The Townline Hill area of Abbotsford has experienced a surge in home break-ins over the last three months, with the thieves mainly targeting cash and jewelry. Abbotsford Police Const. Ian MacDonald said 19 break-ins have occurred in the area from Nov. 5 to Feb. 1. The number constitutes half the residential break-andenters that took place in all of Abbotsford during that time. MacDonald said the number is surprising, considering that Abbotsford recorded an overall eight per cent drop in home break-ins from 2013 to 2014. The majority of the recent thefts have taken place between 5 and 9 p.m., with the culprits forcing their way in through a rear window or rear sliding glass door. Investigators believe that a small number of people are responsible for these crimes and likely live in the area. “It’s more likely people who are part of the neighbourhood and have some expectation and knowledge that the homes they’re breaking into have a large amount of cash and jewelry,” MacDonald said. He said the culprits have been leaving behind other items typically stolen in home break-ins such as portable electronics. Police first warned the public of the break-ins in November after seven thefts took place in the Blueridge Drive and Townline Road area. The biggest theft involved $50,000 in cash and jewelry, and the losses in two others were valued at $30,000 and $15,000. MacDonald said police do not believe the break-ins are connected to the “Townline Hill Conflict,” embroiling two groups of young men in a dispute since last spring that has involved vandalism, mischief, assaults and arson. He said citizens are encouraged to report suspicious activity to police and to be diligent with their home security. If the City of Abbotsford asked the province to change legislation regulating the use of propane cannons, the province would give it consideration, said Premier Christy Clark during a visit to the Abbotsford News on Tuesday. As Abbotsford looks towards creating a bylaw regulating the use of propane cannons, Clark said the province will review the city’s proposal and determine whether it can be accommodated under the current law. “Whether or not it’s a problem is not at issue here ... it creates all kinds of conflicts in communities like Abbotsford which are increasingly urbanizing, but also highly dependent on agriculture.” When Clark was
asked whether the Right to Farm Act – which protects the use of cannons as a normal farm practice – could be changed in the future, she said “if the City of Abbotsford asks us to consider that legislative change as part of their proposal, we will obviously give it some very serious thought. But until we see what they are asking for, and how they would like us to approach it, it’s hard to answer that question.” Clark noted cannons have been a part of farming in the Valley for a long time and they’ve been an effective tool, but added, “In a world where we are seeing increasing urbanization and these conflicts are getting bigger and bigger, we have an obligation, perhaps, to think about it differ-

While Abbotsford is the heart of the Fraser Valley, when people are asked what the heart of Abbotsford is, “it’s a little bit less clear.” Finding the heart of the city and neighbourhoods will be an important part of the OCP process, said Fix. Abbotsford is growing and with medium growth, the city will reach a population of about 200,000 in about 20 years. If the city grows more

