Core review top priority for Nanaimo

Council decides to further study Colliery dams

A core review is Nanaimo’s No.1 priority. Nanaimo city council unanimously agreed to make a review of services its top priority in 2015 during an open meeting Monday. Mayor Bill McKay called for the core review as well as conditions for the process that include hiring a consultant and putting a freeze on any changes to service levels or staffing until the review is completed. Council previously opted to also delay a decision on a new $2.4-million Hammond Bay fire hall until it had scrutinized services. A core review, a talking point in the 2014 civic election, was defeated by councils in 2010 and 2012. This week, McKay said it is “heartwarming” the community is demanding this, pointing out Nanaimo elected a council that would vote in favour of a review. “Do you know the old expression if it ain’t broke, don’t fix it? I believe it if ain’t broke, you haven’t looked hard enough. Fact is that we can always improve how we do things,” McKay said. No costs were provided at the meeting, but the mayor says he’d like a request for proposals in 30 days. City council’s decision to take more time with the Colliery dams affair could push Nanaimo over the provincial government’s deadline to submit a remediation plan. Nanaimo city council voted 7-1 on a list of actions for the Colliery dams Monday, from revisiting its safety management program to changing the schedule to fix the concrete structures so there’s more time to investigate and prepare a revised plan. It also opted against pursuing a potential third solution to meet dam safety standards. According to Mayor Bill McKay, the decision gives council time to regroup and makes sense with a re-classification of the dams. But he also acknowledged it no longer appears he’ll be able to fulfill a pledge for a quick and

conclusive resolution by the end of February, he doesn’t see the city meeting the province’s deadline to submit a remediation plan and suspects it will miss the window to do remediation work this summer. City staff gave council a report Monday, with results of a multiphased review of the dams, and a recommendation to look in detail at an alternative spillway option. The City of Nanaimo also received a letter in late January from the B.C. government approving a change in risk classification from extreme, to “high” for the middle dam and “very high” for the lower dam, although it said there are still “serious deficiencies that require immediate attention” and called for a revised plan and timeline before Feb. 27. used it before and what it will consider if its Feb. 27 deadline isn’t met. In an e-mail to the News Bulletin, a ministry spokesman said it would be inappropriate to speculate on the action it would take until it hears formally from the city about its revised plan. McKay said the ball would be in the province’s court. “We are basically

respectfully saying to them that now that we have the new classification we want to take another long, hard, close look at this and determine what our management plan is going to be,” he said. The latest motion, put forward by first-time Coun. Bill Yoachim, will see the city revisit its safety management program including

flood warning signage in Harewood. The mayor said it could also mean the re-establishment of the technical committee. New program gives hope to stroke survivors

When Mark Miller feels like bacon for breakfast, there’s no frying pan involved; he bakes his bacon in the oven. Scratching his right elbow, however, is more of a challenge and lathering up with sunscreen on his right shoulder, well, that is an unusual experience. That’s because, as Miller puts it, “my left side is not coming to the party.” Five years ago, while volunteering in Tanzania, Miller suffered a stroke at the age of 46. Combined with malaria and typhoid, he literally fell over, dizzy and sick. It would be five weeks before he could fly back to Victoria for full care. Miller lost the use of his left side and had to fight through the haziness in his brain for several years. Gone are the adventurous trips to Africa and backpacking in the bush, but he has kept his active lifestyle and the same spirit of helping others. He just had to find different ways to get there. “To me, it’s all about attitude and perception,” he says. Now, he helps fellow stroke survivors with a view to what life can look like once clarity has returned. Miller is one of the volunteer facilitators for the Heart and Stroke Foundation’s Living with Stroke program. The program is designed to help stroke survivors and their families improve their quality of life, cope with challenges and connect with others. Provided free in several B..C communities, the Living with Stroke program is comprised of eight weekly, two-hour sessions. Weekly topics include: impact of stroke, physical changes and keeping active; dealing with emotions and relationships; reducing future risk and nutrition. “You’re so lost at first. The rug was pulled right out from under me,” Miller explains. “You don’t feel like you’re part of society for a while.” He adds, “I can give people a reason to go forward. Cat licensing is still on the table, despite recommendations against cat regulation by Nanaimo city staff. City politicians asked staff to work with the BCSPCA on creating cat regulations and licensing with the potential to see a new bylaw. The move comes after city staff recommended against changing Nanaimo’s animal control and regulation bylaw to include cat licensing and a mandatory spay and neuter program. According to a report, bylaws tend to be costly and difficult to enforce and there would be increased costs for additional administration, shelter resources and enforcement. It estimated the cost to roll out new regulations at $150,000. The number is high, according to Nanaimo SPCA branch manager Leon Davis, who said it appears to be based on not allowing cats to roam at large, which wasn’t what his organization asked for. It also doesn’t take into account the revenue the city could make from licensing to offset a spay and neuter program, he said.

