The Maple Ridge Teachers Association is criticizing Maple Ridge-Mission MLA Marc Dalton for accepting a$1,800 cheque, one of more than 40,000 issued to Dalton B.C. teachers as a “signing bonus” after September’s collective agreement. MRTA president George Serra explained it was not really a signing bonus. In fact, the union accepted $105 million, and in exchange agreed it will not file any retroactive grievances if the BCTF wins its pending court case against the government. The union has already won two judgements against the government, which unilaterally stripped class size and composition language out of the collective agreement with teachers in 2002. Another judgement is expected this spring. If the union is successful in the courts, class size language from 2002 would be restored. However, in accepting the $105 million, the union agreed it will not seek further damages for the past 12 years of working in classroom conditions outside of the collective agreement. “That money is for our members, as a remedy to an issue we are fighting his [Dalton’s] government over in the Supreme Court,” said Serra. This on the heels of the announcement of Target closing its Canadian stores, including the one in downtown Maple Ridge. Blue Line Sports owner Cheryl Sahota hasn’t been told that Narland Properties, of Vancouver, the current owner, has sold the mall or when a transaction may take place. Her store has been there for 21 years and she wasn’t pessimistic about any possible change. “New money, you never know, maybe we’ll get something new.” The mall’s recently been through
a major renovation. Still, she said there’s always room for improvement. “Maybe bigger tenants, more shopping, so people will shop local. Keeping them home instead of sending them away would be good.” She got her letter a few days after the Jan. 15 announcement of Target closing its 133 stores in Canada. The departure of one of the mall’s anchor tenants, after an $11-million renovation and expansion to the old Zeller’s store, is a concern.

“That’s a huge concern, not only for the mall but for the community because we need shopping, right. Kosicki offered a similar assessment. “The major issues moving forward are the lack of land, and the North Lougheed area,” he said. “This ties into our transportation issues and potential development – which generates property tax revenue and local jobs. “The majority of council campaigned on zero increase, and they delivered,” he added. “It is still my town and I will continue to build and support good, balanced growth and our way of life.”

he City of Pitt Meadows achieved a rare feat when it passed a budget with a zero per cent tax increase, but the cost was the Economic Development Corporation. The work that organization had been doing will now be taken on with existing resources – the $312,500 budget for economic development has been reduced to zero. How effectively the city is able to replace the efforts of the corporation will determine whether or not this was a smart place to cut the budget. The majority of councillors believe it was a prudent place to trim, but Coun. Tracy Miyashita warns that if the city loses the opportunity to attract new businesses, then cutting economic development will be short sighted. “Council will have to redefine what economic development means in Pitt Meadows in 2015,” said Mayor John Becker. Not all of that $312,500 is saved by the city – the municipality gave the corporation $234,500 in 2014, and the rest of its funding came from other sources. For 2015, $20,000 has been budgeted for the city to devise a strategic plan for economic development. He said the city will look closely at Port Coquitlam. “They don’t put a dime into economic development, per se,” said Becker. The approach there is to look after the commercial taxpayer, and streamline approvals processes. The city strives to do a great job for

He sees it as a school of thought Pitt Meadows should borrow. “That’s one model that will be on the table,” he said. Becker said the city’s economic development work was once led by an advisory committee – he served on it as a councillor more than 10 years ago, when the group was still in its early days. Such a committee could be considered again. Members of the defunct corporation’s board would be obvious candidates as members. Local businessman Dan Kosicki served on the volunteer board that oversaw the corporation when it

“It doesn’t affect anything I do today. I’ve gone through three or four owners since I’ve been here. “It’s not a big concern for me at all. I’m more concerned about no Target.” Narland Properties bought the mall in 2005 from the Ontario pension fund. The value of the mall property is currently assessed at $35 million.

We were an easy mark to help deliver the zero budget,” said Kosicki. “Why not cut parks and leisure? Both men agree that the one big job remaining in economic development is the North Lougheed Corridor – a strip of commercial properties on Lougheed Highway at Harris Road. Murray had been moved to action after a city staff report informed council that tax increases would be about four per cent annually for the coming five years. City taxes had just risen almost 10 per cent in two years. INFORMED: Transit Funding Referendum TransLink Presentation in MR on Monday, February 2 On Monday, February 2, representatives of TransLink will be appearing before Council as part of the Workshop agenda. Given the interest in the TransLink Funding Referendum and the associated 10 Year Plan, Council has moved the meeting to Council Chambers to allow for more public seating and the capacity to live stream the meeting for the public. The referendum will be conducted using mail ballots that will be sent out in March of 2015 and citizens across Metro Vancouver will determine if the proposed 0.5% sales tax will be used to fund the TransLink plan. This is a great opportunity to get educated on this important issue live or via the live stream.

