The cost to Maple Ridge taxpayers for severance of Sandy Blue, economic development manager, was $127,038. Maple Ridge Mayor Nicole Read made the Blue announcement last week in a Facebook post on the Maple Ridge Council Watch page, saying she posted the amount as example of the new council’s commitment to transparency. “Further to council’s commitment to transparency, please know that the final severance amount paid to Sandy Blue in connection with her termination was $127,038.30,” she said. Blue was let go Feb. 3 as manager of the four-person strategic economic initiatives department after council decided they wanted someone else. She had served in the position since 2008. “It was all about fit,” Read said previously. “We need to deliver a strong economy in Maple Ridge going forward. We need to make some changes in order to do that.” She added that people in last year’s citizens’ survey said they wanted more jobs and more shopping to come to Maple Ridge. The city is now working on a change in economic development strategy and, therefore, wanted a new person to lead the four-person economic development department. See Blue, 5

ainer Stepputat is under no delusion he won’t hear the trains rumble past him. For the past 15 years, he’s lived in Pitt Meadows, his back yard butting against the CP Rail line that cuts a massive swath through the community.
But Stepputat said in the last eight months, a change in the way CP Rail both stage their trains and when they do their work have made life in his home intolerable. His home is located on 124 A Avenue, and directly behind his house are the two main tracks. Just north of that is the staging area for CP, where engines and box cars should be staged when waiting or being switched. Stepputat said the staging area remains empty most of the time while trains sit idling for hours at

The Pitt Meadows Airport Society could still proceed with a runway extension, despite city council declining to support an application for a federal grant. Last week, Pitt council kiboshed a potential two-thirds grant for upgrades at Pitt Meadows Regional Airport (YPK). The not-for-profit society that runs the airport has the financial means to complete the extension without grant support, said general manager Elvio Pecchia, and the board is “still analyzing the opportunity.” He said the project could cost millions of dollars. The extension is necessary for the airport, and the businesses there, to continue their expansion. “It’s to provide the opportunity for existing businesses to grow,” said Pecchia. The airport currently has three asphalt runways, and has 260 hectares, and about half of it is still available for development. It caters to flying training, aircraft maintenance businesses, and commercial charter operations. The airport plans to extending its 4,700 foot runway to 5000 feet, to allow for regional turboprop and jet service. It also wants to provide additional taxiways and an end-of-runway turnaround.

Pitt council choose to seek funding for a new pump station rather than airport improvements. “The airport has a lot of potential, and we would like to stimulate growth, employment and expertise,” said Pecchia. “It could be a very good economic generator for the community as a whole.” The Building Canada Small Communities Fund could have provided up to two-thirds of the cost of the extension, but council decided that the Pitt Polder Pump Station Replacement should be its priority project in asking for federal funding. Councillors were concerned
about asking the feds for too much. “There might be a sense that we are over-reaching,” said Mayor John Becker. Council based its decision on the pump being a priority, the concerns of residents living near YPK, and a lack of consultation by the airport society. Becker said the society operates at arms length from Pitt council, with members appointed by both Pitt and Maple Ridge city halls. He said the city shouldn’t microman-
age the board members, but would like to meet with the board about airport expansion plans. Becker acknowledged the airport has great economic development potential, but its operations “can and do impact the lifestyle of residents.” There were about 12 residents in attendance at the meeting to oppose the runway extension. Johanne Rensmaag and Ken Joyner have been among the outspoken opponents of YPK expansion.
“We understand that the airport is a huge asset to both Pitt Meadows and Maple Ridge, and of course none of us would say that the airport should just go away and that is not our intention,” Rensmaag said. “Any future growth of the airport regarding the proposed runway extension should involve the people of Pitt Meadows, as it is we that will have to live with the added noise, air pollution and the increased safety issues of such a decision.”

