Provincial government corks luxury tax for premium wines By Tom Fletcher
The B.C. government has put a cork in its plan to charge a higher tax on higher-end wines.
“Since we released our wholesale pricing model in November, we’ve heard concerns from the industry about the pricing structure for wines over $20 a
bottle,” Justice Minister Suzanne Anton said Friday. “We are reducing the mark-up for this category – levelling out the wholesale price for wines that would have
been impacted.” A major concern for wine stores and B.C. restaurants was the change to the province’s wholesale pricing for-
mula for wine that ends the discount advantage for independent wine stores. It meant little change or even cheaper prices
for wines that now cost $15 and under. But the final retail price of pricier bottles was expected to rise sharply starting in April, in both private and government stores,
and in restaurants. B.C. Restaurant and Foodservice Association president Ian Tostenson said restaurants must see Wines page 5

Another change to allow only B.C. wines to be sold directly from grocery shelves has at-
tracted a U.S. challenge under the North American Free Trade Agreement. Currently the Liquor Distribution Branch, the government monopoly wholesaler, sells products to government stores at cost and sets a minimum price for all retailers. The wholesale price for private retail stores is 16 per cent less than the government retail price, rural agency stores pay 12 per cent less, and stores that sell only B.C. wine get a 30 per cent discount.

Teachers adapting, but not the union B.C. Views by Tom Fletcher The B.C. education ministry put on a forum on the future of education last week, bringing together public and private school leaders with experts from around the world. I watched the proceedings via webcast from the Wosk Centre for Dialogue in Vancouver, which gives you a hint about the forces pressing in on our centuryold industrial model of schooling. First up was Andreas Schleicher, on video link from his office in Paris, where he is director of education and skills for the Organization for Economic Cooperation and Development. He began with the international problem of people coming out of university who can’t find jobs, amid a skills shortage. Schleicher said this is happening today because, “it’s not what you know but what you can do with what you know.” Some education systems are adapting better than others as the value of merely passing on facts has declined. He said these days, almost any student can pass any multiplechoice test if they have a smartphone. The question for parents is what to do “if you want your child to be smarter than a smartphone.” The OECD runs international testing that consistently ranks B.C. and Canada among the best schools in the world, and Schleicher

described how that testing has evolved to keep up. But our progress in the past 10 years has tended to be slower than some Asian countries, despite B.C. being on the “high end of investment” in education. He warned against the trap of the industrial school model, “pouring money in” to “do more of the same.” Some of the best results emerging from a decade of digitally-driven globalization have been achieved through innovations that were financed through bigger class sizes, Schleicher said. This was too much for one B.C. Teachers’ Federation representative in the audience, who introduced herself as someone who spent the last transformational decade working for the union, not in a classroom. She disputed the OECD’s financial calculations, lecturing some of the world’s top economists that based on “spending power,” B.C. schools are cash starved. She followed this with the laundry list of BCTF demands that hasn’t changed in 40 years – smaller classes, more prep time, more money. The keynote speaker was Yong Zhao, University of Oregon professor of educational measurement, who gave a highly entertaining critique of standardized testing and creativitycrushing drills of the basics. discussion about the need for foundation skills, which he and others agreed remain vital to success. The issue seems to be how to instil those basics while avoiding the disengagement of students who see school as irrelevant to their lives. Education Minister Peter Fassbender announced at the forum that the province is about to unveil new curriculum that moves toward individual learning for all students. And he said there will be a series of experiments conducted at yet-to-beidentified B.C. schools to pioneer new models of learning. BCTF president Jim Iker sat stoically through the proceedings, where speakers described integrating community groups and businesses directly with schools. That’s underway here, with trades training in particular. Iker’s record on adaptation is clear from his own career. The only school where he actually taught was in the northwest B.C. village of Topley, and it closed in 2010 due to a longterm decline in rural students. By 2001 Iker had left the classroom to work for the Burns Lake teacher union local, which the BCTF continues to staff eight years after that school district and others disappeared through amalgamation. Letter: The continuing erosion of the CBC In the 2012 federal budget the Conservative government announced their plan to cut $115 million from the CBC’s annual budget between 2012 and 2015. An additional cut of $130 million by 2016 was announced in April of 2014. Total job loss – 1307 jobs. Impact on those who care about what it means to be Canadian – significant! Why should we care? It is the CBC, our pub-
lic broadcaster, that keeps us informed on what the issues are across our country (e.g. Cross Country Check Up), keeps us entertained (e.g. The Debaters) and gives us the opportunity to laugh while we learn (e.g. The Rick Mercer Report) to name just a few program highlights. When you live in a largely rural region like the Kootenays, CBC radio becomes the friend that travels with you
along our highways. Simply stated, we need expanded CBC coverage, not less. Cutting millions of dollars will take us in the wrong direction both nationally and internationally. We need the CBC when we travel on business or vacation, or as part of the Armed Forces, to keep us in touch with home. In the early 1980s I coordinated a series featuring BC’s Provincial Parks with CBC television called Adventure BC. I travelled the province with a producer, a cameraman and program host Bob Switzer, provided by
CBC television. Using local experts, we featured what makes parks and heritage places like Cody Caves, Ft. Steele, and St Mary’s Alpine such important assets. More Conservative government means not only will regional programming be a thing of the past, meaningful national coverage will also be seriously at risk. If we care about Canada and the things that define us as Canadians, we can’t let that happen. ~Wayne Stetski Cranbrook, BC

