‘I WISH I COULD TAKE HER PLACE’ ▶ HUSBAND OF MURDERED SURREY HOCKEY MOM JULIE PASKALL CARRIES GREAT GUILT OVER WIFE’S DECEMBER 2013 DEATH SHEILA REYNOLDS
Al Paskall
If he could somehow turn back the clock, Al Paskall wouldn’t hesitate. He would return to the night of Dec. 29, 2013 and instead of his wife, he would be the one to go pick up his son from hockey. Al was at Surrey Provincial Court Tuesday
(Jan. 27) to attend the first day of a preliminary hearing for Yosef Jomo Gopaul, who’s accused of killing Al’s wife, Julie Paskall. “Somebody has to be here for her,” Al told The Leader during a break in the proceedings. “I wasn’t there when I should have been there, so I think that it’s paramount that I should be here now.” Julie drove to Newton Arena, near 71 Avenue and 136B Street, on Dec. 29, and was walking to get her son when she was attacked. She was taken to hospital, where she died two days later, on Dec. 31, 2013. She was 53. “I still blame myself a lot for the death,” Al admits. “I could have been there easily, picking my son up instead of her.
“I wish I could take her place.” Evidence from the preliminary inquiry is subject to a publication ban and cannot be reported. Preliminary hearings are held to determine if there is enough evidence to justify a trial. Most of Tuesday’s testimony came from forensic pathologist Dr. Craig Litwin, who performed the autopsy on Julie. “It’s stuff you don’t want to hear,” said Al, adding he urged his children not to attend the court proceedings for now. “I’m having a hard enough time keeping it straight in there…”

Al and Julie met in high school. They were married at 19 and went on to have three children. Their two daughters are adults now, and his son is 17. “We had a great life,” Al says. Both in their early 50s, he said he and his wife worked hard and were looking forward to retirement. Gopaul, 27, was arrested nearly five months after Julie Paskall’s death and charged with second-degree murder. He had reportedly moved to Surrey in fall 2013 from Ontario, where he has a prior criminal record. Gopaul has not entered a plea to the Surrey murder charge. The preliminary inquiry was scheduled to continue Wednesday, after The Leader’s press deadline.

The dogs and cats, in the care of local shelters and waiting for adoption, were spayed, neutered, and had dental work and other minor procedures done. “Vets in Action Day started with the idea of creating a day when the businesses and people in the veterinary industry could give back to their local communities,” said Burnaby veterinarian Dr. Claudia Richter, who ran the program starting last year. The animals were brought to the clinics from both the SPCA and other animal shelters in the Lower Mainland. Last year, Vets in Action performed 25 surgeries, at no cost, and raised more than $1,500 for the BC SPCA. This year, Kennedy Heights Animal Hospital joined in and added an extra 11 animals to the list – eight cats (six dental surgeries, two spay/neuters) and three dogs (all spay/neuters.) “The idea is that each of us every year will try to get another clinic involved,” said owner Dr. Linda Schild, who volunteered her time with three other veterinarians at her clinic (two from other offices) and a dozen other assistants and specialists. “We can’t begin to express how grateful we are to Dr. Claudia Richter, Dr. Linda

Rasode newest director on Fraser Health board ▶ SURREY MAYORAL HOPEFUL APPOINTED TO HEALTH AUTHORITY JEFF NAGEL
Former Surrey Coun. Barinder Rasode is the newest director on the board of the Fraser Health Authority. She joins board chair Karen Matty, appointed last fall, and arrives as the health authority board continues to pursue reforms spelled
out in a new strategic and operational plan last summer. That plan was the product of a review ordered by Health Minister Terry Lake that sought to improve care and control costs, in part by cutting unnecessary use of hospital emergency rooms in favour of improved primary and community care. Rasode ran for mayor of Surrey last fall and got more than 20 per cent of the vote but finished third behind new Surrey Mayor Linda Hepner and
Barinder Rasode runner-up Doug McCallum. “Her public service and philosophy of engaging with people in a meaningful way aligns ideally with Fraser Health’s vision of putting patients first,”
Matty said. “We are confident that she will add valuable insight as we work to implement new strategies and initiatives that benefit patients and families.” Lake appointed Rasode for a one-year term ending March 31, 2016. Fraser Health directors are paid a base retainer of $7,500 a year and collect varying amounts – typically $14,000 to $20,000 in total – after meeting attendance fees are added and additional pay for chairing committees.
White Rock mayor to serve at UBCM ▶ REGIONAL DISTRICT BOARD VOTES FOR WAYNE BALDWIN OVER SURREY COUN. BRUCE HAYNE JEFF NAGEL
White Rock Mayor Wayne Baldwin has been elected to serve as Metro Vancouver’s representative on the executive of
the Union of B.C. Municipalities (UBCM). The Metro board of directors voted Baldwin into the position Friday morning, choosing him over Surrey Coun. Bruce Hayne. Baldwin replaces Surrey Mayor Linda Hepner in the Metro seat on the UBCM executive. Baldwin was nominated by Richmond Mayor Malcolm Brodie, while Surrey Coun. Barbara
Steele nominated Hayne. Hayne said strong Metro representation at UBCM will be important for the region as issues like transportation and waste management remain prominent. Besides being re-elected as White Rock’s mayor, Baldwin also has extensive municipal experience as the city’s former chief administrative officer.