The stage has been set and the goals approved for the homelessness solutions task force in Maple Ridge. Council approved the group’s plan last week. The plan calls for creating five action teams: one that will speed up access to services for the homeless in Maple Ridge; one that will focus on educating youth about the dangers of drugs: one that will find interim housing for those now on the street; one that will work on enforcing consistent community standards; a fifth team will ensure that social service agencies comply with com-

Councillors represented on the task force include Mayor Nicole Read and councillors Bob Masse and Gordy Robson.
The latter have experience with the issue, said McKenzie. In his previous term on council, Masse raised the issue of crime in the downtown and also worked to get Riverview partly reopened as a mental health care facility. Robson, former mayor of Maple Ridge, also started the crystal-meth task force several years ago. Read made ending homelessness Read a major part of her campaign during November’s municipal election. Creating a task force within 60 days of being elected was one of her promises. The task force was created on Jan. 5. “One thing that we all heard during the election is that people are frustrated by the issue of homelessness in our community,” she said.
“Many of the people wandering our streets are dealing with mental health and addiction issues and seem to be falling between the cracks of the system that is there to help them. “It is important that our police, fire department and bylaws team coordinate their work to ensure Maple Ridge is unattractive to the criminal element that feeds off the most vulnerable people.” McKenzie said so far he likes what the new mayor is doing. “She knows her stuff and I think she’s a determined woman who’s going to get the job done.” The Mayor’s Homelessness Solutions Task Force, with only a six-month life span, will report back to council every month.

Congestion costs to soar without more transit Longer commutes add up to high price for residents, businesses By Jef f Nage l Black Press
The cost of traffic congestion in Metro Vancouver – already estimated at $1 billion a year – will soar to $2.8 billion by 2045 without major transit upgrades, according to a study released by the Metro mayors’ council to back the Yes side in the regional transit referendum. The study by HDR Consulting projected costs from longer commutes – including increased trip times, emissions and wasted fuel – as well as lost productivity and lost opportunities for residents, businesses and the economy. Underpinning the study is the assumption that a million more residents will come to the region over the next 30 years, and that if the transit service remains frozen they’ll add 600,000 additional
vehicles to the road system. That would moderate to 500,000 extra vehicles if the referendum results in a Yes vote and the upgrades allow more of the newcomers to take transit instead of clogging the roads. The difference translates into 33 to 40 per cent less in costs from congestion compared to the status quo scenario, although the study found congestion costs will increase even with the mayors’ plan to $1.7 billion by 2045. The study led by economist David Lewis argues traffic jams raise costs for businesses and makes it harder to succeed, while hindering job opportunities because worsening congestion limits how far workers can reasonably commute. Less time spent with family can mean higher child-care costs and other personal impacts. “This quantified what
we’re saying happens with another million people – that there’s a personal as well as financial impact to the economy that will affect all of us,” Metro board chair Greg Moore said. Referendum ballots go out around March 15 and Metro residents have until late May to mail them back with their decision – for or against a 0.5 per cent Metro-only sales tax
increase to fund a $7.5 billion raft of improvements. The mayors’ plan includes major increases in regular and express bus service, more frequent SeaBus, extra West Coast Express cars, more HandyDart service, as well as three major projects – light rail lines in Surrey, a Broadway subway in Vancouver and a new Pattullo Bridge.

Read said that Blue has done a lot in the community and wished her the best. The announcement of the severance came as a surprise to Blue, now a councillor with the City of Abbotsford. She thought the terms of her departure from Maple Ridge were confidential. “That was my understanding. From my perspective, it should be confidential.” She didn’t think it was appropriate to comment on other terms of her departure. “I’m looking forward. I tend to never look back and I always try to look for the positive, so that’s what I’m doing,” she said Friday. Just before the November 2014 civic election, Coun. Corisa Bell wondered about Blue running for election in Abbotsford. How could Blue have the time to sit on Abbotsford council while managing Maple Ridge’s economic development, Bell asked in September. Blue, though, said then she didn’t see any conflict. As Maple Ridge’s manager of strategic economic initiatives, Blue made $107,676 in 2013. As one of eight councillors in Abbotsford, she’ll make about $37,500 a year, ($5,000 less than Maple Ridge councillors make.) Blue had said her work schedules didn’t conflict. Maple Ridge’s Monday morning council workshops, during which she sometimes gave presentations, start at 10 a.m., while Abbotsford committee meetings begin at 3 p.m.

