Trustees face $4M shortfall in budget BY KARL YU THE NEWS BULLETIN

being forecast at $101 per in January. The Cedar, Yellow Point and Cassidy area property tax rate remains the same as in January, at $155 per $100,000. Wendy Idema, regional district director of finance, said the revised property tax roll, which requisitions are based on, is expected to come in March. The regional district is expected to introduce a bylaw on the 2015 budget on March 10, with final approval coming at the end of March.

Nanaimo school district trustees will once again be dealing with a shortfall as they work their way toward finalizing the 2015-16 budget. A $3.5-million shortfall forecasted last year is in line with current numbers, according to Graham Roberts, acting secretary-treasurer. “That amount is in the range that we’re still looking at,” said Roberts. “We’re looking at between $3.5 to $4 million.” An unrestricted surplus of $4.18 million from this year’s budget is being forecast, but whether that will be applied to the shortfall will be something that is part of budget discussions, said Roberts. Steve Rae, school board chairman, said although budget discussions are only beginning, trustees are aware that the district is currently in the red and will work through the numbers to account for the shortfall. A balanced budget is mandated by the province, he said. “Obviously, the last place I can tell you we’re going to look is the classroom ... I can tell you that the flavour of this board, that is the last consideration, is the classroom, and hopefully we never get that far,” said Rae. The new school board is also in the process of examining the 10-year facilities plan, passed by the previous board. The school district is holding a series of public forums to discuss the budget and the plan, with meetings set for Tuesday (Feb. 17) and Feb. 26 at Dover Bay and John Barsby secondary schools, respectively. The school district’s budget must be approved by June 30 at the latest, as per the B.C. School Act, but the school district aims for the end of April for staffing purposes, said Roberts.

Regional district supports land trust’s funding request

FINAL BUDGET expected to be passed in March. BY KARL YU THE NEWS BULLETIN

Funding requests from Nanaimo and Area Land Trust and Ladysmith RCMP Victim Services could be part of the Regional District of Nanaimo’s 2015 budget. At a meeting Tuesday night an update of the budget was given and the board gave prelimi-

nary approval to funding requests of $30,000 for the land trust, which will go toward its operations, and $1,000 for the RCMP’s victim services, as their work extends into areas of Nanaimo, including Cassidy and Yellow Point. Final approval is expected to be given at the Feb. 24 regular meeting. General services property taxes for a number of areas have changed as the budget process has progressed. While property tax for the City of Nanaimo was projected to be $100 per

$100,000 of assessed value in January, current figures have the rate at $97 per $100,000. Property taxes for Gabriola, Mudge and De Courcy Islands, and other parts of Area B, are currently at $90 per $100,000, after being projected at $89 per in January. The rate for Extension, East Wellington and other residents of Area C is at$142 per $100,000, a decrease of $6 compared to January projections. The District of Lantzville’s property tax rate is at $100 per $100,000, after

Threat cancels morning class A bomb threat phoned in to wellington secondary school cancelled morning classes as police searched the building and grounds Tuesday. The school’s principal received the call shortly after 8 a.m. and ordered students and staff to evacuate the building. “we set up a radius of about two blocks back, towards Departure bay (Road) and uplands (Drive) and keeping everybody out,” said Const. Gary O’brien, Nanaimo RCMP spokesman. An RCMP dog service team searched throughout the property and police allowed classes to resume shortly after noon after determining there was no threat to staff, students or property. The RCMP investigation into who made the threat continues.

mayor toutS new broad based ‘red tape’ task force. by Tamara Cunningham The News bulleTiN

Nanaimo’s mayor wants to see a new red tape task force to handle everything from development process to community grants. Nanaimo city council wrapped up a review of its 19 committees and commissions last week, with talk of new advisory bodies, mergers and eliminations. It’s not the big restructuring pitched by Mayor Bill McKay, who wanted to reduce committees to eight under the City of Langford’s model, but he said council chose to stay as close as possible to the original format and wait for the results of a core review. During a special committee of the whole meeting, councillors called for the merger of its Transportation Advisory Committee with the Nanaimo Advisory Planning Committee – a land-use and official community plan monitoring group – and formally combined the Nanaimo Community Heritage Commission and the Culture Committee. A domestic violence incident led police to a robbery suspect on the weekend. Mounties arrested a 20-yearold Nanaimo man Sunday after a victim of domestic violence suffered facial injuries requiring emergency surgery. The suspect’s name cannot be released until Crown has formally sworn charges against him, but police are recommending he be charged for the B.C. Liquor Store robbery Jan. 10, aggravated assault for the domestic violence

incident, plus break and enter and possession of a weapon in relation to a home invasion on Holly Avenue Jan. 31. Police said evidence supporting the charges was found in searches at two separate residences in Nanaimo. “While officers are pleased with the arrest of this person, they also realize there are at least two other individuals involved in the brazen robbery of the liquor store,” said Const. Gary O’Brien, Nanaimo RCMP spokesman.

had already married their agendas and meetings to reflect the new culture and heritage department established during a city hall shuffle in 2013. City officials also report that the Development Process Review Committee and Governance Steering Committee will be dissolved and there’s talk of creating a new inter-governmental committee and ‘red tape’ task force. According to McKay, the Development Process Review Committee could be combined into a new red tape task force, which he’d like to see be “much more broad based than just development” and cover business efficiency issues and community grant programs like the Leisure Economic Access Pass. Council is still looking at the new group. The governance committee handled the $75,000 governance review report and its recommendations, but the review has now stopped, its committee chairman was not re-elected and no meetings have been scheduled, said Chris Jackson, the city’s manager of legislative services, of reasons why it’s expected to be nixed or replaced. Council appointments and work on the future makeup of committees will take place over the next three weeks.