Surprise: Tolls unloved Use of the Port Mann Bridge declined every month of 2014, with the exception of December. Total traffic for 2014 was down 3.9 per cent. This comes at a time when the economy is improving slightly, albeit in very gradual increments. B.C.’s job picture is probably best described as cruising along at the same rate of speed. It also comes at a time when more and more people are moving south of the Fraser River, to Surrey, Langley, Abbotsford and Chilliwack. Yet the number of bridge crossings is not keeping pace. There are a variety of reasons. One is that people often seek employment closer to home, and are particularly motivated to do so by bridge tolls. Given that people living in this area must pay tolls to cross both the Port Mann and the Golden Ears, that is a strong motivation. Another is that more people are using the transit system, whether it is the 555 bus (which now stops in Surrey), and allows them to cross the Port Mann for free, SkyTrain or the buses across the river which use the Alex Fraser Bridge or Massey Tunnel. There are also more people using the tunnel, along with the Pattullo and Alex Fraser bridges.
Crossing on these free routes is made easier by the completion of the South Fraser Perimeter Road. The fatigue from bridge tolls, which cost regular commuters a sizable amount each month, may be a factor in the stiff opposition to the proposed TransLink Metro Vancouver Congestion Improvement Tax from many people living south of the Fraser. At a debate on Jan. 20 in Langley, it was obvious that the vast majority of attendees were on side with Jordan Bateman of the Canadian Taxpayers’ Federation, who made the case for voting “no.” Commenters appear to support his stance, which can be summarized as “no more money for TransLink, which cannot manage what it has now.” There seems to be less backing for the “yes” side, represented at the debate by Bill Tieleman, who ironically was one of the leaders in the successful campaign to get rid of the HST. Surrey business groups and Surrey council are backing the “yes” vote. Delta council is seeking input from residents before taking a position. White Rock council wants more information from TransLink.
The provincial government has set the tolling policy for the Port Mann. It needs to collect so much each year to pay off the project by 2050. The project, incidentally, includes a large number of freeway improvements north of the Port Mann. The province has also said that a new crossing to replace the tunnel will be tolled. TransLink’s plan for the Pattullo Bridge also calls for tolls. If all those come about with no change in tolling policy, four of five crossings from the South Fraser area will be tolled – and there will be no tolls anywhere else in B.C. The Greater Langley Chamber of Commerce is one of the few business groups to oppose the TransLink congestion improvement tax. It believes that mobility pricing makes more sense. If there was such a system, all those who use the improved Highway 1 would help pay for it – not just those who must cross the bridge. The province needs to do a major review of its tolling policy, because drivers are asking for some fairness.

A referendum floodgate We are about to have a referendum for the first specific tax for specific purposes – 2015: Metro Vancouver Congestion Improvement Tax. Now if the referendum results are positive, I have some predictions. The floodgates will open because politicians have learned a new way to market new tax sources. Be ready for some new
“worthy cause” referendums: 2016: Education Class Size Reduction Tax; 2017: Health Wait Time Reduction Tax; 2018: Policing Enhancement Tax; 2019: Poverty Reduction Tax; 2020: Affordable Housing Tax; 2021: Utility Infrastructure Replacement Tax;
2022: [Insert popular issue here] Tax. Let’s not forget the general tax revenue fund. It will continue to exist but will be left for whimsical projects. This referendum is about bigger issues than just transportation. It is a test. Be aware of the implications of voting yes. Allan Alton, Surrey
▼ CHAIN REACTION: POETRY IN MOTION The cars ahead had stopped for someone turning left. My hubby put on the brakes and stopped, but the cars behind were less deft. K-Bammm, my little car took the blow, then crunch, it shook again. A curse I heard, but have since forgotten, as we pulled off the driving lane. Five cars drove to the side of the road. Drivers checked for damage and stories told. Insurance numbers and such details, exchanged and needed for repairs. Some people too are achin’ and shaken, from trauma and the cares. Thankfully folks could stand and walk after this chain reaction crunch. “Pay attention people,” my husband said, as we headed home for lunch. People need to pay more attention while driving. Minimize all other distractions. Look ahead, anticipate and leave adequate space between you and the vehicle ahead. Accidents happen in a fraction of a second. Many have far more serious consequences. So please, drive to prevent accidents from happening. Trudy Davies