Under the bus Jordan Bateman of the B.C. taxpayers’ Federation is leading the “no” side in the referendum over adding 0.5 per cent to the provincial sales tax to pay for new transit projects in Metro Vancouver. He has insisted all along that the referendum is really a prime opportunity to send a message to TransLink. That message is, in his view, that it needs to deal with issues more transparently, proactively and cost-efficiently before it is entitled to one more cent of taxpayers’ money. His opponents, the Better Transit and Transportation Coalition, and the Mayors’ Council (except for three mayors who oppose the sales tax idea), state that the referendum has nothing to do with TransLink. They say it is about securing a source of funding to build new projects which, they admit, will be managed and operated by TransLink. Bateman’s message is clearly resonating. TransLink’s secretive board (high on his target list) has voted to remove Ian Jarvis from the CEO position, although he will continue to collect his $468,000 annual salary until his contract expires in 2016, and will continue to advise TransLink. Jarvis is being replaced temporarily by Doug Allen, who earlier worked in reorganizing BC Ferries. This was at an early point in the BC Liberals’ tinkering with that organization. He will be paid $35,000 per month. Allen has been running InTransit B.C., the private company that operates the Canada Line. Even before the mayors decided on the sales tax increase as the best way to boost transit funding, it was obvious that TransLink’s record would be a big issue with voters. It’s high time the B.C. Liberals admitted that giving a number of secretive, private boards authority over how to spend and raise tax dollars at TransLink and its various subsidiaries isn’t working. When the first act of the private TransLink board was to give directors handsome retainers, it was obvious that serving the public was very low on the list of priorities. Transit is an essential component of large urban areas. Much of what TransLink does works quite well. But mismanagement of SkyTrain breakdowns, the Compass card, police overtime and executive compensation has turned off a great number of hard-working taxpayers. TransLink’s bumbling attempt to throw Jarvis under the bus isn’t going to bring them back on side. – Black Press

Annual health care crisis grips B.C. VICTORIA – The annual ritual of declaring a crisis in health care is upon us, with the B.C. Liberal government boasting that we have the best system in Canada, while the NDP and the B.C. Nurses’ Union try B.C. Views to portray it as the Tom Fletcher worst. The BCNU is the last big public sector union still to settle in the latest round of contract talks. Feeding horror stories to the media is part of its strategy, and this time it was a patient at Abbotsford Hospital assigned a bed in a small shower room for a month due to chronic overcrowding. Hospital officials said his care wasn’t compromised. We’ve seen it in Abbotsford, Surrey and elsewhere: a new hospital or expansion is built and is immediately overcrowded. We are reminded every winter that influenza season brings a wave of people into emergency, expecting treatment for a viral infection that in most cases can only run its course. Many people still don’t understand what “the flu” is, beyond the notion that it sounds serious enough to tell the boss you won’t be in to work. And as fewer doctors choose the endless demands of family practice, the expectation that all problems must be dealt with quickly and for free seems to grow as inexorably
as the health care budget. An emergency physician of my acquaintance provided a typical scenario for night shift at the ER. Where once nights were quiet, now there are patients waiting for hours, around the clock. Several are drunk, and one has urinated on the floor. Surveys show as many as half of ER visits are alcoholrelated, from overdoses to fights, falls, car crashes and chronic conditions. Into this chaos comes a mother with her young child, who has nasal and chest congestion. The child’s cough led her to throw up, so off to ER they went, blithely assuming that this is where you bring a kid with a cold. This week’s B.C. budget brings us a step closer to the moment when half of all provincial revenues go to keep the health care system running. In the legislature, NDP health critic Judy Darcy blasted Health Minister Terry Lake for the government’s failure to keep its 2010 promise to find everyone in B.C. a family doctor. Lake allowed they’re still working on that, and then plugged the latest Conference Board of Canada study showing B.C. ranks third in the world in health care outcomes, second only to Switzerland and Sweden. Darcy, a former president of the Hospital Employees’ Union, was quick to respond: “This is surely a first in question period, the Minister of Health going back to the record of the NDP government in the 1990s, because we’ve

