Hunters turned out in force Saturday to protest the share of wildlife licences between those who hunt for their own use, and outfitters who guide tourists. They came in camouflage. They brought their kids in strollers and their dogs on leash. They were a sedate and orderly assembly as they walked from a shopping mall parking lot on Old Okanagan Highway to the constituency office of Christy Clark, the Premier of B.C., in downtown West Kelowna. They were there to sign a petition and deliver letters to the premier, protesting the allocation of hunting licences between local hunters and professional guide-outfitters. Sean Richardson, head of the Oceola Fish and Game Club, was an organizer of the march. Soon after he called for a peaceful march, a minor scuffle ensued as a hunter knocked a sign out of the hands of a woman protesting all hunting, and tore it in pieces. Two placard-holders were there to protest hunting of any kind. “Shoot animals with a camera not a gun” read one sign. “How about no licences no death” read another. “I’m a Canadian,” the woman said, “and I have a right to be here.” Richardson echoed that sentiment, saying all voices were welcome. “Allocation is a big issue that’s facing resident hunters,” Richardson said to the assembly
later estimated at 500. Richardson reminded the hunters they were there to sign a petition and deliver it, along with their own personal letters to the premier. “I think that you’re here because you don’t think that 20 to 40 per cent of our harvestable surplus of wildlife should be going to people from other countries.” Richardson said townhall meetings throughout the province had led to letter writing and now public marches in support of resident hunters getting a bigger share of the licence allocation. “A lot of you wrote letters to Christy Clark. How many of you got a response?” he asked. No one there could say they had, but Richardson told of one response, from a Clark staffer, that the matter should be taken up with Minister of Forests, Lands and Natur-

she didn’t get it because today we are going to put it in a mail box right in front of her office.” Richardson said the march was to accomplish three things. The first was to have a large turnout so the politicians would see the number of voters involved. The second part was the letters. “It is very important that we are polite and professional and leave West Kelowna cleaner than we found it.” Third was to sign the petition. Two politicians were on hand. Katrine Conroy, MLA-Kootenay West, gave her support as someone who came from a hunting and fishing family. Dan Brooks, of the B.C. Conservative Party, said he had been a guide-outfitter until two years ago. “I can tell you that the Guide-Outfitters Association (GOABC) has not been honest with you,” Brooks said. “I have been an outfitter since 1999. I have not outfitted for the last two years.” He called the outfitters association “an elitist bunch of snobs. They are determined to win this allocation fight with money and lobbying instead of honest conservation and values.” A small army of orange-vested men helped shepherd the group along Highway 97 toward the Premier’s office. Rail line purchase in budget
Lake Country is looking at a 3.13 per cent tax increase in the 2015 operating budget which includes a 1.76 per cent increase should the Alternative Approval Process to purchase the CN Rail corridor allow the district to borrow $2.6 million for the rail line. Lake Country council held three budget meetings this year and passed the tax hike, which equates to approximately $50.66 on an average single-family home assessed at $492,000. “We keep trying to do those things that need doing like fixing up roads when we can so we have some major projects in areas where we can make walking safer and make connections through the community better,” said Lake Country mayor James Baker. The district’s total operating budget for 2015 is $19.3 million. The total capital spending forecast is $9.5million ($4.8 million in new capital projects and $4.7 in carry forward projects). The capital projects are the big ticket items or assets that are typically long-term in nature such as land, buildings, roads, pipes and large equipment. Q: I had some dental work completed back east a few years ago. Now there is a problem with one of the teeth, and the dentist here who examined me was asking a slew of questions I had no answers for surrounding this treatment. Shouldn't the original dentist have explained it to me? You've hit on one of the ongoing communications issues in a A: modern dental office. We have patients surprised when we show them close up images of work that is needed, because they were expecting the 'early warning signs' which didn't materialize. As we age, the nerves involved frequently become less sensitive in some cases a tooth is totally gone with little or no discomfort.