Fraser Health plans more surgeries, scans ▶ EXTRA MONEY IN BUDGET ALLOWS MORE PROCEDURES FOR TWO MONTHS, SAY OFFICIALS JEFF NAGEL
Fraser Health is temporarily increasing the number of surgeries it will perform over the next two months by seven per cent and it’s boosting the number of MRI scans by four per cent. The additional 650 surgeries and 1,500 MRI scans are to be performed in February and March in a bid to reduce wait lists. A year-end increase in spending to step up surgeries and scans was made possible because of a surplus in the surgical program budget, said Dr. Peter Blair, Fraser Health’s medical director for surgery. “These cases are going to be done over

the remainder of this fiscal year and out of our current budget, so we’re not taking money out of some other activity in order to fund this,” he said. “We’ll be looking at the longer waiting cases first and bringing them down.” Extra surgeries will be distributed over various hospitals but not likely every one. “We’re looking at Burnaby as a site and we’ll be looking at Surrey, Langley and Eagle Ridge,” he said, listing likely hospitals that may get extra funding. The bump may well be temporary – there’s no guarantee the rate of surgeries and scans won’t drop back down in April as Fraser enters a new budget year. Future levels will depend on Fraser’s budget allocation and the length of its wait lists, officials say. The move comes after criticism last fall

of Fraser Health for ordering surgeons to reassess some patients in an attempt to avoid or reduce government-imposed fines for failing to complete surgeries within one year. As of Oct. 9, leaked statistics showed 650 scheduled surgeries had waited more than a year, the threshold where the health ministry imposes financial penalties under its pay-for-performance system. Fraser Health spokesperson Tasleem Juma said those numbers have been steadily improving over the last several months. The proportion of surgeries waiting longer than a year had dropped to 2.8 per cent as of the end of December, she said, down from more than 10 per cent in September of 2013. She credited the combined efforts of surgeons and hos-
pitals for the reduction. Several hospitals with extra operating room time were able to offer it to surgeons normally based at different hospitals, she said. Each surgery that waits longer than a year means Fraser is docked $1,400 in additional funding it could have otherwise accessed. Juma said the planned increase in surgeries now is unconnected to the potential for penalties. Fraser won’t find out how much funding is withheld due to excessive waits until after the 2014-15 fiscal year is finished. Blair wasn’t able to comment on current wait times for surgeries or scans. He said Fraser may need to do some juggling of nursing shifts and add anesthesiology time to step up surgeries.

▶ EMMA PAULSEN LIED WHEN SIX DOGS DIED IN HER CARE LAST MAY Applause erupted in a Surrey courtroom Wednesday morning as former dog walker Emma Paulsen was sentenced to six months in jail, handcuffed and led into custody by sheriffs. Paulsen, who lives in Ladner, pleaded guilty in November to animal cruelty and public mischief for the deaths of six dogs in her care and lying to police about it last May. Her sentencing was held in Surrey Provincial Court Jan. 28, with Judge James Jardine also sentencing her to two years probation, banning her from owning pets for 10 years and prohibiting her from operating an animal care business for life. Jardine said while Paulsen may not have intended to kill the dogs, her conduct after the incident constitut-

Angry animal rights activist Kat Chapman is reflected in Emma Paulsen’s sunglasses after an earlier appearance by Paulsen at Surrey Provincial Court. EVAN SEAL ed “continued, repeated recklessness.” Paulsen, 38, who was a professional dog walker for several years, sparked widespread media coverage, public grief and desperate searches after she
reported that six dogs – one of which was her own – were stolen from the back of her truck, which she claimed was at a park in Langley. She pleaded on TV for the dogs’ return, and passed along tips to
searchers about sightings of the dogs. Five days later, she admitted she had concocted the whole story. The truth, she revealed, was the canines died in the back of her warm canopied truck while she was shopping in Richmond. Paulsen claimed she had parked her truck in the shade of a tree at Costco and was in the store 40 minutes before emerging to discover the deceased dogs. The court heard it was 1819 degrees Celsius that day. Two dogs in the front cab area survived. Paulsen then drove to Abbotsford, where she dumped the corpses in a ditch. Jardine said victim impact statements from the dog owners expressed pain, anger, loss and outrage, as well as betrayal. “By lying, she (Paulsen) extended their emotional upset by deceiving them,” said Jardine. Paulsen declined an opportunity to speak in court prior to her sentencing.

Feb. 16 court date for mom ▶ LISA BATSTONE CHARGED WITH SECONDDEGREE MURDER TRACY HOLMES
A South Surrey woman accused of killing her eight-yearold daughter last month made a brief video appearance in Surrey Provincial Court on Monday. Lisa Deanne Batstone, 41, spoke twice – once to confirm her identity and then to confirm that she understood her next court appearance had been set for Feb. 16.
Lisa Deanne Batstone
Her lawyer, Craig Sicotte, asked for the adjournment noting he is still waiting for “a large batch” of disclosures regarding the matter from the Crown. Batstone was arrested Dec. 10 and charged with second-degree murder after her daughter, Teagan – who had been attending Grade 3 at Rosemary Heights Elementary – was found deceased in the back of a car in a cul-de-sac just south of Crescent Road. The cause of death has not been disclosed. Jan. 5, the court heard that Batstone had been found fit to stand trial.

