed to make it home just in time, before the deadline. It has been an up-and-down, back-and-forth season for the 19-year-old defenceman. Coghlan was traded from the Prince Albert Raiders to the Saskatoon Blades in the WHL, and then had his BCHL rights dealt from the Cowichan Valley Capitals to the Clippers last week. “This year, it’s been a little bit of a roller coaster,” Coghlan said. He realized he wasn’t going to be a go-to guy with his major junior team, so in a season of change, he decided to seek out one more change of scenery. People called him a quitter, but he said hockey players have to have a thick skin. “They didn’t really know the situation…” he said. “It was just a matter of waiting and kind of figuring out what I wanted to do and I strongly believe that I made the right decision to come here,” Coghlan said. Coming to play in his hometown is comfortable. He’s reunited with old friends like Clippers captain Brendan Taylor, and he’s skated many times at Frank Crane Arena. “I knew that he really wanted to come here and help be a part of trying to win a championship in his hometown with his hometown team, and that meant a lot,” said Mike Vandekamp, Clippers

Clips seek happy trails on road trip The league’s hottest team will take its show on the road this week. The Nanaimo Clippers have a busy stretch of bus rides and hockey games as they visit the Trail Smoke Eaters on Friday (Jan. 16), then play the Salmon Arm Silverbacks and the Merritt Centennials the next two days. “It comes at a good time for us, getting out on the road after the deadline like this,” said Mike Vandekamp, Clippers coach. “It’s going to be a challenge, for sure; there’s a little bit of miles to put in in between every game.” Road trips are fun for the group, he said, but this week is about more than fun and games for the first-place Clippers. Sarah Kedves was a flower retriever for some of the top figure skaters in the country when the Canadian Figure Skating Championships were held in Victoria four years ago. She’ll be back at the nationals this January in a much different role, as she and her partner Lucas Pallard will be representing B.C. and competing against 11 other teams for the Canadian novice pairs title. They’ll have their own flower retrievers when they compete at the Canadian championships Tuesday (Jan. 20) and Wednesday in Kingston, Ont. This is the first time either skater has qualified for the highest level of competition in Canada. Kedves, from Ladysmith, and Pallard, from Nanaimo, have been skating together for three years, and this season, they’ve been training full time with the Racquet Club of Victoria. Kedves is feeling confident as nationals get closer. “I feel like we were ready two weeks ago…” she said. “I’m confident we can do lots of clean programs.” Pallard and Kedves have been working hard to increase the value of their lifts, throws and spins, such as having Kedves doing a cartwheel out of a lift instead of coming straight down, or making their spins last longer.

HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.
