to assist the homeless and establish a sobering assessment centre downtown. “It’s fantastic,” said Paul Mason, organizer of the second annual walk in Campbell River, part of a larger, nationwide series of fundraisers. “We’re still counting and donations are still coming in. “The community has just been fantastic.”

Among the walkers were members of Campbell River City Council and the Strathcona Regional District board, along with volunteers and staffers of other social services organizations in the community. Following registration at the Community Centre gym, walkers — many wearing “Coldest Night” toques and carrying signs — departed into the setting sun for

Afterward, they were treated to free chili served by the food volunteers, coffee provided by Tim Hortons, and live music from the band Inclusion. “On behalf of Campbell River Family Services Society, I’m extremely grateful for all the people who volunteered and who came out,” said Mason.

City staff are recommending a 1.13 per cent tax increase to the city’s base budget for 2015. While that figure is still preliminary, it’s the magic number that the city’s financial department has determined will erase the deficit and allow for the status quo. Ron Bowles, the city’s corporate services manager, told city council Monday at its first budget planning session that the 2015 base budget has a deficit of $290,325. “This is equivalent to a 1.13 per cent increase across all classes for 2015,” Bowles said. “This will result in approximately a $16 tax increase per household,” Bowles said. Last year, the average assessed home in Campbell River paid $189 in taxes and user fees for a wide range of city services including drinking water and sewer services, emergency response, garbage collection, parks and recreation programs, streets and sidewalks. Budget: Rate not set yet its council contingency account at $150,000 for 2014. Last year, $40,000 was taken from council contingency to pay into a carbon neutral account as part of the city’s commitment to the Climate Action Charter. Instead, council agreed to have that $40,000 come from the city’s sustainability department in 2015. “I think we’ve tossed t h is $ 4 0 , 0 0 0 f rom account to account and I think it’s important we align it with the department responsible for our carbon offset program,” said Coun. Larry Samson. “I think this is the home where it should sit.” Council also made the decision Monday to set aside $30,000 for the creation of three new task forces proposed by Adams during the inaugural council meeting in December - the Forestry Task Force, Development Advisory Task Force and

Adams said he is aware that taxes are an important issue to the community and he wants council to reflect that. “We heard very clearly during the election campaign, right through the fall, that taxes are extremely important to people,” Adams said. “And as we go through deliberations, I want council to be mindful of that, that we are representing the community as a whole. While we have a number of requests and there are a lot of Service Level Change Requests, it will be up to council collectively to be cognizant of the message from the community as we move that forward.” While setting a tax rate is still a few days away, council did approve in principle its base budget, going department by department. Council also made the decision to re-establish

Willis Road residents waiting for flood relief Kristen Douglas

Campbell River resident Wendell Ross had just one question for council at Monday’s financial planning session. “I’d like to know, when will council be ready to address the issue of flooding on Willis Road?” said Ross, who got straight to the point during his presentation to council. The senior, who lives near the corner of Willis and Petersen Road, said he’s tired of his yard getting flooded out year after year. “My taxes keep going up and nothing has been done to fix the problem,” Ross said. “My driveway is cracked and sinking, the property is losing value every year but my taxes don’t reflect that. “Please do something to help us,” Ross appealed to council. Coun. Ron Kerr asked Ross if any ditch work has been done at the front of his house. Ross said while some work has been done, it hasn’t cured the problem. He said the issue is that pooling water from the property to the south and to the west of his home all drain onto his yard. “All of the water that accumulates in these two areas has to drain onto our property,” Ross said. “The ditch can’t handle all the water. It’s been an ongoing problem for a few years. “We’ve only lived here three years but it seems to be getting worse.” And Ross isn’t the first to come forward. There have been complaints in the past from Willis and Petersen Road residents about flooding in the area. Last October, Petersen Road resident Ken Seeley lost a significant portion of his yard during torrential rains. The bank behind his home came down into his neighbour’s yard, bringing with it some mature fruit trees. Mayor Andy Adams said it’s a problem that most on council are well aware of. “For some of us that have been on council for awhile, we’re certainly aware of issues up at Quinsam Heights and the storm water management issues,” Adams said. “This past year was exceptional as far as the problem, with the amount of rainfall we had. I know some of the city staff were up on Willis Road trying to stem the tide. “We’ll have staff continue to take a look at it.” Adams said he’s heard people question why the city didn’t apply to the Build Canada grant program to help fix the drainage issues in the Willis area; the city instead chose to go with Highway 19A upgrades. “While we would have liked to consider (Willis), unfortunately it exceeded the budget limits for the intake of Build Canada for this year,” Adams said. “But that doesn’t mean staff aren’t continuing to take a look at it, including your property.”

