Conservation and reparation of habitat for the speckled dace was the focus of a meeting of the Kettle River Watershed Management team on Monday, Feb. 16. About 20 people attended, from Westbridge and Beaverdell through to Grand Forks. Speckled dace are in the minnow family, and as such are at the bottom of the fish food chain, and provide food for rainbow trout. They like clean gravels, and fast-flowing water both shallow and deep. The conservation plan is focused on three stretches of river, one on each of the three watershed river: the Kettle, West Kettle and Granby. Each stretch currently under consideration for conservation is over two kilometres long and contains all the types of habitat necessary for speckled dace survival. This includes overwintering and over summering zones, riffles, clean gravels and spawning areas. The emphasis of the meeting was on river reparation, both for the purpose of conserving speckled dace, and in general of preserving the river itself as good fish habitat. The first priority of reparation is reducing the inflow of erosion and silt to the river. Erosion has a cumulative impact on the river, with forestry, agriculture, range use, roads, and urban development all contributing, in some measure, to erosion. The speckled dace require clean gravels, not embedded gravels. Embedded gravel is somewhat necessary for other species, like the native fresh water mussel. Reparation is largely done through building up stream banks to prevent erosion, and the gradual building up of gravel bars to narrow, deepen and speed up the river. While bank reparation is fairly straightforward, prevent future erosion and mitigate current erosion swiftly. River reparation is more complex, and the impact of actions must be thoroughly studied before the reparation is actually undertaken. Building up stream banks is most often done through planting native species. Usually willow, cottonwood or red osier dogwood, roots will firm the soil, slow the water, and encourage silt and gravel to remain on the bank instead of entering the river system. Join in working with other communities as part of the Kettle River Watershed Management Plan, Graham Watt asked of Village of Midway council at Monday night’s regular meeting. Watt, the plan’s project coordinator, appeared as a delegation before council. He proposed joining in as part of the project, in helping monitor the Kettle River watershed and raising awareness of the watershed’s importance and its conservation, and potentially with riparian activity as well. The monitoring is important for the watershed management plan, as the plan itself will be constantly updated and adjusted based on the monitoring, Graham explained. The plan is like a foundation, or software that is constantly updated based on incoming data and what is accomplished and observed during each year. Council agreed to endorse the watershed plan. The Regional District of Kootenay Boundary and Grand Forks have also expressed support of the plan. Foreman’s Report The foreman’s report addressed issues with streets stemming from the winter frost heaves, and also some potential issues, or symptoms of potential problems, in sewer treatment. To address the streets, a street audit will eventually be performed to determine what needs to be done, and when it needs to be done. For the sewer treatment observations, more observing will be conducted. The foreman also presented the currently in-progress Emer-

gency Response Plan for water and sewer. The plan indicated what should be done in emergency circumstances if the foreman is not present to oversee it. Community forest meeting A status update was given on the community forest for a question raised at the previous council meeting: a meeting with Greenwood will be arranged after the community forest meeting on March 4. Consultation on Species Act Council reviewed a communication concerning the consultation on the Species at Risk Act (SARA), listing process for terrestrial species, that was tabled from the Feb. 2 meeting. Remarks on this item should be made before April. Board member appointed New business included appointing a new Board of Variance member. Ross Eliot applied and was selected by the vote of council. Ross was considered to be well qualified, understands and knows the community, and has experience as an RDKB board of variance member. Community hall renovations supported Council moved to support the seniors’ organization’s rebuilding and renovation of the community hall. The decision was made to utilize financing with purchasing the fire departments new self-contained breathing apparatus units. “I’d rather hide my money in a mattress than give the government more income tax!” How many times have you thought about that statement when it comes to making investments outside of a tax deferred investment such as an RRSP?

