Poverty affects thousands of city’s children

While the Harbour City is no stranger to child poverty, there are supports to help students overcome the adverse effects. According to Dr. Paul Hasselback, Island Health medical health officer for central Vancouver Island, the children who are living in poverty are less likely to be successful, to complete school and more likely to have school failure issues. A recent report from the Nanaimo-Ladysmith
Schools Foundation, the charity assisting disadvantaged school children in the area, said approximately one in five school children live in poverty in the school district. Among the hurdles faced is attempting to learn with an empty stomach. “No doubt that the child who comes to school, who is hungry, is going to not have the same level of attention,” said Hasselback. “Kids who are hungry and not attentive may be more disruptive. They may have more behavioural issues
in the classroom ... so not only does this become an issue for the child, it becomes an issue for the classroom itself.” When supports, such as breakfast programs, are in place, Hasselback said learning outcomes increase, children are more attentive and behavioural problems decrease. “The whole classroom benefits from having good, quality nutrition breakfast options available to everyone in the classroom,” said Hasselback. With a mandate to sup-
port needy students in the district, one of the schools foundation’s supports include the provision of breakfast programs, according to Crystal Dennison, the foundation’s new executive director. The foundation receives a grant from Breakfast Club of Canada, which allows for breakfast programs at eight schools – Fairview, Park Avenue, Forest Park, Brechin, Nanaimo District Secondary, John Barsby Secondary, Bayview and Georgia Avenue. At one house, Haug says she caught a rat the size of a dog scurrying through the kitchen. “I don’t have a great paying job. I didn’t stay in school. I didn’t go to college. I can live poor but why do my kids have to suffer?” she asked. “I know my kids go without because of my money.” Haug’s struggles are a familiar story in a city with a chronic problem of child poverty. According to Statistics Canada’s 2011 census, more than 3,000 youngsters in Nanaimo are living in poverty – 21.3 per cent no older than six.

Target’s shot at Canada’s retail market has hit wide of the mark. After less than two years in Canada, the U.S.-based retailer announced Thursday it’s closing its 133 Canadian stores, including 19 stores across B.C. and one in Nanaimo. The closures will put 17,600 people out of work, including about 130 in Nanaimo. Brian Cornell, Target Corporation chairman and CEO, said in an online statement the company found no way to make its Canadian operations profitable before 2021. “In terms of specific stores, we don’t usually break out information on store performance, but I can tell you that none of our stores were profitable,” said Molly Snyder, Target Canada spokeswoman, when asked about the Nanaimo store’s performance.
“We’ve had better days around here,” said Fay Laing, Nanaimo North Town Centre general manager. “It’s a bit of a blow.” Laing said it’s too early to comment publicly how the mall will adjust to the latest development, but management and marketing staff will review planning for 2015. The mall has three remaining retail anchors in London Drugs, Canadian Tire and Sears. The Nanaimo region economy’s reliance on retail is about 30 per cent higher than the provincial average, contributing about $1.4 billion annually to the local economy, said Sasha Angus, Nanaimo Economic Development Corporation CEO. “We’ve always been a retail hub for the north part of the Island, so those types of jobs and those types of businesses are more prevalent in Nanaimo, compared to the provincial average,” Angus said. He is optimistic Target’s employees will be absorbed into the economy, citing Conference Board of Canada’s economic forecasts indicat-

ing a 3.6-per cent increase in retail business for 2014 to be followed by a four-per cent rise locally in 2015, with major retailers, such as Cabela’s, moving into the market. “Hopefully, with improvements in the local economy and an uptick in retail that new retail positions will open up,” Angus said. K i m S m y t h e , G re a t e r Nanaimo Chamber of Commerce CEO, said many retail positions are par t-time, employees often juggle two or three jobs to make ends meet and Nanaimo is over-serviced by large retailers. “Is a shelf stocker or a clerk from Target going to be able to knock on the door of Canadian Tire and expect a warm reception at this point, especially, in the year? Or Wal-Mart or another major retailer?” Smythe asked. Target’s corporate website said it will take 16 to 20 weeks to close each store. Employees laid off will receive up to 16 weeks’ wages and benefits. The company estimates closing Canadian operations could cost $600 million.

