Residents disappointed in several areas over lack of fibre optic AUTUMN MacDONALD Observer Reporter More than 80 rural residents gathered at Kersley Hall after they discovered out fibre optic would not be made available to them. Residents from Kersley, Richbar and Yendreys subdivision voiced their disappointment over TELUS’ decision not to extend fibre optic service to them. “We want broad band access,” Kersley president Dan Evans said, pointing to at least having access to ADSL. TELUS media relations Liz Sauve said the company is only doing certain parts of the city. “We are hoping to reach as many people as possible,” she said, highlighting the project was an investment of $8 million. “The build is about 50 per cent complete.” Evans said he understands why not all homes can be serviced but pointed to as lack of communication. “We just want answers,” he said. “Nothing may come of this, but we have to at least try.” Sauve looked into the lack of communication and pointed to a website as the best means of contact, https://fibre.telus.com/ iwantfibre or by phone at 1-855-716-6691 to get more fibre related information. “While we are not serving certain areas yet we are continuing to evaluate,” she said. “TELUS is always reviewing how to best service clients.” A site outlining which neighbourhoods are fibre ready and which are coming in February, March and April can be found at, www. telus.com/quesnel.

Small Business BC Awards With 98 per cent of businesses in our province composed of small businesses, what better way to showcase and celebrate some of the amazing entrepreneurs here in British Columbia than through the Small Business BC Awards? Small businesses are the heart of our communities, especially here in Cariboo North. The provincewide contest helps them beat a little stronger by recognizing leaders in small business and acknowledging the important contributions to their local communities. The more successful each community is, the more successful the province is as a whole. It takes courage, energy and dedication to run a small business.

In creating a Scholarship Fund, you invest in your community’s future and show students you care. Your gift can help students – from preschool to postgraduate – achieve their lifetime dreams. How it works • You make a gift to your community foundation – you can give cash, appreciated stocks, real estate, or other assets. • We set up a Scholarship Fund in your name, in the name of your family or business, or in honor of any person or organization you choose. • You receive tax benefits in the year your gift is made • Our professional staff and board, working with School District #28, helps you to determine eligibility requirements for the scholarship you establish – whether they are based on a student’s field of study, academic achievements, extracurricular activities, financial need, background, or geography. • We handle all the administrative details – and award scholarships to deserving students in the name of the fund you establish. • You receive updates on the impact your gift is making in our community. • Your gift is placed into an endowment that is invested over time. Earnings from your fund are used to make scholarship awards addressing community needs. Your gift – and all future earnings from your gift – is a permanent source of community capital, helping to do good work forever. You can create a scholarship as a memorial to someone special, selecting eligibility criteria that exemplify that person’s goals and values. Or, you may use it to express your educational values – or those of your family or business. If the scholarship you establish is renewable, you can review updated information on the progress of recipients over the years. You may even elect to meet these students – something many donors find rewarding. Fishing amendment focuses on young anglers
Wanting to install the fishing bug into your son or daughter? It just got easier with the amendment of age-restricted waters. In support of mentoring young anglers, the province has amended the regulations for agerestricted waters by making them available to anglers of all ages, provided they accompany a youth under the age of 16 or a disabled angler who is actively angling. Many of the waters that are subject to this new regulation – now referred to as “youth accompanied waters” – are stocked with catchable rainbow trout, providing an above-average angling opportunity for newcomers to the wonderful world of freshwater fishing. Previously, agerestricted waters allowed only youths
aged 16 or less, those 65 and older, and disabled anglers access. This reduced interest for families looking for locations where everyone could fish. Under the new youth accompanied waters regulation up to two adults (including those over 65) can fish in age-restricted waters, provided they are accompanied by an eligible youth or disabled angler. The list of age-restricted waters has also been updated. Disabled anglers are still permitted to angle unaccompanied on “youth accompanied waters”, however now they can be accompanied by up to two anglers that were not previously permitted to fish on these waters. “Fishing is a wonderful and relaxing pastime that
people of all ages can enjoy,” Minister of Forests, Lands and Natural Resource Operations, Steve Thomson said. “These changes create new opportunities for families to get out and enjoy the great outdoors together.” “The Freshwater Fisheries Society of BC supports regulation changes
that establish fishing opportunities for children and families,” added president, Freshwater Fisheries Society of BC, Don Peterson. “Not only is fishing an ideal way to connect with family and nature, but it is important to introduce youth to fishing for they are the future stewards of the resource.”

