While the provincial government trumpets a balanced B.C. budget, the Maple Ridge-Pitt Meadows school board is paying a painful price for doing its part keeping the government in the black. Tuesday’s budget included cuts of $29 million in administration costs for school boards in B.C. for 2015 to 2016. In Maple Ridge-Pitt Meadows, that works out to a funding cut of $700,000. That’s on top of previously planned expense reductions this year of $1.5 million. “We had not anticipated that,� said board chairperson Mike Murray. See Budget, 4

Don’t expect improvements to Lougheed Highway any time soon, despite pleas from the mayor and RCMP for safety enhancements. But at least the first step has taken place on the long-awaited

widening of the highway between Maple Ridge and Mission. The Ministry of Transportation and Infrastructure has started a “conceptual planning study and business case� for widening Lougheed Hwy., between 266th and 287th streets, as well as from Silverdale to Nelson Street in Mission. The study is a high-level planning exercise, the first step in planning a project, and began last year, said Ashok Bhatti, with the ministry.

However, there are still no costs or timeline for when any work might begin. “The ministry is committed to working with local communities along Hwy. 7 to meeting their future transportation needs and prioritizing future expansion of the Hwy. 7 corridor.� The study includes widening and improving the Haney Bypass, from 222nd Street to Kanaka Way. two lanes at the east end of Maple Ridge still remains, while a longer stretch of two-lane road remains in Mission. As for installing concrete dividers along the road, the ministry said that is part of its “long-term strategy� to four-lane the road. Ridge Meadows RCMP, last week, said they’d ask the ministry for concrete barriers to be installed along the centre line of the road and that more cat-eye reflectors be installed in lane markings. I

n the blink of an eye and the flip of a switch, for a few hundred dollars, anyone can enter the drone’s world. First, it takes some hours of hands-on flying, when the hobbyist works the remote controls and learns how to fly a model airplane, and what earth looks like a few hundred metres up in the sky. Once you can do that, responsibly and competently, it’s time sit down and strap on the goggles. That’s when you learn what it’s like to be a drone. With the live video feed from the drone’s camera showing on the goggles, drone pilots enter another world. You have to sit down when doing so because you can get dizzy following the flight path and the sharp turns and dizzying ascents and descents. It’s called first-person view, and it’s the latest trend in the hobby world of radio-controlled aircraft.

Reichert has two drones, which have a range of about 40 kilometres. Flying a model without video “gets old really quickly,” says hobbyist Jonathan Reichert. “Then you put the goggles on you see all kinds of really cool stuff. “I put the goggles on and started creeping into the trees, oh man, it’s an unreal experience.” Flying with first-person view, or video piloting, allows close-up views of objects that a ground-bound pilot could never hope to see. One time, Reichert was able to hover up to an eagle in a tree-top for a close-up view.

In another recent video he posted on his YouTube channel, he flew his drone above fog patches to capture awesome shots of Maple Ridge scenery. And with the advantage of live video feed, it’s much easier to judge depth perception and avoid crashing into objects. Reichert has been flying remote control model airplanes for about four years and has about 20 planes. He now has two drones, too. But still splits his time equally between the airplanes and drones. One of his favourite model air-

planes is a DC-3, decked out in wartime colours as used during the D-Day invasion in June 1944. Another is favourite is a model of a Super Cub Bush Plane. “The full-sized ones can land on the tops of mountains.” He’s only been flying drones, which zip around in any direction, up and down, forwards and backwards, like a UFO, for about a year. One of his two drones is a quadcopter, in the 450 category, an alien-looking contraption that has four motors that separately power four carbon-fibre propellers. The central processing unit decides how much power goes to each engine, which controls direction. The remote control device controls the computer. There are few moving parts. “What you see is what you get,” Reichert says. With the radio and drone combined, the total cost for a beginner is about $500. Reichert says the drone’s range is about 40 kilometres, using video piloting. Doubling up on the battery pack can increase flying time to about 18 minutes. Attaching a gimble to the underside can allow him to use a Go-Pro

video camera for greater picture quality. The hobby’s low costs could be why many pilots crash their drones by overflying their abilities before mastering the basics. Drone models were one of the hottest items this Christmas, which leads to “thousands of people crashing them on Christmas day.” While there are no laws yet regulating drone flying, Reichert follows Transport Canada guidelines, which require drones to keep at least 150 metres from buildings, cars or people. That’s why he does his flying in quiet areas, such as over Kanaka Creek Regional Park. However, after getting all the required approvals, he did take to the air during Maple Ridge’s birthday celebrations last summer to record the celebrations from above. Most people didn’t even know the drone was there. Responsible flying is the key, he says. He’d never bring his drone close to a building, auto or person, for privacy and safety reasons. Should a hiker encounter his drone on a trail buzzing nearby, “you’d have right to punch it out of the air and smash it pieces.”