Regional district ratifies collective agreement with staff The Regional District of Nanaimo board of directors and CUPE Local 401 have ratified a deal that will see labour peace until the end of 2017. The new deal includes eightper cent in wage increases over the next four years,
including a pair of one-per cent wage hikes that are retroactive to Jan. 1 and July 1 of last year. A two-per cent wage hike kicked in Jan. 1 and twoper cent increases are also set for every Jan. 1 until 2017 inclusive.
Improvements to extended health and dental benefits are also included, according to a regional district press release. The regional district said the wage package is similar to others reached on Vancouver Island in the last six months.

A 30-day moratorium on conversion work at the school was set to expire next week. “ We ’ l l r e l e a s e the [annual facilities grant] funding to other projects because before this project started, there were things waiting,” said trustee Stephanie Higginson at the business meeting. “This is money that is supposed to be used for maintenance of our schools. We’ve had maintenance issues, we’ve got roofs that are on the verge of leaking, etc., etc. Those things we can go back to doing.” With the exception of CUPE work deemed necessary by the board, completion will be pushed to 2016. Trustees also approved a 90-day consultation period to allow for a full review of the school district’s 10-year facilities plan. Dennison said the money is discretionary and can go toward anything from running shoes to school supplies. “ I t ’s a l l d o n e through each individual school,” said Dennison. “We feel that the staff within the schools are able to best determine where the needs lie and so we leave that up to them.” So while Nanaimo does have a reputation for high incidences of child poverty, there are supports in place to rectify the situation. Still, more can be done, especially at a governmental level, said Hasselback. “At a provincial level, places like Ontario and Newfoundland have demonstrated real benefit by provincial poverty

In fact, recent statistics show there are more children and youths living below the poverty line than any other demographic in Nanaimo and our numbers are higher than the provincial average. Advocates say something needs to be done. Children in poverty not only face challenges around health and education, but risk becoming impoverished themselves. Tammy Wylie, community development manager for Tillicum Lelum, said children learn from what’s modelled to them, including coping methods of addiction, depression and violence. Aboriginal families in poverty continue
to be affected by colonization and residential schools “because we haven’t been doing a very good job of interrupting that cycle,” Wylie said. “If you don’t get to see the norm and all you see and that becomes your norm, it’s really hard to have a different picture or even to have hope that it’s going to be different for you.” There’s also a poverty of expectations, says John Horn, the city’s social planner. Growing up in a middle-class family, Horn said there was the expectation he’d go to university, get a white-collar job, read books and explore the world. But as a social worker in Nanaimo, he noted parents in poverty didn’t set the same bar. “They didn’t expect

up with these really diminished expectations of them ... if you could just get by and get a welfare cheque when you are 19 seemed to be, in some cases, that was the expectation and children have a remarkable way of living up to your expectations.” Those familiar with child poverty agree it’s a challenging and complex issue to tackle, with families experiencing the lack of income differently and no single cause. flagged as a hardship for families. Island Health shows just over six per cent of children were living on income assistance in Nanaimo in 2011 compared to 3.4 per cent in B.C. But despite higher costs of living, income assistance rates haven’t increased since 2007, according to a 2014 poverty report card by First Call B.C. Child and Youth Advocacy Coalition. “Income assistance rates, yes, that’s a

There’s some skill building that needs to happen and that’s the prevention piece.” Horn said he’s learned the issue of poverty wasn’t just about a lack of money, it was the relationship to money and other parts of peoples’

Rail priorities questionable How many railway ties can you buy with the money you would pay a lawyer to pursue a defamation lawsuit? We believed the Island Corridor Foundation’s raison d’etre was to restart rail service on Vancouver Island from Victoria to Courtenay. More and more, it seems the ICF is all about protecting its own, feeding and protecting its administrative beast. The latest example – it’s not like we have actual rail service to discuss – is the foundation’s decision to pursue a defamation lawsuit against Regional District of Nanaimo director Julian Fell. “ICF co-chair Judith Sayers said the board has a responsibility to protect the credibility of the foundation and the personal reputations of the directors and staff,” said a news release relating to the lawsuit. We can’t responsibly comment on the allegations in the lawsuit, or the things that Fell said and wrote that presumably instigated the court action. That’s all before the courts now, and nothing has been proven. However, we can comment on how we believe this to be another example of how the corridor foundation has lost its way. At the heart of this, the reason this should matter to people of Nanaimo, is where the ICF gets its funding, and what should be expected from that money. Despite opposition from the communities of Parksville, Qualicum Beach, Nanoose Bay, Coombs/Errington and Bowser/Deep Bay, the Nanaimo-dominated RDN board passed a motion to supply about $1 million of taxpayer money. We’re not saying the corridor foundation is using that money to finance its lawsuit against Errington resident Fell. We are saying we don’t believe the ICF has secured enough funding to restart rail service anywhere on Vancouver Island. The only news of note on the subject in months has been the lawsuit against Fell. We question the focus of the rail foundation’s board and its staff. Re: Not everything is rosy in Cuba, Letters, Jan. 6. The letter writer follows the usual American line: the U.S.A. saved the world from a nuclear war. He should check his facts. If he had, he would have found that, during negotiations, Khrushchev demanded Kennedy remove Jupiter ballistic missiles in Italy and Turkey that were aimed at Russian cities. When Kennedy finally agreed, along with a U.S. public declaration and agreement never to invade Cuba without direct provocation, the Russians removed their missiles from Cuba. Neither did the letter writer mention Cuba’s medical diplomacy. And he didn’t mention that Cuba has one of the highest literacy rates in the world, along