Need to seek alternatives
I
t seems the BC government has never heard the aphorism “Those who do not learn from history are doomed to repeat it.” If provincial leaders ever heard George Santayana’s famous words, they didn’t seem to have made much of an impact. Otherwise, we wouldn’t be discussing a provincial wolf cull again. The idea of culling wolves was tried in the 1980s, to great public opposition. From 1982 to 1986, 798 wolves were killed, according to the Northern Lights Wildlife Wolf Centre. Yet caribou populations didn’t rebound and here we are again, with the province once again suggesting that the best way to help those dwindling caribou herds is to get up in a helicopter and kill wolves. The helicopter, presumably, makes it easier to cover more ground and get more of those dastardly wolves in a single outing. It’s not even supported by government experts. According to a report prepared by Ministry of Forests, Lands and Natural Resource Operations, a cull would need to kill at least 80 per cent of the wolf population and keep it up for more than five years. Even then, the report said a cull is only a short-term solution, since wolf populations quickly recover. What we, as a society, need to be asking is what are the alternatives to killing these animals, rather than going to a cull as a first solution.
Post-secondary ‘re-engineering’ begins
P
remier Christy Clark’s push to “re-engineer” the B.C. education system is moving ahead aggressively in B.C.’s 25 post-secondary institutions. One of the first tasks for Andrew Wilkinson in his new role as advanced education minister was to outline the shift in operating grants for colleges and universities to in-demand occupations. By 2017, a quarter of the money for post-secondary institutions will be directed to areas where labour force surveys forecast a need. This was greeted with some alarm when it was announced last year. Simon Fraser University president Andrew Petter at first downplayed the coming skills shortage as “relatively small” and warned against pushing post-secondary institutions into a “zero sum battle for dollars.” Petter has since come on board, as his approving comments were featured in the ministry’s Jan. 26 news release detailing the shift. He and others have been assured that in spite of Clark’s rhetoric, suggesting trades training is in and university is out, the news for SFU and other universities isn’t all that
Tom Fletcher
B.C. Views bleak. Wilkinson is completing a province-wide tour of all post-secondary institutions this week, and I reached him at his visit to Thompson Rivers University in Kamloops. “The response to this has generally been pretty good, because the students are putting this pressure on institutions themselves,” he said. “Some of the institutions are … shrinking things like teacher education and putting more effort into the science-based, quantitative fields that are often related to these indemand occupations.” The surplus of teacher graduates has been noticeable for some time, but that’s largely a function of oversupply, much of it in urban areas. In the Cariboo, for example, teaching jobs are projected to have the highest number of openings by 2022, followed
we’re going to somehow minimize or diminish funding in that general education, arts and science category is just not true,” he said. Key to this shift is measuring the performance of courses offered at colleges, universities and technical schools. Each year, the ministry surveys about 30,000 graduates to find out whether their studies helped them find a related job. The results are available on a website that breaks them out by institution and general study area. To find it, do a web search for “BC student outcomes” and select the “executive dashboard” to check the results for courses and schools in your region. The site provides charts showing the percentage of students who land relevant jobs. Not surprisingly, it tends to be higher for technical programs and lower for fine arts. It also shows grads’ average wages, a sobering but useful bit of information for high school students and their parents. Tom Fletcher is legislature reporter and columnist for Black Press. by nursing and retail and wholesale trade managers. Then come heavy duty mechanics and electricians, but also paraprofessional jobs in legal, social, community and educational services. Province-wide, it’s part of a broader demographic shift to fewer children and more retirees. In fact the government started this targeted funding a decade ago with health care, forcing universities to produce more doctors, nurses, lab techs and so forth. The retiring baby boom is expected to account for more than half of the openings in the next decade, which will expand the skills demand across most fields, beyond the trades training for the anticipated liquefied natural gas industry and other high-demand industrial areas such as truck driving. Wilkinson notes that of the ministry’s $1.9 billion budget, about 60 per cent goes into general post-secondary education, for introductory courses that students take when they are seeking a career path, through undergraduate studies to professions. “So I think the idea that

