Big backyards blamed in home value spikes Travis Paterson News staff
Neighbours along a Burnside-area street are bracing for steep property tax bills after their property assessments jumped by tens of thousands of dollars this year. Myrtle Lockhart, who lives in the 3200-block of Albion Rd., said the value for her 102-yearold house spiked $61,000 this year, a 12 per cent jump from her $502,000 assessment in 2014. “We’re going to be hammered with a tax increase and I’m not going to take it sitting down,” said Lockhart, who lost her husband Bruce to cancer just two months ago. Lockhart said neighbours along the entire street have seen similar increases to mostly their land values, but the reasons behind those increases have left Lockhart confused. “If all of Saanich had gone up, maybe I could understand that, but (it looks like) they’ve picked a certain area and slammed the hell out of it. When I call B.C. Assessment, I get a lot of answers that I don’t understand,” she said. Capital Region assessor Reuben Danakody said the rising value of a deep lot, such as Lockhart’s, is a natural market correction in a land-locked region. “The availability of quarter-acre lots within city limits is becoming scarce,” he said. “You see reconfigurations of lots close to downtown because land value is so high, and that’s driven by the market place.” Burnside isn’t the only pocket too see a localized spike in pricing. Mike Weirmier, in the 4200-block of Cedar Hill Rd. in Gordon Head told Saanich News his assessment spiked $100,000 this year to $660,000 ($61,000 for his 14,700 sq. ft. lot and $39,000 for his home).

