Town council to lobby province for funds to rebuild beach The prospect of Sylvan Lake once again enjoying a wide sandy beach has not been washed away by town council and plans are underway to lobby the province to help with the thousands of dollars needed for the project. At its Monday meeting council unanimously agreed to ask the government to help maintain and restore the provincial
park which includes the beach area. However, even though Mayor Sean McIntyre said the restoration of the beach is a project he holds near to his heart, lobbying for an urgent care facility will remain council’s number one priority. “Our lobbying priorities haven’t changed,” he said later. “We need to continue to work with the province for urgent care. than $900,000 to offset costs associated with the beach enhancement project, council voiced several concerns and suggestions. “It’s frustrating,” said Coun. Jas Payne. “I don’t understand why the province can’t see the sea wall is the problem. “And I’m not sure what lobbying will do.” The first stage of the sea wall was built by the Province in 1973 and the second stage was built in 1976. The wall interrupted the natural flow of the lake and caused the sand to recede back into the lake. McIntyre said further evidence of this is indicated by photos of the beach taken in 1988 which show the sand levels by the sea wall to be much higher than they are now. Coun. Dale Plante expressed scepticism about lobbying. “We can lobby, but I’m not convinced it’s going to make any difference,” he said. Plante suggested the town look at creating a beach above the sea wall. “If the water levels drop, we’re still winning,” he said.
Coun. Matt Prete suggested a study to determine the integrity of the sea wall would be timely. “It is the only angle I see that we haven’t checked out,” he said. In his report to council, Ron Lebsack, director of community services said administration does not recommend moving ahead with the project. “The anticipated cost and work required to produce the studies to get approvals, and construct and maintain the beach is not in the three-year budget and we are not aware of any alternate funding sources,” he said in his report. Projected costs included $720,000 for a dredging contractor, $30,000 for mobilization/demobilization, $60,000 for dredging contingency at eight per cent, $120,000 for an environmental review and feasibility study, $20,000 for an engineering report on the sea wall and $14,000 for a public survey. Projected costs estimates for upkeep and maintenance of the beach enhancement are around $122,000 annually.

Red Deer County approves annexation negotiation report STUART FULLARTON SYLVAN LAKE NEWS
Red Deer County council during its Jan. 6 regular meeting gave approval to a Town of Sylvan Lake/Red Deer County Annexation Negotiation Report that proposes the annexation of 1,675 acres of land to the Town. A map illustration included in the report details the proposed annexation, which includes lands along the Town of Sylvan Lake’s western boundary and to the northeast of town. The lands earmarked for annexation were identified in the Intermunicipal
Development Plan (IDP) adopted by the Town and County in October 2011. A number of amendments have been made to the IDP since its adoption, and were finalized by both councils in November. The proposed annexation would provide the Town with the lands it needs to accommodate anticipated industrial growth over the next 30 years. It would also benefit individual landowners who have expressed an interest of being included in such annexations. Currently, large scale industrial development options are under the control of one landowner. Increasing those options, the report says, will assist in attracting indus-
trial development to town by allowing for greater choice in location. Annexation north of Highway 11 and west of 60 St. would not only allow for residential growth, it would create the opportunity for industrial development in the area, thus lessening industrial concentration on the east side of town. Property owners affected by the annexation would continue to be taxed at Red Deer County rates until further subdivision or development takes place, or until the end
of a 10-year-period — whichever of the two comes first. The annexation request requires approval from the Municipal Government Board. A public hearing will be required if objections are made upon the board’s advertising the proposed annexation. Unresolved objections could result in the parcel in question being taken out of the annexation, but wouldn’t necessarily mean the abandonment of the entire annexation process.

It was good to be there, to be quiet and still, petting a warm and soft feline made up mostly of fur that purred, and look out the window at a world frozen to a standstill by the month of January. And I do believe, as much as 2015 will bring challenges, including new and innovative ways to communicate, it is important to remember that what worked well in the past still holds true today. Face-to-face visiting. Awesome! It worked for our grandmas and grandpas and it still works today. Weird! And personally, I think it’s even better than texting. Sylvan Lake town council has given the green light to the chamber of commerce to move into the municipal building for a three-year term.

