From one extreme to the other for BC Hydro Scott Stanfield Record Staff

From record dry to record wet. That’s the news over the past year from BC Hydro’s water supply records that date back about 50 years. A water supply year extends from October to September. The 2013/2014 season to February was the driest on record with-

BC Hydro stats show Comox Valley was driest last year; wettest this year out a significant storm. “This translated into water conservation efforts and a low snowpack that hugged near record lows,” BC Hydro communications officer Stephen Watson said. The opposite is true for 2014/15 — easily the wet-

test year to date. A handful of significant subtropical storms, including a recordbreaking December storm that pounded the Comox Valley and other parts of the West Coast, generated high flows in rivers and streams. However, mild temperatures and

rain have melted snow in upper elevations. The resulting snow pack is nearly identical to where it was this time last year, at about a third of normal. Mid-elevation snow may be non-existent, Watson said. “BC Hydro has been generating power at full capacity this year compared to last year with all the rain, and that’s

good news, though we have been hard-pressed on flood risk management operations,” Watson said. “Too much of something is not a good thing, and that applies to all this rain.” Since October, Watson notes the water BC Hydro has spilled downstream for flood risk management would fill the Comox Lake reservoir 4.5 times.

We’re asking other people to tighten their belts, and we should do the same,” added MacKinnon. The proposal will be forwarded to council next week for approval.

First Nations people continue to deal with racism daily Erin Haluschak Record Staff

I’tustolagalis – Rising Up, Together: St. Michael’s Residential School in Alert Bay, B.C. — one of five remaining residential schools in the province — is slated for demolition later this year. This is the second of a three-part February series looking further into the stories of the students, challenges faced by local First Nations in the Comox Valley today, and a special midmonth ceremony at the school to acknowledge the past and ignite hope for the future. Part of Evelyn Voyageur’s weekly routine is going for a swim at the pool in Courtenay. What is also becoming routine are the seemingly innocuous comments she hears on a regular basis. “There goes that warrior woman,” says one woman who passes her by. Voyageur hears the words, but tries to not let them hurt her. “Racism is good and alive.” It’s been 10 years since she moved to the Comox Valley and decades since she attended St. Michael’s Residential School, but while the school system no longer exists, the derogatory words and comments directed towards First Nations people continues. “It still exists, even though many think it doesn’t, it does,” she notes. She recalls stories of her daughter and grandson dealing with racism, yet Voyageur remains optimistic. She believes people have the ability to change, telling her daughter it’s a lack of knowledge for those who tell her that her son won’t do as well in school because he’s aboriginal. “It’s really about educating people. As long as people are open to that, education will help,” she concedes. ••• In a small room across the Valley in Comox, surrounded by his peers, Andrew Jütte says his skin colour looks like he’s really tanned, but not aboriginal. On a recent university application, he didn’t declare his First Nation status, rather, indicating he is Caucasian. “It’s one of those things, you’ve got to pick your battles.” As a Grade 12 student, Jütte eloquently

speaks about racism and shares stories — along with other Highland Secondary Students — with the wisdom of someone twice his age. Those around him do the same. The students in the room are part of the school’s Aboriginal Student Council — the first ever in Canadian schools. Aboriginal and non-aboriginal students created the council five years ago to share stories, support each other, educate their peers and bring awareness to First Nations issues both within the walls of their school and the larger community. It’s a place of respect, added Josie Andrew, the aboriginal home support worker for the school, who also attended the Christie (Kakawis) Indian Residential School near Tofino. “These are some very strong role models. We have 95 students of aboriginal ancestry and there’s a cultural pride. We have to break that stereotype of what an aboriginal looks like and what they do,” she notes. “I take my hat off to these kids. The biggest thing is that they look out for each other.” The students share their own experiences, using each interaction as an opportunity to rise above racism. Ashley Taylor recalls when she told her fellow friends in cadets she was aboriginal, “their jaws dropped to the floor. You don’t have to be brown — don’t judge a book by its cover.” Cub Scout leader Billie Heinpalu says when one parent discovered she was aboriginal, she didn’t want her child to join, telling Heinpalu she would grow up to be a child molester because she’s First Nations and enjoys working with children. “I still think about that; I think about what the other parents think of me. It really hurts.” Jütte explains this is how the council can really help, allowing people to share their experiences with the same problem. “You have a choice. You can let it sting and bother you, or you can choose to bury the hatchet and keep walking forward. For problems to get solved, you have to talk about it, you don’t have to face it alone.” While the group began solely with First Nations students, any member of the student population is welcome to join. International student Jade Cook joined

