Becker to vote yes on transit plan tax ‘Best deal Metro region will get for a while’ By Neil Corbett ncorbett@mapleridgenews.com

Despite sharing some of the public’s negative views of TransLink, Pitt Meadows Mayor John Becker said he’s voting ‘yes’ in the upcoming transit referendum. The mayor said Becker he’s setting aside his “distaste” for the funding process being forced on the public, and any skepticism around TransLink’s management, and responding to a pragmatic question: “Is this the best deal we’re going to get for the region for a while?” If Metro residents vote no to a 0.5 per cent increase in their provincial tax rate, then they won’t get transit improvements, and they won’t get what Becker calls “general relief ” from congestion in the region. With a rapidly rising population, the Lower Mainland will see traffic congestion either get a little better, or continue to get worse. “There is no such thing as a status quo,” he asserts. Becker clarified he was speaking personally, and not on behalf of Pitt Meadows council. Voters will decide whether to fund the 10-year, $7.5 billion transit and transportation improvement plan by mail-in ballot from March 16 to May 29. See Vote, 11

They will send a memo to the transportation ministry, asking that barriers be installed and that lane markings be repainted and cat-eye reflectors be installed on lane markings. A copy will go to the B.C. Coroner’s Service. Whether the ministry agrees with the request remains to be seen. However, in 2011, barriers along Lougheed were installed from 105th Avenue to 240th Street to improve safety, partly

by preventing illegal left turns. Mounties say their eyes are always on Lougheed’s intersections and the open stretches from one end of Maple Ridge to the other. People can hit 120 km/h (in a 80 km/h zone) on Lougheed from 240th to 272nd streets. “This is particularly dangerous in rush hour, but we have also seen some terrible crashes in light traffic,” said Sgt. Maple Ridge residents will be able to keep closer tabs on city hall with all of council meetings soon to be webcast. Council approved a recommendation from the open government task force on Tuesday, asking that livestreaming of its Monday workshop meetings and its afternoon committee meetings be a staff priority. Currently, council livestreams only its regular meetings on Tuesday evenings. But much of council debate occurs at the Monday morning workshops, while the afternoon committee of the whole meeting is where council often gets its first look at issues. “Livestreaming all meetings allows our residents more flexibility to view meetings from a location that is convenient for them,” Mayor Nicole Read said Thursday. “Our goal is to increase the number of our residents who participate.” Beginning Monday, the committee of the whole meeting will be livestreamed. Read chairs the task force that was formed last month with the goal of increasing public participation in local government. The task force is scheduled to disband after

And as recently as a year ago, Maple Ridge was of the few cities in Metro Vancouver that was not livestreaming its meetings online, instead relying on Shaw Cable broadcasts. Maple Ridge last year then began

livestreaming its regular meeting and taping its committee meetings, both of which were posted to its website a few days later. Bell, though, says the videos should be posted online immediately. Council also approved a task force request to make all details about contracts the city has signed, with who and for how much, “accessible to the public at the earliest

opportunity.” Bell said, theoretically, that information is available to anyone who asks, but getting that information online, “that’s key.” With those two steps of opening government taken, Bell said it’s now a matter of getting regular citizens to join the task force and continue to work on opening up municipal government.

Mayor wants bypass widened, as well Barriers from front

In the last few months, police have seized more than 33 vehicles for speeding more than 40 km/h over the limit. Intersections are the dangerous spots, but there’s also been bad accidents from speeding on open stretches. “Lougheed Highway is the kind of road that can lull drivers into a false sense of security, in their ability to drive too fast.” He added that if motorists are driving 120 km/h, that’s 33 per cent faster than the speed limit, which cuts reaction time. People online are also calling for the barriers. Last week’s accident, which took place just before 9 a.m., in the west-bound lanes in an open section of the highway, involving a SUV, car and pickup truck, has also led to an online campaign for the concrete barriers. “Lives are being tragically lost and injured

due to the amount of traffic heading in both directions without barriers,” says the petition on change.org. “The barriers need to go in immediately; this loss of life is insane. It compares to the “death mile” we had before the cement barriers were installed in Pitt Meadows along the same Lougheed Highway years ago (after many deaths had occurred). Mission resident Mike Gildersleeve, who works in Maple Ridge, feels the same way. “It seems so innocuous because it’s such a big highway,” said Gildersleeve, a former Green party candidate. “People are generally going 100 km/h-plus.” If not barricades, at least there should be better lane markings and maybe reflectors on lanes to better mark the road during rainy, dark nights. “What you see fairly regularly is people just

blow by you in very rainy conditions.” Gildersleeve said one particularly bad spot is just west of 287th Street, where the road narrows from four lanes to two and where the road shoulder is more narrow than usual. “If you make a wrong decision, you’re going over the bank.” Another risky place is 272nd Street, where the road also goes from four lanes to two lanes. “It’s another battle there.” Add in higher traffic volumes and people texting and talking on their cellphones makes it even more dangerous. According to ICBC stats, more than 2,700 accidents, both injury and property damage only accidents, took place along Lougheed in Maple Ridge between 2009 and 2013. The Kanaka Way-Haney Bypass intersection was by far the worst, with 396 accidents of all types, both injury, fatal and property damage,

The intersection of Lougheed and 207th Street had 232 crashes, while the downhill corner of Lougheed and 240th St. was the fifth-most dangerous, with 213 crashes. Only 67 collisions took place at the intersection of 105th Avenue and Lougheed, the site of another fatality involving a motorcyclist on Jan. 29. Concrete barriers were installed in the centre median of Lougheed Highway from Kanaka Way to 240th St. as recently as 2011. One goal of that was to reduce the number of people making illegal left-turns across the road. Read said on Vancouver TV that she also wants the Haney Bypass widened to four lanes while the major intersection of 222nd Street and Lougheed also needs improvement.

