Highway 19A improvements get city staff backing And the winner is… The Highway 19A improvement project. An upgrade to the Island Highway between Rockland Road and Big Rock Boat Ramp has been selected by city staff as the best project to put forward for senior government grant funding. It was chosen from a short list of three other capital projects – a dewatering/organics composting facility at the Norm Wood Environmental Centre, Highway 19 reservoirs, and replacement of the downtown fire hall. While it has been chosen by city staff as the project to pursue, the funding isn’t guaranteed. The initiative will be one of hundreds put forward by B.C. communities with populations of less than 100,000. All will be vying for funding under the Build Canada Program which provides up to two-thirds of project funding to local governments, split between both the provincial and federal governments. Drew Hadfield, the city’s transportation manager, said city staff met with council at a lunch and learn session on January 27 to discuss what options were available and which projects would have the best

chance at being successful in garnering funding. “The section of Highway 19A (Rockland to Big Rock Boat Ramp) as the capital project for submission under the 2015 Build Canada Fund program is an important decision for the city as the outcome will have a significant impact on the city’s financial state,” Hadfield wrote in a report to council. “Given the relatively small level of funding available for the overall program, compounded with the limitation of only one application per intake cycle, considerable care is required to ensure the selected project is well aligned with the program’s funding criteria.” The Highway 19A upgrade project would improve the section of highway between Rockland Road and Big Rock Boat Ramp – including improvements to the boat ramp itself – and would continue the improvements made along the highway between Hilchey Road and Rockland nearly five years ago. The other projects to make the city’s short list for the Build Canada Fund are a $3.29 million regional dewatering and organic compost facility to divert organics and biosolids into reusable organic compost, as well as an $8.6 million reservoir expansion to increase water supply to the city and enhance fire protecContinued on Pg. 3

Mount Washington puts ski season on hold

Continued warm temperatures and rain have finally got the best of Mount Washington Alpine Resort. The Pineapple Express, a surge of moisture direct from the Hawaiian Islands not only brought rain, but warm temperatures and rising freezing levels. The resort staff all worked hard to stay open but the third express in the past four weeks has finally taken its toll. As of Monday, the resort has put its winter 2014/15 operations on hold until further notice. “We have every belief and hope that we will reopen sometime soon,” says Don Sharpe, Director of Business Operations and Marketing. “But we’re now at the point where there’s simply no snow left to farm or move around.”

Campbell River-made boats making a splash New technology out of New Zealand is propelling a local boat builder into new markets. Last week saw the launch of two boats built by Daigle Marine with water jet technology. Representatives from the Campbell River and Vancouver boating scene as well as Rod McDonald from the New Zealand Consulate came out to christen the two new boats on Feb. 15. The Eaglecraft boats, that were custom built for a company out of Vancouver, are making

a splash here in Canada as well as in New Zealand, as these Campbell River-made boats were specially built to take advantage of waterjets. “Essentially waterjets make a large, wellbuilt boat perform like a sports car.” says Chris Choich representative for the New Zealand company HamiltonJet in Canada. “Eaglecraft is a premiere boat builder in Canada, it was a natural fit for us to work together.” This sentiment was echoed by Drew Hem-

mingson, Operations Manager for Tymac Launch Services out of Vancouver – the company that commissioned the boats, “If you’re going to get a boat built on the West Coast you go to Daigle Marine. Today’s launch is a great day for us. “These are some of the best preforming boats we’ve ever commissioned.” Daigle Marine is an example of one of many companies throughout Campbell River with a reputation and success

The existence of the city’s 32-year exchange program with its Japanese sister city, Ishikari, is being threatened due to a lack of funding. Mayor Andy Adams, and past president of the Campbell River Twinning Society, said that since the province cut out all gaming funds to the society, it’s been a struggle. “If future funding cannot be developed, such as provincial gaming funds, then the future of the Twinning Society and all of its programs will be in jeopardy as other community funding is directly tied to an organization’s ability to

