he ongoing John Hart Generating Station Replacement Project is something Campbell River can really dig, Mayor Andy Adams said during a tour of the construction site Monday. At the moment, digging comprises most of the work going on as the aging John Hart dam and power station undergo a major seismic upgrade and replacement. “It’s like a mining operation for the first year and a half, to remove all the rock,” said Stephen Watson of BC Hydro. “Once that’s complete, they get into the building phase, starting to construct the generating station.” Monday’s tour updated regional civic leaders and media on the progress of the four-year project, which kicked off last summer with a similar tour. It was led by managers from BC Hydro, joint venture construction partners InPower BC, Aecon and SNC Lavalin Constructors Pacific, Inc., and included Adams and Comox Valley MLA Don McRae. When it entered the Vancouver Island Junior Hockey League in 1997, the Campbell River Storm quickly became the league’s dominant team. From 1997/98 to 2003/04, the club won an unprecedented seven straight VIJHL championships, one provincial title, and earned silver and bronze medals in the Keystone Cup, Canada’s national Junior B championships. The program hasn’t had a title since. But under the current ownership, the team has undergone a revival and is now a contender for the league title once again. “One of the things I tried to do when I first came here was to pay homage to how good this program was,” said Lee Stone, the secondyear head coach who has overseen the turnaround from a 12-win season just two years ago to a 39-41-4 mark in the just-completed season. “It’s easy for these players to come back every day, knowing that for seven years in a row guys did the same thing and won. We want to be the team to bring it back.” The Storm embark on that goal in earnest tonight, when they kick

The team’s decline following its 2004 league championship was gradual. The Storm reached the league finals each of the next two years and, as hosts of the Keystone Cup in 2006, the Storm reached the national championship final before falling in overtime to Red Deer. generating station tunnel. “These are just little access tunnels,” Aecon’s Scott Marshall said. “But they’re big.” When completed and commissioned in the fall of 2018, the new site will feature more than two kilometres of underground tunnels as the surface penstocks and surge towers are removed from the site and the hillside reforested. “To see it go to this design level, underground with the tunneling option, will also be really important going forward, as it creates

a more natural park space,” said Adams. “It will just be a great asset for Campbell River.” In addition to major seismic upgrades — “The penstocks and generating station wouldn’t survive a low to moderate earthquake,” said Watson — the new facility will boast an underground water bypass. It will eliminate the periodic release of water through Elk Falls currently needed when the current turbines require maintenance or repair. The new generating station will add 9.5 per cent more generating capacity with the same

flow rates currently in place. The project employs roughly 185 people in Campbell River, on-site or in support roles, and utilizes 50 local contractors for goods and/or services. “The whole John Hart generating project and what will be coming up with the seismic upgrade to the dam, combined with the hospital project, is a once-in-a hundred-year injection of capital projects into a community,” said Adams. “We’ve seen a lot of people coming into Campbell River for good jobs. It’s critically important to Campbell River.”

But the Storm slumped to a 17-win season the next year, ushering in a five-year stretch of futility that bottomed out with a 9-34-0-1 debacle in 2010/11. Following that season, Kevin and Linda Spooner purchased the team and committed to turning the program around. Two more losing seasons followed — including the 12-win campaign of 2012/13 — before Stone was brought in as coach and the Storm responded with 30 wins in his first year. “The biggest difference that’s happened with the Storm was just changing the team dynamic,” said Linda Spooner. “I always thought of it as a four- to five-year plan when we bought the team, so we’re definitely on track. The first two years were pretty difficult, but we’re moving in the right direction.” At the forefront of the revival are captain Jordan Rauser and assistant captain Josiah Friesen, the last two players remaining from the 12-win season. “I think we have more skill than we did in those days,” said Rauser. “We all worked hard, but I don’t think we had the skill to back up our hard work. I think that’s a testament to our coach, bringing in those good players.” Stone came to the Storm from Mission, where he was coaching a midget program after having played at Arizona State University. Having played and watched hockey at multiple levels throughout B.C. for years, he arrived with a clear vision that matched the Spooners’ outlook. “I thought when I first showed up here we had a group of kids that enjoyed ‘living the dream,’ as opposed to being willing to show up every day and put the work in,” Stone said. “We wanted to bring in character kids that wanted to take advantage of the things we have here.” The amenities the Storm program offer included the team’s own dressing room/clubhouse, ice time every day and its own gym. In addition, Linda Spooner added, the support system from billet families to relationships with the local secondary schools and School District 72 is second to none. “It’s just hard work, from management down to the volunteers who offer as much help as they can,” said Spooner. “It’s basically run on volunteer help, and they’re dedicated to making sure the boys have a great experience while they’re here.” Then, of course, there are the fans. In last Friday’s regular-season home finale against Victoria — essentially a playoff-level contest to determine the league’s top spot — the Storm’s supporters sold out Rod Brind’Amour Arena. One week earlier, an appearance by the Green Men and youngsters visiting town for an atom development tournament helped swell attendance to 1,075 for a game against Comox. “By far the best junior fan experience in B.C.,” said Stone. “I don’t think it’s close. “The kids went pretty crazy for the Green Men, but I still think the loudest cheer of the night was when we won the game and we gave the fans a salute at the end.” With the fans, players, management and volunteers all on the same page, the Storm look forward to writing a happy ending to the 2014-15 season. “Our goal’s definitely a championship,” said Rauser. “We’re in the gym, we’re practicing and working on our game so we can compete in every series, win every series and, hopefully, bring a title back to Campbell River.”