Sports court might see upgrades By Karl yu The News BulleTiN

The Snuneymuxw First Nation and the Regional District of Nanaimo are looking to team up to develop a multi-purpose sports court in the Cedar area. The regional district board approved a motion at its regular meeting last month that could see both governments enter into a contribution agreement for upwards of $120,000 of federal gas tax transfer money. The deal is subject to completion of a long-term use agreement and an agreement with the Union of B.C. Municipalities on the gas tax fund transfer, according to Alec McPherson, regional district director for Cedar. McPherson said the idea was born out of discussion with Snuneymuxw Chief John Wesley after the Cedar skate park opened. The

two groups agreed it would be beneficial not to duplicate each other’s activities in terms of recreation facilities. “We got to talking and discovered he had a lacrosse box that was not in the best of shape at the moment and some of the pavement had subsided and things like that,” McPherson said. The court, located off MacMillan Road on Snuneymuxw land, won’t only support lacrosse – it will be able to accommodate tennis and basketball as well. Having the multi-purpose court would mean families

wouldn’t have to travel into Nanaimo for basic recreation services, according to McPherson. “The plan is to phase it in over a period of years, but first we’ll get it usable and maybe at a later date, we’ll add a cover and lighting and things like that, as monies become available. So the plan would be, is that we’d ultimately have [an asphalt] surface ... which would change the dynamics for kids in this area rather dramatically,” said McPherson. The director said he hopes to have the court in place by the

New dam plan is to do nothing

The city has finally come to a decision on the dams: do nothing. Nanaimo Mayor Bill McKay promised, upon election, that one of his first priorities would be a quick and conclusive end to the Colliery dams debacle. As it turns out, dam decision-making in this city is an oxymoron. Council has chosen to consciously miss a deadline set by the Dam Safety Section – instead, it will call the province’s bluff. This course of inaction has some merit. The municipality is not spending millions on construction. And we expect we will find out that the dam safety branch deadline was indeed an arbitrary date – the province isn’t going to immediately dispatch a dam demolition crew. So the city is going to gamble that if it does nothing, the problem might go away. Maybe that’s a reasonable risk. The dams probably won’t be breached anytime soon by anything less than a storm of biblical proportions. Probably. It was the previous city council that put us in this predicament, acquiescing every step of the way as a special-interest group set its own budget and timeline to preserve its favourite park. Though nothing concrete – literally – has come from the $2.5 million we’ve spent so far on the Colliery dams, that’s not to say we haven’t gotten any value for dollar. We’ve managed to prove to the dam safety branch that our dams are not quite as unsound as initially thought. Surely that should buy us some time, but for what? Can more analysis, core sampling and weather forecasting really provide answers? Unfortunately, it hardly matters. It’s impossible, now, to make a good decision, let alone the right decision. We think public safety should have come first, but we – and the rest of Nanaimo – have heard loud and clear that on the Harewood flood plain, neighbourhood nostalgia is more important. Doing nothing? It is never easy being a trustee, as ours are now discovering. At some point you, and the board you are part of, will make decisions that upset one community or another. The 10-year facilities plan was the first truly long-term plan the district has seen, and addressed the needs of student safety and learning outcomes in a positive way. It was built on a strategic plan that had input from every community, from every school and program in the district where the vast majority of parents, staff, and community groups told the board and staff their priorities. Having a school at capacity or more, didn’t assure

senior grades the courses they required. No secondary school with 400 students can offer a full complement of courses. Having Grade 8, 9, 10 and 11 in one class, being taught four different courses is a poor example of facilities for learning. When the Cedar community’s demands are met by the board, others will hurt. It cannot be helped. Who will rise up then to exercise their own democracy?

