1910 The Granby Smelter, largest in the British Empire, is currently employing 400 men and has a payroll of $40,000 per year. 1920 Matthews Garage has secured the agency for the Overland 4, the new motor car that is attracting so much attention at the moment on account of its improved features as a light car and of economy and comfort in travel. The dance last Friday, to celebrate the opening of the new Brown Creek School was a great success, there being 50 people present and $49 proceeds were realized. 1930 An event of much local interest took place last Wednesday, when Mr. And Mrs. Martial Saunier celebrated their golden wedding anniversary. The couple were married in France half a century ago and came to Canada setting up their homestead in Rhone, in 1909. There is to be no air mail service through southern British Columbia this year; the Postmaster General has said that airplane connection cannot be established between the Prairies and Vancouver at this time. 1940 Jack Acres and Roy Hallstrom of this city, along with Gordon McMynn and Carl Thomet of Midway, returned on Tuesday after attending the bonspiel in Nelson. The foursome captured second prize in the Consolation playoff which enabled them to bring home the bacon in the form of hams this time. 1950 Six Sons of Freedom each offered a no-more-violence pledge as Mr. Justice A.M. Manson of Vancouver passed prison sentences ranging from 24 hours to three months, at Nelson.

Death struck suddenly at Carmi on Feb. 9 when George Thompson, veteran teamster of the Kettle Valley district, was stricken with a seizure while working in the bush. He was in the cartage business in Midway in the early days and was well known throughout the area. 1960 Speaking in the legislature, Minister of Health, Eric Martin, announced approval of the planning construction of new hospital facilities in Grand Forks. After 65 years of being a well-known and respected name in the business life of the community, the Manlys will cease to be connected to the hardware business in Grand Forks at the end of the month. Their business has been sold to Bill Malloff, owner of Malloff’s Hardware Store. 1970 On Jan. 31, a surprise party was held for Mr. And Mrs. Alex J. Horkoff in the dining room of Ann’s Grill. Mr. And Mrs. Horkoff were married Jan. 30, 1945. Arnold Lauriente of Warfield, was appointed chairman of the Regional District of Kootenay Boundary at the meeting Feb. 11. The new chairman’s first action was to appoint F.E. DeVito, the previous chairman, as chairman of the regional board’s finance committee. 1980 One of the largest crowds to attend a local regional district public hearing was present Thursday night to express their views and hear those of their neighbors on Big Y Growers’ controversial proposal for a feedlot of up to 1,000 head of cattle on property on Carson Road. 1985 With banner flying, trees planted and new sidewalks, Grand Forks will take on a new look through the downtown

In the end, nine people were arrested including a 30-year-old male who was charged with causing a disturbance and resisting arrest. The events followed a disturbance earlier in the evening when police attempted to break up a large gathering of minors and a 16-year-old was arrested for obstruction. 2000 After a month of having to butt out in bars, it appears more patrons are crossing the border to drink and smoke, at least according to some of the barkeeps in town. One bar reported reported decreased business; another, that many of the same customers are still coming in, but for much shorter visits. Another bar owner remarked that business has been fine although his bar has been selling a little more food as compared with alcohol sales. 2010 The Grand Forks curling Club held its annual Combined Bonspiel last weekend with 46 teams participating (two-time world champion Rick Folk participated). Traditionally the winner of the men’s A event receives the Grand Forks Cup, the oldest active curling trophy in the province, and it was a special moment when this trophy was presented for the 100th time. The historic cup was be won by a local team as the Kevin Marks foursome went undefeated in the four-day event. Marks’ team included Dave Bartlett, George Hawkins and Gerry Foster.

Council resurrects water rates committee CRAIG LINDSAY

Appointments At the regular council meeting on Feb. 10, Mayor Frank Konrad appointed Coun. Colleen Ross to the environment committee and councillors Julia Butler and Christine Thompson to the water rates committee. Water rates committee Council voted unanimously on a motion to resurrect the water rates committee and invite select members of the public to join. The motion was introduced by Coun. Thompson. Those invited include Lynn Hansen, Bill Hingley, Nigel James, Mike Kanigan, William Palm, Frank Triveri, Graham Watt, Dan Zabinsky, along with two members of council (Butler and Thompson). Letters of support Council received 14 letters of support for the water meter project and four against. All were received for information by council. Development showcase At the committee of the whole meeting on Feb. 10, council heard a presentation from WSP Global Inc. consultants James Kay and Jade Jordan regarding the development showcase initiative. Kay, project manager for WSP, and Jordan, design engineer for WSP, provided
an update and overview of the program, which was initiated in May of last year. The goals set out by the development showcase initiative were to realize the opportunities that surplus lands represent, ensure stakeholders are informed and engaged and showcase Grand Forks throughout the region. The project, which includes 14 development enquiries and 14 city-owned property for sale enquiries, is expected to move into the second phase soon. MAAP project Coun. Chris Hammett put forward a motion to defer the decision to extend the five-year lease for the Multi-Agency Accommodation Project (MAAP), which sits on city property on Riverside Drive. The motion passed 5-2 with councillors Butler and Michael Wirischagin opposed. “This council hasn’t had a chance to do any strategic planning and we don’t have a CAO in place,” said Hammett. “I just think it would be prudent for us to look at this development they’re proposing. Being a new council member and not being a party to the original contract—there is more information we need. This was just brought to us today (Feb. 10).” Hammett said that council needs to do their due diligence and look at the whole project before making any decision. The original recommendation from staff was to extend the current five-year lease to 10 years so that MAAP would be eligible to receive $100,000 grant funding

Butler said that she supported Ross and would also like to see postal service remain in the public sector and not be privatized. Electrical utility regulatory amendment bylaw Council approved third reading of the electrical utility regulatory amendment bylaw. The only councillor to vote against the motion was Butler. At a previous council meeting (Jan. 12), it was determined that council would agree to option 2, which is to see an effective annual increase of 2.5 per cent, or 3.125 per cent increase for consumption billed beginning March 1.