Eyesores, noisy neighbours and vehicles overstaying their welcome were the most commonly reported bylaw infractions to the city last year. Public nuisance complaints topped the list at 204. Of those 204 calls, 94 were for unsightly premises and 31 were for noise. Graffiti generated 24 complaints to city hall while 15 people called to complain about poor visibility at intersections and driveways, whether it be from overgrown bushes or parked vehicles. Traffic and highway infractions were the second most reported offence, with 94 complaints recorded. Forty-seven of those complaints were for vehicles parked longer than 48 hours while 26 were for illegal parking. Of those illegal park jobs, seven were related

to lane use, five for an oversized vehicle, five for parking on the sidewalk, four for blocking a driveway, three for parking too close to a fire hydrant and two related to vehicles for sale. City Clerk Peter Wipper said the city’s bylaw enforcement department is getting busier each year. “A 2007-2014 comparison indicates that bylaw complaints have been steadily increasing for the past three years,” Wipper said. He added that there are number of methods that city staff use to gain compliance. The majority of situations, 172, were rectified after the city provided written notice or a warning while 24 were resolved through advice or education. A further 23 were self-rectified and 22 people complied with a verbal request. Wipper said tickets are a last resort and of the 414 bylaw complaints filed with the city last

year, in only one case was a ticket issued. As part of the city’s efforts to enforce its bylaws, the city hired Robbins Parking Service for $1,579 per month in response to concerns from the Downtown Business Association and Pier Street Association about vehicles parking illegally and overstaying the parking limit. “Patrols started in June, 2014 (and) in the first three weeks of operation, Robbins issued 99 warnings in an effort to gain compliance before issuing any ticket violations,” Wipper said. Robbins did eventually write up 683 tickets, with July (123), October (112), and November (100) being the busiest months for tickets. Other bylaw complaints in 2014 included: eight for vacant buildings, five for littering, two for hazard trees, one for public disorder, two for snow removal, and one for debris on the road.

The Campbell River Indian Band held its election for Chief and three council members on Feb. 18 under the Election Code of the Wei Wai Kum First Nation ratified by the Band membership in 2010. Voter turnout was 60 per cent of eligible on and offReserve voters, according to a band release. Chief Robert Pollard and two sitting councillors, Curtis Wilson and Jason Price, were re-elected for another four-year term. Shelly Haunch was elected to serve her first four-year term. Four sitting councillors have two years remaining in their terms from the election in 2013. They are Dean Drake, Priscilla Henderson, Marian Atkinson and Dana Roberts.

So, why do we have an ICBC monopoly? We’re No. 2! It’s a not a list British Columbians want to lead, however. After Ontario, drivers in B.C. pay more, on average, for auto insurance than people in any other province. In fact, three of the top four are provinces with public insurance, also known as a monopoly. We went for an Internet ride to seek a list of the average auto insurance costs by province. We found a few, some on private company websites, others through independent sources. The list, from top to bottom, was the same on all of them, which tells us it’s pretty solid. So, Ontario is first, as in most expensive, followed by B.C., Saskatchewan and Manitoba, the latter three being public/monopoly situations. The good people at ICBC wanted to share how much money they are pouring back into, say, Parksville, as an example. ICBC invested $39,000 on road improvement projects in Parksville in 2014. Almost half of that ($17,400) was spent at the weigh scales, which really aren’t in Parksville and not exactly a frequent destination of 95 per cent of the city’s residents. The rest of the money was spent on the intersection of Drew Road and Highway 19A — you know, the new lights in French Creek close to the Home Hardware. No, fine folks at ICBC, that intersection isn’t in Parksville. Let’s forget for a moment the people of ICBC are clearly geography-challenged. Instead, let’s have a look at what Parksville drivers likely paid in car insurance in 2014. Most sources suggest the average paid by B.C. drivers annually to ICBC is a little more than $1,100. Let’s be conservative, and help with the math, by calling it an even $1,000. Let’s also be conservative and suggest there are 6,000 vehicles in this city of about 12,000 people. Using those numbers, Parksville drivers send $6 million to ICBC every year. And in 2014 got back $39,000 worth of road improvements that aren’t within the city limits. We find it difficult to come up with any reason why this ICBC monopoly situation is a good thing for the people of B.C. – Black Press

