Fire forces relocation of college Pacific Rim College damaged by fire and water after Cafe Mexico goes up in flames Andrea Peacock Victoria News
College students and faculty have relocated after a large fire damaged their school in Market Square. The Victoria Fire Department responded to multiple 911 calls just after 3 a.m. Tuesday morning after a fire started in Cafe Mexico’s kitchen. The fire spread from the kitchen up through a ventilation duct, setting off a sprinkler on the second floor. Pacific Rim College, located on the second floor of Market Square, was damaged by fire, smoke and water. The college relocated its offices to another location in Market Square and was expected to resume its full schedule yesterday. Damage to Cafe Mexico was extensive, said fire Capt. Bob Jones. “The restaurant’s pretty well gutted from the inside. It’s pretty well destroyed.” Cafe Mexico is owned by Brad and Hilda Olberg, who could not be reached for comment. Employees at Broadmead Village’s Cafe Mexigo, Cafe Mexico’s takeout counterpart, said they were not permitted to speak about the fire. Frank Elsner Members of the Victoria Police Department, West Shore RCMP and the RCMP Lower Island Emergency Response Team were all involved in the investigation. The police team, under the lead of VicPD’s Crime Reduction Unit, worked together to locate a known gang member who was wanted on an warrant for drug trafficking charges. The growing illegal drug business spanned over several municipalities in the Greater Victoria area, said police. During the course of the investigation, officers were able to locate the wanted male and discovered a location that was being used to store, process and sell illegal drugs. On Dec. 31, the teams sprang into action taking all the suspects into custody without incident in one quick sweep, with most of the arrests coming at a residence in the 600-block of Brookside Road in West Shore . A vehicle, a green Jeep Grand Cherokee, was seized pending a civil forfeiture process. Police are recommending that all six face two charges each of possession for the purposes of trafficking, as well as charges for possession of a prohibited weapon. “I often say we need to leave our shoulder flashes at the door to keep our communities safe,” VicPD Chief Constable Frank Elsner said. “This excellent team work and fantastic results show how, by working together, we will overcome efforts by even seasoned criminals to set up shop here.” editor@vicnews.com

Royal Jubilee Hospital lab workers are showing their artistic side in the Patient Care Centre. From now until the end of March, paintings done by hospital lab assistants and lab technicians will hang on the otherwise plain white walls of the hospital. Miki Morita, a lab assistant at Royal Jubilee, came up with the idea. While other groups, including nurses and members of the community have put up art in the Patient Care Centre before, Morita thought
it was time for the lab workers to come out from behind the scenes and showcase their talents. Morita and seven other lab workers submitted around 45 paintings to the exhibit. “We’re not usually in the spotlight,” said Morita. “Some of us lab workers collect the blood samples, so some people call us vampires.” This art show is a way to bring light to the lab workers and make patients smile. “A little smile, a little shine. If we can do it, that is our success story,” said Morita. There is no theme to the exhibit, other than brightening up the

A number of Victoria and Esquimalt businesses have been among those alerting the Better Business Bureau to a potential phone scam. Callers to businesses have identified themselves as representatives of the Better Business Bureau and asked for information readily available through other public listings. “I’m not sure what the intent of these calls are,” said Rosalind Scott, the BBB’s Vancouver Island president and CEO.
“My guess is there’s a double intent here. What on earth are they pretending to be us (for)? That to me sends up all kinds of red flags.” Whether it’s a company trying to get around federal anti-spam email legislation, or trying to put together some kind of marketing campaign, using a legitimate organization’s name without permission doesn’t wash, Scott said. While the calls on their own don’t appear to be illegal – the police have not been notified – the misrepresentation hinders legiti-

Nature in Victoria inspires many of Morita’s paintings, including an orca currently on display in the hospital. Morita is donating five per cent of proceeds from the sale of her paintings to whale research in the San Juan Islands. In April, the paintings will be replaced with photographs, also taken by lab workers. “We’re becoming a big noise now,” said Morita of her fellow lab workers.