Teachers leading the way
Editor: Re: Tom Fletcher. Feb 4 column. Contrary to Tom Fletcher’s assertion that BC teachers and the BCTF are not “adapting,” we are actually leading the way in protecting and enhancing education in our province. The BC Teachers’ Federation is actively involved in BC’s task force on assessment, the graduation requirements review, and the curriculum redesign teams. Our two Vice-Presidents and I have been meeting with senior Ministry of Education staff on these initiatives as well. As a union of professionals, we work hard to enhance our practice in support of teaching and learning. The BCTF has 32 provincial specialist associations—ranging from science, social studies, and art to technology and trades education—that put on exceptional professional development conferences, write reports, and lead important teacher inquiry projects. Recently, the BCTF has partnered with UBC and the BC Superintendents Association to create a province-wide mentoring program that will formalize an integrated system of support for developing and retaining teachers in BC. We also funded, created, and launched a new online platform called TeachBC that enables teachers from across BC to share their research and teaching resources. There are a lot of excellent things happening in BC schools and teachers are front and centre making it all happen. However, we cannot forget that any government strategy, initiative, direction, plan, etc., needs funding. Unfortunately, we’re still waiting for this government to fund the basics like improving class size and composition. A change in government attitude towards funding is the first adaptation BC students need. Jim Iker BCTF President

Evelyn said both she and Lisa have strong supportive extensive family which is important for their new retail role. “We love our jobs at Dodge but we really can’t involve our family in what we do there,” she said. “Bo Peep Boutique allows for that and the environment is much more relaxed than car sales.” Japanese Straightening

With extensive experience at Regency Chrysler (they still love their work at the car dealership) Evelyn and Lisa wanted to be more involved and interactive with the community and Bo Peep Boutique was the perfect vehicle for that. “We both have children. We’re both huge supporters of shop local and we knew the owner Sarah Shipley was ready to retire and planned to close the doors,” Evelyn said. “We didn’t want to see that happen.” There’s been a bit of a shuffle in downtown Quesnel. Bo Peep Boutique is now located at the old Circle ‘S’ Western Wear and that business has moved to the Carvers location. Evelyn elaborated on that by saying purchasing a car is the second largest purchase in a household and that can be very stressful whereas a retail children’s clothing store doesn’t demand the same financial outlay. You may purchase one vehicle at a time but you can buy many things at the boutique. “I feel our two lines of work complement each other, balance us,” she said. Although both women are known in the community, this new role has given them a new persona, which has been warmly received in the Reid Street retail community. “At Regency we didn’t have the same interaction with neighbouring businesses, but now other shop owners stop by,” Evelyn said. “We’re still the Dodge girls who happen to have purchased a children’s boutique and we’re blown away by the warm welcome we’ve received.” The boutique will carry the brands and lines that have proven successful such as toys, books and footwear as well as clothing to cater to everything from maternity and newborn (including preemy) right up to boys and girls sized up to 20. This is their first foray into retail clothing sales and both women admitted they have relied heavily on their neighbouring retail owners, the suppliers and of course the many years of experience in the former owner Sarah Shipley. “We’ll make mistakes but that’s business,” Evelyn said. Lisa was quick to add, “that’s what sale racks are for.” Children’s clothing and accessories is such a positive business, Evelyn and Lisa are enthusiastic about their prospects. They plan to remain in their very rewarding jobs at Regency Chrysler and know they need a team to keep everything flowing smoothly. “We’re lucky to have the staff we do at Bo Peep Boutique,” Lisa said. Paula Nelson has several years at Bo Peep and is extremely knowledgeable about the merchandise. Elaine Laser has many years experience in downtown Quesnel and her new role as Bo Peep store manager is a perfect fit, as long as she answers to her three-year-old daughter Lexi who’s the top boss. One can only imagine the shopping that little one can accomplish. If there’s a single concept Evelyn and Lisa can transfer from their many years at Regency Chrysler is regardless of the business, service and customer satisfaction is paramount.

