▼ SURREY RESIDENTS JOHN NUTTALL AND AMANDA KORODY PLEAD NOT GUILTY IN TERROR CASE
BOMB PLOT TRIAL TO START NEXT MONTH SHEILA REYNOLDS
A couple accused of plotting to set off pressure cooker bombs at the B.C. legislature on Canada Day 2013 have pleaded not guilty. John Nuttall and his wife Amanda Korody, who were living in a Surrey basement suite when they were arrested on conspiracy and terrorism-related charges in early July 2013, were in Vancouver Supreme Court on Tuesday. They have been in custody since their arrest. The court date was scheduled for a jury selection. The pair entered their pleas prior to the selection process. Nuttall was 38 and Korody was 29 when they were arrested in Abbotsford July 1, 2013 and charged with making or possessing an explosive device, Nuttall conspiracy to commit an indictable offence and knowingly facilitating terrorist activity. Police seized what they called three “improvised explosive devices” made from pressure cookers conKorody taining nails, nuts and bolts that were placed on the grounds of the legislative assembly where thousands of people were to gather for Canada Day celebrations. B.C. RCMP said the arrest was made following a fivemonth investigation. Fourteen jurors were to be chosen for the trial, which is set to begin Feb. 2 and run for four-and-a-half months.

mously to endorse a yes vote, vowing to work diligently to engage, inform and encourage the passage of the plebiscite this spring. This spring, Lower Mainland voters will be casting ballots on whether or not they support increasing sales tax in Metro Vancouver by 0.5 per cent to help pay for improved transit and transportation infrastructure throughout the region. The bump in taxes is expected to generate $250 million annually for transit and road infrastructure. “Surrey has long been in need of more rapid transit and transportation options, and the regional Mayors’ Council plan goes a long
way in addressing those needs for our city,” said Mayor Linda Hepner. “The goal now is to ensure that residents understand just how much is at stake for Surrey with this plan.” Communities south of the Fraser are among the fastest growing in the region. Over the next three decades, 380,000 more residents and 230,000 new jobs are forecast for this area. Without the cash injection from the tax, Surrey council says roads will be increasingly congested and transit will be that much further behind the demand. continued on page 3

▶ LIGHT RAIL, ROAD IMPROVEMENTS, MORE BUSES AND A NEW PATTULLO ARE ON DECK FOR SURREY
Surrey’s general manager of planning says previous years’ construction figures that climbed well past $1 billion were ‘blips’ caused by the construction of several institutional projects, including the Jim Pattison Outpatient Care and Surgery Centre.

Surrey hits billion-dollar building mark – barely ▼ CONSTRUCTION IN THE CITY HAS DECLINED OVER THE LAST THREE YEARS KEVIN DIAKIW
Surrey just inched past the billion-dollar mark in development last year, as the city experienced its third year of building declines. This city first burst past $1 billion in building permit values in 2004 and climbed north of $1.5 billion until the global economic meltdown of 2008. In the years following, Surrey was registering about $850 million annually in development, but the numbers rallied as confidence in the building industry resumed. That confidence was matched with federal infrastructure cash meant to spur “shovel-ready” projects. In 2011, Surrey saw $1.2 billion in development, followed by a year with $1.3 billion. Then things in the development sector began to slide a bit in Surrey. In 2013, the city logged $1.13 billion in building permit values, and last year fell even further to $1.02 billion. Jean LaMontagne, Surrey’s general manager of planning and development, said the previous years’ climb well past $1 billion were “blips” caused by the construction of several institutional
projects, such as Surrey Memorial Hospital’s new critical care tower, the Jim Pattison Outpatient Care and Surgery Centre, and the RCMP E-Division headquarters. Over time, development in the city has remained fairly stable at about the billion-dollar mark each year. Of last year’s construction, just over $700 million was attributed to residential building, a total of 69 per cent of building permit totals for the year. Commercial building came in well behind at $186 million, or 18 per cent of total construction. Industrial growth was $98 million (nine per cent), while institutional and “other” were $33 million (just over three per cent). ▶ “Because The balance of residenof the market tial versus commercial and industrial growth is important conditions... from both policy and financial it puts a lot of perspectives. The City of Surrey is aiming pressure on to have one job per resident, residential (tax which will require much more commerce and industry. bases) in Surrey Surrey currently has .71 jobs and Langley.” per resident. JEAN LAMONTAGNE continued on page X
“It’s our turn to have the transit investment and service needed to move our residents and shape our growing city,” said Coun. Tom Gill. Highlights of the plan for Surrey and the south-of-Fraser area include new Light Rail Transit (LRT) linking City Centre to Guildford and Newton Town Centre. LRT will also be constructed on the Fraser Highway from Surrey into Langley. Also in the plans are road improvements, expanded rapid bus lines and a new Pattullo Bridge with wider lanes. Delta hasn’t officially taken a position on the tax, but Mayor Lois Jackson noted the municipality’s residents are split on the idea. “My concern – and I’ll be very up front about this – is the Mayors’ Council and TransLink have been so confidential in their discussion on all of these matters,” Jackson said, adding the secrecy hasn’t done much to engender trust among the ▶ “You just public. “Now we’re expecting can’t afford to people to say, ‘What do you think?’ do everything “The problem is people all at once.” don’t know what the question is, let alone what the JORDAN BATEMAN answer is they should be giving.” Jordan Bateman, the B.C. director of the Canadian Taxpayers’ Federation, opposes the tax and said Surrey council has become too attached to taxes. “There’s a big part of the equation that Surrey council seems to be missing, frankly in a lot of their decisions – frankly, affordability,” Bateman said Tuesday. Last month, Surrey council passed a budget that included a new $100 levy, a 2.9-per-cent tax hike and a one-per-cent road levy, hitting the owner of the average home with a $162 increase – $278 if a suite is involved. “What we’re seeing in Surrey is massive property tax increases, a roll tax and now a huge TransLink tax,” Bateman said. “You just can’t afford to do everything all at once.” Bateman said households don’t behave the way government does, adding if homeowners can’t afford something, they don’t buy it. Not so among elected officials, he said. “Politicians see an opportunity for a new tax and they jump on it,” Bateman said. The vote on the TransLink tax will be held this March.

