KEVIN PARNELL With a smile that seemed as if it could brighten any room, Ugandan peace activist Sam Okello Kelo kicked off a month long visit to Kelowna elementary schools at Glenmore Elementary this week, joined by a group of Glenmore students who danced, drummed and sang with the inspirational former child soldier. Okello, 44, will tour every elementary school in Kelowna, singing and dancing and telling his inspirational story to the youngest children in School District 23, preaching a message of love, of one world together. “One of the messages I want to share with the children is that we are one world and the world has so many opportunities that we should benefit by sharing the different cultures that exist around the world to better the human race,” said Okello this week. “We need to instill good

It’s important that we protect them by instilling the right values in them.” Now in his mid-40s and the executive director of an organization called Hope North Uganda, Okello tours the world talking about his experiences growing up in Uganda, using his own example to prove that no matter what life throws at you, there is something better down the road. At the age of 16, Okello was abducted by Ugandan rebels and turned into a child soldier for a year-and-a-half before he escaped and
used his experience to start working on improving the world. “I am inspired buy the fact that human life is supposed to be better,” he said. “You have hiccups in life. I got abducted, fine. But there is something better for me in life so I want to share that same principle with everybody everywhere I go. that when something is wrong we need to address it and when we address wrong things we address it with the key principle of saying ‘I want something better and something good.’ The message I
take around the world is that victims of challenges and difficult situations should not just sit there but come out and tell people this is what I went through. It can be changed and everyone is a part of it.” At Glenmore Elementary this week, a group of Grade 6 students joined Okello in a traditional Ugandan dance, a routine they learned when they first met Okello last year on a trip to Kelowna and perfected this year with Okello on the drum and the students looking every bit the part, dan-

cing along to the beat. The students were beaming after the performance, in front of a small group of teachers and parents, and were even brought out for an encore as those in attendance grabbed their cameras to record the moment. Student Tanner Milligan says it has been an amazing experience to get to know Okello and learn from him. “He’s pretty awesome,” said Milligan. “He’s smiling all the time and we’re always having fun with him. I think we can learn a lot from him
about values and about how much we have and how little people in his country have.” For Okello, the use of dancing and music is key to his message of peace. He brings his audience together in song, getting them to sing along and together. He says the reaction of the children he speaks to around the world is the same whereever he goes. “They get very excited and say ‘where have you been?’” he said with his trademark smile. “ I come with the music and dancing and you see the joy. The same joy I see in the eyes of the children here is the same joy I see in the eyes of the children I work with at home. They always want to experience it. They want to be part of something good and music opens up the children. Respite offers rest and relief for the harried caregiver
A family member acting as caregiver has many responsibilities: Cooking, cleaning, shopping, banking, feeding, dressing, grooming, mobility aid, incontinence care, medication management—the list goes on. Although many families enjoy caring for loved ones, the physical, emotional and financial consequences can be overwhelming without support. Caregivers may neglect their own
well-being and that in turn can affect the quality of care they provide. Fortunately, respite care is available to support those caring for loved ones. “Respite is intended for genuine relief of caregiver burden. Interior Health provides a range of services and information on solutions to help lighten the burden,” says Home Health director Kathy Chouinor. Respite services take
many forms: Adult day programs in the community, short stay respite care in residential facilities, some in-home services and hospice palliative care. Sylvia Gandy says her life would be quite different without respite support. She became her husband Bill’s primary caregiver 14 years ago when he had a stroke. “Your life can change in an instant,” says Sylvia. “We were living in