Privacy watchdog launches spyware investigation News staff

B.C.’s Information and Privacy Commissioner is launching her own investigation into the District of Saanich’s use of monitoring software to track employee activity on its computer systems. Elizabeth Denham confirmed the proactive investigation in a press release on Tuesday. “My office has been closely following recent events in the District of Saanich, where allegations have been made that spyware is being used on district-owned computers to monitor employees with or without their consent,” Denham said. “In light of many outstanding questions and concerns, I have decided to act on my own motion and initiate an investigation into whether the District’s use of employee monitoring software complies with the Freedom of Information and Protection of Privacy Act.” Mayor Richard Atwell made public his concerns over the installation of a program known as Spector 360 on several municipal hall computers on Jan. 12. While Atwell had an informal discussion with the OIPC’s deputy commissioner about his concerns, he hadn’t yet filed a formal complaint, he said. “The privacy commissioner has done this on her own initiative. She’s watched the media and you can bet that all sorts of employees, unions, administrations are calling from all over B.C. asking for clarification,” Atwell said. Last week, Saanich’s director of corporate services, Laura Ciarniello, said the Mayor received a form which notified him of the software and was not returned. In the course of an investigation, Denham has the power to compel disclosure of documents, interview government or company officials, make legal findings and issue compliance orders or recommendations for change. Her office’s investigation is expected to be complete before the end of March, and Denham’s findings will be made public. In an open letter last week, Denham also said it is highly unlikely a municipality can justify the use of covert monitoring of employees, though it remains unclear whether or not the Mayor and councillors are considered District employees under privacy law. On Jan. 14, Saanich police Chief Bob Downie concluded an investigation into the legality of the software installation and monitoring at the request of Mayor Atwell and found no wrongdoing. In a joint statement, Saanich councillors then revealed monitoring software
was installed on several municipal computers following a third-party audit of the District’s computer system in May 2014. The review recommended the installation of security software to protect the municipal database from external threats and to monitor internal activity that may result from external threats. It is not yet known what triggered the audit and repeated requests to Saanich’s corporate services department to obtain a copy of the audit report have gone unanswered. In reaction to the privacy commissioner’s investigation, Coun. Fred Haynes said Tuesday that Denham’s investigation should provide welcome clarity surrounding privacy concerns about the employee monitoring software. “It’s going to address people’s concerns one way or another. It’s a positive, healthy step forward,” Haynes said. Atwell is also asking the B.C. Office of the Police Complaint Commissioner to look into whether Saanich police was in a conflict of interest by investigating the legality of the spyware, as Downie’s wife is one of Atwell’s two executive assistants and spyware was also installed on her computer. The OPCC is also investigating at the request of Atwell whether Saanich police Elizabeth Denham. leaked details of a Dec. 11 incident in which Atwell called 911 while at a campaign supporter’s home. Atwell said he felt unsafe and called police for the safety of all parties, and later admitted to lying about an extra-marital affair. No criminal charges were approved in the incident and the file has since been closed. Atwell has agreed to recuse himself from police board meetings when agenda items or discussion related to the OPCC investigations arise. Denham’s office has undertaken several proactive investigations since 2010, said OIPC communications director Cara McGregor. Those investigations include the use of facial recognition technology by ICBC, whether or not the B.C. government should have notified the public about potential risks at the Mt. And Paul Cooper’s 21,000 sq. ft. lot on 2628 Arbutus Rd. in Cadboro Bay went up $76,000, while his house actually decreased by $3,000. Weirmier, Cooper and Lockhart are all considering filing protests through B.C. Assessment, but they must do so before Feb. 2 or accept the increases. “I’ve filed a protest before,” Cooper said. “But it’s the significant rise to my property while others on my street aren’t seeing the same thing that I want an answer for.” Lockhart and her late husband used every inch of their quarter-acre lot on Albion Road to raise their five children, and they have several exterior structures on the 15,000 sq. ft. lot. That generation of Lockhart kids has grown up and moved away, and now it’s her eight grandchildren and six great grandchildren who regularly make use of the space when they’re visiting (one grandkid lives in the house as well). Tear-downs and rebuilds are simply too safe of an investment among dense urban properties, where multi-unit housing usually offers better returns, said developer Ed Geric of Mike Geric Construction. “The problem we have in Saanich is the availability of raw land,” said Geric, whose team builds single-family residential as well as high-density homes in Saanich. “But for the most part we can’t tear down five homes on 10,000 sq. ft. lots and convert that to 10 homes on 5,000 sq. ft. lots because Saanich homes are still too new and expensive. International Housing Affordability confirmed what most South Island homeowners already know: Greater Victoria is the second-least affordable housing market in Canada behind Vancouver, suggesting large yards will continue to vanish within Saanich’s urban containment boundary. Lockhart’s house is in the vicinity of a planned high-density hub at Tillicum and Burnside under Saanich’s Official Community Plan. That means Tillicum area residents should expect densification and rising land values, said Brandon Foreman, a real estate agent with Newport Realty and Christie’s International who sells properties in the area. “(Burnside and Tillicum are) at that point where, if you want your privacy (based on lot size), you’ll have to spend more money to get it,” Foreman said. “Will it be gentrified and become a sought after location? Absolutely. It happened in James Bay, and it’s happening in Quadra Villlage. But it’s still long term, same as any real estate.” Geric Construction’s focus is now on the five-building Travino condo development next to Royal Oak middle school, but Geric said he’s still happy to build single family homes with yards as well. “The trend now is smaller lots. Don’t forget, we’re surrounded by water. We don’t have the sprawling land like Calgary and Edmonton, we have to densify either by going with smaller lots, duplexes or condos,” he said. Danakody recommends all concerned homeowners exercise their right to protest the B.C. Assessment appraisal through a thirdparty review. The deadline is Feb. 2.