B.C. Liberal MLA Marc Dalton will seek the Conservative Party nomination in the local riding. Randy Kamp, MP for what will be called Pitt Meadows-Maple Ridge, announced last week that he will not seek a fifth term in October’s federal election. His constituency assistant, Mike Murray, said earlier this week that he will also seek the nomination to replace Kamp. Murray has been Kamp’s assistant for the past four years, first in Ottawa, then later at Kamp’s constituency office on Lougheed Highway in Maple Ridge.

Julie MacMillan hopes a little public pressure will help clean things up around the Alouette Greenway Trail. For the second time in a few weeks, MacMillan has seen used needles dumped into the public parking lot near the trail at 132nd Avenue, west of 224th Street. She came across them while on one of her daily walks of her three little dogs, Cowbowy, Tim and Zoe. MacMillan has twice seen the needles in the parking lot in the last few weeks. Her friend, who’s a nurse, told her they were steroid needles. MacMillan hasn’t called the City of Maple Ridge’s parks and leisure services department. “I am hoping a bit of

Parks and open spaces manager Geoff Mallory said anyone who finds needles in parks or trails should call the department at 604-467-7346. Workers will get to the

scene as soon as possible and clean up the needles. “We track where we find the needles and see if there are hot spots.” People are asked just to leave the needles where they are and not touch them. “We want them disposed of properly,” he said. “We treat all of them as being hazard-

ous. That’s what we tell everybody. It’s so easy to get jabbed.” Workers use litter pickers to retrieve the needles then dump them into a sharps box for safe disposal later as hazardous waste. Needle boxes are kept at the Maple Ridge library and Leisure Centre for the same reason.

Misplaced fears It was about a year ago that B.C. had to deal with an outbreak of measles, with about 100 cases popping up in the Fraser Valley, and a few more scattered around the province. This year, it’s Ontario’s turn. Though it’s still a common disease in many ThirdWorld countries, the once common childhood ailment is rarely seen in Canada these days. There is one main reason for that: vaccinations. Complications from measles include ear or respiratory infections like pneumonia, and in extreme cases, brain inflammation, blindness and deafness or, rarely, death. Measles accounted for 500,000 deaths worldwide in the year 2000. Mass immunizations have drastically reduced that figure. By 2012, the number of measles deaths had been reduced by 80 per cent. But the number of children that are being vaccinated is shrinking – many parents are willing to risk their children’s health, and that of others, by refusing to have their kids vaccinated. According to Fraser Health records, more than 30 per cent of infants in the health authority’s region are not getting vaccinated on schedule against diseases such as measles, diphtheria, polio and Hepatitis B. And though Fraser Health’s numbers show that infants in parts of Maple Ridge and Pitt Meadows are above the regional average when it comes to getting immunized, the stats are still concerning. More than 15 years ago, a British doctor, Andrew Wakefield, suggested the measles vaccine, long proven safe, might cause autism. His study has long since been found not only inaccurate, but fraudulent. Yet, with the help of the Internet, the scare – and others like it – has been perpetuated. Experts are concerned that people who refuse one vaccine may be spurning others as well, setting communities up for outbreaks of other dangerous diseases, like diphtheria and whooping cough, that are slower to propagate. The typical course for common measles, especially with modern medicines, is relatively mild. But why put your child through even that, and put others at risk, for misplaced fear of a simple vaccination? While a rare few may have good reason – backed by the opinion of a medical professional – to avoid vaccines, it is still in everyone’s best interest to rely on the advice of doctors, rather than put misplaced faith in the veracity of the Internet. – Black Press

Transit tax a ripoff for ’burbs I cannot understand why any local residents would vote yes in next month’s referendum on the TransLink tax grab. Simply put, it’s a big ripoff of the outlying suburbs with virtually all the major benefits to be directed to Surrey Sidewinder and Vancouver. Sandy Macdougall Vancouver Mayor Gregor Robertson and Surrey Mayor Linda Hepner’s toadies on the mayors’ committee on TransLink have all fallen into line, with the exception of Maple Ridge Mayor Nicole Read and two other mayors who remain opposed to the referendum. Any analysis of the current TransLink service levels in Maple Ridge and Pitt Meadows shows a huge disparity between such outlying suburbs and services in the Vancouver/Surrey corridor. There is no equity or fairness now for Maple Ridge and Pitt Meadows, something that will remain unchanged even if we all jump on the ‘yes’ bandwagon. The referendum will give TransLink an additional $250 million annually with no sunset date in the deal. Never mind the much touted $7.5 billion figure quoted in the yes hype, there is no mention in the referendum of an end date to the half-per