had the best health outcomes in Canada since 1993. The fact is that we exercise more, we smoke less and we drink less, and that’s to the credit of British Columbians.” We also have more elderly people, as Premier Christy Clark argued in 2011 when the federal government changed its financing formula.

After years of increasing transfers by six per cent per year, the late federal finance minister Jim Flaherty announced that starting in 2014, increases would be tied to economic growth, but wouldn’t fall below three per cent. This of course was treated as a cut, rather than continued increases above inflation. But there it is, and all provinces have to deal with it. Darcy is quite right that personal responsibility is the key, something to remember as the usual squabbling of special interests continues. Questions about MSP
Editor, The News: In the recently released Mount Polley investigative report, which was charged with the responsibility of finding why Imperial Metals Mine’s and the Mount Polly tailings dam failed with catastrophic results, dumping millions of tonnes of toxic waste into Quesnel Lake, I have some observations here. The report summaries thusly, and said “the [dam’s] design failed to take into account the complexity of the instability of underlying glacial and pre-glacial layers under the retaining wall. But the authors, geotechnicians Norbert Morganstern and Steve Vick, did not blame provincial inspectors for not detecting the problem beforehand. The investigators said the dam was built on a weak layer of glacial deposits that was undetected at the time, making the dam like a “loaded gun.” This report goes on to say: “The panel concluded that the dominant contribution to the failure resides in the design. The design did not take into account the complexity of the sub-glacial and pre-glacial geological environment associated with the perimeter embankment foundation. As a result, foundation investigations
Editor, The News: Is MSP a scam? Canada has a universal health care plan paid for by income, sales, and corporate taxes. I’m not here to argue whether we have good or bad service, or the system is inefficient or underfunded. That’s up to the politicians and the public to decide. I just want to ask the question: do we get better service in B.C. than the rest of Canada because we have MSP insurance? The definition of insurance: a practice or arrangement by which a company or government agency provides a guarantee of compensation for specified loss, damage, illness, or death in return for payment of a premium. What are some of the services covered under B.C. Health Insurance: medically required services provided by a physician, as well as diagnostic services when ordered by a doctor, midwife, podiatrist, dental surgeon or oral surgeon. For example, X-rays and blood work are covered. ICBC is a government insurance plan, as well as WorkSafe. If your back is injured in a car accident or at work, they will pay to have it fixed publicly or privately as soon as possible. There is already a multi-tier system in Canada. Workers compensation boards, the RCMP, Indian Affairs Ministry, insurance companies and the federal corrections department regularly pay for their clients to receive prompt medical care at private surgical clinics in Canada. Let’s look at the B.C. MSP. What do we get from this

Let’s demystify this engineering jargon here and say whoever was responsible for the design of the dam’s foundation and the core samples that were taken at the time to determine if a dam could be safely constructed on that site, with a glacial till environment, failed to understand the risks involved here. Because she has MSP insurance, I believe she should be reimbursed like ICBC would under the same situation if her car was in an accident. If MSP is insurance, then MSP needs to reimburse my sister as she has proof of the injury that falls under MSP, and she used the government-approved doctors to fix the problem. I feel that our medical system is no better than the rest of Canada, so why are we forced to pay for insurance that doesn’t change what we get without it? My sister, who is retired, had to pay privately to have her back fixed because she could no longer take the pain. The only thing that would help is pain killers, which are addictive. She had to borrow money to pay the $20,000 or so dollars to fix the problem.