A man is in custody following an assault that police mistakenly believed was a shooting in Surrey Monday afternoon. Surrey RCMP say at about 1:30 p.m. Jan. 26 they received reports of a man threatening a woman with a gun in a home near 128 Street and 100 Avenue. When officers arrived, they found a woman injured inside the house. She was taken to hospital in serious condition and police have now determined she was assaulted, not shot. A man fled the scene on foot but was subsequently arrested. As of Monday afternoon, Mounties continued canvassing the neighbourhood and speaking with witnesses. Though early in the investigation, police believe the man and woman know each other.
Teen drives himself to hospital after being shot A 17-year-old is in hospital after he suffered multiple gunshot wounds Sunday night and apparently drove himself to hospital. Surrey RCMP say they received reports of shots fired in the 13000 block of 73 Avenue on Sunday (Jan. 25) at about 10:15 p.m. While officers found several bullet casings at the scene, they were initially unable to locate a victim. About 15 minutes later, police were informed a teen with several gunshot wounds had driven himself to
Surrey Memorial Hospital (SMH). As of Monday morning, he was listed in serious, but stable condition and had spoken briefly with investigators. Police say initial indications are that the shooting was targeted, not random. A dark van with a smashed out passenger-side window and blood on the driver’s seat was seen being towed from SMH. Surrey RCMP say they’re still trying to piece together exactly what happened and whether there was anyone else in the vehicle at the time of the shooting. No arrests have been made. Anyone with information about the incident is asked to contact Surrey RCMP at 604-599-0502 or to remain anonymous, Crime Stoppers at 1-800-222-8477 or www.solvecrime.ca

A pregnant woman and her toddler were taken to hospital after a collision Friday with a Delta Police cruiser. Delta Police Sgt. Sarah Swallow said an officer was responding to an assault call and was driving north on Scott Road when a car turned in front of him at 80 Avenue. The crash took place at about 3:30 p.m. The expectant mother and her three-yearold were taken to hospital as a precaution, as was the police officer, but were released without serious injury. Because a police officer was involved, the Independent Investigations Office (IIO) of B.C. was contacted, but will not be taking on the case as it does not fall under its investigative requirements.

Parole for mom who hired hitmen to kill ex ▶ LIZA BELCOURT LEAVES PRISON AFTER SERVING TIME FOR PLANNING MURDER SHEILA REYNOLDS
A Surrey woman who plotted to have her estranged ex-husband killed more than five years ago has been granted full parole. Liza Joylene Belcourt was convicted of conspiracy to commit murder in 2011 and sentenced to six years in jail for paying two men $10,000 to shoot her ex, Richard Noniewicz. The men she hired were found guilty of the same charge. It was 2009 when police told a shocked Noniewicz that Belcourt was planning to have him killed. The two had been together for about two-and-a-half years and have a son together. They were separated and in the midst of a bitter custody battle when the murder conspiracy was uncovered by Vancouver Police.

Fiery crash closes Highway 99 A man is dead following a dramatic truck crash and fire on Highway 99 in south Delta on Wednesday morning. The dump truck crash happened between the Massey Tunnel and Highway 17 and plumes of smoke could be seen coming from the truck as it burned on the highway median. Delta Police confirmed a person who appeared to be the driver died in the crash. Witnesses said Good Samaritans tried, unsuccessfully, to pull the driver from the fiery wreckage. Highway 99 was closed for most of Wednesday. Fire crews from
Richmond, New Westminster and Vancouver responded to
the incident, as many Delta firefighters were attending the funeral
of a colleague who was struck by a truck last week in Langley.

Crews need the room created by the new separation to set up new local connection lanes that are supposed to carry the one-third of bridge traffic that goes directly between Surrey and Coquitlam. Separating those local lanes from the other through lanes is expected to mean fewer problems merging with freeway traffic. Under the temporary configuration, the separated lanes will all rejoin just before the bridge itself. But the split in traffic flow before 152 Street will be permanent and officials want drivers to get used to deciding which stream to take. “We want to inform drivers that this is happening, that they’re going to have to make a decision when they reach the 152 Street interchange,” Johnson said. Separated lanes are expected to discourage weaving and other unsafe lane changes on the bridge deck. A similar lane split will go into effect on the eastbound approach to the bridge this spring. One consideration for some drivers will be getting the 25-per-cent HOV lane discount on tolls. Coquitlam-bound vehicles that take the right lanes after the split won’t be in position to get the HOV discount when they pass under the electronic tolling sensors. But Johnson said
HOV users headed west for Coquitlam can still stay in the left-most HOV lane until they’re past the tolling gantry and then change lanes on the bridge deck in time to make their exit.
▶ “We want to inform drivers that this is happening, that they’re going to have to make a decision when they reach the 152 Street interchange.” GREG JOHNSON
Westbound traffic coming up 152 Street that want the HOV discount need to instead use the HOV on-ramp at 156 Street. The bridge’s 10 lanes should all be open, with the local connection lanes in operation, by late spring or early summer. Some work will continue after that, Johnson said, but will mainly be to finish the project’s multiuser path. Asked if the permanent lane separations will restrict the ability of vehicles to flow around accidents when they happen, Johnson said the form and operation of the barriers are still being finalized.