the council, coming from South Africa, to learn more about aboriginal culture and traditions. She’s aware of the measurable racism in her home country, but never realized the prevailing racism across the world. “It’s really a medieval mindset that someone thinks they are better than someone else. It’s really sad,” she notes. “It’s everywhere. We really need to educate the younger generation.” While she truly believes racism against First Nations is improving, Andrew agrees with the students that education is the answer. “For a lot of people, everything they learn about aboriginals is around the kitchen table. We go into the classrooms and do presentations on residential schools, and students are shocked to learn that the last one closed in their lifetime,” she says. “If you can affect one person through education, then it’s worth it.”

Bigoted attitudes remain long after death of residential school system

Council hears from SPCA, approves 2015 Discover Tourism work plan Scott Stanfield Record Staff

The local branch of the SPCA hopes to maintain its low income spay and neuter program, for which the City of Courtenay has provided $5,000. Not all of the money has been spent. “The need is there,” branch manager Emily Priestley told Courtenay council Tuesday. “We’d love to be able to keep the program.”

There is a proliferation of cats and dogs in the Comox Valley, especially the former. Feral, or wild, cats are particularly problematic, though Priestley is seeing fewer numbers coming into the shelter. City staff partly attributes fewer feral cat complaints to the $5,000 it contributed a few years back.

The shelter has only received funding from Courtenay. The branch plans to approach other Valley municipalities. •Council approved a $230,000 budget/work plan for 2015 from Discover Comox Valley Tourism, submitted by the Comox Valley Economic Development Society (CVEDS). One objective of the plan is

to expand destination marketing initiatives to increase visitation and overnight stays in the Valley. In 2013, the City entered into an agreement with CVEDS to provide marketing services with funds from the Additional Hotel Room Tax (AHRT) — which requires Courtenay hotels to collect an additional two per

cent on accommodation sales. The City has received $172,401 of AHRT funds that were transferred to CVEDS for marketing and tourism programs. Mayor Larry Jan-

Brent Curtain, destination marketing and tourism manager at CVEDS, expects the annual seafood festival to be “even bigger this year.”

Hydro: Lack of snow melt could be an issue Con’t from Page A1 “With the extreme conditions we’ve had this winter I think our operational decisions have been the best possible,” he said. BC Hydro is considering the lack of snow melt this year as it looks ahead to fish habitat coverage and water-use interests. Little run-off from the mountains presents difficulties in maintaining adequate river flows for fish. “It goes to show the balances BC Hydro has in its operations from fish habitat flows and flood risk management

Council discusses strategic plan, marina fees Erin Haluschak Record Staff

Comox council had its first look at the draft strategic plan Wednesday, identifying priorities and directions council would like to move in over the next few years. At the committee of the whole meeting, four strategic priorities were examined: downtown vitalization/marina enhancement, fiscal balance/infrastructure asset management, OCP implementation and Comox economic development plan implementation. Coun. Ken Grant noted because there are significant budget increases at the regional district level, council should take a close look at its needs CAMPBELL RIVER

versus wants. While he acknowledges the proposed water park at Marina Park is “a lovely idea,” he cautioned the project may not fit within the town’s overall framework, resulting in a small budget increase. Mayor Paul Ives noted part of the reason the water park was put into the strategic plan was due to the fact that service clubs are interested in creating a partnership for the project, and it is now up to council to consider it as an action item. Council will re-examine the plan in two weeks time following comments from the Comox BIA and other stakeholders. ••• Following a presentation by Comox Marina users at the end

of January, council approved a report to increased berthage fees one per cent overall in 2015, and one per cent in subsequent years. For boat lengths 26 feet and below, there will be no increase. “I’m pleased to see smaller boat owners will get a bit of a break as well,” explained Coun. Hugh MacKinnon. Coun. Marg Grant inquired about freezing rates, as boaters told council increases over the past 10 years were “unjustifiable and unfair.” Ives said because there was a four per cent increase in the financial plan for marina rates, the town will be working at a shortfall with rates set at one per cent.