Pitt Meadows is looking at developing a policy that would see the city pay for legal advice for any council members who feel they may be in a conflict of interest. Council agreed to ask staff to look into the costs and whether there are other communities that take a similar approach to conflict of interest issues before coming back with recommendations. Mayor John Becker, a lawyer, added the amendment to council’s review of governance and expense policies at Tuesday’s council meeting. Becker’s amendment directs staff to investigate the development of a policy that would provide legal advice for a council member if they believe they may be in a conflict of interest and report back on financial implications and whether other municipalities have such a policy.

He said the idea behind the new policy came after a recent meeting with council members and the city’s solicitor, Chris Murdy, surrounding legal responsibilities and the legal framework under which council operates. Becker said, as it stands under the community charter, determining a conflict is left in the hands of individual council members. “The challenge, of course, is a lay person trying to determine whether or not they are in a conflict of interest to begin with,” said Becker, owner of a law firm in Pitt Meadows. “The costs of a legal opinion to determine that can certainly be very onerous, depending on the person’s ability to pay.” He said the consequences of a wrong decision are what’s at stake behind any new policy. “It would be unfortunate for a councilor to make a guess at whether

Over the last three years, because of stagnant government funding, the school board has cut more than $10 million from its budget, over and above that required because of reduced enrolment. In the last two years, 70 positions, including teachers, principals, clerical staff, career counsellors and special education assistants, have been cut. “We are absolutely disheartened with the government’s response in this budget,” Murray said. Reducing clerical staff means principals and vice-principals have to spend more time on administration chores rather than education, Murray said.

Elkerton also worries about having legal opinions affect the business of council and cause long delays. “Just a caution, with all due respect to the lawyers here, you can get 10 different lawyers here with 10 slightly different opinions,” she said. Coun. Bill Dingwall disagreed with Elkerton and Bell, and said having access to legal advice would provide clarity to individual council members so they can either participate or bow out over city business. “The impact if we don’t is that, down the road, some council decisions could be undone,” said Dingwall. “Or there could be negative publicity directed at the city or any individual council member. By getting legal advice, it’s about doing things right, and doing the right things.”

“I don’t honestly understand it. It feels like government is really disconnected from the front lines,” in terms of what it takes to deliver education. There’s no mention of any money for a new elementary school for Albion in Maple Ridge, among the list of new school projects announced in the budget. The school district is still doing a facilities review to see where new buildings are needed. That review is to be done by June. Maple Ridge-Mission MLA Marc Dalton said it’s not easy to pass a budget that pleases everyone. “We’re doing everything we can in a fiscally responsible way.”

Pilgrim said it’s not clear why the fundraising efforts came up short, but he suspects it has to do with the overall health of the B.C. economy. It’s hard for us to know why the numbers are down for us,” he said. “It could be just an economy thing. There’s a lot of different organizations out there looking for funding and the cost of living is going up but salaries aren’t.” Pilgrim said some initial cuts have already taken place, with a reduction in support staffing and hours. Pilgrim said they have been in contact with other community partners looking for advice on what cuts should be made. Either way, it’s going to mean less for those who need it most, he said.

“We still want to be able to serve the community the best we can but unfortunately we have to make a tough decision.” The cuts come at a time when the Salvation Army is preparing for its third annual Coldest Night of the Year fundraiser, set for Saturday, Feb. 21 starting at 4 p.m.

Donation shortfalls is forcing the Maple Ridge Salvation Army to consider some drastic cuts to services. The local branch of the Salvation Army has seen a drop of more than $50,000 in donations year-to-date. To make up for the lack of funding, the Salvation Army’s Caring Place is weighing its options whether to scale back its nightly meal services or eliminate opening its doors for its morning drop-in program. Darrell Pilgrim, executive director of the Caring Place, said there is no other options but to scale back services in the wake of the shortfalls. “It’s difficult enough to have to make these decisions, but if there’s no money. We simply can’t do it,” said Pilgrim. He said if cuts are

made on its nightly meals service, the doors will be closed up to three nights a week. Caring Place serves about 150 people on a nightly basis for its dinner program. If it chooses to eliminate it’s morning dropin program, it would take its toll on some of he community’s most vulnerable, especially during the winter, said Pilgrim. “One of the biggest problems for our clients is isolation, so the drop-in provides them a place to go not only to come in from the cold but a place where they can socialize with other members of the community.” One of the biggest drops in funding was this year’s annual Kettle Campaign and it’s yearly mail-out to homes in Maple Ridge and Pitt Meadows. The Kettle campaign raised $81,000, falling short