in, we sort through them and if we have too much of anything we just bag it up and put it in the storage sheds. We just don’t understand why anyone would do this.” The exact dollar figure on the damage won’t be known until the group can bring in a contractor next week to fix the doors. Four of the six will have to be completely replaced including the door frame. Lake Country RCMP say they have dealt with a few break-ins and vandalism recently and advise businesses and residents alike to take steps to deter vandals. “There have been some reports of suspicious activity and a handful of break-ins over the last couple months,”
said Const. Joe Bellia. “We’ve also had some reports of people coming onto properties and scoping things out, looking through the property and walking around sheds or garages. My advice is lots of lighting. The motion detector lights are very popular. These people that tend to break in don’t want to be seen.” Bellia also said community watch groups are a good way to keep neighbourhoods safe as well as an alarm on your home or business. The thrift shop at the United Church has been in operation for many years and coordinator Ken Phipps says there is no plan to slow down in the face of adversity. The church donates money each year to different charities including the
food bank and it sponsors students with bursaries. “It’s not uncommon to have shoplifters picking up things but this is the first break-in we have had like this,” said Phipps. “It’s the vandalism that really gets to you. We help a lot of people. It’s a community service. Every worker in the thrift shop is a volunteer. If you are hard up with no job you can come down and say you are desperate for some clothing and they will give it to you. Hippy science is easy, and wrong D id you do a “cleanse” to start the year? A diet or supplements to, you know, “detox” your body? Please, if you did, I don’t want the details. I’m here to discuss the underlying assumptions of this fad. TV presenter Dr. Oz is a promoter of various schemes, soup diets and the like, but there are many books and consumer products being flogged. “Supplements, tea, homeopathy, coffee enemas, ear candles and foot baths promise you a detoxified body,” writes Ontario pharmacist Scott Gavura, who treats cancer patients with medicine’s most potent drugs. Frustrated by the pharmacy industry’s willingness to cash in on fake cures for nonexistent conditions, Gavura began contributing to ScienceBasedMedicine.org, where you can search “detox” find his takedown of this notion. He traces the roots of

Actual “detox” is administered in hospital for those with dangerous levels of drugs, alcohol or other poisons. Credible physicians abandoned theories of “autointoxication” in the 19th century. “Today’s version of autointoxication argues that some combination of food additives, salt, meat, fluoride, prescription drugs, smog, vaccine ingredients, GMOs and perhaps last night’s bottle of wine are caus-
ing a buildup of ‘toxins’ in the body,” Gavura writes. “And don’t forget gluten. Gluten is the new evil and therefore, is now a toxin.” Gluten-free products now occupy whole sections of grocery stores, not far from the pricey “organic” produce that may or may not be tested for synthetic pesticides. Living in the Lower Mainland 20 years ago, I noticed people lugging big plastic jugs to the grocery store to fill with water. Metro Vancouver is a rainforest, with some of the best tap water in the world, so I wondered what they were trying to avoid. Discreet inquiries yielded similar answers. Aside from the odd superstition about chlorine or fluoride, they had no idea at all. They didn’t know about the Coquitlam reservoir, or ozonation, or what they were buying, which was essentially municipal water run through a filter. They had been con-
vinced to pay $2 for water in plastic bottles, and this somehow led to the conclusion that their tap water is only fit for washing clothes and driveways. Vaccinations? Don’t get me started. In the past year I have had an argument with a registered nurse at a blood donor clinic, annoyed that the health ministry denied her imagined “right” to infect frail patients with influenza, and with a veteran politician who only recently overcame a vague taboo against putting vaccines in her body. It’s no wonder people constantly fall for enviro-scares like toxins from the Alberta oil sands that are actually concentrated in cities where all that fuel is burned, or the threat of genetically modified canola oil, or smart meters. The media are frequently part of the problem, lacking scientific literacy and preferring conflict over common
sense. Take Vancouver (please). The mayor rose to fame with a company that sold overpriced imported tropical fruit juice in single-serving plastic bottles. Calling it “Happy Planet” convinced a new generation of urban rubes that they’re doing something for the environment. Plus, there are “no chemicals” in it, to cite the central myth of hippy science. At the risk of giving you too much information, I did a cleanse last year. It was for a screening colonoscopy, one of many that have taxed the B.C. health care system since a new test was added to the standard medical checkup. Try that one if you’re over 50. North Korea’s president Kim Jong-un apparently took strong offence to a rather inept and juvenile movie. My friend Ralph Milton has done some serious study of humour. He contends that humour usually has a victim. “When you hear a joke,” he says, “look around and see who’s not laughing. Who feels hurt? Who is wincing?” That’s why I can’t repeat most of the jokes I heard as an adolescent. They almost universally portrayed girls and women as objects for male pleasure. Sadly, 13 dental students at Dalhousie University in Halifax still think so. If those old jokes didn’t denigrate women, then they picked on other races. Or on people with supposed mental or physical handicaps. Remember the Newf-