BBB launches directory Kevin Laird Black Press

The Better Business Bureau of Vancouver Island is set to launch its 2015 directory – celebrating business excellence. The bureau publishes its listings of accredited businesses on Vancouver Island annually. “These are businesses that consumers really need to be using in terms of trust,” said president Rosalind Scott, who is based in Victoria. “For us [BBB], we always get excited to take a look at this directory of great businesses.” A business must go through a detailed vetting process in order to be accredited – it’s not as simple as just joining the Better Business Bureau. In order to qualify, a business must have been in operation for at least a year, have no complaints logged against them, have established a positive presence in the marketplace and have a good rating with the BBB, based on specific criteria. “Businesses must maintain their accreditation once they’ve earned it. If a business doesn’t keep to our standards then their accreditation is revoked,” Scott said. “Nobody can walk in the door, write a cheque and say I want to be accredited.” One of the ways the BBB celebrates businesses that have gone above and beyond is through the annual Torch Awards. “These aren’t awards that say a business is good because the majority of our accred-

ited business have an A+ rating,” Scott said. Instead, the awards are for businesses that stand out from the crowd, such as community service. Awards are given to both winners and finalists, but there are no formal categories. The categories are based on

the types of nominations. Each year, the BBB receives several thousand nominations from across Vancouver Island. This Year’s Torch Awards gala is Nov. 6 in Victoria. For more information on the Bet-

My practice is about more than just tax. It’s about building your business, understanding the difficulties that you’re facing and finding real solutions. Solutions that lead to growth. I’ve been part of the management team of a growing business for the last decade, and I’ve seen the challenges that business owners run into every day. If you own a business and find yourself thinking that there has to be a better way, we should talk. And of course, I do taxes too.

Throne speech overly quiet

T

he speech from the throne of the B.C. legislature would leave most outsiders with the impression that the province has few issues to deal with during the spring sitting. That couldn’t be further from the truth. Lt.-Gov. Judith Guichon read the speech on behalf of the provincial government on Tuesday, outlining the priorities for sitting MLAs over the next several weeks which include a new rural advisory to look for economic opportunities and focus on the education system to fill a skilled labour shortage. In effect, it’s a ‘stand-pat’ speech that offers little in the way of new spending or initiatives. As Opposition MLAs pointed out, Vancouver Island alone has half a dozen issues that government could scrutinize, from B.C. Ferries to the forestry industry. While Premier Christy Clark and her Liberal government focus attention on resource extraction in B.C.’s north, families in Nanaimo struggle to make ends meet with rising costs of Medical Services Plan premiums, electricity rates and ferry fares, just to name a few. As Nanaimo MLA Leonard Krog rightly says, increases to these mandatory services is essentially a tax increase. Clark and her team release the provincial budget today (Feb. 17), which they claim will be balanced. A chance remains that some of these issues will be addressed at that time. Throne speeches always bring a lot of bluster, though, so when they’re silent on certain subjects, it speaks volumes. The provincial government should use the next seven days to ensure its budget priorities are focused on the needs of average British Columbians. – Black Press

B.C. ranks third in the world in health care outcomes, second only to Switzerland and Sweden. Darcy, a former president of the Hospital Employees’ Union, was quick to respond: “This is surely a first in question period, the Minister of Health going back to the record of the NDP government in the 1990s, because we’ve had the best health outcomes in Canada since 1993. The fact is that we exercise more, we smoke less and we drink less, and that’s to the credit of British Columbians.” We also have more elderly people, as Premier Christy Clark argued in 2011 when the federal government changed its financing formula. After years of increasing transfers by six per cent per year, the late federal finance minister Jim Flaherty announced that starting in 2014, increases would be tied to economic growth, but wouldn’t fall below three per cent. This of course was treated as a cut, rather than continued increases above inflation. But there it is, and all provinces have to deal with it. Darcy is quite right that personal responsibility is the key, something to remember as the usual squabbling of special interests continues.

