ers. “I know it doesn’t make great headlines in the newspapers, but I don’t think we want to change so we can help you get a news story.” The speech referred to five new mines opening since 2011, but avoided mention of northeast coal mines that have closed due to low commodity prices that also threaten the operation of metal mines in B.C. NDP leader John Horgan questioned Clark’s intention to keep cutting “red tape,” an obsession of the B.C. Liberals since 2001. “They cut red tape at Mount Polley,” Horgan said of gaps in inspection that predated the collapse of the mine’s tailings dam last summer. As the government continues to await investment decisions for liquefied natural gas fa-
cilities, the speech notes that LNG “could create 100,000 jobs and the revenues to eliminate our debt,” adding that exports are needed to maintain a gas industry that already employs 13,000 people. Much of the speech touts earlier achievements, including the carbon tax on fuels and a settlement with B.C. public school teachers after a bitter strike last year. The government confirmed it is about to table a third straight balanced budget on Feb. 17, and hinted at new spending aimed at expanding the economy. The government also plans to launch a new “medal of good citizenship” to recognize those who donate their time and money to improve their communities.

Post-secondary re-engineering begins B.C. Views by Tom Fletcher Premier Christy Clark’s push to “re-engineer” the B.C. education system is moving ahead aggressively in B.C.’s 25 post-secondary institutions. One of the first tasks for Andrew Wilkinson in his new role as advanced education minister was to outline the shift in operating grants for colleges and universities to in-demand occupations. By 2017, a quarter of the money for post-secondary institutions will be directed to areas where labour force surveys forecast a need. This was greeted with some alarm when it was announced last year. Simon Fraser University president Andrew Petter at first downplayed the coming skills shortage as “relatively small” and warned against pushing post-secondary institutions into a “zero sum battle for dollars.” Petter has since come on board, as his approving comments were featured in the ministry’s Jan. 26 news release detailing the shift. He and others have been assured that in spite of Clark’s rhetoric, suggesting trades training is in and university is out, the news for SFU and other universities isn’t all that bleak. Wilkinson is completing a province-wide tour of all post-secondary institutions this week, and I reached him at his visit to Thompson Rivers University in Kam-

loops. “The response to this has generally been pretty good, because the students are putting this pressure on institutions themselves,” he said. “Some of the institutions are … shrinking things like teacher education and putting more effort into the science-based, quantitative fields that are often related to these in-demand occupations.” The surplus of teacher graduates has been noticeable for some time, but that’s largely a function of oversupply, much of it in urban areas. In the Cariboo, for example, teaching jobs are projected to have the highest number of openings by 2022, followed by nursing and retail and wholesale trade managers. Then come heavy duty mechanics and electricians, but also paraprofessional jobs in legal, social, community and educational services. Province-wide, it’s part of a broader demographic shift to fewer children and more retirees. In fact the government started this targeted funding a decade ago with health care, forcing universities to produce more doctors, nurses, lab techs and so forth. The retiring baby boom is expected to account for more than half of the openings in the next decade, which will expand the skills demand across most fields, beyond the trades training for the anticipated liquefied natural gas industry and other

high-demand industrial areas such as truck driving. Wilkinson notes that of the ministry’s $1.9 billion budget, about 60 per cent goes into general post-secondary education, for introductory courses that students take when they are seeking a career path, through undergraduate studies to professions. “So I think the idea that we’re going to somehow minimize or diminish funding in that general education, arts and science category is just not true,” he said. Key to this shift is measuring the performance of courses offered at colleges, universities and technical schools. Each year, the ministry surveys about 30,000 graduates to find out whether their studies helped them find a related job. The results are available on a website that breaks them out by institution and general study area. To find it, do a web search for “BC student outcomes” and select the “executive dashboard” to check the results for courses and schools in your region. The site provides charts showing the percentage of students who land relevant jobs. Not surprisingly, it tends to be higher for technical programs and lower for fine arts. Letter: Teachers are leading the way Contrary to Tom Fletcher’s assertion that BC teachers and the BCTF are not “adapting,” we are actually leading the way in protecting and enhancing education in our province. The BC Teachers’ Federation is actively involved in BC’s task force on assessment, the graduation requirements review, and the curriculum redesign teams. Our two VicePresidents and I have
been meeting with senior Ministry of Education staff on these initiatives as well. As a union of professionals, we work hard to enhance our practice in support of teaching and learning. The BCTF has 32 provincial specialist associations—ranging from science, social studies, and art to technology and trades education— that put on exceptional professional develop-