Cooling off At first glance, the idea to ban parents from local hockey rinks may sound ridiculous. But a Vancouver Island minor hockey association recently announced it was considering banning people from the stands for a weekend, as a way to send a message to incorrigible parents and others who frequently squawk at, and berate, referees, coaches and players. On second glance, it may be a good idea. No doubt problems exist. Just earlier this week at Planet Ice in Maple Ridge a squabble ensued between opposing players, parents and coaches. And recently Penticton parents ended up in fisticuffs with fans of an opposing team at a tournament in Salmon Arm. Earlier this month, a Burnaby hockey dad was given a conditional discharge and 12 months probation after threatening a nine-year-old minor-hockey player. B.C. Hockey mandates that all team official complete a Respect in Sports program to curtail such behaviour, and many rinks throughout the Lower Mainland have code-of-conduct signs prominently displayed. But perhaps having a no-spectator weekend – or even simply bringing the idea of one to the forefront – could be considered a way to put things in perspective for parents, coaches, and others who frequent arenas, football fields, gyms and soccer pitches in support our area’s young athletes. While competing in front a supportive crowd can be rewarding in itself, the players, first and foremost, are out there to make friends and have fun playing a sport they love. his is true, even on Katzie Slough, a 10-kilometre tidal watercourse that flows Along the Fraser through the heart of Jack Emberly Pitt Meadows and Maple Ridge. For centuries, this wetland sustained the Katzie First Nations culture. They camped on it – fished, hunted waterfowl, and paddled to the Pitt River to harvest and trade wild potatoes called wapato. “It was our highway,” said band member Gail Florence. Today, most folks mistake the slough for the clogged, narrow eastern stretch under Lougheed Highway that arcs around Meadowtown Centre, then west to a drainage pump at the Fraser River on Baynes Road, or the dirty water at Kennedy pumping station on the Pitt River, where the slough begins. No paddler could commune with nature at either place, but could, on the hidden slough in the middle. I did recently. My companion, Scott Magri, remembers fishing in the slough, eagles in trees, the tranquility afforded a bullied teenager. His Katzie Slough restoration project

would reintroduce a clean flow of water. Increased oxygen would discourage weeds that the city has to remove regularly, bring back life, and comfort a new generations of kids. But access is blocked by private property and select users – farms, storage areas for bark mulch, a CP Rail container yard. Magri and I put-in at the bridge on Harris Road, between Lougheed Highway and Dewdney Trunk Road. We’d paddle like excited explorers west to Kennedy Rd., then back and east as far as 203rd Street. We’d startle ducks, snap photos of a red-tail hawk in a lonely cottonwood, and a tree felled by a beaver. The natural beauty of this stream and its potential for public enjoyment can still be found. But, so are stream banks ruinously denuded of vegetation. Erosion is an on-going problem. Siltation robs farmers of land and harms aquatic life. The slough fish habitat inventory, commissioned by Pitt Meadows in January 2013, found “coho and Chinook salmon” and “healthy populations of cutthroat trout and good habitat.” That report, by Scott Resources Services, warned the city to “avoid well established riparian areas, avoid disturbing existing trees and shrubs,” and instead, “restore native vegetation and emulate natural channel forms.” It hasn’t happened, and the wetland is the loser. Ross Davies of KEEPS says the simple strategic plantings of willows could change

that, but single-use mentality of the slough for farming only has prevented it. Lina Azeez of Watershed Watch supports Magri’s project and wants to talk about it. Last week, the pair presented the Pitt Meadows Agricultural Advisory Committee with their plan for renewal. They were scheduled guests, but one committee member abruptly declared that fish and farms couldn’t co-exist in Pitt Meadows. In a letter to council, the ag committee declared that any improvements to the slough should be “for agricultural purposes, not for fish.” End of discussion. Azeez wanted to collaborate with farmers – for everyone’s benefit. One rational ag committee member then conceded that cleaner water would benefit farmers as well as fish, and that garbage thrown into the slough was unacceptable. Magri and I found lots of it. The bank at the end of McTavish Road, off Ford Road, was widely embedded with household refuse and metal, seemingly buried there. This road end is a favorite dump site the city struggles with. There are others. All should be cleaned up. The slough should be made a place for everyone, in respect for the Katzie, who lived harmoniously with it for 4,000 years, but are tragically severed from it. MLA serving own interests Editor, The News: Re: MLA seeks federal nomination (The News, Jan. 13). As a constituent in Maple Ridge, I was stunned to see that Marc Dalton would even consider abandoning his position as MLA to fulfill his desire to run for MP for Maple Ridge-Pitt Meadows. He was elected to do a job and now he thinks he can just leave part way through? It is clear that Mr. Dalton is solely motivated by selfinterest and not by what is best for the people of Maple Ridge. Why else would he be will-