Tracking immunization

Parents of babies and younger children have another job to put on their to-do list: get their child vaccinated. But unlike the situation where dentists remind their patients every six months to get a teeth cleaning, there is no similar immunization reminder for parents except for those they set up for themselves. And this is a problem. Certainly, health authorities face challenges from immunization foes who fear that vaccinations may be dangerous or that mandatory vaccinations violate their rights or religious principles. But by far the biggest obstacle to greater participation rates is that people forget to get their child’s shots at 12 and 18 months. Once the parent returns to work or has another child, they can be too busy or distracted to make an appointment or they don’t understand how important it is. After 60 years in the job market and, every year since retirement, paying my share of taxes I asked, the health system, the Omdbudsman, and in desperation our MLA. If I was a drug addict, and overdosed, there would be an ambulance there in no time so they could be back stealing. If some dimwit skis out of bounds (on purpose) they will have helicopters, search and rescue, Coast Guard, etc., to look after them. Finally we just spent $141,000 for cameras in our jail so we can keep robbers, rapists etc safe, so they can be safely back doing their evil deeds. No answers! Premier Christy Clark’s push to “re-engineer” the B.C. education system is moving ahead aggressively in B.C.’s 25 postsecondary institutions. One of the first tasks for Andrew Wilkinson in his new role as advanced education minister was to outline the shift in operating grants for colleges and universities to in-demand occupations. Replacement sani-station may be flushed away Kristen Douglas Campbell RiveR miRRoR

City staff are recommending that council not replace the sani-station decommissioned by the city two years ago. Jennifer Peters, the city’s utilities manager, said developing a cityowned sani-station would be a costly undertaking for little purpose. “The city’s sani-station has been closed since fall 2013 and the community has adapted to using the other sani-stations in the area,” Peters said. “Since this time, staff have identified that there is not an apparent need for this service to be provided by the city.” Council has budgeted $70,000 to construct a new sani-station sometime this year, and $115,000 for land acquisition and site design. However, Peters said the city would likely be looking at having to shell out between $200,000 and $400,000 for a lot large enough to accommodate a proper sani-station. “A new site for a city operated sani-station would require doublesided access, be relatively easy to find and accessible to visitors/tourists, conveniently located relative to the camping areas and must be in a location which provides adequate space to allow queuing of RV’s without impacting traffic and access to adjacent properties,” Peters said. City staff have already ruled out locating such a facility in any residential area, or commercial area, based on experience with the former 17th Avenue

sani-station which generated concerns over odour and traffic. Peters said either an industrial or a lower density commercial area would be preferable. Staff have looked at three sites in particular: the Campbell River Airport, Norm Wood Environmental Centre, and at 2080 Pengelley Road. But there were issues with all three properties. Peters said that at the airport, a sani-station would not conform to

area’s land use plans and be too out of the way for users. Access concerns were also a problem at Norm Wood Environmental Centre, as well as site security issues, while the city-owned property at Pengelley Road would take away potential revenue for the city from a surplus land sale. The property is currently listed for sale and is appraised at $340,000. The city’s former sanistation on 17th Avenue

The Strathcona Regional District is supporting a resolution made by Campbell River council to have coastal communities petition the province to re-fund the Island Economic Trust (ICET). Directors supported the motion, brought forward by Coun. Charlie Cornfield, which will go before the Association of Vancouver Island Coastal Communities (AVICC) convention in Courtenay this April. The motion asks AVICC to petition the provincial government to renew ICET by providing up to $50 million. Cornfield said that the $50 million that the province gave ICET in 2006 when it was first established, is nearly gone. In his resolution, Cornfield notes that the funding has been instrumental in helping communities up and down the Island with economic growth-generating projects. “The $50 million fund has been the key factor in enabling ICET to leverage significant levels of other government, non-government and private sector funding, resulting in important gains for the people, businesses and communities in the AVICC,” reads the resolution. ICET has contributed funding to communities on central and northern Vancouver Island as well as on the Sunshine Coast. Projects within the Strathcona Regional District that have received ICET funding include in Campbell River (airport extension project, downtown revitalization, and Elk Falls Suspension Bridge), in Sayward (Kelsey Bay harbour study), and the Salmon Brewster Equine trail and campsite. In 2013, ICET also committed to partner with the Strathcona Regional District in developing a regional tourism strategy. ICET will provide half of the total project cost of $37,048. In total, ICET has provided $47.6 million for more than 125 economic infrastructure and development projects in coastal communities and generated more than $268 million in additional investment to the region. ICET also says it has created more than 2,500 construction jobs and 2,200 long-term jobs and generated $10.4 million in annual provincial government revenue. ICET has a board of directors and two regional advisory committees that include more than 50 local government officials, including all mayors and regional district chairs. It has a staff of just two people.