Prize money will go a long way to achieving a new food bank building KEVIN PARNELL Construction on a new building for the Lake Country Food Bank is expected to begin this year after a $100,000 contest victory gave the Rotary Club of Lake Country a huge boost in its efforts to raise enough money for the building. However, the project is still in need of about $200,000 to get the building to completion. “This was a huge boost at this point in time,” said Rotary Club president Bob Rymarchuk of the $100,000 grand prize win in the Aviva online contest. “Are we totally there yet? No. It’s just pushed us to a level
that we are fairly confident we can now go out and complete the project. This is a great confidence boost and gives us credibility with other organizations. We can say we have $175,000 in donations and $100,000 from Aviva. We’re for real. There are still things we need to overcome but our impetus is yes, (construction will begin) this year.” Along with what is now $275,000 in donations and the Aviva win combined, the group also has the land donation to build the new food bank in Lake Country next door to the seniors centre and beside the Winfield Arena and curling rink. The group also plans
to meet this week with Okanagan College to try and iron out the details of the college’s planned participation with trades’ students helping with construction. Last week, when the Aviva Community Fund announced its winners, it was the culmination of more than a year of work by the Rotary club and its volunteers to hear the Lake Country food bank project named as a winner. The group had thought about applying for the online contest a year ago, but decided to wait until the 2014-15 contest, putting together a solid plan to show how far along the project was and what kind of community support there
was in Lake Country. “We were pretty confident all the way along through the process with Aviva,” said Rymarchuk. “Our planning was so much more advanced than a lot of the people that applied. Now that we have gotten this grant there is a process we are going to have to go through to fulfill their requirements. They need to see things are progressing and we have community support.” Design plans for the building have already been done and show a 2,600 square foot building constructed to allow for a comfortable and modern approach to food assistance. Food bank manager
Phyllis MacPherson, who has seen the food bank operate in several different locations during her time with the organization, was thrilled the community won the Avivia contest and excited about the future of the food bank. “This is fantastic news,” said MacPherson. “I can hardly wait. This is going to be something else because it is time. That building (the current location) is falling down around our ears and where would we go? There is not another decent place for us to go. for proper planning for recreation areas. “We need to consolidate some of the strategic aspects of what we are going to do with our parks,” said Baker. “We’ve been needing one for some time. We were throwing money here there and everywhere
without a plan.” Also approved after the three budget meetings were the following: • No increase to the sewer user rates and a $50 increase to the sewer parcel tax • No increase or reduction to garbage and recycling fees
• No additional increase to the Lake Country water rates above what was previously approved • Some operational increases—especially in the areas of snow clearing, parks maintenance and environmental protection.
Lake Country council has decided not to budget for a request for financial backing for a new Lake Country Food Bank building. The Rotary Club of Lake Country appeared before Lake Country council and requested financial backing of about $250,000 as a way to guarantee a new food bank project could be completed. And while district councillors opted not to add the project to its budget, Rotary Club project director Bob Rymarchuk said it wasn’t surprising and he feels the district will support the project in other ways. “We weren’t actually that surprised they didn’t include it in the budget because the implications of doing that would have meant it would have to be included in taxes,” said Rymarchuk. “We’re still working with the district as to how we are going to make this all happen. It’s not that they have said they aren’t going to support it. We kind of knew we’re going to have to keep working at this as to how we can come up with a solution.” Lake Country Mayor James Baker said while the food bank project will ultimately help the community, councillors felt they didn’t have a clear enough picture of where the project was at to make a decision, noting the request for financial backing came before it was announced the group had won $100,000 in the Aviva online contest. And while the new building will become
a municipally-owned building when it is complete, Baker said partnerships between municipalities and food banks are not that common. “In terms of the municipality taking on social (services) activities we keep complaining that there is more and more downloading of provincial and federal issues ending up in local government areas when we would prefer it be dealt with by the federal or provincial government,” said Baker. “We will have to see what their shortfall is or whatever they think they need and council will have to make a decision when we see the figures.” The project remains about $200,000 short of its ultimate goal although Rymarchuk says once the community sees the project moving ahead with construction he thinks the final pieces will fall into place, from either grants, the public or the local government. “We’re confident we have the support (from the municipality) we just have to work towards figuring out how we make it happen,” he said. “The more funding we can find from outside sources the less we have to rely on the taxpayers of the district. Ideally we would like not to have to put a load on the taxpayers. If we can accomplish it that way, that was the original plan.” Plans for the new food bank include extra office space that could be leased to a business with rental income offsetting the costs of operation of the building.