Off-duty cop saves girl, 2 JENNIFER LANG
The courage and quick response of an off-duty RCMP officer is credited with saving the life of a two-year-old girl from a burning house in Clayton Heights last week. Surrey RCMP dog handler Sgt. Derek King was out for a walk Jan. 8 when he saw smoke and flames erupting from a home in the 19000-block of 71 Avenue. King immediately began knocking on the door of the home, where the toddler’s grandmother was able to tell him the little girl was trapped inside.
King wasn’t wearing any protective gear, but that didn’t stop him from conducting a search for the girl. Her cries for help enabled him to find his way through the smoke to the room and he scooped her up and brought her outside. “It’s clear that this incident would have had a very tragic outcome,” Surrey Fire Chief Len Garis said. “But thanks to Sgt. King’s bravery, he saved a young child from serious injury or worse.” The toddler and grandmother were taken to hospital, where they were treated for smoke inhalation.
▼ TAX BURDENS from page 3
In addition, commerce and industry bring in about three times the taxes while drawing less on city services, such as libraries and recreation centres. About 69 per cent of Surrey’s tax income comes from residential property taxes, a figure planners and finance staff would like to see fall to about 50 per cent. Surrey has had nearly 70 per cent of its tax revenue come from residential properties for about the past 15 years. Last year, Surrey obtained a 60-per-cent residential/40-per-cent commercial and industrial ratio. LaMontagne said the city can make plans for higher commerce and industry, but it is at the mercy of regional market forces. First-time buyers like to buy homes in Surrey, where they won’t be mortgage poor. “That draws people here from an affordability factor,” LaMontagne said on Tuesday. “Because of the market conditions in the region, it puts a lot of pressure on residential (tax bases) in Surrey and Langley.” Comparatively, in White Rock – with no industrial base and a population of 19,339 – about 89 per cent of the taxes are collected from residents, while 10 per cent comes from business and one per cent from non-profit organizations and utilities. A similar situation is occurring on the other side of Scott Road. Last year in Delta, there was an increase in construction, as that municipality saw a climb in values from $264 million to $283.9 million – a bump of 7.4 per cent. Out of that, $221 million, or 78 per cent was residential construction, while commercial, industrial and institutional building amounted to just 20 per cent (the remaining two per cent was “other” construction).

THIS WEEK’S QUESTION: How will you vote in the upcoming TransLink referendum on the creation of a 0.5% sales tax to fund transportation improvements? To answer, go to the home page of our website at surreyleader.com
Last week we asked: Should French immersion programs be expanded to all Surrey schools? Here’s how you responded:
Yes 27% No 73%
More transit, fewer trees? A side effect of plans by TransLink and the City of Surrey to expand transit in this area could be destruction of a portion of the Green Timbers Urban Forest. This has not been mentioned in past discussions about the LRT line that is to start at the end of the current SkyTrain line at King George station and head towards Fleetwood, Clayton and possibly Langley City. A press release issued by the City of Surrey on Tuesday notes a “yes” vote on the proposed 0.5-per-cent congestion improvement sales tax will advance a number of transit and road improvements in Surrey, including “upgrades to and widening of major roads to four travel lanes, including Fraser Highway between 148 Street and City Centre.” If the road is widened to four lanes and an LRT line (which is at-grade) is constructed there, hundreds of mature trees will be cut down. Plans to four-lane the road have been made (and fought off) in the past. Other development plans, such as constructing highrises on a portion of the Green Timbers forest north of 100 Avenue near 148 Street, have also been turned down after stiff opposition. Given that there are no opposing voices to Surrey First on council, it may be difficult to convince the current council to
preserve all of the trees in the urban forest. The original Green Timbers forest was the last large block of old-growth forest left in the Lower Mainland and there was a passionate campaign to preserve it in the 1920s. However, it was eventually logged off, with not a single old-growth tree left. The final trees came down in 1930. The outcry did lead to one good thing. The provincial government turned much of Green Timbers into a forest reserve, establishing its first major tree nursery there. In addition, much of the logged-off land was replanted in the first major reforestation effort in B.C. The trees that line Fraser Highway today are among those that were planted during the 1930s and are all about 80 years old. The tree nursery was active into the 1980s, but before that time Surrey had taken title to most of the Green Timbers reserve through a land swap with the province in the late 1960s. Part of the former forest nursery property is now home to RCMP E Division headquarters. Surrey had no concrete plans for the land when it took title to it. The northeast portion (which had not been part of the 1930s reforestation efforts) was cleared and council planned to build a sports stadium there in the early 1980s until citizen outcry
stopped the plan. That portion is now home to a park and lake. In 1988, Green Timbers and Sunnyside Acres in South Surrey were, by vote of citizens, dedicated as urban forest parks. Many trails have been developed and both parks remain among the most important parts of Surrey’s forest canopy. A widened road and LRT line through the forest won’t completely destroy it, but they will do significant visual and ecological damage. Green Timbers should be preserved as an urban forest, as citizens made clear in an overwhelming vote in 1988. That means the cutting of trees should be kept to a minimum. It makes sense to run an LRT line down Fraser Highway and two lanes of traffic should remain. That would still mean some trees would need to come down. But any plans for four lanes of traffic, in addition to an LRT line, should be firmly resisted by Surrey residents. They expect the city to honour commitments made in 1988, when the property was turned into an urban forest park. The city needs to fully disclose its plans for Fraser Highway and just how many trees it plans to cut down.

