Wind, hydro boost budget

Rardon Black Press PORT McNEILL—The Regional District of Mount Waddington budget will see an uptick of 2.41 per cent in 2015 over 2014 levels, but residential ratepayers are more likely to see a reduction than an increase in their individual tax bills. The RDMW board of directors approved first reading of the fiveyear financial plan bylaw for 2015 during their regular meeting Jan. 20. The modest increase in the $4.5 million budget is more than offset by tax revenue from two major renewable energy projects constructed in the past two years. The Cape Scott Wind Farm, located within the Regional District’s Area B, and the Kokish Run-ofRiver hydro project, located in Area D, are now online and paying tax assessments that provide benefit across the region. “This shows there is a benefit enjoyed by those who are not getting direct assistance, i.e., Area B and D,” treasurer Joe Mackenzie told the board. “Each of the jurisdictions’ taxation between 2013 and 2015 has dropped.” Mackenzie described the regional district’s tax system as holding a constant dollar value, then adjusting the mill rate to reflect that total. When one class of ratepayer puts in more — in this case, utilities — the other classes see a reduction in their own burden. “We have a fairly constant regional tax requisition, that can be likened to a pie,” Mackenzie said. “If some of the clients are paying more, then others pay less.”

Administrator Greg Fletcher said there are other factors that create different assessments for the wind farm and run-of-river project.

“They have a very bizarre formula for dealing with assessments,” Fletcher noted. “At wind farms, the number of tonnes of concrete is one of the things that plays into the value of it,” said Fletcher. “The Kokish is based on pipelines and the actual plant itself, as well as the transmission lines. The valuation part is the key.” After directors chewed on that information for a few moments, board chair Dave Rushton joked, “I can see a cement road all the way up (to the wind farm)”. The Regional District of Mount Waddington administers solid waste collection and disposal, fire protection, street lights, inspection, transit, emergency planning, consolidated planning, economic development and 911 service for the vast unincorporated area of North Vancouver Island, as well as Chilton Regional Arena and regional branches of the Vancouver Island Regional Library.

Cenotaph project hits funding snag

By Kathy O’Reilly-Taylor Editor Port Hardy — The Cenotaph rebuilding project in Port Hardy’s Carrot Park has hit a budgeting bump. The project calls for the current cenotaph, the focal point for Remembrance Day and other ceremonies in town, to be taken down and replaced. The vision is to keep the cross from the existing cenotaph and add it to a new monument that will be flanked by a monument to the forgotten soldier and a memorial totem. The memorial totem, currently located by the Chamber of Commerce office, was carved by local
artist Calvin Hunt and commemorates members of First Nations who served in past conflicts. The 101 (North Island) Squadron, along with members of the Port Hardy Royal Canadian Legion Branch #237, are working on the project. The plan was approved in principle by Port Hardy Council. Russ Helberg, 101 Squadron member, updated District of Port Hardy council on the project at its Jan. 13 meeting. Helberg told council the federal program they were hoping to use for funding has run out of money. Helberg said he has been in contact with North Island MP
John Duncan who will lobby to make new monies available for the project. As a result, plans have been put on hold pending the outcome of the 2015 federal budget. The partners are looking to fund the project from four sources, the federal government, the District of Port Hardy, the Port Hardy Royal Canadian Legion and in-kind donations. According to Chief Administrative Officer Rick Davidge, the District of Port Hardy has not yet committed monetary funding to the project. “But it is certainly on council’s list,” Davidge said. “They have asked for some

nine to three, impaired driving from 17 to six, and possession of marijuana dropped from seven to two. Noise complaints went from 26 to 14. Causing a disturbance went from 32 to 27 and mischief from 36 to 32. The number of prisoners held in the third quarter of 2014 was 182 up from 162 for the same period in 2013.

Geared up for gardening I received a photo from Lethbridge Saturday. They had received five inches of snow and overnight the temperature went down to a balmy minus 20. Here in the North Island, my car thermometer read six above. I was delighted that I would not have to get up in the morning, go out and scrape the snow off my car’s windshield. Rain is awesome that way. It’s strange to live in a place without a snowy, cold winter. In Quebec, where I was born and raised, we always received a ton of snow. The same is true in northern Alberta, but not so much in southern Alberta where it snows, but often disappears when a Chinook blows through. Summers are beautiful in both places, warm and sunny, but there are periods in fall and in spring when everything is brown. It is pretty gloomy. Perhaps that is why, in those by areas, Mother Nature insists Kathy on putting on such a brilliant O’Reilly-Taylor and vivid show of colours in fall and again in spring, to tide people over the months when everything is lifeless and dormant. As someone who loves gardening, it is interesting to be in a place where so many things are green yearround. Although the calendar has just turned to February, as I make my way around the Tri-Port area, I am beginning to see plants starting to grow and things like tulips popping up and getting ready to blossom. By the Don Cruikshank Memorial Arena in Port Hardy I noticed heather was in bloom this weekend. Seeing flowers in bloom in January is a shock – but a good one. I am excited to see what spring and summer do to the landscape here and eventually trying my hand at gardening. I have noticed some businesses have flower planters out in front of their establishments, including the North Island Gazette. I’m looking forward to getting it planted and adding more to spruce up the exterior of the place. Beautification is so important to a community. In Pincher Creek, where I managed the paper, I belonged to a group of women who developed flower gardens in public areas in town including in front of the pool, the post office, at the museum and in the Cenotaph Park. I think at one point we maintained 37 beds. We also organized a program to put hanging baskets on Main Street. While the gardens and flowers made things look pretty for tourists who came to the area to visit, locals also appreciated the efforts. It made them feel like someone cared. The North Island is already breathtaking in its beauty; I can’t wait to see what it looks like when it is blooming.