Maple Ridge is working on a new tree bylaw, but in the meantime wants to ensure it keeps the trees it has. Council recently approved an amendment to the tree protection bylaw, expanding areas where permits are needed in order to cut down trees. Under Maple Ridge’s previous tree protection bylaw, people in rural areas could hack down as many trees as they wanted. In Maple Ridge’s urban areas, permits to cut trees were only needed where property could be subdivided, on those larger than an acre, on slopes, near streams, in heritage or on development sites. Otherwise, ordinary homeowners could chop down up to three trees yearly of any height or description without a permit. However, under the tree protection amending bylaw, residents in both urban and rural areas will have to get

permits to cut trees. “Tree permits will now be required across the municipality with the new interim bylaw measures adopted today,” environmental planner Rod Stott said Thursday. Fee exemptions are allowed for cases where there are hazard trees, danger trees, emergency works, and legitimate
farm use. Stott said has been dealing with many cases where neighbouring properties have been affected by poor tree-clearing practices, which have resulted flooding, drainage concerns, blow-down or windfall concerns, safety issues related to cutting practices. Mayor Nicole Read

said that council has approved writing a new tree management bylaw. She encouraged residents and those in the real estate industry to join in the consultation process in the next few months, “to ensure that the final bylaw presented to council reflects our shared values around our environment.”

What’s the point of having a hotline if they’re just going to ignore you?� On the CP Rail website, a section dealing with living near a railway clearly states that they don’t operate like commuter trails. “CP trains operate 24 hours a day, seven days a week. On some rail lines, you may see only one or two trains a week, while busy corridors can have more than 30 trains a day,� it states. “We pride ourselves on being available at all times for our customers so when their demands change, we change with them. If you choose to live near one of our rail lines, you will see the variability of our schedule. Some trains will run through communities without stopping while others may make frequent stops so our crew can pick up and
drop off freight cars.� Stepputat said he understands the occasional busy period, but the frequency and timing is unacceptable. He said there must be a reasonable solution. He said it’s come to the point where he’s considering moving, but he’s fearful the noise and pollution will make it impossible for him to sell. “I won’t even let my grandsons play out in the backyard with five hours of diesel fuel spewing into the air,� he said. Stepputat said he’s talked to neighbours who have the same concerns. He said he’s considering forming a group and presenting their concerns to CP Rail. But he’s skeptical it will do any good. “They don’t care that they’re bad neighbours. It’s just ridiculous.�

Lindy Sisson of the ACT in Maple Ridge was named tops in the county for excellence in live performance touring and presenting.
he ACT’s executive and artistic director, Lindy Sisson, has taken home the top honours at the Canadian Arts Presenting Association awards, held recently in Halifax. Sisson’s was named tops in the country for the 2013/14 recognizing her excellence and achievement in the field of live performance touring and presenting. The national award is given for demonstrating outstanding commitment to superb programming and professionalism that has made a significant contribution to community life and the touring sector in Canada. Sisson said she was flattered to be recognized alongside some of the best programs in the country. “It was such an honour to be nominated for the first time along with programmers from the Yukon, Halifax, Burlington and Toronto’s Harbourfront Centre,” she said. “Now to join the ranks of past presenters of the year is really a thrill. We all work so hard to bring artists to our audiences in the most engaging ways possible – recognizing the complexity and dedication behind that work is what this award is all about.” Maple Ridge-Pitt Meadows board president Korleen Carreras said the award is recognition of the bridges Sisson has built in the region. “Lindy gives to our community not only through the creative and inspiring performances
she programs at The ACT but also by building relationships with local organizations and the larger arts network through the arts council,” said Carreras. “In her planning, she is continually trying to find new ways to engage people and create more accessibility to the arts. She is a leader that this organization, and our community, should be very proud to call our own.” Sisson’s 30-year career in the arts spans all artistic disciplines, with particular focus on dance, theatre and the performing arts for young audiences. Sisson, who has been the executive and artistic director of the ACT in Maple Ridge for the past six years, previously ran the Vancouver International Children’s Festival for a decade, developing international tours, commissioning new work, and promoting the importance of arts and culture to our youth, in schools and society. From 1998 to 2000, she was the executive director of Arts Connect Arts Council in the Tri-Cities. This is not Sisson’s first award. She was the 2012 B.C. Arts and Culture award winner for outstanding champion of the arts In B.C. schools and communities. In 2013, she was bestowed the B.C. Touring Council’s peer-nominated presenter of the wear award. As well as her role with the ACT, Sisson sits on the board of the B.C. Alliance for Arts and Culture, is the president of the Dancing on the Edge Festival, and is on the host committee for Western Arts Alliance Conference in Vancouver. She’s also involved in the Tri-Cities Dancers 4 a Change.