The beginning of a new year is a time of resolutions and optimism for the year ahead. It is a time to reflect on one’s life and chart a path for a new beginning. Resolutions that we set for ourselves can help us map our goals and pave the way for the improvements that we would like to make in our lives. As a society, we similarly hope for a future of peace, prosperity and goodwill amongst humanity. This quest for harmony should be our united resolution as a whole society. Creating these overarching resolutions, in addition to our personal goals, will help us define and build a brighter future for our world. Certainly, the past year had positive elements. However, many saddening incidents, like the executions of journalists – including the massacre in Paris
just last week – the attack in Ottawa, the killing of school children in Pakistan, and many other horrific cases of injustice and crimes against humanity, occurred. Moving ahead this year, I hope we as a human race can build the bonds of unity and understanding with one another and realize that we all deserve respect. The actions we carry out as individuals define the world that we live in. The resolutions we create for peace and harmony are dependent upon all individuals acknowledging that their actions affect the community at large. Let’s strive to do our part to make sure that 2015 is the year that we get closer to our vision of such a world. A resolution we should make at the national level this year is to do our part as responsible citizens and strengthen
our democracy. 2015 is the year of the next Canadian federal election. Those we elect to represent us will make the crucial decisions which affect various aspects of our individual lives, as well as the overall well-being of our society. Instead of party politics and partisanship, voters must strive to understand what a politician will truly do to address our issues. Political parties should focus on explaining their positions and goals, instead of opting for a campaign based on negativity. I certainly hope they will emphasize a serious, rigorous and honest debate on policy issues. If this does not occur, I call on Canadians to raise their voices and

Fear hurts Re: Paris attack “a declaration of war” The Leader, Jan. 13. It was interesting to see the headline on page 3, and then read “This is what happened to our people” on page 10. In times of fear, we face our greatest test as a society. The article on the unfair persecution and internment of Ukrainians in the First World War shows our country did not do so well then, nor did we do well in 1942 when the government unfairly took away the rights, property and freedom of over 21,000 of its citizens. Most were born in Canada
▼ A GOOD HISTORY LESSON
and all were of Japanese ancestry. There was no evidence to support the internment, just fear-mongering. Never again. Yet, we see our current prime minister declaring that new anti-terror laws to undertake detentions, arrests and other actions are necessary. Rather than using tragic events to take away people’s rights, we should be looking at ways to address the growing inequality, lack of support for mental health issues and racism which seeks to divide people. Isn’t that the role of good government?
The article by Boaz Joseph about Stella Kosick Sloan was very interesting and I appreciate him writing about this period in Canadian history. My parents came to Canada in the 1920s, the second wave of “sheepskin coats.” I well remember my grandmother’s “kojyh.” This generation that Stella describes and their children deserve admiration for their perseverance, tenacity and achievements. They tamed the prairie, layed railroad tracks, contributed to the Second World War effort and in the process, became Canadians. They did not get recognition, apologies nor redress. In their humble way they wanted to belong and achieve a better life for the next generation. I express my gratefulness for their courage because I am that next generation.

house stumbling and slurring. He admitted he’d been drinking and was re-released later that month after participating in an intervention program. Two months later, in August 2013, he was again caught drinking and subsequently released with an earlier curfew and additional supervision. In December 2013, however, he made a more serious infraction, associating with a known criminal. Police were talking to him about the murder of a friend when it was discovered that although Quintana knew the dead person was a drug dealer, he had met with him several times and had tried to contact him just prior to his death. It was then that Quintana was returned to a maximum security institution. His statutory release was officially revoked by the Parole Board of Canada in February 2014. He remained in jail for the year, until last month, when he was granted another statutory release. According to a Dec. 23, 2013 parole board decision, Quintana must adhere to additional conditions this time around, including one requiring him to live in a residence chosen by the Correctional Service of Canada. Quintana, who has been assessed as a high to moderate risk to re-offend, will also be required to report to a parole officer. The conditions, however, will all be lifted once his sentence is complete Sept. 26. The parole board acknowledged Quintana had made some positive steps while incarcerated, such as getting counselling and attending programs. He has been incident-free since last February and documents show he hopes to become a personal trainer.

Home invasion Police are appealing for information in connection with a home invasion last Thursday. The incident occurred around 12:45 a.m. Jan. 8, when several males wearing masks kicked in the front door of a two-storey home in the 5200-block of 168 Street. Four young adults were in the home at the time. One, a 24-year-old man, suffered minor injuries when he was struck with a crowbar by one of the intruders. Police believe the incident was targeted. Anyone with information is asked to contact Surrey RCMP at 604-599-0502.