We also funded, created, and launched a new online platform called TeachBC that enables teachers from across BC to share their research and teaching resources. There are a lot of
excellent things happening in BC schools and teachers are front and centre making it all happen. However, we cannot forget that any government strategy, initiative, direction, plan, etc., needs funding. Unfortunately, we’re still waiting for this government to fund the basics like improving class size and composition. The B.C. government has adjusted its plan to give guide-outfitters and their non-resident clients a greater share of big-game hunting permits, after protests from resident hunters around the province. When the plan was announced in December, the government calculated that it represented a shift of 168 animals in limited-entry hunt areas from resident hunters to guide outfitters. After lis-

Allocated hunting opportunities represent about eight per cent of the 45,700 big-game animals taken by hunters each year in B.C. In most areas, hunters can purchase a tag for each species that has an open season. Thomson announced the policy change after
more than 10 years of consultation with guide outfitters and the B.C. Wildlife Federation and local rod and gun clubs that represent resident hunters. He defended the shift to assist guide outfitters as a trade-off that prevented them from using unoccupied guide territories around the province. Those areas are now left to resident hunters

The cause of the fire is under investigation. The fire impacted another event scheduled in Elko. An Equipment Expo was scheduled to start that morning featuring some of the trucks and equipment of the department.

On Friday, February 6, Advanced Education Minister Andrew Wilkinson visited College of the Rockies’ main campus in Cranbrook. During his visit he announced $325,274 in funding for trades training equipment that supports students entering in-demand occupations that are critical to the economy. The College of the Rockies and Selkirk College will receive $640,702 to buy new trades training equipment that supports students entering indemand occupations that are critical to the economy. “Our investment in trades training equipment supports a highly trained workforce. Students in trades programs at College of the Rockies and Selkirk College are getting hands-on experience that employers need,” said Advanced Education Minister Andrew Wilkinson. The College of the Rockies will receive $325,274. Examples of trades training equipment include air dryer and heat exchangers for industrial mechanic and millwright students, a wheel aligner for heavy mechanical trades and an oxyfuel cutter for welding students. Selkirk College will receive $315,428. Examples of trades training equipment include an industry-standard drill press for millwright students, a Lab Volt renewable energy trainer for electrical students and an air conditioning trainer for heavy mechanic trades students. “Sectors critical to our economic growth - such

BC Chamber outlines competitive barriers Today, the BC Chamber of Commerce in coordination with the Canadian Chamber of Commerce, and Canada’s nation-wide network of chambers of commerce, associations and businesses, unveiled the Canadian Chamber’s Top 10 Barriers to Competitiveness list for 2015. The following barriers from the 2015 Top 10 Barriers to Competitiveness have been raised as particular issues of concern by the BC Chamber of Commerce network: Silos in skills development Canada is not producing enough graduates with the skills needed
for its economy. In B.C., this is a particularly acute issue as the province expects 1 million jobs created over the next decade. There are shortages and high demand forecast in a wide range of occupations. As a result of dramatic restrictions, the Temporary Foreign Worker Program no longer presents an effective path to meet short-term labour shortages. In the medium to long term, our education and training systems play a pivotal role in equipping us with people with the right skills. With a demographic reality about to hit our labour market, we need stronger efforts to coordinate between
the silos of education and employers. The BC Chamber of Commerce has been a leading voice encouraging the B.C. government to allow more input from business into the K-12 curriculum all the way to the post-secondary training being offered to meet the skills needed by employers. Improving the links between education and employment is not the responsibility of educators and governments alone. Employers are directly implicated. The B.C. government has started this process through the BC Skills for Jobs Blueprint, but we need to continue to break the silos. Lack of clarity regarding Aboriginal land title Canadian governments have a fiduciary duty to consult and accommodate Aboriginal peoples