or many years, Canada Summer Jobs (CSJ) has been helping local employers create much-needed summer job opportunities for students. CSJ provides funding for not-for-profit organizations, public sector employers and small businesses to create sumemer jobs for full-time students (15 to 30 years old) who intend to return to their studies in the next school year. 5ie jokes we once thought were so funny? Today, you can only tell a Jewish joke if you’re Jewish. An Irish joke, if you’re Irish. Otherwise, it’s evidence of prejudice. Even gentle humour has a victim—ourselves. In the narratives spun by Garrison Keillor or Stuart McLean, we recognize our own foibles, our own failings. And so we laugh at ourselves. Laughter is our reward for seeing the punch line coming. Ever wondered why it’s called a “punch line”? The term itself identifies the subliminal violence hidden in humour. Laughing at yourself is a learned response. Young children
don’t laugh at themselves. When they feel that adults are laughing at them, they cry. Or get angry. Laughing at yourself demands a certain maturity. Some people never develop it. Anything that seems to ridicule their icons—for example, the Prophet Mohammed— causes them to flare up. In our increasingly secular western world, we have learned to admire the acid artistry of Aislin, the slapstick of Charlie Chaplin, the zaniness of Monty Python. But we too have our icons. I suspect most of us would not take kindly seeing Queen Elizabeth portrayed as a drug dealer. Or the Pope as an arms merchant. Or—an extreme ex-
ample, perhaps—Jesus with an erection. Christian churches, despite their many variances, generally share a conviction that Jesus was pure, unsullied by “sinful” thoughts, the earthly embodiment of a sexless God. I think a lot of people would be outraged. You see, we’re not very good at imagining ourselves into other people’s feelings. Or, as the Golden Rule puts it, at treating others the way we hope they might treat us. I’m not arguing that we should get rid of hu-
mour. Humour can lay bare a person’s inconsistencies and weaknesses. It can make tyrants look ridiculous. And it is vastly preferable to organized war. Or, for that matter, to disorganized war— lynchings, bombings and shooting up schools and shopping malls. Life would be very dull without humour. But humour can be used as a weapon. Women affected by Alzheimer Women represent 72 per cent of Canadians living with Alzheimer’s disease? The Alzheimer Society is kicking off Alzheimer Awareness Month with a nationwide campaign called The 72%. It aims to inform women in their 40s and older about the warning signs of Alzheimer’s and how the Alzheimer Society can help. Why women? Women live longer than men and age is a significant risk factor. That’s why there are more women living with Alzheimer’s disease than men. Yet the impact on women is twofold. They also account for 70 per cent of family caregivers, which takes a tre-
mendous toll on these women who eventually provide round-the-clock care. The burden is especially high for women raising families and holding down jobs. “With this campaign, we’re making Alzheimer’s disease a women’s issue,” says Mimi Lowi-Young, CEO, Alzheimer Society of Canada. “Women lead busy, hectic lives, often paying the price with their own health and well-being. We’re asking them to invest time in understanding the warning signs. Whether they’re concerned about getting Alzheimer’s, have just been diagnosed or are a caregiver, we want
women to reach out to their local Alzheimer Society. We can support them throughout the disease.” Take a moment to know the signs Warning signs, often misunderstood or ignored, are critical. In absence of a cure, early diagnosis allows for treatment and support so people can live as well as possible and start planning for their future needs. “Women traditionally monitor the health of their families so it’s even more important they understand this disease to be able to recognize changes in those they care for,” Lowi-Young said.

Target missed its mark trying to appeal to Canadian customers KATHY MICHAELS If Target was looking for a way to bolster sales, announcing a Canada-wide shutdown may have been just the ticket. The company, with stores in Kelowna and Vernon, announced it would close all Canadian outlets last week. As the Kelowna store opened Thursday morning, a steady stream of customers filed into the store with empty carts, and out again with bag upon bag of goods. “I’ve never been here
before,” said Kelowna resident Wes Parson, carrying a bag of discounted items he’d picked up. “But she (pointing to the woman at his side) said there would be some big deals today so I came along. Really, I think it’s a ploy. Look how busy it is.” Busy isn’t the norm at the Kelowna store, explained one frequent shopper. “That’s why I come here,” Chelsea Burnett. “It’s my go-to store. It’s always so quiet and clean. It’s better than