Teams from the 2014 National Environmental Education Leadership Clinic at Nipika Mountain Resort. The Columbia Basin Environmental Education Network (CBEEN) is pleased to announce that applications for the 2015 Environmental Education Leadership Clinic are now being received. From April 25 – 28, eight lucky teams of four will have the opportunity to action plan, team-build and network in the spectacular setting of Kootenay National Park. Drawing on the strength of last year’s National Environmental Education Leadership Clinic, CBEEN has taken this model and given it a regional focus. Often described as one of the best ways to turn great ideas into action, this Leadership Clinic has attracted a great deal of attention both in the Columbia Basin and across Canada. Last year, over 20 teams applied for 8 team spots, each valued at $5000. To put their best application forward, teams are encouraged to develop a clear, succinct and achievable goal. At the clinic they will have the opportunity to develop an action plan to achieve this goal. Participants in last year’s Leadership Clinic shared that “The Leadership Clinic is a fantastic model for networking, team-building and productive time getting tasks done. It made getting our work done a joy and our team was buoyed by all the enthusiasm and synergy created. The gift of time and shared expertise helped our team identify goals to carry forth and implement. It was a privilege to attend the Leadership Clinic.” This initiative was made possible by generous support from the Vancouver Foundation, the BCTF Environmental Education Provincial Specialist Association, Columbia Basin Trust, Columbia Power Corporation, Columbia Valley Community Foundation, Kicking Horse Coffee and Nipika Mountain Resort. Applications for the 2015 Leadership Clinic will close at 12 p.m.