Welcome back
In a move that surprised many residents, Grand Forks City Council brought back former CAO Doug Allin. In this day and age of social media and rumour mill, it’s truly amazing that Allin’s return was more or less kept under the radar. With the struggles of the new council led by an inexperienced mayor, it was clear change was needed. Will Allin be able to right the ship? Will he be able to get the city leaders moving forward? As councillor Julia Butler stated quite emphatically at the last council meeting, there is a strong division at council. It’s not just about water meters—the issue that won’t go away—it’s about almost every issue. For Coun. Butler to state that council is “diametrically opposed” and that council is unnecessarily conducting business in secret may be truthbul but is not great for morale. These are the kind of statements that should be kept within council walls, not read aloud at a public meeting. It’s pretty clear having a strong, experience leader like Allin as CAO will be a big improvement for the city and for council. In the two years he previously worked for the city, he was able to bring in a great deal of economic development and foster a team-first mandate with the city. Although he is mum on why he left or to discuss the details of his deal when leaving, Allin is returning to right the ship. All in all, the rehiring of Allin is a winwin.
Where few men dare to go Second Opinion JIM HOLTZ The scientific community, which lately has won worldwide support for its unified stance on global warming, has finally shaken off the bonds of reality and ventured where few men dare to go. The National Academy of Sciences (NAS) has decided that it is time to take the wraps off an old idea of lowering global temperatures by releasing clouds of gases designed to block the sun’s rays, thereby lowering temperatures. In a nuanced, two-volume report, the NAS said that the concept should not be acted upon immediately because it

It could be a relatively cheap, effective and quick way to cool the planet by mimicking the natural effects on climate of large volcanic eruptions, but scientists concede there could be dramatic and dangerous side effects that they don’t know about. Panel chairwoman Marcia McNutt, editor of the journal Science and former director of the U.S. Geological Survey, said in an interview that the public should read this report “and say, ‘This is downright scary.’ And they should say, ‘If this is our Hail Mary, what a scary, scary place we are in.’” For its part the NAS has said that government oversight would bee required. That might be the scariest part of
all, a bunch of parliamentary yes men going along with whoever is currently in power. “This creates a bit of what we call a moral hazard,” said Waleed Abdalati, a University of Colorado ice scientist and former NASA chief scientist who co-authored the report. “There will likely come a time we’re going to want to know the ramifications of that kind of action. ... You’re talking about potentially changing weather and climate. You don’t want to do that without as good an understanding as you can possibly have.” And the committee scientists said once you start this type of tinkering, it would be difficult to stop because warming would come back with such a force. So a decision to spray particles into the air would have to continue for

The panel did favour technology to suck carbon dioxide from the air and bury it underground. But unlike the artificial cloud concept, it would be costly and take decades to cool the planet. The final word goes to Texas A and M professor Andrew Dessler. While the artificial cloud idea is a much worse option that carbon dioxide removal, Dessler said, it is more attractive to some people because “we could probably do it right now. There’s really very little that’s technologically standing in our way.” Oh, brave new world!