raising tolls by more than the annual rate of inflation, which she said would drive even more motorists away. “The government has created a real albatross for everybody in B.C.,” she said. She said the Port Mann experience should be a cautionary tale but the province is plunging ahead with plans to build a new bridge to replace the Massey Tunnel. It’s widely expected to be tolled as well. “They could be going straight into it a second time,” Trevena said of the Massey bridge. “We haven’t seen any business plan for this. If they can’t make one
billion-dollar boondoggle work how are they going to justify another one?” New Westminster Mayor Jonathan Coté said too many motorists who don’t want to pay the Port Mann toll drive through his city. His proposed solution is to reduce the toll at the Port Mann and charge the same, lower amount at the Pattullo Bridge as well, even though work has not yet begun on its $1-billion replacement. “There would be less vehicles diverting off the highway network to the Pattullo Bridge and onto roads not designed for that purpose and you’d have more revenue generated and an ability to have a lower toll on the Port Mann Bridge,” Coté said. “Having a toll bridge and a free alternative three kilometres down the road is not very efficient from a transportation point of view.”

Fewer vehicles crossed the tolled Port Mann Bridge in 2014 than the previous year, but provincial government officials say the decline was expected and appears to have been temporary. The decrease in total traffic was 3.9 per cent, with 34.7 million crossings in 2014 compared to 36.1 million in 2013. Most bridge users enjoyed half-price tolls throughout 2013 due to an introductory discount offer that ended Jan. 1 2014 when full $3 tolls kicked in. Officials at the Transportation Investment Corp, which manages the new bridge, said they fully expected a dip in use in early 2014 as discounts ended and motorists tried free alternatives, such as the Pattullo Bridge. They also predicted drivers would eventually come back to the Port Mann for its time savings and say the latest counts now show that’s happening, albeit later than expected. December traffic over the bridge was up 2.6 per cent from the same month in 2013 and TI Corp. spokesman Greg Johnson said January traffic is up nearly five per cent. “Traffic on the bridge is now stable and growing,” he said. But the Crown corporation has downgraded its traffic growth forecast for the years ahead, now estimating it at 2.5 per cent per year. Johnston said an earlier growth forecast prepared before the recession of 2008-09 was much too ambitious. The TI Corp.’s current service plan, filed with the government before the declines of 2014, shows it assumed revenue growth of nearly 10 per cent in both 2015 and 2016. Even with that revenue estimate, Port Mann/Highway 1 debt was expected to rise to more than $3.6 billion by 2014 from an initial

construction cost of $3.3 billion. Johnston said the more conservative traffic growth expectations are now forcing TI Corp. to borrow more money than expected to fund operations over the next few years to offset lower revenue. He said the updated forecast still indicates TI Corp. will fully pay off the Port Mann/ Highway 1 project debt by 2050, as planned, with no taxpayer subsidies. TransLink’s tolled Golden Ears Bridge has also struggled to attract as many drivers as originally predicted. But the Golden Ears had an improved 2014, with traffic volume up six per cent instead of a projected two per cent, in part because of the implementation of full tolls at the Port Mann. NDP transportation critic Claire Trevena said she has serious doubts as to whether the bridge can be paid off on time without

Cross-border trips down ▶ LOONIE’S DECINE BLAMED ON NEARLY 25-PER-CENT DROP JEFF NAGEL
The number of Canadians heading south into the U.S. at Lower Mainland crossings was down sharply in December even before the latest plunge in the loonie took another bite out of B.C. residents’ purchasing power across the border. Canada Border Services Agency data shows the five crossings from Tsawwassen to Abbotsford recorded 19.6-per-cent fewer trips south by Canadians last month compared to a year earlier, when the Canadian dollar was still worth 94 cents U.S. Looking back two years,
YOUR HEALTH
southbound Canadian traffic is down 28 per cent from December of 2012, when the loonie was above par. It closed Friday at 80.7 cents U.S. The declines vary depending on location, but the drops were steepest at the Abbotsford-Huntingdon border crossing, which saw a drop for the month of nearly 30,000 Canadian trips or 24.7 per cent, and at the Douglas (Peace Arch) crossing, where the decrease was 71,500 trips, or 24.4 per cent. Add in similar declines at other crossings – 14.9 per cent at Pacific Highway, 15.6 per cent at Boundary Bay (Point Roberts) and 14.1 per cent at Aldergrove – and a total of 164,000 fewer Canadians crossed the border last month from a year earlier, or 258,000 fewer than in December of 2012.