Re: Province promotes LNG, Jan. 13. By ‘province,’ that means these liquefied natural gas seminars were paid for by B.C. taxpayers. Our Liberal government was first to the post and therefore has the electoral right to call such shots. It’s called politics. But it’s also possible to question government policies through letters to the editor. That’s called democracy. What a public relations coup it could have been for both LNG and the Liberal party if they had impressed all and sundry by daring to set up a booth for those who opposed fracking.

As it was, Paul Manly, for example, our local federal Green Party candidate, was given an escort inside the conference centre, preventing him from either discussing or handing out any information whatsoever regarding fracking. Only one teacher picked up leaflets from those outside the conference centre who opposed fracking. On her way back to her bus one of the boys in her class asked for the handout she’d been given. Just maybe that student learned something about there being two sides to any question.

Canadian university has recognized one of the Port Theatre’s staff members for her research efforts. Last month, Samantha Letourneau, marketing and community outreach coordinator for the Port Theatre, received the Marie Gillen Award from St. Francis Xavier University. Letourneau picked up the award for her women’s studies research paper, which looks at how art can help
women who have been victims of abuse. “The research is specifically focusing on women in some form of development,” she said. “These women that I am studying all engage in the arts in some way. Not necessarily on a professional level. The arts have been very helpful to them.” Letourneau, a graduate of the global studies program at Vancouver Island University, is currently working towards completing her masters through a distance education program at Nova Scotia’s St.

On Jan. 24, members of the Nanaimo Clippers will take part in Score With Reading at Harbourfront Library. front librarian, said Score With Reading is a great excuse to bring a child to the library and combines literacy with sport. “The thing I like about that is that it is balancing the physical activity with literacy,” Kuffler told the News Bulletin. Score With Reading began two years ago after Kuffler was looking for a way to introduce and attract boys to the library. Last year’s event, which took place on Gabriola Island, was the first year the event included street hockey. “The thing that amazed me last year was there were a lot of younger boys that came without their parents,” he said. Kuffler explained that Score With Reading is a great way to introduce young people to the library. “These are guys that aren’t necessarily going to make the NHL ... but what they are focused on is doing well on their SATs, continuing to become professional athletes and play hockey really well, but the thing they want to do is get signed to a Canadian or American school.” Kuffler said the kids still hold members of the Clippers in high regards. “It was pretty cool to see that even at that level of hockey, kids look up to these guys and see them as role models,” he said. July 2, 1936 – December 9, 2014 It is with deep sadness that we announce the unexpected passing of Kathy during a stay at NRGH. She had courageously battled and won a number of health issues in recent years. Kathy was predeceased by her son Darren and husband of 46 years Gordon, as well as her sister Esther and brothers Ernest and Jake. She is survived by her son Garry, daughter-in-law Janis, sisters Marion, Jo, Margaret, Freda, Charlotte & Erna; brothers Peter and Rudy; many nieces, nephews and many close friends including her special friend Kay Redden. She was born in Saskatchewan and lived on the farm. She moved to Vancouver where she worked as a practical nurse. Kathy married Gordon and they moved to the Queen Charlotte Islands. She worked there as a cook in the logging camp. Later they relocated to Mackenzie and raised their family. Kathy was a devoted wife and mother. She was cheerful, full of life and loved to enjoy a glass of wine and share some laughs with family and friends. Her smile and laughter will always be remembered. Kathy was deeply loved and she will be greatly missed but never forgotten. A celebration of life will be held on Saturday February 7th at the Moose Hall at 1.pm.