MP pushes derelict vessels bill

Integral Wealth Securities Limited

Later this month, NanaimoCowichan MP Jean Crowder’s private member’s bill regarding derelict vessels will be debated in the House of Commons. Crowder has been pushing for legislation that would offer a permanent solution to the question of who is responsible for abandoned vessels and docks, and she’ll take a step closer to reaching that solution when the bill is debated Feb. 26 in Ottawa. Bill C-368 will designate the coast guard as a receiver of wrecks and require it to take reasonable steps to contact the owner. It will also make regulations on the removal, disposition or destruction of derelict vessels. It is intended to give the coast guard the regulatory power to take action

before a derelict vessel becomes a hazard. On her website, Crowder says the private member’s bill aims to obligate the government to act when derelict vessels are abandoned; strengthen the requirements relating to derelict vessels and wrecks by ensuring regulations are made to establish measures to be taken for their removal, disposition or destruction; and designate the Canadian Coast Guard as a receiver of wrecks and require receivers of wrecks to take reasonable steps to determine and locate the wreck’s owners. She previously introduced a similar private member’s bill in June 2011, but it stalled at first reading, so she re-introduced the bill late last year.

Throne speech fails province’s poorest families, say MLAs By Melissa Fryer The News BulleTiN

N a n a i m o ’s M L A calls it a “do-nothing speech.” Leonard Krog, NDP provincial representative for Nanaimo, said the government had “precious little to announce” during its throne speech Tuesday, which lays out the priorities for the

government during the spring session of the legislature. The speech included announcement of a rural advisory to “provide independent and impartial advice on helping rural B.C. increase opportunities,” and lowered expectations on liquefied natural gas and mining investment in the province. But Krog said it was what wasn’t announced that was more telling. Speculation was that the government

A word from a

would announce an end to the clawback of child support payments from people on welfare. Krog estimates that would cost the government about $17 million. Although, he said that might be announced during the budget speech later this month. “I would’ve thought that would’ve been timely to throw in today [Tuesday],” Krog said. Premier Christy Clark said the government has important tasks ahead, such as

starting construction on the $8 billion Site C hydroelectric dam and revamping the education system to fill an anticipated skills gap. Much of the speech touts earlier achievements, including the carbon tax on fuels and a settlement with B.C. public school teachers after a bitter strike last year. The government confirmed it will table

a balanced budget on Tuesday (Feb. 17), and hinted at new spending aimed at the economy. But Nanaimo-North Cowichan NDP MLA Doug Routley said the government is focused on promoting LNG when the $12-billion forestry industry is ignored. He said timber products haven’t increased over levels from nine years ago and raw logs are

being exported when coastal mills are starving for fibre. “There’s essentially nothing for this core industr y of B.C.,” Routley said. Krog said the previous budget included a tax break to the top two per cent in the province, amounting to about $230 million, while social assistance rates fail to keep up to inflation. He said costs for

hydro, Medical Services Plan premiums, ICBC rates and student loan debts are all rising. The people who can help pay are not being asked to, he added. “All those things are indirect taxes on the poor,” Krog said. “This government is balancing the books on the backs of the poor.” editor@nanaimobulletin.com – with files from Tom Fletcher

Louise Mandell is hoping to continue Vancouver Island University’s tradition of addressing reconciliation. Mandell, officially installed as new chancellor at the university’s late-January convocation ceremonies, is impressed with its track record in dealing with the damage the residential school system has done to aboriginal peoples. She said the university’s aboriginal education component is a beautiful example of reconciliation, not only in the programs it offers, but also in the educational component, where to achieve reconciliation via education is an obvious part of the university’s platform. “There’s also the beautiful tuition waiver program, where aboriginal kids in care who find their way there, are welcomed into the university to study and it’s a beautiful way that the university’s acknowledging the past, the problems of colonization and doing [its] part to address them, where every student matters. “Where you can change

“It will definitely make it safer along Boundary Avenue and it’s going to connect all the way to [Vancouver Island University], which is great,” Boon said. The grant is part of more than $3.69 million in BikeB.C. funding for 22 projects across the province that will help create more than $7.38 million in cycling lanes, paths and trails throughout 2015. The province has committed nearly $155 million in cycling infrastructure province-wide since 2001. For more information, please visit the BikeB.C. website at www.th.gov. bc.ca/BikeBC.

