The Growing for Gold program would offer businesses the opportunity to display a free decal, saying, Naturally, you can

Bouchie Lake Recreation requests support

The CRD agreed to support an application from the Bouchie Lake Recreation Commission to the Northern Development Initiative Trust (NDIT) Regional Development Account, under the Community Halls and Recreation Facilities Program. If approved, the request of $30,000 would be used to undertake improvements to the Bouchie Lake Community Hall including demolition and reconstruction of the hall entrance. The existing concrete stairs will be replaced with a covered wheelchair accessible ramp and handrails, and exterior lighting will be installed to improve safety. The project will support community recreation and event infrastructure and will create some temporary local labour jobs.

Kimberly VanceLundsbye, Healthy Communities grant researcher, Mark Pugh, from Acute Services for Interior Health and Dr. Glen Fedor appeared before the Board to provide an update on Healthy Communities activities. The presentation focused on results of the recent South Cariboo Mental Health survey. Some of the key areas that were addressed in the survey included geographic isolation, wait lists, cultural differences and barriers. Support The Cariboo Regional District will be writing a letter of support to Aboriginal Affairs and Northern Development Canada regarding the proposed addition to one of the Williams Lake Indian Band’s reserves. The proposed re-

serve lands are lands to be exchanged with the Province of B.C. for portions of the reserve lands that are related to the Highway 97 road widening.

Proposed changes The Cariboo Regional District reviewed and will be seeking clarification on the recent proposed changes to the BC Fire Service Minimum Training Standards and the ongoing discussions regarding fire inspections in rural areas. The CRD will be requesting amendments to the BC Fire Service Minimum Training Standards playbook to clarify the definition of “authority having jurisdiction.” The clarification will specify that regional districts are only responsible for those fire departments they operate directly and instances in which an exterior operation level service may enter an interior space. The CRD will also be investigating what other regional districts are doing with respect to fire-related safety inspections in the rural areas, and the implications of advising the Fire Commissioner’s office Cariboo Regional District volunteers will no longer act in the capacity of local assistant fire commissioners. Toastmasters The Cariboo Regional District has proclaimed March 2015 as Toastmasters month throughout the Cariboo Chilcotin. In 2015, Toastmasters International is celebrating its 90th Anniversary around the globe.

Survey says The Board reviewed the results of the 2015 budget consultation open house surveys and meeting notes. The budget consultation process will be referred to board strategic planning for future consideration.

NCLGA The Cariboo Regional District will be submitting a resolution to the North Central Local Government Association’s (NCLGA) Annual General Meeting and convention. The resolution will call on the Province to deliver the full allowable cut under the BC Timber Sales program, complete a science-based inventory of the available timber supply and move assertively to increase operating certainty on the working forest land base. The AGM and convention is in Prince George, May 6-8. This annual event is focused on connecting communities, identifying common chal-

Invasive plant The CRD Board of Directors received the annual review of the Invasive Plant Management program. Treatment crews completed an inventory on 2,050 sites over the 2014 operational season that began in May. The CRD follows the concepts of an integrated pest management program; employing a whole suite of tools to control invasive plant species dependent on the species and/or site conditions. Treatment activities included mechanical, chemical and biological. In 2014, the Program provided invasive plant management services for the Cariboo Regional District, City of Williams Lake, and District of Wells on private, municipal and regional districtowned lands. Services were also provided on a fee for service basis for the City of Quesnel, BC Hydro, Fortis BC Energy Inc., Ministry of Transportation and Infrastructure and Ministry of Forests, Lands and Natural Resource Operations. REDDEN, Donald Harold March 27, 1943 – February 5, 2015