One month after the murder of a 15-year-old South Surrey teen, investigators are again appealing for anyone who has information that might help solve the case to come forward. Sgt. Stephanie Ashton of the Integrated Homicide Investigation Team said last Friday that officers have yet to make any arrests in connection with the death of Dario Bartoli. “They’re still working on the file, they’ve had some good information,” Ashton said. “They have received some tips and they’re following up on those… hoping more people will come forward.” Bartoli, a student at Earl Marriott Secondary, died in Peace Arch Hospital on Dec. 13 from injuries suffered in what police suggest may have been an “alcohol-fuelled” altercation earlier that morning in or near Bakerview Park, located at 18 Avenue and 154 Street. Police were alerted to a disturbance just before 3 a.m., after Bartoli and a Dario Bartoli 14-year-old boy fled to a home in the 15600-block of 18 Avenue. Transported to hospital with critical injuries, Bartoli died just after 10 a.m. Police say the second boy was not injured. Ashton encouraged anyone with information that could help officers investigating Bartoli’s death to call the IHIT tipline at 1-877-551-4448. To remain anonymous, call Crime Stoppers at 1-800-222-8477. “If anybody has thought of something or wants to come forward,” it could help in the investigation, Ashton said.

utonomous cars, also called selfdriving cars are back in the news sounding and looking more likely than ever. On the eve of the Consumer Electronics Show in Las Vegas in early January 2015, Ford CEO Mark Fields commented: “Probably, in the next five years, you’ll see somebody introduce autonomous vehicles. …[But] instead of being the first to sell autonomous vehicles, Ford wants to “democratize” technology that assists drivers throughout its model line, offering it at prices even economy-car buyers can afford.” Ford’s product development chief, Raj Nair explained that these features include automatic parking, automatic lane assist and automatic collision avoidance through autonomous braking. He said that a selfparking Ford Focus priced starting at US $16,810 is already on the market—has been for a few years now— but “if you want to go to the full extreme — full autonomy — literally a vehicle that has no steering wheel and has no pedals, that’s a tremendous technical challenge, but one that we believe that in the next five years will be possible. … It’s not a matter of if, but when.” Mercedes Benz, Audi, and BMW with their prototypes, however, were even more persuasive. Audi’s prototype, the A7 Sportback, nicknamed ‘Jack’, drove the 560 miles to Las Vegas from Silicon Valley ‘piloted’ by “lightly trained” journalists ‘hands-off ’ behind the wheel. Outside of urban areas ‘Jack’ drove at speeds up to 70
mph (110 kph). When the in-car navigation system indicated urban areas ahead, one of Audi’s trained drivers had sufficient time to resume steering wheel control. Mercedes-Benz unveiled its F 015 Luxury in Motion self-driver, a pure prototype, with a low roofline providing marginal sightlines for human drivers. The front and rear seats swivel to allow all occupants to face each other and enter and exit easily. Equipped with gesture recognition software, it enables passengers as well as the driver to control the car should this be necessary. The F 015 has additional outside indicators including coloured LED lights designed to signal its intentions to pedestrians. BMW’s self-parking i3 EV demonstrated that, beyond parallel parking, it could also, while driverless, locate and park in an open space in a parking garage. Recalling the self-parked vehicle is easily done via a BMW smartphone app. As one report noted, “In a world of many self-parking cars, a garage could set aside spaces barely larger than the car itself.” Road Rules readers know about the self-driving Google car that has been reportedly piloting around Silicon Valley for a few years now—the car with the elaborate roof gear and sensors attached with more concern for functionality than form. Not so these prototypes. The photos show vehicles as sleek and stylish in form as we have come to expect from this trio of luxury car manufacturers. Full realization of the self-driving car also involves ‘form and function’ challenges beyond the control of the car manufacturers. But as they meet the technological challenges it poses, road rules, insurance contracts, and road infrastructure, to name a critical few of these areas, will inevitably be called upon to respond, and will. …by Cedric Hughes, Barrister & Solicitor with regular weekly contributions from Leslie McGuffin, LL.B.

A group of roving thugs are preying on Surrey streets, stealing electronics from people, mostly when the victims are alone. Surrey RCMP issued a warning Friday that over the past few months, officers have responded to more than 20 similar robberies throughout the city. The thefts typically involve a lone victim who is approached by two to five muggers. Suspects demand valuables, usually electronics and cash. In most of the cases, the threat of violence is used or a weapon is produced to intimidate the victim. So far, there have been no serious injuries reported. Some of the victims have been young people. The robberies usually occur in the evening to early morning hours (7 p.m. to 3 a.m.). Due to the similarities in these incidents, investigators believe a large number may be committed by the same group of individuals. The suspects are

generally described as young males in their early 20s, with thin builds, travelling in groups, generally on foot. Surrey RCMP’s Robbery Unit is making arrests and identifying a number of persons of interest. However, the Surrey RCMP is reminding people to be extra vigilant. “Trusting your instincts by being aware of your surroundings and staying in well-lit areas will help reduce the risk of becoming a victim,” said Sgt. Dale Carr. “Don’t text while walking and keep valuable possessions out of sight. In the event you are robbed, do not fight back and, if possible, try to note what the suspect looks
like and their direction of travel. Call police as soon as it safe to do so.” Anyone with more information is asked to contact the Surrey RCMP Robbery Section at 604-599-0502 or Crime Stoppers, if they wish to remain anonymous, at 1-800222-8477.
Protecting yourself and your property Police say there are steps that can be taken to help reduce the possibility of being robbed and if you are, to limit the chance of being hurt. They include: • Avoid using your phone on the street in full view. If you have to use it, be discreet. • Take note of the serial number of your phone and keep it in a safe place. • Consider software that will remotely locate your phone using built-in GPS. • In the event you are robbed of your phone, report it immediately to the police and contact your network