It’s time once again to bundle up, brave the chill and raise cold cash for the Island Crisis Care Society’s programs to fight homelessness. The annual Coldest Night of the Year walk happens Feb. 21 when organizers anticipate hundreds of participants will gather at John Barsby Secondary School, at 550 Seventh St., don blue and white Coldest Night tuques and set out on walks following two-, five- or 10-kilometre routes before returning to Barsby to warm up with coffee and a hot meal. The walks, which happen in cities across Canada that night, are intended to give a sense of what it might be like to live on the streets through the winter months. About 240 participants in last year’s walk raised more than $35,000. This year, organizers hope to top $50,000 and have also added a walk event in Parksville. “We’ve been doing a lot of work this year in Oceanside, so we decided we’d put on a specific walk so the money we raise there will stay there and the money we raise here will stay here,” said Violet Hayes, Island Crisis Care Society executive director. Coffee and food will be donated again this year by Starbucks and Masters Touch Catering. Hayes said throughout the winter, shelters such as Samaritan House been filled to capacity and extra people have been accommodated by putting mats on floors to make up for bed shortages. Other shelters reported similar overflows, especially when weather turned particularly cold in December. Money raised from the Coldest Night of the Year walk will be used for programs in Nanaimo. Over the past year, Island Crisis Society has focused on the Samaritan House Pilot Project designed to help break the cycle of having people rotate in and out of emergency shelters by acquiring rent subsidies and establishing transitional housing to provide support to help people permanently move into affordable housing. The society is also preparing to kick off its capital campaign to raise money to build an expansion at Samaritan House, located on Nicol Street. “I think it’s really important that we can identify with what it’s like to be out in the cold and the wet – last year we had a big snow storm – but really just to help raise awareness and to raise funds,” Hayes said. She said she feels honoured to be succeeding Shawn Atleo, former national chief of the Assembly of First Nations, as chancellor, and while her background is in aboriginal treaty rights law, she is happy to be getting out

of the “purely adversarial dialogue” involved in litigation. “One of the things I’m really pleased about is to be able to move the dialogue into a more peaceful discourse, where it’s not about against, it’s about moving in the direction of educating people towards seeing the beauty of our interconnectedness and understanding that we are all so interconnected.

“That’s not in an adversarial context. It’s in a ‘getting to live with one another in a better way’ state,” Mandell said. She hopes to further the work the university is doing in its efforts to teach about reconciliation and bring peace to that issue for the next generation. Boundary bike lane project gets provincial help By Chris Bush The News bulleTiN

Nanaimo is getting money from the B.C. government to build the Boundary Transportation Improvement Project. BikeB.C., the province’s cost-sharing program that helps local governments construct cycling projects, is providing $120,000 toward the total cost of the project. The bike commuter route will be a combination of buffered bike lanes and separated cycle track between Northfield Road and Bowen Road and is part of the city’s Hospital Area Project currently being undertaken to

upgrade aging underground utilities and water mains that are failing due to poor soil conditions. As the work progresses, plans include new sidewalks and other improvements for pedestrians, upgrades for public transit services and dedicated cycling lanes on Bush Street, Pryde Avenue, Townsite Road, Boundary Crescent and Boundary Avenue. The work is expected to be completed by the end of this summer. “It’s an example of when we are able to deliver these larger integrated cycling projects it improves our chances of leveraging senior government funding and it gives us opportunity to

have other funders come to the table and support those types of projects,” said Gordon Foy, city manager of transportation. “It’s a really great outcome for that project and for the city.” Leo Boon, Greater Nanaimo Cycling Coalition chairman, said the upgrades will improve safety for cyclists along the route.

Throne speech overly silent

The speech from the throne of the B.C. legislature would leave most outsiders with the impression that the province has few issues to deal with during the spring sitting. That couldn’t be further from the truth. Lt.-Gov. Judith Guichon read the speech on behalf of the provincial government on Tuesday, outlining the priorities for sitting MLAs over the next several weeks which includes a new rural advisory to look for economic opportunities and focus on the education system to fill a skilled labour shortage. In effect, it’s a ‘stand-pat’ speech that offers little in the way of new spending or initiatives. As Nanaimo’s Opposition MLAs pointed out, Vancouver Island alone has half a dozen issues that government could scrutinize, from B.C. Ferries to the forestry industry. While Premier Christy Clark and her Liberal government focus attention on resource extraction in B.C.’s north, families in Nanaimo struggle to make ends meet with rising costs of Medical Services Plan premiums, electricity rates and ferry fares, just to name a few. As Nanaimo MLA Leonard Krog rightly says, increases to these mandatory services is essentially a tax increase. Nanaimo traditionally has a high poverty rate, especially among children. An end to the child support clawback for people on social assistance, which has been discussed at the provincial level, would have made a difference to this issue. Clark and her team release the provincial budget on Tuesday (Feb. 17), which they claim will be balanced. A chance remains that some of these issues will be addressed at that time. Throne speeches always bring a lot of bluster, though, so when they’re silent on certain subjects, it speaks volumes. The provincial government should use the next seven days to ensure its budget priorities are focused on the needs of average British Columbians.