ing to trigger a taxpayerfunded by-election to fill his vacant MLA seat, should he become the next Conservative candidate? It doesn’t seem very conservative to me. Isn’t it also a bit strange that he is choosing to sit as an independent during the nomination period? Was it really his choice or was he encouraged to choose? Will he be working on his campaign from his MLA office instead of doing the job he was elected to do? Does he really think he can

simply go back to being an MLA? Hasn’t he just burned all his bridges with Christy Clark’s Liberal government? Am I, as a voter who gave him a second term as MLA, expected to believe he is representing my interests? He then casually says he will simply return to the B.C. Liberal Party if this latest of his many attempts to be an MP is unsuccessful. It is hard to believe he will be welcomed back to the B.C. Liberals with open arms after he has shown he will turn his back on the

party. If he is really serious about pursuing the MP job, why doesn’t he just give up his MLA seat now and stop hedging his bets? He obviously doesn’t want the MLA job, so why does he cling on to it? Moreover, during his time as MLA he has displayed poor judgement in some of his decisions and remarks. Conservatives Mike Murray or Marc Dalton will have some competition in next fall’s federal election. Whoever wins the nomination for the Conservatives could be facing off against NDPer Jack Emberly – if the latter wins the NDP nod in Pitt Meadows-Maple Ridge. Emberly said Wednesday he’s seeking the nomination. “I have the same battles, the same goals as the NDP,” said Emberly, a retired teacher. He’s been a columnist for Maple Ridge-Pitt Meadows News for the past five years.

Emberly was approached last October by the local NDP and accepted in December. He’s already been approved by NDP brass as a candidate. “I’ve been vetted,” he said. “I’m a social environmentalist, a social democrat,” he said. Over the years, other parties have also approached him. “This is a big step for me. I would never belong to a political party. I’ve remained fiercely independent my whole life so I can say what I want to say.” Entering politics now, however, is a “logical thing” at this step in my life.

“I think I would offer this community the best voice. I can bring people together here.” A date for a nomination meeting hasn’t been set, but he expects that Emberly within a month. He didn’t know what his chances would be if he won the nomination and took on the Conservatives. Current MP Randy Kamp has held the riding since 2004, but isn’t seek re-election. “It’s a crap shoot,” Emberly said. “Let the chips fall where they may.” In the 2011 election, Kamp earned almost

10,000 votes more than NDP candidate Craig Speirs. Kamp took 28,803 ballots versus Speirs’s 18,835. The Liberals earned only 2,739 votes, only five per cent of votes. The Liberals haven’t announced a candidate yet. The fall’s election is scheduled for Oct. 19 and the old Pitt MeadowsMaple Ridge-Mission riding will disappear and be replaced by the new Pitt Meadows-Maple Ridge riding, which includes only the two cities.

two-lane highways. The requests came in the wake of a three-vehicle collision on an open stretch of the highway in the 25500-block that claimed the life of Cory Wik, Feb. 5. According to the ministry’s stats, traffic volume isn’t jumping dramatically, despite growing population and vehicle numbers, and the possibility the route is being used to evade the tolled Port Mann Bridge. In 2010, a daily average of 38,266 vehicles crossed the Mission Bridge in both directions – compared to 38,787 vehicles in 2013. Between 240th Street and Mission, the fiveyear collision rate was .23 collisions per million-vehicle kilometres. “This rate is well below the provincial average,” for that type of road, the ministry said last week. “The traffic volume starts dropping sharply as you keep moving east,” said Bhatti. However, in the stretch between Pitt Meadows and Kanaka Way, the five-year collision rate is 1.03, slightly higher than the provincial average for that type of road. Last June, Transportation Todd Stone inspected the highway. Maple Ridge-Mission MLA Marc Dalton said then that engineers have already surveyed the area, with the aim of widening to four lanes.

Julie Raymond has learned that if the B.C. government doesn’t want to listen to her about the party bus industry, our neighbours south of the line are willing. Washington State is rewriting its laws on party buses to make it a requirement to have an adult supervisor in the party section of the bus whenever kids are on board. Julie and her daughter Danielle have been campaigning for seven years to toughen B.C.’s laws concerning the party bus industry. Julie’s daughter Shannon died on July 26, 2008 after consuming alcohol before, then taking an ecstasy pill on a party bus. She was 16. Julie and her daughter addressed a Senate committee looking into the issue in the Washington capital of Olympia, earlier this month. “They’re learning from the mistakes B.C. has made,” said Julie. Washington wants to make it mandatory to have adult supervision in the passenger part of the bus whenever minors are on board. “That person will be held responsible for whatever happens on the party bus.” That requirement, while increasing costs for party bus companies, will also help with driver safety because he or she will have fewer distractions to worry about. “How can you focus on driving when you have all the activity behind you?” Raymond said she and her daughter Danielle have been invited back to Olympia a second time, but can’t make it. Danielle told the Senate committee that she and her mother “began pressuring our government to take action, but unfortunately, no one we approached was willing to even have a conversation about it until 2013, when another 16-year-old in our province died. “In addition to these