cent increase in the provincial sales tax. It can and probably will go on forever. Most people, regardless of where they live, can understand the need for significant improvements to transit and transportation in the Metro Vancouver region, but TransLink is the provincially appointed monster which helped create the current mess and now we are being asked to give that inefficient collection of money wasters even more money to fritter away. Even their most ardent supporters have to admit that TransLink’s record on fiscal issues leaves a lot to be desired. From faregate, fare evaders, transit police, and Compass cards to the commercial disaster for Cambie Street merchants during the Canada line construction, and sink holes along the route of the Evergreen line, there is no end to the ways TransLink has found to throw away our money. And that’s without even taking into account the bloated salary and bonus structure for TransLink executives. According to TransLink’s 2014 business plan and capital budget summary, it costs approximately 34 cents per passenger kilometer to operate transit services, with fare-paying passengers paying less than 13 cents of that cost. Passengers are subsidized to the tune of 64 per cent of the overall operating costs, and that doesn’t include anything for capital. That subsidy is paid through a variety of levies, with 23 per cent coming from fuel sales, 21 per cent from property taxes, six

per cent from senior levels of government, four per cent from parking fees, three per cent from tolls and seven per cent from other taxes. At 34 cents per passenger kilometre, or 50 cents per mile, you don’t have to be a rocket scientist to figure that operating a car pool with four contributing people is a hell of a lot better deal. TransLink is an economic and administrative mess and should be revamped or disbanded and replaced with a more fiscally responsible management system prior to any referendum. It’s time to tell the Vancouver and Surrey mayors that we are tired of pumping their tires and want a substantially better deal before we approve any further funding for their transit needs. The suggestion by yes supporters that failure of the referendum means the much needed transportation and transit improvements won’t proceed is nonsense. On the other hand, defeat of the proposal will send a very strong message to Metro Vancouver and the provincial government that we expect more fiscally responsible management and accountability with TransLink or its successor before passage of such a long range measure. Until that happens, just say no to the referendum.

THE NEWS/letters Oil competition bureau needed Editor, The News: Once again it appears that Canadians are getting gouged and there seems to be nothing we can do about it. The price of gasoline at the pump was back up to $1.14.9 per litre in Maple Ridge (Feb. 10). The price of March Brent crude on the world markets stood at $52.86 per barrel. Back in mid-January, when the world price of crude was $48 per barrel, a little over $4 a barrel cheaper, our gasoline at the pumps was $0.99.9 per litre. We are now paying 15 per cent more for our gas, yet the big oil companies are paying less than 10 per cent more for their raw oil. One would think that fact would be reflected at the pump but, no, not in Canada. Where is the competition bureau? Why no investigation into the fact all of the big oil companies are all charging the same price at the pump when there should be competition for gasoline sales? The fact is, pump prices, peak oil, the oil shortages of the 1970s were all illusions to get us to be afraid that we are running out of oil, and the turmoil in the Middle East would drive up the price of oil on the world market. The Middle East is in worse shape now then ever. We are being gouged and it would appear our Canadian government has no inclination to take a serious look at the manner these companies are treating the Canadian consumer. Mike Boileau Maple Ridge

TransLink a ‘cash guzzler’ Editor, The News: Re: Rough ride for TLink vote (The News, Jan. 16). Regarding the transit tax, I stand with our mayor in opposition to the proposed increased. TransLink already gets a portion of our property tax, a huge chunk of gas tax and who knows how many other taxes. They are a cash guzzling machine. I have yet to see an article pertaining to the amount of tax collected in TransLink’s name added to the dollars collected in fares and tolls versus the amount of expenditures.

Perhaps the government is siphoning off too many TransLink dollars and really needs more money elsewhere. Just be honest with us for once, please. And while we are at it – why are taxpayers paying for more buses? How about transit users pay a fare that is in line with the cost of operating transit. Why does it need to come out of an additional sales tax? We got some fantastic new infrastructure in Maple Ridge and Pitt Meadows and I am thankful for the Golden Ears Bridge and the new Pitt Riv-

er Bridge every time I cross them, but they were replacing an old and outdated ferry system and an old swing bridge that broke down a few too many times. This is what our gas taxes were for and now we pay to cross the Golden Ears. On the other side of the river, a new highway was built and no tolls were added to it. The Sea to Sky Highway was rebuilt and there were no tolls on it. Why are we singled out as a community that needs to pay for our infrastructure upgrades.