A majority of school trustees are a group from a coalition wanting to save Cedar Secondary School and change the plan that

the previous board had put in place and commenced. This will affect the whole school district. The simple fact is that the school demographics have changed. Something has to be closed. Reversing the plan will probably cost a further $400,000. We will then still have the problem of too many schools for the dwindling school population which will need to be addressed eventually with a closure somewhere. There is also the ongoing cost of operating an extra high school. A large part of the taxes we pay (renters pay this too, indirectly) goes to the school board. There is also a detrimental effect on students. At

some point it gets so there are not enough students to fully discuss a topic. In some cases there will be insufficient students to offer a full course selection at a school, especially a small one. Staff will be pulled from other already understaffed schools. All schools will suffer. All students will suffer. #11 This is important as we are all responsible for all student welfare and learning. Please do not let them waste more time and money. Tell them they need to be responsible to the whole district and not a narrow segment. Get involved. These are our kids.

Re: Grant withheld over society’s name, Jan. 22. I find it hard to believe the City of Nanaimo withheld a grant to a society over its name. Especially a society that dates back to 1863. A society that has a history in Nanaimo and a history of getting grants. I think it is a slippery slope when tax dollar grants are given or not given based on the name of an organization. Good hearing, poor comprehension? The number of people who can hear well, but can’t understand what’s being said, is increasing. This is most evident in conversations and watching television. A newlydeveloped hearing chip is designed to restore speech comprehension without being noticeable in the ear.

A lot of people have poor comprehension, though they actually still hear well. It becomes noticeable in conversation, watching television and asking family to repeat what’s been said. A potential cause can be undetected loss in the high-frequency range. This means the sensory cells in the cochlea that hear high-range sounds are damaged as a result of circulatory disorders, diabetes, sudden hearing loss or workplace noise. Hearing loss in the highfrequency range makes speech sound muffled and unclear. The person with hearing loss mixes up, or can no longer hear, consonants like s, f, t, k, h and g. Speech comprehension is particularly impaired when there is background noise or when television programs have background music. The dilemma is that people with hearing loss in the high-frequency range do not

They can hear deep tones with no issue, and often put difficulty understanding speech down to unclear pronunciation. However, the time soon comes when problems with comprehension become annoying. A new hearing chip has been developed.

Thanks to several synchronous microphones, the hearing system can detect sound in all directions and select the direction that speech is coming from within milliseconds. According to Swiss researchers, this significantly augments speech comprehension, especially in conversation.

Event organizer questions arts funding ISLAND EXPRESS BUS

When the president of the Nanaimo African Heritage Society found out how much money her organization had received from the City of Nanaimo this year, she was stunned. “I was really, really disappointed,” Shalema Gantt said. Last month, city council approved the cultural operating grants and the arts and culture festivals and events grants, which have a total worth of $256,906. The Nanaimo African Heritage Society asked for a total of $7,500 but received $1,100. Although this year’s Black History Month events are

scheduled to take place, Gantt said that with $1,100 in total funding, the future doesn’t look bright. “We are in trouble,” Gantt said. “It is putting our society in jeopardy.” Organizations that apply for the grants are required to submit financial statements and clearly outline what their financial needs are as well as what they intend to do with their requested money. Funding recommendations are then determined by the sub-committee of the Culture and Heritage Commissioin. The Nanaimo African Heritage Society, which relies

on donations and sponsors, ended up receiving the lowest amount of money of any organization that received funds from the cultural operating grant. Gantt, who questioned city council on Jan. 19, wondered why two organizations, TheatreOne and the Vancouver Island Symphony, received more than half of the allocated funds, yet smaller organizations got left in the dark. “If you only have so much to give around and yet you give one or two people half the budget, then what are you saying?” she asked. According to the city’s culture and heritage coordinator Chris Barfoot, there are different factors that the subcommittee looks at to determine how much an organization receives. “They will look at track records of

Gabriola Island-based publishing company Fictive Press has had one of its books recognized by the Jewish Book Council. Tucson Jo by award-winning Winnipeg author Carol Matas was recently named as a finalist in the children’s and young adult literature category at the 2014 National Jewish Book Awards. Fictive Press publisher Morri Mostow said she wasn’t expecting Tucson Jo to be named as a finalist. “It the equivalent in the Jewish book world of being nominated for an Oscar,” Mostow said. “It was totally unexpected. Especially for me as the publisher of a very new and small publishing company.” Tucson Jo is about a teenage girl who is hesitant to support her father’s bid for mayor of Tucson, Ariz., in 1882. The book is inspired by Charles Strauss, the city’s first Jewish mayor.