Captain Don Redden has made his final departure. He died as he lived; calmly and peacefully. Survived by his companion of 13 years, Beth Bressette, daughter Debbi (Rod) Banzer, son Tom Redden, grandsons Rory (Chantel), Ryan (Kim) and Riley Banzer, great-granddaughter Brooklynn, brothers Lloyd (Shirley) and Grant (Joan) Redden. Predeceased by parents Harold and Ellen, son Allan, former wife Lana and sister Reta. Don was born in Lloydminster, and at 12 moved with his family to Quesnel. He married Lana Wilson in 1965 and moved his family to Prince George in the early 1970s to pursue his flying career. Natural skill and passion kept Don in the sky for 50 years, flying over 20,000 hours. Don joked that in his lifetime he went from driving horse and buggy

on the farm to flying Lear Jets at 600 mph. Don’s flying career encompassed bush piloting, forest fire fighting, owning a small flying service, delivering steel for Arctic drill rigs, NT Air passenger runs, air ambulance flights and corporate flying (30 years with Northwood). He was remarkably innovative, creative and skilled in mechanics. Don loved playing guitar and was well known for his energetic flat-picking lead and steady rhythm. He loved jamming with friends, entertaining seniors, playing festivals and dances and going ‘on the road’ with his band, Sound of the North. A long-time member of BC Old Time Fiddlers, he taught himself to play fiddle in his late sixties. Don loved hiking, bicycle trips, kayaking, fishing, camping with friends, and watching the soaring eagles

and loons from the deck of his beloved log home at West Lake.

Next steps are of extreme importance

oving forward, certainly brings back memories of 1986 – when we started to organize and lobby for the small arena. Believe me that was no easy task. This new arena is just like old times, at least for me and many others. After attending the JPC meeting Feb. 17 it was nice to see so many residents out. Very interesting presentation by the architect’s. Certainly does tell the tale of how we don’t have the funds in place to build what we had hoped for. Many comments were made in regards to building on the site of the old arena or barn which ever you wish to call it, there certainly were many unknowns. At least a decision was made to get detailed plans for what is felt wanted by residents. Albeit it appears the seating will be reduced to 1,200, no covered breezeway, no doubt a few other changes as ways to reduce the cost on the new site without jeopardizing the intent. I certainly hope that future discussions will be open to the pubic – not that they are in-camera but they certainly don’t go out of the way to let us know when the meetings are. So let’s hear it for open, honest and transparent

discussions. Of course there is the issue of the referendum question for borrowing $7.5 million dollars, over 20 years, to provide for the construction of a new arena. Nowhere does it

state we can’t spend more than $7.5 million dollars for a new arena. In my opinion if we had more money we could spend more on the arena. I am sure that many would agree that if we can secure $6 million dollars from the Federal Gas Tax Strategic Priority Fund that money could be used toward any cost over runs if there are any. With the balance of funds used to reduce the debt load to the

taxpayer. By being open and informing the public as to when the application has been sent, the citizens can then lobby Dick Harris, our MP to do anything he can in his position to secure that funding for Quesnel. The mayor repeatedly says that they have permissive authority – true but that authority is for the borrowing of the $7.5 million not the cost of the arena. Regardless, the next

steps are so important and this work is going to take months for sure, please keep us informed and in the loop. We will be watching and waiting with baited breath for the outcome. Let’s Go! Now that the 2015 budget is near completion, Council is able to turn its attention to other matters, including some house cleaning with respect to the City’s policies and bylaws. While the Financial Sustainability and Audit Committee (FSAC) has been working away on the 2015 budget and will now begin to work on the 2016 budget, another of Council’s permanent standing committees, the Policy and Bylaw Committee (PABCOM) chaired by Councillor Ron Paull, has been slogging through the City’s bylaws and policies with a view to updating and modernizing them. You’ll hear more about the work of PABCOM in the coming weeks as Council will be repealing a large number of bylaws that are no longer applicable, updating many more to reflect current law and practices, and introducing new policies and bylaws to achieve strategic goals and objectives. Like the Finance Committee, the Policy and Bylaw Committee will work throughout the year to assist Council to use its main legislative tools (policies and bylaws) to ensure Quesnel remains a vibrant and attractive community through this transition period. In another modernization initiative, Council will be conducting a strategic planning session with the four Northern Directors of the Cariboo Regional District in mid-March. Both Council and the Northern Directors are keen to review the current governance structure for our main recreation facilities in the City and the recreation facilities in the rural areas surrounding Quesnel. Once we review the governance structure for sub-regional recreation and the North Cariboo Joint Planning Committee, it’s Council’s desire to engage the Northern Directors in further discussions about shared services which are used by North Cariboo residents. In the coming weeks Council will be engaging the public in a comprehensive review of its parks, playgrounds and green spaces. Please join us in Council Chambers at City Hall on Tuesday, March 3 at 7pm for an Open House on this important aspect of our community. The consultants undertaking this work will also meet with interested groups and individuals in order to develop a new Master Parks Plan for the City. On March 4, Council will be holding a public meeting in Council Chambers on the state of the City’s infrastructure. This presentation starts at 9 am. Federal government offers tax breaks to LNG producers TOM FLETCHER Black Press The federal government is offering tax breaks for equipment and buildings for liquefied natural gas production. Prime Minister Stephen Harper announced the tax breaks in Surrey Thursday with Industry Minister James Moore and three B.C. MPs. LNG producers will be granted capital cost allowances of 30 per cent on equipment and 10 per cent on buildings, which reduce their income tax to offset construction costs. The standard rate for capital cost allowance is eight per cent for equipment