Energy policy lacking

Here’s to us moving forward
Editor, The Gazette: I’m writing to express my appreciation of Grand Forks City Council’s decision to re-assert its commitment to the universal water metering project. This issue has been too divisive for too long for our fair city and it seems the majority of the citizenry and the majority of council are in agreement that it is time to move on. I am heartened by some of the comments made by Mayor Konrad, whose campaign centered on his opposition to the project but also on his determination to listen to the will of the citizens of Grand Forks. He seems to have recognized the fatigue this city is feeling with this issue and expressed some desire at the most recent council meeting to cease some of the bickering around the project and listen to what the community as a whole is saying. It bears mentioning that those who support this
course of action are not insensitive to the concerns of those who oppose this project. I know that this community will continue to support a fair and open process for this project moving forward as well. I hope we can continue to share accurate information with each other about these meters as doing so will certainly calm the fears some have. Moving forward we will need to support council to develop a rate structure which reflects the values our community holds and doesn’t overly impact people who use water for gardening or families on fixed incomes. So here’s to us moving forward in the usual Grand Forks manner: in a spirit of friendly cooperation rather than division and fear. Thank you council for your leadership in this direction. Editor, The Gazette: This letter is in response to Coun. Ross’s remarks concerning the request by Park in the Park for a donation of $1,000 for a banner promoting the annual car show. It is appreciated that the rest of council approved the grant but it is apparent that Ms. Ross did not attend last year’s event or she would have seen the response of 160 entrants and more than 1,000 spectators that took in the event. Ms. Ross’s statement that “celebrating cars is passé” and “maybe Barrett Jackson should pay the $1,000” shows that Ms. Ross doesn’t realize nor does she appreciate how much value car shows bring to the communities they are held in. We hope that after attending this year’s event she will change her mind. The following only proves that car shows are NOT passé. (As a side note, Mr. Jackson of Barrett Jackson Auto Auctions has raised more than $20 million for charity since 2006.) The first car show in Chicago was held in 1901. Pebble Beach Concours in California was started in 1950 and has 200 of the most prized collector cars in the world. It has raised more that $16 million for charity. This one-day event has turned into a weeklong event bringing millions of tourism dollars to the Monterey area. The Grand National Roadster Show in Pomona, California has been an annual event for 66 years and has more than 500 collector cars and this year in January had 40,000 spectators. Hot August Nights in Reno, Nevada was started in 1986 and has more than 5,000 classic vehicles and more than 100,000 spectators. This event has raised millions for charity. Draggin’s Rod & Custom Car Show in Saskatoon has been an annual event for 54 years. B.C. Classic & Custom Car Show in Abbotsford is in its 19th year, has 275 specialty vehicles, almost 20,000 spectators attend and the financial impact to
the community is in the six figures. Closer to home there is the Peach City Beach Cruise in Penticton. In the first year in 2001 there were 250 cars. It is now a three-day event with more than 800 vehicles and it is estimated that the event brings in $1.5 million in tourist revenue. In Peachland, the World of Wheels event began 18 years ago with 75 cars. It now has more than 550 cars and brings in more than 10,000 visitors to the town for the day. The estimated amount of tourism dollars to the town for the event is in the thousands. The stores, restaurants and shops are full for this one day. In the Okanagan and Kootenay region from May through November, there are an estimated 36 car shows annually. Last year many of the registered entrants to Park in the Park spent three to four days or more in Grand Forks where they stayed in the motels, ate in the restaurants and shopped in the stores. One can only imagine how many tourist dollars were brought in because of this show. Interest in cars and car shows is not waning and generations of car enthusiasts has and will carry on the “love affair.” As for Mr. Ronaghan’s statement in Rousing the Rabble that “cars are just a means of transportation,” here’s a statistic for you: the highest value paid for a classic vehicle at auction in 2014 was more that $38 million. The original price for this vehicle when new in 1962 was $18,000. Have your investments risen that much? For many people cars are not “just a means of transportation.” In closing, the City of Grand Forks should be supportive and proud that a small group of car enthusiasts put in the effort to bring this event to our beautiful park. Car shows are definitely not passé
Prime Minister Stephen Harper must be having second thoughts about his approach to the sale of Canada’s oil resources, given the huge drop from $108 per barrel to $50 per barrel. Harper admitted that the low price would cause Canadians some pain but stated that he was confident that the oil industry would recover. Harper never talks about Canada’s lost opportunity with Rousing regard to the royalties it collects the Rabble from crude oil nor does he menROY RONAGHAN tion the subsidy that Canada pays the oil companies. When compared with Norway, an oil-rich country with a population similar to Canada’s, the country has lost a huge amount of revenue because of its soft approach to royalties. Norway took a tougher approach and is now reported to have a sovereign wealth fund of approximately $1 trillion. Norway has no public debt, its social programs are fully funded and there is enough money in its coffers to finance a transition to a new economy. Meanwhile Canada is fearful of running a deficit budget in 2015 and struggles to pay down a huge debt of well over $600 billion. The province of Alberta will likely feel the pain of low crude oil prices more than other provinces. It is estimated that some 28 billion barrels of oil have been taken out of the tar sands but the province hasn’t put billions in the bank. In fact the province is $12 billion in debt and will likely run debt of $500 million 2014/15, the seventh consecutive year it has done so. Alberta cannot boast of having a fund similar to Norway’s. The province has a similar sized population but its government took a laissez-faire approach during negotiations while Norway negotiated hard. The difference: Alberta was paid $4.04 per barrel in royalties in 2012 while Norway got $46.29 per barrel. If the bitumen from the tar sands is ignored, Alberta produced 18 per cent more oil and natural gas than Norway and they did it on land. Norway’s oil comes from drilling rigs in the North Sea. In a Tyee column titled Alberta’s Crazy Oil Bender is Over, published on Jan. 19, Michael Anderson states, “For now the latest Alberta bender is over and it’s time to take stock of certain destructive lifestyle choices. The budgetary cupboards are bare, yet Canada’s ‘richest’ province has an unfunded municipal infrastructure deficit of up to $24 billion. A badly needed new cancer treatment facility has just been delayed past 2020. The long-overdue plan to build or modernize over 230 schools by 2018 is threatened by an $11 billion ‘fiscal hole’ in provincial finances.” Anderson believes the province is in for some difficult times. He states, “Albertans are in for a rough ride, but the first step to recovery is admitting you have a problem. Now that the bender’s over, it’s time to have that conversation.” For many years Albertans have enjoyed the lowest overall tax system in Canada, the lowest fuel taxes, no health premiums, no payroll taxes, no sales tax, no health premiums, no capital or payroll taxes, and low personal and corporate income taxes. Canada and Alberta missed an opportunity to put money in the bank with its approach to its non-renewable resources. After a visit to Norway to determine how the country handled the situation Anderson states, “Canada is one of the cheapest places in the world for Big Oil to do business.” Andrew Nikiforuk, a columnist for The Tyee who has written about the fossil fuel industry for over 20 years states, “Oil, and especially bitumen, is a highly risky commodity to base a national economy upon, given its price volatility, detriments to currency value and other sectors of the economy, and power to distort democracy.” Imagine what Canada might be like had the federal government handled oil revenues in the same way Norway did.

