Something new for youngsters to do on ice–drop a line, catch a fish Organizers of an ice fishing community event held at Beaver Lake earlier this month were extremely happy with the turnout. The free introductory get-together attracted 125 participants, even after it was moved at the last minute from Vernon to Beaver Lake.
The conditions were very wet and slushy at Beaver Lake but that didn’t stop the ambitious young anglers from showing up and trying their luck on the ice. Fishing was on the slow side but participants were able to get some
first hand knowledge about ice fishing, thanks to multiple ice fishing tents equipped with underwater cameras for the kids to get a “fish eye view” of the underwater world. Ice fishing rods and reels were also provided for each participant and the kids took turns cycling
through the tents and watching as fish swam by the camera. The event was a huge success thanks to all the volunteers, organizing groups, sponsors and most thanks to the fam-

third year in a row that the organizing groups have hosted ice fishing events like this within the Okanagan and they will continue doing so as long as the youth keep showing up to learn to fish.” The club provided a free warm barbecue and hot dog lunch along with hot chocolate to help refuel the young anglers.
“The Learn to Fish Program is an exciting initiative designed to introduce participants to recreational fishing,” said Coyne. “The fun, handson lessons make it a perfect fit for youth and their families as well as organized groups of all ages and abilities.” Since its launch in 2006, the Learn to Fish program has been de-
livered to over 100,000 youth and their families across the province. In 2014, angling groups organized multiple family ice fishing events throughout the B.C. Back to the drawing board for Lake Country catchment KEVIN PARNELL School officials along with the Central Okanagan Parent Advisory Council are urging parents in Lake Country to come together to help find a solution to a controversial issue surrounding new catchment areas for Lake Country elementary schools. The Central Okanagan School Board deferred any decision on new catchments at its regular meeting last week, voting down a proposal that would have shifted kids in the Woodsdale Road area from Peter Greer to Oyama Traditional and students from the Southwest quadrant of Lake Country from the Davidson Road catchment to Peter Greer. Close to 100 parents attended the meeting and following the board’s vote against a staff recommendation, the group representing all parents in the Central Okanagan asked that people remain engaged in the process as it continues. “The Central Okanagan Parents Advisory Council urges all parents to stay connected, stay involved, stay active in the process,”

The board of trustees could not come to a consensus on how to evenly
split the catchments between the three elementary schools. Davidson Road is over-capacity while both Oyama and Peter Greer are below capacity this year. “This is a highly emotional topic and I appreciate everything everyone had to say,” said board chair Moyra Baxter. “We need to broaden the consultation and make sure
French immersion needs grow in district KEVIN PARNELL The Central Okanagan School District will form a task force to look into the future of the growing French immersion program in the Central Okanagan. Board trustees voted to begin a comprehensive consultation process on the future of French immersion as more students continue to enter the program and some French immersion schools struggle with capacity issues. “French immersion needs a full-blown re-
view to find out what exactly we are going to do,” said trustee Rolli Cacchioni. “We’ve been dealing with this on an ad-hoc basis for 20 years. We need to find out what direction we are going to take so people can do some planning, so when kids go into Kindergarten, they have some idea what direction they are taking.” Currently there are six elementary schools in the district offering French immersion while KLO middle school is the only French immersion middle school
and KSS the only high school. At KLO the number of French immersion students entering the middle school has started to surpass students enrolled in English programs and this fall the school will be over-capacity. “We know for September 2015 we can’t accommodate all kids feeding into KLO,” said Central Okanagan superintendent Hugh Gloster. “It’s above capacity and the ratio of students in French to English has shifted and is
now going in favour of those in the French immersion program. We know we might not be able to accommodate all the students in the KLO catchment in the English program in the short term.” Board trustees passed a motion to form the task force to look into the expanding French immersion program which could include plans for a new French immersion middle school in West Kelowna. Kids who live in Davidson Road school’s catchment area but are not able to be attend there, will have to be bused to one of the other two schools.
Among the issues raised at the meeting was the long term viability of Oyama Traditional School as parents from that region argued the school needs a steady flow of students so that it is not closed in the future. With a planned new middle school on the school board’s top five capital projects list, and rumours that a new elementary school could even be built at some point in the distant future, Baxter said the board has to work now to get the new catchments correct for the short and long term. “I don’t believe the recommendation (trustees voted down) would have lasted 20 years and I don’t believe the government will say we need another elementary school,” she said. “I am not even sure we will get a new middle school. They have told us we have enough space so work it out.” After the board of trustees voted the staff recommendation down, school superintendent Hugh Gloster said his staff would need direction on how to hold more public consultations and move forward
on the issue. “I would be looking for clarity of direction as to how we would move forward with a new public consultation,” said Gloster. “We tried a couple different models. We went to all four schools and met with each Parent Advisory Council. We went through a process that was approved by the board and we came forward with a recommendation. We have two very large petitions and several hundred e-mails. I have been overwhelmed by the amount of feedback we have received.” Lake Country trustee Deb Butler did not vote on the issue after recusing herself at the meeting. She also declined comment when contacted by the Lake Country Calendar, instead opting to focus on moving forward and finding a new and better way to consult with the public. The board of trustees forwarded the issue to the coordinating committee of the school board for further direction. It’s unknown what the next step in the process will be. newsroom@lakecountrynews.net