Teachers adapting, but not union T he B.C. education ministry put on a forum on the future of education last week, bringing together public and private school leaders with experts from around the world. I watched the proceedings via webcast from the Wosk Centre for Dialogue in Vancouver, which gives you a hint about the forces pressing in on our century-old industrial model of schooling. First up was Andreas Schleicher, on video link from his office in Paris, where he is director of education and skills for the Organization for Economic Co-operation and Development. He began with the international problem of people coming out of university who can’t find jobs, amid a skills shortage. Schleicher said this is happening today because, “it’s not what you know but what you can do with what you know.”

Tom Fletcher Some education systems are adapting better than others as the value of merely passing on facts has declined. He said these days, almost any student can pass any multiple-choice test if they have a smartphone. The question for parents is what to do “if you want your child to be smarter than a smartphone.” The OECD runs international testing that consistently ranks B.C. and Canada among the best schools in the world, and Schleicher described how that testing has evolved to keep up.
But our progress in the past 10 years has tended to be slower than some Asian countries, despite B.C. being on the “high end of investment” in education. He warned against the trap of the industrial school model, “pouring money in” to “do more of the same.” Some of the best results emerging from a decade of digitally-driven globalization have been achieved through innovations that were financed through bigger class sizes, Schleicher said. This was too much for one B.C. Teachers’ Federation representative in the audience, who introduced herself as someone who spent the last transformational decade working for the union, not in a classroom. She disputed the OECD’s financial calculations, lecturing some of the world’s top economists that based on “spending power,” B.C. schools are cash starved. She followed this with
the laundry list of BCTF demands that hasn’t changed in 40 years – smaller classes, more prep time, more money. The keynote speaker was Yong Zhao, University of Oregon professor of educational measurement, who gave a highly entertaining critique of standardized testing and creativity-crushing drills of the basics. (You can find a video archive at www.bcedplan.ca.) Yong sparked a lively discussion about the need for foundation skills, which he and others agreed remain vital to success. The issue seems to be how to instil those basics while avoiding the disengagement of students who see school as irrelevant to their lives. Education Minister Peter Fassbender announced at the forum that the province is about to unveil new curriculum that moves toward individual learning for all students. And he said there will be a series of
experiments conducted at yet-to-be-identified B.C. schools to pioneer new models of learning. BCTF president Jim Iker sat stoically through the proceedings, where speakers described integrating community groups and businesses directly with schools. That’s underway here, with trades training in particular. Iker’s record on adaptation is clear from his own career. The only school where he actually taught was in the northwest B.C. village of Topley, and it closed in 2010 due to a long-term decline in rural students. By 2001 Iker had left the classroom to work for the Burns Lake teacher union local, which the BCTF continues to staff eight years after that school district and others disappeared through amalgamation. They locked the door on everyone.’” Mexican author Don Miguel Ruiz wrote a book called The Four Agreements (heavily influenced, I understand, by the writings of Carlos Castenada). His “agree5ments” form bits of simple advice: 1. Be impeccable with your word. 2. Don’t take anything personally. 3. Don’t make assumptions.
4. Always do your best. Ruiz amplified the second point, about taking things personally: “Nothing others do is because of you. What others say and do is a projection of their own reality, their own dream. When you are immune to the opinions and actions of others, you won’t be the victim of needless suffering.” I suspect every pastor has to learn that lesson—or leave the ministry in despair. The blast against feminine terms for God is not so much
about theology as about deposing the matriarch who rules the kitchen. The broadside against soup lunches goes back to someone deciding not to use Granny’s silver tea set anymore. The attack on a stewardship program started with a disagreement over polyester choir gowns. The nastiest attacks, in other words, come from those who have taken things too personally. It’s not about you, it’s about them. I wonder if that helps
to explain the hostility directed at Jesus, for example. He demonstrated a better way to live. The privileged and powerful took it personally. But that shouldn’t let you—or me—shrug off all criticism. Sometimes we need to take things personally. If we have failed to do our homework. If we have shown bias or partiality. If we have cheated, manipulated agendas for our own benefit. If, in other words, we have fallen short on
Ruiz’s other three agreements then it is probably time for what Alcoholics Anonymous calls “a rigorous personal inventory,” whether one is the attacker or the attackee. But if that inventory reveals that we have lived up to our own ideals, then Don Miguel Ruiz’s advice applies: It’s not about you. Don’t take it personally. Lake Country chief administrator gives his perspective on budget This is the unedited blog of Alberto De Feo, chief administrative officer for the District of Lake Country.
Lake Country 2015 Budget Approved January 30, 2015 Council held three budget meetings and approved the 2015 Annual Budget on January 29th. The budget reflects the direction set out by Council through the funding of priorities that were adopted in December after the municipal election. In a nutshell, the process goes somewhat like this: Council sets its priorities and directs staff to produce a budget based on those priorities; staff then prepares a budget including those priorities and prepares a list of projects based on a number of technical criteria and existing plans (for instance, the water infra-
structure projects follow a schedule recommended by the Water Advisory Committee and approved by Council as part of the Water Master Plan, which was adopted in 2012). Finally, recommendations are submitted to Council for discussion and possible adoption. This year, all the priorities set out to be initiated or completed in 2015 have been included in the budget and approved. They total just in excess of $3 million and they include the acquisition of the CN Rail Corridor. But let us review the main points of the 2015 budget.
WATER FUND
There are three main funds that make up the whole municipal budget in Lake Country. The Water Fund, which is based on water user fees, deals with water operations and infrastructure, such as water quality, pumps, water lines, etc. Water infrastructure
Alberto De Feo costs are based on a 20Year Water Master Plan which was approved in 2012. The same plan provides for the financial wherewithal to fund any water projects. So from a revenue perspective, the plan was approved with an annual $50 increase for five years (2013, 2014, 2015, 2016, and 2017). The main project that was approved by Council is the second phase of Universal Metering for a total of $1.5 million. The first phase was completed last year and provided metering for agricultural properties. This year, the program focuses mostly on