Many people want to invest outside their RRSP but are reluctant to give up the deductible contributions and tax deferred compounding. They also know that any money earned outside their RRSP is subject to taxes in the year it’s earned—even if it isn’t received in cash. These types of investment earnings may be just enough to push you into the next tax bracket, or worse, reduce any social benefits that you may be receiving or qualify for. Most investors today will utilize investment vehicles such as Guaranteed Investment Certificates (GIC’s) and Mutual Funds. With a GIC, you deposit the funds with a bank or investment company and they agree to pay you a set rate of return. The interest that you earn on this investment is 100% taxable. With Mutual Funds however, there is no set rate of return that the fund will pay, but from time to time the fund will declare dividends and capital gains which, more tax favourable than GIC’s, you will still have to pay income tax on. With both these types of investments, you will receive a T-slip at year end to declare on your taxes. Now what if you could be in control of when to pay income tax on your nonregistered portfolio? You can. Some investment companies today have come up with a version of mutual funds called Corporate Class Funds. Corporate class funds are a version of traditional mutual funds except that they are held within a corporation. Within this type of fund, income distributions are minimized and capital gains are deferred until the investor redeems from the corporation. As long as you leave your money invested, you do not pay income tax until you actually take money out of your account.

Corporate class funds allow the investor to adjust their portfolio to capitalize on changing market trends, gains in specific industries, or regional and economic developments. Too many times I’ve seen clients hang on to a fund due to the negative tax consequences of making a change. With a corporate class fund, this is alleviated as all switches to other funds within the corporation will not trigger a taxable event. This feature makes rebalancing an investment portfolio all the easier as investment decisions are made based on the clients objectives not tax consequences. With a corporate class fund you get to control when to claim capital gains and losses. This would be especially beneficial for taxpayers who are confined to a nursing home which bases their per diem rates on net income. Similarly, publicly funded drug payment plans are also often based on the size of the taxpayer’s income and being able to control your net income would help in the level of funding received. While there is no way to get away from income tax on your investments, there are ways to ensure that your non-registered portfolio continues to reap the benefits of compound growth while deferring capital gains to a later date and put “you” in control of when to pay the tax man.

BCSS girls having fine season The Boundary Central Secondary School senior girls are busy preparing for the Kootenay single A championships this weekend in Nakusp. The Roadrunners are getting in a few last free throws and three pointers before heading off Friday for a chance at winning the zone championship and possibly securing a provincial berth. The Roadrunners have had a great season so far under the tutelage of coach Lisa Baia. This past weekend they won two of three games at the Castlegar tournament to finish a strong third. The weekend before they won their own home tournament with four wins against the likes of Osoyoos, Nakusp and Grand Forks. For a team from a small community, the BCSS girls have gelled and played strong all year. The Roadrunners have shown a lot of grit and determination in beating double A teams from bigger centres such as Trail and Osoyoos. The team has a good veteran core featuring four Grade 12s and two Grade 11s joined by five enthusiastic Grade 10s. The team has been in three tournaments this year, finishing in the top four in each one. Look for the Roadrunners to make a strong showing at the regional playoffs as they go toe to toe with the other top single A teams in the Kootenays.

On Wednesday, February 25th, 2015 be sure to wear your Pink Shirt Day t-shirt and say ENOUGH to bullying! This special day takes place in schools, workplaces, and neighbourhoods across the nation, and features individuals like you bringing awareness to the cause. The goal of the Pink Shirt Day campaign is to raise $300,000 to fund local anti-bullying programs and you can be a part of this amazing campaign! Bullying and Cyberbullying Bullying Bullying happens when there is an imbalance of power; where someone purposely and repeatedly says or does hurtful things to someone else. Bullying can occur one on one or in a group(s) of people. There are many different forms of bullying: ◼ Physical bullying (using your body or objects to cause harm): includes hitting, punching, kicking, spitting or breaking

This form of bullying is most common among girls (Canadian Children’s Rights Council).