Police are investigating after a teen was shot in the right buttock near a Surrey elementary school. On Monday night, police responded to a call of multiple shots fired near 148 Street and Spencer Drive. They found several shell casings. Meanwhile, a 16-year-old boy had driven himself to the hospital with a bullet wound to his buttock. The victim said he was by himself when he was shot, a claim the police have not been able to verify. RCMP said Tuesday the boy is not known to police and said they don’t believe the shooting to be random. He is expected to make a full recovery. Mayors powerless over TransLink salaries ▶ REPORT EXPECTED SOON ON EXECUTIVE COMPENSATION JEFF NAGEL
Metro Vancouver mayors say they’re powerless to cut the pay levels of TransLink senior managers, despite provincial gov-
ernment claims that they are in charge of the issue. The mayors’ council was supposed to gain control over remuneration of TransLink’s board and executives in the latest changes to the transportation authority’s governance made by the province last year. White Rock Mayor Wayne Baldwin was ap-
pointed by other mayors to lead a committee exploring how the new changes will work, and whether pay levels can be changed. So far he’s determined the mayors have no authority under the province’s legislation to initiate their own study of pay levels for TransLink’s directors or managers. “Even if we think it’s
outrageous we can’t do anything about it unless it comes to us in a report,” Baldwin said. TransLink’s first new executive compensation plan under the revised legislation hasn’t yet been approved by the TransLink board, according to TransLink spokesperson Cheryl Ziola. Its recommendations on any changes would then go to the mayors’ council for a final vote at a date yet to be determined. But Baldwin says
mayors will have no power to alter the plan – they can merely say yes or no – meaning they can likely block any proposed pay hikes but not impose any cuts. “The best we could do is freeze it – that’s about it,” he said, noting any cuts to pay levels could likely apply only to future hires, not existing staff. TransLink executive pay has been an early issue in the transit tax referendum, with on-
going criticism of high bonus payments. TransLink CEO Ian Jarvis received total compensation including bonuses of $468,000 in 2013, while the chief operating officer and chief financial officer each got $380,000 and four other subsidiary presidents or division vice-presidents got more than $300,000. “The general feeling of the mayors’ council is that’s too high,” Baldwin said.

The next TransLink board meeting isn’t scheduled until March 30 and it’s unclear if the pay recommendations will be made public before the referendum is underway. TransLink’s board chair is paid $100,000 a year, while other directors typically collect $45,000 to $50,000, depending on the number of meetings they attend.
Mayors mull board seats A new chair and vice-chair of the mayors’ council are to be elected Friday and the group must then also decide if those two representatives are also going to continue to sit on the TransLink board. North Vancouver District Mayor Richard Walton has served as mayors’ council chair through the crafting of the transit expansion plan. New Westminster Mayor Wayne Wright served as vice-chair until his defeat in the November civic election. Walton and Wright took two seats offered by the province on the TransLink board in the fall and it was expected the provincial government would also name its own direct representative on the board – something that has not yet happened. “There’s been some talk that the mayors should not participate,” Baldwin said. Some mayors have previously warned they’d be co-opted or muzzled from divulging information if they took the board seats, and criticized for accepting an extra $50,000. Delta Mayor Lois Jackson will run for vice-chair Friday and said she believes there is value in the two chosen mayors sitting on the TransLink board. “If we’re not inside the tent we’re not going to have any idea what’s going on,” she said. But Jackson said she will be pressing for open TransLink board meetings so the public can watch debate on most decisions that have been made behind closed doors for the last seven years. “It should be like having an open council meeting about budgets and should this happen or should that happen.”

A young family has moved into the Fraser Heights area of North Surrey and has been causing problems for the city’s parks department. With the ongoing Highway 1 construction, culverts beneath the highway have been repaired, allowing for the migration of various fish and wildlife – including a family of beavers that has recently taken up residency in a drainage pond near 104 Avenue and Fraser Glen Drive. And according to Carrie Baron, environmental planner for the City of Surrey, the new tenants have been causing headaches at city hall by jamming a nearby creek with sticks and causing it to flood surrounding fields. “We’re well aware of the beavers at Fraser Glen,” said Baron. “We are planning to put in a new outlet control structure that the beavers are unable to block.” Since the city has a no-kill policy when it comes to beavers, Baron said the idea is to build a structure that the beavers are unable to block, allowing the creek to run freely, while at the same time providing a safe habitat for the beavers to live in. City parks workers have also been installing wire fencing on tree trunks around the pond to protect them, as many have been chewed down. Although relocation of the beavers is an option, Baron said, new beavers would only move in, causing the same issues again. The plan at this point is to bring the water levels down in the summer to repair the culvert and then allow the water to come back into the drainage pond. “There’s not much we can do at this point until the summer because we get too much rain, but in the summer we’ll get it fixed,” said Baron. “We’re trying to work with nature.” The City of Surrey’s original 1993 corporate emblem was a beaver, which was replaced by stylized highrises in recent years. The beaver remains on the city’s coat of arms.