With looming fees for adult education, the provincial government is putting more financial pressure on citizens who can least afford it, says a Maple Ridge student and working mother. Agnes Opolska is taking courses at Riverside Centre, with a goal to switch careers – she would like to become an X-ray technician. At present, any high school courses she needs are free in B.C. But that is about to change. The current adult education classes at Riverside, running from Feb. 2 to June 12, will be her last ones for free. The new charges will put more financial strain on people who are trying to get ahead, she says. “I’m a parent of two kids. One is going to university [in two years], and I’m saving for them,� she said. “I need to save some
money quickly.� That will get tougher for her, because in May the education ministry will stop funding adults for upgrade courses. The Maple Ridge-Pitt Meadows school district has yet to determine what the course fees will be, but they will be capped at $320. Core high school courses like biology, precalculus, physics, chemistry, English and others are offered through the district’s continuing education program. Opolska was recently informed about the pending fees, announced in December. “I got upset when they told me about it,� she said. “I thought, in the back of my mind, that I might take one course, not two.� She said most of the Riverside adult learners are in similar situations to hers – they are parents trying to get ahead. She appreciates her “very good� teachers at Riverside, and resents that her education will be disrupted. “You struggle through
life day by day, and when something like that comes up ‌ It’s just another hit.â€? Kim Bondi, principal at Riverside Centre, said in addition to mature students like Opolska, Riverside Centre helps younger post secondary students who are trying to qualify for a program, or get into university. “Many of our B.C. graduates are students over 19 who are looking to receive a better mark on a particular course,â€? he said. “These students have applied for a post secondary program and need a minimum mark or a better mark in order to apply. As well, we have students who have graduated, but now need a particular course or courses that are needed for a post secondary program.â€? Non-graduates will continue to be offered courses leading to a B.C. Dogwood certificate, or B.C. Adult Graduation – the only students affected by the ministry announcement are those who already hold a Dog-
wood. Bondi is anticipating the new charges will be a barrier to education for some people. “We believe there will likely be a reduction in the number of B.C. graduated adults enrolling in courses this coming September,� he said. “The net impact remains to be seen.� The president of the Maple Ridge Teachers’ Association said the new fees are another example of the government “nickel and diming� taxpayers. “When you hear this government talking about ‘families first,’ it’s a certain family they’re talking about,� said George Serra. “It’s really pinching the blue collar and the middle class.� Opolska hopes the government will reverse its decision, if there is public pressure. “They’re picking on people who need a break.�

Sharing time It comes as no surprise to penny-pinching drivers that tolling the Port Mann Bridge while leaving other Fraser River crossing options free would result in a wholesale desertion of the new bridge. While it seems counter intuitive — and, in many cases, it’s patently illogical — to drive well out of your way to save $3 a trip, for most people, that’s a hefty chunk of cash on a monthly basis. In fact, thousands of people who do cross the Port Mann, as well as those who take the Golden Ears Bridge, aren’t even paying the tolls, racking up hundreds or thousands of dollars in debt, and forcing ICBC to be a sort of toll nanny. Short of moving closer to work to avoid bridge tolls, commuters will simply opt for other routes, taking the aging Pattullo, for instance. Now the Port Mann’s operator, TI Corp., is considering a loyalty program to boost bridge traffic. But that’s just a Band-Aid effort. Until a regional road-pricing scheme can be developed so more people share the burden at a cheaper cost, the Port Mann and Golden Ears bridges will continue to bleed drivers. A fairer system, one in which all drivers share the debt load for building the bridges, as well as others and tunnels to come. A lower toll on all Lower Mainland bridges is just one suggestion, and seems more practical than increasing tolls to recoup revenue lost because not enough drivers are using them. At some point, some level of government has to develop a practical solution, as opposed to the one that will cost them the least amount of votes. Increasing the tolls year and year, even if only at the rate of inflation, isn’t going to encourage more daily commuters to cross Golden Ears and Port Mann bridges. As is natural, they will follow the path of least resistance. – Black Press