Our Courtenay councillors have been unanimous in this poor bashing; marching in step with past councils. Remember the refusal to allow cheap rental suites on Cumberland Road, or the 4-Square Church’s attempt to build social

housing, the shelter debacle, the Maple Pool fiasco, those homeless squatters driven out of the park, their few possessions (put) into a dumpster and off to Pigeon Lake? New council, same old B.S., right off the bat. So soon, so sad. Jeff Hartbower Courtenay

Dealing with RD a pleasant experience Tickets on Sale at the Flyin Dear editor, My development permit for a new store on Ryan Road was recently approved by the Comox Valley Regional District. I thought it was important to share with you that my experience was far from what I expected. A few years ago we built a large commercial building in the Crown Isle commercial area. Our overall experience dealing with the City of Courtenay on that development project was challenging. I was expecting the same bureaucratic delays, green mail, signage restrictions and the like. Mr. Coulson I feel your pain. Things were different at Regional District. Brian Chow, planner, and Alan Mullaly, manager planning services, managed the development file for the Comox Valley Regional District. They were very professional and quite supportive of our development plan. Mr. Chow was helpful in advising us of the procedures and bylaws that had to be followed. He

encouraged us to ask for what we wanted and did not discourage us from making any requests for variances. Mr. Chow was also forthcoming on upcoming potential bylaw changes that would impact our development. Developments bordering on ALR would require greater setbacks that would have eaten up too much land that in turn would have made

the new development impossible. This notice motivated us to accelerate our submission. This kind of transparency was unexpected but the consequences were significant. I contacted Rod Nichol, Area B Director to discuss our project. I offered to send him the drawings for his review. Mr. Nichol offered to meet at the new location at a time convenient to me. Mr.

Nichol had yet to be sworn in and took the time one early morning to visit the site. I didn’t expect such a hands-on approach. He was truly interested in the project, the overall appearance and the new jobs it would create. I see why he achieved a landslide majority in his district. I submitted the plan in October and it was approved in January. I believe

Jilli does jazz at the Little Red Church The Jilli Martini Combo perform at the Bates Beach Farm Jazz Series this Friday at The Little Red Church. This popular Valley singer and her band can usually be seen at Billy D’s on Friday evenings, performing a broad range of musical styles rooted in rock, blues and country. However, for this Friday, the musical menu changes dramatically, as the “Jilli Martini Combo” takes the stage. Approached by Bates Beach Farm Jazz organizer Rob Peterson, Jilli embraced the challenge of assembling an evening jazz performance. “Jilli was part of a recent performance, where she sang three jazz standards and really knocked it out of the park, which in turn, prompted an invitation to assemble a full evening performance at the Bates Beach Farm Jazz Series,” said Peterson. Rising to the challenge are band members Doug Biggs on guitar, Andre Forgues on bass and Blair Bentley on drums. Special guest Katrina Mifsud will provide vocal support. A very special first set is planned with accompanist Alan Jossul on guitar. Prepare to be surprised and entertained as Jilli and her band perform a wide selection and eclectic versions of jazz standards, sung with passion and conviction. Opening acts are a special feature of the Bates Beach Farm Jazz Series and provide local musicians of all ages, an opportunity to perform in front of an audience. This tradition continues with Cooper Pickering, a vocal and piano student at Long & Mcquade, who will open the performance as a solo act. The Bates Beach Farm Jazz Series is made possible by the generous financial support of the Obal family (Grace, Mike and Ben). All performances are family friendly with a concession offering tea, coffee, soft beverages and goodies.