n The B.C. Coroners Service has confirmed the identity of a man who died as a result of a motor vehicle accident which occurred on the Malahat near Shawnigan Lake last Saturday. Jack William MacMullan, 49, of Esquimalt was the front passenger in a vehicle travelling northbound when the incident occurred. Emergency services responded to the incident but MacMullan was confirmed dead at the scene. The driver of the vehicle and another passenger also sustained injuries in the incident. No other vehicles were involved. The B.C. Coroners Service and RCMP continue to investigate this death. ••• n A Victoria man charged with manslaughter in connection to a stabbing death in Langford last week will remain in custody until his next court appearance. Daniel Thomas Phelps, 29, made his first court appearance in provincial court Monday and was remanded into custody until Jan. 26. Phelps is accused of allegedly stabbing 29-yearold Kyle Jansen near Jacklin Road and Station Avenue in Langford on Jan. 14. B.C. Ambulance paramedics were called to Station Street at about 5:15 p.m. where they treated the injured Jansen, who had been inflicted with a stab wound to the leg. Jansen died of his injuries Jan. 15. Investigators are still looking for witnesses to the crime, and anyone with information is asked to call West Shore RCMP at at 250474-2264 or Crime Stoppers at 1-800-222-8477. ••• n Six people were arrested, including two known gang members, following a month-long investigation by several police departments in the region. Police seized drugs and prohibited weapons.

Coastal credit union expanding into Victoria ‘This is an area we want to be in,’ says official Kevin Laird Victoria News
Coastal Community Credit Union is expanding into the Capital Region. The Nanaimo-based credit union will open branches in downtown Victoria and Langford later this year. Coastal Community Credit Union is the largest Island-based financial group. Plans are underway to open Coastal Community’s newest location in Goldstream Village in May. A renovation of its Fort Street insurance office begins next month with a full credit union opening this fall. The expansion of services will see 10 jobs created, but more are expected as the credit union grows in the region. “Our expansion plans will be
welcoming news to the many Island residents who continually ask us when we’re going to offer more of our services in the Capital Region,” said Adrian Legin, Coastal Community’s president and CEO. Coastal Community entered the Victoria market more than 10 years ago when it opened an insurance office here. Five years ago it looked at plans to merge with Island Savings Credit Union, but those talks broke off when the economy slumped. The credit union already serves a large number of personal and commercial banking customers in the region and also has a well-established insurance client base through its Fort Street insurance office. It was just a matter of timing before Coastal Community made its move into the South Island. Greater Victoria Chamber of Commerce chief executive officer Bruce Carter said Coastal Community’s foray into the local market is positive news.
“They took a while, but they wanted to find the right place. It was a thoughtful move into the region,” he said. Two years ago, Coastal Community opened a branch in Duncan and completed a major renovation to its downtown Nanaimo branch. This allowed it to bring in innovated services demanded by consumers. “We were in a position where we tested different things and we’re really confident that we know what consumers value,” said Joe Cristiano, chief community and marketing officer for Coastal Community. “This is an area we want to be in. This is where we can offer consumers unique options. We think that’s very positive.”

Good hearing, poor comprehension? The number of people who can hear well, but can’t understand what’s being said, is increasing. This is most evident in conversations and watching television. A new hearing chip has been developed.

More money sought for policing Esquimalt resident can expect to pay an increase of about 1.45 per cent for policing this year. VicPD Chief Constable Frank Elsner gave highlights of the department’s provisional budget to township council Monday. The police department operates on a $42-million annual budget. The City of Victoria will see a 2.74 per cent increase. Mayor Barb Desjardins said the police budget will be part of the township’s annual municipal budget process.
Councillors take on new roles Three members of Esquimalt township council were given new duties Monday. Coun. Meagan Brame was appointed to the Greater Victoria Harbour Authority, while Coun. Lynda Hundleby will serve as the alternate. Rookie councillor Olga Liberchuk will take on the Victoria Family Court and Youth Justice Committee.
Athletes wrestle up travel funds The Esquimalt High School wrestling team will receive $2,700 from the township to travel to tournaments throughout B.C. The wrestling team includes athletes from grades 9 to 12 and both boys and girls, said teacher/coach Mike Thompson. Among the student athletes who will capitalize on the travel grant is Grade 10 student Erin Geddie, who last year won bronze at the national championships. She hopes to return to the nationals in April to compete for a gold medal and the championship.