For me, the message was simple: we accrue a lot of things throughout our working years that turn out to be not so important after all, and that progress isn’t all it’s cracked up to be. Editor, The News: Re: Garbage back on council agenda (The News, Jan. 21). So based on the poll results, either 18 or seven per cent of residents believe lack of city mandated garbage pick up is an issue. This apparently gives Couns. Coria Bell and Robert Masse a mandate to try and foist this concept on to every home owner in our city. Coincidently, the lower percentage is about the number of registered voters who voted for both the two campaigners. I retired from full-time work on Sept. 5, cancelled my lowcost private pick-up service and now take our garbage to the transfer station once every three to four weeks at a cost of a little gas and the basic $10 fee. When my wife and I are out of town we, of course, do not have this expense. Just thought that information would be of assistance when calculating compulsory garbage pick-up. John Cochran Maple Ridge

There needs to be more ambulances staffed with paramedics, lots more.

Editor, The News: Re: Break on multi toll bridges (Letters, Jan. 21). I tend to agree that the Golden Ears and Port Mann bridges would get more usage if the tolls were done differently. Currently, my wife uses the Golden Ears daily to get to and from work at a monthly fee of $140, yet my sister in-law uses Oak Street Bridge daily for free. How is this fair? It is not. Why does TransLink not toll all the bridges in Greater Vancouver? Not $3 a crossing, but $1 per bridge to a maximum of $150 a month. By doing this, it will stop the people from detouring from the tolled bridges to the free bridges and causing congestion in those select areas. Then toll revenue will increase, allowing Trans Link to pay off,

I note with some vindication that the Golden Ears Bridge and the new Port Mann Bridge are not making the grade when it comes to the expected revenue they were projected to generate by now. The tolls on those two bridges will nev-
er be sufficient to pay for and maintain them over the next 50 years, nor will the tolls be affordable over the long term for the drivers. The cost is so prohibitive to daily commuters that they will find any other way to get around them, causing all sorts of congestion problems, not to mention the damage it does to the over-used infrastructure. My suggestion is to toll all bridges in the Lower Mainland, from the Salish Sea to Hope, from the Canadian-American Border to Horseshoe Bay. Each crossing should cost no more then $.50 each way. The current planning application for more townhouses on the site doesn’t make sense. The homes would be at serious risk of flooding by the river, and the trains would be on top of them, creating noise and vibration 24/7. As someone who lives within earshot
of the trains, I know how annoying it can be to hear them whistle at all hours of the night. I shudder to think how it would be if they were immediately outside my window. Suspect denies tormenting Todd Letter from lawyer claims Coban hasn’t been charged in that case Canadian Press
VANCOUVER - The man accused in the cyber bullying case of British Columbia teen Amanda Todd has denied the allegations against him in a letter released by his lawyer. Aydin Coban was arrested in the Netherlands last year. He is suspected of possessing child pornography and blackmailing and harassing victims over the Internet with naked images of themselves. In a letter that his lawyer confirmed was written by his client, Coban says he is innocent and is not “the so-called tormentor” of Todd — or anyone else. Todd, who was sexually exploited online, in
part while she attended high school in Maple Ridge, died by suicide in October 2012. Her story garnered international attention after a YouTube video surfaced in which the
teen held up handwritten signs detailing what happened to her. The letter from Coban is written in English and it says he’s been in jail for a year, but hasn’t been charged in connection with the Todd case. The letter says despite that, the worldwide media has branded him the
monster behind it. Coban’s lawyer, Christian van Dijk (dike), confirmed the letter was written by his client. He says Coban, who also faces charges in Canada, only plans to speak to the judges in his case, because the police change his words in a bad way.

RCMP arrest VPD officer The Vancouver Police Department say one of its own, an officer who lives in Maple Ridge, has been arrested on allegations of assault and unlawful confinement. The officer, a 10-year member of the Vancouver force, and was arrested Friday when Mounties attended his Maple Ridge home. Vancouver police say earlier that day a woman went to the Ridge Meadows RCMP detachment reporting she had been victim of a domestic assault. The officer has been removed from front-line duties, pending the results of the investigation. Vancouver police have notified the Office of the Police Complaint Commissioner. Vancouver police say Ridge Meadows RCMP are handling the investigation, but Mounties haven’t commented.