Delta rise offers the urban convenience with great views The Delta area is moving up and quickly being recognized as a desirable place to live – so why not do it in the sky? Picture a curving tower that overlooks sprawling views of the Lower Mainland and you will begin to understand why buyers are excited about Delta Rise by Marshall Mountain Homes and ITC Construction Group. At 37 storeys high, it is the tallest tower in North Delta and offers class, convenience and security in an urban environment. The large decks, expansive outdoor
living spaces and oversized windows capitalize on the use of natural light and an airy, open setting. The decks are two to three times the size of a typical high rise, and although the sizes vary on each unit, the large outdoor space is big enough for homeowners to live the life they want. While inside, the open-concept kitchens come equipped with a stainless steel appliance package and polished quartz countertops, perfect for cooking up a meal and entertaining guests. Each floor plan is designed with
every day needs in mind and come in a variety of configurations in one-, two and three-bedroom plans. Prices start at $204,900 for the one-bedroom, $242,900 for the two-bedroom and the three-bedrooms starting at $412,900, which includes two parking spaces. Beyond the feel of spacious luxury, Principle of OTEZS Project Marketing, Bill Szeto says that Delta Rise offers “lock and go living” that allows homeowners to have a great home, plus safety and security to take vacations without worrying while they are away.

Located on New Westminster’s Esplanade boardwalk, part of the award winning Westminster Pier Park spanning 2.5 km along the waterfront, the building is surrounded by shops, amenities and magnificent views of the Fraser River. “It’s an amazing waterfront opportunity that is unlike any in Metro Vancouver,” says Marketing Manager, Courtney Osinchuk. “New Westminster’s waterfront is a vibrant, growing community that has easy access to downtown Vancouver, via the SkyTrain, shopping and restaurants at your door step, all of the food experiences and activities at the River Market, as well as amazing city and river views.” The one - two - and threebedroom homes start on the sixth floor and up, allowing for maximum views of the river and sky. Prices for one-bedroom start at $229,900 and the two-bedroom homes start at $339,900. The spacious design allows owners to live bigger and brighter, with features including the ExtenTABLE™, SleepTHEATRE™ and BosaSPACE™ design, perfect for transforming all one-bedroom homes into the ideal space for dining and entertaining purposes. There is also a private fitness centre and rooftop entertainment lounge on site. Combining metropolitan convenience with suburban landscapes, New West is a buzzing community

that is quickly gaining attention as the place to be. It’s home to numerous museums, theatres and facilities, while also catering to the great outdoors, with 48 parks and 141 hectares of green space—including the boardwalk right on your doorstep. “Along the riverfront, the new Westminster Pier Park is invit-
ing and allows you to get close to nature,” says Osinchuk. “You will see families strolling, kids playing, people running along the riverfront.” With Riversky’s outstanding views, enjoy the changing canvas of the sky punctuated by mountains on the horizon, the swiftly flowing water and the lights of the vibrant city shinning below as night falls.
“There is life on the river, but also the sense of calm and relaxation that waterfront living brings,” says Osinchuk. “There is a great community in downtown New Westminster; the historic buildings add character and presence to this growing community. It’s the perfect location; in the city, yet nestled away from the hustle and bustle along the waterfront.”

Surrey Art Gallery marks four decades â–ś THREE NEW EXHIBITIONS HIGHLIGHT CITY AND ITS HISTORY, SIGHTS AND SOUNDS BLACK PRESS
The Surrey Art Gallery is kicking off its 40th anniversary celebrations by launching three new exhibitions this weekend. The first, Views from
the Southbank I: Histories, Memories, Myths, reveals a complex set of histories and memories related to Surrey and the geography of the neighbouring areas.
There is artwork that engages cultural legacies, individual memories and collective myths of South of the Fraser. Whether it be the re-enactment of history through the celebrations and displays at Fort Langley, the burying of ancient history under new freeways in North Delta, or the memorialization of the past in

Participating artists include Jim Adams, Michael Abraham, Sean Alward, Nicoletta Baumeister, David Campion and Sandra Shields, Roxanne Charles, Sanjoy Das, A.S. As the year progresses, the artists will modify the exhibit based on their research, introducing new ideas and objects to the display while expanding their definition and understanding of the archive. HAWKS ALLOW STRUGGLING BLAZERS TO STEAL A POINT ▼ VALLEY WEST EARNS A WIN, A TIE WHILE ON THE ROAD AGAINST LAST-PLACE TEAM RICK KUPCHUK