Mabel Lehrke It is with great sadness that we announce the passing on January 13, 2015 of Mabel Lehrke, beloved wife, mother, Oma, Baba, sister, aunt and friend. Born in Saskatchewan, on January 23rd, 1928, she lived most of her life in British Columbia, between Nelson and Nanaimo. Mabel is survived by her loving husband Hans Lehrke, son Hans (Louise) Lehrke, daughter Melissa (Ed) Vanstone, grandson Nick Vanstone, and granddaughters Rachel Vanstone and Zoya Lehrke. She is also survived by her brother and his wife, Alec and Elaine Voykin, of South Slocan, sister-in-law Verna Voykin of Castlegar, as well as numerous nieces and nephews. Mabel was predeceased by her father, William Voykin, her mother Mary Voykin, brother Jack Voykin, and sister Marjorie Malahoff. Mabel was an avid gardener, and seamstress, who loved her family first and foremost. She loved camping, antique collecting, fishing, curling, bowling, spending time with her family, watching all of her grandchildren’s varied activities, and the Vancouver Canucks. She was a woman of great faith with a great devotion to our Lord. The family would like to extend their thanks to the wonderful care workers at Dufferin Place, where Mabel was a resident for the past four years. Special thanks to Shannon,Lisa, and to Dr. Winder for her many years of care. A celebration of Mabel’s life will be held at Hope Lutheran Church, 2174 Departure Bay Road, Nanaimo, on Friday January 23rd, at 12:00 pm. Internment to be held immediately afterwards at Cedar Memorial Gardens. Flowers are gratefully declined. If your panel is out of spaces for new BEN MAZZEI breakers sometimes it is as simple as putting in a sub panel fed from you current panel. There are a number of reasons. Firstly, because I have to determine whether she has capacity to give a Power of Attorney. In order for someone to give Power of Attorney, they must have a very high level of capacity as it is a very powerful document. Pains in the legs which occur in children during their periods of fastest growth are often called “growing pains.” These pains DR. McDonald’s officially cracked the seal on its newest Nanaimo restaurant with a grand opening celebration earlier this month. Patrons packed the new restaurant at 1835 Bowen Rd. for the official opening on Jan. 9. The new McDonald’s is the city’s first new full-restaurant location since McDonald’s opened on Mary Ellen Drive in 2001 and incorporates new design features and layout, including a duallane drive-thru, separate beverage and food preparation areas, plus current colour and decor schemes and seating. “We’ve done a lot of

Mariners women’s volleyball team makes net gains BY GREG SAKAKI The News BulleTiN
A new year of volleyball arrived, and the VIU Mariners started making good on their resolutions. Vancouver Island University’s women’s volleyball team resumed the Pacific Western Athletic Association season this past weekend with victories Friday and Saturday at the VIU gym against the Columbia Bible Bearcats. The M’s won both matches in straight sets, with scores of 25-18, 25-7, 25-18 the first night and then 25-11, 25-19, 25-10 the following afternoon. “We cleaned some areas up throughout that match,” said Shane Hyde, coach of the M’s women, on Friday night. “I think we started kind of slow, maybe some jitters being back in our own gym. There’s still tons of room to improve, for sure … but I thought our girls played pretty good.” Megan Groenendijk, VIU veteran, said her team played well in its return to PacWest action. “There was times where we could have been a little bit crisper or a little bit cleaner, but for the most part we executed what we wanted to,” she said. “We wanted to try some new plays; we got that down. We just wanted to throw some new things out there.” The Mariners women had an opportunity to work