W
hen the heart feels it, the artist expresses it. This is the theory behind the Quesnel Art Gallery’s February show Art from the Heart. This show is an informal juried show which encourages artists new to the community or new to the public gallery to allow their work to be displayed. “This show could be for accomplished artists without a venue or a ‘closet’ artist’s first chance to show,” gallery spokesperson Sybil Muschik said. She added this show is also about showcasing more experimental work with artists trying new techniques, new media or even a new style. “However, the entire show is about artwork from the emotions of the artists, showing feelings and we have several
pieces of that nature,” Muschik said. “Often the subject matter is close to the artist’s heart, something that inspired a piece.” The artists in the show come from a wide range of ages and backgrounds, including artisans with unusual, original crafts. Most pieces are for sale with a few exceptions. “Those not for sale usually represent a deepfelt piece, often from an existing collection. Artists were invited to submit up to three primary pieces and as many 8x8 pieces for the silent auction. With more than 40 pieces, the silent auction bidding starts at $30 per piece and the public is invited to write their bids down as often as possible. The auction lasts the entire month. Muschik said they decided to include the silent auction for two reasons. First to raise desperately needed funds
for new storage at the gallery both for storage and for the gift shop. And secondly because silent auctions are popular with the public. “Its a way to get beautiful artwork at reasonable prices,” she said. Auction items are from a variety of media including 3D art, painting, felting, carving and much more. There were many artists in the gallery on Thursday assisting in the hanging of the new show and Muschik said the public doesn’t realize the scope of work needed to hang such a large display. “Deciding placement, pricing (done by the artist), labelling, statements by the artists and enhancement of the displays all need to be done.” Muschik, an accomplished artist in her own right, has two primary pieces in the show. The first is a painting from the
Onward Ranch where she has often plain air painted (painting outdoors.) “That location reminds me of where I was raised in Germany,” she said. “My pieces have to do with meaningful moments in my life.” Her second piece, the final rays of sunlight at evening’s twilight, was a memory of walking with her German shepherd. “We both noticed the beautiful twilight and that is a fond last memory of that beloved pet who died soon after that walk,” she said. Muschik also submitted a few pieces for the silent auction and these paintings, she said, were fun pieces of wildlife around her family home. One is of an airplane for her husband but also in joyful anticipation of Skyfest 2015 this summer which her and her husband will be attending. “We love aviation,” she said with a smile. For airbrush artist Vern
Unrau his inspiration comes from things the public doesn’t see often, such as the exotic Tigon, a cross between a lion and a tiger which is an actual animal. He also submitted an eagle because its a popular subject matter. For Maggie FergusonDumais she has been experimenting with felting and has produced colourful, tactile pictures. Her inspiration comes from being starved for colour at this time of year. “I was driven to create felted pictures with texture, colour and of course the image,” she said. “Felting provides dimension and vibrant colours which are so satisfying.” Her work falls in the silent auction section of the show and she has eight pieces. Two of which are the same subject matter. “I did the first in felt, then duplicated in
acrylics,” she said. “I wanted to explore if the colour and texture would add an element to my acrylics, and it did add vibrancy and dimension.” She went on to say felting pictures is new to her. “I’m learning to create artwork without the reliance on my skills in drawing and painting,” she said. “Felting pictures has certainly improved my other media work and I expect to improve my felting as I gain experience with the medium.” The show, which runs to the end of February, is sponsored by Ron Paull Communications and Q-Tax Tax Services. Gallery hours are Tuesday – Saturday, 10 a.m. – 4 p.m. The Quesnel Art Gallery is located in the Arts Centre and the Quesnel and District Arts and Recreation Centre.