The Nanaimo News Bulletin is a member of the British Columbia Press Council, a self-regulatory body governing the province’s newspaper industry. The council considers complaints from the public about the conduct of member newspapers. Directors oversee the mediation of complaints, with input from both the newspaper and the complaint holder. If talking with the editor or publisher does not resolve your complaint about coverage or story treatment, you may contact the B.C. Press Council. The retiring baby boom will expand skills demand across most fields, beyond the trades training for the anticipated liquefied natural gas industry and other high-demand industrial areas such as truck driving. Wilkinson notes that of the ministry’s $1.9-billion budget, about 60 per cent goes into general post-secondary education, for introductory courses that students take when they are seeking a career path, through undergraduate studies to professions. “So I think the idea that we’re going to somehow minimize or diminish funding in that general education, arts and science category is just not true,” he said. Each year, the ministry surveys about 30,000 graduates to find out whether their studies helped them find a related job. Not surprisingly, career prospects tend to be higher for technical programs and lower for fine arts. The ministry also tracks grads’ average wages, a sobering but useful bit of information for high school students and their parents. u Tom Fletcher is columnist and legislature reporter for Black Press.

that enables teachers from across B.C. to share their research and teaching resources. There are a lot of excellent things happening in B.C. schools and teachers are front and centre making it all happen. However, we cannot forget that any government strategy, initiative, direction, plan, etc., needs funding. Unfortunately, we’re still waiting for this government to fund the basics like improving class size and composition. A change in government attitude towards funding is the first adaptation B.C. students need.

Save-On-Foods closure a shame To the Editor,

Re: Save-On-Foods closing Terminal Park store, Jan. 8. As a very longtime, devoted customer, the closure is most disheartening to say the least. I always found the staff to be most friendly, helpful, and at times to even go above board. The customers, mostly seniors on fixed incomes, will either now have to walk or take the bus, an added cost, just to go to to Brooks Landing, while employees are caught up in the same old, no thanks to the owner, whose mindset must be leisurely at sea, sailing into his no-worries retirement.

Cell tower panned To the Editor,

Re: Residents oppose cell tower, Feb. 3. I take exception to the statement made by a Rogers spokesman that the proposed location of the tower would have the “least impact” on residents. I am a resident of Plecas Road and am devastated by this proposal – “least impact” on who – their own financial picture? The reality is that this cell tower is very close to homes, about 23 metres. No one is in agreement with this location right in the middle of a very unique rural neighbourhood. This tower belongs in an industrial site and not 23 metres away from an existing residence; there are no trees in place that will mask this tower. Plecas Road is not a safe site for a cell tower and alternative sites must be explored. Emphasis must be placed on the preservation and protection of this rural neighbourhood; properties like those on Plecas Road are becoming very scarce and would be altered greatly by this proposal. These properties have been nurtured over many years to enjoy a rural lifestyle which does not include a cell tower flashing above our heads. We do not agree with the tower location and vehemently oppose it.

To the Editor,

Re: Residents oppose cell tower, Feb. 3. This neighborhood all feels the same way when it comes to the idea of a 50-metre cellphone tower. We moved here onto a street with country lots away from the city. We are surrounded by wildlife and nature. No street light pollution to spoil our starry nights. We are all outraged with the proposed cellphone tower. Rogers called an information meeting for the community on Jan. 26 and 70 angry homeowners attended. Land owners worry about property value dropping; Rogers claims it has no bearing on it. Would you move to the country beside a cell tower with blinking bright lights? Would you worry about the perception that the towers cause cancer and other side effects? Whether or not it’s proven, people believe it’s true and some studies support the fear. Studies in the U.S., Austria, Germany, and Israel, dating as far back as the 1970s, all shared similar findings: living within a certain proximity to a cellphone tower increased the risk of cancer anywhere from two to 121 times. Please let our voices and frustration be heard. Please let a community have a say in what happens in our area.

or as long as Montreal’s Nadya Blanchette can remember, music has always been a part of her life. “I was always drawn to music, even as a youngster,” she said. “I have a picture of me as a baby holding a hose in place of a microphone.” But as Blanchette grew into a teenager and young adult, she became involved in theatre and acting and even appeared on television. “I expected to pursue my dream of becoming an actress,” she said. However, things would eventually change for the Quebec native as she rekindled her love for music. “I couldn’t quit music,” she

said. “I couldn’t see myself doing anything else. Singing was sort of the natural thing to do next and it has stuck with me ever since.” On Saturday (Feb. 14), Blanchette will be performing at the Port Theatre as part of the Vancouver Island Symphony’s Valentine’s Day concert He Sings, She Sighs. Blanchette will be joined by tenor Ken Lavigne. “It’s going to be a wonderful excuse to sing about love in all genres,” Blanchette said. “From West Side Story … to instrumentals. It’s a really thrilling rendezvous and I am really looking forward to it.” Since beginning her career more than 15 years ago, Blanchette has performed to crowds worldwide, including 450 shows in Germany and