and six per cent for buildings. B.C. took a similar approach with its LNG income tax, offering credits on corporate income tax until initial plant investments are paid off. Premier Christy Clark welcomed the federal move, which she said B.C. has lobbied hard to get as international producers have delayed final investment decisions. She said the drop in oil prices has made the decision more difficult for big companies that get part of their revenue from oil, but B.C. is competitive on LNG. “We’re already more competitive than Australia,” Clark said. “Our real main

During my latest meeting with Northern Health an important discussion on the use of the emergency department services and some of the challenges faced by the doctors and nurses operating the ER was discussed. Before delving into emergency services I want to start by saying that if you or a family member experience a life threatening situation and need urgent care, experiencing chest pain, difficulty breathing or severe bleeding call 9-1-1 or visit emergency services. Emergency services are designed for these needs. Emergency services at the hospital are not set up for care for routine illnesses, and they do not work on a first-come, first serve basis. A discussion area at our most recent meeting was the increased use of the emergency room and the number of complaints from visitors to the emergency room on wait times. During busy times, individuals with minor illnesses may wait for hours while critical care is administered to others. Patients are seen according to the seriousness of their illness or injury. The emergency department is designed for supporting: very sick children, deep cuts, broken bones, severe bleeding, overdoses, serious falls, choking, abdominal pain, poisonings, chest pain, burns, shortness of breath, blows to the head and eye injuries. Remember that non-emergencies are best dealt with either through home treatment or a wait to see your regular doctor. The hospital becomes bogged down and waits are lengthened when visitors come for minor scratches, cuts, requests for bandages, or slings, stitch removals, medication refills, requests for test results, work or travel related paperwork (Doctor’s note or WCB forms) or for a second opinion after seeing your family doctor. Let us all work together to use good judgment in our visits to the emergency room. Whenever you feel you can apply home treatment safely and wait to see your regular doctor, do so. It is important for each of us to understand the appropriate reasons for going to the Emergency Room, to ensure that anytime we think we need to go to emergency that it is for something that needs immediate attention. I wish to close by thanking our doctors and health care practitioners. Your dedication to our community and the people who live here is admirable and I know all of our residents would want you to know how much we appreciate what you do for each of us. Thank you.