Bridge tolls add up to a lot Editor, The News: Re: Pay up Golden ears tolls (Letters, Feb. 6). Obviously, Kathy McMeeking has a lot of money and no kids. I’m very fortunate that my employer pays for my tolls. But if not, that would add an

additional $1,500-$1,700 a year to my bills. This is greater than my Hydro for the year, or my ICBC insurance or my Fortis gas bill. Now, if you have kids on top of that, you start to wonder how you can do activities, buy new clothes, provide shelter

for them and feed them. It is easier to criticize others when you’re not in their situation and I can understand that a lot of these people can’t afford tolls, but have to work where the roadway is tolled to provide for their household. I know there are others

Now to add insult to injury, TransLink wants to increase our sales tax so that we can get a bus in five years or so. This is ludicrous. Look at all of the infrastructure in this province. The highway system, the roads, the transit services, they were all paid for out of lower percentage tax dollars from a much smaller tax base. with written exams. After a round of four 15-minute interviews at UBC in November, they were chosen as finalists. Just 76 graduating students were flown to Toronto for the final application process, and they went through six more interviews, both with individuals and panels, over Friday and Saturday. “Their ideals are character, service and leadership,� explained UnRuh. So the interviews were designed to “peel back all the layers� of the applying students. The Loran Scholars Foundation boasts having “the country’s most rigorous and personalized selection process.� UnRuh said they were posed personal and probing questions. On interview began with: “What’s your biggest failure? Why?� Afterward, the young women flew back to Maple Ridge and waited for a call. Sun-

day was a long, intense day, and both girls had their phones in hand most of it. The finalists had set up a Facebook page, and as each of the kids across Canada received their good news, they posted it to the site. Banh watched 29 students post their good news, and started to despair – then she finally got the call. “I was the very last one.â€? When their call finally came both girls had the same reaction – they cried. “It’s more than a scholarship, it’s a program,â€? said UnRuh. “I’m so excited for it.â€? The girls received a tuition waiver from one of 25 universities, including UBC, UVic, Queens and McGill. They also get $9,000 per year for living expenses for four years of undergraduate study. ot only did eating make Joseph Doherty gag and throw up, at the height of his illness the mere sight of someone else eating could provoke the same response. Now, diagnosed, treated and having grown a foot in the past 18 months, the seven-year-old Maple Ridge resident will help out Variety Club Charity during this weekend’s telethon – giving back to the agency that helped pay for his $16,000 treatment. He will be one of their featured Variety Kids on Sunday. His mother Joanne describes how Joseph always had trouble eating solid food as a baby. He didn’t like it, and he threw it up. As he aged, his growth was stunted, and doctors in the UK, where he was born, were puzzled. “He was tested for all sorts of horrible diseases,� said his mother. Because of the nausea and gagging, mealtimes became a torture. He would eat potatoes and little else. Joanne and husband Graham brought their family to Canada in 2012. Finally, he was diagnosed with food allergies – wheat, dairy,

eggs and soy. His severe reactions were causing symptoms like inflammation of his esophagus, asthma and chest infections. Years of being made sick from food took its toll on the little guy. He had a selective eating disorder. “It put him off trying anything new,� said Joanne. “He was scared to eat. “Even the sight of other people eating would make him vomit,� she said. That was a social barrier for Joseph as he got ready for school, and family outings to restaurants were out of the question. “I was so desperate for help. He was such an easygoing, nice boy.� Joseph began intensive therapy with feeding and behaviour specialists in September 2013, four days a week for most of a year. They worked at getting him to try new foods, and relieve his fear of eating. They were expensive sessions, totaling $16,000. The family received one of approximately 1,500 grants that Variety gives out each year to individuals to help defray the costs. But they were worth it – the treatment has changed Joseph’s entire outlook on mealtime. “It’s not just a little difference, it’s a massive difference,� said Joanne. Now he chucks back veggies, and is perhaps the only Grade 2

student in Maple Ridge who says broccoli is his favourite vegetable. Better still: a treat from the gluten-free bakery. “It’s still quite a good donut,� said Joanne. Joseph grew a full foot in 18 months. His parents have replaced all of his clothes and shoes. “It’s a really welcome problem to have,� said Joanne. The fear of food is gone. Last weekend there was a family birthday, and Joseph enjoyed a meal out. “He went to the Keg, sat with his family, and cleaned his plate,� said a delighted Joanne. “Steak and fries – amazing. “He fits in. He doesn’t feel strange anymore.� The Doherty family wanted to give back to Variety Cub, and Joanne said the 49th annual telethon is a simple but effective way to help. “They show a video and the phones start ringing, and it brings in thousands,� she said. “And they have really helped.�

UnRuh said that even had she not won the scholarship, the application experience – meeting current Loran scholars, fellow finalists and the interviewers – was inspirational. “It has made me dream bigger, and think bigger.” She has been accepted into UBC, but is also considering Montreal’s McGill and the University of Ottawa. International relations, political science and indigenous studies are her areas of interest Banh balances school and working as a swing manager at

McDonalds with a lot of charity work. She and three other girls re-started the HOPE group (Helping Other People Everywhere) group at MRSS, doing activities like clothing drives. She is a team leader in the volunteer program at Ridge Meadows Hospital. “We visit with patients and try to enhance their hospital experience,” she explained. Banh is at the hospital on Thursdays, and Tuesdays at the Salvation Army, working as a kitchen volunteer. She is interested in business, and Western University

in London, Ont. and UBC are both high on her list as good business schools.