Blanchette performs at the Port Theatre on Saturday. Tickets range from $42-$84. For more information, including ticket purchases, please visit www.porttheatre.com. Trudeau’s state funeral. “I remember very vividly Justin Trudeau’s tribute to his father … and I remember how poignant that moment was,” she recalled. “I remember the moment to be humbling, intense and grandiose all at the same time. That was a real privilege and a real honour.” Two years later, Blanchette found herself in another emotion situation when she performed the national anthem at a hockey game between the Ottawa Senators and the Montreal Canadiens in Montreal. Before the game the Canadiens honoured their team captain, Saku Koviu, who was making his first appearance since overcoming a battle with non-Hodgkin’s lymphoma. “There was a standing ovation that lasted forever,”

Alexander Reyes, 19, performs at the Port Theatre on Feb. 20. Reyes has previously opened for Young Money.

For teenage hip-hop artist Alexander Reyes it is all about helping others and being positive. “I got a big interest in international aid,” Reyes said. Despite being only 19 years old, Reyes has already volunteered his time helping youth in third world countries such as Nicaragua and Tanzania. On Feb. 20 the Nanaimoite will be performing at the Reggae Festival at the Port Theatre. The festival includes performances by Rasta Reuben, the Femme Fatales, the House of David Gang, Fredlocks Asher and the Ultra Flex Crew. The festival is part of the Black History Month celebrations organized by Nanaimo African Heritage Society. As an artist, Reyes, who has opened up for the likes of Young Money, strives to share messages of positivity and strays from using profanity in his lyrics. “A big thing to me is being able to have a positive message ... there are so many other words that I can say without swearing,” Reyes said. In December of 2013, Reyes, who has been

active in humanitarian work for years, travelled to Tanzania as There are so many a member of Canada other words i World Youth. can say without Prior to leaving, he swearing. was able to raise $3700, which was used to help fund various volunteering efforts in the country. He said his experiences overseas can be heard through his music. “It translates a lot because we were working with youth,” he said. Reyes is currently working towards the completion of an eight-song EP called The World Around Me. The upcoming record, which has no time frame for release, mainly touches on the teenager’s experiences in Nicaragua and Tanzania. “It is basically about everything that I have seen in the world and different stories,” he said. Reyes performs at the Port Theatre on Feb. 20 at 7 p.m. Tickets are $30. For more information including tickets, please visit www. porttheatre.com.

Beefs & bouquets BOUQUET To the hazmat team for doing its job and for those supporting Gord Fuller’s recovery. BEEF To those who are trying to change the ‘Empire Days’ name. Tired of tradition being attacked. BOUQUET To Carol Clease in the appliance department at Sears. Not only is she the most knowledgeable salesperson, but also went above and beyond to help us get exactly what we needed. BEEF To any business that puts signs on country road trees that are not their property. I will not support them and I will take the signs down. BOUQUET To my wonderful husband of 30 years, Wayne. Thinking about you brings a smile to my face and warms my heart. You are the love of my life for eternity. BEEF To the city for the style and placement of those big, black bulletin kiosks on our streets and parks. They block some our park’s nicest sightlines. Let’s spend some tax dollars on a design less visually jolting than those monstrosities. BOUQUET To Northfield Restorations for work done on my Corolla. Good price, good workmanship and nice owners. BEEF To Lantzville for having next to no bylaws regarding dog ownership. It’s about time you required dog licensing so you can keep track of who owns what. Dogs at large off Aulds road cause accidents with no way of checking who owns them. BOUQUET To the fundraisers on behalf of Gord Fuller. This man is one in a million; he gives without thought to himself. He makes the city better. BEEF To those dog owners in Lantzville who do not pick up after their dog poops. If you don’t like poop on the edge of your yard, why do you think it’s OK to leave it in front of mine?

BOUQUET To the Beefs and Bouquets. The bouquets are a way to honour the good guys among us and the beefs are a way of venting without all that unpleasant violence.

BOUQUET To NAC child minding. My nephew loves coming and playing – keep up the good work. BEEF To the person complaining about hazmat protection when cleaning up a meth house. You should have viewed this as a learning opportunity for children, as if they’re not already exposed to much worse on the Internet. Do you want the hazmat team to wear Teenage Mutant Ninja Turtle costumes? BOUQUET To the wonderful lady at the kitchenware counter at Sears. Your customer service was the best ever over a recent frying pan issue and the whole experience left me with the thought that someone truly cared. BEEF To the lady in the SUV. You weaved in and out of traffic on Bowen Road during Friday morning rush hour and cut me off while I drove my kids to school. Please slow down before you cause an accident – we all have places to go and people to see.

BEEF To Speculoos. Why do you have to taste so good? Before I know it, your jar is empty and I feel like a glutton. BOUQUET To the people who stop a proper distance behind me at red lights. Like many cars, when I’m on an incline, mine can roll back a bit and if you’re parked on my bumper, you may get a ‘kiss.’

BEEF To the two ladies who jacked my courtesy shuttle back in December. You both refused to get out of the shuttle even after the service man walked over with my child’s car seat and explained I had dropped off my vehicle first.