Be part of the solution Most people claim, at one time or another in their life, to have experienced bullying. However, most didn’t kill themselves and the bullies rarely recognized their actions for what they were. Life goes on. But not for everyone. More and more teens, in this day of electronic and cyber-bullying are finding life intolerable and resorting to suicide. That is unacceptable no matter how you look at it. Each and every person on the planet must take responsibility for reducing and optimistically eliminating bullying. They aren’t just a set of numbers, they’re children, people who never have a chance to reach their potential, never have a chance to contribute to society, never have a chance live. If you aren’t actively fighting against bullying, if you passively consider bullying some horrendous right of passage for most teenagers, you’re just as much a part of the problem. Consider Reena Virk and Amanda Todd’s deaths on your shoulders. Youth of today must look long and hard at how they behave towards others. Have you said hurtful things to someone just because you could, or maybe passively participated when your friends verbally or, God forbid, physically inflicted pain and suffering on another? Have you passed along an inappropriate picture on your cell phone? Facebook? Snapchat? You’re guilty! Just as Isis has no right to bully on such a diabolical level, every bully needs to see the devastation the death of a teenager has on a family. And those workplace bullies need to take stock of their actions, too. Just because you make it through the teen years, doesn’t mean the bullying stops there. Bullies grow up too and continue to inflict their toxic behaviour on others Stand up to bullying. You know when you see it. Be part of the solution. – Annie Gallant, Observer

Why cut taxes for the rich?

he B.C. government’s third straight budget surplus is the main battleground for provincial politicians this spring, with little else on the order paper to argue about. The main conflict is over the tax cut for the rich that results from removing a two-year surtax on personal income greater than $150,000 a year. It’s an outrage, says the NDP, starving our threadbare government services of more than $200 million over the next three years. NDP leader John Horgan set the tone in his reply to Finance Minister Mike de Jong’s budget speech: “I can appreciate that the minister was celebrating with the champagne-andcaviar set, but the rest of British Columbia saw $700 million in increased fees and taxes on their backs.” Old news, de Jong replied. It was a two-year surtax on high-income earners to help get B.C. out of its postrecession red ink, and it expired as it was legislated to do. This political theatre doesn’t help people

B.C. Views understand what’s actually going on. First, a lot of that red ink was B.C. Liberal blood from dismantling the harmonized sales tax and repaying Ottawa for that failed experiment. Second, this temporary tax on the rich was a political strategy by de Jong and Premier Christy Clark, limping into an election most expected them to lose. De Jong’s debut budget in February 2013 also accelerated a small increase in corporate income tax, stealing two populist planks from Adrian Dix’s NDP platform. Ending the surtax not only kept a promise, it kept B.C. competitive with Alberta on personal income taxes. High wage earners and many of their businesses are more mobile every year, which is why this year’s budget also

extended tax breaks for high-tech and digital media companies. Another tweak in de Jong’s budget was to increase the low-income cutoff for personal income tax from $18,000 to $19,000. Those with the lowest incomes are relieved not only of income tax but also medical premiums, which continue to march up by another four per cent, and are mostly paid by employers. As with the federal election set for this fall, we will hear a lot about the burden on the vaguely defined “middle class.” In B.C. they have to dig deeper for car insurance, hydro, ferry rides and post-secondary tuition, while those top-hatted champagne-sippers party on with their tax holiday? Well, not exactly. Here’s an assessment from Philip Cross, research co-ordinator at the Macdonald-Laurier Institute and former chief economic analyst at Statistics Canada. Just after the 2013 B.C. election, Cross noted that Canada, its provinces, Europe and the United States have all been

adjusting their tax systems to increase the load on wealthier people and ease it from the poor. This has closed the wage gap considerably in Canada. By 2010, the top 20 per cent of earners were paying 58.3 per cent of all income taxes. That’s up from 50 per cent in 1976, showing how long Canada’s income taxes have been “progressive.” This is the main reason why “income inequality,” that other great cause of the left, started leveling off in Canada around 1998. Are we really planning for the future? Editor: After I read Site decided (Observer, Feb. 20), and Arena ice users granted too much say (Feedback Bruce Johnston Observer, Feb. 2), it hit me: Are we planning for the next two years ... or for Quesnel’s ‘Arenas for the future’? According to Bruce Johnston the JPC has clearly heard from its own project manager “that regardless of what else is done to reduce the cost of the project, tearing down the old arena and building it on that site will always cost $2.5 million less than building it on the proposed (library) site. I happily admit that one of the main reasons I voted against the original “multi-center proposal” was the cluttered, crowded, messy state that it would have created in the present Twin Arenas and Curling Rink area. As well, not that long ago, we, the taxpayers’ paid hundreds of thousands of dollars to have the Plaza built there to enhance that whole area – of which our City Hall was meant to be “at the gate of the Plaza.” That whole project was meant to be a piece of “civic pride,” and with the trees and the big round garden (even though