Azoadam died on a party bus in Surrey. In November 2013, a 17-year-old girl from Abbotsford was dumped at a truck stop and beaten up after a trip on a party bus. However, the B.C. government has said it wants to focus on educating the industry about the existing laws. It’s illegal for anyone, of any age, to consume booze in a vehicle. Julie said after meeting Transportation Minister Todd Stone last June that he referred her to Attorney General Suzanne Anton, who then referred her back to the transportation minister, and was told that adequate laws are in place. “They have issued all these cautions, but nobody’s licence has been taken away or suspended. There will be another incident where there will be another death,” said Julie.

T

he dream of the Kanaka Education and Environmental Partnership Society for a welcoming home that will teach visitors about fish, forests and nature will now become a reality. Within months, there will be a new Kanaka Creek Watershed Stewardship Centre, featuring a classroom, a resource building and roof-to-creek landscaping at the Bell-Irving Hatchery on 256th Street in Maple Ridge. The hatchery hosts 10,000 visitors a year and students from around Metro Vancouver so they can learn about the life-cycle of the salmon and the environment needed to sustain them. “We’re in for a touchdown. We’re going to start [construction] this year,� said Ross Davies, with KEEPS. “We should be operating by the fall. We have the funding now. “Right now, we feel like a million bucks.� The stewardship centre, a $1.1-million project, complements the new hatchery, which was built in 2013. The stewardship centre now can be built thanks to a $300,000 donation from the estate of George Ross, a Burnaby resident who left $2.8 million to Metro Vancouver’s regional parks. The balance of $2.5 million will be put

into an endowment fund to provide ongoing money for programs. “I can’t wait for the curiosity that will be unleashed as students observe something we have collected under the microscope, note details, then head outdoors to see how it adapted to its home,� Davies said. Fundraising has been going on for a decade, with KEEPS, Metro

Vancouver and Pacific Parklands Foundation pooling their efforts. In addition to actually watching the rearing and release of fish, the stewardship centre will showcase green building features such as managing stormwater, using natural light to minimize energy use and using sustainable building materials. An outdoor learning area and amphitheatre will complement the

building. Other major sources of funds for the project included $600,000 from Metro Vancouver, $100,000 from the Shell FuellingChange campaign, $100,000 from the Pacific Salmon Foundation. “It was a real team effort of raising funds,� Davies said. He was confident that construction will start soon and be complete by the fall.

In Maple Ridge and Pitt Meadows, the community is strong, thanks to its countless volunteers, said Michael Hayes, president of the Pitt Meadows Community Foundation. Hayes, along with Maple Ridge Community Foundation president Robert Prince, is busy preparing for another year of making the region a more vibrant place to live. And to do that, they know they need the help of the countless volunteers who donate their time to making Pitt Meadows and Maple Ridge stronger. “Pitt Meadows is so fortunate to have such dedicated volunteers who are the glue that holds a community together,� said Hayes. Even helping out with the smallest of tasks can make a difference to those in need. “It can benefit you and your family as much as the cause you choose to help with. Dedicating your time as a volunteer can help make new friends, expand your network, boost your skills,

Both are examples of the people the community foundation needs in order to thrive. Last year, the MRCF handed out more than $14,000 in grants through its legacy fund,

Prince said the foundation is looking at expanding its charitable efforts by hiring a business development coordinator. He said the new role will help the foundation take its fundraising efforts, like its annual June golf tournament, to a new level. Hayes says the PMCF will continue its tradition of providing two student bursaries each year, as well as grants directed for seniors and various community groups in the health, recreation, sports, arts and culture, education and community development sectors. “What our ultimate goal is to have everybody in this community be able to participate in the community foundation because, at the end of the day, the money we raise goes back into helping people in this community,� said Prince.

Normally, when cyclists ride on an off-road multiuse path, or a sidewalk – as is allowed in Maple Ridge, Cycling Jackie Chow according to the City’s website – cyclists are required to dismount when crossing at a pedestrian crossing. When the crossing has elephant feet markings, they don’t need to. The markings can be placed either on each side of a pedestrian crossing , in which case the crossing is shared with pedestrians, or on one side of it, so that pedestrians and cyclists each have their own crossing. In Maple Ridge, shared pedestrian/ cyclist crossings can be found: along 122nd Avenue and Mountainview Crescent, by Maple Ridge secondary; along Abernethy Way, between 224th and 232nd streets; and in Pitt Meadows, crossing Kennedy Road near Ferry Slip Road, close to the Pitt River Bridge. The one in Pitt Meadows is painted green, which helps provide clarity that it is a cyclist crossing. Elephant feet are used for the convenience of cyclists. Having to get off your bike at every intersection is inconvenient and discourages people from biking. Imagine having to get out of your car at every intersection and having to push it across. All road users need to be aware of safety issues with these types of crossings. Most collisions between cars and bikes occur at intersections, and the danger increases when cyclists do not bike on the road. Drivers don’t expect cyclists to enter an intersection from a sidewalk or off-road path. Often, drivers also underestimate the speed of a cyclist.