Why cut taxes for the rich?

The B.C. government’s third straight budget surplus is the main battleground for provincial politicians this spring, with little else on the order paper to argue about. The main conflict is over the tax cut for the rich that results from removing a two-year surtax on personal income greater than $150,000 a year. It’s an outrage, says the NDP, starving our threadbare government services of more than $200 million over the next three years. NDP leader John Horgan set the tone in his reply to Finance Minister Mike de Jong’s budget speech: “I can appreciate that the minister was celebrating with the champagne-and-caviar set, but the rest of British Columbia saw $700 million in increased fees and taxes on their backs.” Old news, de Jong replied. It was a two-year surtax on highincome earners to help get B.C. out of its post-recession red ink, and it expired as it was legislated to do. poor. This has closed the wage gap considerably in Canada. By 2010, the top 20 per cent of earners were paying 58.3 per cent of all income taxes. That’s up from 50 per cent in 1976, showing how long Canada’s income taxes have been “progressive.” This is the main reason why “income inequality,” that other great cause of the left, started leveling off in Canada around 1998. Cross points to measures like the low-income exemption from income tax. By 2013, the bottom 40 per cent of Canadian households were paying just 6.8 per cent of income taxes, and more than a third of income tax filers were paying none at all. Hydro and Spirit Lake partnership benefits business

BC Hydro and the First Nations operated company Spirit Lake Silviculture have developed a business relationship that is a win-win for both companies for vegetation management services along power lines. “BC Hydro relies on a variety of suppliers for a wide range of products and services for BC Hydro,” says BC Hydro spokesperson, Stephen Watson. “ T h i s w a s d on e through a Request for Proposal procurement process on BC Bid where we shortlisted companies, based on pricing and expertise, and in some cases keep them on a shortlist on an ongoing basis to be contacted about specific upcoming work.” Spirit Lake Silviculture, based out of Campbell River and a business developed by members of the We Wai Kai Nation, is on such a shortlist for vegetation management work along power lines. “We can only succeed through relationships and the relationship with First Nations is of high importance to BC Hydro,” adds Watson. “As p ar t of our commitment to the advancement of Aboriginal economic opp or tu n it i e s , B C Hydro ensures that some of our contractors and suppliers are Aboriginal businesses and individuals. City council received some disturbing statistics Monday night relating to the welfare of children in this city. Dr. Tanya Flood with Success by 6 painted a grim picture that parents are struggling and the effects are being passed down to their children. “In 2004, one in six Campbell River children are not developmentally ready for school. In 2011 it was one in four not developmentally ready for school – as a city we are failing,” Flood said

during a presentation at Monday night’s council meeting. “By 2013, one in three children in Campbell are not developmentally ready to learn.” And to make things worse, Flood said the resources to help those children are not readily available. “Wait lists for early intervention programs are utterly astonishing,” Flood said. Children referred for autism assessment are waiting over a year from the date of referral, and families are being asked to travel to Nanaimo for assessment, Flood said. And the bad news

Flood said that currently 22.8 per cent of Campbell River children under the age of six live in poverty, compared to the provincial average of 18.5 per cent and the national average of 13 per cent. In addition, roughly 500 Campbell River children under the age of 17 use the food bank monthly and 154 children up to age 16 were living in care as of November 2014. Flood said child poverty is largely attributed to the generation squeeze – young Canadians are paying more and more for an education but wages are stagnant. According to Flood earnings have dropped by 11 per cent since 1976, even though young people today are twice as likely to have post-secondary education. The squeeze tightens after a baby is born, with families losing up to $15,000 in household income.