Be the envy of your neighbourhood
Some landlords make it hard Editor, The Gazette: I would like to give two big thumbs down to some of the landlords in Grand Forks making it hard for a single person to find affordable rent in this beautiful area! The area is gorgeous and peaceful but there is next to zero employment. How do the landlords feel that their rentals are worth such a high price in a town where there are no jobs? And where the available jobs are minimum wage and not a lot of hours (with the exception of a few places)!? I’m basically forced to leave town because of this. I have found rent in Kelowna (just as
one example) cheaper than here! With utilities included! I know because I lived there eight years. And, there’s more work and way more stuff happening there! I’m not saying all landlords here are this way but I would say the majority are! Come on landlords, reassess your prices. I know times are tough but that’s no excuse for being greedy. Because, as far as I’m concerned, there is no reason for anyone to move here. No jobs! But high rent? It seems a bit ridiculous to me! Mikhael McChev, Grand Forks
Editor, The Gazette: In this age of information it is tragic that propaganda still reigns supreme. Harper does not see the dust of truth under the carpet when he sends our warplanes to Iraq and our warships to Ukraine. If I may connect the dots…a madman driven insane by his psychiatrist lets loose in the parliament building, so now we’re set for worldwide revenge. Violence begets violence and if killing one man is deplorable, then what about 10,000 in retaliation? Does war relieve us of our laws and morals? Even the media is biased when village massacres often escape mention while execution of foreigners are akin to lightning strikes. How about a closer look at the background of the fields of operation. In the case of Iraq the wild card is ISIS. Currently Syria is big on the list. Cash and weapons do wonders for death squads who will go anywhere the action is. NATO allies like Saudi Arabia and Turkey are great for handouts. The sad thing is that the entire area has been manipulated by the “free world” for hundreds of years, made easy by the religious and cultural fractures that exist or have been artificially created. Terrorists are born from this and the pain of lost kin. In the case of Ukraine, the coup last year was
a classic case of targeted regime change. It took plenty of American cash to buy that one and more to keep it on track. The pacifist public was too busy being miserable by the world banker’s austerity measurers. The western-backed government that allowed the misery had already been voted out of office. Now Canada supports an illegitimate government. The fascist leadership has forced conscription since the public seems reluctant to kill their countrymen. Bounties are offered for committing terrorist acts against the separatists. Anyone caught speaking or publishing against the government is charged with treason. Residents are fleeing the country in all directions. As far as we’re concerned, Russia is the bad guy here, haven’t you heard the news? No problem, start a war, blame it on them. I hope Harper will see that democracy works better at home than on the road, but when hands are on the steering wheel it is best to stay on the right side of the road. Maybe not to tailgate Uncle Sam who breaks his own democratic rules by disrupting democratic processes in other countries even to the point of supporting terrorism. council thinks is necessary. At this point it would be more costly to go back than to finish off the project.” Wirischagin said he felt it seemed like council was “spinning their tires” in the last two months and not going anywhere. “We’ve had feedback from both sides. It’s just to show the community that this is the direction (we want to go),” he said.

Ready, Set, Learn 2015
Ready, Set, Learn is one of government’s commitments is to ensure that more children are ready for success when they enter Kindergarten. The Province’s Ready, Set, Learn initiative recognizes that families need good information about how to support their young child’s early learning, as well as, development of positive connections with the school system and local community agencies. The Ministry of Education funds boards of education to offer Ready, Set, Learn events in local schools. Families and their three-year-olds who attend will engage in play-based early learning activities while finding out about the early learning programs and services offered by the local school district and/or school. New changes to hunting laws regarding harvest allocation in B.C. have a group of local hunters up in arms. Although the new rules don’t specifically affect hunters locally, the president of the Grand Forks Wildlife Association (GFWA) says they want to show solidarity with their brothers throughout the province. “If you compare how they split the allocation policy against other provinces and other states, you won’t find another that is slanted as much towards outfitters (guides) anywhere,” said Brian Hancock, president of the GFWA. The issue that has hunters throughout the province upset is the allocation of harvestable wildlife to foreign hunters. “This policy was worked on in 2007 and there was a deal hammered out between the government, the outfitters (hunting guides) and the federation (BCWF),” said Hancock. Hancock said that after the First Nations take whatever they want or need, the rest of the wildlife is divided between the outfitters, which are hunting guides for foreign hunters, and the resident hunters. “I’m told there was a deal around 2007 but it wasn’t really finalized,” he said. “The outfitters decided they needed more time so it was kind of put on the back burner. Instead of finalizing that agreement they came up with another one in which the splits were more in favour of the outfitters. What the federation and the residents want is something that more resembles what was there originally in 2007. All this stuff seemingly happened behind residents’ backs.” Hancock said he realizes that for outfitters, relying on foreign hunters is there main source of income. “So they’ll bang their drum at the MLAs office a lot more than the residents,” he said. “So I think the squeaky wheel got the grease. But I understand that a foreign hunter could po-
tentially bring in thousands of dollars to the economy. Maybe that’s part of why the government is looking down that road. But we, the residents, pay the taxes and cast the votes.” Splits depend on which area of the province you are in, said Hancock. Hancock said that most of the big game in the Kootenay Boundary have general open seasons. “The outfitter can sell as many hunts and take as many hunters as he wants and we (residents) can hunt as well but in areas where there is a restricted allocated number, such as with the sheep, where the residents are given a limited number of tags known as limited entry hunting system, and the outfitter is given a very small number. That’s the only place we’re affected locally.” Hancock said hunters in the North and Peace regions of the province are affected much more directly than locals. “In principle, this is something that the residents in the Boundary and throughout the province are fighting for because it’s a province-wide issue,” he said. In addition, many hunters belong to groups around the province and travel for hunting. Resident hunters throughout the southern interior met Jan. 31 at a rally in Kelowna to protest the regulations. Although he was unable to attend, Hancock said some local hunters were among the nearly 1,500 in attendance at the rally. “It was peaceful from what I heard,” he said. “The idea of the march was to take handwritten letters to Christy Clark’s office (in West Kelowna) and show their displeasure. I got some emails from people saying it was a success.” Hancock said there have been other similar, smaller rallies throughout the province. Wildlife allocations for the Okanagan, which includes Grand Forks and the Boundary region, in 2015 are: bull moose, 80 per cent resident, 20 per cent guided outfitter (85 per cent/15 per cent in 2007); bighorn sheep, 74 per cent resident, 26

per cent guided outfitter (70 per cent/30 per cent in 2007); mountain goat, 65 per cent resident hunters, 35 per cent guided outfitter (70 per cent/30 per cent in 2007); and grizzly bear, 60 per cent resident hunters, 40 per cent guided outfitters (75 per cent/25 in 2007). On Feb. 6, the Ministry of Forests, Lands and Natural Resources Operations (MFLNRO) released a press release regarding the harvest allocation. “Conservation is the highest priority, and if there are concerns for the viability of a wildlife population then harvest opportunities will be reduced or even suspended,” said MFLNRO minister Steve Thomson in the release. “Allocations for resident and non-resident hunters are set only after conservation requirements and First Nations food, social and ceremonial harvest opportunities have been met.” There are currently 34 hunts in the province that need to be allocated between resident hunters and non-resident hunters. Of the 45,700 animals harvested by resident hunters each year in B.C., only about eight per cent are on allocation. The new changes released Feb. 6 affected four different regions including bighorn sheep and grizzly bear in the Kootenays. There are no changes in the Okanagan region. “I made slight revisions to the hunts for moose, bighorn sheep, grizzly bear, Roosevelt elk and bison to address the concerns I heard after the decision was released,” said Thomson. “I now look forward to working with the BC Wildlife Federation and Guide Outfitters Association of BC on ways we can all work more effectively together on wildlife management.” Jesse Zeman, director for the • See HUNTING REGS page A20