Walmart.” Another woman, who declined to share her name, had a slightly different take. She too headed to the store in the morning in hopes of some good deals, but came out empty handed—something that she expected from the store she’d only been to a few times since its 2012 arrival. “The shelves are never fully stocked and they never have what I’m looking for,” she said. While shoppers were willing to share a few thoughts on the USbased retailer shuttering its 133 Canadian stores, employees have been given direction from Target’s head office to not speak to the media. It was clear from hushed conversations they were having with each other, however, that they had some thoughts on being among the 17,600 Canadians losing
their livelihoods. Target’s head office had no specific information on how many Kelowna-based employees would be losing their jobs, but Target media contact Molly Snyder noted that each store employs somewhere in the area of 150 to 200 employees. That number aligns with the number of employees the Kelowna store had intended to hire when it announced its imminent arrival in 2012. Snyder also said that steps had been taken to ensure those employees would not be left in the lurch by the sudden withdrawal from Canada. “We requested through the courts that the Target Corporation put together a trust,” she said. That trust is in the dollar range of $70 million and would ensure nearly all their employees receive a minimum
of 16 weeks of compensation, including wages and benefits coverage, regardless of whether they’re staying on until the store’s last days. A closing date for Kelowna’s Target has yet to be announced, but Snyder said that closures will take place in the next 16 to 20 weeks, as a court supervised liquidation gets underway. It’s a stark contrast to what happened three years ago when Target entered the market. As they moved into old Zellers buildings, Targets offered to breathe new life into local retail. The Kelowna store got a $10-million upgrade, according to a press release from the time, and expectations were high. “It’s been no secret we have experienced a lot of operational challenges,” said Snyder, from the store’s American headquarters, noting there
were no profitable Target stores. “We came (to Canada) for the right reasons…but we did too much and too fast.” Troubles with competitive pricing and ample stocking challenged the operation, she said. “The team has made strides to overcome those challenges in recent weeks, but it ultimately proved to be too much.” SFU business and marketing professor Lindsay Meredith said Target’s move into Canada was misguided from the start. It launched with too many stores at once, he said, and it immediately turned off Canadians savvy to lower U.S. pricing when it instead charged prices in line with Canadian retailers. “That was exactly what Canadians did not want to hear,” Mere-

The Canadian business is seeking court approval to begin liquidation, the Minneapolis-based retailer said in a statement. The move will lead to a $5.4 billion writedown. CEO Brian Cornell said in a statement that the company was “unable to find a realistic scenario that would get Target Canada to profitability until at least 2021.”

subjects in that movie was Bob Purdy, the Kelowna man who has vowed to stand up paddle board every day to fight for the environment. As Purdy continued on his own personal mission and Missler was struck by inspiration to look into Purdy’s story in more detail, the two came together, working on an idea for a film. A quick phone call sealed the deal and the pair went into pre-production, getting sponsors involved and beginning to put their ideas to paper and eventually onto film. Fast forward one year and The Paddler, a documentary-style feature, is complete and will be shown for the first time in Kelowna, at the Kelowna Community Theatre Jan. 24. It tells a story about water, the environment and what’s going on with the planet through the eyes of Purdy, who next month, incredibly, will celebrate his 1,500th straight day

of paddle-boarding. “We just completed the movie last week,” said Missler, 34. “I’ve looked at it a thousand times and I’m pretty happy with it. It’s really cool. It’s what I envisioned it to be. The movie focuses a lot on awareness of water and the environment. It’s not really harping on people so much as just bringing awareness to what’s going on. One of the main things you learn is that water is all connected, from rivers to lakes and into the oceans so if you effect one part of water somewhere it’s going to have an overall effect everywhere else.” While Missler has been in the editing studio putting the finishing touches on the film, watching it time and again, Purdy will wait to view the finished product with audiences in Kelowna. “Carey asked me if I wanted to see the finished film and I thought I would wait and watch it at the premier,” said Purdy. “I know all the bits and pieces. I know it’s going to be absolutely amazing. Where Carey’s magic is is in the editing process. It’s been a blast working