The title role will be danced by Olga Petiteau of Paris, France. “Edith Piaf was known as ‘The Little Sparrow’ because she was only 4’8” tall, yet she had an astonishing voice that soared to incredible highs and sorrowful lows,” says Dobrovolskiy. “Her life was fraught with tragedy and loss, and it is a privilege for Atlantic Ballet Theatre to interpret her dramatic life story through dance.” Piaf is one of France’s most legendary icons and international stars. The famous cabaret singer was abandoned by her mother at birth, raised in a brothel by her grandmother, and encouraged to sing by her father, a street acrobat from Normandy. Atlantic Ballet Theatre of Canada is a neo-classical ballet
company dedicated to performing original works by choreographer and artistic director, Dobrovolskiy. Founded in 2001, the company pursues a continuous creative process through collaboration with like-minded artists attracted by the vision and artistic philosophy of its artistic director. Atlantic Ballet has been an international touring company since 2002, and the company’s reputation for powerful dance has inspired audiences of every age, says Dobrovolskiy.

L
ast year, a woman I have known of for a long time posted a plea on Facebook for help at her sanctuary. There was a lot of work to be done and many of the regular volunteers could not make it. I thought, why not. The sanctuary in Mission is called Hearts on Noses. It is a sanctuary for pigs. It is heartbreaking how many domestic pigs are abandoned by their families. Potbellied pigs have been a fad for quite some time. Un-
fortunately, most people who bring these animals into their lives have absolutely no clue what they are getting into. Pigs are highly intelligent and have the mental capacity of a four-year-old child. They are very social, and require huge amounts of our time. This is not an animal you build a pen for in the corner of your yard and feed once a day. They need company. They need exercise. They need mental stimulation. They want to play, and most of all, they want to be part of the family. So many people rushed out and got themselves a cute, tiny potbellied pig. They soon re-
alized these animals get quite large, and need to be supervised. For too many people, this sort of commitment became too overwhelming and many of these wonderful, friendly animals ended up in rescues and sanctuaries. The recent popularity of “micro” or “mini” pigs has exasperated the problem. I will only say this once: there is no such thing as a micro or a mini pig. The pictures you see from breeders are of babies, who grow to be 200 to 1,000 pounds. I went to Hearts on Noses last February and fell in love, with the personalities, the kisses, the snuggles. Some are mischievous. Some are lovable. Some like to play tricks
on you, and some will give you a nudge to remind you how big they are. Every pig is different. There are pigs losing their homes every day in
North America. Many end up going to slaughter. Needless to say, I go back to Hearts on Noses every week.

Isaac Halas led MRSS with 19 points, while Owen Stewart drained 10. Tristan Coumont contributed 12 rebounds and eight recoveries. With the win, the Ramblers finished the fifth in the Fraser Valley’s AAA East Division with 4-5 record. Westview was seventh at 3-6, while the SRT Titans were eighth at 2-7.