At the committee of the whole meeting on Feb. 10, Grand Forks City council received the 2015-19 financial plan review agenda. There are several carry-forward projects such as the water meter project, the fire truck, and the spray park. There are 11 new capital requests from the manager of operations including water and sewer SCADA (computerized program) upgrade, John Deere mower replacement and airport beacon site upgrades. The manager of development and engineering has six new capital requests including the Silver Kettle sidewalk, Fifth Street water main replacement and wastewater treatment plant ultra-violet disinfection. The most expensive budget items in the 2014 carry-forward capital projects are the new fire truck at $1.3 million and the water meter project at $1.3 million as well. For the fire truck, $399,277 has been paid leaving $900,723, which will need to be borrowed. For the water meter project, $705,822 has been paid. Of that, $705,822 has been paid, while $594,178 must still be paid out of gas tax money. Also clocking in at $1.3 million is the west end fire protection – phase 2. Of that, $288,374 is paid up to 2014. The city will need to borrow $1,011,626 for that project. It is expected that the 2015-19 financial plan bylaw will be introduced at the March 9 committee of the whole (COTW) meeting. The 2015 tax rate bylaw is expected to be introduced at the April 7 COTW. The financial plan is expected to be adopted at the April 7 regular council meeting, while the tax rate will be adopted at the May 4 regular council meeting.

On Feb. 9 at 1:06 p.m., police received a 9-1-1 call reporting that a shot had been fired into a house on Gilpin Road. “Upon attendance it was learned that a Grand Forks male had arrived at that location and shot a .357 magnum revolver at the house,” said Staff Sgt. Jim Harrison of the Grand Forks RCMP detachment. “The bullet penetrated through the outside wall and into the house.” The bullet was recovered on scene by police. A subsequent investigation located the subject, who was arrested, said Harrison. “The suspect has since been charged with several weapons offences, the most serious being the discharge of a restricted firearm at a place, in other words a house,” said Harrison. Police recovered a .357 magnum Dan Wesson six-shot revolver, which was loaded. There were people in the house but no one was injured, said Harrison. Arrested was 21-year-old Kyle LaFond of Grand Forks. LaFond is facing several weapons charges including discharge of a restricted firearm at a house. He is currently out on bail with conditions, awaiting an appearance in court for a plea.

The ongoing collaboration between the Phoenix Foundation and the Christina Lake Stewardship Society has produced substantial benefits for both organizations. A series of workshops have been funded which has promoted environmental stewardship in the area through educational programs, restoration enhancement projects and monitoring of environmentally sensitive areas.
After some unforeseen missteps along the way, the Habitat for Humanity ReStore in Grand Forks is open for business. The ReStore was originally going to be in the Multi-Agency Accommodation Planning (MAAP) building on Riverside Drive with their partners but due to plumbing issues had to find another spot until those issues could be dealt with. The organization was able to open up in a temporary location at 136 Sagamore Road and has been open since Sept. 17 of this year. “It’s been slow,” said Eric Anderson, store manager. “We’ve got all the issues that start-ups usually have: building up inventory, especially seeing as all our inventory is based on donations. We don’t buy anything; we don’t trade for anything. Our donations are our one and only source for our inventory. And, of course, we’re a little bit out of the way so we don’t have walk in traffic.” Anderson said that people have to learn where they are, which is on Sagamore past the City Works yard, right next to the mini-storage and in the same building as Jazzercise. Once people learn the location and see the great deals they keep coming back, said Anderson. The ReStore is operated by Habitat for Humanity Southeast B.C. (HFHSEBC) with the primary objective of raising

money to build safe and affordable housing for those who may otherwise not afford it. After a recent merger between Habitat for Humanity Boundary (Grand Forks) and Habitat for Humanity West Kootenay (Castlegar/Nelson), HFHSEBC now operates from Rock Creek straight through to the Alberta border and north to Golden. Former executive director Rick Friesen said the organization has built a combined total of 19 homes in Greenwood, Grand Forks, Nelson and Castlegar with a 20th project currently built in Cranbrook. “Habitat homes are sold at fair market value (a hand up, not a hand out), with an interest free mortgage, and mortgage payments that do not exceed 25 per cent of the homeowner’s income,” he said. The homes are built by volunteers using donated material. The ReStore in Grand Forks is the first of its kind for HFHSEBC. The organization plans to build two more in the near future. “This is the first ReStore in the Kootenays,” said Anderson. “There are 12 or 13 other ReStores throughout B.C. We’re the newest one in Canada that I’m aware of.” Anderson said the ReStore carries basically anything to do with your house, whether it’s inside or outside. “Whether it’s building materials or appliances or anything like that,” said Anderson. “We have corporate donors that do-
nate new product that has been discontinued or been returned or anything like that. From private donors we take anything that would be classified as gently used as far as furniture, appliances, leftover building materials.” The ReStore does not take any mattress or unframed glass at this time. They want appliances that are seven years old or newer, Anderson added. The store relies strictly on volunteers, other than the manager, to help operate. Anderson said they are always looking for new volunteers. “We try to work people on four-hour shifts either morning shift or afternoon shift,” he said. Anderson added there are several different positions such as cashier, light cleaning, receiving and repairing. Another major objective for the ReStore is to keep objects out of the landfill. Anderson said that in 2013, Habitat ReStores in Canada kept an estimated 26,650 metric tonnes out of the landfill. “Our third objective is to provide a good product to people at a very reasonable price,” he said. “Sometimes we’re targeting between 30 and 70 per cent less than you’d pay at retail. The people that have found us and been here are great; they’ve been very happy. Borscht Feed a success The borscht feed presented by the GFSS Grad Class of 2015 on Sunday was so popular, people patiently lined the stairs and stood outside—and some never did get to have lunch at all! The fundraiser featured all-you-can-eat authentic Russian borscht, pie and coffee or tea. The grad committee began organization of the lunch well before the big day; ladies of the Russian community and parents joined in preparing the meal for days ahead of the event; and grads came together to set up, serve and clean up after the two-hour, always-packed special event held in the basement of the USCC Centre. Tips to investing in RRSP’s Let’s start with an obvious but important question. What is an RRSP? You may know that RRSP stands for Registered Retirement Savings Plan. But it’s easy to be confused about what that really means. If you think you buy an RRSP, you wouldn’t be the first person to make that mistake. Actually, you buy investments – mutual funds, stocks, bonds, guaranteed investment certificates, annuities, etc. – and register them with the federal government. When you retire, you’ll be able to use the money that comes from the investments.
Is it a good idea to invest in an RRSP? The simple answer is yes. Many people are putting their money in RRSPs because they’ve been told they can reduce the amount of income tax they pay. They think, “Okay, I’m getting this tax savings every year. It reduces my taxable income, so my overall taxes aren’t going to be as high.” For a lot of people, that’s a good enough reason to contribute to an RRSP. Paying less income tax has always been a good idea. If you’re self-employed, you have another reason to invest in an RRSP. It may be the only way to save for retirement, since you probably aren’t working at a company that sets up pension plans for its employees.