1. Eating fresh food in Winter - Fresh personally grown produce is hard to find in February. The harvest from the garden stored in the basement has dwindled down to a few root vegetables or more likely, is gone. Another way to have the satisfaction of eating personally grown food is to dress your winter dishes with herbs that you can grow on your windowsill. 2. Start from Seed - You can easily start your own indoor herb garden from seed this time of year. If you are starting from seed, use a quality potting mix like Nurseryland Indoor Potting Soil. Coconut Coir is also a great soil medium for indoor growing. Avoid using regular garden soil, as it is too heavy for container growing without amending it. It may also have eggs from pests that will hatch and undesirably snack on your herbs before you do. 3. Which one to choose - For indoor gardening, consider choosing compact or dwarf varieties to fit smaller spaces. Creeping herbs like oregano or thyme are much easier to maintain than dill or cilantro. Upright growing herbs must be pinched often to make sure they stay compact regardless of whether you have a dish planned for them or not. You can plant a medley of herbs in one pot, but you will need to harvest the more aggressive plants often in order to keep one herb from taking over the whole pot. 4. Container - For indoor use, you can use a variety of containers to fit your needs. You can use a pot with hole and a separate tray, a pot with an attached tray, or insert a pot with holes as a cache pot into a pot without drainage. Using a cache pot removes the need for a tray and recovers easily from accidently over watering your plant. 5. Sunny Spot - Most herbs will do well in a southfacing window. If your herbs have long stems and small leaves, it means the herbs desire more light. No need to panic. Supplementing with a grow light in the winter will solve this issue. T5 Grow Lights are easy to install in most situations. They come in 2`, 3`, or 4`lengths to fit your herbs’ needs. You want to see vigorous growth and compact leaves for a more frequent harvest. Avoid cold drafts and do not allow the tender leaves of the herbs to touch any cool window panes. 6. Watering Needs - Water your plants regularly to keep the soil moist, but never soggy. Water should be saturating the entire pot without any water sitting at the bottom. Watering will be periodical at first, but will increase as the herb matures in the pot. 7. Feeding the Herbs - Regularly feeding your herbs will produce more snacks to eat and more quickly. Liquid organic fertilizers are easy and great to use, such as Dutch Treat Seaweed fertilizer. Also, you can use an all purpose fertilizer like 10-10-10. Liquid fertilizers make mixing a snap. 8. A few hot pics - Basil is a favourite in many kitchens. Basil likes lots of sun and warmth, so definitely place the pot in a south-facing window. Thyme and oregano are also great herbs to try. Thyme will grow in an east- or west-facing window. Parsley is a versatile herb that gives a great top dressing to eggs in the morning or a perfect garnish for supper. Sage is an herb that nicely compliments many winter comfort dishes such as soups, stews and roasts. This herb can tolerate dry indoor air quite well, but needs a good amount of light. 9. Experiment - Eating habits can change with the seasons. By experimenting with fresh herbs, your cooking habits will change as your palette thirsts for fresh taste even in winter. 10. Share - Once you get a few herbs growing, they may produce more growth than you can eat. If you are visiting a friend, family member or neighbour, asking to see if they would appreciate some fresh grown herbs helps everyone get over the winter blues. One of my secret indulgences is to rub them in my hands and breathe in the uplifting scent. Till next time… happy indoor gardening.

Adaptive skiing lessons at Kimberley

There is an exciting new opportunity at
Kimberley Alpine Resort—ski lessons for community members with a physical or cognitive disability! In a partnership between the East Kootenay Adaptive Snowsports (EKAS) club, Special Olympics BC Kimberley/Cranbrook, and Kimberley Alpine Resort, they are offering adaptive lessons on Sunday, February 8th from 11 a.m. to 2 p.m. Visit the booth in the plaza at the base of the
ski resort to see how the adaptive equipment can make sliding on snow accessible for everyone. This includes tethers, standing outriggers, several sit-skis, and other gear for people with a visual impairment, paralysis, amputation, neurological disorder, or another disability. The trained instructors will assess the participants to determine how to reach their goals. Instructors are certified with the Canadian Association of Disabled Skiers (CADS) and can also assist students with autism or Down syndrome. These volunteers are eager to share their
love of skiing with others. If you like the sport, there may be future opportunities to ski with an instructor on a regular basis. It is even possible to further your skiing and join a race club! All ages and backgrounds are welcome. The cost to take a lesson is $25 which includes one-day CADS insurance, equipment rental, instruction, and lifts. In celebration of families, the Meadowbrook Community Association (MCA) will be holding a Winter Sports Day on BC Family Day, Monday February 9, 2015 from noon until 3 p.m. at McGinty Lake. MCA members, residents of Meadowbrook and Woods Corner, and any other outdoor recreation enthusiasts are welcome to skate, xcountry ski, snowshoe, or just visit. The MCA will clear a portion of the lake, light a bonfire, and provide hot chocolate. Bring your skates, skis, snowshoes, snacks and folding chairs if you wish. The MCA is currently leading a project to preserve and enhance McGinty Lake as a recreational area. The plan includes re-fencing the lake, improving the picnic area, and using solar energy to provide reliable water for cattle without them having to access the lake itself. Come learn about the MCA’s plans and provide your ideas. 2015-16 MCA memberships will be available for $12.00 per person. There is no requirement to be a resident of Meadowbrook or Woods Corner. Anyone 18 years and older who supports preserving and enhancing these areas may become a member.

