Parents opposed to proposed catchment changes KEVIN PARNELL The Central Okanagan school board is moving forward with a recommendation to change the catchment area for the three elementary schools in Lake Country, despite some strong words from the school board chair and two other school trustees who say the public consultation process has failed. Close to 80 people packed into a school board committee meeting on Wednesday in Kelowna, where the district’s planning and facilities committee voted to send a recommenda-

tion for changing Lake Country catchment areas to the regular school board meeting Feb. 11 for a decision. The committee voted 2-1 to send the recommendation to the board meeting despite the objections of school board chair Moyra Baxter. “I think we made a mistake,” said Baxter. “We have used a process that is flawed. “We wanted there to be an opportunity to come and see the extent of the purchase, what we are buying,” said Lake Country Mayor James Baker. “There were good crowds at both meetings and people asked a lot of questions.” With a plan to raise taxes by 1.68 per cent over 20 years to borrow $2.6 million, Lake Country is in the midst of the Alternative Approval Process, where

residents can sign a petition against the borrowing. If 10 per cent of the electorate (about 900 residents) is opposed, the borrowing plan fails. Country showed up at the meeting to demand that their children not be sent to Oyama Traditional School instead of their current catchment area, Davidson Road Elementary. Of the three Lake Country elementary schools, Davidson Road is above capacity while Peter Greer and Oyama Traditional are both currently under capacity. Parent after parent from The Lakes stood up to voice opposition to their children traveling to Oyama for elementary school. They submitted a petition of 270 signatures to the committee and broke out in applause when it appeared their kids would not be on the table to be moved. “Nobody wants to leave Davidson, flat out,” said Lake Country school trustee Deb Butler. “Everyone wants to be there from that area but it comes down to how do we do the best thing for all three ele-

mentary schools in Lake Country? “I think we need to look a little deeper at it. I think (trustees) should have been more involved in the process. I think we could have done things different so that we got community consultation in a different way.” While all three elementary schools met with district officials in public consultations, the exact recommendation of the catchment area change only came to light last week, sparking the uprising from people living in the Lakes Subdivision. With many saying they wouldn’t send their kids to Oyama, longtime Oyama resident Allan Gatzke made an emotional plea. “Five generations of my family went to school in Oyama,” said Gatzke, holding back tears. “We hear concern about someone from the Lakes or Woodsdale Road coming to Oyama

and I would like to (tell) those people that it’s not a bad thing. “The quality of education, especially when endorsed by a strong community, has value that is J sometimes missed when a you are just talking logistics. (To the committee) I encourage you to consider the viability of that community out there.” As school board chair, Baxter asked for the entire process to be delayed to allow trustees to properly study the information before making a decision. Fellow trustee and committee chair Julia Fraser agreed. “We’ve only had six days to really think about the information,” said Fraser. “The timing of the municipal election distracted us. “That was time we should have been focusing our attention on this. I’d like to suggest we defer for two weeks to give trustees the needed time to go over all the information and make an informed decision.” In the end the pleas from Baxter and Fraser, a voting member of the committee, were ignored by the other two committee voting members, trustees Rolli Cacchioni and Chris Gorman, who voted in favour of the recommendation. It will next be dealt with at the regular school board meeting Feb. 11. If passed, the recommendation would send students from Woodsdale Road to Oyama with kids from parts of the southwest area of Lake Country to Peter Greer. Students in The Lakes would remain in the Davidson Road catchment area.

At last week’s school district planning and facilities committee meeting superintendent Hugh Gloster said there were no plans in the short term to close Oyama Traditional but would not make any long term commitments for the school, seen as the anchor to the Oyama community. “We are seeing Oyama Traditional very much as a necessary part of the school offering for Lake Country in the immediate short term,” said Gloster. “When the middle school is built I think

I don’t have (Oyama Traditional) on the agenda to look at closure in the short term but we will have to re-evaluate if there are significant changes in the community.” Long term, Lake Country is looking at a new middle school being built but not expected for at least five years. That will move Grade 6 students out of the three elementary schools and further impact the number of kids at the ele-

mentary level. Wolf kill last hope for caribou

W

hen the B.C. government last resorted to shooting wolves from helicopters in the 1980s, an emotional public outcry forced a retreat. In the B.C. tradition, sensation-seeking urban media and protesters led the way. An outraged reporter named Pamela Martin marched a BCTV crew off the road near Fort St. John to expose this presumed crime against nature. With a metre of snow and temperatures dipping to -40, they didn’t get far, but public sentiment was aroused enough for politicians to overrule wildlife biologists. This winter, while snow reveals the wolves’ location from the air, the choppers and rifles are out again. And my heart goes out to the biologists and First Nations hunters who face this grim task. The South Selkirk mountain caribou herd, which ranges between