While Abbotsford is “its own city in its own right” – an economic hub with a university, hospital and self-sufficient local economy – the neighbourhoods are not as complete, said Jennifer Fix at a meeting with city councillors on Jan. 19. Fix is a senior planner and project manager with Dialog, the consultant working on Abbotsford’s new official community plan project (OCP) – called Abbotsforward. An OCP guides decision-making on growth and development in a city. Abbotsford’s last OCP was created in 2005. There are outside constraints that shape how Abbotsford can grow, including the Agricultural Land Reserve, environmentally sensitive areas, and mountainous terrain. Fix said that while Abbotsford celebrates its status as “the city in the country,” in recent years, development has been neither city nor country, but instead has been suburban. Brent Toderian, a planner and strategic advisor with Dialog, said the former OCP was so flexible that it did not provide clarity to developers, which can lead to development shying away from the community. Toderian explained that the OCP needs to be a plan for tomorrow,
not yesterday or today – adding that “this is a plan for the future.” Over the next six weeks, the city will run a promotional campaign encouraging people to get involved and share their ideas for the future of Abbotsford. There will be an online survey where residents can make their ideas known, or they can visit the travelling road shows to talk with city planners, and join neighbourhood walks and citizen circles, where people can talk with neighbours, family and friends about their plans. For almost 40 years, the press hall at the Abbotsford News has produced millions of newspaper pages from its location at Gladys Avenue in Abbotsford, just off South Fraser Way and Sumas Way. Every week since the late 1970s, huge rolls of newsprint have whirred through the Goss Urbanite web offset press to bring local papers to Abbotsford and communities such as Mission, Chilliwack, Hope, Langley, White Rock and Surrey. A new era began on Monday, Feb. 2 with the closure of the press hall at the Abbotsford News and its move to the Vantage Way Production Centre in Delta along with about 20 transferring press personnel and support staff. Publisher Andrew Franklin said the press hall move is a positive one for Black Press, which owns more than 150 titles in print and online in Canada. “Print is alive and well. Black Press is looking at new contracts and we’re looking to expand,” Franklin said. Black Press currently holds the contract for the printing of the daily Vancouver Metro and the National Post. Now, with the move to the Vantage Way site, Black Press adds a contract for The Province at the Vanpress facility in Burnaby. In addition to the new press at Vantage Way, Black Press also installed new inserting equipment to handle the increased flyer volumes.

A 435-unit development at the corner of Livingstone Avenue and Maclure Road will move forward, pending final council approval. Council gave third reading to the rezoning proposal, which will create 400 apartment units and 35 townhouse units on the site, which borders Gardner Park in west Abbotsford. The development will see two-storey buildings on the east side of the lot, which is adjacent to a single-family home neighbourhood. The buildings will rise to six sto-

Coun. Ross Siemens said many neighbouring residents expressed concern about traffic congestion in the area at the public hearing on Jan. 26, and city manager George Murray explained that while the city’s official community plan update is ongoing, staff could ensure that the traffic master plan is updated for that area to ensure traffic management is considered.

Helping low-income, single-parent families Editor: I have an idea I think would be a great benefit to the city of Abbotsford, however I don’t have the contacts or resources to be able to make it work. The idea results from the situation of a friend, although I know she isn’t the only parent in Abbotsford who experiences this difficulty. She is a very lowincome single mom. She and her children live below the poverty line even though she is employed full-time. There are so many issues involved in her situation, but the one I’d like to address is the lack of reliable daycare options available to low-income and/or single parent families outside of normal daycare hours – parents who have to work evenings/weekends/shifts. My friend has no family in town. She has in the past served suspensions from work for not being able to attend her shift because she had a babysitter cancel with no notice. She works every weekend and three days during the week. Her children were attending a before-andafter-school program, but it only operates
Monday to Friday and closes at 6 p.m. She usually works until 7:30 p.m. and sometimes until 9. She works for a large company and has no control over scheduling. She has no choice but to work the shifts she is offered. She had found a licensed daycare to watch her boys after school. Within the first few days, this “professional” cancelled with no notice. My friend had to leave work to pick up her children and had no one to watch them for the rest of her shift. As a result, her employer has placed her on probation and she is back to square one in terms of her seniority, etc. She may lose her job because she can’t find
reliable child care. Not every family in Abbotsford fits the typical model for daycare services. Our community needs to step up with services for families who don’t fit the current mould. My proposal would target mainly “inner city” families. Lowincome, single parent families. This program should be based out of a recreation facility like ARC/ MRC or even a school with a gym, as many of these families cannot afford organized recreational activities for their kids. There should be a meal component factored in as well, because there are so many children who don’t have healthy meals provided for them at home. I’m
envisioning a partnership between the city (specifically the parks and recreation department), the provincial government (for helping to fund a pilot program), a communitybased childcare organization like the Hand in Hand Child Care Society and other daycare providers, perhaps a local grocery store. Possibly even the school district in terms of allowing qualified staff to supervise high school students as part of their volunteer requirements (i.e. if they planned to go into teaching, etc.). I have this huge idea, but I have no idea how to go about executing it. Any thoughts?