At its Monday meeting, council approved the proposal which will see the chamber relocating to the municipal government building on Feb. 1. Council voted unanimously for the move, although Coun. Graham Parson said he wasn’t sure it was a good move. “I would like to help them out, but I’m not comfortable with it. I don’t exactly know why. It is the chamber’s role to lobby the town,” he added. Coun. Jas Payne noted that having the chamber in the same building as the town office may add to the confusion that already exists between the roles of the town and the chamber. “I do have concerns about that,” he added. But Coun. Matt Prete said he could see the move as a positive one. “It’s putting our best face forward. My feeling is this is
the best solution to getting our chamber stronger.” “What we see here is a partnership,” said Coun. Dale Plante. We’re being proactive.” Coun. Christine Lust agreed. “It’s really tough out there. I agree this will give the chamber a much better look and we are giving them a hand up.” Coun. Parsons agreed that allowing the chamber to relocate in the town office was a good temporary solution. “Interim is fine with me, but not as a permanent solution.” Chamber president Dwayne Stoesz said he is pleased and excited that council approved the move. “The chamber is tremendously grateful and appreciative to the town and its leaders for giving us the opportunity to spread our wings during this time of growth. This will give the chamber the prospect of building an even larger membership base in an inviting and professional atmosphere, while working closely with the town and its administration in continuing to make Sylvan Lake the prosperous community that it has become. We look forward to many mutually successful endeavors in the years to come.” The lease agreement will see the chamber paying $300

Shadow Riders 4-H Club expects busy year ahead SUBMITTED SPECIAL TO SYLVAN LAKE NEWS
Our Shadow Riders 4-H Club started with our registration in September and then had our first meeting and elections in October. Executive this year is President Naomi Akkermans, Vice President Casey Cole , Treasurer Kaycee Masters and Secretary Kylie Windo. We have 27 members this year, five of these are cleavers. We have a young club this year with quite a few of our senior members leaving us last year. We were lucky enough to ride through October and November on Sundays and only missed one week because of weather. We had a jeopardy trail clinic on Nov. 8 at Wild Rose Arena. Everyone had a great day and had fun with their horses. We also squeezed in an unexpected young horse lesson with Wayne Soderberg one Sunday. Hopefully we can get a couple more of these through the year as we have five young horse projects this year. On Nov. 15 we hosted a Craft Sale and Cookie Walk fundraiser in Benalto. We had over 30 vendors and sold out of cookies in an hour and a half. It was a great day and everyone helped to make it fun. In December we had our Christmas Party, where we organized our food hampers for families in the area. We also went swimming, had pizza and a gift exchange. In the New Year we have plenty of rides and clinics the leaders have been organizing to keep us riding lots.

Draft design approved At its regular meeting Monday council approved the Jan. 6 draft design development report for the NexSource Centre and directed staff and the prime consultant, CEI Architecture to proceed to the contract documents phase for the multiplex redevelopment project. The estimated cost of construction of the project which is to include an arena, curling rink, seniors centre and childrenâ&#x20AC;&#x2122;s play area is about $28.3 million. The overall cost of the project is $30.6 million. Council supports regional water pipeline Council unanimously approved support for the Sylvan Lake Regional Water Commission for the construction of a regional water pipeline to provide water to the Town of Sylvan Lake and area from the Red Deer River. In his report to council, director of public works Dave Brand said the townâ&#x20AC;&#x2122;s 10 year capital plan does include a lump sum amount to fund the townâ&#x20AC;&#x2122;s anticipated portion of the capital cost of a new pipeline ($4.5 million in 2021). If the project is approved for 90 per cent funding by the province, the town and the commission can determine at a future date the details of how to fund the remaining cost, Brand said.