Natural medicines are not altering the chemistry of our body and cause virtually no side effects.
It’s good news for Canadian retailers if B.C. residents spend more at home. But Washington State businesses in Whatcom County are watching the sinking loonie with growing alarm. “It’s definitely something we’re all watching and looking at,” Bellingham Chamber of Commerce president and CEO Guy Occhiogrosso said. He said retailers there were already noticing about a 10 per cent drop in sales in December and the latest declines in the Canadian dollar in January likely mean more decreases are coming. Occhiogrosso was surprised by drop in Canadian cross-border travel measured by the CBSA. “That’s really, really steep,” he said. “Everybody will be impacted with that sharp of a decline.”

Happy together
along. And then there’s the strange things that begin happening in the spooky farmhouse. The combination makes for a terrifying – and often ridiculous – whodunit that Surrey Little Theatre is bringing to stage in its current production of I’ll Be Back Before Midnight. The four-person comic thriller, written by Peter Colley and directed by Lower Mainland theatre veteran Rita Price, comes to the local stage Jan. 29 and continues until Feb. 21. Surrey’s Harry Pering takes centre stage as Greg, with Shannon Pedder at his side as wife Jan. Langley’s Joe Tenta is farmer George and Holly Zonneveld rounds out the cast as Laura. The show runs Thursdays to Saturdays at 8 p.m., with matinées Feb. 8 and 15 at 2 p.m. Half-price evenings are scheduled Jan. 29 and 30. The theatre is located at 7027 184 St. in Cloverdale. Tickets are available at www. brownpapertickets. com, or reserve at reservations@surreylittletheatre.com or by calling 604‐576-8451. Warning: the play may not be suitable for children. • Surrey Little Theatre is also holding auditions beginning this weekend for its spring production. Six roles for two women and four men ranging in age from 20 to 80 are sought for the production Truth and Reconciliation, by Etan Frankel. The play, which will run in April and May, will be directed by Alaina Holland and will be the theatre company’s entry into the Fraser Valley Zone festival. Auditions will be Feb. 1, 2 p.m. and Feb. 2, 7 p.m. at the theatre. For more information, visit www. surreylittle theatre.com or email mail4alaina@yahoo.ca

▶ SPORTS BRIEFS Softball City, Cloverdale Fury to host U21 westerns Some of the best under-21 softball players from throughout Western Canada will take to the fields at Softball City this summer. The South Surrey facility will host the 2015 U21 Men’s and Women’s Western Canadian Softball Championships, it was announced last week. The tournament will run Aug. 6-9, and the Cloverdale Fury U21 women’s team will be the event’s official host club. “Softball BC is very pleased to have the Cloverdale Fury represent BC as the host committee for this prestigious tournament,” said Jake Dewitt, president of the BC Amateur Softball Association. “The combination of our host team, along with our facility at Softball City, is sure to make this a memorable event.” Teams from all western provinces, as well as the Yukon and Northwest Territories, are eligible to compete. Cloverdale Fury organizing committee members are currently looking for volunteers to help with many aspects of the event. For information on the tournament, or to volunteer, email Merv Sandrel at merv@ballparksports. ca or call 604-5767865.
Eagles name Players of the Week Basketball players Samantha McPhail and Navdeep Brar of the Kwantlen Polytechnic University (KPU) Eagles have been named the Sheraton Vancouver Guildford Athletes of the Week. McPhail totaled 26 points and 32 rebounds in a pair of women’s games last weekend, including a double-double (18 points, 20 rebounds) in a 72-47 victory over the Langara Falcons. She is ranked 22nd in the CCAA (Canadian Colleges Athletic Association) with 105 rebounds in 12 games played. Brar, a first-year
Navdeep Brar forward, scored eight points and had nine rebounds while playing 40 minutes in a pair of losses with the men’s team. “Nav is showing a lot of maturity and is being more effective in the paint,” said head coach Vladimir Nikic. “He is becoming a very good shot blocker, an excellent rebounder, and we definitely need his defensive presence in order to be successful at this level.”
Avalanche win Paskall Memorial The Surrey Avalanche doubled the Surrey Wild 4-2 in the Midget C championship game of the Julie Paskall Memorial Christmas Tournament. The annual tournament for house teams has been hosted by the Surrey Minor Hockey Association for roughly 40 years over the holiday break, but this year was the first time it was played in memory of Julie Paskall, a hockey mom who died after being attacked outside the Newton Arena in December, 2013. “It was an honour to win this tournament, it always is,” said Avalanche head coach John Werring. “But
it was even more of an honour to win this one because it was in honour of Mrs. Paskall and her family.” Karanjot Sandhu and Terrin Kandola scored very early in the game for a 2-0 Avalanche lead, with the Wild answering with a goal from Ben Divin before the first period was over. Tamish Mand made it 3-1 for the Avalanche in the first minute of the second period, and again the Wild pulled to within one when Brandon Bains scored. Shaan Sandhu restored the two-goal Avalanche lead with the game’s final goal with 28 seconds left in the second period. Darshan Kalra had three assists for the Avalanche, with Mand and Divij Kalra adding one each. The Avalanche received excellent goaltending from netminder Ryan Austin and solid play from defenders Malik Dhaliwal, Harry Boparai, Jared Scheuer, Darshan Kalra and Makz Werring. Sandhu won the Most Valuable Player of the game award for the Avalanche.
Falcons clinch first The Surrey Falcons clinched first place in the Pacific Coast Amateur Hockey Association’s Female Bantam A standings Sunday with a 3-2 win over the North Shore Avalanche. The win left the Falcons with a 12-1-3 (won-lost-tied) record, one point up on the Richmond Ravens in the five-team league. The Falcons, the
defending provincial champions, play their first playoff game tonight (Thursday).
Scorse fourth in Boston Emily Scorse placed fourth in the Pro Bikini Tall category at the WNBF (World Natural Bodybuilding Federation) championships in Boston last November. The Surrey native also won a cash award for Best Stage Presence. Last summer, Scorse placed first in her class at a NBF (International Natural Bodybuilding Federation) competition held in Vancouver.
SGS coach nominated by Sport BC John Carroll is among the nominees in Sport BC’s Athlete of the Year awards. The competitive program director at the Surrey Gymnastics Society (SGS), Carroll is one of three finalists in the Official of the Year category. The 49th annual Athlete of the Year Award Ceremony and Gala is set for Thursday, March 12 in Vancouver, where winners in 18 categories will be announced.