Opposition numbers creeping up With less than a week to go in the District of Lake Country’s Alternate Approval Process to purchase the CN rail corridor, it appears there will need to be a serious push if those opposed to the purchase are going to be able to stop the process from moving forward. As of last Friday, the District of Lake Country had received 201 valid electoral response forms in opposition to Lake Country’s proposal to borrow $2.6 million and
raise taxes by 1.76 per cent in order to purchase the Lake Country portion of the rail line. Over 900 signatures (10 per cent of Lake Country’s eligible voters) in opposition to the move are needed in the Alternate Approval Process for the borrowing bylaw to be defeated. The deadline for residents to sign the form is Feb. 23 at noon. If the 10 per cent threshhold is met, the District of Lake Country would have to find
another way to raise enough money to join the multi-jurisdictional group looking to purchase the rail corridor that runs from Kelowna to Coldstream. Lake Country’s portion of the $22 million total is about $5 million. The district is looking to raise half that total with the borrowing bylaw while Kelowna will purchase the other half of the corridor through

Annual health care crisis grips B.C. T he annual ritual of declaring a crisis in health care is upon us, with the B.C. Liberal government boasting that we have the best system in Canada, while the NDP and the B.C. Nurses’ Union try to portray it as the worst. The BCNU is the last big public sector union still to settle in the latest round of contract talks. Feeding horror stories to the media is part of its strategy, and this time it was a patient at Abbotsford Hospital assigned a bed in a small shower room for a month due to chronic overcrowding. Hospital officials said his care wasn’t compromised. We’ve seen it in Abbotsford, Surrey and elsewhere: a new hospital or expansion is built and is immediately overcrowded. We are reminded every winter that influenza season brings a wave of people into

Tom Fletcher emergency, expecting treatment for a viral infection that in most cases can only run its course. Many people still don’t understand what “the flu” is, beyond the notion that it sounds serious enough to tell the boss you won’t be in to work. And as fewer doctors choose the endless demands of family practice, the expectation that all problems must be dealt with quickly and for free seems to grow as inexorably as the health care budget. An emergency phys-
ician of my acquaintance provided a typical scenario for night shift at the ER. Where once nights were quiet, now there are patients waiting for hours, around the clock. Several are drunk, and one has urinated on the floor. Surveys show as many as half of ER visits are alcohol-related, from overdoses to fights, falls, car crashes and chronic conditions. Into this chaos comes a mother with her young child, who has nasal and chest congestion. The child’s cough led her to throw up, so off to ER they went, blithely assuming that this is where you bring a kid with a cold. This week’s B.C. budget brings us a step closer to the moment when half of all provincial revenues go to keep the health care system running. In the legislature, NDP health critic Judy Darcy blasted Health
Minister Terry Lake for the government’s failure to keep its 2010 promise to find everyone in B.C. a family doctor. Lake allowed they’re still working on that, and then plugged the latest Conference Board of Canada study showing B.C. ranks third in the world in health care outcomes, second only to Switzerland and Sweden. Darcy, a former president of the Hospital Employees’ Union, was quick to respond: “This is surely a first in question period, the Minister of Health going back to the record of the NDP government in the 1990s, because we’ve had the best health outcomes in Canada since 1993. The fact is that we exercise more, we smoke less and we drink less, and that’s to the credit of British Columbians.” We also have more elderly people, as Premier Christy Clark
argued in 2011 when the federal government changed its financing formula. After years of increasing transfers by six per cent per year, the late federal finance minister Jim Flaherty announced that starting in 2014, increases would be tied to economic growth, but wouldn’t fall below three per cent. This of course was treated as a cut, rather than continued increases above inflation. But there it is, and all provinces have to deal with it. Darcy is quite right that personal responsibility is the key, something to remember as the usual squabbling of special interests continues.