A group of homeowners from Saanich’s Ten Mile Point are hoping their concerns will be heard by the U.S. Navy during the consultation process over bringing additional EA-18 Growler jets at the Whidbey Island Naval Air Station. “The extreme end of it is when jets swing too close to (Ten Mile Point) our houses shake and car alarms are set off,” said Graham Payette, who’s family lives near the tip of Ten Mile Point on Baynes Road. It happens with enough frequency that Payette wonders if the Navy could release a schedule detailing the exercises, and if there’s anything that can be done to mitigate the impact. “Our neighbourhood group wasn’t aware of the (Navy’s) call for input until the last day, and some of us managed to get some input in, but not all of us,” Payette said. “We want to create more awareness and to be included in the assessment process, not just on the residential impact but environmental as well. If it sets off car alarms, we we want to know how this resinates with the resident orca of the Southern Island.” Whidbey Island Navy spokesperson Ted Brown is working on an environmental impact statement (EIS), including a public consultation process. The base, situated across the waters of the Juan de Fuca Strait, is gradually replacing the 1970’s era EA-6B Prowlers with the Boeing EA-18G electronic warfare aircraft, or Growlers. Brown said the initial public consultation window, which is now closed, will re-open in about 2016 to allow amendments to the first draft of the environmental impact report, which he is now working on.
It’s the naval air station’s third environmental review in 10 years. It studies noise and other impacts from thousands of landings and takeoffs conducted at Ault Field near Whidbey’s Oak Harbor and the Outlying Landing Field near Coupeville. The EIS is prompted by the addition of 13 more EA-18s and a contract to train Australian pilots on the planes at NAS Whidbey. Prior reviews were environmental assessments; this EIS is more extensive and is conducted under the more strict National Environmental Protection Act standards and rules. The perception of increased noise and increased frequency of operations has generated more local complaints on Whidbey Island, and a citizen’s group called Citizens of the Ebey’s Reserve for a Healthy, Safe & Peaceful Environment filed a lawsuit against the Navy in July. The Navy suspended training flights for six months in 2013, but resumed them this month. NAS Whidbey is a busy place. Last year, according to information supplied by the base, flight operations at Ault Field numbered close to 74,000, which includes every departure, landing and engine test. Field Carrier Landing Practices, often referred to as “touch and goes,” numbered more than 15,000 at Ault Field and under 7,000 at OLF Coupeville in 2013. The number of EA-18s will increase to 79 in 2014 and to 92 in 2018. By 2016, all EA-6B Prowlers will be retired. “I’m a supporter of what they’re doing, Payette said. “I’m hoping there’s some type of schedule, it’s the exercises, the carrier landings and night flights when it’s most disruptive, a three-hour period of takeoffs and landings. My guess is the jets are circling over the strait to hit the landing when they swing near us.” - with files from Steve Wehrly, Journal of the San Juan Islands
CRD task force studies First Nations’ inclusion A trio of Capital regional directors make up a new chair’s task force to explore governance relationships with area First Nations. Sooke Mayor Maja Tait, Central Saanich Mayor Ryan Windsor and Victoria Coun. Marianne Alto will do “emissary-type work, going out and listening to and speaking to First Nation groups,” said CRD chair Nils Jensen. “It fulfills the direction of the board to move forward building bridges with First Nations,” he said, adding the new task force is a direct reflection of the last CRD board’s desire to create a governance relationship with local First Nations “This is the first step in that, for the CRD to reach out to the First Nations and get their views on how best to co-ordinate their interests and aspirations with the CRD.” The CRD board approved the appointment of the special task force on First Nations engagement to meet with CRD First Nations to develop options for bringing First Nations into the CRD governance framework and report back to the chair and governance committee within 12 months. editor@saanichnews.com

U.S. Navy should inform Islanders The unpredictable rumbling of U.S. Navy anti-radar jets over the Saanich peninsula is leading to frustration amongst neighbours at Ten Mile Point and elsewhere in the region. The vibrating air traffic comes from an increase in Boeing EA-18G Growlers, and it’s only going to get worse as those jets bump up to 114 by the end of 2015 at Whidbey Island’s naval air base. An opportunity to submit public input about the noise and other environmental impacts closed Jan. 3, and though it was open to residents on this side of the Juan de Fuca, there was little in the way of notification from our local and regional governments. The environmental impact report will potentially be used to alter flight paths of the Growlers, so it was important for Greater Victoria residents to have had a say in the matter. Now, most will have to wait and see what transipires over the coming year and hope the U.S. Navy respects their Northern neighbours as much as they do their own citizens when it comes to disruption. When the U.S. Navy garners its next round of public input, the Capital Regional District should reach out directly and make sure affected residents know who to call and where to submit their concerns well in advance of the closing date.
Property assessment increases should be added incrementally An increase in property assessment values means a bigger property tax bill. And while many Greater Victoria homes held steady this year, B.C. Assesssment dropped hefty increases on some owners with larger properties. Those increases should be spread over several years to help lessen the burden on homeowners, and a moratorium should be put on further annual increases during that time. As the second-most expensive place to live in Canada, we need all the help we can get.