The Regional District of Nanaimo has approved a motion supporting the creation of an off-leash dog park on Gabriola Island, pending approval of a detailed plan and location. The regional district board gave approval at its Jan. 27 meeting and according to Howard Houle, regional district director for Gabriola Island, dog park advocates have a plan that’s awaiting approval from a regional district planner. While Paisley Place was originally suggested as a locale for the dog park, it has since been changed to Rollo McClay Community Park, according to Houle.

“Rollo McClay already has parking lots and so then they would just need to put in fencing and do some minor changes to the landscape,” said Houle. Houle said some tree removal will be required to allow for fencing, but advocates want the dog park to have trees as they want it to be natural. Mary Gillis, spokeswoman for the advocates, said the finished park will be divided into separate areas for small dogs and big dogs. “We’re looking for some sort of shelter for people who go there, but it will be definitely offleash and it will be fenced in and those who go there would have to stay with their dogs,” said Gillis. Houle is hoping the park is completed sometime in 2015.

The City of Nanaimo will replace high-pressure sodium lights at the Bastion parkade with LED lighting. According to a city press release, the new lights will be brighter but will consume half the electricity.

Roy Daryl Moretti

November 26, 1955 - January 27, 2015 It is with great sadness we announce after a brief and valiant ďŹ ght with cancer Roy succumbed Tuesday January 27, 2015 with his family by his side. Roy is survived by his loving wife and best friend Karen, his daughter Tamika and son Tyler, siblings Paul, Linda (Trevor), Peter (Carollyn), Maureen, Susan (Jay), JoAnn (Jordan), Ken (Bobbie), Barbara (Al), cousin DeeDee, nieces and nephews, the extended family, Roy, Eileen, Kevin, Ashlee, Andrew, Michael (Jacqueline) and much loved step-granddaughter, Savannah who he was lovingly known as "RoyRoy". Roy was born in Victoria and was very involved in sports in his youth which led to a professional baseball career in Canada, the United States and Japan. He then moved to Nanaimo to raise his family where he spent time in the car industry. Roy worked with the City of Victoria prior to his illness and spent his later years in Nanaimo. Roy had many accomplishments in his life and after his family, the love of baseball and 25+ years coaching and mentoring Vancouver Island youth in minor league baseball was very close to his heart. Roy's ďŹ nal days were strengthened by the miracle of family rallying around him, the love of friends and his Christian faith. The special relationships and prayers from his Oceanside family and the love and caring of pastor Mike Graves provided much comfort. Special thanks from the family go out to the wonderful team of palliative nurses, hospice and home care workers, Drs Spry, Love, Kenward, Goodall and the Nanaimo Cancer Clinic. Roy, the pain is over. You are now in peace in heaven. In lieu of owers please donate to Nanaimo Hospice or the Roy Moretti Baseball Legacy fund so all kids can afford to play the great game of baseball. Colin William KILGOUR Colin passed away at Nanaimo, BC, Jan. 30, 2015 at the age of 71. Colin grew up in Vancouver where he was born June 12, 1943. He later moved to Vancouver Island, and Belleville, ON. He missed BC and returned to Nanaimo in 2005. Colin enjoyed spending the winters in Melaque, Mexico where he made many friends. He was a born artist; his hobbies included stained glass, metalwork, and wood carving. He donated much of his artwork to schools and other organizations to auction off for their benefit. Colin is survived by his children Josh Kilgour and Amanda Harris (Mike), grandchildren Matthew, Charlie and Ben, and siblings Bryan Kilgour, Judy Teiser (Don), Murray Kilgour (Nancy) and Carolyn LaPorte (Jim), and many nieces and nephews. STEWART, Helen (nee Montgomery)

The family of Helen Stewart wishes to announce her sudden passing on December 24, 2014 in Nanaimo. She was born in Saskatchewan on Nov. 1, 1933. To continue on for her, is her husband, Ray Stewart and to continue her legacy are her children Rick Stewart, Dean Stewart (Karen), Sharon Barker (Brian) and David Stewart, her grandchildren and 3 great grandchildren. She will be remembered by her sisters, Marge Siriani (Ivan), Eileen Robson (Norm), Louise Little (Jack) and Bernice Linford (Clem) and her numerous nieces and nephews. Helen liked to play bridge and over the years made many good friends at the bridge table. She loved to garden and going out in the car to marvel at the changing landscape. She was a lady of many hats and we will miss her. In lieu of flowers please consider a donation to the Heart and Stoke Foundation. GIBSON, Russell