When it’s time to mark her ballot that will help bring more buses and trains to Maple Ridge, Mayor Nicole Read will vote no. And she may not be alone. Depending on what TransLink tells them on Monday, Maple Ridge councillors will decide whether they want to take a position on the controversial vote. The mail-in referendum takes place March 16 to May 29, when Metro Vancouver voters decide if they’ll support a half-per-cent hike in the provincial sales tax to pay for more buses and rapid transit. “When I send back my
own referendum ballot, it will say no.” Read voted against the question earlier when it was decided at the Mayors Council on Regional Transportation, one of three mayors to do so. She can’t accept the province giving the mayors responsibility for fixing TransLink without giving them any authority to do so. “I am opposed – unless there’s a governance change,” Read said. “I believe that there has to be an onus on behalf of the provincial government. It’s not fair to simply off-load this on to the mayors, to be responsible for the planning and the funding. We don’t have any control over true governance, control over TransLink.” Read said Maple Ridge council is unlikely to spend money to pro-
mote one side or the other, unless clarification of some the issues is required. Council is concerned about the promises that will be made Read by the mayors council just to get a yes vote. It wants “promises backed up with results,” Read added. “We have a responsibility to make sure whatever information that is provided to Maple Ridge residents is accurate and is actually going to be delivered. That scrutiny and clarification and seeking verifiable commitments will start to feel “really uncomfortable at some point.” She doesn’t want Maple Ridge commuters to have a B-line promised

within two or three years – then find out after the plebiscite it will take six years. “That actually will make me so upset for our people because that would be wrong. Whatever they’re saying, we will want very concrete assurances going into the yes vote, because they’re not going to get away coming into the community and giving us a bunch of assurances that they can’t back up.” The mayor’s council last week said a Bline connecting Maple Ridge to Coquitlam would happen within two years of the tax being approved. An email from the Mayors Council last week said all documentation in the Transportation and Transit Plan will be changed to reflect that. At Tuesday’s meeting, Coun. Gordy Robson wanted council to take a position on the plebiscite. “Do we have a plan?” Next Monday, council will hear directly from TransLink during its morning workshop meeting. Robson said earlier he’ll vote no unless he gets an ironclad guarantee that Maple Ridge will have an express bus to SkyTrain in Coquitlam two years after the tax is approved. “If they’re not prepared to do that, I don’t want to play with them.” Coun. Craig Speirs says a rapid bus should be running by the time SkyTrain opens in Coquitlam in 2016. “I’m willing to be convinced but I haven’t seen anything in writing.” That needs to be guaranteed, he added. Robson would also like to have funding in place for a regional road connection, extending either 124th or 128th avenue to 256th Street to improve access Maple Ridge’s industrial area. He’d also like Lougheed Highway four-laned all the way to Mission and for there to be a two-lane right turn at Lougheed and 222nd Street to make it easier to get on to the Haney Bypass, although he recognizes Lougheed is a provincial responsibility.