Families encouraged to discover ‘rare words’ during literacy week The Greater Victoria Public Library will celebrate Family Literacy Week by encouraging patrons to discover “rare words” with their children. Rare words are words that are not commonly used in spoken language but often appear in print. Even books that do not have a great deal of text such as children’s picture books and board books contain rare words. “We know that a child’s vocabulary is an indicator of whether he or she will be a good reader so it is important to expose kids to lots of different words at an
early age,” said Tracy Kendrick, children’s and teen services coordinator. “Two great ways to bring more rare words into your child’s life are to read a picture book together or attend a storytime at the library.” During Family Literacy Week (Jan. 24 to 31) the library is ofering many special programs: n Literacy-based craft programs such as make your own story cube, felt story or ABC collage book. Walk for Memories takes place on Sunday Victoria and Esquimalt esidents can take a meaningful stroll on Sunday (Jan. 25). That’s when the annual Investors Group Walk for Memories comes to Victoria, to raise funds for research and programs for the more than 70,000 people in B.C. who face dementia.
“This fun-filled event is a great way to support families in our community who are impacted by Alzheimer’s disease and other dementias,” says Meriel Randerson, the Alzheimer Society of B.C.’s support and education co-ordinator for Greater Victoria. “Funds raised help
ensure people with dementia and their caregivers have access to information, support services and education. They also bring us one step closer to finding a cure.” Participants can still register to participate in the Investors Group Walk for Memories, which starts at 10 a.m.

Gas taxes hurting us Earlier this week, the price of regular gasoline in most parts of Greater Victoria fell below 97 cents per litre. This area has been almost the last area of Canada to see gas prices fall to $1 a litre or lower. Last week in Edmonton, the price was 69 cents a litre. In Abbotsford, it was 95 cents. In most parts of the country, prices have been in the high 80s or low 90s. As world oil prices have fallen, gas prices have slowly followed suit. Gas prices have stayed stubbornly high in Metro Vancouver because of the TransLink tax of 17 cents per litre on fuel, and B.C. gas prices have stayed well above other provinces because of the 6.7 cent carbon tax implemented by the BC Liberal government under Gordon Campbell. These taxes are in addition to other federal and provincial taxes on gasoline, and of course the GST, which is charged on both the cost of the fuel and the various other taxes. Environment Minister Mary Polak is a staunch defender of the carbon tax and claims it has reduced the use of gasoline, diesel fuel and natural gas since it was implemented in 2008. While she is technically correct about products sold in B.C., she fails to mention that industrial capacity has been reduced since that time. Carbon tax figures also do not account for fuel bought in adjacent Washington state, which now sees many more B.C. residents come there regularly to fill up, due to dramatically lower prices. The cost of fuel in Bellingham on Tuesday was $1.90 (U.S) per gallon, which works out to about 60 cents per litre Canadian, at current exchange rates. Some governments are talking about raising fuel taxes in the current low-price environment. In B.C., they need to be cut, to make our economy more competitive.

Readers respond: Flavour smoking, jihadists, car lights Flavour masking smoking doesn’t reduce the harm Strawberry. A favourite fruit flavour for children. This makes me wonder why I see it in such a terrible form: tobacco. Almost half of B.C.’s youth smokers are using flavoured tobacco products. Might seem as though the addition of fruit would make tobacco friendlier and healthier, right? Unfortunately, flavoured tobacco carries the same health and addiction risks as regular tobacco. Research shows increasing tobacco taxes is the most effective way to reduce smoking rates and increasing taxes can help prevent youth from purchasing cigarettes or starting to smoke. Make it happen! Also, it’s time to legislate smoke-free outdoor public places. Smoke-free parks, beaches and campuses create a positive environment for youth and people who want to quit. Considering that 40 municipalities in B.C. already
have smoke-free outdoor place bylaws, it’s time to act and make this a provincewide policy. Second-hand smoke is never a fun time. I’ve been affected by cancer just as you have. Cancer-causing products should never be masked by strawberry flavours, from which the second-hand smoke is just as bad. This new year it’s time for not only individual commitments, but also a commitment from the B.C. government to help reduce smoking rates. Paul Kim Victoria