Whatever your reasons, the most important thing you can do as far as investing in RRSPs is concerned is to start contributing regularly as early as possible. When you start early, you give your money more time to grow. Let’s say you’re 45 years old and put $100 dollars into RRSP investments every month. We’ll assume a return of 6% per year. At age 65, the total value of your investment would be $45, 344. Now, if you’re 25 years old and invest the same monthly amount with the same return, the total value of your RRSP at 65 would be $190,768. You can see how the extra two decades of investing makes a big difference. Perhaps you’re thinking that you don’t have $100 to put away every month. Try investing in small doses by setting up a plan where your contributions flow directly from your bank account to your RRSP on the day you’re paid. A few dollars now will go a long way later. You’ll be surprised at how quickly your RRSP will grow -- if you contribute regularly! Think about borrowing money to invest in your RRSP. At today’s low interest rates this can be a very effective strategy. You will reduce your taxable income and may increase your tax refund. Many people then take that refund and use it to help pay off their loans. Ask your advisor if this approach makes sense for you. Remember: the best thing you can do for your retirement fund is to put away the maximum amount allowed by the government. If you’re short, you can take out a “catch-up” loan. Or, you can carry forward your unused contribution to a future year. To keep track of all your assets, you may want to consider keeping them in one investment company. There are distinct advantages to this strategy. You’ll receive more effective advice because your advisor has access to your full financial picture. And you’ll be able to see all or most of your investments by looking at one statement. Nobody’s financial situation will be exactly the same as yours. Hoops hijinks will be on the menu at GFSS on Monday, Feb. 23 as the Harlem Crowns bring their brand of basketball fun to Grand Forks. The Crowns will be facing off against a group of senior boys from the school. Money raised from the event will go towards this year’s grads. “Although we do not have a senior team this year, we have a couple of senior boys who have been coaching the Grade 8 basketball team,” said grad representative Kolby McIver. McIver said fans can expect a lot of fun at the game, which tips off at 6 p.m. at the GFSS gym. “The Harlem Crowns coach describes them as a ‘clownball’ team,” she said. “They are players who have a sense of humour and can bring showmanship to the table. The players come from many different places and have performed in many different countries. They’ve actually
been to Japan three times.” Tickets are available at the door, at the GFSS office, or by calling 250-442-0630. You can expect even more chuckles at GFSS on Friday, Feb. 20 as comedian Paul Sveen comes to town. The show is another fundraiser for the grad class and kicks off at 7 p.m. at the auditorium. “People can expect a good laugh with humour suitable for those aged 14 and up,” said McIver. The grads are also providing child care for parents who are wanting to attend and don’t want to pay for a babysitter. According to his website, Sveen began as the drummer for Stompin’ Tom Connors and parlayed that into a comedy career. He has headlined every major comedy club in Canada and performed at many of the nation’s top comedy festivals. Tickets are available at the door, at the GFSS office, or by calling 250-442-0630. Both events are fundraisers for the dry grad festivities for the GFSS grad class of 2015.

Based on the internationally best-selling novel by Jonas Jonasson, this is the fantastic story of a man who, on his 100th birthday, decides it’s not too late to start over and escapes from the retirement home during the celebration. For most people it would be the adventure of a lifetime. For retired explosive expert Allan Karlsson (Robert Gustafsson, Four Shades of Brown, Screwed in Tallinn) the unexpected and unlikely journey is not his first. For a century he’d made the world uncertain, and now he is on the loose again. In Forrest Gumpesque fashion, our protagonist eats dinner with the future U.S. president Harry S. Truman, hitchhikes with Winston Churchill, travels on a riverboat with the wife
of Mao Zedong, and walks across the Himalayas……oh, and is chased by drug dealers after snatching a suitcase full of cash after departing the seniors’ facility. This darkish, consistently amusing, absurdist/slapstick comedy, directed by Felix Herngren (a variety of Swedish television series’), who also co-wrote the screenplay with Hans Ingemansson, has won (so far) five awards, including Audience Choice at the Chicago International Film Festival; Best Film, Durban Intn’l Film Fest and Audience Award, Guldbagge Awards (Sweden). Gustafsson (50), along with the makeup artists, does a pretty decent job of doubling his age. You can catch Gustafsson, sometimes dubbed “the funniest man in Sweden”, on YouTube in a 55-second clip titled The Finnish Way of Drinking. The hilarious parody is verifiable through personal experience…though the nationality was Norwegian…close. The 100-Year-Old Man Who Climbed Out the Window and Disappeared will be showing at the GEM Theatre on Tuesday, Feb. 24 at 7:30 p.m.