Bike centre makes it easy to ride Cyc ling By Jackie Chow
I
often wonder why health authorities and cities are not working together more to encourage and promote active transportation, since the benefits of such, both to individuals and to society, are so clear. Where cities provide safe and convenient alternatives to the car, individuals tend to be healthier and happier. That means huge savings to the health care system. More people walking and biking leads to lower health care costs both through a reduction in diseases related to a sedentary lifestyle and through a reduction in car crashes resulting in severe injury or death. Physically active employees also tend to be more productive. Sometimes, the health authorities get it. Last summer, my husband Ivan, chair of our HUB committee, and I were given a private tour of Vancouver General Hospital’s new, state-of-theart Cycling Centre. Our guide was Arthur Orsini, VGH’s active transportation facilitator. The Cycling Centre, which offers secure bike parking for hospital employees. After extensive consultation with cycling employees, the old laundry building was converted into a bike parking area with 182 spaces. A significant amount of thought and effort went into designing, equipping as well as marketing the facility. The Cycling Centre offers showers and lockers that are well ventilated, so that wet rain gear is dry by the end of the employee’s shift. Bike tools, bike stands and pumps are available for needed maintenance or repairs. For those leaving the Cycling Centre late at night, a monitor by the door helps to make sure that no creeps are waiting outside the door. Some finishing touches have proven to be quite popular. A box of Kleenex is strategically positioned by the door. The bike lock storage rack is useful too; you don’t need to carry a heavy lock back and forth between home and work.
Free monthly workshops are held for employees, such as a Streetwise Cycling Course, and various bike mechanics workshops by HUB, bike
yoga, as well as bike festivals and social gatherings. The low membership fees are flexible and cover the maintenance and operation of the facility.
The centre now has more than 180 members. Actual usage goes up and down, depending on weather conditions. Last summer, 55 members
were using the facility on a daily basis. The majority of hospital employees are female, which is reflected in the majority of users being women.
We spoke with some. Meilan, a business analyst, lives by Stanley Park. She appreciates the convenience of being able to change into her work clothes at the facility. She used to only bike in the winter because of lack of shower facilities. As companies and
health authorities clue in to the many benefits of catering to and even pampering cyclists, hopefully more end-of-trip facilities such as the VGH Cycling Centre will start popping up. Jackie Chow is a member of HUB.

incoln is a brand in which many lost faith. Its association with lackluster quality, the stigma that only individuals who are in the latter stages of life drive a Lincoln, and the fact that there is dwindling brand appeal, didn’t help its cause. In the last couple of years, the “Have faith in Lincoln restoration campaign� has been in full swing. With strong products, ones that appeal to both the eyes and enthusiast, they’re coming back strong. But are these traits enough to bring a younger demographic into the fold? With the launch of its small, premium utility vehicle, the MKC, it’s certainly a huge stride in the right direction. It’s all-new for 2015 and starts at an MSRP of $39,940. The MKC is the first vehicle to be designed from the ground up in a dedicated Lincoln studio, and I think they’ve done a great job. From its classic and signature split wing grille, to its tight lines, to its overall form, I’m impressed. As you slip inside its spacious and inviting interior, you’ll notice the absence of a large gear selector near the centre console. That’s because it’s integrated into the stack and you operate it via the push of a button. The centre stack has a streamlined-nature to it. The buttons and touch screen blend effortlessly. Aside from its aesthetics, the MKC does drive and handle very well. Based on the Ford Escape, this five-passenger vehicle comes equipped with two different engines. The first is a 2.0L, EcoBoost 4-cylinder with 240 horsepower and 270 lb-ft of torque. Then there’s an optional 2.3L, EcoBoost 4-cylinder with a spirited 285 horsepower and 305 lb-ft of torque. It’s then matched with a six-speed automatic transmission. The MKC, regardless of engine choice, comes with an all-wheel drive (AWD) setup. Whether at speed or crawling along in the city, the electric power-assisted steering (EPAS) has been calibrated to give the driver enough feedback that it doesn’t feel lazy, but has enough resistance to make the commute a pleasant one. Combined with its suspension, which is an independent MacPherson strut-type up front and a fully independent multi-link with stabilizer bar around back, you have a recipe for an MKC that handles the turns with poise
and confidence. Estimated fuel consumption numbers come in at 12.9L/100km in the city and 9.2L/100km on the road. According to the trip computer, I was averaging 15.7L/100km. Aside from not-so-amazing fuel results, I was quite happy with the MKC’s cargo capacity. With the rear seats up, you’re looking at 712L. With the rear seats folded, there’s 1,505L to work with. It’s perfect for larger items like my road bike. Despite the plethora of options – there were $14,230 worth, for a test price of $55,920 with the $1,750 delivery charge included – the MKC doesn’t need to be loaded with them to the max to make it a worthwhile vehicle to drive.