Tom Fletcher B.C., Idaho and Washington, has been the target of intensive conservation efforts by governments on both sides of the border. Six of the remaining 18 animals now wear radio collars. There were 46 in 2009, only 27 by 2012, and wolves have killed two more since last spring. Targeted hunting and trapping haven’t been sufficient, so up to 24 grey wolves are to be shot from the air before the snow melts. There are seven caribou herds in the South Peace, with the Graham herd the largest at

about 700. It’s the control group, left to fend for itself as a measure of wolf removal for the rest. The Burnt Pine herd is down to one bull, effectively extinct. The province and Treaty 8 First Nations are working on a plan to kill 120-160 wolves in that region. It’s long been accepted that resource roads, logging and recreational trail use have increased herd disruption and predator access through what would otherwise be seamless bush and deep snow. Snowmobiles and even back-country skiers can shift the balance. Smithers-area outdoor enthusiasts are currently being urged to stay away from the Telkwa Mountains, where the caribou herd is down to fewer than 20 animals. Local hunting and snowmobile clubs have observed a ban on motorized travel since 2003, but of course there will always be yahoos who chase animals for fun.

A mountain caribou recovery plan was implemented in 2007, protecting 2.2 million hectares from logging and road-building, including most of the core habitat of the South Selkirk herd. The Nature Conservancy of Canada bought 550 square kilometres in that region to protect habitat. Strategies include transplanting animals from healthier to weaker herds to increase genetic diversity, and capturing and penning females with young calves to keep them from being picked off by wolves. The B.C. grey wolf population averages around 8,500, with managed hunting and trapping to protect livestock while preserving the wolf as apex predator in most of its wide range. This context is seldom reported by Vancouver media, which mostly sees its role not as explaining issues but rather embarrassing whatever political party is in power, and

providing an uncritical platform for the stoplogging-mining-energy crowd, which is seen as popular with urban viewers. Remember the spotted owl, with the fringe of its range extending into southern B.C.? Our branch-plant enviros marketed that one for years. Its core habitat is Washington and Oregon, where many sawmills were shuttered to “save” them. Now they’re shooting invasive barred owls, which have emerged as a greater threat to spotted owls than logging. Context is important. I suppose we’ll never know what difference the 1980s wolf kill would have made if it hadn’t been shouted down for TV ratings and urban enviro-donations. So our soldiers, instead of wearing their uniforms proudly, were told to be anonymous. Invisible. Like most Christians. Christians sometimes wear a cross. Or a fish. But usually not ostentatiously. Few of us go around brandishing our faith like a sword. We prefer to blend seamlessly into our culture. There are exceptions, of course. One instance sticks in my mind. It was hard to concentrate on her words, when a large and very visible cross hanging from her neck bounced from side to side in her ample cleavage.

On the whole, I would have preferred not to know she was flagrantly Christian. I didn’t want to be associated with her. Or with some of the more vocal proponents of American Christianity. Marcus Borg, a guru of the “emerging church” movement, was quoted in Publishers’ Weekly on divisions in the church: “The most visible division is between the Christian political right and the Christian left. For the right, morality tends to be about what I call ‘loin issues’—sexual morality—and polls have also shown that the more frequently people attend church, the more likely they are to be prowar, pro-life, or to sup-

port gun rights. For me it’s embarrassing that the most visible face of American Christianity is reprehensible. I’ve often said that the greatest obstacle to Christian evangelism is Christian evangelism itself.” Other religions tend to make themselves more visible than Christians. Sikh men wear turbans. Muslim women cover their heads with scarves or hijabs. Hindu women may have a bindi mark in the centre of their foreheads. Some Jews wear a yarmulke. When they meet each

other, they have some idea of what to expect. I don’t even know if there’s a suitable symbol for people like me, somewhere out on the exploratory edge of Christianity. A question mark, perhaps? I find my kind of God in the relationships that link all living things, both human and otherthan-human. But I don’t know how to express the concept of an invisible network, an infinity of possibilities, in any visual symbol. Perhaps Celtic knots, where the lines weave together without a