Create a poster to celebrate Purple Day, March 26
With Purple Day, March 26, fast approaching, many people across the province are gearing up to promote epilepsy awareness and Epilepsy and Seizure Education of B.C. (ESEBC) encourages the public to get involved by creating a poster, taking a picture and submitting it to nmartin@esebc.ca. They are hoping people will make some noise, stand up for epilepsy and hang their poster somewhere public in their community. The campaign is labelled Purple Day Poster Pandemonium and all posters will be posted on ESEBC’s Facebook page. The most awesome posters will receive prizes. There’s no need to sign up just submit the picture of your poster with your name and the city where you live.
The ESEBC website is also a great place to get information and find out what Purple Day events are planned around the province. In Quesnel, for the second year, various businesses are selling Quesnel Bakery Purple Day cookies, bracelets and pins and other free information for the public about this disease. All proceeds go to help secure two more beds in the Adult Seizure Investigation Unit at VGH, the only unit of its kind in B.C. Currently they have two beds and a very long waiting list.
Winter cleanup postponed The owner of this pile waited just a little too long getting the pile under cover before the snow started falling and now it will wait until spring to be dealt with. Annie Gallant photo

It’s hard for me to believe it’s been just over two months since the new Council was sworn in. When you take into account the Christmas break, Council has moved very quickly and very deliberately on a number of fronts in an effort build a more sustainable foundation and better position us to remain a vibrant and resilient community through this transition period. Immediately after being sworn in, Council began work on modernizing our meeting procedures and our standing committees. We now have three permanent standing committees which will enable Council to engage in a deeper level of governance on the City’s budget (Financial Sustainability and Audit Committee), both existing and new bylaws and policies (Policy & Bylaw Committee), and how we will engage our community in informed decision-making and develop more proactive relationship within our community (Executive Committee). These Committees demand a significantly greater time commitment from every Councillor and I appreciate the energy and enthusiasm each Councillor has brought to their assigned Committees already. During our two-day strategic planning process, Council agreed that our main governance challenge is to balance the need to realign the City’s budget with a declining industrial tax base and the need to maintain our City’s infrastructure and amenities so we continue to retain and attract residents and investment. We believe our 2015 budget reflects this balancing act as we found $600,000 in cost savings in our operating budget, enabling us to tax solely for infrastructure projects (primarily roads and sidewalks). This month I’m trying to meet with our major rate-payers, business groups, and community organizations to discuss: Council’s strategic priorities; the framework for this year and next year’s budget; and seek their insights into the challenges and opportunities Council should be focused on as we continue to ensure the sustainability of our City. While Council was elected to lead our community through this transition period, every citizen and every organization will have to stand with us to make sure our community remains vibrant and resilient. In the coming months Council will be engaging the public in a number of open houses and forums on key issues such as: the City’s budget, a comprehensive review of our parks and playgrounds, public safety, and Highway 97 safety. I hope to see you at these events. For more information about these opportunities to engage with Council please visit the City website at www.quesnel.ca. BC Hockey Officiating Mentorship clinic hosted in Williams Lake GREG SABATINO Williams Lake Tribune Budding referees kept their whistles at the ready during the weekend when Williams Lake played host to the BC Hockey Officiating Mentorship clinic. Sixteen participants aged 12 to 19 from Williams Lake, 100 Mile House and Quesnel donned their officiating stripes among Williams Lake Minor Hockey Association executive members, volunteer parents, Williams Lake referee in chief Doug Warwick, Cariboo officiating co-ordinator Ross Campbell and BC Hockey officiating development co-ordinator Larry Krause for a training and mentorship weekend during the Williams Lake Bantam Timberwolves Tier 2 Tournament Jan. 30 to Feb. 1. “Last year at about this time BC Hockey’s executive put together a plan to mentor, train and equip officials across the province,” Krause told the Tribune. “We’ve got 4,500
certified officials in B.C. and the Yukon, so they decided to target 95 tournaments across the province, including Williams Lake.” At the clinic mentors held a meet and greet with the officials on Friday, before performing a series of evaluations and critiques throughout the tournament, all while providing an opportunity for one-on-one teaching in a multi-game, multiday setting at the Cariboo Memorial Recreation Complex. From Williams Lake referees included Ryan Roberts, Alex Kitsul, Marcus Kennedy, Cameron Prest, Patrick Kniec, Jesse WallaceWebb, Benn Taylor, Brayden Smid, Russell Waterhouse, Devon Hill and Laurel White, with Doug Gassoff, Jaryn Campbell and Logan Lybeck participating from Quesnel, and Brandon Balbirnie taking part from 100 Mile House. Krause said the transformation they see in the referees in such a short amount of time is amazing.
“It’s incredible what you see out of the students,” he said. “We teach a lot of the skills coaches are looking for out of their players. Game sense, skating, mobility, quick decision making and then, of course, game management, procedures, signals, where to stand, awareness of players and their tendencies and communication.” The stress involved with managing a hockey game can be difficult for a young referee, Krause explained. “A 12- or 13-year-old young man or young woman is now expected to carry authority and expected to communicate with an adult in an adult conversation, explain Hockey Canada’s guidelines, rulebook and procedures and ensure every game is fair and safe,” he said. “That’s a lot on the shoulders, especially sometimes when you’ve got parents in the stands who may or may not have played the game and may not have any understanding, let alone the rules.”