for personal best and top ten. The highlight of the event was the night slalom. Kimberley Alpine Resort provided great music, a laser light show and sled rides to the top of the course for the finalists. Athletes, coaches and parents raced the dual slalom course for a chance to race again and ultimately to win! Katie Clark, KAT racer and one of the night slalom winners has skied in both the Alberta and BC divisions. She said, “I have never had so much FUN! Racing head to head with my friends into a crowd with music and a light show WOW!” KAT racers include: Females: Charlie Dupreez, Zoe Chore, Katie Clark, Bronwyn Damm, Emma Damm, Avery Blair, Nela Buchar, Winter Knudgaard, Brenna Olsen, Jasmine Brenton, Maren Jensen and Katrina Damnjanovic.

Tek-Tonic is what Jeep designers dubbed the Renegade’s funky yet functional interior. The Wrangler theme is also evident inside and includes the requisite passenger grab handle. It’s a softer, more comfortable Jeep people place with practical features such as the fold-forward front-passenger seat and a removable, reversible and height-adjustable cargo floor panel. Renegade is also tall folk friendly with oodles of headroom, so they could even wear a hat. A minor tall-roof drawback was noted, however, when I tried to reach for a distant sun visor above the upright windshield. Jeep claims Renegade has up to 70 standard and available safety and security features. There are seven standard air bags, including a driver’s knee air bag. On top of that you can layer an impressive list of optional active safety features that includes Forward Collision Warning with Active Braking, Lane Departure Warning, Blind-spot Monitoring, Rear Cross Path detection, ParkView and a Rear Backup Camera. Four vehicles you’d never guess are collectibles It’s no secret that the Corvettes, Chevelles, Mustangs, ‘Cudas and Camaros that you see on televised auctions like Barrett-Jackson, Mecum and Auctions America, have a significant following. But there are cars that fly under the radar; you might never imagine that they have a rabid following among car collectors. Here are four of our favorite unlikely collectibles: Chevrolet C/10 pickups These may be among the hottest American collectibles right now, particularly the second-generation trucks built from 1967-72. Once as common as weeds, most were worked to death doing what they were designed to do. Upmarket trim packages like the Cheyenne (or Sierra on the GMC version) are particularly sought after. Great ones can easily sell for more than $20,000. Who’d have thunk it? Early Honda Civics The first three generations of Civics (spanning the years of 1973-87) were basic, honest cars that also happened to be relatively fun to drive. The mechanicals would last forever, the bodies, not so much. Mostly, their owners saw them as disposable when they did finally need something major. That accounts for their rarity today. Recently on eBay, a clean 1978 Civic sold for $7,800 and an equally nice 1986 model brought a whopping $11,000. Toyota 4Runners The first generation of the Toyota 4Runner (1984-89) was simply a clever ploy to get around import duties for normal passenger cars. Pure trucks were taxed at a lower rate, so many first generation 4Runners arrived at the port with no rear seats, leaving it to the dealer to add them. Totally plausible since the original 4Runner was just a Toyota Hilux pickup (beloved of insurgents on every continent) with a fiberglass shell and the aforesaid rear seats and belts installed. By this point you know the pattern: Most were driven into the ground by surfers and rock climbers to the extent that clean examples are tough to find. When they do pop up with low miles, original paint and stripes, and no rust, they’ve brought high teens and low 20s. They may be the next FJ40 Land Cruiser. Chevrolet Corvairs The Chevrolet Corvair (1960-69) may well be the most unfairly maligned car ever. Ralph Nader was a young lawyer looking to make a name for himself in the consumer protection world, and
the Corvair seemed an easy mark. In reality, a number of other manufacturers, including Mercedes-Benz, Volkswagen and Triumph, had suc-
cessfully used the swing-axle rear suspension that was the target of most of his criticism. In combination with the car’s rear weight bias, if driven
carelessly, early examples of the Corvair could spin under hard cornering. Driven sensibly, Corvairs are attractive, fun to drive and unique. And as
the memory of “Unsafe at Any Speed” fades nearly 50 years on, collectors are finally starting to take a shine to Corvairs with the very exciting turbo-