We should prepare for the big one Re: 2015: The year of climate adaptation, B.C. Views (Dec. 31) My concern is The Big One – the severe earthquake that is hard to predict, and could cause a tsunami with little warning of arrival since we are close to the source. Fortunately, prediction of volcanos has advanced, as we live within sight of two mountains that emit steam (Baker and Rainier). Flavour masking smoking doesn’t reduce the harm Strawberry. A favourite fruit flavour for children. This makes me wonder why I see it in such a terrible form: tobacco. Almost half of B.C.’s youth smokers are using flavoured tobacco products. Might seem as though the addition of fruit would make tobacco friendlier and healthier, right? Unfortunately, flavoured tobacco carries the same
health and addiction risks as regular tobacco. Research shows increasing tobacco taxes is the most effective way to reduce smoking rates and increasing taxes can help prevent youth from purchasing cigarettes or starting to smoke. Also, it’s time to legislate smoke-free outdoor public places. Smoke-free parks, beaches and campuses create a positive environment for youth and people who want to quit. Considering that 40 municipalities in B.C. already have smoke-free outdoor place bylaws, it’s time to act and make this a provincewide policy. Secondhand smoke is never a fun time. I’ve been affected by cancer just as you have. Cancer-causing products should never be masked by strawberry flavours, from which the second-hand smoke is just as bad. This new year it’s time for not
only individual commitments, but also a commitment from the B.C. government to help reduce smoking rates. Paul Kim Victoria

The University of Victoria’s Peter B. Gustavson School of Business embarked upon its silver anniversary year last week with a special celebration for staff, students and alumni. The event kicked off a year of celebrations with a four-tier work of art, designed by Cakes, Etc. to match the Gustavson’s motto of “the world looks different from here,” and its commitment to teach students to “see things differently.” Over the past 25 years, the Gustavson
School of Business has inspired more than 5,000 students and its alumni have excelled globally in various fields. The school is also launching a Facebook contest where people can submit what their birthday wish would be, if they were turning 25. Good hearing, poor comprehension? The number of people who can hear well, but can’t understand what’s being said, is increasing. This is most evident in conversations and watching television. A newlydeveloped hearing chip is designed to restore speech comprehension without being noticeable in the ear.
A lot of people have poor comprehension, though they actually still hear well. It becomes noticeable in conversation, watching television and asking family to repeat what’s been said. A potential cause can be undetected loss in the high-frequency range. This means the sensory cells in the cochlea that hear high-range sounds are damaged as a result of circulatory disorders, diabetes, sudden hearing loss or workplace noise. Hearing loss in the highfrequency range makes speech sound muffled and unclear. The person with hearing loss mixes up, or can no longer hear, consonants like s, f, t, k, h and g. Speech comprehension is particularly impaired when there is background noise or when television programs have background music. The dilemma is that people with hearing loss in the high-frequency range do not

They can hear deep tones with no issue, and often put difficulty understanding speech down to unclear pronunciation. However, the time soon comes when problems with comprehension become annoying. A new hearing chip has been developed.
and speech comprehension analysis is done. Where inner-ear damage is present, a software program analyzes the difference relative to normal hearing. These values are then input into the new Venture hearing chip in the Audéo V, which precisely takes into account and balances the frequency range of the person being tested. The test phase in particular is designed to clarify how speech comprehension can be improved in various situations and what role a new technology called “Autosense OS” plays. The chip recognizes where the person being spoken to is located and amplifies only his or her voice, while ambient noise is lowered and the optimum hearing programs are seamlessly adjusted. Thanks to several synchronous microphones, the hearing system can detect sound in all directions and select the direction that speech is coming from within milliseconds. According to Swiss researchers, this significantly augments speech comprehension, especially in conversation.