when proposed developments have the potential to impact their constitutionally protected rights. However, governments are increasingly relying on project developers to assume responsibility for large parts of community consultation and accommodation. This has led to situations where proponents have no clear direction on the extent of the consultation and accommodation required. This year, the Canadian Chamber will explore alternatives to the current scenario for resolution of the development consultation process, which currently seems headed towards lengthy court challenges to produce jurisprudence that guides proponents, opponents and governments. Internal barriers to trade The lack of a single domestic market in Canada is a serious and selfimposed weakness in the Canadian economy. Tariff barriers between provinces are banned by the Canadian constitution, yet the national economy is fractured by a host of non-tariff barriers, particularly in procurement, energy, agriculture and transportation, and in the mobility of labour. The federal government must promote more meaningful sanctions against jurisdictions that practice protectionism against other Canadians while supporting those that embrace free internal trade. Canada’s tax system is too costly and complex Canada over-relies on income and profit taxes rather than on taxes on consumption, which are relatively easy to collect and are least harmful to growth. B.C. competitiveness took a serious hit when the province reverted back to the old PST system from the value-added HST system. The BC Chamber will continue to advocate a made-in B.C. value-added tax solution to the current PST. At the same time, Canada’s tax code is also overly complex and imposes significant compliance costs on businesses and consumers while governments spend billions of dollars each year administering and enforcing convoluted tax laws. Canada must undertake a comprehensive review of its tax system with the aim of reducing its complexity and improving the way it raises tax revenue. Canada’s export infrastructure is not meeting our needs Public investment in
infrastructure has not kept up with Canada’s economic needs. Now Canada’s investment needs far exceed the availability of public funds. Bringing infrastructure in Canada back to the level needed to support prosperity will require an ongoing commitment by all levels of government, an active engagement with private sector stakeholders along the lines of the Asia-Pacific Gateway and Corridor Initiative in B.C. and across western Canada, as well as a greater appreciation of the opportunities that exist for Canada to be more competitive through more modern public infrastructure in the many global supply chains circling the world. Canada is uncompetitive in the world’s tourism sector Canada has slid from the seventh largest tourist destination in the world to the 18th. Today, it is too often a high-cost, high-hassle destination with aging attractions infrastructure and inadequate marketing. Canada’s travel and tourism sector is critical to its economy, and the government must both invest in national marketing initiatives and address Canada’s inefficient visa system, particularly the International Experience Canada program for our resort destination communities in B.C. Also, the very high cost of air travel in Canada and its layers of regulations, fees/taxes, and air access issues impact the competitiveness of our tourism sector. Canada is missing out on foreign trade opportunities Canada’s prosperity depends on access to international customers and participation in global supply chains. Faced with a small domestic market, exporting is often the only way to grow sales and build economies of scale. Moreover, sourcing from and investing abroad allows companies to exploit unique technologies, skill sets and cost advantages. However, Canadian businesses are not globalizing as quickly as their peers. To support the expansion of Canadian companies abroad, the federal government needs to build on recent success and take steps to conclude the next wave of highquality trade agreements and strengthen Canada’s system of trade promotion and economic diplomacy.

‘Let Lacey Play’ petition draws over 500 signers

An online petition has garnered over 500 signers to let Lacey Reay (#12 in picture) play competitive basketball at her new school as opposed to only being allowed to practice. by Brian Coombs Lacey Reay is a Mount Baker Secondary School student who enjoys playing team basketball who, as it stands right now, won’t be playing any games with her team this year. Her mother, Brenda, has said she has exhausted all avenues of appeal and has turned to Change.org with a petition called ‘Let Lacey Play’, which has garnered over 500 signatures. “I was being bullied and we moved,” said Lacey. “I just want to play. It would mean the world to me.” Lacey, who is in grade 10 this year, was going to school in Jaffray, where she was a member of the basketball team. Her mother, Brenda, said that because of ongoing bullying, she decided that her daughter had to transfer schools. She is now on the Mount Baker Girls Basketball team, but can only participate in practices and not in actual games. According to the BC School Sports (BCSS) rules, if a student athlete just transfers schools, they have to wait 12 months before being eligible to play sports competitively with the new school. Because Brenda works in Cranbrook, and because she wanted her daughter to be able to play on the team this year, the family kept their property in Jaffray, but moved their full-time residence to Cranbrook. “I’ve sent them (the
BCSS) hydro bills, and everything I could showing that we’ve moved, but they just didn’t seem to believe me,” said Brenda. “We live in Cranbrook now, what is the problem?” Brenda, with help from Dan Noble, athletic director at Mount Baker, appealed the BCSS ruling three times, being denied at each step. The reason given for losing the appeal was, as per Section D11.7(b) of the BCSS Handbook: “In the case of school transfers, although there are many bona fide reasons why a studentathlete might change schools, an exemption should almost invariably not be granted in respect of a transfer for the purpose of playing a sport still offered by the student-athlete’s former school.” Brenda said she has pointed out by phone and by letter that her daughter changed schools and the family has moved because of bullying issues and not just because Lacey wanted to play at a different school. Christine Bradstock, executive director at BCSS, said that she could not comment on an individual, but could explain the rules. “If you’re at school A and could have stayed and played whatever sport you were into and decide you just want to move to school B and want to play for them, you have to wait 12 months,” said Bradstock. “This is because we were finding kids who were transferring and that there was stack-
ing of teams, recruiting and so the membership put forth the resolution to change that rule to prevent transfers where super teams were happening in some schools and others didn’t have enough players.” In regards to a family moving into another town and playing their sport immediately upon entering the new school, Bradstock said if the rules were followed, there should not be a problem. “If someone does move and provides that information and the information is deemed to be correct, they are eligible to play right away,” said Bradstock. “What they have to do is prove residency.”