▶ MAJOR MIDGET TEAM WINS 3-2, LOSES 2-1 AGAINST FIRST PLACE TEAM RICK KUPCHUK
Over the past two weekends, the Valley West Hawks have shown they are capable of keeping pace with the top teams in the BC Hockey Major Midget League (MML). Last weekend at the MML’s Showcase Weekend in Richmond, the fifth-place Hawks faced off against the league-leading Cariboo Cougars and earned a split. Valley West won 3-2 Saturday afternoon, then lost a 2-1 decision Sunday morning to fall to 15-9-6 (wonlost-tied) with 10 games remaining. The Cougars are at 26-5-1. “A pair of low scor-
ing, one-goal games was hardly indicative of the end to end, intense play,” said Hawks head coach Jessie Leung. “It truly spoke to the parity at the top of standings where either team could have won either game with a bounce here or there.” Valley West earned a loss and a win against the Vancouver Giants the previous weekend, giving the defending provincial champions a tough test in both games. “I think we proved to ourselves over these last two weeks that we are as good as any team in our league,” added Leung. “We could just as easily be 4-0-0 in our last four rather than 1-2-1.” The Hawks rallied in the third period for the win Saturday. Langley’s James Malm put Valley West up 1-0 13 minutes
Matt Barberis (right) of the Valley West Hawks had three assists in a 3-2 win Saturday over the Cariboo Cougars in Richmond. BOAZ JOSEPH into the second period, but a pair of powerplay goals had the Cougars up 2-1 after 40 minutes. The Hawks tied the game five minutes into the third period, with Daniel Watson

The Mystery of Low Gasoline Prices
THE ROAD RULES www.roadrules.ca
Cedric Hughes

he complex reasons for our current low gas prices relate directly to Canada’s economic health and to our national security. Recent events have prompted identification of three such reasons. Early last week (January 21, 2015), the West Texas Intermediate oil price benchmark dropped to US $46.39 per barrel, less than half the price WTI traded for six months ago. This development was duly noted at oil and gas conference underway at the same time in Calgary presented by the Conference Board of Canada. Attendee Edward Morse, the global head of commodities at Citigroup said: “The largest refining market in the world, the U.S. market, has been depriving OPEC countries … incrementally, and perhaps on an accelerated basis, of their largest market... Slightly more than 10 years ago, the U.S. and Canada imported more than 2.6 million barrels of crude per day. Today [they] … are importing roughly 300,000 barrels per day from outside of North America. As a result, Saudi Arabia is keen to flood the market with oil and keep prices low, thereby forcing U.S. and Canadian players to cut their production. The result would be the Saudis and OPEC regaining market share at North American refineries.” In summation,
Mr. Morse added: “It will be a big sweat before it’s all over.” At the end of the same week, the death of the Saudi King and the seizure of control of the government of Yemen through force of arms by rebels have highlighted the extent to which Saudi oil pricing policy may also have other effects. In a syndicated article dated January 26, 2015, Charles Krauthammer of the Washington Post Writers Group explains that, with the fall of Yemen, Iran has effectively secured a “pincer-like” grip over the Arabian peninsula and that consequently the Saudis, “are fighting back the only way they can — with massive production of oil at a time of oversupply and collapsing prices, placing enormous economic pressure on Iran. It needs $136 oil to maintain its budget. The price is today below $50.” As the newspaper National Post noted recently, “Western Europe, the Americas, Japan, and Australasia (have been given) a $1 trillion Christmas gift in the reduced world oil price…” All of this is having at least a momentary effect on the way we live. A road trip or a Sunday drive may suddenly be an affordable outing for many people. The question remains, however: how long will the price reduction last? Is this just a temporary anomaly, or is this the way it will be for some time to come? Whatever the answer turns out to be – and it seems there is no way of predicting anything in this regard – the movement towards production of motor vehicles powered by non-traditional means, should and will continue. …by Cedric Hughes, Barrister & Solicitor with regular weekly contributions from Leslie McGuffin, LL.B.