Hunting regulations BCWF, told the Gazette that the new changes are a start but don’t go nearly far enough. “It’s a step in the right direction but generally they’re trivial in nature,” he said. “The big picture is that government signed a policy in 2007 that was supposed to be implemented for 2012 but they never fulfilled that commitment. Now the guidefitters have even more of the wildlife.” Zeman said the issue is as much about privatization of public resources as it is about wildlife and hunting. “For British Columbians, I think this is the hill to die on,” he said. “I don’t think this is going away anytime until there is a solution that’s consistent with what happens with the rest of North America.” The Grand Forks Wildlife Association (GFWA) is a member club of the B.C. Wildlife Federation (BCWF), which means every

member of the local club is a member of the provincial federation. Hancock said that hunting has always been popular in our rural area. He said there are plenty of big animals to hunt including moose, elk, mule deer, white tail deer, black bears and even California bighorn sheep. The Grand Forks Wildlife Association, which has over 200 members, has been around for over 40 years and Hancock has been involved for more than 10. “Hunting is actually up in the last 10 years or so,” said Hancock. “Hunting took a decline in the late 1990s/early 2000s. I think the peak was the 1970s and ’80s. It went down to quite a low in the ’90s but is on the rise now. Not to where it once was, but it’s getting there.” Hancock said there are more youth getting involved with hunting now. Other con-
tributing factors include the campaigning of the BCWF. “I think why it was sliding is that the urban population was rising and the rural population was decreasing,” he said. “People were getting less in touch with nature. It’s something that people weren’t handing down to their kids. A lot of kids now are getting into it and don’t have parents that hunt or fish.” Hancock said that in order for anyone to hunt they need a hunter’s licence, which means they have to pass their CORE (conservation and outdoor recreation education) course. Youngsters aged 10-17 can hunt with a youth licence under the supervision of an adult. Hancock adds that hunters need a tag in order to hunt each different big game animal.

The West Kootenay Peewee Wildcats female hockey team (based out of Trail) came out on top at the Surrey Superheart Tournament this past weekend. The tournament is the biggest female event, hosting 43 teams (novice to midget). The Wildcats entered the Tier 2 peewee division going up against Langley, South Delta, Tri-Cities, and Meadow Ridge. Round Robin play went 3-0-1. The tie was against Langley who the Wildcats would end up facing in the finals. The final game was full of excitement and ended up going to a five-minute overtime and then a shootout. It went all the way to four shooters before Megan Gorman from Grand Forks would score the winner! Kayda Lohrer would get three shutouts and only three goals against the whole tournament. The team is gearing up for league playoffs in Spokane March 6-8.

Another rough season ends for Bruins CRAIG LINDSAY Gazette Reporter
It’s been a long, tough season once again for the Grand Forks Border Bruins. The junior B team has struggled on the ice, winning only eight games all season and none in the past three months. Although, that’s not actually true as they were awarded a forfeit win for a February game where Nelson used an ineligible player. The season started with great hope as the squad brought in Brad Snyder to coach, who had good success in Saskatchewan and certainly looked to have the pedigree. Snyder brought in some new players from the prairies and the team had some solid returning talent but from almost the get-go the team struggled. Snyder was eventually let go in November and replaced by Darryl Olsen, a former NHLer from Salt Lake City. Olsen only stayed for two weeks due to a conflict with his other coaching commitments. Long-time assistant and Bruins board member Matt Zamec took over the team after that and coached until the end of the season. “Everyone had really high hopes and high expectations (for Brad) because he had been in the game for so many years,” said Zamec. “The expectations were just not met. It wasn’t that he was necessarily a terrible coach. It was just the expectations everyone put on him—he fell short.” Zamec said that with the returning talent, the Bruins didn’t fulfill their promise and weren’t improving. The Bruins board was excited to bring Olsen in. Olsen had a strong background as a former professional player and development coach. He’s the father of current Florida Panther Dylan Olsen. “He was our top choice but it just wasn’t going to work out,” said Zamec. “Unfortunately, he came for two weeks and then he had to go back. His commitments (in Salt Lake) made it impossible for him to return. With Olsen out of the picture, Zamec stepped in and took over as coach for the remainder of the season. The Bruins will be searching for a new coach/general manager immediately. Moving forward Key for the Bruins moving forward will be the hiring of a new coach/general manager. Zamec said the board of directors is using their contacts in the coaching world to search for a strong candidate. “We’re out there recruiting rather than blanket random resume collecting,” he said. “We want to recruit a coach that we know will do a good job here.” Zamec said there is no chance that the team will be moving anytime soon. “It’s been here for over 40 years,” he said. “The Bruins are one of the founding teams of the league. There’s been a team here since 1969 (other than two one-year leaves of absence). The tradition is there. There have been rough times; we haven’t
made the playoffs in awhile. It’s a community team and someone always steps up. It’s the volunteers that make it run.” Zamec said the most important thing moving forward is stability of the franchise. He notes the chicken and egg conundrum of not being able to attract and retain top players because the team is not winning, and the team isn’t winning because they don’t have top players. “This is the frustrating thing as a coach and an organization — we’ve got players that have been here a number of years and developed into quality players. They start to get frustrated and want to move on,” said Zamec. “Players only have three or four years so if things aren’t going well they want to go to a winner.” Zamec said the team has the potential to return a lot of their strong players and have a much improved team. “The goal is to get some stability so the players we have here this year will want to return,” he said. “We want to bring in a coach who will be here for a few years and who players will want to play for. Once we have those veteran players wanting to be here and wanting to finish their careers…that’s the formula successful teams use.” Key players Zamec credited several players and in particular captain Tucker Brown and defenceman Reid Robertson. Robertson was named team MVP at the Bruins’ awards night held on Feb. 12. “Reid is a 17-year-old defenceman affiliated with the Trail Smoke Eaters,” said Zamec. “He played a few games there. He’s probably one of the better defencemen in the league. He’s got a good future ahead of him if he works hard.” Brown is known league-wide as a tough, hard-working forward. He cer-
tainly showed that the last month as he kept battling hard even with an injured knee. Zamec said that Brown was in the line-up right until four minutes left in the last period of the last game when he was finally forced to pack it in. Zamec also praised the leadership of Coleman MacDonald, a 20 year-old forward from Spokane, “he was a very inspirational type of player,. He was really emotionally invested in the team. It was his last year.”
Weekend recap The Bruins finished their season off with two well attended home games on the weekend. On Saturday, Grand Forks lost to the Kimberley Dynamiters 8-3 after being down 7-0 midway through the second period. The surging Nitros had won nine straight games going in. Scoring for the Bears were Keven Moreau, Coleman MacDonald and Matt Lucero. The following day GF faced division leading Beaver Valley and fell 8-4 in their final game of the season. Nico Sidoni picked up player of the game honours for the Bruins after scoring two goals and nabbing an assist. Also scoring for GF was Logan Hascari. “We had a lot of fans show up,” said Zamec. “It was probably our best attendance of the year.” Zamec said the games weren’t as lopsided as the scores showed. “Our boys just make some mistakes defensively,” he said. “All our regular goalies were injured. We had a couple of 15-year-old goaltenders who we brought up for the weekend from Osoyoos and Castlegar. They held their own. They played really well. But we played some skilled teams and we gave them chances, which they buried. We probably had as many chances as them but they convert-