The Loran scholarship will give her the opportunity to visit developing countries and

get involved with programs to help people. She wants to assist in educating young girls in places where they have little opportunities to attend school. She is also looking forward to the networking and contacts that she will develop through the Loran Foundation. For Banh, she went from a situation where she would incur a huge debt to attend university, to having her education accommodated, and new doors opened. “This was a big shot in the dark for me,” UnRuh said, and urged her peers to be passionate about what they want. “Really give it everything you have, push yourself, try harder – you’re never going to regret that.”

ment has been heavily criticized during the referendum, and on Wednesday replaced CEO Ian Jarvis, in a bid to shore up public confidence. Jarvis stays on, at his full pay, as an advisor, but the new CEO for an interim of at least six months will be Doug Allen. Allen was the president and CEO of InTransitBC – a P3 company that built and operates the Canada Line. Allen will be paid $35,000 a month.

This Valentine’s Day, Maple Ridge will join in the Women’s Memorial March, for missing and murdered women. The march is part of

a national effort, which began in 1991 in Vancouver, when a women’s body was discovered on Powell Street. Her name is not mentioned to respect the wishes of her family. The march, first organized by women of Vancouver’s Downtown Eastside, has since spread to numerous

Property tax may be Plan B Mayors insist sales tax is a better, fairest way to fund transit plan By Jef f Nage l Black Press

Premier Christy Clark says the possible defeat of a proposed 0.5 per cent sales tax by the No side in this spring’s referendum on transit expansion might force Metro Vancouver mayors to raise TransLink’s property tax. TransLink already collects $305 million per year – $238 per average home assessed at $719,000 – from its dedicated property tax, which is charged on homes and businesses in addition to municipal and school property taxes. The premier said that mayors could still raise that if voters reject the sales tax because her 2013 election promise to subject any new TransLink revenue source to a referendum didn’t apply to greater use of existing taxes. “If they decide they do want to build transit without a Yes vote in this referendum, mayors will have to fall back, I guess, on the existing funding mechanism that they have,” Clark said Friday. “They have always had the ability to raise money for transit through increasing property taxes, and I suppose that would be one of the options available to them if the referendum fails.” Clark and successive transportation ministers have repeatedly said mayors could increase property taxes if they wished to avoid a referendum. The No side has argued money could be saved from municipal and regional district budgets to fund transit expansion. No campaign spokesman Jordan Bateman said the province and mayors should focus on fixing TransLink if the referendum is defeated and be “open minded” to options other than just raising TransLink’s property tax. “To go after a No vote and immediately raise a different tax to pay for their wish list would be exceedingly politically risky for them,” Bateman said. “They’d be ignoring the wishes of a lot of people who want them to fix TransLink first.” Mayors have consistently opposed any great-

er reliance on property tax by TransLink, saying a new source is necessary and their cities need taxation room to pay for other major infrastructure. “I don’t know how many more times the province has to be told,” Richmond Mayor Malcolm Brodie said. “But I have no reason to believe the mayors’ council will ever approve funding from property tax. If that’s where the premier wants it to go, it will have to be provincial legislation and they will have to pay the price.” Port Coquitlam Mayor Greg Moore said Metro mayors have not discussed raising TransLink’s property tax as a fallback solution to raise the $250 million a year extra that the proposed sales tax would deliver. He said the sales tax is the fairest tax to fund the mayors’ plan for transportation expansion, which he said has broad support. Asked if the mayors have considered declaring a property tax hike to be the Plan B ahead of the referendum to force voters to decide which tax

they want, Moore said no. “We’re just focused on trying to be successful in what’s in front of us right now and then we won’t have to visit any other options. We can move forward with implementing the plan.” Moore said higher TransLink property taxes would hammer low-income seniors who have seen property values rise sharply over time. The property tax is TransLink’s third largest revenue source after transit fares, which generate $518 million a year, and the 17-cent-alitre fuel tax, which raises $338 million. TransLink’s private board of directors has the power to collect three per cent extra in property tax each year without the mayors’ consent. Typically, that’s meant increases of around one per cent for existing residents, while the remaining two per cent has come from new construction. Anything more than the three per cent cap requires a vote of the mayors’ council. One reason mayors have been reluctant to raise TransLink’s property tax further is because of the wide range of as-

sessments around the region. A $600,000 house in Langley would pay just under $200 in tax to TransLink, while a similar home in Vancouver might have an assessment and tax bill two or three times higher. (The rate for TransLink’s tax is currently $0.3315 per $1,000 assessed value.) If the entire $250 million plan was funded instead from more property tax, it would cost the average Metro home an additional $195 a year, but, again, that figure would vary widely depending on the assessment. SFU City Program director Gordon Price said he doubts enough mayors would be willing to vote for a property tax increase for it to pass, although some mayors from cities with lower valuations might support it, creating deep divisions. “You’d rip the region apart,” he said. Price said voting in a steep property tax hike would be tantamount to “political suicide” for mayors, who he predicts would be more likely to turn the entire problem of governing and funding TransLink over to the province.