Resident Hunters: We are planning a peaceful march and rally January 31, 2015 in MLA Christy Clark’s West Kelowna riding. This is your opportunity to make it clear to elected officials you are not supportive of the recently announced changes to Wildlife Allocations. Each person attending is requested to bring and hand deliver a letter to Christy Clark’s office at 2429 Dobbin Road, West Kelowna as part of the march. For letter writing suggestions visit Oceola.ca If you want bring a sign that represents you and your family please do so, but do not bring partisan or politically charged signs. Signs such as, “Resident Hunters First”, “BC Families First”, “BC Wildlife belongs to British Columbians” and “Hunting for Health” are appropriate. Dress as you would if you were going to work. It’s an important message: hunters come from all walks of life. Why are we taking this action? On December 14, 2014 government gave foreign hunters, who are represented by guide-outfitters, 20-40% of allocated wildlife. This decision is unprecedented in North America and is not good for British Columbians, resident hunters or wildlife. In most jurisdictions in North America, foreign hunters are allocated 5-10% of harvestable wildlife. This means fewer opportunities for resident hunters. Justification for this policy appears to be centered around subsidizing the Guide Outfitting industry in British Columbia at the expense of British Columbians. In the last 10 years, the number of resident hunters in BC has grown from 84,000 to 102,000 – an increase of roughly 20%. During the same time, the number of foreign hunters has dropped 30%, from 6,500 to 4,500. There are currently about 230 Guide / Outfitters in British Columbia. At a time where the number of resident hunters is increasing while the number of foreign

hunters are decreasing, why would government decide to allocate more wildlife to foreigners? Resident hunters contribute more than $230 million annually to the British Columbia economy. Resident hunters donate more than 300,000 hours of their time toward conservation projects. Government collects more than $9 million per year in the form of license fees and habitat surcharges for conservation from resident hunters. These numbers are extremely important to wildlife and the economy. Government has decided to subsidize a small group of business people against the will of voters and taxpayers. This policy must be revisited and changed. Wildlife is a public resource which is being privatized. We have had great support from non-hunting British Columbians in this battle. Policies such as this could soon effect anglers, berry pickers, beachcombers and parks users. It’s time for residents to stand up and make their voices heard. We have added another unique opportunity for students here at OTS starting this second term. It is an “Exploratory” elective block that is held every Friday afternoon. The electives range from knitting to puppet making to Lego Robotic programming challenges and each session runs for four weeks. Students then choose another set of electives (they choose their first, second and third choice) and again classes are set up for the next four week session. The school is so busy at lunch time with basketball coaching, and our four leadership groups (Dance Team, House Team Captains, We Day leaders and Student Council) along with a board game club, these exploratory blocks are a fantastic way to offer students engaging classes on topics outside of the core curriculum, but very much involving the 21st Century attributes of a Learner the school district has adopted: those of being a collaborator, a contributor, an innovator, a learner and a thinker.

kings Weightlifting Club presents $1,000 to Sheila Gunn with Kidsport Lake Country to help under-privileged kids cover registration fees to play sports. The Vikings hosted the 10th Annual Ogopogo Weightlifting Championships with close to 100 participants in August as a western qualifier for the World Championships and the World University Championships. Five dollars from every entry went to KidSport with the remaining money donated by the spectators who came to watch a great competition.

A 40-year-old man from New Westminster is facing potential charges after a convenience store was robbed at gun point early Jan. 21, in Lake Country. The Lake Country RCMP responded to an armed robbery at the 7 Eleven Convenience Store located on Highway 97 just before 3 a.m. Wednesday. A lone masked male suspect reportedly entered the store brandishing a rifle and demanded cash, lottery tickets, and cigarettes. The suspect fled the scene in a vehicle with an undisclosed amount of cash and stolen goods. No one was injured during the incident. A dark Pontiac G6 was spotted by police driving at a high rate of speed northbound on Glenmore Road and investigators initiated a pursuit. The driver continued northbound, eventually making his way onto the Pelmewash Parkway, with officers close behind. Just South of Oyama, when the suspect attempted a u-turn and had slowed significantly, police seized the opportunity to end the pursuit by forcing his vehicle into the ditch. The suspect was taken into custody without incident, and police recovered the stolen cash and property. A 40-year-old man from New Westminster is facing potential charges of armed robbery, disguise with intent, flight from police, obstruction and resist arrest. He remains in custody and was expected to appear in court on Jan. 21.

Public perception has knocked most able person out of decision-making role

I

f I could pick one person in Lake Country to fairly select new catchment areas for the three elementary schools I would put my money on Deb Butler. The local school trustee understands the issues surrounding elementary schools in Lake Country having worked on area Parent Advisory Councils before running for the school board and this year being re-elected without opposition. The best thing is, she doesn’t have kids attending any of the three elementary schools. That, I would argue, would put her in a conflict. Butler has fought for Lake Country schools since joining the board

Kevin Parnell and long before this recent guffaw, has been telling anyone who would listen that anything and everything is on the table when it comes to the catchment change. Anything and everything was on the table. Luckily, on the school

board Butler wouldn’t have to make this decision by herself. The local board consists of seven members, a wide representation of folks who have sworn to do the right thing by our students. A vote is supposed to be held by all seven to determine what happens with Lake Country catchments. But after a week of being in the cross-hairs of parents from The Lakes, who by sending strongly-worded e-mails and taking to the safety of Facebook groups to blast away at anyone who would suggest their kids go to Oyama, Butler has recused herself from the ultimate decision due to

a perceived conflict of interest (story page A1). She admits she made a mistake in the way she raised alarm for the future of Oyama Traditional. Following a meeting two weeks ago where the final recommendations to try and deal with a serious over-crowding issue at Davidson were first made public, she said the recommendation put Oyama school in trouble long term. She says she can only learn from her mistake but in no way feels it would make her unable to make a fair decision on the issue. SEE PARNELL A12