BOUQUET To Wayne and his helpers for going to so much trouble to install our new wall oven from Sears.

BEEF To the group of five who write really nasty letters to the editor. Are they trying to share their unhappiness with the rest of us?

BOUQUET To the paving crew that finished Bruce Avenue. Well done. It’s such a pleasure to travel – no more jarring ruts.

BEEF To the beefer who wants all drivers to pull up close to the vehicles in front of them when stopped at lights or stop signs. ICBC has a rule that says if your vehicle is struck from behind and it pushes your vehicle into the back of the one in front of you, you are to blame for the front end.

BOUQUET To Blue Flame heating. They came and fixed my gas fireplaces quickly and no time wasting. Dave even saved us money with his honesty and professionalism. Very happy with the service.

BEEF To the person driving the red Jeep at Port Place mall Subway who seriously dinged my passenger-side door with his door. There was ample room to get in and be respectful to other people’s property. If I had your plate there would be an ICBC claim on you.

BEEF To the customers who keep asking ‘when do the cheap prices start?’ and then get mad at staff because we don’t know. Thank you for your compassion that 130 people are soon going to be jobless.

BOUQUET To Loaves and Fishes Community Food Bank for your unfailing kindness you deal out with loving spirit.

BOUQUET To Dr. Forrester and the staff at Dufferin Place for giving such great care to Joan Rouanzoin in her final years. Mom is at peace now, thank you for your care and compassion. BEEF To those who turn to violence in a world which badly needs more peace.

Submit your own Beef or Bouquet

BEEF To the parents at the rural school parking lot during morning dropoff who insist on backing out of their spots, just as other parents are trying desperately to get their children in to class before the bell. The thoughtless act results in a traffic jam and the kids are late.

Beefs & Bouquets is a free forum to give thanks or express views on issues and events. The News Bulletin reserves the right to edit or refuse submissions. Length is limited to 40 words and two submissions per person per week. A winner will be selected at random to receive a floral bouquet from Turley’s Florist and Potting Shed. Mail or deliver to the News Bulletin, 777B Poplar St., Nanaimo, V9S 2H7 or e-mail to bulletinboard@nanaimobulletin.com. Fax to 250-753-0788.

BOUQUET No more rants from me about the lockers at the rec centre. Thank you for the new ones.

________________________________________________________________________________ ________________________________________________________________________________ ________________________________________________________________________________

BEEF To the heritage home clinic which chopped down two of the oldest and best looking cedar trees in all of Nanaimo. You just lowered your property value by having the most unattractive side of the house completely exposed.

Staff at Save-On-Foods and members of the Nanaimo Dragon Boat Festival Society present a donation of $22,000 to Nanaimo and District Hospital Foundation, which will use the money to buy breast MRI equipment.

Festival’s dedication pays off Every year, a devoted band of volunteers welcomes dozens of paddling teams and hundreds of paddlers from across the west coast and United States to participate in the annual SaveOn-Foods Nanaimo Dragon Boat Festival. However, competition and tourism are only added benefits. The focus of the event is clear and constant: the fight against breast cancer. This year, the Nanaimo Dragon Boat Festival Society, together with title sponsor Save-On-Foods, delivered $22,000 to the Nanaimo

and District Hospital Foundation to be directed towards the purchase of a breast MRI for the medical imaging department at Nanaimo Regional General Hospital. The breast MRI is most often used after a biopsy tests positive for cancer and the doctor requires additional information to plan treatment. In total, the breast MRI will cost $100,000, but offer a superior image of the breast. This will enhance both treatment and recovery of breast cancer patients on Vancouver Island.

Rated at 9200 lbs. this truck will be perfect for buyers who want impressive fuel economy and good towing capacity; a balance of usability and thriftiness. This engine has not been rated yet for fuel economy but, thanks to a standard 8-speed automatic transmission, the new EcoDiesel is going to get better numbers than the already class-leading gasoline V6 RAM. Having driven both the Jeep Grand Cherokee diesel and this RAM, I find the gearing and attitude of the RAM much more dynamic and actually inspiring to drive. In real world driving situations, this big luxurious truck can actually return fuel economy of 10L/100km without babying the engine. Verdict RAM has seen huge sales growth over the last few years due to constant improvements instead of waiting years to update its rigs. It started with dynamic exterior design, followed by class leading interior, then an 8-speed automatic and now a Diesel. There is even an off-road ready RAM, just shown in Detroit, due to arrive called the Rebel. The RAM EcoDiesel has been selling very well and Chrysler claims they will put this truck up against the new aluminum F-150 for top dog in the fuel economy race. Good times to be looking for a truck. All-wheel drive, and then some by Alexandra Straub