began his journey, over four years ago, there has not been one day Purdy has not hit the water on his board. And while his Paddle for the Planet movement has gone worldwide, there have been successes and failures. “The message has always been we need to change the way we live on the planet so everything I do is geared toward that,” he said. “We have made some gains and in some ways we have gone backwards. We really need to reach everyday people. There is a small percentage of people driving everything and the rest of us are in limbo. My project is trying to reach that mainstream population with this message and try to get people to take some action.” Debuting the film in Kelowna is something special for Missler and Purdy, especially since supporters had a huge hand in helping the film get to this point. Midway through the process, the film launched a Kickstarter campaign, a public movement to raise money and complete the film. It was key to getting distribution and raised $10,500, surpassing the fundraising goal and allowing the pair to complete the project. Being able to bring the film to Kelowna audiences who supported the venture is rewarding for the pair. “I think it’s awesome,” said Missler. “We had a lot of support from our hometown through the process. So many people helped us out to finish the film. It was an amazing experience. The community support....you never think it’s going to happen but in our case it all worked out.” Missler has secured a distribution deal for the movie to be released online and on TV and the The Paddler Movie premier is set for Saturday Jan. 24 at Kelowna Community Theatre, beginning at 6 p.m. with socializing, prizes and the movie followed by a wind up party at Bacaro. At-risk Okanagan grizzly bear deemed protected by Okanagan Nation The Okanagan Nation Alliance (ONA) Chiefs Executive Council has declared grizzly bears, known as ki’lawna’ in the nsyilxcen language, as atrisk and in need of protection. The Okanagan Nation Alliance has received some funds to support the protection of this atrisk species and to assist in recovery efforts. Federal Minister of Environment Leona Aglukkaq has granted a $39,000 project to the Okanagan Nation under
Canada’s National Conservation Plan, which works to advance conservation efforts across the country. This funding will assist the Syilx Nation to gather important information and work to build the supportive relationships, partnerships and projects needed to help ki’lawna’ survive. The Syilx (Okanagan) territory was once home to thriving populations of grizzly bears but today few remain. The ONA says without prompt recov-
ery efforts, three remnant grizzly populations, the North Cascades, the Kettle-Granby, and the South Selkirks will soon disappear, calling it critical that the ki’lawna’ is protected and the population recovered in ways consistent with the ONA’s culture, traditional knowledge, values, laws and customs. “Ki’lawna’ has been an integral and critical part of Syilx culture since time immemorial,” said Grand Chief Stewart Phillip. “Its presence in
Syilx territory is an indicator of the health of Syilx land and people. We will work to build the supportive relationships needed to ensure that ki’lawna’ will remain and thrive in its natural environment.” The Chiefs Executive Council also announced it will work with Conservation Northwest and its Coast to Cascades Grizzly Bear Initiative to further population recovery in southwest B.C. “We call upon government agencies, our

Why Are Dental Offices Opening In Big Box Stores?
Q:
On a recent USA road trip, we were amazed at the number of dental clinics opening up in the well-known 'Big Box Stores'. Can we expect that on our side of the border anytime soon?
A:
This 'phenomenon' you experienced has been coming for some time. In fact, over 20 years ago dental offices began appearing in some department stores. The prevailing thought was that 'corporate' dentistry would be the demise of private practice as we know it. This never happened. There has been a trend towards 'chain' dentistry, primarily stateside, that is coming northward. The real story is about traffic. In real estate, the term 'location-location-location' is King. In retail, the same is true. When one is choosing between one potential address and another, the demographics are available to determine precisely how many vehicles enter the mall. Placing a dental office in a mall where there is a brand name anchor tenant garners more traffic than a professional building down the street. Convenience reigns supreme. A dentist in a big box store can certainly expect exposure. I noticed insurance offices in drug stores decades ago - with optical shops and postal outlets to follow. Many are subcontracted businesses, similar to the perfume counters in department stores.