He pointed to Taylor — who is already qualified to referee competitive minor hockey and is one of the more senior youth officials in the lakecity — as a shining example of a young referee showing a lot of promise to advance in the field. “I’m absolutely optimistic at some point he’s going to be a regular member of the staff,”
Krause said. “He’s got all the ability — outstanding skating style, good speed, he sees the ice well and his penalty selection is above average. It’s just up to him how far he takes it.” One of the most important things BC Hockey has set out to do through the mentorship program, Krause said, is to provide young officials
with an opportunity. “This year BC Hockey and the WLMHA have spent more money developing officials,” he said. “It’s a great time [to get into it]. We’re always looking for more — either kids or adults — because they find there’s a fraternity, a camaraderie and friendship that happens.”

CAPSULE COMMENTS
with Lee-Anne Williams B.Sc. (Pharm) Billions of dollars are spent each year on underarm deodorants and antiperspirants. An antiperspirant contains a product that blocks the pores that release sweat. A deodorant simply contains aromatics that mask the smell of body odour. Check the labels to see whether a product contains both or just a deodorant. Just a reminder, that the chemicals in antiperspirants do not cause breast cancer. If you have arthritis, can you predict the weather? We often hear that arthritics can tell when the weather is about to change. There is probably some truth to this. A drop in barometric pressure will allow inflamed joints to swell more and of course cause more pain. Weather can also have an effect on asthma and migraines as well. When you donate blood, make sure you’ve had a substantial meal beforehand. Be well hydrated, in fact start drinking 1-2 litres of water a few days before your donation and one litre on the day of. Get a good night’s sleep and make sure you feel well on the day of your donation. No sore throat, colds etc. Make donating blood part of your life. Check the website: blood.ca/eligibility When taking oral medication, try having a sip of water before the dose. This reduces the chance of it sticking in the esophagus on its way to the stomach. Follow it with a full glass of water and don’t lie down for a few minutes. One of the nice things about working in our pharmacy is that you can really get to know your customers.