Members of the United Church Boundary Pastoral Charge, Perley Memorial, Christina Lake, St. John’s United, Grand Forks, and St. Columba, Greenwood, attended the Epiphany Exploration Conference 2015 hosted by the First Metropolitan United Church in Victoria, on Jan. 22-25. Three hundred and fifty people from across Canada and the United States at-
tended to listen to 10 speakers during the four days. Present also was the past United Church moderator, Rev. Lois Wilson, and present moderator, Rev. Gary Paterson. Inspiring music was by composer and musician Ron Klusmeier and two choirs directed by musicians and composer Brian Tate and Fran Pellet, music director at Metropolitan. Rev. Barbara Langton, minister in the Boundary from 1978-83, organized a Special Needs singing group. Rev. Allan
Saunders, lead minister of the Metropolitan, was also the leader of the conference with Clarise Dillman as chair, a huge undertaking. The United Church of Canada is turning 90 in June. The group was proud to represent the Kootenay region. The conference was unforgettable and uplifting. All are invited to presentations coming soon.

You might say “What’s Women’s Institute?” as today it seems that this great world-wide organization is only vaguely known to many women . Let’s start with a little history. In the 1890’s most people were unaware of the danger of using unpasteurized milk, which was consumed by rural families, and also delivered to townspeople for their use. In Ontario, Adelaide Hoodless lost an infant son because she did not know the risk but after his death she worked tirelessly to form a movement that she visioned would be an educational influence for rural women. The first Women’s Institute (WI) was organized in Stoney Creek, Ontario on Feb. 19, 1897 when a group of 100 rural women met under the auspices of the Farmer’s Institute. That meeting was the birth of a vast organization of country women which now is the largest women’s organization in the world. Soon a motto, “For Home and Country,” was chosen, which has become the world-wide symbol of the WI movement. In B.C., before 1900, people of all stripes were encouraged to become settlers, though many lacked farming experience and found themselves in isolated areas. Pioneer women were often responsible for unfamiliar tasks, and found the first years isolated, lonely and frustrating. However, word was spreading about the Women’s Institute that had started in Ontario. The organization gave women a reason to get together and the opportunity to learn more about rural homemaking. When one of the Ontario organizers, Laura Rose, was in B.C. judging at fairs in 1909, she was invited by the government to tour the southern part of the province where she organized the first 15 WIs, which were under the Agriculture Assistance Act. By 1911 a superintendent was named, and four women appointed from four areas to form an advisory board to guide the new W1 body. The organization grew and spread. The first provincial convention was held in 1925 and WI hasn’t looked back since. A centennial book published by B.C. Women’s Institutes in 2009 has information on the Grand Forks area: Sunshine branch was organized in 1930. The membership of this group grew from 16 to 80 in the first year. During the Depression, much attention was offered to needy people: they ran a community chest, made and distributed over 1,800 articles and gave 52 hampers at Christmas. In 1935 they changed their name to Grand Forks WI: this branch kept up a community room, the equipment of which was at the disposal of the school and some local clubs. Many members also worked for the Red Cross and by 1943 they found they could not support both groups. The WI ceased to function. Sunshine Junior formed in 1940 by Mrs. A.S. Riley. They had 30 members, specializing in handicrafts and candy making. Disbanded 1943. Sunshine Valley WI was organized in 1953 by Mrs. Molly Plant, with the first meeting in November. They were the 240th active Institute in B.C. First president was Mrs. Plant with Mrs. John Holmberg as vice. Early meetings were held upstairs in the old firehall. The group were more than a social gathering, they soon becan1e involved in catering, sponsored a Fall Fair Queen candidate, helped with the annual Field Day, and more. An early banquet cost $1.50 per plate. Albert passed away Wednesday, February 11 in Grand Forks, British Columbia at the age of 87. Father to Marnie Hubber, Rick Cousins (Lynn), John Cousins (Josie) and Lisa Sukoveoff (Bill). Albert was predeceased by his soulmate and partner Helen Scafetti, son Gregg, son-in-law Bob and brothers Oswald and Joseph.