Works of talented local artists on display in downtown gallery JASMINE O’HALLORAN–HAN SYLVAN LAKE NEWS
A gallery in the Sylvan Lake and Area Community Partners’ Association building displays the work of talented local artists, and remains something of a hidden gem in town, according to Arts Around the Lake gallery co-ordinator Ingrid Soanes. About 100 framed and colourful artistic oil and acrylic canvas paintings are housed inside the gallery, where they’re displayed for the entire community to see. But Soanes said some Sylvan Lakers aren’t aware of the gallery’s existence, and therefore aren’t able to fully appreciate the artistic talent the town and surrounding area has to offer. “We don’t sell a lot of pieces,” she said. “Not many people know about the gallery, unless they are walking by and notice our sign outside.” Soanes manages and sells the art pieces — many of which feature recognizable landmarks such as the old lighthouse. “A lot of the artists paint pictures of Sylvan Lake — of what it used to look like, and historical pictures and stuff you won’t ever see again,” she said. Jim Clark, a retired land surveyor, is among the local artists whose work is displayed inside the gallery. Clark has been painting oil canvases for over 30 years, and currently has about 30 of his paintings on display and for sale inside the gallery. He paints every day, and said the excitement it creates gives him something of a high. “The thing with painting is it’s problem solving,” he said. “You want to take your viewer on a journey. It’s a little story.” Clark completes his paintings in Calgary and Sylvan Lake. Upon finishing each one, he’s always left with a strong sense of satisfaction, accomplishment and achievement. But the majority of the hard work happens away from the canvas, he feels. “It takes more time to concoct something in your mind than it does to paint the photo,” he said. His paintings take anywhere between a few hours and a few weeks to complete, and often stem from a mental sketch. Clark sells about one or two paintings a month, but making money isn’t his priority. Instead, he’s driven by interest. “You have to practice to be good,” he said. The Arts Around the Lake gallery is located in the Community Partners building on 50 Ave., and is open to the public weekdays from 9 a.m. to 4 p.m.

The Life-Giving Spirit in 2015?

As Christ’s followers we owe our salvation to the sacrifice of Jesus Christ and the work of His Spirit. Reading the Book of Acts recently has invited me into a deeper experience of the Holy Spirit. After reading Acts 2 I wrote in my journal: “The Holy Spirit is ours.” I wanted to follow it up with “the Holy Spirit is mine” but didn’t feel worthy of it personally,...my life is too messy. You probably have felt the same way. However, after Acts 3:12 I went on to write: “The power of godliness is not of us.....for it is of Christ and the Holy Spirit.” What a gift He is to us collectively and individually! Think of it! Before salvation He convicts of sin, of righteousness and of judgment (John 16:8) and woos us to Christ. At salvation his work includes: regenerating us (Titus 3:5), indwelling us (Eph 1:13,14) and immersing us
into the body (I Cor. 12:13). After salvation He sanctifies us (I Peter 1:2), overcomes the sinful flesh (Rom 8:13), leads us (v:14), witnesses to us (v.16), intercedes in us (v.26), counsels us (John 14:15-21), fill us (Eph 5:18) and He seals us for future glory (Eph. 1:14). He is our life, the only Christian life we have, the life-giving Spirit in us together and individually! My highlight for 2014 was our Adult Family Christmas. After the eleven grandkids were in bed I posed the question: “How do you need the Holy Spirit’s help in 2015?” We shared and prayed together. It was great! I ask you the same question today: “How do you need the Holy Spirit’s help in 2015?” Please remember: He is ours, HE IS YOURS! Yours for the best 2015 possible!

the Sylvan Lake Medical Clinic on Friday, Jan. 9. Upon being found, the money was turned in to police, who are now asking its owner to come forward and identify it at the Sylvan Lake RCMP detachment. Claimants, they say, must be able to correctly identify

Members of the Sylvan Lake Youth Advisory Council will host their very own version of Big Brother starting Friday, Jan. 29 at 9 a.m., and ending Saturday, Jan. 30, at 4:30 p.m. The two-day youth event will take place at the Flipside Youth Drop–In Centre, located in the Sylvan Lake Community Centre building. For the event, 14 contestants, all from Grades 7 to 12, will compete against each other to win the grand prize — a prepaid credit card.
During the competition, contestants will be housed at the Flipside. They’ll compete to eliminate each other in the facility’s downstairs level by completing different physical and intellectual competitions. The winner of each competition will receive a prize. The deadline to enter the competition is Jan. 16. Youth Centre co-ordinator Deshon Lennard will draw two contestants from each grade to take part. Lennard said the town’s youth are very much looking forward to the event. He strongly expects contestant spots to fill up quickly. “We’ve had a lot of hype around this. Kids come up to me and ask me about it,” he said. Lennard said the Youth Advisory Council every year