Naturally some Sunni Muslims were very unhappy, because they had enjoyed favouritism – the area is very tribal, which inherently leads to one group abusing another. Some people use anything as an excuse to excite others to advance their agenda. Smith should pay attention to expressions of death worship by Muslim extremists in the Middle East, such as “The Americans love Pepsi-Cola, we love death …” - al Qaeda’s Mualana Inyadullah. Jihadists are trying to advance the agenda of Islamic totalitarians such as those who maim and murder female students in Afghanistan and Pakistan. We’ve seen religious extermination before, by the tribe in the former Yugoslavia who want to kill another tribe despite NATO and the UN having
firmly pointed them to proper behaviour, and genocide by Christians in the Middle Ages. Islamic totalitarians are just an even more fervent version of anti-life ideology. Another version of fallacious reasoning comes from those in the U.S. deep south who claim the Civil War was about nationalism rather than elimination of slavery. New program gives hope (and help) to stroke survivors When Mark Miller feels like bacon for breakfast, there’s no frying pan involved; he bakes his bacon in the oven. Scratching his right elbow, however, is more of a challenge and lathering up with sunscreen on his right shoulder, well, that is an unusual experience. That’s because, as Miller puts it, “my left side is not coming to the party.” Five years ago, while volunteering in Tanzania, Miller suffered a stroke at the age of 46. Combined with malaria and typhoid, he literally fell over, dizzy and sick. It would be five weeks before he could fly back to Victoria for full care. Miller lost the use of his left side and had to fight through the haziness in his brain for several years. Gone are the adventurous trips to Africa and backpacking in the bush, but he has kept his active lifestyle and the same spirit of helping others. He just had to find different ways to get there. “To me, it’s all about attitude and perception,” he says. Now, he helps fellow stroke survivors with a view to what life can look like once clarity has returned. Miller is one of the volunteer facilitators for the Heart and
Aboriginal fest planned for June The Aboriginal Cultural Festival returns to Victoria in June. The three-day celebration of aboriginal peoples, arts, and culture, begins June 19 and wraps up on June 21 – National Aboriginal Day. Created in partnership between Aboriginal Tourism B.C., the Esquimalt and Songhees Nations, the Royal B.C. Museum, Tourism Victoria, the Robert Bateman Centre and the Greater Victoria Harbour Authority, the goal for the festival is to honour and showcase aboriginal culture and history. The Royal B.C. Museum will host the outdoor event.
Weekly topics include: impact of stroke, physical changes and keeping active; dealing with emotions and relationships; reducing future risk and nutrition. “You’re so lost at first. The rug was pulled right out from under me,” Miller explains. “You don’t feel like you’re part of society for a while.” He adds, “I can give people a reason to go forward. I give them optimism this will improve. They’re looking at someone who has lived it.”

Five Greater Victoria youth charities have been awarded $84,800 from Coast Capital Savings. Coast Capital Savings’ Vancouver Island Young Leaders Community Council awarded $490,000 in grants to 37 Vancouver Island youth-focused, notfor-profit organizations. The grants support programs that help more than 13,000 youth in the region, according to a Coast Capital press release. Among this year’s recipients in Victoria are: n University of Victoria’s TeenWork Youth Employment program, $25,800 n Community Living Victoria’s School and High School Project, $15,000 n University of Victoria Student Society’s Suicide Prevention Training, $12,000 n Victoria Brain Injury Society, $12,000 n KidSport Greater Victoria, $20,000 The grants, up to $30,000 each, are awarded through a unique “for youth, by youth” process

Roadworthy I had the opportunity to take the SE 4WD along some logging roads in Squamish. It was incredibly smooth as it glided over potholes and dodged ditches. Although they were not rough roads it is certainly nice to know that you could take your family camping knowing you can travel to most locations without experiencing problems because you left the pavement. The Pilot has variable cylinder management (VCM), which shuts down two or three cylinders when not required. The five speed automatic transmission runs smoothly and very quietly when shifting. When the green ECO light comes on, I noticed the transmission was a little noisier as the engine decreased the number of cylinders in operation. The Pilot has a tow rating of 2045 kg (4500 lb). Verdict The 2015 Honda Pilot is a reliable/spacious SUV and is a real joy to drive. ian.harwood@drivewaybc.ca