July 8, 1925 – January 28, 2015 It is with great sadness and grief that we announce the passing of Russ Gibson, on January 28, 2015, at the age of 89. Russ passed away peacefully, with family at his side, at the Trillium Lodge in Parksville. He was predeceased by Elsie, his wife of 52 years and the love of his life, in 2013. He is survived by his beloved and only son, Don Gibson, along with “the daughter he never had,� Terry Kluytmans, plus many nieces and nephews. He is also predeceased by his brother Dennis and his sister Ivy. Born in Edmonton, Alberta, Russ loved to delight family and friends with his adventurous – and often hilarious – tales from the years he spent travelling all over the world before settling down and getting married. Russ led a fulfilling life with Elsie well into retirement. He was well-read and embraced all the new technology that appeared during his lifetime. He loved to make people laugh, and with his great sense of humour, usually succeeded. So many good memories about him will be held by family and friends. Russ will be forever missed. A private memorial service was held in his honour. In lieu of flowers, donations can be sent to The Kidney Foundation of Canada, or to a charitable or medical organization of your choice. We would like to offer our heartfelt thanks to the wonderful staff at Trillium Lodge for their compassion, care, and kindness during the past four months.

The Nanaimo Clippers have 10 games to go to get themselves where they want to be come playoff time. The Clips can get closer this week to clinching first place in the Island Division, but they already know they’re playoff-bound. With the post-season looming, the Shipmen don’t want to get ahead of themselves, but they want to make sure they’re ready. “Obviously we’re preparing for playoffs, but we just want to concentrate on these season games…” said Devin Brosseau, an alternate captain. “What we’re stressing is we’ve got a lot of Island games. That’s big for us, to try to keep first place and keep going.” Jake Jackson, Clippers forward, said the team wants to send a message to Island teams that it might match up against in playoffs. But mostly, the Clippers are concerned with winning the games coming up this week before they start thinking about any games in March. “I don’t think our mentality is changing all that much,” Jackson said. “We’re just tak-

ing it game by game … We’re trying to have the best record possible at the end of the season.” In the meantime, the chemistry is coming along, he said. “I think we’re really clicking right now with our lines,” Jackson said. “We’ve been together for a couple weekends now and I think everybody’s liking where they’re at.”

Championship-calibre basketball will take centre court this weekend at VIU. Vancouver Island University’s men’s and women’s basketball teams play home games this weekend (Feb. 6-7), with the men playing the premier matchup on Saturday against the Langara Falcons. The VIU Mariners men (13-1) are in first place in the Pacific Western Athletic Association, just ahead of Langara (12-2), but the teams have split the season series so far. “Langara’s the defending national champion; they’ve kind of had their way with us over the last two years, so I think our guys are always excited to play them,” said Matt Kuzminski, coach of the M’s men. “That game could decide who finishes first place, so there’s a lot on the line and I think everyone’s pretty motivated to play.” He said the Falcons are a big team that uses its size to its advantage on defence. “So if the ball does stick on one side and isn’t moving, they can lock in and with their size, it makes it difficult to get any kind of scoring in the lane,” said the coach. “I think we’ve improved with our movement and playing against them will be a good measuring stick to see if we actually have improved as much as we think.” GAME ON … On Friday, the VIU women play the Douglas Royals at 6 p.m. with the men’s game at 8 p.m. … The following afternoon, the M’s women play the Falcons at 1 p.m. and the men tip off at 3 p.m. sports@nanaimobulletin.com

Bastion club runners have fast-paced lifestyle Inbrief ‘A running club that supports a social atmosphere and provides both competitive and recreational running opportunities within the community.’ That is the mission statement of Nanaimo’s Bastion Running Club, which has been active in our city since its formation back in 1981. It has grown in size since then, to the point where it currently has 121 members and 22 family memberships. But its philosophy has remained the same, as the club welcomes all levels of runner and offers a supportive culture for people to reach whatever their running goals may be.