TOP SEEDS ADVANCE AT RCMP CLASSIC ▼ SEMIFINALS SET FOR FRIDAY AT ALL-SURREY SENIOR BOYS HIGH SCHOOL BASKETBALL TOURNAMENT
RICK KUPCHUK
The seeding for the 24th annual Surrey RCMP Classic have proven to be very accurate. All eight teams which began play in the second round were winners Tuesday, advancing to yesterday’s quarterfinal round (played after The Leader press deadline). The eight losers were teams which reached Tuesday’s round-of-16 by winning a qualifying round contest Sunday. All four teams listed in the provincial rankings reached the RCMP Classic quarterfinal stage. The defending tournament champion Tamanawis Wildcats topped the L.A. Matheson Mustangs 85-61, led by Player of the Game (POG) Mantej Sandhu. Tamanawis is ranked 10th in the Senior 4A category.
The North Surrey Spartans, given honorable mention in the 4A rankings, advanced with an 86-57 victory over the Johnston Heights Eagles. Micky Bhangu of the Spartans was the Player of the Game. The Fleetwood Park Dragons are ranked fourth in the Senior 3A group, and were led by POG Armaan Khangura in a 50-39 win over the Kwantlen Park Timberwolves. The Southridge Storm are the top-ranked Senior 2A team in B.C. They defeated the Sullivan Heights Stars 88-58 with Hunter Hughes earning POG honours. Other winners from Tuesday games were the Semiahmoo Totems (82-36 over the Princess Margaret Lions), Lord Tweedsmuir Panthers (76-49 over the Queen Elizabeth Royals), Panorama Ridge Thunder (68-47 over the Guildford Park Sabres) and the Enver Creek Cougars (66-41 over the Ear Marriott Mariners). Yesterday’s quarterfinal winners will play in tomorrow (Friday) night’s semifinal round, with games scheduled for 5:45 and 7:45 p.m. at Enver Creek Secondary. The championship is at 7:45 p.m. Saturday, also at Enver Creek.
The best teams in the BC Hockey Major Midget League (MML) don’t intimidate the Valley West Hawks. But it’s the weaker teams they should be concerned about. “We have this annoying tendency to play up to the level of the good teams in this league, and play down to the level of the weaker teams,” said Hawks head coach Jessie Leung, explaining why his team struggled while taking three of four points from the Thompson Blazers last weekend. Against an opponent with just one victory in 24 games prior to their clash with Valley West, the Hawks won a sloppy 6-4 game Saturday night in Chase then played to a 3-3 tie Sunday in Kamloops. “Thompson was a desperate team and played hard,” said Leung. “But this should be a wake-up call for us. We didn’t play like we’re supposed to play.” Valley West got into a shootout with the Blazers Saturday night, exchanging the lead twice in the opening period. Thompson needed just 77 seconds to take a 1-0 lead, but goals from Trevor Ayre and Erik Bocale – both from the Semiahmoo Minor Hockey Association – just 48 seconds apart had the Hawks in a 2-1 lead. Two goals in the last eight minutes of the opening session had the home team in front 3-2 at the first intermission. Valley West netted the first two goals of the second period ▶ “We didn’t for a 4-3 lead, with Wyatt Hicks play like of Langley and Jeffrey Stewart of Semiahmoo scoring. we were Thompson came back to tie supposed to the score again at 4-4 after 40 minutes. play.” Ayre netted his second of the JESSIE LEUNG game with 14 minutes to play to give the Hawks the lead for good. James Malm of Langley added a goal in the last minute of play. Valley West had to come from behind on Sunday to get the tie. Ben Evanish of White Rock tallied 28 seconds into the game, but by the time the contest was 25 minutes old, the Blazers held a 3-1 lead. Christian Bosa of Langley cut the difference to 3-2 with a second-period goal, then Ayre tied it up with five minutes to play. Langley defenceman Cole MacEwan had a pair of assists. The Hawks are now 14-7-5 (won-lost-tied) and are in fifth place in the 13-team league, two points back of the Vancouver Chiefs with two games in hand. “We’re disappointed we didn’t get four points against the Blazers, but we’re still in good shape,” said Leung. “If we get three of four points every weekend, we’ll be all right.” Valley West will play twice against the defending league champion Vancouver Giants next weekend, facing off Saturday at 7:45 p.m. in the Burnaby Winter Club and again Sunday at 11 a.m. at the Langley Events Centre. The Giants are third in the MML with an 18-7-1 record, four points better than the Hawks. “We have an opportunity against the Giants,” said Leung. “We have a chance to catch them in the standings. It’s an eight-point weekend.”

KPU cut the difference to 12 points by halftime, and trailed by just four points at three-quarter time. After pulling even 78-78, KPU scored the last seven points of the contest. Interior teams top Eagles ▶ JUNIOR A HOCKEY TEAM LOSES AT HOME TO MERRITT, VERNON RICK KUPCHUK
Two teams from the BC Hockey League’s Interior Division left the South Surrey Arena with two points last weekend, as both the Merritt Centennials and Vernon Vipers topped the Surrey Eagles. The Cents edged the Eagles 5-4 Friday night, while Vernon won 5-3 on Sunday evening. With five consecutive losses in as many games this month, the Eagles are now 7-31-3 (won-loss-overtime loss) with 17 games remaining on the schedule. They are 18 points out of a playoff position, trailing the fourth-place Coquitlam Express in the Mainland Division standings. Surrey tried to come from be-
hind in both losses. In each of the first two periods against the Vipers, the Eagles scored first only to give up the next two goals. Surrey’s Ben Vikich notched the game’s first goal after nine minutes of play, but the Lakers led 2-1 after 20 minutes. A goal from Latrell Charleson four minutes into the second period pulled the Eagles into a 2-2 tie, but the Vipers netted a pair of late goals for a 4-2 advantage after two periods. Vernon made it 5-2 with a powerplay effort early in the third period, before Surrey native Jordan Funk notched his second of the year with 11 minutes to play. Vernon had a wide edge in play, outshooting the Eagles 33-18. The Eagles were also outshot by a wide margin Friday night as the Centennial had a 34-23 edge, but Surrey came up only

The Eagles trailed 128, 22-17 and 43-33 at the quarter breaks, and fell to 1-7 on the season. The leading KPU scorers were Haeley Williams with 18 points and Holy Cross high school graduate Jessica Villadiego with 14. “It’s been a tough season for us as we have battled injury and illness, as well as a short bench since opening day,” said Eagles head coach Dan Nayebzadeh, “We are a good team, we know it. We just need to get a bit of confidence back and work hard as a team during practice as well as in games.” The women’s team will also host Quest and Capilano next week, with games set for 6 p.m. Friday and Saturday. The Kermodes are alone in first place at 8-0, while the Blues are four games back at 4-4.