Volunteer deeply saddened by vandalism of group’s hard work To the editor: Over the past six or more years a dedicated group of volunteers in Lake Country has devoted hours of their time and much of their energy to identifying, marking, mapping and clearing walking trails on Spion Kop Mountain, local
Crown land. Our main objective has been to provide accessible walking trails for people to enjoy safely without getting lost, and to this end, we have provided markers and maps identifying trails and showing locations of interest and destination.
Our efforts have been very well received by residents of the Okanagan and visitors, and we estimate up to 10,000 walkers are now using these trails annually. Sadly, some users of the trails seem to have little respect for this public environment and have
vandalized both the trails and the signs that we have provided for public use and safety. Recently we discovered that our trail marker signs have been forcibly removed or even burned off, harming some of the trees. This is not the first
time this has happened, and maybe it will not be the last, but I do hope by writing this letter that whoever is responsibly for this desecration of a lovely and accessible environment will be shamed into venting their spoliation acts elsewhere if they cannot stop
themselves. Responsible users of the trails are welcome, and maps are available at the trailheads or online at the District of Lake Country web site www.

Kinship has a strong pull on all of us TAYLOR FROM A4 less man who died on the streets just blocks from where I worked. After all, didn’t we believe that all human lives were equal in the sight of God? What gave me the right to be more selective than God? It was, in hindsight, a naïve cry of pain. My colleagues didn’t get the point. It was so obvious to them—of course we care more about some people than about others.

We care about those who have shared our experiences, our values, our patterns of thinking. But the idea I was exploring—however inarticulately—I later heard described in Darwinian terms as “kin selection.” In the natural order, mothers will fight most fiercely for their own offspring. Less fiercely, for siblings or parents. Even less fiercely for cousins and more distant relatives. Many animals seem
to have an internal calculator, some biologists have argued, that determines how much DNA they share, to decide how much risk they will take to protect each other. But it’s not just DNA at work. Dogs will defend other household pets—with whom they share minimal DNA— against other dogs. Parrots pine away when their humans die. Humans risk their lives to save whales tangled in fishing nets.
I don’t think “kin” is a purely biological function. “Kin” is who we choose to consider close to us. And it seems to me that religion, at its best, urges us to broaden our notion of “kin,” beyond the conventional links of family, clan, and tribe. So we can feel a kinship with correspondents on the far side of the world, whom we have never met in person. We can feel kinship with an old-growth forest, with cats and rats and ele-
phants, with long-dead authors and still unborn children. It’s why I prefer to refer to the “kin-dom” of God, rather than the more traditional “kingdom.” Closeness is not imposed upon us either by external rulers or by genetics. New approach needed to combat domestic violence KATHY MICHAELS A Kelowna woman whose personal account of domestic violence went viral last week has issued a call for change in the way courts and the police deal with abusers. “It takes one person who is empowered and ready to do anything to make a change,” said Selina Morrison, who was allegedly attacked by her boyfriend earlier this month. “There is no reason
why anybody should feel helpless after an attack like that.” Morrison wants to see the powers that be devise a system that would allow victims to find peace, even when their abusers are at large. “Something like a house arrest bracelet that is keyed into a victim’s phone would help,” she explained. “I can’t take my daughter for a walk, and I’m supposed to check in the backseat of my car