The 2015 Subaru XV Crosstrek, Forester and Outback have no problem showing the snow who is the boss. They don’t even break a sweat if you’re commuting on surfaces that yield minimal traction or when putting the Subaru Symmetrical all-wheel-drive system through its paces on a winter off-road course. Let’s take a moment to talk about what makes Subaru’s system so potent in the snow or on slippery surfaces. To start, Subaru designed its AWD system for perfect balance. The boxer engine, transmission, and differentials create a symmetrical layout left to right. This increases stability in every situation, as there is less weight transfer from side to side. Also, unlike the competitors, each vehicle is designed from the ground up to have a symmetrical AWD system as a standard feature. This makes the chassis and powertrain a harmonious match. Other competitors often start with a 2WD system and add AWD to the same chassis. It’s that kind of symmetry and engineering that instills confidence in Subaru owners. More than 96 per cent of Subaru vehicles sold in the last 10 years are still on the road today. The symmetry allows for predictable and stable power delivery to each wheel, which was apparent in my test drive. With the traction control on, you might experience a little bit of slippage if you go into a corner too hot. But within moments, you’ll have your back end back where it should be. Subaru’s active systems do their best to keep the driver and its passengers feeling relaxed and calm behind the wheel. Starting the day with the XV Crosstrek was a treat. This light-on-its-feet crossover has charm and character. Next came the Forester, a five-passenger Subaru with some great qualities. Its high seating position elevates the driver to have a great field of vision. Lastly, and my favourite of the batch, was the all-new 2015 Outback. Maybe it’s because I love wagons, or that you can get it with a six-speed manual – it’s a very well-balanced vehicle. Not to mention comfortable and quiet too. Left to cherish her memory: husband Emile; children Paul (Angela), Monique (Larry), Colette; grandchildren: Melanie, Alyssa, Luke, Joseph and Austin; extended family and many friends. Bev is predeceased by her sister, Lynne, mother Elsie and father Albert. A Celebration of Bev’s life will be held on Saturday, February 14, 2015 at Sands Funeral Chapel, #1 Newcastle Avenue, Nanaimo, B.C. at 1p.m. In lieu of flowers, donations in Bev’s memory may be made to Alzheimer’s Society of BC or the Canadian Cancer Society. Donna Jolin (nee) Eagleson

Sept. 5, 1935 - Jan 22, 2015 With heavy hearts we announce the sudden loss of our beloved Donna in Surrey BC. Predeceased by her parents, Husband Rennie, elder sister Joyce, and niece Candace Loyer. Lovingly remembered by her daughter Suzanne (Larry) Buehler. Sons, Farrel, Perry & Jesse Burns. As well as her sisters Marcella Mitteregger and Beaulah Rosewich (Walter), who will always miss her smiling face, humour and laughter, our multi phone conversations and her cheery “Hello Dear; and by her brother–in–law Joe Loyer; grandchildren, great grandchildren, nephews & nieces. Also by her adored kitties, Boots & Blackie. Donna spent most of her life on the prairies, where she was a valued psychiatric nurse; a creative craftsperson and a green thumb gardener. Her love of music led her to entertain, sing and play guitar in a western music band throughout Alberta. Donna was a spirited courageous cheerful lady in spite of struggling with ill health in later years. Remembered fondly for her kind heart, warmth, and affection, she was an empathetic listener and loyal friend. She was always a fierce defender of family values, with unconditional love. The family wishes to give special thanks to Rene for her kind personal home care, and also a very special thanks to son Jesse for being there. Sadly missed, always remembered. A family gathering to honour Donna will be held at a later date. To live in the hearts of those you leave behind is to never die.

Everyone Welcome!

Phyllis Mary Olsen December 19, 1931 – February 2, 2015 Peacefully surrounded by her loving family Phyllis passed away on February 2, 2015. Born in Winnipeg, Manitoba December 19, 1931, Phyllis is survived by Don, her husband of 63 years, and her children Kris (Lisa) of Calgary, Glenn (Lynn) of Nanaimo, Karl (Linda) of Calgary and Linda LaCharite (Tim) of Errington. And grandchildren, Brad, Patrick (Raegan), Laura, Sydney, Alana, Kirstin and Marissa plus two great-granddaughters, Harmonie and Callie. Phyllis was a lover of life and music who stayed home to raise her children until they were all off to school. She returned to school herself and became a Teacher’s Aide, a job she thoroughly enjoyed. She had a great sense of humour and loved to have a good laugh. She always saw the best in everyone and was always positive and encouraging. She loved to sing and play piano and sang with the Sweet Adelines women’s choir. In 1978, Phyllis and Don moved to Nanaimo where she worked for Irwin Industries. Upon her retirement, Phyllis continued to spread her good sense of humour and positive energy throughout the community and became a founding member of the local Red Hat Societies’ Red Hot Bloomers, a sisterhood that Phyllis loved and truly enjoyed and that continued to support her throughout her three year stay at Dufferin Place. A heartfelt thanks to Dr. Forrester, Dr. Croome and the staff of the Birch Ward at Dufferin Place. A Celebration of Life will be held on February 20, 2015 at 12:00 pm at the Chapel in First Memorial, 1720 Bowen Rd. MEN’S B-BALL team defeats tough Langara.

VIU MARINERS volleyball and basketball teams are in action on home court this week.