Saanich’s new interim chief administrative officer is promising to help tackle the many challenges facing Saanich and its council over the coming months. Andy Laidlaw, who retired earlier this month as Campbell River’s city manager after four years in that role, will begin work Jan. 28 and remain as acting CAO until Saanich council finds a permanent replacement. “It’s definitely great to get someone in place,” said Mayor Richard Atwell. “Council has selected the candidate and I’m happy with the choice.” Atwell said he expects Laidlaw to remain as interim CAO for about six months as the search for a permanent replacement continues. Laidlaw replaces former CAO Paul Murray, who left the District in December with a handsome $476,000 severance – including $55,000 in unused vacation time – after Mayor Richard Atwell asked Murray to step down. In a statement, council said Laidlaw brings nearly 40 years of local government leadership experience to the interim CAO role. He spent 35 years with the City of Nanaimo and held senior positions including director of parks, recreation and culture and general manager of operations. In early 2011, Laidlaw joined the City of Campbell River as city manager where he worked until he retired in mid-January.

2015 Honda Pilot is a family adventure vehicle By Ian Harwood
Pack everything into the Honda Pilot and there is still surprisingly enough room for eight people.
Looks The vehicle was re-designed in 2009 yet it still fits today’s market and has a unique style to it. It rally resembles no other competitor which is more than can be said of many in this market segment,
In The Cab There is plenty of room in this eight-passenger sport ute. The second row has an extra 25 millimetres, the third has 50 millimetres and there’s a slight an increase to the cargo area. The 60/40 second row and third row bench seats fold flat to give a good surface to transport larger items. Another added improvement is the rear glass that can be opened independently from the hatch. If you go for the EX-L RES or Touring edition there is a power lift gate. A 229-watt audio system with seven speakers and a subwoofer is available on the LX, SE and EX-L RES model while the Touring comes with a 650-watt, AM/FM/CD Premium
audio system with MP3/Windows media and 10 speakers including a 5.1 surround sound theater mode, also a 15 GB hard drive (HDD) audio storage. There is an available Honda DVD rear entertainment system with 9-inch display. An available Honda satellite-linked navigation system

Safety first The 2015 Pilot’s standard safety equipment includes Vehicle Stability Assist, commonly known as electronic stability control with traction control and ABS. There are three-row side curtain airbags with roll over sensor; dual stage front air bags, a driver’s front side air bag, and a passenger’s front side air bag with occupant position detection system. There is also hill start assist on all models. The VTM-4 system directs power to the front
differential when extra traction is not required, helping with the fuel economy, when more traction is required, the system engages the rear differential.
Roadworthy I had the opportunity to take the SE 4WD along some logging roads in Squamish. It was incredibly smooth as it glided over potholes and dodged ditches. Although they were not rough roads it is certainly nice to know that you could take your family camping knowing you can travel to most locations without experiencing problems because you left the pavement. The Pilot has variable cylinder management (VCM), which shuts down two or three cylinders when not required. The five speed automatic transmission runs smoothly and very quietly when shifting. When the green ECO light comes on, I noticed the transmission was a little noisier as the engine decreased the number of cylinders in operation. The Pilot has a tow rating of 2045 kg (4500 lb). Verdict The 2015 Honda Pilot is a reliable/spacious SUV and is a real joy to drive. ian.harwood@drivewaybc.ca

Volkswagen Golf The Detroit show always starts with the announcement of the North American Car of the Year. This year the VW Golf won, following on the heels of World Car of the Year and Motor trend Car of the Year awards, and the Golf is a finalist for the Canadian Car of the Year. The Golf is turning heads because of the very refined driving dynamics, classabove interior and powerful and efficient engine choices. 2015 Toyota Tacoma The Detroit-three automakers might have the lion’s share of full size pickup sales but it’s the Toyota Tacoma mid-size pickup that rules the road, outselling the competition two-to-one. Announced at the Detroit show is a heavily updated Tacoma with a new 3.5L V6, replacing the old 4.0L V6, plus either a 6-speed manual or automatic transmission. The engine features direct injection technology and should vastly improve fuel economy. The chassis has been strengthened and the interior updated to today’s standards. The tailgate now has a locking feature and a soft open for easier use, plus the optional cargo bed cover can be secured as well. Also shown was the TRD off-road version, which is a big seller for Toyota and for 2015 it has a crawl feature to aid in off-road adventures, plus a go-pro camera mount to capture all the action. With these updated the latest Tacoma is sure to remain dominant.