There’s no reason why there isn’t something like that in place for victims.” Morrison was thrust into the public eye and became a self-appointed voice for victims of domestic violence Feb.8 after she issued a call for help, following the attack that upended her world. “I thought myself a good judge of character, strong… somebody who would never put themselves in a situation that would make them a victim,” she said, in the initial video blog that went viral. That perception of herself, she continued to explain, was compromised when the man she was dating for three months turned on her. “(He) decided the measure of a man is defined by how small you can make a woman feel,” she said. In what she described to be a “drunken stupor” Morrison’s then boyfriend allegedly woke her up from her sleep with a text that said he was going to “smash her head with a phonebook.” He then allegedly cornered her in the bathroom, berated her and threatened to beat her. She said she initially cowered, but when she imagined her daughter seeing her battered and bruised, she decided to get up and go. It meant literally standing up to him and walking away—a feat she described to be terrifying, noting that by the time

she reached the front door she was shaking so hard she could barely tie her shoe laces. At that moment she also realized her ordeal could be over by simply slinking into the night, and opting to never see the man again. Instead she told him she was leaving and pressing charges. Within 40 hours of that incident, he’d been released with a restraining order, which she said he breached within 10 minutes to insist that she not pursue charges. An arrest warrant was then issued, and after 20 hours “she began to lose hope” and decided to make the video where she told her story, shared the name of her alleged attacker and asked for the online world’s help. Roughly 13,500 views and 733 photo shares and seven hours later, he was in custody again. Upon his second release, he again breached

It’s a strategy Michelle Novakowski of the Elizabeth Fry Society said she sees value in. “I think it’s worked for her so it’s a brilliant idea,” she said. “A lot of woman don’t want to go public, there is a stigma to being beaten by a boyfriend or husband, but she feels comfortable with what she’s doing... has good instincts in keeping safe, so I think it’s brilliant.” Novakowski noted it wouldn’t be the right tack in all circumstances of abuse, but noted that attackers tend to keep their abusive behaviours closeted and shining a light on them may provide some safety. What’s worse, she explained, is that ensuring her safety as well as the safety of her daughter, falls on her alone. When she first contacted the police they told her that even after her alleged attacker was arrested, the matter wouldn’t make it to court
for six months at least. Worse yet, it wouldn’t be considered serious unless she was stabbed or beaten until unconsciousness or hospitalization. A court restraining order means her alleged attacker can be arrested if he comes in contact with her but the reality is that that “a piece of paper” doesn’t always deter would-be attackers. With that in mind, police have told her to work out an “exit strategy.” One such strategy from a woman in a similar position included going to sleep with a hammer on their nightstand, she explained. She was also told if she decided to buy a home security system, she’d be reimbursed. “This should not be my only resolution,” she said. “There are flaws in the system and the RCMP and government have their arms tied behind backs.” She also could make the choice to just disappear but, she said, that’s not an option. “The response I am getting from my Facebook is phenomenal. Steele, Dukhia to battle it out again for presidency of BCFGA RICHARD ROLKE It will be deja vu for Okanagan orchardists. Just as they did last year, Vernon’s Jeet Dukhia and Kelowna’s Fred Steele will go head-tohead for the presidency of the B.C. Fruit Growers Association Saturday. “We carried out a progressive agenda in the first term and we received $8.4 million over seven years for the replant program,” said Steele, who is currently president. Steele says he is seeking a second term because he has a number of initiatives to pursue. “There are things we can do in terms of infrastructure money from other levels of government,” he said, adding

Society’s Poor Have 8 Less Teeth Than the Well Off
Q: I grew up in Quebec, and when I went for a checkup locally I was surprised at how much work this dentist wanted to do. In my small home town many people have false teeth and nobody thinks too much of it. What's the difference other than a few extra teeth? The difference may be more than you imagine. An extensive A: study was just completed in England regarding dental health and overall health. They found that the poorest 20% of the population in their 70's had 8 fewer teeth than the wealthiest 20% of the population. This is a full ¼ of a set of teeth! The people with the lowest income, lower education, and lower employment occupations had a much higher level of gum disease, gaps in teeth, and tooth decay on top of just having fewer teeth left in their head. Most admitted their poor oral health caused them worry, and did in fact rate their oral health as bad. Many said it affected their day to day living in a detrimental sense.
Missing teeth is far beyond simply appearance. Many factors contribute to teeth failure. Your home province (Quebec) has a slightly higher ratio of smokers per general population (21.4%) than Alberta (20.3%), but not by far. In northern Canada we see ratios of smokers as high as triple the number in western Canada. In B.C. only 16.2% of people smoke. In Nunavut, that number averages 59%! Coincidentally, the number with oral health issues follows suit. If you cannot chew properly, your choices of food are more limited. I tell my patients that you don't need teeth to live. They are a lifestyle choice. Many had very elderly grandparents without any teeth at all. One gentleman I met claimed he could 'gum' a steak to death! We place an inordinate amount of importance on appearance, and for the entire cosmetics industry this equates to 'looking' our best. One common reaction my patients hear when they have extensive dental work completed revolves around their appearance. Their friends ask if they have 'lost weight', or had a face lift, for example. Much has to do with self-confidence and self-esteem. I'm not making any kind of judgment call on that, but some patients tell me they are more efficient in their work – look better (their opinion), and eat healthier as a result of better oral health. These might be some of the differences those additional teeth may influence!