The Strathcona Regional District is seeking funding to upgrade Quadra Island’s emergency reception centre – a meeting place that a recent study found is likely not safe during an earthquake. The island’s community centre, built in 1985, is the designated community emergency shelter but a 2013 evaluation of

At last Thursday’s regional district meeting, the board took the opportunity to approve submitting an application to the Build Canada Fund – a program which provides onethird funding from each of the provincial and federal governments for projects which promote community growth and sustainability. The other concern is over the addition, which was not tied to the original hall at the time of construction and, in the event of an earthquake, would cause the seismic weight of the original hall to be transferred to the addition. Hansen said because the centre is designated as an emergency shelter, it’s important these issues are addressed. “In order to be proactive and prepare for a potential earthquake, it is important to have a safe operational Quadra Island Community Centre that can operate as a disaster management centre and a place of safety where residents and visitors to Quadra Island can find shelter and support services,” Hansen wrote.

The crew that crosses Discovery Passage every summer is encouraging council to pursue beach access at Robert Ostler Park. Geoff Goodship, longtime organizer of the annual Discovery Passage Passage between Campbell River and Quadra Island, said it would be an ideal launch point for paddle boaters. “ The development of a beach at Robert Ostler Park will indeed be of great interest and a great improvement from where we have launched for the past eight or nine years,” Goodship told council at its Feb. 10 meeting. “It’s an area that is difficult to get into, you have to carry a boat down stairs through a narrow passageway and the area is often dirty and the cement is cracked

and uneven and there have been a few minor accidents caused because of this circumstance.” Goodship said having proper access to the water at Robert Ostler would be a “big improvement” for the roughly 140 paddlers who cross from Campbell River to Cape Mudge Village on Quadra Island each year. “It’s my belief that Ostler Park will be a lot better used,” Goodship said. “Other than the Discovery Passage group there are canoe clubs and kayak clubs in town and I believe they will be encouraged by this. I also think it will be a benefit to the number of tourists passing through.” The city is currently debating the merits of establishing either a 200metre long beach along part of Robert Ostler Park or, replacing the existing riprap which has taken a beating dur-

The city hosted a public open house on Jan. 22 and issued a survey at the end of January to get public input. While the city is still weighing its options, Ross Milnthorp, the city’s general manager

of parks, recreation and culture, said the city is trying to work with Mother Nature to minimize damage to the foreshore. “While either option offers long-term protection from erosion, a natural beach slope would do a better job of managing wave energy and minimize the amount of damage and debris clean-up from storms,”

On the lookout for book banning It’s said that everything is bigger in Texas. Apparently, that includes the list of banned and challenged books. Feb. 22-28 is Freedom to Read Week throughout the branches of the Vancouver Island Regional Library (VIRL) system, which serves 430,000 people on Vancouver Island, Haida Gwaii and Bella Coola through 39 libraries, a virtual branch, books-by-mail service and a total of one million holdings. One of the things being done during Freedom to Read week is the display of “challenged works.” “Canadians have a right to decide for themselves what they choose to read,” said a news release from the VIRL. “Banned books and free expression may not make the headlines, but they affect the lives of every Canadian.” Nanoose Bay author Susan Juby knows what it’s like to face this type of censorship. Her book Miss Smithers was challenged in Texas in 2006. We say: Good We’re not talking Fifty on VIRL for Shades of Grey here — Miss Smithers is about a highlighting young misfit student who censorship becomes the local beauty queen. Then again, it doesn’t take much to be challenged or banned in Texas. For many years in a row, the Harry Potter series was challenged. In one school year (2005-06) alone, 65 books were challenged and about 50 of them banned from 48 independent school districts and charter schools. In a state where football is of higher importance than religion for many, the book published in 2000 about high school football that later became a movie and TV series, Friday Night Lights, was challenged. The American Civil Liberties Association releases studies and lists regarding challenged and banned books (Google ‘ALCU banned books’ for more detail). Good on the VIRL for highlighting the fact there is still some serious censorship going on in our world. Now, we understand there may be some reading material that’s inappropriate for a classroom — we can all agree Playboy or Playgirl shouldn’t be available in a Grade 3 class, can’t we? — but we applaud the VIRL for highlighting the issue. Farenheit 451 or Nazi book burners are the highprofile examples, but the Freedom to Read can be eroded by subtle challenges here and there, and with the VIRL’s help we can all stay on top of this important issue — knowledge is power. -Black Press