Teachers adapting, but not union The B.C. education ministry put on a forum on the future of education last week, bringing together public and private school leaders with experts from around the world. First up was Andreas Schleicher, on video link from his office in Paris, where he is director of education and skills for the Organization for Economic Co-operation and Development. He began with the international problem of people coming out of university who can’t find jobs, amid a skills shortage. Schleicher said this is happening today because, “it’s not what you know, but what you can do with what you know.” Some education systems are adapting better than others as the value of merely passing on facts has declined. The OECD runs international testing that consistently ranks B.C. and Canada among the best schools in the world, and Schleicher described how that testing has evolved to keep up. But our progress in the

individual learning for all students. And he said there will be a series of experiments conducted at yet-to-be-identified B.C. schools to pioneer new models of learning. BCTF president Jim Iker sat stoically through the proceedings, where speakers described integrating community groups and businesses directly with schools. That’s underway here, with trades training in particular. Iker’s record on adaptation is clear from his own career. The only school where he actually taught was in the northwest B.C. village of Topley, and it closed in 2010 due to a long-term decline in rural students. By 2001 Iker had left the classroom to work for the Burns Lake teacher union local, which the BCTF continues to staff eight years after that school district and others disappeared through amalgamation. Healing focus of Alert Bay event Gazette Staff Alert Bay — Residential school survivors and their families have been invited to a healing event taking place Feb. 17 and 18 at St. Michael’s Residential School in Alert Bay. St. Michael’s School is slated for demolition in March. Additional Island Health services are expected to be relocated to the Port McNeill Medical Collaborative in the coming months. “This collaboration aligns with Island Health’s move to community-focused health and care,” said Alison Mitchell, Island Health Senior Manager of Health Services in Mount Waddington. “Island Health is proud to collaborate with the Port McNeill physicians and staff to offer this client-centered approach and achieve more seamless, integrated care.” Island Health social worker Kirsten Kucy experienced the benefits of being based at the Port McNeill Medical Collaborative as soon as she relocated to the facility at 2161 McNeill Road. “I was able to work with Dr. Dave Whittaker and Nurse Peta Kelly, and the whole team was better able to support our clients in getting the care they need,” Kucy said.

PORT McNEILL — Residents of Port McNeill have improved access to integrated health services thanks to a new collaborative approach taken by health care providers in the region. The medical clinic in Port McNeill has added “collaborative” to its name to reflect its inclusive approach to health care. Local physicians who own the Port McNeill clinic recently renovated the facility and increased the number of exam rooms from nine to eleven. Through a leasing arrangement with Island Health, communitybased Mental Health and Substance Use and social work clinicians who work from a number of different sites in the community are rotating through the clinic, integrating with the clinic’s physicians and staff. The facility, now known as the Port McNeill Collaborative Clinic, provides clients with improved access to health care and an expanded, broader range of services in one location. Island Health clinicians are able to make themselves available to clients after they have been seen by a physician, nurse or nurse practitioner. “Thanks to the clinic’s new collaborative

Organization of the tournament began last fall, when the Tri-Port Minor Hockey Association was announced as the host for the bantam championship. The pace has picked up noticeably in recent weeks as volunteers are being recruited and assigned and plans are being finalized for the six-day, 10-team tourney for programs from across the province. “It takes a lot of work to put on one of these,” said Joe McDonald, co-director of the tourney along with Anne Dumonceaux. Organizers plan to host a welcome banquet on Saturday, Mar. 14, at Port Hardy’s Civic Centre. If they are able to raise the estimated $5,000plus needed to feed all players and officials, the banquet will be a mandatory events for all participants. Games begin the following day, Mar. 15. The official opening ceremonies are slated for approximately 7:30 p.m. that day, just before the Eagles play their opening game in the prime time 8 p.m. slot.