City Hall was moved), it still can be. But, now, I feel, we’re talking about destroying it entirely – which will cost ‘more big bucks so we can clutter that area instead of beautify it! Also, in my opinion, we are fortunate to have the present amount of parking for both the Twin Arenas and the Curling Rink… we’d be moving backwards to put buildings in the way and end up with almost illegal parking access (seen at one of the new design shows at the arena). Only feet from the Carson traffic lights, etc. with accidents just waiting to happen.

I’ve been a curler and a very keen hockey-gramma for more than 15 years. I have attended several meetings regarding ‘the arena. At one of those meetings, Ron Paull (not then on council) suggested a temporary covered outdoor rink in the parking lot in order that skaters would not miss an entire season. He was immediately questioned about the cost of that; but, without any statistics myself, I would tend to believe that the $2.5 million that will be saved by building in Rink 1’s present location would more than cover the cost. Nobody would have to miss a full season

of hockey/figure skating, etc.; nor would we go without parking places; and neither would we pay-out many mega dollars to destroy our Plaza. But now, let’s look at Paull’s suggestion again. If such a covered rink were constructed near our Recreation Center that could be the second ice surface for this next season while the new Rink was being built in the present location and we could eventually still enjoy Quesnel’s Twin Arenas again. Plus, looking towards the future, permanent housing could be built over the ice surface near

the Rec Center (selling the temporary roof to another town/city who is going through similar circumstances?) which then could become our third arena. I feel that is truly saving money and truly looking to the future. Are all of you happy with just planning for the next two years while we mess up that terrific downtown sports area? Or, would you rather our mayor, council and Joint Planning Commission lead us into “our arenas’ future” for probably the same or very similar amount of millions? Ruth McClounie Quesnel

Skyfest 2015 success will depend on the commitment of volunteers ANNIE GALLANT Observer Reporter Her passion for aviation was borrowed from her husband Jerry Van Halderen Sr. but soon was imbedded in her heart as well. A former pilot in the Dutch airforce, Jerry Sr. never lost his love for all things aviation and it lives on in his widow Betsy, son Jerry Jr. and daughterin-law Barb. In 2002, Jerry Sr. purchased a Long-EZ plane, built and piloted by Swiss pilot Hans Schmid, which had broken more than 100 flying records by circling the globe twice to celebrate the Millenium. Ten years ago Betsy and Jerry Jr. learned to fly and have maintained their love of aviation ever since. Jerry and Barb soon bought

their own plane and joined the Quesnel Flying Club which organized the first Skyfest in 2010. A separate, non-profit society, Quesnel Skyfest Society was formed to produce the next Skyfest in 2012 and the highly successful Skyfest 2013. Betsy helped out in the VIP area in 2010 and with the organization of the 2012 show even though she wasn’t able to attend the show itself. However, 2013’s Quesnel Skyfest was a different story. “I was in it from the beginning and really stepped up with the volunteers,” she said. “And I’ve been working on Skyfest 2015 since the gates closed on 2013.” Planning for Skyfest 2015 has been very different. Quesnel has

established itself as a airshow destination and performers and regulatory officials are now requesting to come to this show. “We have arrived,” Betsy said. She added being featured on the current Discovery Channel AIRSHOW, which is airing in more than 100 countries worldwide, hasn’t hurt either. The public also embraced the 2013 Skyfest with large, appreciative crowds on both days of the event. The weather was perfect and the show flawless. Upon reflection, Betsy admitted her favourite moment is the pyro show with Quesnel Airport’s fabulous treeline in the background especially when you throw in a couple of planes criss-

crossing in front. The community including business, industry, individuals and community groups all embraced Skyfest 2013 and Betsy said it was the first Quesnel airshow to actually come out in the black. “Community sponsorship, together with the gate receipts carried the show,” she said. For Skyfest 2015 there’s a 12-person board of directors who are devoting a huge amount of time and energy organizing the event. “We all work on Skyfest every week (if not every day) and we meet regularly to report on progress” she added. “People don’t realize the huge commitment by this board of directors.”