Annual health care crisis grips B.C. The annual ritual of declaring a crisis in health care is upon us, with the B.C. Liberal government boasting that we have the best system in Canada, while the NDP and the B.C. Nurses’ Union try to portray it as the worst. The BCNU is the last big public sector union still to settle in the latest round of contract talks. Feeding horror stories to the media is part of its strategy, and this time it was a patient at Abbotsford Hospital assigned a bed in a small shower room for a month due to chronic overcrowding. Hospital officials said his care wasn’t compromised. We’ve seen it in Abbotsford, Surrey and elsewhere: a new hospital or expansion is built and is immediately overcrowded. We are reminded every winter that influenza season brings a wave of people into emergency, expecting treatment for a viral infection that in most cases can only run its course. The fact is that we exercise more, we smoke less and we drink less, and that’s to the credit of British Columbians.” We also have more elderly people, as Premier Christy Clark argued in 2011 when the federal government changed its financing formula. After years of increasing transfers by six per cent per year, the late federal finance minister Jim Flaherty announced that starting in 2014, increases would be tied to economic growth, but wouldn’t fall below three per cent. This of course was treated as a cut, rather than continued increases above inflation. But there it is, and all provinces have to deal with it. Darcy is quite right that personal responsibility is the key, something to remember as the usual squabbling of special interests continues. Two days of running from Port Hardy to Campbell River did nothing to wipe the smiles from the faces of a half-dozen Canadian Forces members and veterans as they arrived Monday at Campbell River’s Royal Canadian Legion Branch 137. A $1,000 donation from the Legion and the Branch 137 Legion Auxiliary didn’t hurt, either. The second annual Wounded Warrior Run BC seeks to raise awareness of — and funding for — post-traumatic stress disorder and other mental conditions faced by veterans returning from combat operations. Calling PTSD an “invisible injury”, the organization hopes to help both sufferers and their friends and loved ones recognize the symptoms and provide support and treatment in battling its effects. The six relay runners and their support team are traveling from Port Hardy, where the run kicked off Sunday morning, to Victoria in six days. After being feted with dinner and the cheque presentation at the Campbell River Legion hall Monday, the group spent the

Campbell River environmentalist Leona Adams is raising the alarm over new fish farm regulations that are being proposed by Fisheries and Oceans Canada. Adams wrote in a letter to council that the new Aquaculture Activities Regulations would, under sections 35 and 36 of the Fisheries Act, allow chemical deposits into the ocean. “If mayor and council is to support allowing new fish farms, I request you also sup-

port the environment and all other industries that depend on our wild fish, by requesting the DFO not pass the proposed Aquaculture Activities Regulations,” Adams wrote. Those regulations would enable “the deposit of products to control fish pathogens, pets and biofouling; the control of pathogens, pests and biofouling; the deposit of biochemical oxygen demanding matter ; the installation, operation, maintenance, and decommissioning of an aquaculture facility; and the killing of fish for the purposes of

City will consider bid to host the BC Seniors Games KRISTEN DOUGLAS CAMPBELL RIVER MIRROR

The City of Campbell River has been invited to host the 55+ BC Games, formally known as the B C Seniors Games. Wayne Naka, president of the BC Seniors Games Society, wrote a letter to Mayor Andy Adams inviting the city to submit a bid proposal. “It is my pleasure to invite your community to host the 30th, 31st and 32nd consecutive annual 55+ BC Games to be held in August or September 2017, 2018 and 2019,” Naka wrote. “Your community may bid on one or all of these 55+ BC Games, however, only one will be awarded.” The Games is a mu lt i - sp or t e ve nt which can generate more than $2.1 million in economic spinoff for host communities. City council, at its Feb. 10 meeting, voted to have city staff come back to council with a report on the feasibility of Campbell River hosting an upcoming edition of the 55+ BC Games. Naka noted in his letter that if a community does not feel it has all the required facili-

ties to host the games, neighbouring municipalities can submit a single bid. Such was the case the last time Campbell River hosted the BC Seniors Games. In 2010, Campbell River and the Comox Valley co-hosted the event.Approximately 3,300 athletes – plus coaches and officials – participated in 28 competitive games and sports including badminton, cycling, darts, bowling, slopitch, tennis, disc golf, bocce ball, bridge, pickleball, one-act plays, and track and field.Campbell River hosted 12 sports while the Comox Valley hosted the remainder.