The event also includes games, balloons and a demonstration by Sun Hang Do Martial Arts. The event is hosted by the CCHA, which advocates for congenital heart disease awareness and health. Local hockey player Jake Virtanen was presented with a community champion award at the meeting of city council on Monday. Mayor Henry Braun presented the Vancouver Canucks first-round draft pick the award for contributing to Canada’s junior men’s hockey team’s “outstanding achievement in winning the gold medal at this year’s world junior hockey championships in January.” Virtanen played on the team, which won with a dramatic 5-4 victory over Russia – the nation’s first world junior gold since 2009. Virtanen was presented with a paving stone noting his achievements, which will be placed along the city-wide Discovery Trail in the community champions pavilion. There will be a ceremony in October to install the stone.

Local performers take the stage at CelticFest

West Coast Fiddlers to play Celtic Village An Abbotsford band has been announced as a performer at next month’s CelticFest Vancouver. The West Coast Fiddlers will perform in the Celtic Village on the Doolin’s Stage on March 14 during the event, which runs from March 6 to 17. The 11th annual CelticFest Vancouver in 2015 will see concert venues, pubs, clubs and city streets come alive with the sights, sounds, and vibrant spirit of Celtic cul-
ture. The Celtic Village fills Granville Street between Robson and Nelson with music, dance, fun and frolic, and food. Abbotsford’s Rockland Moran will also perform during A Tribute to the Pogues on March 7 at the Imperial on Main Street. The show celebrates The Pogues’ iconic music and will feature some of the area’s finest musicians perform-
ing many of the band’s bestknown songs. An expanded festival will include 12 days of music, dance, family fun, spectacle and discovery for folks of all ages and backgrounds. Western Canada’s largest Celtic celebration is highlighted by the St. Patrick’s Day Parade, which will take place on March 15 and usually draws tens of thousands of spectators.

The Yale secondary musical theatre department presents its production of Rodgers and Hammerstein’s Cinderella starting Feb. 15 at the Abbotsford Arts Centre. Artistic director Willis Taylor, who has been involved with Yale’s musicals for 18 years, said the full-length Broadway production is being modelled after the “Enchanted” version. Whitney Houston as the fairy godmother. The first two TV productions had featured Julie Andrews (in 1957) and Lesley Ann Warren (in 1965) in the lead role. The Enchanted version features the same classic moments as the original – such as the pumpkin, the glass slipper and the masked ball – with some surprising new twists. Taylor said he chose Cinderella based on his own family’s tastes. “My kids grew up with it and they loved it, and most of the students know it because their parents had it (on video or DVD),” he said. Taylor said he likes the Enchanted version because of its humour that involves “a lot of 1990s colloquialisms” and its “colour-blind” approach to the story in terms of its casting. The Yale secondary cast of about 25, as well as 15 members of the live orchestra under the guidance of musical director Allen Reynolds, have been rehearsing four days a week since the start of the school year. Taylor said among the biggest challenges the students have faced is performing the production’s “semi-operatic” tunes. “It takes some skilled singers. Luckily, we have a few of those.” Cinderella is the school’s 25th anniversary production, and Taylor estimates each show now attracts about 300 audience members. Last year, they performed Shrek the Musical.