The presence of radiation in West Coast waters from the 2011 Fukushima nuclear reactor release is expected to peak in 2015-16, yet remain far below a level that poses health risks to humans or animals. A paper published by Fisheries and Oceans Canada scientist Dr. John Smith in the Proceedings of the National Academy of Sciences in December, 2014, details the arrival and concentration of radioactive isotopes Cs-134 and Cs-137

from Fukushima Daichi-1 in the North Pacific Ocean. The reactor was damaged in the magnitude 9.0 earthquake and resulting tsunami that struck off the coast of Japan in March, 2011. That resulted in the release of a radioactive plume from Fukushima Daichi-1 into the atmosphere and water of the North Pacific Ocean. In the first three years following the incident, levels of Cesium 137 have risen to two becquerels per cubic metre of water from normal background readings of one becquerel per cubic metre, Smith wrote.

Those levels are projected to peak at approximately five becquerels in the coming year before gradually returning to background levels. To put that figure in perspective, DFO notes, Canada’s standard for Cesium-137 in drinking water is 10,000 becquerels per cubic metre. Following the 2011 earthquake and tsunami, DFO established an ocean monitoring program to validate ocean circulation models and trace the arrival of Fukushima radioactivity. That system has grown to include 80 monitoring sta-

tions in the Strait of Georgia and Juan de Fuca. The monitoring system tests not only for the presence of radiation, but for a variety of physical, chemical and biological properties of the water at varying depths. “One of the reasons that we undertake this survey, is that we’re interested in understanding the oceanography of the region, and by monitoring the ocean we can identify changes that are occurring, which may be indicators of the ecosystem being at risk,” said Peter Chandler, a physical oceanographer.

This 2014 accident at Hwy. 19 and Jubilee Parkway did not result in fatalities, but there were four fatal accidents on the highway between Campbell River and Courtenay from 2004-13, according to statistics from ICBC.

On Vancouver Island, the second-worst stretch for fatalities is the long, mountainous run between Campbell River and Port Hardy, which had 23 fatal accidents in the decade. That was followed by the Duncan-Victoria stretch of Hwy. 1, which includes the infamous Malahat corridor. The Ministry of Transportation and Infrastructure

recently completed a $15 million safety improvement project begun last year to reduce accidents on the Malahat. Ranking ninth on Vancouver Island was the run from Campbell River to Courtenay on coastal Hwy. 19A, with 10 fatal crashes, or an average of one per year. Eight fatal accidents were recorded in the vicinity of the Campbell

River junction where Hwy. 19, Hwy. 19A and Hwy. 28 (to Gold River) converge. Another four fatal accidents were recorded on the Inland Hwy. 19 between Campbell River and Courtenay, ranking lowest among road stretches with recorded crashes. ICBC indicated the report in which the data was compiled is for

information purposes and is not an audited or formally validated report. Precise mapping of incidents is not always possible and counts by location are not considered comprehensive. Also, the report covers only public roads falling under the Motor Vehicle Act, and does not include forest service roads, industrial roads or private driveways.

against a potential Japanese invasion. Keller maintains a network of trails and updates the lists of historical artifacts and the photo inventory he began years ago. Visiting each remaining veteran who had served on the island and their families, Keller is collecting and documenting a wealth

of stories. Conducting tours of the island, Keller shares the history with the public. The Honorary Battery Commander of Yorke Island Battery, Keller organized an event to celebrate the 75th anniversary of the first military presence on the island, co-ordinating with many orga-

nizations including BC Parks and the Canadian Armed Forces. Environment Minister Mary Polak said, “From improving visitor services and building trails, providing public education and assisting with management and planning, volunteers are a valuable resource in BC Parks. Thank you to all those selected this year

He also set up Jordan Rauser’s goal late in the period to give the Storm an insurmountable 3-1 lead. “Freeze (Friesen) is such a big part of our team,” said Stone. “You won’t find many players anywhere that compete the way he does. They are generally not thought of as super heroes, but the Green Men came to the rescue Sunday afternoon at Rod Brind’Amour Arena. With the Campbell River Storm slogging through their third game in three days, Sully and Force (aka The Green Men) whipped up the largest crowd of the season (1,075) and helped carry the weary Storm to a 5-1 victory over the Comox Valley Glacier Kings. “It’s a tough part of the schedule,” said Storm head coach Lee Stone. “We had three-in-three last month and didn’t play very well in the third game (a loss to Nanaimo), so it was nice to win this one. It’s definitely easier now that everyone is healthy – we can roll four lines and three sets of defence, and get everybody into the game.”