Volkswagen Golf The Detroit show always starts with the announcement of the North American Car of the Year. 2015 Toyota Tacoma The Detroit-three automakers might have the lion’s share of full size pickup sales but it’s the Toyota Tacoma mid-size pickup that rules the road, outselling the competition two-to-one. Announced at the Detroit show is a heavily updated Tacoma with a new 3.5L V6, replacing the old 4.0L V6, plus either a 6-speed manual or automatic transmission. The engine features direct injection technology and should vastly improve fuel economy. The chassis has been strengthened and the interior updated to today’s standards. The tailgate now has a locking feature and a soft open for easier use, plus the optional cargo bed cover can be secured as well. Also shown was the TRD off-road version, which is a big seller for Toyota and for 2015 it has a crawl feature to aid in off-road adventures, plus a go-pro camera mount to capture all the action. With these updated the latest Tacoma is sure to remain dominant.

It’s been a decade but Victoria will once again host a B.C. Amateur Bodybuilding Association show. Promoters welcome everyone to participate in the regional show to qualify for the 2016 B.C. championship. The McPherson Playhouse in Centennial Square will be the venue for the inaugural event on Aug. 15. Ticket information will be released through McPherson box office today (Jan. 23).

Conservatory celebrates jubilee Musicians team up with Ballet Victoria for 50th anniversary concert Andrea Peacock Victoria News
A special concert featuring professional dancers and musicians will be a treat for the eyes and ears this Saturday. The Victoria Conservatory of Music is celebrating its 50th anniversary with a collaborative Jubilee Celebration
concert. “This concert is featuring the faculty from the Victoria Conservatory performing, and for the first time, they’re performing a collaboration with dancers from Ballet Victoria,” said Stephen Green, dean of Victoria Conservatory of Music. The theme of the concert is “music for
dance.” “It’ll be quite unique,” said Green. “We’ll have dance music from the Renaissance, South American tango, French waltz melodies, and then some Celtic music with Celtic harps, jazz and even blues shuffle.” All 12 professional dancers from Ballet Victoria will join the musicians onstage during the concert. “It’s a great opportunity to have some live music for us and create some work that is different,” said Paul

And for those with skin chapped and dry from winter wind and cold, organic shae butter mixed into a salve with coconut oil or olive oil can offer soothing relief. Also good for rosaceareddened skin, the salve brings relief in summer months from the effects of too much sun, Hawksworth says.

Opening up a new Era in Victoria Don Denton Victoria News
Era, Victoria newest condominium, will be welcoming its first new residents at the beginning of April. The final stages of construction on the Yates Street complex are in the process of being completed. The 16-storey, concrete building features 157 housing units as well as commercial space on the ground floor. Kelly Miller, marketing specialist with Concert Properties Ltd, the developer for the site, said there are two aspects of this building that are important. “First is the location, it is right downtown and second is the revitalization of the neighbourhood with the project.” Miller said from a company perspective that it is important that “people recognize that this is another Concert Properties development.” Previous projects in Victoria for the Vancouver-based company include the Chelsea, Belvedere and Astoria, all downtown and 365 Waterfront in the Selkirk Water area. Historic street architecture has been preserved by saving the facades of original buildings on the Era site and incorporating them into the new structure. Two second-floor lofts in the building will enjoy views through the original rounded windows. “It was important to keep the feel and look of the original buildings” said Miller. The building has plenty of oneand two-bedroom units available for purchase but interestingly, all the studio and penthouse units have sold. “The studios appealed to young professionals” while the penthouses provided “the space people who were downsizing needed,” Miller said.

An unusual aspect of the building is Millies Lane, on the Blanshard Street side of the building. Concert hopes that their upgrades to the
lane, a public alley that runs from Yates to Johnson Street, “will make it a downtown destination.” Concert will be leasing commercial space on the ground floor, some of that space will border Millies Lane. Buyers moving into a new building are often concerned with having to deal with small repairs and/ or maintenance details they notice after settling in. The issue is already taken care of at Concert projects. The company provides a unique permanent ser-