residential properties not previously metered. The third and final phase will be initiated and completed in 2016 with two thirds of the funds likely coming from the Building Canada fund – a grant program with moneys provided by both the federal and provincial government. Council also approved an annualized expense of $20,000 for the cleaning of Vernon Creek.
SEWER FUND
The Sewer Fund draws its revenues from three sources: a parcel tax, which affects those who have access to a sewer line; a user fee, which is charged to all those who are connected to the municipal sewer system; and an environmental levy, which is applied to all taxpayers. These three sources of revenue have not been updated for almost twenty years. We were hoping to have the Liquid Waste Management Plan (similar to the Water Master Plan) completed in order to establish proper levels of funding for infrastructure renewal but the
Ministry of Environment has made some changes to the draft plan that need to be reviewed by the District. We are hoping to have the plan completed and approved this year. In the meantime, however, there are some projects that need attention and so Council decided to increase the sewer parcel tax of $50 this year. The first project that the District is targeting for 2016 is the replacement of the Seymour and Clement lift stations. This project will solve some capacity needs and odour issues that have been on our radar for some time. An additional annualized expense of $20,000 was approved by Council to ensure the proper replacement of sand needed in the sewer rapid infiltration basins as part of the Waste Water Treatment Plant operations.
GENERAL FUND
Finally the General Fund is the catchall fund where all the other expenses are captured (Fire Protection, Policing, Public Works, Parks, etc.). This year, Council is dealing with
some minor operational increases in the areas of public works (specifically snow clearing and dust control), and parks and facilities maintenance. In addition, the strategic priorities projects total just in excess of $3 million and additionally, there are other important projects to be completed as well such as the replacement of the Arena ice sheet ($1.5 million) and road upgrades in conjunction with water upgrades at The Lakes ($350,000 for roads and $1.15 million for water). In order to balance the budget, which is mandated by local government legislation, Council needs to offset operational increases and cost of projects in the General Fund with new growth (new taxation coming from new homes and buildings, including improvements to existing buildings), which this year is $203,000 and a tax increase. This year Council decided for a 3.13% tax increase which in dollars is $10.29 for every $100,000 of assessed value. The average home in Lake Country is valued at $492,000 so
the total increase to that home is $50.66. ••• I would be remiss if I did not mention the financing of the CN Rail corridor. I have read many different interpretations and numbers in the papers. An article on Castanet stated that the budget did not include the cost of the corridor. This implies that our taxpayers would be on the hook for more than what I have just written. In a letter to the Daily Courier, a reader wrote that Lake Country tax increase will be five point forty four percent with an additional two percent because of the rail purchase. I am not sure where those numbers or assumptions come from. The reality is that Council has approved its 2015 budget which includes the purchase of the Rail Corridor and at a tax increase of 3.13% all other expenses included. I invite you to check with our Chief Financial Officer who will be happy to show you the budget.
Hired Equipment Registration Okanagan Shuswap District
The Okanagan Shuswap District of the Ministry of Transportation and Infrastructure is creating its list of registered Equipment for Hire for the fiscal year of 2015/2016, which begins April 1, 2015. This district geographically covers the area from the United States border, east to Osoyoos, west of Princeton and north of Salmon Arm. All individuals or companies registered in 2014 will have received invitations by mail to re‑register hired equipment for 2015. If you have new equipment to be added to your profile, you can register online at www.bcbid.ca or contact the District Office in Kelowna to obtain the appropriate forms. Any individuals who were not registered in 2014, but wish to have equipment listed are hereby invited to contact the District Office, either in person or by phone, to obtain the appropriate registration forms. Note that while you do not need to have Commercial (Comprehensive) General Liability Insurance or up‑to‑date WorkSafe BC coverage to register, you will have to meet these requirements prior to working on any ministry projects. Only owned or lease‑to‑own equipment is eligible for registration. Equipment may only be registered in one area in any given year. Seniority is not transferable from area to area.