Various Friday night activities are also planned. “We have a goal of having an activity every Friday night so if youth have no place to go they can come to the night,” Lennard said. The Sylvan Lake Library will celebrate Family Literacy Day on Jan. 27 with a visit from a familiar figure. Ronald McDonald will read stories to children from 1 to 2 p.m. in promotion of Family Literacy Day — a nationwide initiative that encourages families to engage in literacy-related activities together. “The purpose of the day is just to get everybody reading and (raise) awareness of the importance of literacy in their lives and in family life,” said Parkland Regional Library communications co-ordinator Meredith Bratland. “Literacy
is one of the founding pillars of people’s well-being.” The aim is to get families to make literacy part of their daily routines, she added. “Families can work literacy into their everyday lives in a multitude of ways,” she said. “Go to your local library, try out some different books, try to go outside of your realm. Take 15 minutes to read a magazine or e-books online ... even read the newspaper.” Sylvan Lake Library programmer Corrie Brown said Family Literacy Day challenges the perception of reading as a primarily solo activity, and emphasizes the benefits of embracing it as a group activity. But first and foremost, she feels, it’s fun.

Icy road conditions cause injury collision at intersection January 3 7:30 p.m.- RCMP received a 911 call from a female advising that her spouse was having a breakdown and destroying their residence, located on Fenwood Close in Sylvan Lake. The complainant told police that he had left the residence in a vehicle. Officers arrived at the house to find significant damage. The accused attended the detachment a short time later and was arrested. A 39-year-old male is charged with mischief under $5000. January 3 7:33 p.m. - A residential break in was
reported to Sylvan Lake RCMP at a residence on Township Road 370 in Red Deer County. The owners came home to find the back door of their home broken open. Several items inside the residence were stolen. January 5 1:43 p.m. - RCMP received a call from Walmart security in Sylvan Lake of a suspicious male. The suspect was located in a vehicle by police a short time later. A 26-year-old Red Deer male was found to have a warrant for his arrest for breaching parole. He was transported to Red Deer Remand Centre. A 29-year-old

Red Deer male was charged with failing to comply with conditions of a recognizance. January 6 9:01 a.m.- A two vehicle collision on
Reynolds Road at Ryders Ridge Boulevard in Sylvan Lake resulted in police, fire and EMS attendance. An elderly female was extracted from a vehicle which was hit by another vehicle at the intersection. The male driver of a Chevy Avalanche slid on ice through a stop sign colliding with a Chevy Equinox, causing the female to sustain non-life threatening injuries. The vehicles were towed at the scene. January 8 7:41 a.m - RCMP are investigating a break and enter into a business on Range Road 23 in Lacombe County. Three side-by-side vehicles were stolen from inside a locked shop owned by Husky Energy Limited. The suspect or suspects gained entry through the main gate and forced open the main door. The stolen vehicles were located a short time later at the end of Range Road 23 without any damage. Continued on page 15

Continued from page 14 January 9 5:20 p.m. - A two vehicle collision on 47th Avenue in Sylvan Lake resulted in impaired driving charges being laid against a 48-year-old male. A male driver reported to police that he was turning southbound from 47th Avenue into the Shoppers Drug Mart parking lot when the male driver of a truck heading eastbound turned into the intersection resulting in a collision. The driver of the truck was believed to be under the influence of alcohol so RCMP were contacted. A subsequent investigation led to the arrest of a 48-year-old male of Salmon Arm, B.C. The male is charged with impaired driving and having a blood alcohol level over 08.

New home found for Faith Lutheran Church The Faith Lutheran Church has a new location in Sylvan Lake. A dedication service for the new church located at No. 2 - 21 Beju Industrial Drive will be held Sun., Jan. 18 at 3 p.m. Pastor Larry Brotherton of Red Deer became Pastor of the church in July 2014. Prior to that, the church was served by Pastor Fred Albert, who has since relocated to Edmonton. Services were held in The Seventh Day Adventist Church. Services were held in the sanctuary of tthe Sylvan Lake Funeral Home and at The Sylvan Lake Community Centre prior to being held at The Seventh Day Adventist Church. Sunday services for the Faith Lutheran Church will be held at 10:30 a.m. in the future in its new location.