2015 Honda Pilot is a family adventure vehicle By Ian Harwood

The vehicle was re-designed in 2009 yet it still fits today’s market and has a unique style to it. It rally resembles no other competitor which is more than can be said of many in this market segment,
In The Cab
There is plenty of room in this eight-passenger sport ute. The second row has an extra 25 millimetres, the third has 50 millimetres and there’s a slight an increase to the cargo area. The 60/40 second row and third row bench seats fold flat to give a good surface to transport larger items. Another added improvement is the rear glass that can be opened independently from the hatch. If you go for the EX-L RES or Touring edition there is a power lift gate. A 229-watt audio system with seven speakers and a subwoofer is available on the LX, SE and EX-L RES model while the Touring comes with
a 650-watt, AM/FM/CD Premium audio system with MP3/Windows media and 10 speakers including a 5.1 surround sound theater mode, also a 15 GB hard drive (HDD) audio storage. There is an available Honda DVD rear entertainment system with 9-inch display. An available Honda satellite-linked navigation system with trilingual voice recognition that responds to over 800 verbal commands, as I do at home.
Safety first
The 2015 Pilot’s standard safety equipment includes Vehicle Stability Assist, commonly known as electronic stability control with traction control and ABS. There are three-row side curtain airbags with roll over sensor; dual stage front air bags, a driver’s front side air bag, and a passenger’s front side air bag with occupant position detection system. There is also hill start assist on all models. The VTM-4 system directs power to the front differential when extra traction is not required, helping with the fuel economy, when more traction is re-
quired, the system engages the rear differential.
Roadworthy
I had the opportunity to take the SE 4WD along some logging roads in Squamish. It was incredibly smooth as it glided over potholes and dodged ditches. Although they were not rough roads it is certainly nice to know that you could take your family camping knowing you can travel to most locations without experiencing problems because you left the pavement. The Pilot has variable cylinder management (VCM), which shuts down two or three cylinders when not required. The five speed automatic transmission runs smoothly and very quietly when shifting. When the green ECO light comes on, I noticed the transmission was a little noisier as the engine decreased the number of cylinders in operation. The Pilot has a tow rating of 2045 kg (4500 lb). Verdict The 2015 Honda Pilot is a reliable/spacious SUV and is a real joy to drive. ian.harwood@drivewaybc.

Poet Henry Wadsworth Longfellow famously wrote, “In character, in manner, in style, in all the things, the supreme excellence is simplicity.” And one could argue that the same is true in automotive design. American car design of the 1950s-1970s was beloved for its flamboyance; here are

Not only was it handicapped by being a product of the 1970s, but it was the first time that a substantial number of Chevrolet components were used in a Cadillac (it shared the same underpinnings as the Nova). But this was no Cimarron. The first-generation Seville was elegant, restrained and every bit a Cadillac. Although it was the smallest car in the lineup, it was the most expensive and it looked the part.
The first of the 300 “letter-series” (the 1955 C-300 was never actually called the “300A”), it was probably the prettiest Mopar design of the 1950s. Its pillarless hardtop design and restrained use of chrome were wildly inconsistent with the over-the-top performance that the car was capable of delivering from its 355-hp, 354-cubic-inch Hemi V-8. The Continental was emphatically not a Lincoln, even though it shared the name of numerous products of that division of the Ford Motor Company. For two brief years, Continental was a division unto itself and the Mk II may well have been the most elegant post-war car built in America. Costing the then-unheard-of sum of $10,000 (the equivalent of almost $87,000 in today’s money), the care and craftsmanship that went into each car ensured that Ford still lost money on each one. Elvis, Frank Sinatra and Elizabeth Taylor were all Continental owners.

The 1963 Riviera was the result of GM design head Bill Mitchell’s desire to produce something that was a combination of a Rolls-Royce and a Ferrari. Whether he succeeded in that odd mash-up is debatable, but the 1963-65 Riv was a thing of great elegance and simplicity, particularly the 1965 model with hidden headlamps. Introduced at the height of Camelot, it was as elegant as Jackie Kennedy.

Another trend at the Detroit show was the introduction or very powerful cars. Lexus introduced the latest “F” performance model called the GS F. Based on the GS mid-sized luxury sedan, the GS F takes things to a much more aggressive level, with a 467hp 5.0L V8 engine pushing all that power through an 8-speed automatic to the rear wheels. Lexus
also win over buyers, thanks to the production coming out of Mexico; the starting price is $18,995. The Golf features a new 1.8L direct injection and turbocharged 4-cylinder engine, an optional TDI diesel or the more powerful GTI and Golf R models. The Golf is on sale now.