The Better Business Bureau is warning businesses about a potential phone scam in which the caller poses as someone from the consumer protection agency. According to the Bureau’s Vancouver Island president and CEO Rosalind Scott, callers have identified themselves as representatives of the BBB and asked for information readily available

Photography exhibition opens Saturday at AGGV The Art Gallery of Greater Victoria opens its thought-provoking photography exhibition, In Another Place, And Here, on Jan. 24. AGGV curators Michelle Jacques and Toby Lawrence are bringing together the work of eight local, national and international artists to examine the relationships between self and place. The exhibition is inspired by the novel In Another Place, Not Here, written in 1986 by Canadian author Dionne Brand. Oak Bay solidified its hold atop the Island’s senior boys basketball by capturing the Victoria City Police Tournament. The Bays dropped the host St. Michaels Blue Jags 63-55 in Saturday’s final. “Matt Grey had a very good final game and the boys are playing pretty solid right now,” said Oak Bay coach Chris Franklin. “I think we were able to wear them down physically a little bit and that helped out in the end. All the games we play against St. Mike’s every year are pretty close.” Grey paced the Bays with 25 points in the final on his way to earning tournament MVP. Oak Bay’s Atlas St. Paul Butler was named to the tournament all-star team. Oak Bay opened the tournament with a convincing 81-33 win over the Spectrum Thunder before getting past the Lambrick Park Lions 74-60 in the semifinal. “We have pretty good balance on our team. I think every game in the tourna-
ment someone else was leading scorer,” said Franklin. “I’m pretty lucky that way, we’ve got good balance and a lot of skilled players. That’s one of the things that really helped us this year.” That balance has allowed the Bays to hold down the No. 3 spot in the B.C. boys AAAA rankings, behind Port Coquitlam’s Terry Fox Ravens and the Burnaby South Ravens. Franklin said the tournament was just one step for the Bays as they progress towards the provincial championships in March. “The guys are playing solid basketball, you just want them to continue to get better,” he said. “Hopefully, we’ll be in a good place and be healthy and see how it goes in the end.” West Vancouver Highlanders toppled Lambrick Park 72-63 to claim third place in the tourney. St. Michaels brushed back the Highlanders 64-41 to advance to the finals. The arrival of a new year is the perfect time to give your mortgage a checkup. That’s the advice of Paul Macara, a mortgage broker with Beyer Mortgage Services. “I always encourage my clients to look at their mortgage on an annual basis,” said Macara. He said that allows you to take advantage of your prepayment privileges to maximize your mortgage principal reduction and high-interest debt can be transferred to a lower interest rate to boost cash flow and save on interest costs. It’s also an opportunity to take advantage of attractive mortgage products and rates, which are floating around historic lows, and could provide access to the lowest-cost funds for renovations, education funding, a vacation or other large looming expense. This payment is applied directly towards your principal and helps you become mortgage-free sooner.” He said it’s important to always renew with your eyes open, calling it an opportunity to negotiate the best possible deal. “I recently had a client come in with a renewal letter from one of the five big banks. The rate they were offering my client was one
per cent higher than my best rate,” said Macara. “Make sure you do a little research before you tick that renewal box. I always advise my clients to come see me five months before their renewal date to ensure we get a rate hold in place.” He said those who purchased their first home last year could be leaving money on the table. Firsttime buyers could be able to take advantage of the $5,000 non-refundable Home Buyer Tax Credit
amount, which provides up to $750 in federal tax relief. Macara also advises to make sure your credit is in good shape. Making sure your credit accounts don’t exceed 30 per cent of the credit available will help you qualify for the best mortgage rate possible.