The Bra Lady Is Coming to Town

Are you tired of feeling saggy, lumpy, pinched or strained? Well you’re not alone. As you’ve probably seen on Oprah or read in women’s magazines, over 80 per cent of all women wear the wrong size bra. Here’s where Barb Chapman, the Bra Lady, comes in. Due to overwhelming response to the previous clinic, Barbara Chapman is coming to COURTNEY, WED. FEBRUARY 25TH to outfit you with the best possible bra for your body. Chapman said she will be seeing clients on a one-on-one basis, explaining the benefits of good bras and measuring their bodies properly.

Our dentists each have over 20 years experience in advanced general dentistry.

“Most women just want to find a good-fitting bra that’s not uncomfortable,” Chapman said. “What they don’t realize is that a good support bra is also important for blood circulation and enhanced lymph drainage.”

We offer a full range of dental services including general family dentistry, implants, complex restorative and cosmetic dentistry. By combining advanced dental training, the latest high tech equipment and the personal touch of our caring dentists and staff, our patients experience the best dentistry has to offer.

Chapman has over 200 bra sizes available for ordering, ranging from 30AA to 52KK. It’s likely that you’ll fit somewhere between those sizes. She offers these questions for women to ask themselves: • Do you have a drawer full of bras but none that fit comfortably? • Does your bust line “bounce” when you walk while wearing your “everyday” bra? • Do you overflow the cup of your bra? • Do your bra straps slip off your shoulders or dig into your shoulders leaving red and painful marks? • Does your bra ride up in the back because you tighten the straps to give you added support? • Have you ever begun an exercise class only to drop out because your breasts ached from lack of support while jumping or running?

New Patients Welcome!

95

If you answer yes to any of these you are in need of a new bra, and a custom one could be the way to go.

You can sign up for Chapman’s bra clinic by calling

The Georgia Strait Jazz Society is offering a rare glimpse into the future of homegrown jazz on Thursday at the Avalanche. This week, Greg Bush presents his young prodigies from our local hotbed of young talent – the Vancouver Island University jazz studies program. The VIU Big Band, directed by Bush (a professor of music at VIU), comprises some of the finest students from the program. “We’re excited to be performing at the Avalanche on Thursday, Feb. 19,” said Bush in a recent interview. “We’ll be featuring a program of music from the libraries of Count Basie, Buddy Rich and Oliver Nelson. The band will also perform some of my own compositions, and perhaps even more special - the Comox Valley’s own Troy Jakubiec. This is big band music at its best!” Show time is 7:30. Attendance is $10 for members, $12 for nonmembers. FMI visit www.georgiastraightjazz.com

Rugby duo helps B.C. place second Earle Couper Record Staff

A remarkable road trip continued this past weekend for G.P. Vanier rugby players Madi Gold and Lauren Sargent. The talented duo were on the BC Rugby U18 Girls Elite team competing in the Las Vegas Invitational 7s tournament in the Serevi High School Girls Elite and Open division on Feb. 12-13. Gold was on the BC U18 Girls team that won the High School Invitational division last year, scoring a try in the team’s 32-10 win over Atlantis in the final. This year the Elite team posted a 3-3 record and finished second. On Thursday they lost 24-15 to Girls HS All American 2 and 26-24 to Edmonton Gold before beating the Lady Stallions 40-0. On Friday, they beat Edmonton Gold 27-0 in the Cup quarter-final and Oregon 10-5 in the Cup semifinal before losing 24-0 to Ontario 1 in the Cup final. “We (sent) a group of very talented athletes that had the potential to repeat as tournament winners,” said BC U18 coach Darcy Patterson. “They all have a very high work ethic and work hard to be the best rugby players they can. It is going to be exciting to see how their hard work over the last few weeks transfers into the tournament.” Gold and Sargent helped Vanier win the 2013 B.C. AAA high school girls championship, and were selected by the Dog River Howlers to accompany them on a trip to Colombia in December 2014. Along with playing in a 7s tournament, the Saskatchewan-based Howlers (known for their charitable efforts) took rugby gear and money to donate to the community of Medellin. “Both Madi and Lauren have worked