defenceman Matt Barberis past the Cougars netminder. For Barberis, it was his third assist of the game. All the scoring Sunday came in the second period. The Cougars struck for two goals in a three-minute span midway through the session, then Semiahmoo defender Ian Ross cut into the Cariboo lead with his fourth goal of the season six minutes before the second intermission. “Bad luck on a few plays and a very tough opponent kept us from another two points,” said Leung. “If we play every game for the rest of the season like we did these two we will win far more than we lose.” The Hawks will play twice against the 12-14-4 Fraser Valley Thunderbirds next weekend, traveling to Abbotsford on Saturday then playing at home at 11 a.m. at the Langley Events Centre on Sunday morning. ICE CHIPS: Malm extended his lead atop the MML scoring race. He now has 19 goals and 54 points, four more points than Austin Gray of the Cougars. Barberis continues to lead all defencemen in scoring with 40 points, and is tied for 10th overall. With nine goals and 31 assists, Barberis is the only defenceman among the top 25 scorers. Josh Bruce, 16, played his first-ever MML game in Saturday’s win. On Sunday, the Hawks had all their regulars in the lineup for just the second time this season.

By the way, British Columbians will soon be able to lease a Hyundai Tucson Fuel Cell, with a similar powertrain and a reported range of 425 kms. Subaru VIZIV2 The Subaru concept crossover utility hybrid shown is a four-door version of a previously revealed two-door. Get this: Subaru says its “athletic, rugged shape of the sides seem designed in the image of a muscular NHL defenceman, and the fenders flare in a sturdy style.” Ahem. Looks like it came out of the Nissan/Infiniti design studios, and that’s not a criticism. Toyota FT1 Toyota was all about the roar of the engines in Montreal, which certainly pleased the gathered Quebec auto journos, who to a man/woman always appear to be race crazy to me (Given the market reality in Quebec, that doesn’t appear to be reflected in car buyer choices). Nevertheless, most would surely enjoy the sleek lines of the Toyota FT-1, designed to be at home on the track and a heck of a ticket magnet on the highway. Up next is the Toronto Show, which takes the name The Canadian International Auto Show. Bite your lip, Morgan. The Calgary show follows, then the new-look, re-imagined Vancouver International Auto Show debuts March 24-29.

Fourth-year history student Nikki Layson is Simon Fraser University’s 2014 Student Entrepreneur of the Year. Layson won the distinction for his role as part of a collaborative team behind UMI (Urinary Metabolite Indicator), a device that uses metabolites found in the body to help prevent muscle injury. The UMI team, whose members are from across Canada – B.C., Alberta, Nunavut and Ontario – came together at the June 2014 U.S. Embassy Startup Weekend, where Layson was among participants. He says: “After 56 hours of working together over the weekend, we turned an idea into a viable business.” A research team at the University of Alberta and the National High Field Nuclear Magnetic Resonance Centre (NANUC) is developing UMI’s technology. Layson’s role is to market its potential. The group’s goal is to design a test to allow both professional and amateur athletes to remain at their peak level of performance, and limit injuries associated with training. Others finalists include second-place finisher BuzzIt, a hyper-local messaging app, the People’s Choice winner Gorshee Academy, a tutoring service for students in China and Lighting Geek Entertainment, an e-commerce business specializing in entertainment lighting products. Layson netted $2,500 for his business from event sponsor GradusOne, while Buzzit and Gorshee Academy received $1,000 and $500 respectively for their achievements.

He just finished a semester in the Change Lab, a joint course run by SFU’s Beedie School of Business and Faculty of Environment, which focused on Sustainable Innovation and Entrepreneurship in the False Creek flats area of Vancouver. Layson is next eyeing the Grenoble Ecole de Management (GEM) – Beedie School of Business joint semester, which will have a focus in social entrepreneurship, as well as Enactus Canada’s Student Entrepreneur National Competition in 2015.