As with any community event, volunteers are the backbone and Betsy is looking for many, many volunteers. There’s a meeting March 18 at the BW Tower Inn and anyone interested in Skyfest 2015 and how to get involved is invited to attend. Even if you can’t attend Skyfest 2015, Aug. 1 – 2 (Betsy was absent Skyfest 2012) there’s lots to be done before hand. Some of the jobs that might interest you include: •traffic control managing vehicles coming into the airport as well as parking •event set up and tear down •recycling and garbage •tickets and gate •hostessing – selling programs – information – greeting

•security • EMT •feeding volunteers and performers – keeping them hydrated as well •collecting milk jugs for the pyro events •Mustang ticket sales •Billy Barker Days/ Williams Lake Stampede parade preparation •coordinating school students ticket distribution •coordinating food vendors – looking for businesses to get involved with either products or services . “If you can imagine a volunteer position, it probably exists, so step up and be part of this amazing event,” Betsy said. QLA presents Ballet Jorgen’s Cinderella

Quesnel Live Arts’ (QLA) final presentation for the season is Ballet Jorgen’s Cinderella, March 3, 7:30 p.m. at Chuck Mobley Theatre in Correlieu senior secondary school. Cinderella, the ballet by Bengt Jorgen is an innovative take on the classic fairy tale. Jorgen’s choreography takes the audience through the misfortunes and fortunes of Cinderella and her stepsisters. Cinderella is tormented by her sisters until her life is changed by the appearance of an old woman, a seed and magical fairies. When Cinderella wins the hand of her prince, her stepsisters find their world turned upside down. Framing the action are sets by Glenn Davidson that create a

The discovery of the microscope in the 1600s was a leap forward in medical science. It allowed scientists to see bacteria. Now, with the Nobel Prize being awarded in chemistry for the discovery of the fluorescent microscope, scientists are able to see inside an individual cell. This heralds the age of “nanoscopy” and will be very useful in discovering the causes of disease like Parkinsons, Huntingtons and Alzheimers. Here’s a hint when reading those nutritional labels on food products. Anything ending in “-ose” usually indicates a sugar of some type, like glucose. If a word ends in “-ase”, it usually indicates an enzyme like protease. Normally, our salivary glands produce about one litre of saliva every day. Some people produce less and the uncomfortable condition of dry mouth can occur. Sometimes, medications can be the cause. The very successful Complete Health Improvement Program program is about to begin March 2 and anyone looking to improve their health and live a fuller, healthier lifestyle is invited to participate. Chronic diseases are on the rise and account for 84 per cent of the current national healthcare expenditure in the US. Nearly 18 per cent of the US Gross Domestic Product, or $2.7 trillion, is now being spent on healthcare. This is by far more than any other nation, but Canada is not far behind. Yet many of these chronic diseases have lifestyle underpinnings and are responsive to lifestyle modification. It is estimated that nearly 40 per cent of all cancer deaths

and 82 per cent of cardiac deaths could be prevented. In addition, 71 per cent of colon cancer, 71 per cent of strokes and 91 per cent of the cases of diabetes could be avoided through appropriate lifestyle changes such as: adopting a simpler, healthier diet, following a consistent physical activity program and avoiding tobacco. The CHIP is an intensive community-based lifestyle intervention educational program that has been shown to offer significant benefits for the prevention, control and even reversal of cardiovascular disease, type II diabetes, stroke, some cancers, hypertension and depression. This program is largely attractive to middle-class people,

On taking the course myself, my cholesterol dropped from “Dangerously high” to “Perfectly normal” within 28 days and I would recommend the program to anyone, especially those having heart issues or who may be on sustain drugs, as

you may be able to avoid taking them. If I do not need the medication to sustain good health, I am not interested in paying for them, nor am I interested in living with the side effects. Healthier, happier people graduate from our CHIP program. Island Mountain Arts Agency Fund