both Grade 12 athletes, they will be relied upon by the Team BC coaches to provide leadership both on and off the field, and I am confident that they will be able to.” Mills said the Howlers’ trip to Colombia was a success for Gold and Sargent. “They learned a lot about the rugby community and how it has a willingness to help those in need and to support rugby players whatever their background is. They definitely came back as different players and people due to their experiences down there,” Mills added. The road trip for Gold and Sargent will resume March 29 to April 8 when the Vanier team makes its first-ever tour to California. “We will play some of the top teams in girls rugby along the West Coast,” Mills said. “It will be a great trip. We are taking 23 girls, and a surprisingly high number of them have never been outside of Canada,” the coach added. Still on the road, but closer to home, Sargent and Gold and their Vanier teammates will be in Victoria for the B.C. high school 7s championship on April 17-18, the same time as the International Women’s 7s tournament. “Some of the top girls teams will play in the finals during the international tournament, which will be the highest level of women’s 7s rugby in the world. It will be a great experience for our girls,” Mills said. THROW INS The Las Vegas Invitational 7s tournament is run in conjunction with the USA Sevens stop of the World Rugby HSBC Sevens Series, which takes place Feb. 13-15 in Las Vegas … at last year’s Vegas tourney, Trevor Caton of Vanier was on the BC U18 boys team that won silver in the High School Elite division …

Glacier Kings grab home ice advantage Earle Couper Record Staff

There’s no place like home for the playoffs, and the Comox Valley Glacier Kings have secured home ice advantage for their first-round Vancouver Island Junior Hockey League playoff series with the Nanaimo Buccaneers. Game #1 in the bestof-seven series goes Tuesday, Feb. 17 in Courtenay with puck drop 7 p.m. at Comox Valley Sports Centre Arena #1. Game #2 is Thursday, Feb. 19 at 7:15 p.m. in Nanaimo, Game #3 Saturday, Feb. 21 at 7:30 p.m. in Courtenay and Game #4 Monday, Feb. 23 at 7 p.m. in Nanaimo. If necessary, Game #5 goes Tuesday, Feb. 24 in Courtenay at 7 p.m., Game #6 Thursday, Feb. 26 at 7:15 p.m. in Nanaimo and Game #7 Saturday, Feb. 28 at 7:30 p.m. in

Courtenay. A look at the final North Division standings indicates the series could well go the distance. The teams finished tied for second place on points with 52, with the Icemen (23-19-1-5) having one more win than the Bucs (22-18-3-5). Five of the eight regular season meetings between the teams went to overtime, with the G-Kings winning five of the eight meetings. Seven of the games were decided by one goal. The Glacier Kings may have set the tone for their post-season series opener on Feb. 12 when they blanked the Bucs 4-0 in Nanaimo. Liam Young made 30 saves to post the shutout and Liam Shaw tallied twice to go along with one goal each from Kyle Wade and Grant Iles. The Yetis also got a taste of what probably

lies ahead for them in the playoffs should they get past Nanaimo as the North Division champion Campbell River Storm blew them away 11-1 in their final RS game on Feb. 14 in Courtenay. The Storm outshot the Icemen 54-14 and ripped eight unanswered third-period goals to turn what had been a reasonable close

game into a blow out. Landon Walters had the lone Comox Valley goal while Zachary Straza played 45 minutes in goal before giving way to affiliate player Matt Henwood. The game was slowed down by several fights and game misconducts. ICE CHIPS Campbell River will meet the winner of Monday