Flood said while “the decks are truly stacked against young Canadians” efforts are being made, especially in Campbell River, to turn the tide. Success by 6 with the Campbell River Family Network which has hosted vision and dental screening programs for children, child development workshops, health fairs, and supports the family gym. Flood commended council for taking an active role by partnering with the Family Place and recently appointing Coun. Michele Babchuk to attend Success by 6 meetings. “But even with all the support it’s not enough, our children are becoming more and more vulnerable every year,” Flood said. “As a city council I challenge you to become provincial leaders to reduce child poverty in Campbell River to 15 per cent because the benefits are there. It results in a healthy community for

everyone.” As part of that step in moving forward, Success by 6 is working on a Children’s Charter (the city already has a Youth and Seniors Charter) and council on Monday night agreed to support the Charter and have city staff assist Success by 6 in any way possible. Babchuk said it’s something that council needs to do. “This is a demographic of our city that needs a voice,” Babchuk said. “When you take a look at those statistics, it’s not something that’s necessarily new in our community, but it is something that needs to be looked at.” Flood thanked Babchuk for pointing out that children need to be heard too. “I’m glad you said that because there is an equal number of children as there are seniors in this community but it’s a voice that often goes unheard,” Flood said.

Smoke alarm alerts homeowner to bedroom fire Just before 6 p.m. on Feb. 8, fire crews responded to a reported house fire in the 2700 block of Bradford Rd. “When crews arrived they found the occupants evacuating the home and a fire in one bedroom on the second floor,” said Deputy Fire Chief Chris Vrabel. “A very quick response by fire crews that evening extinguished the fire before the smoke and flames had the opportu-

nity to migrate beyond the single room.” No injuries were reported, and damage was isolated to the single room. “The homeowner was alerted to the fire problem after her smoke alarm activated on the lower floor,” adds Vrabel. “This is another example that working smoke alarms save lives and reduce property damage.” The incident is consid-

ered non-suspicious, and an investigation to determine the cause of the fire is still underway.

Propane fridge catches fire On the evening of Feb. 7, crews responded to a mobile home park in the 4000 block of South Island Hwy. for a reported propane fridge on fire. On arrival crews discovered a propane

fridge in a recreational vehicle had failed, causing minor damage to the internal components of the fridge. “The vehicle owner did the right thing by exiting the vehicle, turning off the propane supply tanks and calling 911 for help,” Vrabel confirms. Campbell River fire fighters remind the public to test smoke alarms and practice home fire safety drills and evacuation plans regularly.

Alarm aids apartment escape Smoke alarm warning helps occupants escape, but apartment fire displaces family A smoke alarm helped two people escape an apartment fire that has displaced a family living in an apartment complex on Robron Road. At 12:24 p.m. on Feb. 20, Campbell River fire crews responded to a fire in a two-storey apartment complex at 300 Robron Road. Multiple 911 calls were received in the North Island 911 Fire Dispatch Centre in Campbell River, reporting heavy smoke coming from the complex, and when crews arrived, smoke from a second-storey window indicated the unit involved. “Crews entered the building and quickly extinguished the fire to prevent it from spreading to adjoining units,” says deputy fire chief Thomas Doherty. “Thankfully, the people living in this unit had a working smoke

alarm. One of the occupants in the home was awakened by the sound of the smoke alarm. This early

warning gave the occupant – and a small child – time to escape the fire.” “This is yet another example of the importance of having a working smoke alarm in your home,” said Doherty. “Without a working smoke alarm, the results of this fire could have been tragic.” The people who escaped the fire were treated by British Columbia Ambulance Service on scene and transported to Campbell River Hospital for observation. A fire investigator has determined the fire was accidental, caused by a candle. Damage estimate to the building has yet to be determined. “Campbell River fire fighters remind the public to never attempt to drive over a fire hose at a fire scene,” said Doherty. “A sudden loss of water due to damage as a result of driving over a hose could leave fire fighters in a burning structure with no protection.”