Cyberbullying Cyberbullying involves the use of communication technologies such as the Internet, social networking sites, websites, email, text messaging and instant messaging to repeatedly intimidate or harass others. Cyberbullying includes: • Sending mean or threatening emails or text/instant messages. • Posting embarrassing photos of someone online. • Creating a website to make fun of others. • Pretending to be someone by using their name. • Tricking someone into revealing personal or embarrassing information and sending it to others. Cyberbullying affects victims in different ways than traditional bullying. It can follow a victim everywhere 24 hours a day, 7 days a week, from school, to the mall and all the way into the comfort of their home - usually safe from traditional forms of bullying. Bullying and the Law Bullying can be a traumatic experience, and some forms of bullying can even be considered illegal. These include: • Threats – whether done face to face, online, over the phone or through text messaging. • Assaults – including pushing, tripping, slapping, hitting or spitting. • Theft of personal items – like a backpack, books, electronic devices, etc. • Harassment – repeated tormenting online, with texts, phone calls and/or emails. • Sexual Exploitation – sharing videos or photos with nudity of people under 18. • Hate crime – bullying based on ethnicity, sexual orientation, religious beliefs, etc. For all of these criminal offences, it is important to notify your local police or report it to CYBERTIP.CA. Based on the available information, police will decide if an investigation is warranted and whether charges may be laid. What You Can Do Youth If you are a victim of bullying • Walk away or leave the online conversation. • Keep track of the bullying (write it down and/or save a screenshot of the online message). • Tell a trusted adult. If you don’t trust anyone or need to speak with someone urgently, contact the confidential, toll-free Kids Help Phone: 1-800-668-6868. • Report the bullying to school administrators. • Report criminal offences, such as threats, assaults and sexual exploitation to the local police detachment. • Report unwanted text messages to your telephone service provider. • Report online bullying to the social media site and block the person responsible. – Facebook – YouTube - Safety Centre – Twitter – Instagram – block a user or report something – Tumblr – how to “ignore” (block) someone If you know someone who is being bullied... Most types of bullying go on as long as someone is watching and laughing. As a bystander, know that you have the power to stop the bullying. 60% of the time, bullying stops in less than 10 seconds when someone steps in (Kids Help Phone). • If you feel it’s safe to do so, tell the bully to stop. • Find friends/students/youth or an adult who can help stop it. • Befriend the person being bullied and lead them away from the situation. • Report it to a teacher or school staff. • Fill out an anonymous letter and drop it off to a teacher or any adult you trust. Adults If you know or think that a child is a victim of bullying... • Talk to them – Let them know that they can trust you and that they shouldn’t deal with bullying alone. • Help them: • document the bullying; • report unwanted text messages to their telephone service provider, or cyberbullying to social media sites; • report the bullying to school administrators; and • report criminal offences, such as threats, assaults, harassment and sexual exploitation to the local police. ties, those present looked over the three rivers and pointed out some potential work zones. The expressed goal for this year is doing riparian work on six zones, two on each river. However, the larger plan is that the speckled dace conservation will be a long term project, and with back-up project zones planned and waiting to happen as the funding comes in. Further, the higher upstream the riparian can happen, the better the downstream conditions will become. Stopping erosion at, or close to, the source is the main way to preserve the necessary habitat for this vital fish. If the speckled dace are thriving, the other species in the river will be thriving too. Dace and rainbow trout are the key-

stone species for our river system, if they thrive then the other species will likely be thriving with them also. If you would like to learn more about the speckled dace project, or are interested in becoming involved in helping with creating riparian zones, contact Graham Watt of the Kettle River Watershed Project. Soccer association gears up for season

Boundary Youth Soccer Association (BYSA) is gearing up for another season and the early registration deadline that will save you big bucks is next week. On Feb. 23 the registration fee goes from $85 to $150 (plus jersey deposit). According to emails sent out by administrator Jeff Olsen, they are running the same divisions this year as last: K4K, U7, U9, U11, U13 and U16—all mixed and all fun. The first games are scheduled for April 12 in Midway, with practices the week before. The June tournament will be June 27 in Grand Forks. Games will remain on Sundays, generally in the mornings, with effort to keep events at two locations, although there will be the times when there are three venues and other times only one. The league is looking for coaches, mostly in the K4K, U7 and U16 divisions. Olsen says they need approximately 14 at this time. Both coach and ref clinics are scheduled. All are