themselves in volleyball. “We got a lot of team cohesion and we got a lot of reps in,” Groenendijk said. “We practised
for seven hours a day and we played, I don’t even know how many matches we played. We had so much volleyball that all that rust from the
winter break just wore off really fast.” Now above .500 thanks to this past weekend’s results, the Mariners women are poised to trend upward this winter. “We knew we were going to have a slow start. Maybe not as slow as this, but it doesn’t surprise me much,” Hyde said. “This is where I wanted to make our push, is in second semester.” Groenendijk said the Mariners have “kind of solidified our roles” within the team, and also have a better idea of the competition that’s out there in the PacWest after matches against every other program. Hyde said there’s not a lot to choose between the teams at the top and bottom of the standings. “There’s nobody that’s walking away with our conference…” he said. “It’s just about getting better and better and mentally stronger.” The Mariners men were also back in action on their home court this past weekend, losing to the Bearcats Friday and Saturday in fiveset matches. Scores were 13-15, 33-31, 22-25, 25-17, 15-12 the first night and then 20-25, 24-26, 25-20, 25-21, 15-11 in the next day’s rematch. The Nanaimo Clippers got enough goal scoring, but weren’t able to merely outscore opponent. The Shipmen earned three out of six points on road trip through the Interior this past weekend. Nanaimo started with a 5-4 win against the Trail Smoke Eaters, lost 5-4 in overtime the next night against the Salmon Arm Silverbacks, then got doubled 6-3 by the Merritt Centennials on Sunday afternoon. On Friday, Sheldon Rempal scored the game-winning goal on the power play with four and a half minutes left to break a 4-4 tie. Kale Bennett, Brett Roulston, Jake Jackson and Edwin Hookenson were the other goal scorers for the Clippers and Guillaume Decelles was the winning goalie, making 35 saves as shots were 42-39 in favour of the visitors. The next night’s loss represented a rare overtime setback for the Clippers. Nanaimo had tied the game 4-4 in the third period despite being badly outshot, and surrendered the game-winning goal in the final minute of the first OT frame. Yanni Kaldis, Jacob Hanlon, Bennett and Anthony Rinaldi scored for the Clippers and Decelles suffered the loss as his team was outshot 45-21. The third game of the road trip saw the Clippers trying to play from behind after the Centennials built a 2-0 first-period lead. Nanaimo didn’t get it going until the third period when Austin Dick, Brendan Shane and Roulston tallied. Decelles tended goal again as shots ended up 36-28 for the Clips. GAME ON … The Clippers have two games this coming weekend. They host the Cowichan Valley Capitals on Friday (Jan. 23) at 7 p.m. at Frank Crane Arena, then get a rematch with the Silverbacks on Sunday at 2 p.m. at Frank Crane.

in the National Lacrosse League and most recently played and coached with the Acme Painting Timbermen senior B squad. “Coaching with your friends and teammates isn’t really effective…” Couling said. “I love lacrosse and I want to be involved in it and the opportunity to coach a junior A team is pretty big.” He said he’s played for some highly successful coaches, and he can apply what he’s learned from them over the years. “I know what’s worked with myself and seen what’s worked. I’ve got a lot of different ideas,” he said. Couling favours a hard-nosed, highpressure style of lacrosse with a freeflowing, creative offence, he said. In the coming weeks he’ll look more closely at the roster, but basically, training camp
will be a fresh start for the junior Timbermen players and coaches. “Not knowing anybody gives me, I think, an opportunity to pick the team that I want to have, the guys that I want to run with – not based on their prior experience, but what they show up [with] and show me…” Couling said. “Everybody’s got equal footing.” Bowman said the club has drafted well in recent years and said management is continuing to try to strengthen the roster to give the team every chance to make the playoffs in the tough BCJALL. Nanaimo finished in fifth place in the eight-team league last season with an 8-12-1 record under coach Ken Morrison. VIU basketball teams take three out of four Vancouver Island University basketball teams took on challenging opponents and came away with three out of four wins. The VIU Mariners men’s and women’s basketball squads were on the mainland this past weekend, playing at Langara College on Friday and Douglas College on Saturday. The M’s women won both games, handling the Langara Falcons 72-50 and then beating the Douglas Royals 55-38. “Great weekend winning in two very tough places to play,” said Bill McWhinnie, coach of the VIU women, in an e-mail. “I thought we were outstanding defensively.” The coach called Jenna Carver the “heart and soul” of the team after the veteran forward recorded back-to-back double-doubles. Carver had 21 points and 23 rebounds in Friday’s win and Jamie MacFarlane and Sienna Pollard added 14 points apiece. The next day it was Pollard’s 26 points leading the way and Carver had 11 points and 10 boards. The M’s men, meanwhile, lost 76-69 to the Falcons on Friday but bounced back with a 79-74 win at Douglas. Justin King scored 35 points and came down with nine rebounds in Saturday’s victory and Chris Parker scored 14 points. GAME ON … The VIU Mariners men and women host the Capilano Blues this Friday (Jan. 23) and the Quest Kermodes on Saturday at the VIU gym. On Friday the women’s game is at 6 p.m., followed by the men at 8 p.m. Saturday’s tipoff times are 1 p.m. and 3 p.m.