In 2007, in recognition of Island Mountain Arts’ 30th Anniversary, IMA established an Endowment Fund with the Quesnel Community Foundation to provide funding for scholarships and bursaries for its programs. Funds for the endowment were raised through the generous donation of artworks by over thirty artists who took part in IMA’s 30x30 exhibition and auction. With matching funds from the Quesnel Community Foundation, the Vancouver Foundation and Heritage Canada, IMA’s endowment grew to $50,000. In 2011 IMA held the Ripe Auction and Exhibition, which celebrated the 10th Anniversary of the Toni Onley Artists’ Project. Over thirty artists donated works to raise funds for the IMA Endowment Fund, and with the help of these artists, as well as, Heritage Canada and some key individual donors such as The Iredale-Gray Family, Joseph Plaskett, Kate Sulis and Bill Graham, IMA has added another $20,000 to the fund. IMA is dedicated to making all programs accessible to those that could benefit from them; therefore all programs offered through IMA can be subsidized by applying for a scholarship or bursary. Forms can be found on the IMA website and the deadline is May 15th for most programs and May 1st for the Toni Onley Artists’ Project. IMA is pleased to recognize important artists from the Cariboo and beyond through creating scholarships in their name. In 2011 IMA created the Sylvia Regehr Scholarship for the Artists’ Project. Sylvia Regehr (1962 – 2011) was a Quesnel artist and worked for many years for West Fraser, she was also a past IMA board member and the 2010 recipient of the Sonia Cornwall Scholarship. She passed away in 2011 after a long battle with cancer. IMA is pleased to honour important artists in our community through its Scholarship Fund. Good effort and better luck next year WHITNEY GRIFFITHS Observer Reporter The ‘Roos left the playoffs with a bang with back-to-back nail biting away games against the Williams Lake Stampeders, Feb. 8 – 9. The Saturday night match was a game of tug-a-war, each team trying to advance on the other with neither ever managing to take more than a two point lead. The Stampeders took the first two goals of the night, but the visiting ‘Roos quickly fired back with a goal of their own. Only minutes before the end of the first period Joey MacDonald skated in with Waylon L’Heureux assisting, scoring Quesnel’s first goal of the night on a power play. As the second period began the Stampeders seems determined to establish a firm lead, but the Quesnel boys were on the defensive and held the Stampeders at bay.

It wasn’t until 13 minutes and 15 seconds into the second period that the first goal was scored. But this small victory was short lived as ‘Roo Ryan Hanes, with the help of MacDonald, scored the Quesnel’s second goal of the night soon after. The ‘Roos tied the score 3-3 at 18 minutes and 58 seconds into the second period, leaving the Stampeders a very small window to advance before the buzzer sounded. This small window was enough and the Stampeders skated in for two

consecutive goals. Entering the third period, now two goals behind, the ‘Roos quickly stepped up their game with goalie Ryan Madnerson saving shot after shot while his team mates brought in two more goals before the third periods end. The first was scored by Hanes, assisted by Curtis Gassoff. With only second left on the clock Gassoff, with the help of Coltin De Frais and Ryan Skinner tied the score 5-5, launching the game into overtime. Five minutes and 21 seconds into overtime the game was decided when the Stampeders took aim and fired, the puck slamming into the net and ending the match with a final score of 6-5. The ‘Roos followed this up with a Sunday afternoon match, that would be the deciding game as to which team would advance further into the playoffs. The Stampeders took the lead in the first period, but netting only one goal. This left a lot of room for the ‘Roos to advance in the next period. It was a slow start in the second period.