In Maple Ridge and Pitt Meadows area, the numbers are slightly better, with 72 per cent of these toddlers having completed their vaccination schedule on time. Maple Ridge and Pitt Meadows are closer to the region’s current target of at least 73 per cent, but still well short of the goal more than 80 per cent immunized by 2017. The province has a target of 90 per cent by 2023. Health officials do not believe the low vaccinations numbers are the result of parents worrying vaccinations may be harmful to their child, or other personal objections. Most new parents in the region – 94 per cent – start their kids’ vaccinations at the twomonth mark, but many then fail to keep them up, perhaps losing track after they return to work with their child is a year old. The 80 per cent mark is a target that will give the entire population better immunity to disease. There is a percentage of the population that cannot receive the shots because their immune system is compromised, so building up the immunity of the entire community offers them some protection. Health officials believe technology can help parents keep track of their kids’ immunization schedules and boost rates over time.

W

ithout wanting to dampen the sentiment, I hesitate to pile on the “Je suis, Charlie” chorus. In part, because in our long comfortable part of the world, contesting religious doctrine of any sort has become superfluous to ‘live and let live’ pragmatism. Especially when, for those with family (or capital) at risk, the fear of retribution more than offsets whatever social benefits can presently be aspired to result from tweaking far away (or decidedly minority local) Islamic sentiments. That said, as recently as December I alone played contrarian to a public forum whose local participants uniformly argued Islam was: a) forged in and predicated on violence; b) recklessly mixed religion and nationalism; c) intolerant and repressive. And regardless the relative accuracy of either argument, the probably more important takeaway is the extent to which this debate might be escaping the moderates on both sides. Which is regrettable because today’s ‘Liberal democracies’ are a great many things – some definitely less than perfect, but they are unmistakably responsive to external challenge. For example, circa 1941, Japanese militants convinced themselves that isolationist America lacked the fortitude to wage war in the Pacific, much less match disciples of their Bushido code. In response, weapons of unimaginable destructiveness were both developed and deployed. Equally during the post-war period, Communist propaganda predicted their economic and technological progress would soon eclipse their capitalist adversaries. Instead, America put a man on the moon and still spent the Soviet economy into collapse. Thus, Al Queda’s strategy of compelling Western military forces to withdraw from Arabic Holy Lands

Metro shakes up garbage tipping fees Small loads to pay more By Jef f Nage l Black Press

Metro Vancouver is proposing to slash its garbage tipping fee for large-volume haulers by about 25 per cent while raising the rates ordinary residents pay to drop off smaller loads at transfer stations. The shift to a tiered structure for waste disposal fees is the regional district’s attempt to staunch a growing flow of commercial haulers taking garbage out of the region to landfills in the U.S. The recommendation, if approved by the board this month, would drop the current $109 per tonne tipping fee to $80 for trucks that haul more than nine tonnes, while the fee for small loads of up to one tonne would jump to $130 per tonne. Medium loads would continue to pay $109 per tonne. An additional $5 transaction fee would also be added to all loads. The minimum fee for small household loads would rise from $10 to $15 per load and the average small load charge would climb from $22 to $31, according to a staff

Hospital parking under fire Fraser Health is defending its policy of charging for pay parking at most of the region’s hospitals to generate additional revenue. The policy came under fire again at a recent meeting of Fraser’s board of directors. Langley Township resident Harold Nagy demanded to know why Delta and Mission don’t have “this B.S. about pay parking,” while patients and visitors must pay at other hospitals. Delta and Mission are the only two municipalities that have bylaws that prohibit pay parking at hospitals. “They should all be free,” Nagy said, adding the charges make some patients worry they’ll run out of time and be fined. “It’s a place of necessity when you go there. It’s not like going out for

Metro had tried to outlaw out-of-region waste exports with its Bylaw 280. But that was rejected supper.” About a third of the $8 million money from pay parking goes to maintain the lots and the rest goes into the authority’s budget for patient care. The Canadian Medical Association Journal once likened pay parking to an unfair user fee that can add stress for patients and disrupt their care if they have to go out and feed a meter. Fraser provides free parking passes for renal dialysis patients and grants other financial hardship parking permits on a case-by-case basis. Parking costs $3.50 an hour at most hospitals in the Fraser region, although that starts at $4.25 at Burnaby, Royal Columbian and Surrey Memorial hospitals, while hourly rates are lower in the eastern Fraser Valley – $2.50 in Abbotsford, $1.75 in Chilliwack and free in Hope.

lFun d with all-wheel drive By Alexandra Straub Montebello, Quebec – The 2015 Subaru XV Crosstrek, Forester and Outback have no problem showing the snow who is the boss. They don’t even break a sweat if you’re commuting on surfaces that yield minimal traction or when putting the Subaru Symmetrical AWD system through its paces on a winter off-road course. Let’s take a moment to talk about what makes Subaru’s system so potent in the snow or on slippery surfaces. To start, Subaru designed its AWD system for perfect balance. The boxer engine, transmission, and differentials create a symmetrical layout left to right. This increases stability in every situation, as there is less weight transfer from side to side. Also, unlike the competitors, each vehicle is designed from the ground up to have a symmetrical AWD system as a standard feature. This makes the chassis and powertrain a harmonious match. Other competitors often start with a 2WD system and add AWD to the same chassis. It’s that kind of symmetry and engineering that instills confidence in Subaru owners. More than 96 percent of Subaru vehicles sold in the last 10 years are still on the road today. The symmetry allows for predictable and stable power delivery to each wheel, which was apparent in my test drive.