BY GREG SAKAKI THE NEWS BULLETIN

It was the biggest game of the season so far, and the VIU Mariners prepared and played like it. Vancouver Island University’s men’s basketball team defeated the Langara Falcons 82-67 on Saturday at the VIU gym in a matchup of nationally ranked teams. “When you play against the best teams, the mental aspect of the game, it’s huge,” said Matt Kuzminski, coach of the M’s. “In our league we can get away with being sloppy on some nights against some of the teams, but these guys, you can’t.” The Falcons had beaten the Mariners last month on the mainland, and M’s player Justin King said right after that loss, his team couldn’t wait for the rematch. There was good focus and desire, he said, and it showed on the court Saturday. “We executed on defence and offence really well,” King said. “We paid attention to the specifics and when we do that, we’re a really tough team to beat.” King had 20 points and 11 rebounds, Harrison Stupich also scored 20, and Kadeem Steward added 14. “We stayed within our offence,” King said. “We

VOLLEYBALL TEAMS host the College of the Rockies Avalanche tonight (Feb. 12) and tomorrow. The women’s match tonight starts at 6:30 p.m. with the men’s match at 8:15 p.m. Match times tomorrow are 6 and 8 p.m. respectively. BASKETBALL TEAMS host the Camosun Chargers Saturday at 6 p.m. and 8 p.m.

as VIU defenders were lightning quick to double team any Falcons player who got near the paint. The result gives the Mariners a good

chance to claim first place in the PacWest as there are five games remaining. “It just gives us more confidence,” King said. “We try not to look too

much at the standings, we just try to take it day by day and get better.” The day before, the Mariners thumped the Douglas Royals 91-61. King had 28 points and Jerod Dorby scored 19. VIU’s women’s basketball team also swept its home games on the weekend. In Friday’s game against Douglas, Jamie MacFarlane scored 24 points and Sienna Pollard had 15 points and 12 rebounds. The next day, the VIU ladies handled Langara 69-55. Jenna Carver scored 28 points and pulled down 19 rebounds and Pollard also had a double-double with 15 and 11. Stupich and MacFarlane share PacWest Athlete of the Week honours. sports@nanaimobulletin.com

Clippers clinch first in division BY GREG SAKAKI THE NEWS BULLETIN

The Nanaimo Clippers reaped another reward for a strong season. The city’s B.C. Hockey League team clinched first place in the Island Division on Monday with a 5-2 road win against the second-place Powell River Kings. “It was nice to accomplish that goal with a few weeks left in the season…” said Mike Vandekamp, Clippers coach and general manager. “It puts us in a good position regarding home-ice advantage going into the playoffs. Other than that, it won’t mean much when the playoffs start. It is what it is – it’s a regular season accomplishment. We certainly have our sights set on more than that this year.” Sheldon Rempal and Nicolas Carrier both had two-goal games against Powell River, Anthony Rinaldi also scored and Guillaume Decelles made 29 saves for the win. Vandekamp said the remaining games in the regular season are now preparatory games for playoffs. The Clips will experiment a bit with special teams, but don’t plan to do much lineup juggling, as they’d prefer to build chemistry on forward lines and defence pairings. The Clippers head off on the road to play the BCHL’s first-place Penticton Vees on Friday (Feb. 13), the Vernon Vipers on Saturday and the West Kelowna Warriors on Sunday. “It’s nice that we’re heading on this trip without a lot of pressure on our team,” Vandekamp said. “It’s not so much focused on results as it is just the process and going out and playing hard … We can kind of have a little bit of a loose attitude and go out and have some fun with it.” sports@nanaimobulletin.com

Hoops teams look for playoff form Basketball playoffs are about to hit the hardcourt. Senior AA girls’ North Islands begin today (Feb. 12), with senior AA boys’ North Islands next week, and teams are continuing to find their form. The Ladysmith 49ers senior AA girls won a play-in game Tuesday against Highland to grab the final playoff berth. In senior AA boys’ league play Tuesday, the Barsby Blazers edged the 49ers 80-75. Michael Wyse hit four straight free throws in the last 30 seconds to seal the win and finished with 24 points. Chris DeGoutiere added 17. For Ladysmith, Kurt Olson had 21 points. DeGoutiere said his team was sloppy and needs to do a better job extending the lead in games. Still, the team picked up another win that goes toward playoff seeding. “There are a lot of expectations for playoffs,” DeGoutiere said. “We’ve come fourth or fifth every year for Islands. I want to go to provs; so does everybody else. We do it for football, so we’ve got to do it for basketball.” As for this week’s senior AA girls’ North Islands in Parksville, the tournament should be hardfought. There is more parity this year with perennial powerhouse Wellington going in as the No. 3 seed behind Ballenas and Mark

The city’s sports standouts will get a chance to stand up and be saluted. The Nanaimo Sport Achievement Awards will be held tomorrow (Feb. 13) at the Coast Bastion Hotel. Eighteen winners will be announced, in such categories as Individual Athlete of the Year, Team Athlete of the Year, Coach of the Year, Team of the Year, Sports Story of the Year and more.