Both drivers and cyclists need to slow down, and look out for other traffic nearing the intersection and potentially crossing their path, whether going straight or turning. All the elephant crossings in Maple Ridge and Pitt Meadows are along bi-directional multi-use paths, which means that drivers need to be extra cautious and look out for cyclists coming from both directions. Of course, the same goes for drivers entering or exiting driveways that cross a multi-use path. Maple Ridge also has its first “bike boxes,” at the Laity Street and Lougheed Highway intersection. A bike box is a painted green space on the road with a white bicycle symbol inside it. They allow cyclists to position themselves ahead of cars at an intersection. They are meant to reduce collisions between right-turning cars and cyclists going straight, and it also makes it easier for cyclists to make left turns. They increase visibility of cyclists, as well. What I like about them is that you don’t have to wait behind a car, breathing in its exhaust fumes. Motorists should stop behind the bike box. It’s safest for cyclists going south on Laity St. to continue riding in the middle of the lane once past the intersection, until they pass the narrowest section of roadway, so they don’t get squeezed against the curb when a car passes too close. Drivers, please be aware that cyclists riding in the middle of the lane most often do so to stay safe, so your patience and courtesy would be much appreciated. This special day takes place in schools, workplaces, and neighbourhoods across the nation, and features individuals like you bringing awareness to the cause. The goal of the Pink Shirt Day campaign is to raise $300,000 to fund local anti-bullying programs and you can be a part of this amazing campaign!

Bullying and Cyberbullying Bullying Bullying happens when there is an imbalance of power; where someone purposely and repeatedly says or does hurtful things to someone else. Bullying can occur one on one or in a group(s) of people. There are many different forms of bullying: ◼ Physical bullying (using your body or objects to cause harm): includes hitting, punching, kicking, spitting or breaking someone else’s belongings. ◼ Verbal bullying (using words to hurt someone): includes name calling, put-downs, threats and teasing. ◼ Social bullying (using your friends and relationships to hurt someone): includes spreading rumours, gossiping, excluding others from a group or making others look foolish or unintelligent. This form of bullying is most common among girls (Canadian Children’s Rights Council).

Cyberbullying Cyberbullying involves the use of communication technologies such as the Internet, social networking sites, websites, email, text messaging and instant messaging to repeatedly intimidate or harass others. Cyberbullying includes: • Sending mean or threatening emails or text/instant messages. • Posting embarrassing photos of someone online. • Creating a website to make fun of others. • Pretending to be someone by using their name. • Tricking someone into revealing personal or embarrassing information and sending it to others. Cyberbullying affects victims in different ways than traditional bullying. It can follow a victim everywhere 24 hours a day, 7 days a week, from school, to the mall and all the way into the comfort of their home usually safe from traditional forms of bullying.

Impacts Over time, youth who are bullied or bully others find their own ways of dealing with it. While some victims/bullies may become depressed and begin to withdraw socially, others react aggressively and turn to violence. Dangers for Children and Adolescents Who Are Bullied: • Depression • Social anxiety, loneliness, isolation • Stress related health problems (e.g., headaches, stomach aches) • Low self esteem • School absenteeism and academic problems • Aggressive behaviours • Contemplating, attempting, or committing suicide Dangers for Children and Adolescents Who Bully Others: • Not knowing the difference between right and wrong • Delinquency and substance use • Academic problems and increased school dropout rate • Aggression • Sexual harassment and dating aggression • Gang involvement and criminal adulthood • Difficulties in their relationships with others • Being bullied at the hands of others

Bullying and the Law Bullying can be a traumatic experience, and some forms of bullying can even be considered illegal. These include: • Threats - whether done face to face, online, over the phone or through text messaging. • Assaults - including pushing, tripping, slapping, hitting or spitting. • Theft of personal items - like a backpack, books, electronic devices, etc. • Harassment - repeated tormenting online, with texts, phone calls and/or emails. • Sexual Exploitation - sharing videos or photos with nudity of people under 18. • Hate crime - bullying based on ethnicity, sexual orientation, religious beliefs, etc. For all of these criminal offences, it is important to notify your local police detachment or report it to CYBERTIP.CA. Based on the available information, police will decide if an investigation is warranted and whether charges may be laid.