With the traction control (VDC) on, you might experience a little bit of slippage if you go into a corner too hot. But within moments, you’ll have your back end back where it should be. Yes, it’s a little bit of a killjoy if you’re honing your skills to qualify for a driver’s seat in WRC, but for 99.9 percent of the owners, it’s a saving grace. Subaru’s active systems do their best to keep the driver and its passengers feeling relaxed and calm behind the wheel. Such was the case as the temperatures in Quebec plummeted below minus-15 C. The frigid yet abundantly sunny day seemed like a perfect pair for taking the aforementioned Subarus for a test. Starting the day with the XV Crosstrek, which has an MSRP of $24,995, was a treat. This light-on-its-feet crossover has charm and character. Even with the available CVT transmission, it’s pleasant to drive and has the ingredients to make it a desirable all-season kind of vehicle. Next came the Forester. At a starting MSRP of $25,995, this five-passenger Subaru has some great qualities. Its high seating position elevates the driver to have a great field of vision and the roomy interior and excellent cargo capacity off 974 litres (seats up), or 2,115 L (seats down) sure fits a lot of stuff inside. Lastly, and my favourite of the batch, was the all-new 2015 Outback ($27,995.) Maybe it’s because I love wagons, or the fact that there’s an impressive 1,005

I

have decided that my fellow man has suffered enough and deserves some sort of guidance in regards to the annual trial of love called Valentine’s Day. Specifically, it is inhumane to expect any man to choose the perfect bouquet given his partner’s deliberately vague expectations (yet another test) and the proliferation of every available flower at florists, corner stores, supermarkets and garden centres. Then there are those psychic sales assistants who seem to know exactly what you’re your wife or girlfriend wants, even though you don’t even have a clue. Of course, going home empty handed is not an option. Then again, bringing back the wrong flowers may result in a week-long Kraft dinner buffet. So here are some helpful tips meant to take the gambling out of your annual floral purchase, and although there are no guarantees that you will find that perfect bouquet, at least you know that you are not alone on this most desperate of days.

If she asks you for a few roses this Valentine’s Day, don’t be stupid enough to buy her two to three stems and expect to get away with it. • Size matters – those pre-made mixed bouquets are a trap, and although they are impeccably arranged, when you take them out of their bulky packaging, there is really only a handful of flowers. In fact, it takes two or three of them to make an impressive arrangement, so if you decide to go this route have them repackaged into one so it looks like you bought the expensive large bouquet right off the bat. • A ‘few’ roses – if she asks you for a few

In fact, I would even throw in some baby’s breath and greens in order to convince her that you are not a ‘few’ roses sort of guy. • Red means red – of course it would be an affront to capitalism if the much coveted red rose wasn’t a little more expensive than the other colours on Valentine’s Day, or if they didn’t sell out quicker. The problem being that when she says red, she means red.

Saving a few bucks on a different colour or admitting to her that you went to buy her flowers too late in the day are one-way tickets to sleeping on the couch that night. The other problem, unbeknownst to you, is that flower colours have a specific meaning, with red being love, yellow friendship, pink gratitude and white innocence – with the latter being something you may want to avoid on what is supposed to be a passionate night. • If she asks for an orchid, give her an orchid – this should be a no-brainer, but some men think it is a clever appeal for something else, which it is not. That said, you should start this negotiation by asking her, what’s an orchid? That way you

My final piece of advice is that if you want to play roulette on Feb. 14, put everything on Red 12, roses that is. J

ared Casey was arguably the best high school basketball player ever to play in Maple Ridge.

Almost seven feet tall. Athletic. Skilled. Dedicated. Casey had it all, and the U.S. college scouts would show up at the Maple Ridge secondary gymnasium just to watch him practice. He’s the only boy from MRSS ever who had a full-ride NCAA scholarship, said long-time Ramblers coach Ken Dockendorf. “He’s one of the best players who has ever played in Maple Ridge, and a nice kid.” ‘Doc’ remembers watching his former big man playing his first NCAA game with San Francisco on television against storied Ohio State. “And he looked very good,” said Dockendorf. “He could have been a pretty successful Division 1 player. He was the full package.” Casey was taking on the fiercest competition this side of the NBA and thriving, but nobody could see the battle that was raging inside him. He didn’t tell anybody about it, until the paralyzing fears driven by his obsessive compulsive disorder (OCD) forced him to walk away from the game in the middle of his second season. He wants to share his story, so that other people struggling with mental illness have an easier road. ••••• “The expectations were high,” Casey remembers of high school. In addition to the Ramblers, he joined a Next Level traveling team, based in Abbotsford, and went to U.S. tournaments. The whole point was to be seen by recruiters who

Jared Casey was living his dream – a full-ride scholarship to play basketball in the NCAA, but struggled with OCD. could offer scholarships. He played in the All-Canadian Game. Coming out of high school, Casey had offers from 50 colleges, including the likes of Gonzaga. He was also a straightA student, and had the opportunity to become a scholar-athlete for Ivy League schools like Yale and Harvard. “It was fun, it was exciting.” Casey was not yet diagnosed with OCD, but understood something was up. “I knew that I could very quickly turn a small thing into a fear, into something that I believed was almost inevitable.” He might miss his first two shots in a game, and have the thoughts:

‘What if I don’t make a shot the entire game.’ That thought could become anxiety, and quickly snowball into a fear that seemed almost inevitable. OCD brings completely irrational fears. Casey was at the gym some mornings at 6 a.m. He would put up hundreds of shots before school. Sports was a tiny stage where these mental battles were fought the fiercest. “In your head, sports gets blown up to be everything.” A coach once told him not to accept that something was ever good enough – it could always be better. It was a notion that would torment Casey in every phase of his

life. He would even judge a simple conversation as having been a failure or a success. “It’s a very tough way to live.” He was able to cope with his OCD in high school, but generally had a hard time dealing with the uncertainties of life. Most players red shirt – practise but don’t play – during their first season at the NCAA level. But San Francisco had players suspended over recruiting violations, and there was no time to ease Casey into his college career. “Everyone wanted to see me play.” If he had appeared to be a confident young man at the high school level, at least some people could see

his fears at the next level. A coach called him out. “He swore I wasn’t going to last two weeks,” remembers Casey. “He could see it in my eyes – I was scared ... ” But play he did. He went up against the Fresno State Bulldogs when NBA star Paul George was there. He took on an Ohio State Buckeyes team that featured Greg Oden and Mike Conley, who would both be drafted in the NBA’s first round. He played in front of 10,000 people in San Francisco’s War Memorial Gymnasium. “The largest stage I had played on was at the Agrodome, during the provincials,” he said. But it was a good first year. He got the job done. Not awkward at 6’11”, he could fly down the court, and tried to model his game after Dallas Mavericks star Dirk Nowitzki. “I met expectations, at least,” he said. Academically, he was a 4.0. He hit the books, and worked just as hard on the court. “I really quickly made a name for myself, that I would outwork anyone on the team,” he said. Fear of failure was the main motive, and he sees now that it was not a good motivator. The team asked him to put on as much as 50 pounds. Still a growing boy, he hit the gym, ate like a fiend, and managed to put on 30 pounds during the off-season. In his second year, he started for the first half. Home for Christmas, he learned on ESPN that his coach Jessie Evans had been fired for a league violation. Any new coach was a scary proposition. “Having someone you know believes in you, and you’re part of his brand – that helped a lot.” The replacement coach was Eddie Sutton – an old school coach with 36 years experience. “I played for him for about a week or two,” he said. “He was an angry guy.” See Casey, 38

The firing made the realities of college basketball hit home. “People’s jobs relied on us winning. It transitioned from being a hobby or an activity to being a job.” His education relied on his performance. If he had practice at night, he would do nothing all day, worried about the need to practice well. “I was so worried about what my coaches or teammates felt.” Casey played his last NCAA game on New Year’s Eve 2007. His mind was in a dark place. He skipped a practice and checked himself into a hotel. “I just wanted to hide.” “I considered myself too mentally weak to handle a new coach.” He called his parents, and told them he couldn’t continue. He remembers just sitting in the room, too anxious to even focus on watching television. His father flew down that night. For 10 days they just hung out

together. “I was so ashamed to talk to any of my teammates or coaches. I was so embarrassed.” He got counselling, and was diagnosed with OCD. Knowing what he was up against helped him control the anxiety, but he didn’t tell anyone. The team still wanted him back the next year, but he transferred to Seattle University – closer to home and a support system. He was there two years, but never played. He would obsess about minor mistakes, and during one terrible period his OCD got out of control. “A small worry can turn into a fear, can turn into a fear that dominates your mind, and it make syou incapable of moving forward.” “It was probably the worst week of my life. I lost 25 pounds in two weeks. I couldn’t eat. I was sick to my stomach.” “I felt like everything was going to break.”

Again, his father came down and stayed with him. He had blood work done, and finally he got on medication. That, and therapy, have helped him cope. He finished his business degree in 2010, and then attended UBC to get his masters. Both over 90 per cent. Looking back, he knows he wasn’t the weakling he felt like. In many ways he has shown great mental strength. And he wants people with mental illness to not be ashamed. “We shouldn’t have a different view of someone needing to see a psychologist than we do someone who needs to see a doctor.” There is a proven cognitive therapy for him that could be more a cure than drugs, but it is not covered by medicare. He sees his future linked to advocating for treatment for the mentally ill. “It’s definitely the thing I’ve felt most passionate about in my life. Even more than basketball.”

Burrards golden at field tourney The Ridge Meadows Burrards girls under-15 field lacrosse team won gold at the prestigious Subway BC Lacrosse Association (BCLA) invitational tournament. The event was held Feb. 7-9 at the Willoughby Park Complex in Langley, and featured 11 teams from across the Lower Mainland competing at the U-15 and U-12 levels. Ridge’s Adriana Guimond was chosen for a U-15 Warrior Fair Play Award, and Burrard Shaely Wallace took that honour for the U-12 team. The U-15 Burrards girls won convincingly in their first three tournament games, beating Burnaby 15-5, Coquitlam 10-4 and Port Coquitlam 14-2. They met New Westminster in the final, and took a close 7-5 contest.