CO Foundation helps community blossom BARRY GERDING
“This is the best job I’ve ever had and the future looks bright.” So says Bruce Davies, executive director of the Central Okanagan Foundation. He says these are exciting times for the foundation. The endowment fund has experienced tremendous financial growth thanks to wise investment decisions over the past three years. As a result, for the first time in its history the foundation is looking at multiyear grants being available to applicants and three times more grant money compared to previous years. “There is a great deal of satisfaction for me personally about how the foundation is able to make a difference to many in our community,” Davies said. “These are exciting times for our foundation and our community, and we have a great team of staff and volunteer supporters behind us.” In financial terms, the foundation was started with an initial endowment of $80,000 back in 1977, as 16 donors each contributed $5,000. The endowment fund has grown and now has assets valued at more than $27 million. The COF is one of 51 community foundations in B.C., the largest rep-
resentation of any province in the Canada-wide total of 191. Davies said the history behind community foundations is relatively new, with the first created in Cleveland a century ago. The first one in Canada started in Winnipeg in the 1920s. “I think part of the success behind the number of community foundations in B.C. was the success of the Vancouver Foundation, the largest endowment fund in Canada,” Davies said. “I think that success carried over to other communities, and the Vancouver Foundation has also helped to promote the establishment of similar foundations around the province, so that has been very helpful.” The story behind the COF began with a group of initial investors with a common belief—caring about the needs of residents of their community, in perpetuity. In the early 1970s, the Social Planning Council of Kelowna recognized that there was a shortage of funding to help address the needs that their inquiries exposed. A three-person committee was formed comprised of Ish Holmes, Frank Williams and the originator of the idea for a foundation here, Lionel Wace. The three-man com-