Henry Ray Brzak 1933-2015 It is with great sadness the family announces the passing of Henry Ray Brzak on January 8, 2015 at the age of 81 years, Henry passed away peacefully at the Rosefield Center in Innisfail, Alberta. Henry was born on September 26, 1933 at Raven, Alberta. He grew up on the family farm in the Evergreen district and was the second oldest of seven siblings. In his younger years, Henry worked for the Palkot farm, the Nordegg Coal Mine and the CP Railway. In 1954, Henry started working for the CN Railway where he continued to work for the next 35 years. After, retiring from CN in 1989 Henry started working at the Sylvan Lake Community Center. There he enjoyed time spent with the Sylvan Lake Seniors and the children of Sylvan Lake Kindergarten and Playgroup. He is survived by his loving wife, Joyce of Sylvan Lake, four children: Gail (Larry) Standing of Sylvan Lake, Wayne Brzak of Sylvan Lake, Wesley (Patty) Brzak of Edmonton, and Lois Brzak of Lacombe. Also surviving are two brothers: Jerry (Megan) Brzak of Sylvan Lake, and Ken (Sue-Ann) Brzak of Leslieville, two sisters: Margret Roberson of Eckville and Josie (Dave) Gibbs of Eckville, one brother in-law Jim Grant of Red Deer and one sister in-law Diane Brzak of Wetaskiwin, numerous nieces and nephews and friends. Henry was predeceased by his parents Joseph and Charlotte Brzak of Eckville, one sister Nellie Grant of Red Deer and one brother Harry Brzak of Eckville. A Funeral Service will be held at the Eckville Community Center, 52 Street and 54 Avenue, Eckville Alberta on Saturday January 17, 2015 at 1:00 PM. Interment at Raven Cemetery, Raven, Alberta. The beginning of the New Year marks the beginning of a new life for those who will move to Sylvan Lake in 2015, and there’s a service that aims to make life easier for them upon their arrival. Welcome Wagon, a national greeting service with a presence in Sylvan Lake, provides free gift baskets to new residents in town. Included items such as water bottles, coupons, magnets, pens and flashlights advertising local businesses introduce newcomers to the local economy, and invite them to experience all that Sylvan Lake has to offer. “You wouldn’t know where to start for any needs for services, or for shopping, you wouldn’t know where to go,” said Diane Dumont, Welcome Wagon area manager for Central Alberta. “That’s what Welcome Wagon tries to help out with.” Dumont said the basket acts as a gift from local sponsors, and also includes town information. It’s personally delivered to the door of a new resident by a Welcome Wagon representative, who may also answer questions and provide helpful information on site. With Sylvan Lake’s steady growth rates, demand isn’t in short supply, according to Dumont. “Quite a few people are moving to Sylvan Lake — in one month, it was 63 new residents. That’s a lot,” she said. Dumont herself is a former representative, and said

Sales up 20% over 2013 The Sylvan Lake market performed admirably in 2014 with sales up 20% over 2013. In spite of a tremendous number of new homes constructed this past year, the number of active listings at the end of the year is well below anything we’ve experienced for a long time. Activity in Sylvan Lake was spread across all price ranges this year, even venturing back into a few $1 million plus sales. The market between $400,000 and $500,000 was quite active which we also haven’t seen for years. Sales in all of central Alberta were up just over 13% from 2013 while the active listing count is down substantially in almost every market. That bodes well for home prices if the energy industry and the economy suffer from the current low oil price situation. Going into a slower market with lots of inventory could trigger price pressure. As long as the building industry refrains from adding too much inventory in the way of new spec homes, the market should be able to sustain a period of slower activity. We don’t know what the future holds for Alberta’s economy, but we believe the housing market can weather a short term slowdown of a year or so without too many casualties. We do believe, like many others, that oil prices will recover within the next year or two and the Alberta economy will continue to lead the rest of the country in spite of short term setbacks.