perform, on average, better on reading, writing and numeracy tests than those who do not. Around four in every five students across the district meet Grade 4 reading, writing and numeracy standards for foundation skills. But Strong Start participants do considerably better, especially in writing, where 90 per cent meet the Grade 4 goals, and numeracy, where more than 84 per cent meet the standard. “Not all children have the same sort of experience or preparation,” said board of education chair Cindy Shafer. “When the kids are able to do a program like Strong Start, then those kids are better prepared for the next step.” The district’s numbers are consistent with studies elsewhere that show participation in pre-school programs drastically improves students’ chances of succeeding later in life, particularly when they come from vulnerable families. (With just over 30 per cent of kindergarten students in Abbotsford coming form vulnerable families, the report puts Abbotsford in the middle of the pack in B.C.) Those foundation skills assessments results also put Abbotsford nearly 10 percentage points above provincial averages, a trend that continued into high school, with Abbotsford boasting a graduation rate near 90 per cent, compared to the provincial average of just over 80 per cent. Shafer said those rates don’t just reflect success at educating students in class; they also show the district is largely succeeding at keeping students interested in school. “Part of that is our ability to keep our students engaged,” said Shafer, who highlighted the range of elective programs and trade options offered by the district. “If we can keep students interested in their learning … then they’re going to stay with us longer.”

Abby’s Nick Taylor had another solid weekend, making the cut and finishing one-under and tied for 59th at the Phoenix Open. Adam Hadwin missed the
cut after sitting at seven-over through two rounds. Brooks Koepka finished at 15-under to claim victory and a cheque for $1,134,000. The tourney is one of the
largest on the PGA calendar and features the famous parthree 16th hole, with a grandstand full of rowdy fans cheering – and sometimes jeering – the golfers.

Abbotsford’s Mackenzie Skapski dressed for his first NHL game for the New York Rangers at Madison Square Garden on Wednesday night — and his parents, Traci and Denis, were in the stands cheering. Despite the short notice, they weren’t about to miss his first NHL appearance — even if that meant a harried rush from the Valley to Manhattan. The 20-year-old goaltender was called up by New York after Vezina-winning starting goalie Henrik Lundqvist was injured after taking a puck to the throat during a game on Saturday. Skapski’s parents got the exciting news from their son on Tuesday while they were shopping at Ikea. Immediately, they booked their airline tickets over the phone and returned to Abbotsford and packed their bags in 15 minutes. They then sped to YVR and barely made their flight. On Wednesday, shortly before the puck dropped for the Rangers game against the Boston Bruins, Traci told The News by text “this is a whirlwind and so exciting.” She also relayed a welcome-to-the-pros-kid story about “Mack” arriving in the Rangers dressing room.

Mackenzie Skapski made his debut as a New York Ranger on Wednesday. After Skapski began to unpack his goalie gear, the equipment manager asked him what he was doing. “I’m unpacking,” said the young goalie, as relayed by his mother. The equipment manager stopped him. “You’re in the show now,” he said. “Leave it alone.” Ranger backup netminder Cam Tablolt got the start against the Bruins on Wednesday night and Skapski, wearing jersey No. 70, served as his backup and was on the ice taking shots during warmups. Skapski, who played for the Bantam AAA Abbotsford Hawks, had been playing with the New York’s American Hockey League affiliate, the Hartford Wolf Pack. In 24 games with the Wolf Pack this season Skapski has a record of 12-7-3 and a 2.38 goals against average. His .914 save percentage and his two shutouts tie him for fifth among AHL rookie goaltenders. He debuted in the AHL Oct. 24 against Albany and he posted his first AHL win – a shutout – on Oct. 26 vs. Norfolk. Skapski played for the Kootenay Ice of the Western Hockey League and was selected by the Rangers in the sixth round, 170th overall, of the 2013 NHL Entry Draft.

Renegade is also tall folk friendly with oodles of headroom, so they could even wear a hat. A minor tall-roof drawback was noted, however, when I tried to reach for a distant sun visor above the upright windshield. Jeep claims Renegade has up to 70 standard and available safety and security features. There are seven standard air bags, including a driver’s knee air bag. On top of that you can layer an impressive list of optional active safety features that includes Forward Collision Warning with Active Braking, Lane Departure Warning, Blind-spot Monitoring, Rear Cross Path detection, ParkView and a Rear Backup Camera. The all-new 2015 Jeep Renegade is in a word…how you say…Stupendo!