Bill Ness

1931 – 2015 Bill went to meet the Lord Jesus Christ on February 9, 2015. He is lovingly remembered by his wife, of 60 years, Myrt. He is survived by his three children, Diane (Ross), Donna and Danny (Sharon.) Bill also left a lasting legacy of nine grandchildren: Rachel, Trevor, Sean, Graeme, Nichole, Renee, Kyle, Adam and Clayton. He took great delight in their six great-grandchildren; Ava, Nathan, Ryder, Ashton, Jackson and Noah. Bill was born in Glendon, Alberta. He was one of fourteen children. He is survived by his two siblings; Mary Harding and Nick Ness. He met his wife Myrt in Moose Jaw while serving in the military. It was love at first sight. Bill always lovingly referred to her as “my bride. She was a loving and dedicated wife and he treasured her above all things in this world. They were married for 60 years. He served in the military for over 20 years as an aero engine technician. Military service provided the opportunity for the family to live in Europe, Nova Scotia, Ontario, Saskatchewan and finally B.C. He always considered B.C. “God’s Country. At the age of 40, he returned to school to obtain his stationary engineer certification. Bill began his second career at St. Joseph’s Hospital in Comox until his retirement in 1991. He was highly regarded by the staff. Many nurses stopped by during his recent hospitalization to share stories for how he brightened their days. Bill always had a ready smile and a humorous tidbit to share. In addition to his love and commitment to his family, Bill consistently served others in the community. His ready smile and quick wit put others at ease. Bill made friends where ever they went. Travel was a passion and they enjoyed many hours on the road in their 5th wheel. They took a year to travel across North America, and collectively visited over 50 countries across the world. Bill had a love for the outdoors which included fishing, hunting, chopping wood, and gardening. He had an enthusiasm for hockey, curling and watching his grandkids play sports. Above all things, Bill lived his life with devotion and commitment to the Lord. Bill believed in an eternal God. He made His presence personal in his daily walk. Bill knew God’s care was certain, His promises dependable and His love unexplainable. He will be deeply missed. In addition to the above, priority is also given to the routes serving public facilities including the Fire Hall, St. Joseph’s Hospital, Municipal Hall, School Zones, Bus Routes and the Comox Recreation Centre. Snow removal and de-icing from sidewalks shall be limited to sidewalks along arterial and major collector roads, with first priority given to opening one side only. Municipal staff will also endeavour to clear snow from sidewalks fronting properties owned by the Town of Comox, while removal of snow from sidewalks in commercial zones remains the responsibility of the individual property owners.Â

HELP WANTED

Ploughing of snow will result in a windrow of snow across private driveways and business accesses. The Town of Comox regrets this; however, we simply do not have the resources to clear these windrows from individual driveways. During snowfall events, the Town of Comox would offer the following HELPFUL HINTS: 1. Avoid depositing snow removed from driveways, sidewalks and parking areas onto the adjacent roadway. In most cases the Town of Comox will have little choice but to redirect it back into the area from which it came. 2.

Remove all parked vehicles from the streets until such time as ploughing has been completed.

3.

Ensure your vehicle is equipped with good snow tires and add additional weight if required.

4.

Allow for additional travel time between home and work, drive slowly and stay well back from the traffic in front of you.

Location: Highland School – Multi-Purpose Room 750 Pritchard Road, Comox, BC

5.

Do not attempt to pass snow ploughs or sand trucks.

6.

Please assist the Town in reducing flooding problems by clearing snow and debris away from and around catch basins.

7.

The Town of Comox encourages everyone to assist the elderly and infirmed with removal of snow from sidewalks and driveways.

As part of BC Heritage Week, which began with the national Heritage Day on Monday, Feb. 16, the Cumberland Heritage Fair will take place Saturday, Feb. 21 from 10 a.m. to 4 p.m. at the CRI (Cumberland Recreation Institute, 2665 Dunsmuir). This year’s heritage fair will be the 11th edition. It was launched by a group of community volunteers in 2003 and was modelled on the folk festival that ran from 1949 to 1958 celebrating the diverse heritage of Cumberlanders. Each year families, clubs and other organizations set up displays of antique tools, unique collections, photos, and demonstrations of crafts and folklore from the early days of Cumberland and the Comox Valley. Heritage Canada’s theme for this year’s festivities is Main Street: at the Heart of the Community. In Cumberland, the vitality and history of Dunsmuir Avenue is abundantly obvious: from the historic buildings of the old post office (Wandering Moose CafÊ), Tarbell’s, Leiser’s Big Store (The Patch), the Cumberland Hotel and the Waverley, to the newest businesses Purusa yoga and the Cumberland Brewing Company. This year’s displays will include traditional embroidery from Brazil and Norway, quilters, weavers and lacemakers, antique coins, cameras and much more. There will also be performances including old time fiddle and banjo tunes and Polynesian dance. In addition the Cumberland Museum & Archives will be open by donation all day and will have a scavenger hunt for kids with prizes awarded at the end of the day.  Admission to the fair is by donation.