How to clone a clematis plant By Mike Lascelle
I
thought it would be a good idea to start the New Year by giving you a behind the scenes look at one of our local wholesale nurseries that produces many of the clematis that you buy at your garden centre – the idea being that you would gain an appreciation for the often unheralded work that goes into providing good quality plant stock. Ken Staedtler began his wholesale perennial nursery in 1989 after being encouraged to get into business by his former employer, Noel Muldoon of Muldoon Greenhouses Ltd. Armed with a biochemistry degree in science and an intuition that tissue culture was a technology for the future, Ken opened his own cloning facility 10 years later, in 1999. His current lab technician, Luina Rivera, emigrated from Panama with her husband Jose in 2000, and got her start cleaning up around the lab. At Ken’s request, she learned the cloning process through on the job experience and eventually worked her way into the position by “using my common sense and working hard”. This lab currently produces 15 cultivars of clematis, as well as specialty plants such as corydalis, gentiana, cordyline, phormium and lamprocapnos (dicentra) spectabilis ‘Gold Heart’. Clematis is a complicated genus of over 200 species, including climbers and groundcovers. For the most part gardeners seem to prefer the large-flowered hybrids, some of which have been with us for over a century, including ‘Nelly Moser’ (1897) and ‘Star of India’ (1867). There are three basic pruning groups: those that bloom on the previous season’s growth (Group A); varieties that flower on

both the previous season’s growth and new wood (Group B); and those that bloom on the current year’s growth only (Group C). Clematis are long-lived plants and prefer rich (add compost or well-rotted manure) well-drained soils with shaded roots and part (around four hours) to full sun for the crown.
Adequate support (trellis, obelisk) for the vines is also critical, as the stems are quite brittle and prone to breakage. To produce these baby vines, work is performed in a sterile Laminar Flow Station and once indoors, the plants are kept at a constant 18 C temperature and given 18 hours

Step 1: A healthy outdoor clematis specimen is chosen and 1.3 cm long node cuttings of new growth are taken – these are sterilized (with bleach and alcohol) and placed in test tubes with Agar for 1 month. Those with bacterial growth during that period are discarded. Step 2: The clean cuttings or ‘mother plants’ are then transferred to sterile baby food jars for the multiplication stage. Cuttings are kept in Agar with tailored vitamins and micronutrients (each clematis cultivar has its own nutrient recipe) for two to six weeks, creating several new shoots (two to five) from the base. Step 3: These shoots are separated and put into another sterile baby food jar for the rooting stage. Seven to ten plants per jar are left in agar (with root hormones and macronutrients) for six to seven weeks, during which time they root. Step 4: The rooted plants are then rinsed with water and separated, after which they are planted in trays with a sterile soil media. Step 5: Once they have gained some size, they are potted into nine centimetre containers, allowed to root-in and then sold as liners to other growers or plant brokers. THE NEWS/sports Big goals for cycling season Looking to build on successful ’14 The local teen who became a cycling national champ in 2014 is moving on to bigger things in the coming cycling season. Maple Ridge cycling club Local Ride Racing’s focus for 2015 will be working with Maggie Coles-Lyster, the 16-year-old cycling sensation who is one of Canada’s top junior bike racers. Her hugely successful 2014 was highlighted with her winning four gold medals at the Canadian National Track Championships. She is working hard toward her goals of winning World Championships and even Olympic Medals. “Maggie is very enthusiastic and driven to reach her goals,” said Barry Lyster, her father and coach. “For 2015 she is gunning for National Championships in road, cyclocross and track.” Sponsors are getting on board. He said that to achieve such high goals, it is important to have a supportive team of professionals and resources to not only provide her the best chance of success, but to allow her to enjoy
Pan Am player Maple Ridge softball star Larissa Franklin has been selected for the Pan Am Games team, and to play for the Team Canada Senior Softball team again for the summer. The speedy centre fielder is now at Western Kentucky University in Bowling Green. The British Columbia Lacrosse Association has announced its six head coaches for the 2015 provincial box teams. Daren Fridge of the the Ridge Meadows Minor Lacrosse Association will coach the pee wee team. Fridge is best known for his work with the Maple Ridge Burrards of the WLA, where he was the coach, and is now general manager of the resurgent team. The provincial association puts together six box lacrosse teams and six field teams. They will compete at the national championships against other provincial selects teams. The midget and pee wee nationals will be held on Aug. 1-9 in Whitby, Ont. “The head coaches we have selected all come from rich lacrosse backgrounds and have prior experience with the Team B.C. program,� said Team B.C. technical co-ordinator Darcy Rhodes. “We are confident they will successfully take our athletes to the next step of their long-term athlete development, with the hopes of capturing gold at nationals.� Tryouts for the boys teams will be held on April 25 at Pitt Meadows Arenas.