What You Can Do Youth If you are a victim of bullying • Walk away or leave the online conversation. • Keep track of the bullying (write it down and/or save a screenshot of the online message). • Tell a trusted adult. If you don’t trust anyone or need to speak with someone urgently, contact the confidential and toll-free Kids Help Phone. • Report the bullying to school administrators. • Report criminal offences, such as threats, assaults and sexual exploitation to the local police detachment. • Report unwanted text messages to your telephone service provider. • Report online bullying to the social media site and block the person responsible. • Facebook • YouTube - Safety Centre • Twitter • Instagram – block a user or report something • Tumblr – how to “ignore” (block) someone If you know someone who is being bullied... Most types of bullying go on as long as someone is watching and laughing. As a bystander, know that you have the power to stop the bullying. 60% of the time, bullying stops in less than 10 seconds when someone steps in (Kids Help Phone). • If you feel it’s safe to do so, tell the bully to stop. • Find friends/students/youth or an adult who can help stop it. • Befriend the person being bullied and lead them away from the situation. • Report it to a teacher or school staff. • Fill out an anonymous letter and drop it off to a teacher or any adult you trust. Adults If you know or think that a child is a victim of bullying... • Talk to them - Let them know that they can trust you and that they shouldn’t deal with bullying alone. • Help them: • document the bullying; • report unwanted text messages to their tele phone service provider, or cyberbullying to social media sites; • report the bullying to school administrators; and • report criminal offences, such as threats, as saults, harassment and sexual exploitation to the local police detachment.

The view from Poplar Grove over Okanagan Lake is spectacular as is the Syrah, which, like the best of the winery’s reds, benefits from the extra aging afforded by cellaring it for a couple of years longer than the norm. A three-kilometre side trip to Red Rooster netted a Reserve Syrah, which exuded yummy plum and cherry from its neck, once opened! One more stop before a relaxing evening spent staring over the lake while sipping on a suite balcony at the Summerland Waterfront Resort. The snowy and very icy single track to the new Sage Hills Vineyard in Summerland required careful navigation. The reward was a barrel tasting with winemaker Andrea Lee and vineyard manager Keenan Thrussell. The new vintage had yet to be bottled but a rosé version hit the spot later! Time to return to the coast via Sandhill Wines in Kelowna. Howard Soon, a B.C. born industry pioneer, makes Syrah from vineyards in the south of the valley and a special ‘small lots’ version from a

single vineyard. By the time the rear two rows were lowered to accommodate the purchased cases of wine, the seven-seat MDX was strictly a two-seater. Despite its load, it leapt up to the Pennask Summit on the Okanagan Connector as fast the outside temperature dropped to minus five. The Coquihalla Highway was bathed in sunlight and the descent to Hope was smooth and quiet but for the rattle from the bottles. Bring on the Aussies! If you can’t get to the festival tasting room, tour Okanagan wine country this summer… with a designated driver, of course. It’s time to spring into action By Kevin Gillies

I

s it too early to talk about getting the lawn ready for summer? With the Lower Mainland’s wacky winter carrying right on through February, Facebook is already showing evidence of folks’ lawn-mowing efforts. Excuse the poor English and pun, but this jest ain’t right? The thermometre has been hovering around the 15 C, trees are blossoming, plants are blooming, and yet there’s still Christmas lights dangling from gutters. It’s time to, ahem, spring into action, starting with those icicle lights. Then it will be all about buying seed, fertilizer, herbicide, lawnmower service, string trimmers, and, perhaps, other equipment in an effort to create the ideal lawn – a lush, green expanse of grass that looks and feels level, balanced, and beautiful, and feels cool between the toes. Apparently it’s time to prepare our lawns for spring – in February (eat your heart out East Coast). It’s time to set the blade high for that first cut, then pull the rip chord on your mower. To start, rake the lawn to remove dead growth and leftover debris from the winter. Raking helps bring light and air to the soil, and encourage grass to grow. Where needed, rake bare patches of lawn firmly with a metal rake, then reseed the area. Try sprinkling some grass seed into a bucket of soil, then spreading it evenly over the bare spot. Remember to keep the area well-watered until seeds new grass is established. And pre-emergent herbicides like corn gluten could be applied now. And what about that sad sack looking winterravaged garden? This would also be a good time to thin the dead foliage of ornamental grasses, ferns and other plants or bushes. Once new growth begins, it can become difficult to thin ornamental plants out without damaging them. New growth will quickly replace the culled foliage and debris.