On January 30, the independent panel appointed to investigate the cause of the Mount Polley tailings storage facility failure announced its conclusion that the dam failed because its original design did not account for a layer of complex glacio-lacustrine soil underneath the dam. This layer became overstressed, causing the dam to collapse. 2. Government will act on the recommendations of the independent panel to ensure a similar failure never happens again, starting with a letter to all operating mines to confirm whether similar soils exist underneath their dams and if so what measures have been taken to ensure their design accounts for those conditions. 3. Government will also make Independent Tailings Dam Review Boards mandatory, as recommended by the panel and will initiate a code review to determine how to best implement the panel’s remaining recommend

sentation. “As the Early Years Coordinator in Sparwood she works tirelessly to coordinate and/or support programming for children aged 0-6 years old, and she also coordinates learning opportunities for parents or caregivers to help them facilitate the learning of children. The work that Jillian

over at the Vancouver Airport, Ferrie spoke with the Advertiser about his time spent competing in Kazakhstan in the Under 23
World Cross Country Ski Championships and about the upcoming Canada Winter Games. “There were people
from all over Europe and some from Asia as well, so it was pretty tough competition,” said Ferrie, in regards to the competition in Kazakh-
stan. “I unfortunately didn’t have my best races there. Call it a combination of trouble with the time change and the incredible depth of com-
petition, but I still raced strongly.” While in that country, Ferrie was able to visit markets, (with the help of an ever-present interpreter) and see a little bit of the country and its customs, including the amount of stray dogs in the country. “In the second week over there, we saw someone walking a dog. In Canada, that’s normal, but over there it just seemed odd.” And Ferrie gets back to Canada just in time to be one of the two Kimberley competitors at the Canada Winter Games, the second being 13-year-old Molly Miller. The hallmark of this year’s games will be the competition. There will be around 2,400 athletes along with 1,000 coaches, all of whom want to take home a medal. But Ferrie has been preparing for events like this for his entire life. Currently, he is with the Black Jack team in Rossland, but he had to get an early start to race at that level. “My parents put me
on skis when we moved to Kimberley shortly after I was three years old,” explained Ferrie. I skied downhill and cross country, but as a kid, I just liked pushing myself as hard as I could. Downhill just seemed like a free ride.” Ferrie credits local coach Bill Green for helping him in the early years of his training, and Paul Freeze for his current success. Not liking a free ride is evident in his training schedule. After working full time, he still puts in between 25 and 30 hours a week of practice. This work culminated in his participation in a 50-kilometre cross country ski race last year. “I enjoy almost every event, but last year’s 50K was my favourite to date.” For the upcoming competition, which happens in Prince George from February 13 to March 1, Ferrie has a tactic to keep him focused. “I try never to think about the competition. I go into it already feeling ready and not stressed about it,” said Ferrie.

Family Fishing Derby to be rescheduled

Rainy conditions have postponed the Family Fishing Derby until early March. Due to the poor weather and a lot of rain anticipated in the weekend forecast, the Family Fishing Derby for Kids with Cancer was postponed and did not go ahead on Monday, February 9. After significant consideration and consultation with past organizers, JCI Kootenay is making the tough decision to postpone the event. JCI Kootenay organizers have been dutifully monitoring ice conditions with the recent unseasonably mild temperatures. Currently the ice levels are still solid and safe; however, the forecasted continuous rain has created very slippery conditions. As of February 6, 2015, Horseshoe Lake has about two inches of standing water and the roads going into the site have become very icy. In addition, the rain has made the toboggan hill very icy and uncovered
exposed rock. This will ultimately provide unsafe conditions for young families and not allow the Family Fishing Derby the chance to provide a fun event that is all about the kids. JCI Kootenay organizers still plan to host the event by the first weekend in March. Participants are asked to hold onto their tickets until the Family Fishing Derby can be rescheduled on a new date. Should weather conditions continue to not improve, organizers will provide further information. JCI Kootenay would like to sincerely thank the many businesses, volunteers and participants who have helped plan the derby and the hope is the event will happen at a later date. Salmon themed gallery exhibition at Arts Council gallery