Walking tours

The Cumberland Museum & Archives is celebrating Heritage Week with two walking tours and the launch of a new exhibit. On Friday, Feb. 20 at 4 p.m. Meaghan Cursons will lead the Village Walking Tour: a lively and engaging tour filled with facts, rumours, tragedies and tales from Cumberland’s colourful history. From the great fires and the great strikes, to lavish garden parties, wartime injustices and small pox isolation houses, the Village Walking Tour offers a glimpse into Cumberland’s unique history and folklore. On Saturday, Feb. 21 at 1:30 p.m. Dawn Copeman will lead the Old Townsites Walking Tour, featuring Cumberland’s unique cultural histories. Jumbo’s cabin may be all that is left standing from Cumberland’s once-bustling Chinatown, but the Old Townsites Walking Tour brings the old Chinese and Japanese settlements to life while walking through the majestic forests on the edge of town.Â

At 4 p.m. on Feb. 21, the Museum invites friends, supporters and enthusiasts to participate in the official opening of its new photography exhibit, featuring images from Cumberland’s first photo studio, founded by Senjiro Hayashi. The studio operated from 1913 to 1929 and was located in the Willard block across the street from the old post office building. The Museum is home to over 700 glass plate negatives from the Hayashi studio, which were gathered over the last three decades from garage sales, attics, personal collections and even green houses. The exhibit also includes old cameras and photography paraphernalia from the museum’s collection. All day Saturday the museum will also have a display, with information and items from its collection related to the businesses of old Cumberland, in keeping with Heritage Canada’s theme for this year Main Street: at the Heart of the Community. The museum itself will also be open by donation from 10 a.m. to 5 p.m., and will have a scavenger hunt for kids. Walking tours are $10/$15. Contact the museum to sign up in advance.

Chinese New Year marks the beginning of the new year according to the Chinese lunisolar calendar. EachChinese new year, which is known as Spring Festival in China, is represented by one of 12 creatures. One of the more important elements of the Chinese New Year is the reunion dinner. For the reunion dinner, which is held on the eve of the new year, families traditionally gather in the parents’ home or the home of the eldest brother, though many families now gather in a restaurant. A reunion dinner typically includes a lavish spread that can feature a variety of dishes like chicken, fish and pork.

1/2 teaspoon salt 1/4 teaspoon ground white pepper 1/4 teaspoon Chinese five-spice powder 1 clove garlic, finely chopped 4 boneless, skinless chicken breast filets 4 thin slices ham 4 frozen square spring roll wrappers (81/2 by 81/2 inches), thawed 1/4 cup all-purpose flour 1 egg, beaten with 2 tablespoons milk 3 cups vegetable or canola oil for deepfrying 1/2 cup Thai sweet chili sauce In a small bowl, combine salt, pepper, fivespice powder, and garlic. Stir to blend. Place a chicken breast in between 2 sheets of plastic wrap. Using a meat mallet, pound very thin. Spread garlic mixture on chicken. Roll a slice of ham and place at one end of chicken. Fold sides of chicken in, then roll chicken around ham to form a log. Repeat with remaining chicken, garlic mixture and ham. Place 1 spring roll wrapper on a work surface, with a corner facing you. Coat 1 chicken log in flour, then in egg mixture. Place chicken diagonally across wrapper, 1 inch from bottom. Fold in sides and roll up securely. Bunch edge of wrapper with egg mixture and seal. In a large, heavy skillet, deep fryer or wok, heat oil to 375 F or until a small bread cube dropped in oil sizzles and turns golden. Working in batches, fry ham and chicken rolls until golden, 3 to 4 minutes. Using a wire-mesh skimmer, transfer to paper towels to drain. Let stand for 3 minutes before slicing. Serve hot, with chili sauce for dipping.