Naka said should the city choose to submit a bid and be successful, the BC Senior Games will assist the city and Games volunteers with the financial demands of hosting the event. “We provide financial support in the amount of $85,000 in funds from the Ministry of Community, Sport and Cultural Development, a portion of all participant registration fees and contribute to the cost of facility rentals, equipment and officials through various sport fees,” Naka said. The city has until noon on June 26 to put in a bid proposal should it choose to do so.

day. The draft has been approved by the Aboriginal Education Advisory Council, Chiefs and Councils, and the Aboriginal Education Branch of the Ministry of Education. Subject to the only remaining outstanding approval, by the Laichwiltach Board of Directors, the Board of Education voted to accept the agreement. The five goals of the fourth Aboriginal Education Enhancement Agreement, as determined by the Aboriginal Education Advisory Council on behalf of their communities are: n To increase all Aboriginal students’ sense of pride and ensure they have the opportunities to participate in and learn about their history, heritage and culture; n Continued improvement in engaging parents, families, caregivers, educators, and community in ensuring all aspects of Aboriginal student success; n Ye a r - b y - y e a r improvement in literacy and numeracy achievement by all Aboriginal students at the elementary, middle, and secondary school levels (K-12); n Continued improvement in the transition readiness of all Aboriginal students at all levels; and n To increase the number of Aboriginal students who graduate with a Dogwood diploma. Aboriginal students will develop a strong self-identity and the skills and knowledge needed to achieve career and life goals. A signing ceremony is tentatively planned for the end of April.

‘Naughty’ Nana brings laughs to playhouse J.R. RARDON CAMPBELL RIVER MIRROR

The Rivercity Players don’t exactly bare all in their current stage production. But they certainly get to the bottom of things in Nana’s Naughty Knickers, a saucy, two-act comedy continuing through Feb. 21 on the Rivercity Stage. The story takes place in the Manhattan apartment of the widow Sylvia Charles (Judith McFarlane), whose granddaughter Bridget (Elizabeth Crum) comes to stay for a summer while preparing to enter law school. But Bridget’s adherence to the law is put to the test when

nana — and her apartment — prove to conceal secrets that may not be, strictly speaking, legal. Playwright Catherine DiSavino populates the story with the classic elements of a stage comedy: quirky characters, mistaken identity, misunderstanding and a dash of mystery to be revealed at the end of the show. A cliffhanger ending to the first act sends the audience into intermission. The Rivercity Players cast, a mix of stage veterans and newcomers, pulls it all off with aplomb and what seems to be a genuine camaraderie. McFarlane, Crum and

Few people live long enough to be the guest of honour at their hundredth birthday celebration. But Campbell River’s Charlotte Allerton took part in three of them last week as she marked a century of life with friends and family. “I’ll be glad when it comes to an end,” she quipped during the first celebration, held last Thursday at the Adult Care day centre in Willow Point. With more than 30 residents, guests and family members in attendance, Allerton was seated at a balloon-festooned table, beneath a colourful banner reading “Happy 100th Birthday”. As guests broke into a rousing rendition of Happy Birthday to you, staff at the centre wheeled out a brightly decorated cake that featured a figurine of a woman pushing a walker. Allerton was flanked on either side of her table by her daughter, Gerri Burgess, and granddaughter Karen Nessel. “I hope I’ve got her genes,” quipped Nessel, who said additional family celebrations were planned for Allerton on Saturday and Sunday. Though she needs assistance to walk, Allerton was bright and alert throughout the party, and showed a fine sense of humour. When program worker Andrea Marshall asked for one vivid mem-

ory that pops into her head when she thinks of the last 100 years, Allerton paused, then mentioned the snow that covered the mountains where she lived as a young girl. “Do you miss it?” Marshall asked. “No,” Aller ton answered promptly. “But it popped into my head when you asked.” After nurse administrator Pam Mann led Allerton onto the floor for a brief birthday dance — to Frank Sinatra’s Embraceable You — Allerton returned to her chair with a sigh of relief.

“That was a real workout,” she said. Allerton was born Feb. 15, 1915, in Dayton, Wash. She moved to Canada with her family when she was five years old, and has been in Campbell River for the past 20 years. She has been attending the Adult Day Program here for the past 10 years, said Mann, and enjoys crochet and knitting. The secret to her longevity, Allerton said, was “Walking. Lots of walking.” As far as the key to remaining happy for so many years? “Don’t worry.”

Shelby Robertson’s goal in the third round of the shootout gave the Campbell River Peewee Hurricanes the championship with a 3-2 win over Oceanside on Sunday in the Powell River Female Recreational Hockey Tournament. The win gave the Hurricanes a measure of revenge over Oceanside, a team which they had tied earlier in the weekend and lost to earlier this season. Austin Cameron also scored for the Hurricanes in the shootout, while goalie Taylor House turned aside