World Cup Championship and came in 20th overall in the main World Cup Women’s’ Lead climbing competition. Noah placed 15th in the Youth World Cup and 25th overall in the World Cup Men’s Lead competition. Both climbers are proud of their first performance and the chance to represent Canada. World Cup Tour climbers are a close knit community and they are all very supportive of one another. Many veteran climbers remarked how excited they are by the dynamic that all the new young climbers are bringing to the World Cup competitions.

FRATERNAL ORDER
Hugs: A big hug to the kind person(s) who helped our son retrieve his lost snowboard. Some weeks ago, and unbeknownst to him, it fell out of the back of his pickup truck in the ski hill parking lot, after a day on the hill. Although he retraced his steps, it was nowhere to be found. Last week when he returned to his truck after a day of skiing, he found a note on his windshield from a kind soul who told him they had seen it fall from the back of his truck and had turned it in to customer service, where it was being held for him to claim. It’s back now where it belongs. Many hugs to a good Samaritan who went out of their way to reunite the snowboard to its rightful owner. Hugs: To 7-11 on Victoria Ave for good service. It would be nice if the customers that purchased pizza there were good citizens and picked up all the pizza boxes scattered within a block of the store. Hugs: To the marketing staff at the Tamarack Centre for their lovely decorating, especially the Christmas Nativity scene that kept the correct theme ie palm trees and not a pine or fir tree. Hugs: To the RCMP. Looks like they’ve been mighty busy lately catching the bad guys, but I would like to request they keep a good eye on the Willowbrook/ Strip intersection and stop those vehicles, often huge transport trucks, from running the yellow to red lights.
Slugs: To those lazy home owners who can’t be bothered to keep their walks clear to stop the ice buildup. Slugs: To those arrogant homeowners who clear their driveways and even lawns of snow and throw big icy chunks onto the roads. Very dangerous as people try to swerve to avoid damage to their vehicles! Hugs: Big Hugs and Thank you to Cranbrook Mitsubishi for letting me enter my friend’s name and number at the dealership in their recent New Years promotion. My friend does not have a computer and was unable to drive at the time. Neither of us won anything so far but are entered in the Big Draw. The staff was very helpful, service was much appreciated. Slugs: To the driver who drove right through a huge puddle of wet, icy, slushy water, splashing a little old lady with a walker on the sidewalk! Shame on you!!! All you needed to do was to move into the middle of the road, or even just slow down and you could have avoided giving this poor little old lady a icy shower : ( Slugs: Slugs of the most luminous and neon kind to the neighbor in the Burdette/Staples/Otis/Ham (Kimberley) area, who is trapping peoples pets and taking them whoknows-where! Get a life! Stop taking peoples furry family. If you don’t like animals and pets move into the city in a skyscraper. Shame on you and a big shout out of warning to my neighbors to watch their pets!