Having never had a haircut, five-year-old Summer Knowles of Campbell River is planning to make her first one memorable. Throughout the month of February, Summer has embarked on a fund-raising effort for Locks of Love, which creates and provides wigs for children suffering from hair loss due to illnesses such as cancer and alopecia. “Our goal is to gain community awareness, likes on our Facebook page that we update frequently, and overall donations to help us reach $1,000 — the amount

needed to create a wig from donated hair,” said Andrea Knowles, Summer’s mother. As of Wednesday evening, the campaign had raised $690. It will continue until Feb. 28, when Summer plans to have 10 inches of her waist-long hair cut for donation, along with all funds raised. The fund-raiser kicked off Feb. 1, complete with daily updates on Facebook at Summer’s First Haircut Fundraiser. The youngster has been joined in the effort by her lifelong best friend and “birthday buddy” Reao,

who appears with Summer in many of the almost daily videos posted on the Facebook page to update supporters. “We are currently working on securing a location for the cut, a stylist and community sponsors to help make Summer’s experience a special one,” said Knowles. Anne Young reprises Our Town for hospice

Antics Theatre is preparing for their upcoming production of Thornton Wilder’s wonderful classic “Our Town”. Anne Young had the pleasure of directing “Our Town” for Rivercity Players in 1988 at the Tidemark Theatre. Young feels the time has come to do this old fashioned and sensitive play of the 1900s again. All cast members are enjoying the script and getting a good feeling for how the daily lives of Grover’s Corners is. There are 3 Acts: Daily Life, Love and Marriage and Death and Eternity. “Our Town” is narrated by a Stage Manager and performed with minimal props and sets. Costuming will be in keeping with the early 1900s. Young has a personal reason for wanting to do Our Town. This past October her sister passed away. The last days of her sister’s life were spent

Opland was born and raised in Anchorage, Alaska and performs on an array of musical instruments including an unusual 5 string violin, hammered dulcimer, hurdy gurdy and an Alaska made, double chambered, wooden ocarina. She has appeared on radio and television in the U.S., Canada, Russia, Uzbekistan, Scotland, Ireland and England. These two divide their time between Suquamish, Washington and Inistioge, Ireland, because anyplace else would be too easy to spell. They have recorded eight albums between them (includ-

After surviving a scare in a penalty-plagued third period Saturday, the Campbell River Peewee A Tyees took care of business and claimed the Vancouver Island Tier 2 championship banner with a pair of victories over Powell River last weekend. A nail-biting 4-3 win Saturday, followed by a 4-2 victory Sunday at Powell River, gave the No. 1 Autobody peewees a sweep of the bestof-3 series and lifted the Tyees into the Tier 2 provincial championship tournament Mar. 15-20 in Prince George. The Island title did not come without some drama.

The Tyees led Saturday’s opener 2-0 entering the final period and 4-1 with less than five minute remaining. But the Kings scored with 3:17 left and struck again on a 5-on-3 power play just over a minute later to make it 4-2. The game ended with Powell River skating with a 6-on-4 advantage thanks to another Tyees penalty and the pulling of goalie Ryan Smillie. “We got into a bunch of penalty trouble that killed the flow of the game and our momentum,” Tyees coach Craig Idiens said. “But the kids did a good job of battling. Overall, our penalty kill was very good for us.” Owen Parker scored a pair of goals in the win.

Together they proceeded to raise their family in the small, vibrant community, and lived there for the next 58 years. Lorraine worked hard as a homemaker, providing a wonderful, loving environment for John and the three kids. She never complained about the endless demands of her time and services from the family, be it a gourmet meal prepared at the campsite, a favorite pair of pants in need of mending, or a scuffed knee requiring medical attention, Lorraine was always at the ready to dispense her unique skills as Super Mom and doting grandmother. Eventually the kids grew up and (reluctantly) moved out, and Lorraine was able to enjoy retired life with John, camping, travelling, wine making, and playing with the grandchildren. In 2008, John and Lorraine thought it was time to kick retirement living into a new gear, and moved into an apartment at the Qualicum Beach Gardens. Tragically, John passed away a month later. Lorraine loved her new home and lived there for another 6 years, where for the first time in her life, others were doing all the work for her, putting an indelible smile on her face forever!!