Just two examples of the art now showing in the ‘Let Them Run, The Salmon Century’ exhibit at the Cranbrook and District Arts Council gallery. the questions and issues surrounding Salmon reintroduction. On May 8th and 9th, 2014, twenty-one Artists came together for the Let Them Run, The Salmon Century experiential learning adventure that focused on Water, the Columbia River Treaty, and the “What if we could bring the Salmon back to the headwaters of the Columbia River within a century of their loss?” This was the question that inspired 21 artists to come together to begin creating works of art on the theme of Salmon restoration. The results of their inspiration and work will be on display at the Cranbrook and District Arts Council gallery(135- 10th Avenue South, Cranbrook) February 3rd – 27th, 2015. Once the largest run of Salmon in the world, the
upper Columbia Salmon runs were abruptly sacrificed in the late 1930s with the construction of the Grand Coulee Dam. The recent PBS American Experience documentary described how building the Grand Coulee resulted in “cultural savagery” with its consequence to US Tribes and Canadian First Nations, and as “environmental butchery” in its destruction of Salmon and to the web of benefits that Salmon gave us. Completion of the Grand Coulee Dam led
in turn to the Columbia River Treaty, which formalized water control from Canada to the USA. The Treaty review now taking place represents the single most important opportunity to make real environmental change in our lifetime. Was Salmon loss necessary? Was it forever? The Salmo Watershed Streamkeepers Society (SWSS) within its ‘The River Speaks’ awareness campaign reached out to the local Artist community to explore
of a loss that can be regained. The resulting artworks were first displayed at the Kootenay Gallery in Castlegar in the fall of 2014 and are now on display at the Cranbrook and District Arts Council Gallery.

An incredible outpouring of generosity from donors throughout the East Kootenay has taken EKFH’s Starlite Campaign to new heights. The 7th annual Starlite Campaign began at the end of November with a goal of raising $150,000 and lighting 17 large and 24 small stars atop the East Kootenay Regional Hospital’s roofline. Donors were encouraged to make a donation in support of their local hospital or health care facility or to join EKFH in its $1,000,000 fundraising campaign for equipment for the East Kootenay Regional Hospital’s ICU redevelopment project. What happened next is truly magical; not only was EKFH able to light all the stars before the middle of January but the outpouring of generosity by many brought donations to an all-time record high of $170,087. Glen Transport, a division of DCT Chambers Trucking, is a leader in bulk commodity transportation in the Pacific Northwest. Based in Skookumchuck BC, Glen Transport specializes in hauling woodchips, sawdust/shavings, hog fuel, petroleum and aggregates in the East Kootenay region. The Area Manager is responsible for maintaining service excellence for our highway fleet both over the road and in the various mills and service stations Glen Transport serves. Working closely with the Division Manager and other Area Manager, the successful candidate will act as front line safety supervisor and will consistently promote, implement, and uphold the principles of F.O.C.U.S (Full Loads, Operations, Communication, Utilization, Safety), with our driving staff. The successful applicant will have a minimum of 5 years’ experience in the transportation industry with a strong emphasis on bulk commodities. A class 1 driver’s license is considered an asset and all applicants must be able to travel to the United States. KEY RESPONSIBILITIES – F.O.C.U.S FULL LOADS • Insure all drivers are trained in all aspects of putting on good loads • Continually look for ways to improve loading and constantly reinforce the importance of load standards. OPERATIONS • Assist in the search for new drivers and owner operators. • Insure that equipment inspections are occurring and assist in promoting preventative maintenance. COMMUNICATION • Daily interaction with the Dispatch Manager and Operations Manager is required. • Maintain daily dialogue with mill and service station managers and superintendents that are directly affected by GT performance. UTILIZATION • Promote productivity by ensuring drivers are able to get full and complete shifts every available working day. SAFETY • Promote and uphold the key principles of COR. While Journey gets excellent crash safety ratings, reliability certainly could be better. Electrical and brake issues are common and the recall list is a lengthy one. That said, the Dodge Journey is still uunbeatable bangfor-the-buck.