The lead was 5-1 in the second period when the Eagles started chipping away at the deficit. Quinn Lenihan got the home team’s second goal with 28 seconds left before the second intermission. Latrell Charleson then tallied twice early in the third to get the Eagles to within one. Davidson assisted on three goals to finish with four points on the night. was big enough for a bowl of water. Please note, Mr Chevy. Having the navigation system was great as getting to our destination was a little tricky, and finding our way in the dark could have been a minor trial. Our friendly ‘nav-lady’ delivered us easily. I especially liked getting plenty of warning about upcoming turns. Some navigation systems instruct you to turn at the very last moment, which is not helpful. Often our ‘nav-lady’ gave us two warnings sometimes even three ‘turn left in 250 metres’, ‘turn left in 100 metres’. Believe me it was comforting. All the places we wanted to visit parks, malls, trails and shops were easily found with no hassles. In Tacoma, a third dog joined us for adventures around town – Beau, a large
yellow lab. Everyone knows labs are eternal puppies who enjoy good times no matter where they land. This happy boy landed in the cargo area with the other two and still there was plenty of room for all three dogs with nary a complaint about someone’s paw being on someone’s side. It all made for a fun Christmas celebration with lots of treats, even for my backup navigator Patricia and myself. There are a few schools of thought when it comes to writing down your to-do lists. One argument says that writing lists causes the brain to get lazy; therefore, it doesn’t retain information as easily because it knows there is a backup somewhere. Another suggests that highly effective people write lists

Not the Volvo your parents remember designed to satisfy with every ride. Yes, this is a Volvo. Those not familiar with the tuning division of Volvo, their roots go back to 1996 when they started working with the Swedish brand in regards to motorsports. Since then, they’ve helped develop not only track-worthy competitors, but also street cars.
Polestar is evocative, sexy, incredibly agile and designed to satisfy with every ride.

Clad in a Rebel Blue robe, our time together would not be for eternity, but the memory will recall the experience without need of a list! Here are just a few things I felt inspired to do with the 345 horsepower V60. 1) Have fun. 2) Find some snow and play in it. 3) Paint my toenails the same colour as its exterior. You know, because it’s what all the cool kids are doing. 4) Impress first-time Volvo passengers with its competency. 5) Make a Polestar joke and see how many people laugh at my sharp wit. 6) Make use of its 692L cargo capacity. 7) Accelerate quickly. And the list could go on… The Lower Mainland doesn’t experience the wrath of winter as other parts of Canada do. Regardless, this V60 warmed up in a flash. Minutes in, the heated seats were in full swing, the heated steering wheel toasting my fingers. The car’s handling prowess can be attributed to its front and rear Öhlins Shock Absorbers, MacPherson front and multilink independent rear suspension. As for playing in the slippery and the snow, count on Volvo’s Haladex Four-Wheel Drive System to distribute power to the wheels that are in need of it the most. Add in razor-sharp steering and running errands just doesn’t feel like a chore anymore. Then there’s what really gets the party started. Under its hood is a 3.0L, turbocharged T6 engine. Torque is harnessed as low as 2,800 rpm and then delivered via a 6-speed automatic transmission. Paddle shifters also come as standard equipment. At the end of our test time together, I’m happy to report that I checked off all the items on the list. If the universe unfolds in my favour, we shall meet again. The Volvo V60 Polestar is available in limited quantities and has an MSRP of $66,895. Visit www.volvocars.ca for more information. alexandra.straub@drivewaybc.ca

REAL ESTATE UPDATE
Why You Should
LIST NOW!! T
he New Year brings several opportunities in the Real Estate industry. The ever changing market is poised to bring gain coupled with uncertainty. The Global economy will determine where Canada and the Westcoast stands in terms of the booming Real Estate market. In the meantime, as a Homeowner you are concerned with how much money your home is worth and when is the best time to list. The short answer is LIST NOW!! Below are reasons why: 1) Current Supply Is LOW. The current inventory has not been this low in almost 8 years. This presents an ideal opportunity for Sellers to have the upper hand and get the best sale price possible for their home.
2) Demand is HIGH. Homes are selling at a pace not seen since early 2009 and there are Buyers out there right now looking for a home like yours. Take advantage of this opportunity and List Now. 3) Don’t Wait. If your plan is to wait to List in the Spring, think again. The Spring market sees several new Listings flood the MLS, which gives Sellers a disadvantage as they have to compete with other Sellers. This gives Buyers an upper hand during this period. 4) Interest Rates Are Projected To Go Up. All signs from the Bank of Canada indicate that rates will go up. The ideal time for Buyers to lock in at a great rate is Now. This will quickly motivate
Buyers to get out and find a home asap. 5) Prices Are High For Now. Most home prices are at their highest levels ever, which presents an opportune time for Sellers to make the most money they can, with the right Agent of course. When should you list? NOW!! Don’t put your home on the market at the same time everyone else does and compete with your neighbour. List now and have Buyers competing over your listing. WestCor Group has achieved Top 1% status at the FVREB for the last two years and are leaders and innovators in the industry. They have an ultra-aggressive approach to marketing and selling homes, which has helped them stand out in today’s Real Estate world.