mittee first approached Jake Peters, their friend and local council member, and a person known to support worthy causes. When the idea was shared with Peters, the three were astounded to have him so readily agree to contribute the first $5,000 with Naramata Centre as the beneficiary. The committee concluded that a “pool” of funds was essential with the use of as much of the income as possible left to the discretion of the directors of the new foundation for allocation.
Dick Stewart, also on council at the time and member of a long established Kelowna family, agreed to establish a family fund and to give leadership and vital assistance in the raising of the “pool” of funds. Stewart was to become the first president of the COF and served in that position for the foundation’s first nine formative years until 1986, by which time the assets had grown to $537,297. Davies said those initial contributors behind the formation of the COF showed considerable foresight for how the growth of that initial endowment start-up could benefit community groups for years to come, with that impact widening as the fund grew. In 2014, the COF handed out grants totaling more than $700,000, and has distributed more than $7 million in its history. Today, the COF also administers grant initiatives for the City of Kelowna, this past year overseeing the distrubution of more than $250,000. Like its counterparts across Canada, the foundation faces the ongoing challenge of maintaining a high profile in its communities, and through that provide a vehicle to make endowment investments that will percolate down to worthy local groups for years to come.

It’s an untapped market.” Ballingall said the price of airfare from Toronto to Kelowna was pricing Big White out of the ability to offer ski packages at rates that tourists would jump at, saying it was more expensive to fly to Kelowna and access Big White than many of the other major ski resorts in North America. “The market conditions forced us to look into this,” he said. “When we looked at this we found we were one of the most expensive city’s

If we wanted to win our market share we had to do something different.” The resorts partnered with NewLeaf to provide the travel packages and Kelowna-based Flair Airlines, an air charter service with five Boeing 737 jets in its fleet. Ballingall, who is also the chair of the Thompson Okanagan Tourism Association says in just nine days of offering the packages sales have been brisk and the program is a success. He says they hope to offer more charters around the holidays and expand it to include other sectors of the tourism industry. “Skiing will test this out but it it works for skiing why wouldn’t it work for wine or golf or mountain biking,” he said. “This is about getting better air service into the Okanagan Valley.” @KP_media1

With Kelowna’s deal to buy Rutland Centennial Park from the Rutland Park Society set to close next week, the focus for the society is shifting to the future of the Rutland Centennial Hall. The hall, which the society kept as part of its $800,000 deal with the city, will see the money paid for the park spent on improvements to the hall, including realigning its entrance to face what will become known as Roxby Plaza on its south side. The hall’s existing non-descript main entrance is currently facing the north side of the park. But with city plans to create a plaza out of what is now a parking lot— curiously called Roxby Park—society officials felt a new orientation for the hall was in order. The plaza is to become home to an outdoor community market for Rutland, which will incorporate the existing flea market that currently calls the community hall home, as well as add arts, crafts and food.
Laurel D’Andrea, public relations director for the society, said the plan is to start the market off with a “soft” launch in March, with the market inside the hall and then a large official opening for the outdoor market April 5 in Roxby Plaza. Being the Easter weekend and following on the success of the inaugural event last year, a second annual community Easter egg hunt is also being planned for the park that weekend. Prior to plans being finalized for the re-alignment of the entrance and other initial improvements, D’Andrea said a committee will be struck by the park society’s executive to gather public input about how the hall should be improved.
She said anyone with a “vested interest” in Rutland—whether they are members of the society or not—is welcome to apply to join the committee. “We want to hear their ideas,” she said. In addition, the city also plans to hold a public information session Feb. 18, 4:30 to 7:30 p.m. at the community hall, to share its plans for initial improvements to the park. Late last year, three possible plans for park improvements were unveiled to the public at open houses, with the one featuring soccer fields, pickleball courts, walking trails and other amenities being the most popular. The city has budgeted the first $400,000 of
the cost to improve the park and says it plans to spend a great deal more to bring it up to the standard of other major city parks in future years. For years, the park has deteriorated under the ownership of the society, which has repeatedly said it does not have the money to adequately maintain the hall and the park. Given that the park is rarely used and thus does not generate much revenue, the prospect of raising enough money to improve it was slim. That’s why the society says it made the deal with the city. D’Andrea, who is also the executive director of the Uptown Rutland Business Association, said the connection between the business community and the park society is a good one because both will benefit from improvements to the park and the hall. “Rutland really does not have a centre,” she
said. “We are hoping this will become that centre.” She said there are a lot of “naysayers” both in the Rutland area and elsewhere in the city who have little good to say about Rutland. But D’Andrea said she and her fellow park society directors care about the community and want to create a hub that Rutland can be proud of. In addition, another colourful initiative in Rutland is also set to kick off in the spring, aimed at improving the image of vacant commercial spaces in the area. The Art in Empty Spaces programs will feature commissioned art works depicting Rutland history hung in the windows of vacant commercial buildings throughout the community. Initiated by URBA, the Art in Empty Spaces program will call for the art to be sold with a 20 per cent commission go-