And, in case you didn’t get around to this in the fall, pull the old tomato, squash and other plant skeletons to clear the bed for new planting. Plant skeletons can be added to your compost as long as you’re sure they aren’t diseased. When it’s dry enough, ‘top dressing’ the beds is a good idea. Top dress your garden beds with compost or well-seasoned manure in preparation for planting. Try to resist the urge to dig the bed up as established beds have complex soil ecosystems, which is usually best left undisturbed. Nutrients added from the top will work their way down into the soil. And, to compact the spring process, early

Dolomite is the finest grind, and recommended. With ground limestone it takes twice as long for plants to derive benefit and ideally, lime is added several weeks before actual planting. Hydrate lime (quick lime) is not recommended as it can change the soil pH level so rapidly that plants can be damaged. The Maple Ridge Burrards took a goal-agame sniper with their first pick in last week’s Western Lacrosse Association Draft. Connor Goodwin, of New Westminster, has 22 goals and 26 assists in 14 games with the Port Coquitlam Saints of the B.C. Junior A Lacrosse League last season. The 6’1’’, 180-pound lefty shooter was traded to the Calgary Mountaineers late last season and had four goals and seven assists in four games at the western Canadian championships. He currently attends McGill University, where he plays field lacrosse. Burrards general manager Daren Fridge said lefty offensive-types are a desired commodity in the WLA and that Goodwin will help balance the Burrards’ attack. “He’ll add depth to the left side,” a shooter who can pick and role and cut through the middle of the floor. Goodwin played several games as an affiliate with the Burrards last season and scored a hattrick in one. In the third round, the Burrards grabbed a defensive-transition player, 6’1’’, 205-pound Steven Ferdinandi of the New Westminster Salmonbellies. The gritty, hard-working lefty slipped to the third round, Fridge said, because of a school commitment, but he was too good to pass up considering the Burrards didn’t have a secondround pick. The Burrards, under head coach Chris Gill and assistant Rob Williams, developed a big, punishing back end unit that made teams pay

The Burrards took Michael Henry from the Delta Islanders in the fourth, and his teammate Sam Clare in the fifth. Henry had 10 goals and 42 assists for Delta, while Clare had two points in three games. Fridge said Henry, from Kamloops, could get a look early in the season, when nine or 10 Burrards’ players are still competing in the National Lacrosse League. of the Burnaby Lakers, and in the seventh took Alex Margeston of the Langley Junior A squad. In the eighth, the Burrards selected Dustin Parker from the Maple Ridge Junior B team, and in the ninth took his teammate Kyle Comeault. The Burrards finished third in the WLA regular season in 2014 with a 9-8-1 record. They surrendered just 125 goals, second fewest in the league, and netted 150, which was middle of the pack. The Burrards eliminated the Burnaby Lakers in the first round of the playoffs, advancing to

the WLA final for the first time in 23 years, but losing to the Victoria Shamrocks in five games. Fridge expects the team to compete for a spot in the upper half of the league standings again this coming season, and used the draft to stockpile more talent and depth. “You never sit still, right?” He’s been with the Burrards organization for 23 years, first as a player and the past 12 as an executive member. He knew they had a good team last year, “and we showed how good we can be. “But we are all still chasing Victoria.”

In retirement, Henry settled on the bank of the Fraser River, where he puttered in his yard, rebuilt bicycles and flew his own hand made kites. Henry was a friend to many and will be missed. BUECKER, Erich William 1957-2015

It is with great sadness and fond memories that we announce the sudden passing of Erich William Buecker. Erich was born on November 25th, 1957 in Fort William, Ontario and passed away on January 11th, 2015 at the age of 57. He is survived by his wife Judy of 37 years, and his four loving children; Leah (precious grandson Levi), Scott, Mark and Keith. He is also survived by his mother Anneliese, his sister Marion and predeceased by his father Erich. Family was everything to Erich. Erich worked at Flavelle Cedar. He took great pride in his many years of work there, and was an involved member of the union. Erich’s great passion in life was sports. He excelled in every sport he played. For over 25 years, he loved volunteering his time to coach youth sports. His other passions in life were music and video games. A Celebration of his Life will be held at Terry Fox Secondary Gymnasium on Sunday, March 29th 2015 from 1-3pm. For those desiring, donations can be made in Erich’s memory to the Coach Buecker Basketball Memorial Fund, at Vancity - Branch 50 to account number 63636.

DORAN, Dolores (nee Hendricks) Dolores Ione Doran passed away on February 12th 2015 at the age of 92 years old. Dolores was born in Kinistino, Saskatchewan in 1922. She married Robert Joesph Doran (predeceased in 1999) in 1946 after moving to Vancouver. One of the many highlights of their marriage was their 1972 tour of Europe. She has been a part of the seniors community in Maple Ridge for sixteen years. She will be deeply missed by her sons Larry (Jean) and Robert (Trish), and her five grandchildren Amanda (Tristan), Daleth (Simon), Kyle (Paige), Brendan (Ashley) and Rochelle. She will also be remembered by her three great-grandchildren, Karsten, Mason and Keira. She was laid to rest at Valley View Funeral Home in Surrey.