Aww love - it can really affect us in some rather weird and wonderful ways! For some time now it has been known that there is a correlation between pupil dilation and attraction. In fact, women in the middle ages were known to instill plant-derived atropine into their eyes to create permanent pupillary dilation to attract suitors (not surprisingly, I would not recommend this!). The muscles involved with dilating our iris (coloured part of the eye) are actually controlled by our sympathetic nervous system - making them part of our body’s natural response to both pleasant and dangerous stimuli. Ireland’s training pays off

OKANAGAN Centre’s Ned Ireland stood atop the podium at a NorAm ski cross race earlier this month in Colorado.
Okanagan Centre’s Ned Ireland started off the 2015 Ski Cross NorAm season earlier this month winning the first NorAm race of the season and placing second in two races held at Ski Cooper in Colorado. Ireland, 20, spent January in France training and racing in Europa Cups and went straight to Colorado for the first races in the NorAm series. Prior to the races in Colorado, Ireland had trained in the fall in Switzerland and after a rigorous selection process he was named to the new Canadian Ski Cross Development Team in late December. His performance in his first World Cup race, held at at Nakiska in early December where he was fastest Canadian junior, was one of the keys to his selection. Along with his placement on the prospects team came official carding as a National Athlete under Alpine Canada,
Ski Cross program. A former Big White Racer, Ireland is following in the footsteps of Olympic silver medalist Kelsey Serwa and national team member Ian Deans also from Okanagan Centre. He grew up between Big White Ski Resort and Okanagan Centre. Ireland’s race season continues with races in Fernie, Squaw Valley, Lake Louise and Ta-
bor Mountain. He hopes to qualify and race in late March for World Juniors and Swiss Nationals. Ireland’s results in Colorado have him sitting in first place in the NorAm rankings for ski cross. A student at UBCO, he is taking this term off of his studies and plans to be back in school for the spring term in the human kinetics program.

Get prepared now for possible flooding Central Okanagan property owners who have had issues in the past with flooding should take some time now to dust off their flood preparation plans. According to the District of Lake Country, it’s a good time to review and update the steps necessary to protect and prepare property from
potential flood damage. The snowpack at the lower elevations is starting to melt as a result of warmer than normal temperatures. In many valley bottom areas of the Central Okanagan, the snow has already disappeared. These unusual conditions mean that area creeks and streams,
which don’t usually see increased flow until later in the spring, are starting to carry more water. While it’s too early to say whether there will be any potential problems with flooding, the Central Okanagan Emergency Program encourages property owners in flood prone and lowlying areas near creeks

Let the Artist in you be inspired to help celebrate Lake Country’s 20th Anniversary The Public Art Advisory Commission invites YOU to participate in painting a large community mural to celebrate Lake Country’s 20th anniversary. A 24’x48’ mural to be mounted on the south wall of Winfield Memorial Hall will be developed from two artists’ work and will include 480 (12”x12”) panels painted by local residents, students and artists. No specific painting talent is needed; everyone is welcome to participate. Supplies will be provided and all participants will be assigned a dominant colour palette for their panel and the rest is up to them. Winfield Arena closes for season March 31 The last day of ice use at the Winfield Arena will be March 31, 2015. After that the area will be CLOSED for resurfacing of the rink area.

Water Main Flushing during February NOTICE to all residents within the District of Lake Country Water System During the next few weeks, flushing will occur between 8:00 am and 3:30 pm. While there should be no interruption in service, customers may experience temporary lower than normal water pressure and possibly discoloured water for short periods of time. If discolouration is noticed, run the cold water tap in your tub. Watch for flushing trucks in your neighbourhood and for best results, wash laundry after flushing is done for the day. Water main flushing is an important part of good water utility management. Water mains accumulate sediment over time and flushing helps decrease these deposits and offer our community the best water quality possible.