It wasn’t until 11 minutes in that the first goal was scored. This goal went to ‘Roo Alessio Tomassetti, unassisted. ‘Roo Hanes, with the help of Josh McDonald and Ashton Rai, followed up with another goal taking the lead for a short period of time. Though before the clock had timedout, the Stampeders scored another goal, tying the score 2-2 going into the third period. As the buzzer called the players onto the ice for the third period it was Williams Lake that advanced. One goal behind and the seconds counting down it was now or never for the ‘Roos if they wanted to take the win and continue in the playoffs. De Frais, assisted by Mitch Galbraith skated by their opponents to score the final goal of the third period at 19 minutes and 10 seconds in. This tied the score 3-3, launching the Stampeders and the Kangaroos into yet another overtime match. See PAGE A14

Bullying and Cyberbullying Bullying Bullying happens when there is an imbalance of power; where someone purposely and repeatedly says or does hurtful things to someone else. Bullying can occur one on one or in a group(s) of people. There are many different forms of bullying: ◼ Physical bullying (using your body or objects to cause harm): includes hitting, punching, kicking, spitting or breaking someone else’s belongings. ◼ Verbal bullying (using words to hurt someone): includes name calling, put-downs, threats and teasing. ◼ Social bullying (using your friends and relationships to hurt someone): includes spreading rumours, gossiping, excluding others from a group or making others look foolish or unintelligent. This form of bullying is most common among girls (Canadian Children’s Rights Council).

Cyberbullying Cyberbullying involves the use of communication technologies such as the Internet, social networking sites, websites, email, text messaging and instant messaging to repeatedly intimidate or harass others. Cyberbullying includes: • Sending mean or threatening emails or text/instant messages. • Posting embarrassing photos of someone online. • Creating a website to make fun of others.

• Pretending to be someone by using their name. • Tricking someone into revealing personal or embarrassing information and sending it to others. Cyberbullying affects victims in different ways than traditional bullying. It can follow a victim everywhere 24 hours a day, 7 days a week, from school, to the mall and all the way into the comfort of their home - usually safe from traditional forms of bullying.

Impacts

Over time, youth who are bullied or bully others find their own ways of dealing with it. While some victims/bullies may become depressed and begin to withdraw socially, others react aggressively and turn to violence. Dangers for Children and Adolescents Who Are Bullied: • Depression • Social anxiety, loneliness, isolation • Stress related health problems (e.g., headaches, stomach aches) • Low self esteem • School absenteeism and academic problems • Aggressive behaviours • Contemplating, attempting, or committing suicide Dangers for Children and Adolescents Who Bully Others: • Not knowing the difference between right and wrong • Delinquency and substance use • Academic problems and increased school dropout rate • Aggression • Sexual harassment and dating aggression • Gang involvement and criminal adulthood • Difficulties in their relationships with others • Being bullied at the hands of others

Bullying and the Law Bullying can be a traumatic experience, and some forms of bullying can even be considered illegal. These include: • Threats - whether done face to face, online, over the phone or through text messaging. • Assaults - including pushing, tripping,

What You Can Do Youth If you are a victim of bullying • Walk away or leave the online conversation. • Keep track of the bullying (write it down and/or save a screenshot of the online message). • Tell a trusted adult. If you don’t trust anyone or need to speak with someone urgently, contact the confidential and toll-free Kids Help Phone. • Report the bullying to school administrators. • Report criminal offences, such as threats, assaults and sexual exploitation to the local police detachment. • Report unwanted text messages to your telephone service provider. • Report online bullying to the social media site and block the person responsible. • Facebook • YouTube - Safety Centre • Twitter • Instagram – block a user or report something • Tumblr – how to “ignore” (block) someone

• If you feel it’s safe to do so, tell the bully to stop. • Find friends/students/youth or an adult who can help stop it. • Befriend the person being bullied and lead them away from the situation. • Report it to a teacher or school staff. • Fill out an anonymous letter and drop it off to a teacher or any adult you trust. Adults If you know or think that a child is a victim of bullying... • Talk to them - Let them know that they can trust you and that they shouldn’t deal with bullying alone. • Help them: • document the bullying; • report unwanted text messages to their tele phone service provider, or cyberbullying to social media sites; • report the bullying to school administrators; and • report criminal offences, such as threats, as saults, harassment and sexual exploitation to the local police detachment.