J.R. Rardon Black Press Port Hardy — Organizers of the first provincial hockey championship held here in 14 years hope the impression the North Island leaves on hundreds of visitors will stick. Funding for the 2015 Tier 3 Bantam Hockey championships, meanwhile, is being bolstered by a different kind of stick. Alert Bay artist Aubrey Johnson has created a one-of-a-kind hockey stick, adorned with aboriginal designs and painting, which is being raffled as a fundraiser for the Mar. 14-20 tourney. “My old lady said it would be a good thing to do for the North Island,” said Johnson, 48, who does not have any children playing hockey, but who is an admitted fan of the game. “I’m planning on going.” Johnson is a member of the Weka’yi First Nation of Cape Mudge, whose ancestry can be traced to the Haida Nation through his maternal grandmother. His art has been influenced by his work with Floyd Joseph — whose own work is influenced by both Haida and Coast Salish traditions — and with Kwakwaka’wakw artist Jack James Jr. of Guilford Island. J o h n s o n ’s u n i q u e hockey stick seems to blend elements of K w a k w a k a ’ w a k w, Haida and Coast Salish imagery in a totem pole structure. Working off-and-on for about three-and-ahalf weeks, Johnson created a stick from yellow cedar that replicates a totem pole. The top figure is an eagle, to represent the North Island Eagles hockey team that will host the March tournament. The Eagle tops a killer whale — “for Alert Bay,” Johnson said — a raven, or trickster, and finally, a man holding a hockey stick. “I actually have a little puck I carved, but I couldn’t figure out how to put it on under the stick and make it look right,” Johnson said with

Peewees sweep to road victories J.R. Rardon Black Press CAMPBELL RIVER — It’s hard to imagine a hotter team in the Vancouver Island Hockey League playoffs right now than the North Island Eagles peewees. Goalie Kayden Jones allowed only two goals all weekend as the Eagles blitzed to wins of 11-1 at Nanaimo Saturday and 9-1 at Campbell River Sunday. “That was beautiful,” peewee coach Marty Gage said after his club dispatched the Tyees Sunday at Strathcona Gardens. “An absolutely perfect weekend. We’re building momentum
now, at just the right time.” The Eagles will carry that momentum back home this weekend, where they’ll host Cowichan Valley Sunday at 1:15 p.m. in Port Hardy in the final game of the Tier 3 North round robin. A win Sunday would clinch the peewees (3-0) the top seed from the North and a home date in the semifinals against the No. 2 qualifier from the South Division. Rardon Black Press C A M P B E L L RIVER— Just seconds after an apparent goahead goal was waived off, Tanner Roberts lifted a no-doubt shot high into the back of the net with 1:07 left to play as the North Island Eagles skated off with a dramatic, 3-2 win over the Campbell River B Tyees in Tier 3 North playoff action Sunday. The Eagles never led until Roberts’ score, which proved to be the final play of the game as the teams ran up against their allotted ice time on the arena clock. The Eagles (1-2 playoffs) overcame 28 minutes in penalties — to 12 minutes for the hosts — and the resulting frustration that boiled over to the team’s bench. The infractions included a warning to the coaches and a twominute bench minor, but never spilled over onto the ice in the form of retaliation. “With everything going on in the game, there was nothing in favour for us to win except the effort of the kids,” assistant
coach Chad Mackenzie said. “The coaches didn’t always handle it well, but the kids just put everything out there and played for each other.” Just 10 seconds before Roberts’ winning goal — on the game clock — Michael Perez punched home a rebound to touch off a celebration by the Eagles. But as they skated past the bench for fist taps and lined up for the face-off, the officials were conferring on the end line. After an extended chat, the referee waved off the goal to disbelief on the North Island bench. It was later determined there was a goalie interference call on the play, and the teams lined for a face-off to the right of Tyees goalie Colton Zaleschuk. The Mustangs claimed the 35-over CARHA division championship with an 11-1 romp over the Victoria Eagles in the title game to finish unbeaten in the tourney. “An outstanding weekend of hockey,” said Marty Gage. “These old North Island boys still got game.” The Mustangs opened pool play with a 7-1 win over the Eagles. William Harvey Anderson “Bill� December 8, 1936- January 20, 2015
It is with great sadness that we announce the passing of Bill Anderson on January 20, 2015 at St. Joseph’s Hospital in Comox. Bill was born in Hamiota, Manitoba on December 8, 1936 to parents Charles and Anna Anderson. He is predeceased by his parents, Charles and Anna Anderson, sisters, Valerie and Peggy and brothers Ted and Ron. He will be greatly missed by his loving wife of 45 years, Gail, his son, Jeff (Jennifer Roberts), Bill’s siblings, Tom (Muriel), Ab (Doris), Ernie, Hazel, Pearl (Bob), Shirley (Ron) and numerous nieces and nephews. Bill loved going out on his morning walks and seeing and feeding the neighborhood dogs along the way. Bill will be fondly remembered by those who knew him. He will be greatly missed. A celebration of Bill’s life is planned to take place later in the summer.

Reporting to the Treasurer, the Finance Clerk is responsible for the day-to-day functions of the finance department. Expertise in self-motivated problem solving for purposes of reconciling monthly bank statements and clearing of suspense accounts is expected, although training will be offered to the successful applicant if necessary. Preferred competencies include a high level of proficiency with accounting software, MS Word, Excel, Outlook, and the Internet. Other requirements include excellent written and verbal communication skills, the ability to multi-task and prioritize a varying workload with shifting priorities, and be detail oriented.