BOLTON, ANNE CATHERINE Age 85 and of Kelowna, BC, passed away peacefully on Tuesday, January 20, 2015. Anne Catherine Michel was born at Hansworth, SK on July 9, 1929. She married Howard Stanley Bolton on December 10, 1951; they were married for 64 years. Anne worked as a bank teller in Vancouver, BC and Stoughton, SK until her family moved to Winfield, BC. Anne and Howard were active members of the business community in Winfield for many years. They owned and operated the Woodsdale General Store and Spartan Dry Cleaners. Anne was an accomplished seamstress and chef; she often sewed or baked gifts for her friends and family. She was also an enthusiastic golfer and fisher, spending many pleasant hours on the golf course and on the lake with Howard. Anne is survived by her husband Howard; son Jerry and daughter-in-law Louise; four grandchildren: Jon (Krista), Adam, Stephanie (Nicolas) and Laura; five great grandchildren; brother-in-law Jim (Anne); brother and sister Robert and Vickie; many nieces and nephews. Anne’s family wishes to thank the staff of Brandt’s Creek Mews and Dr. Penney for their care and kindness toward Anne. A Funeral Service will be held on Saturday, January 24th at 10:00 am at Springfield Funeral Home, 2020 Springfield Road, Kelowna, BC.

Notice of Alternative Approval Process The District of Lake Country (the “District”) wishes to proceed with Loan Authorization Bylaw (Okanagan Rail Corridor) 906, 2014, which authorizes the borrowing of up to Two Million Six Hundred and Fifteen Thousand Dollars ($2,615,000) to fund the purchase of a 50% share of 16 kilometres of the Okanagan Rail Corridor within District boundaries. Under the Canadian Transportation Agency discontinuance process, CN Rail officially issued an offer for sale of the rail line corridor from Mile 88 in Coldstream to Kelowna in the amount of $50,121,000. Each of the four levels of government were given 30 days to respond and in the event that they did not make an offer, the referral moved to the next level of government. The referral moved to the local government level in September with a 30-day deadline of October 6, 2014. The municipalities of Kelowna, Lake Country, Coldstream and Vernon, as well as the regional districts of Central Okanagan and North Okanagan, have jointly identified the value the rail line could have as a continuous multi-modal transportation corridor connecting all the communities. Following negotiations between the region’s Inter-jurisdictional Acquisition Team and CN Rail, and deducting the salvage value of the corridor, the District of Lake Country’s total estimated purchase cost of the 16 kilometres of corridor within District boundaries is approximately $5,133,333. To minimize the current tax impact to residents the District is seeking approval to borrow up to $2,615,000 ($2,572,500 plus debt financing expenses) and the City of Kelowna will invest in a 50% interest. Funding for the purchase will be 100% through long-term debt financing. Servicing costs of the debt amortized over 20 years and at an assumed interest rate of 2.94% would require an estimated annual debt repayment of $164,655. The debt payments will be funded from General Revenue and represents an approximate tax increase of 1.68%. The average residential dwelling valued at $475,000 would see an increase of approximately $27.00 which equates to approximately $.057/$1,000 of assessed value (5.7 cents per thousand). Under section 86 of the Community Charter, District of Lake Country Council may proceed with the Loan Authorization Bylaw only if it does not receive elector responses signed by at least 10% of the electors of the District of Lake Country. The AAP is open to all qualified electors in the District, which is estimated to be 9,315 based upon the Statistics Canada 2011 Census Profile. The number of electors who must sign the elector response form against the proposed bylaw to prevent Council from adopting it is 931, which represents 10% of the eligible electors of the District. Elector response forms will be accepted only if they are in the form established by the District of Lake Country Council. Forms are available at the District of Lake Country Municipal Hall beginning on January 14, 2015 and must be submitted to the Corporate Officer, District of Lake Country, 10150 Bottom Wood Lake Road, Lake Country, BC V4V 2M1 on or before 12:00 p.m. on Monday, February 23, 2015. Loan Authorization Bylaw (Okanagan Rail Corridor) 906, 2014 is available for public inspection at the Municipal Hall, 10150 Bottom Wood Lake Road, Lake Country, BC during regular office hours – 8:30 a.m. to 4:30 p.m. Monday through Friday, excluding statutory holidays.