Some believe that everything in that huge location is a good buy. Anyone who comes away with a 1 gallon jug of shampoo which will not fit on the shelf in your bathroom may tell another tale.
Forget dentistry for a moment. Do you know of a home based hairdresser who has such a loyal following you have to book a month ahead? She is clearly offering superior service combined with a perceived value for the consumer. Dentistry is actually more critical, because the average person cannot 'see' what we do clinically – so the result of the work may take more time to become apparent. Most dentists applying to a chain style dental provider tend to be junior dentists, and have few roots in the community. The reason 'family' practices prosper is that patients trust the care they receive, and appreciate the continuity of visiting a familiar dentist year over year. Big Box stores stateside offer predatory pricing on select products that would put a single office dentist out of business trying to match them, but that is illegal in jurisdictions like BC. Most of these clinics are franchise operators, and do not actually represent the big box outlets who are simply commercial landlords. What is Vision Therapy?
Vision therapy can be thought of as a type of physical therapy for both the eyes and the brain. ETHEL MAY MONTGOMERY Ethel was born August 10, 1914 on the family farm near Caroline Alberta and passed away with her family by her side on January 10, 2015. Survived by her sons Ken (Martha), Lethbridge AB, Richard (Irene), Enderby, daughter-in-law Heather Montgomery, Innisfail AB and daughter Anne (Jerome) Geis, Winfield, 9 Grandchildren, 15 Great Grand Children and close friends. Predeceased by her husband Doug and son Ron. Ethel & Doug moved to Winfield in 1968. In later years she was active with line dancing and painting club at the Senior Centre. She enjoyed travelling, skiing and family get togethers. Memorial Services was on Monday January 19th, 2015 at 1:30 p.m. at the Winfield Senior Centre, 9832 Bottom Wood Lake Road. Notice of Alternative Approval Process The District of Lake Country (the “District”) wishes to proceed with Loan Authorization Bylaw (Okanagan Rail Corridor) 906, 2014, which authorizes the borrowing of up to Two Million Six Hundred and Fifteen Thousand Dollars ($2,615,000) to fund the purchase of a 50% share of 16 kilometres of the Okanagan Rail Corridor within District boundaries. Under the Canadian Transportation Agency discontinuance process, CN Rail officially issued an offer for sale of the rail line corridor from Mile 88 in Coldstream to Kelowna in the amount of $50,121,000. Each of the four levels of government were given 30 days to respond and in the event that they did not make an offer, the referral moved to the next level of government. The referral moved to the local government level in September with a 30-day deadline of October 6, 2014. The municipalities of Kelowna, Lake Country, Coldstream and Vernon, as well as the regional districts of Central Okanagan and North Okanagan, have jointly identified the value the rail line could have as a continuous multi-modal transportation corridor connecting all the communities. Following negotiations between the region’s Inter-jurisdictional Acquisition Team and CN Rail, and deducting the salvage value of the corridor, the District of Lake Country’s total estimated purchase cost of the 16 kilometres of corridor within District boundaries is approximately $5,133,333. To minimize the current tax impact to residents the District is seeking approval to borrow up to $2,615,000 ($2,572,500 plus debt financing expenses) and the City of Kelowna will invest in a 50% interest. Funding for the purchase will be 100% through long-term debt financing. Servicing costs of the debt amortized over 20 years and at an assumed interest rate of 2.94% would require an estimated annual debt repayment of $164,655. The debt payments will be funded from General Revenue and represents an approximate tax increase of 1.68%. The average residential dwelling valued at $475,000 would see an increase of approximately $27.00 which equates to approximately $.057/$1,000 of assessed value (5.7 cents per thousand). Under section 86 of the Community Charter, District of Lake Country Council may proceed with the Loan Authorization Bylaw only if it does not receive elector responses signed by at least 10% of the electors of the District of Lake Country. The AAP is open to all qualified electors in the District, which is estimated to be 9,315 based upon the Statistics Canada 2011 Census Profile. The number of electors who must sign the elector response form against the proposed bylaw to prevent Council from adopting it is 931, which represents 10% of the eligible electors of the District. Elector response forms will be accepted only if they are in the form established by the District of Lake Country Council. Forms are available at the District of Lake Country Municipal Hall beginning on January 14, 2015 and must be submitted to the Corporate Officer, District of Lake Country, 10150 Bottom Wood Lake Road, Lake Country, BC V4V 2M1 on or before 12:00 p.m. on Monday, February 23, 2015. Loan Authorization Bylaw (Okanagan Rail Corridor) 906, 2014 is available for public inspection at the Municipal Hall, 10150 Bottom Wood Lake Road, Lake Country, BC during regular office hours – 8:30 a.m. to 4:30 p.m. Monday through Friday, excluding statutory holidays.