Elite chefs revel in the kitchen JEAN RUSSELL The Canadian Culinary Championships return to the Okanagan Feb. 6 and 7 when a new top chef for the nation will be chosen. Chefs across the country have competed locally to take part in this sold-out Gold Medal Plate competition. They will have locally sourced food and some of the finest products to work with. Combined with the Okanagan’s and Canada’s renowned wines, spirits and beers, a culinary extravaganza is sure to ensue. Kristian Eligh, representing B.C. from Hawksworth Restaurant in Vancouver, is young and enthusiastic. Having taken his initial training on Vancouver Island, he developed
his skills and style at Market by Jean-Georges, Shangri-La Hotel, and Diva in Vancouver as well as spent time in some of North America’s leading restaurants in Chicago, New York and Charleston, South Carolina. All of these experiences influenced Eligh toward light and compelling flavour profiles. Avoiding the heaviness of dairy, he develops “flavour addiction” using the acidic tang of citric fruits with a kick of chili now and then to grab a diner’s attention. Of course, Canadian-sourced produce is key, from West Coast crab to East Coast lobster. The Gold Plate competition has three elements. Number one is the Mystery Wine Pair-

ing, where an important element is to keep to a budget. Silly expensive is not on the menu. The 11 competing chefs “run around gathering ingredients to cook that day,” Eligh said. Here’s where he has “my only leg up on the competition.” While most of the chefs are new to Kelowna, Eligh has been coming here since he was a kid, mostly to go skiing. Although he doesn’t know each farm and market intimately, he knows local chefs and has made the most of that camaraderie. The second part is a “quick fire” Black Box Competition of ingredients. “There’s a certain amount of food that has to be prepared in a very precise time,” he said. Finally, there is the
Grand Finale on Saturday night, Feb. 7, at the Delta Grand Hotel. “This is your signature dish for 650 people paired with a beverage,” Eligh said. “I will stay true to what we do at (Hawksworth).” Used to the stress of the kitchen, being in competition won’t stop the chefs from having a great time together. “I know four others (in the competition),” he said. They are the new guard—the rising stars on the culinary scene. Founded in 2003, the goal of Gold Medal Plates is to raise substantial funds for Canada’s high performance athletes, while celebrating Canadian excellence. The competition has since generated $9.5 million for Canada’s Olympic athletes.

Local events shine light on Okanagan’s multiculturalism
The Intercultural Society of the Central Okanagan (ISCO) will receive funding of $25,100 through the federal government’s Building Communities Through Arts and Heritage program to present the 11th edition of Global Citizen Kelowna. Pursuant to Section 40 of the Community Charter, notice is hereby given that the Council of the District of Lake Country proposes to consider adoption of Road Closure and Removal of Highway Dedication Bylaw 910, 2014 at a regular meeting to be held Tuesday February 17, 2015 commencing at 7:00pm. Bylaw 910, 2014 authorizes the District to permanently close and remove the highway dedication of portions of the South end of Northview Place in Lake Country. Persons who consider they are affected by the bylaw may make representation to Council by way or written submissions prior to the meeting or by presentation at the meeting. Further, Section 26 of the Community Charter permits a municipality to dispose of land or improvements provided notice is given to the public. It is the intention of the District of Lake Country to transfer title of the closed road portion referred to in Bylaw 910, 2014 to the owners to incorporate 497.4m2 of highway dedication into the proposed subdivision.
